Nuclear Power has gained confidence and became a viable option for many economies in the APEC Region. Nuclear Power Plants were considered to be a mature technology and clean and relatively safe to use. But after the unfortunate natural disaster in Fukushima where nuclear reactors were literally destroyed by the gigantic tsunami, the future use of nuclear power became uncertain for newcomer countries. Even today the impacts of the accident are still being felt by the Japanese Society and it is not easy to overcome. Since then some reflections have been made and several actions have been taken by almost all users of nuclear power. New approaches such as passive features for core cooling in case of accidents, compact and modular reactors are being adopted. Hence Nuclear Reactors are safer and present much lower potential risk than before. Therefore it may be timely that various APEC Economies share experiences and discuss on the future use of nuclear power and other intermediate and long term preparations related to its usage, safety, safeguards and security in this region. As a potential user of this form of energy, Thailand takes initiatives in providing a forum for this activity in order that each economy could revise their energy policy and options more objectively.

Project Synopsis

1. Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important?

Nuclear Power has suffered a severe setback after the unprecedentedly disastrous tsunami destroyed the Fukushima Daiichi Nuclear Reactors. The Accident showed that even a technologically advanced country like Japan struggled in coping with the Accident. As a consequence the public opinion in almost all countries plunged to the lowest level. Policy makers are also reluctant to consider nuclear power as a viable option. On the other hand new concepts and solutions are being adopted to make nuclear reactors safer and constitute minimum risk in case of accidents. This workshop is designed to be a forum for policy makers, technology providers, experts as well as concerned parties to share their experiences and present their concerns and solutions. The workshop will encourage presentation of country papers and improved safety measures in various countries as well as public concerns about nuclear power. The workshop will focus on the discussion about the future use of nuclear power in the APEC Region and possible networking in key areas such as education and training, regulatory framework, mobility of experts, safety and safeguards, emergency preparedness and handling in case of nuclear incidents, etc in the APEC Region.

2. Objectives: Describe the 2-3 key objectives of the project. (e.g., to... create a framework...;

ensure participants will be able to...; share experiences...; enhance understanding...; develop recommendations...; build interest...; revise strategies... etc.)

To share experiences concerning the planning and uses of nuclear power in various APEC economies, taking into account new safety regulations and safeguards, new designs and passive solutions adopted, etc. To discuss the possibility of networking in key areas in case of continued use of nuclear power such as education and training, regulatory framework, emergency preparedness and accident handlings, etc. To disseminate the information to policy makers and concerned parties.

3. Alignment: Describe how the project will help achieve APEC’s key priorities and meet your

forum’s work-plan or medium-term plan.

Through the exchanges of expertise and experiences in this International Workshop, a clearer view and expectation could be expected. Careful planning and implementation of Nuclear Power Project should take place in this era of searching for low carbon energy procurement. Networking at all levels: planning, education, regulation, construction, operation, monitoring, emergency preparedness, spent fuel management and decommissioning could be established. A sustainable energy uses in the APEC member economies could be attained.

Energy and Economic Competitiveness project is directly related with the Declaration in the 11th APEC Energy Ministerial Meeting (EMM) in Beijing, China, in September 2014, which called for specific research on the energy and economic competitiveness. The following three tasks will be carried out; (1) quantitative analysis on how energy affects industrial competitiveness with the most up-to-date knowledge of energy and industrial competitiveness, (2) make policy recommendations based on analysis for policy makers in the APEC region, and (3) disseminate information to the policy makers and concerned parties. In this context, the two rounds of workshop will be held in order to gain knowledge and deepen our quantitative analysis with the support of relevant experts. Moreover, a progress report will be presented at the upcoming EWG meetings and the EMM in Cebu, the Philippines, in October 2015. A final report will be prepared by the EMM in Peru in 2016.

