Over the past year, a TQI Design Process Team gathered to brainstorm ways to improve the Constructability of projects advertised by PennDOT and the PA Turnpike

The team consists of members of PennDOT, PA Turnpike, ACEC/PA, and APC

Policy revision necessary – to formalize and provide consistency for District constructability reviews and pre-bid schedule preparation and to incorporate the department’s focus on PennDOT Connects and future maintainability of the transportation system Future opportunities for improvement Documentation system to carry issues/resolutions from Design to

Construction to Maintenance Involve contractors in constructability reviews earlier in Design (in PE rather

than in FD for VEEACT)

Purpose: To solicit opinions/alternate ideas from the contracting community concerning a project’s constructability and assumed methods of construction

Suggested on the following types of projects: Feasibility/study projects Corridor projects Large projects with multiple restrictions Projects with complex or unique issues

PennDOT would utilize the “Unofficial Plans Process” in ECMS to accomplish this effort At Line & Grade or during Design Field