Project Synopsis

1. Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important? This project is directly related to the Declaration at the 11th APEC Energy Ministerial Meeting (EMM) in Beijing, China, in September 2014, where Ministers instructed “the EWG with the support of APERC to strengthen cooperation with existing mechanism and organizations to carry out specific research on the energy and economic competitiveness of the APEC region, including making in-depth analysis and holding seminars.” Energy is essential for all economic activities and would affect economic competitiveness mainly through industry competitiveness. Energy cost and availability have strong influence on the selection of industrial stronghold as geographical conditions, currency exchange rate, infrastructure, system of taxation, personnel expenses and so forth. While, energy cost would affect not only direct energy input cost, but also the energy input cost and competitiveness of other intermediate goods, but well-established established theory for factors and improvement measures for industrial competitiveness do not exist at present. If we aim at only minimizing energy costs, we would face risk that external diseconomies would bring about environmental problems, and damage to energy security and safety. Although low-priced energy would strengthen industrial competitiveness, such aspects as environment, energy security and safety should be also sufficiently considered. The APEC region has several economies with large scale economic activities and energy consumption. Continuous increase in economic activities and energy consumption mainly in developing economies is expected, which have a considerable share in the world market. In addition, fluctuation of crude oil price and high Asian LNG price are also important policy issues. Therefore, the APEC member economies are asked for coping with issues of energy and economic competitiveness for a sound development in the future, considering the diversity of the member economies.

This project is expected to help each APEC economy to achieve “sustainable” and “secure growth”, the two of five growth attributes of the APEC Leaders’ Growth Strategy adopted at the 2010 APEC Economic Leaders’ Meeting in Yokohama.

• Previous projects/activities: If and how this proposal builds on the findings or lessons learned from previous projects/activities, while avoiding duplication The Asia Pacific Energy Research Centre (APERC), as the designated project executant, has carried out nine cases of the APEC Peer Review on Energy Efficiency (PREE) project, which made recommendations on energy efficiency policies in industrial sectors.

In this Energy and Economic Competitiveness project, APERC will make quantitative analysis, which has not yet done in the previous PREE projects.

• Communication: How you plan to communicate the results or benefits of this project to

others Progress reports will be prepared at the upcoming EWG meetings. For further dissemination, the final report will be uploaded from the APERC website which is open for public access.

Launched in 2010, the Energy Smart Community Initiative (ESCI) has contributed greatly to the advancement of green growth, sustainable development, long-term job creation and APEC’s goal of energy intensity reduction of at least 45 percent by 2035 with 2005 as the reference. As the information hub of ESCI network, the Knowledge Sharing Platform (KSP) has helped disseminate and share best practices of ESCI’s areas of focus in a systematic manner.

Following the success of 2013 Annual ESCI Best Practices Awards Program, the ESCI-KSP management team, with the support from APEC member economies, will host the 2015 Annual ESCI Best Practices Awards Program, in order to continue the momentum of regional efforts in developing new methods, technologies and applications. The ESCI management team has broken down the criteria adopted for former ESCI Best Practices Awards Program to particularly highlight merits in policy-making, strategy formation and implementation processes. To encourage constant updates on the progress of various projects on the ESCI-KSP website, those which participated in former ESCI Best Practices Awards Program are welcome to take part in this year’s program with renewed contents on the website.

I. Eligibility

The Awards will be open to both the public and private sectors who have submitted cases on the ESCI-KSP website (http://esci-ksp.org/). New cases submitted after 14 July 2013 either being proposed or current undertaken are eligible. Cases which were submitted before 14 July 2013 are eligible if they are renewed with new scopes,

progress, achievement, and etc. after 14 July 2013. All cases must be submitted electronically via ESCI-KSP by 31 July 2015.

II. Criteria

The Awards will be made in four main pillars—Smart Transport, Smart Buildings, Smart Grids, Smart Jobs and Consumers, and one cross-cutting examples of Low Carbon Model Towns of ESCI. Judging will consider the cases’ articulation of and compatibility with its goals, its implementation and outcomes. The criteria are:

A. Strategy (30%): Innovativeness (10%), Inspiration (10%), Clearness (10%)

B. Measure (40%): Practicability (10%), Replicability (10%), Cost-effectiveness (10%), Consistency (10%)

C. Performance (30%): Completeness (10%), Verifiability (10%), Impact (10%)

III. Procedure

A. Qualifying Round

Jury will evaluate the cases and select 3 cases from the contestant pool for each category. That will proceed to the next phase.

B. Final Round

Each qualifying case will be requested to submit a self-assessment statement outlining the cases’ goal, implementing strategies and performance or outcomes. The Jury then evaluates them and select winners of each category.

Winners from each category will receive an Award certificate and trophy issued by APEC EWG to honor their achievement and will be invited to present their cases at the Awards ceremony associated with the 50th meeting of APEC EWG.

Under the framework of Energy Security Initiative, APEC has long endeavored to promote energy trade and investment. Consensus have been reached on the promotion of well-functioning energy markets progressively characterized by free and open trade, secure and transparent frameworks for investment, market-based price signals, market transparency, good governance and effective competition. Currently Asia’s natural gas market is characterized by its complicated and scattered nature. In the APEC region, the main challenges for LNG development are the pricing mechanism and fluctuating demand. Oil-linked pricing has resulted in Asian Premium; in addition, since LNG demand in the APEC region faces seasonal fluctuation, market flexibility is crucial to LNG supply security. As Asia is the most prosperous region in terms of LNG trade, accounting for 70% of global LNG market, LNG will have a greater impact on regional energy security and energy development in the foreseeable future. Therefore, the workshop aims to provide a platform for comprehensive dialogues on LNG developments, trade obstacles and regional trading mechanism among the most important current and future LNG suppliers and consumers in the region. Experts of member economies,

This self-funded project aims to carry out a prototype of a proposed series of capacity building workshops on Energy Efficiency Policy. The main objective of this initiative is to develop capacity on energy efficiency policy and improving awareness of effective energy efficiency policies and tools across APEC members.

To this end, the workshop will deliver a program that includes policy development theory with focus on energy efficiency, analysis of case studies experience, tailor made analysis and experience in specific areas of energy efficiency, and an opportunity to policy making. Project Definition This project is to carry out the a prototype of a proposed series of yearly workshops aimed at improving energy efficiency policy capacity on APEC developing economies, especially focusing on “high-performance” policy tools. If this prototype is successful, subsequent workshops will be included as part of the Peer Review on Energy Efficiency (PREE). The topic of the workshop will be different each year, but complementary to develop a holistic understanding of energy efficiency policy. This will enable policy advisors from APEC’s developing economies to increase their expertise and empower them to develop effective energy efficiency policy in their economies.

While the project is aimed at developing economies and the majority of the funding will support developing economy attendance, the project welcomes participation from all APEC members.

Background At the EWG 37 meeting in Santiago, Chile on April 2008, APEC Collaborative Energy Efficiency Design for Sustainability (CEEDS) was proposed by Japan and endorsed by EWG members. The CEEDS project consisted of two key activities:

1) Analysis of energy saving potential of APEC developing economies if high performance measures were adopted

2) Two capacity building workshops organized by a host economy, focusing on how these measures might be implemented in developing economies.

Since its inception the CEEDS was intended to build on the information sharing concepts that made the PREE successful and also to complement the PREE by approaching energy efficiency policy in a different way. While the PREE considers the whole range of energy efficiency policies and measures for one economy at a time, the CEEDS considers policies and practices for several economies in one sector at a time.

While the CEEDS was relatively successful, it has been a cumbersome initiative that requires significant resources from organizers and attendees as well as the Asia Pacific Energy Research Centre (APERC). This situation is coupled with an increasing project load on the APERC which is struggling to meet in tight economic situations.

To rationalize resources for maximum effect, the APERC proposed to reduce the PREE and the CEEDS initiatives at the Energy Working Group (EWG) in 2013. As such the CEEDS would be renamed to “Energy Efficiency Policy (EEP) Workshop” and it would be reduced from 2 events per year to a single capacity building workshop that covered a carefully selected topic in depth.

Project objectives Similarly to the CEEDS, the EEP Workshop aims to promote effective energy efficiency policy processes in developing economies in the APEC region. Each yearly workshop will be aligned with one of the biannual meetings of the Expert Group on Energy Efficiency and Conservation (EGEE&C) with the support of a host economy. The project will do this by:

• Delivering capacity building in energy efficiency policy

• Providing travel support for travel eligible economies

• Enabling the sharing of information and experiences among APEC economies

Desired outcomes The key outcome for the project is to encourage and enable effective energy efficiency policy development across APEC economies, especially developing economies.

Project Product Description The key product is a workshop that delivers training on effective energy efficiency policy development. This workshop will also function as a prototype of a series of workshops that will complement the content of this workshop. If the workshop is successful, the PREE will take over the workshop component in the long term. Workshops are envisioned to be linked such that as a whole they will cover all the bases of developing, funding, monitoring and managing energy efficiency policy. The content of each workshop will be designed to ensure that there is value on attending each workshop individually as well.

The agenda of the workshop will consist on elements from the concepts below:

1) Background of the specific topic, also looking at a. Theory b. General processes, tools, tool effectiveness and so on

2) More specific example of the policies and strategies – similar to above but customizing materials and analysis to the area of interest, especially in terms of the barrier analysis and the tools.

3) The case studies of successful policies and strategies including discussion on key success factors.

4) Opportunity for dynamic activity – group activity of a potential scenario, or group discussion and analysis, and so on.

To do this, it is proposed that the workshop includes lecture style presentations where an expert delivers relevant information in a concise and direct manner. Interactive sessions will also be included as they represent an important avenue for attendees to consider what they have learned in the workshop session.

Materials provided will include a folder with all the content of the presentations to have as a reference. Similarly, electronic files will be uploaded to the APERC website to facilitate access to all interested APEC economies.

Proposed Topics Topics for each workshop will be different each year but linked in that after 4 year cycle all key aspects of energy efficiency policy development. This approach has been adopted based on comments and requests from APEC economies as well as the analysis of PREE recommendations over the years.

For this, the APERC has identified a number of key areas of learning that will be covered during this process:

The first workshop will be aimed at the funding of energy efficiency policy and programs. The order of the rest will be determined after the first workshop.

Project Approach The workshop is envisioned as a one day event led by an expert consultant that will deliver a tailored program to deliver capacity building in the desired topic. The workshop will include several sessions with varying dynamics to maximize learning and retention.

To this end, the APERC will liaise with the EGEE&C and a host economy to select topics, and coordinate the organization of the workshop. Similarly, the APERC will engage a suitable consultant to deliver required materials and expertise.

The workshop will be aligned with one of the biannual meetings of the EGEE&C. This will help to increase attendance and optimize travel costs for attendees and the attendees could possibly attend more events in a single mission trip and make it more attractive to attend.

Support will be provided for travel eligible economies which desire to send one suitable representative to the workshop.

Project Synopsis

1. Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important?

This project is related to the APEC Ministerial Meeting in Beijing, China in December 2014, where Ministers recognized that lifecycle cost, environmental impacts, and safety including resilience to natural disasters, constitute key elements of infrastructure quality, and welcomed the APEC Guidebook on Quality of Infrastructure Development and Investment. Energy demand is expected to increase in medium to long term, which leads to large investment in developing energy infrastructure. According to IEA, electricity demand in Southeast Asian countries is expected to increase constantly by 140% between 2012 and 2035, which leads to cumulative investment of about US$ 990 billion in power sector. In the meantime, it is necessary to develop energy infrastructure not in terms of short-term financial interest, but in terms of long-term and appropriate perspectives considering lifecycle cost, CO2 emissions reduction and resilience. Moreover, it is important to note that there are a lot of issues to be considered on electric power infrastructure such as: stable energy supply; best energy mix; geopolitical considerations; energy security; diversification of energy procurement; energy prices; emergency response measures; safety; regional development; and social problems. In light of the above-mentioned circumstances, it is necessary to promote high-quality electric power infrastructure in the APEC Region, and the Energy Working Group (EWG) is an appropriate forum for developing a guideline for developing high-quality electric power infrastructure. The guideline is not a general rule for electric power but needs to be developed in consideration of the fact that electric power is vitally important infrastructure with unique properties such as socio economic impacts, national involvement, diversity of power sources, and close relation with trade and environmental issues. 2. The Asia-Pacific is currently experiencing booming urbanization. Sustainable development of urbanization is conducive to promoting sustainable development of APEC. To respond to Beijing Leaders’ Declaration, APSEC is willing to undertake the task of establishing a Cooperative Network of Sustainable Cities (CNSC) in APEC economies.

The CNSC is intended to promote urbanization cooperation in the Asia-Pacific region, and to contribute to the Asia-Pacific Urbanization Partnership. The establishment of CNSC is based on the progress made in the APEC LCMT Project and the promotion activities as well as in the ESCI Program. A 2 days workshop will be held in October 2015. 1. Relevance – Benefits to region: What problem does the project seek to address? What is the relevance of the project? Does it have sustained benefits to more than one economy?

The Asia-Pacific is currently experiencing booming urbanization, which has brought numerous opportunities and challenges to the whole APEC area. Although urbanization drove the economy developing in the past few years, we are now still facing big challenges. In 2014 APEC Economic Leaders' Declaration, the leaders stated “Recognizing the range of urbanization challenges and opportunities across APEC economies, we commit to collectively promote cooperation projects, and to further explore pathways to a new-type of urbanization and sustainable city development, featuring green, energy efficient, low-carbon and people-orientation.” Currently, sustainable cities related concept, technology and products sometimes can be only applied in quite few cities and limited experience on sustainable cities development cannot be easily shared among APEC cities. Therefore, it is useful and necessary to establish a CNSC for APEC cities’ sustainable development. The CNSC will not only facilitate urbanization and contribute to the Asia-Pacific Urbanization Partnership but for social and economy development in APEC region. This project belongs to “Urbanization to growth, including smart city and live-friendly cooperation” in Rank 2 Projects that directly support the APEC Leaders' Growth Strategy. Because the project focuses on establishment of APEC CNSC to share practical projects, information, products, experience, technology sharing of sustainable cities to promote urbanization and cities collaboration among APEC economies.

The establishment of CNSC caters for No 53 in 2014 APEC Economic Leaders' Declaration, and it recognized “the range of urbanization challenges and opportunities across APEC economies”. APEC Policy Support Organization presented its study on urbanization titled “Shaping the Future through an Asia-Pacific Partnership for Urbanization and Sustainable City Development” on APEC Policy Dialogue on Urbanization (19 August 2014, Beijing), specifically recommending that a cooperative network of sustainable model cities is to be established. And the Third APEC Senior Officials' Meeting SOM3 (20-21 August 2014, Beijing) endorsed the initiative on promoting cooperation in urbanization as proposed in Document No. 2014/SOM3/048 (please refer to Summary Report - Third Senior Officials’ Meeting 2014).

Alignment – Forum: Briefly explain how the project is aligned with your forum’s work plan / strategic plan. The 2014 APEC Economic Leaders’ Declaration emphasized the importance and necessity of urbanization in APEC region. The workshop of Establishment of a Cooperative Network of Sustainable Cities (CNSC) will appropriately meet the demands in the Leaders’ Declaration as well as the current situation of booming urbanization in APEC region. The advanced concepts, products and technologies from APEC developed economies are to be introduced into the establishment of CNSC. Both the developed economies and the undeveloped economies can benefit from the sharing, transferring and localization of the rational concepts, methodologies, products and advanced technologies. The achievements from the workshop will bring deeper and broader views to all the relevant about how to achieve practical cooperation projects on sustainable cities featuring green, energy efficient, low-carbon and people-orientation. A self-assessment template and a questionnaire to assist economies to evaluate their own cities development and contribute to other APEC economies’ cities will be sent to those cities involved in the final list for feedback. The appropriate suggestions from those cities will be collected and adopted and added into the final report for improvement. Then the project final report will be prepared for use by the organizer, along with materials including the cities sustainable development situation and future work plan from this project will be delivered to APEC EWG and disseminate to all the APEC cities.

Project Synopsis

1. Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important?

In 2014 APEC Leaders’ meeting held in Beijing, China, APEC Leaders endorse the Energy Ministers’ aspirational goal to double the share of renewables including in power generation by 2030 in APEC’s energy mix. Currently the new and renewable energy development has been continuously promoted in the APEC region. The wide adoption of new and renewable energy needs collaborative effort from different level of government organizations, industries and corporate partners, energy experts and society awareness and acceptance for push forward the renewable energy doubling goal by 2030. Therefore, in this project, a proposed workshop, alongside APEC EGNRET 45 meeting, on best practice on new and renewable energy in APEC region will exchange practical experience between participating partners, to address government policy and strategies, common key problems and obstacles, and sharing successful experiences, and positively contribute to promoting new and renewable energy development in APEC region to attain the renewable energy doubling goal by 2030.

The collaborative effort from different level of governments, industrial partners, energy experts and societies could be promoted, and collaboration of new and renewable energy related industries could be strengthened by enhanced mutual understanding and considering the common problems and obstacles in the APEC region. The public praise and trust of new and renewable energy could be increased.

The beneficiaries and stakeholders of this workshop may include all participating APEC and non-APEC government, organizations, or individuals. • Previous projects/activities: School of Energy at Xiamen University has carried out a lot of successful Government and Company funded projects on new and renewable energy. For example, Xiamen University have carried out first DC microgrid project on commercial building at Xiamen University, established the successful platforms on PV energy, bioenergy, and energy storage research and development, and has developed wide collaboration with local and international partners and across different levels national and local governments, industrial corporate, national research labs and Universities, and has experience on sharing information in new and renewable energy government policy and industry development and technology trend. This Workshop on Best Practice of New and Renewable Energy in the APEC Region will built up a new knowledge platform for APEC Economies to discuss a mechanism to promote the new and renewable technology application and development in the APEC region, and to enhance cooperation between APEC Economies for push forward the renewable energy doubling goal by 2030.

1. Relevance: Why should APEC undertake this project? What problem or opportunity will the project address and why is it important?

The project relates to the 2015 APEC priority of building sustainable and resilient communities. It ties in with the APEC Energy Ministerial Meeting theme “Towards an Energy Resilient APEC Community” and the Energy Ministerial Meeting sub-theme of climate-proofing energy infrastructure. This project also reflects the APEC 2014 Ministerial Meeting in Beijing, where Ministers recognised that, environmental impacts, and safety including resilience to natural disasters, constitute key elements of infrastructure quality. A variety of trends and recent events have converged in ways that present unprecedented energy challenges and opportunities for APEC Member Economies over the next five years. Volatility in world oil markets, climate change, unconventional gas reserves, the growth of developing economies and rapid changes in technology have all contributed to a landscape that involves significant threats to regional energy security, but also present new opportunities and pathways. This increasing complexity and uncertainty makes it difficult for both public and private stakeholders in the energy sector to determine the best course of action. The summit provides APEC energy leaders with an opportunity to collaborate in a tangible way with the World Energy Council (WEC). WEC is an inclusive and impartial international network of energy leaders and practitioners, promoting affordable, stable, and environmentally sustainable energy system for all. WEC informs global, regional, national strategies and is driving the global agenda on energy resilience. In 2013, WEC released the 2050 global scenarios to commence a ‘resilience’ dialogue, and has followed this up with a ‘Financing Resilient Energy Infrastructure’ work stream.

There are obviously linkages between the resilience-related work programmes of the APEC EWG special taskforce on Energy Resiliency and WEC. The Summit provides an opportunity for APEC to collaborate and ensure that outputs from the taskforce have a meaningful impact, and a global reach.

The summit will give Asia Pacific energy leaders the opportunity to discuss the challenges to delivering secure, affordable and environmentally responsible energy systems in the face of imminent climate change, emerging technologies, extreme weather events, cyber security and resource pressures. The summit will bring together key regional and global speakers on energy resilience and subject matter experts from across APEC, WEC, IRENA and the IEA to present on possible strategic directions, the economics of resilience, and how to deliver resilient energy infrastructure with a view to improving the focus and co-ordination around the theme of energy resilience. This coordination will be enhanced through WEC’s network of industry, non-governmental organizations and public sector representatives. 3. forum’s work-plan or medium-term plan.

In Cebu this year, at the 12th APEC Energy Ministerial Meeting, Ministers instructed the EWG to continue cooperative activities with other international and regional organizations, and with the private sector and other stakeholders. This will lead to strong engagement and cross-fora collaboration leading to the facilitation of energy trade and investment, and that energy contributes to the economic, social and environmental enhancement of the APEC community.
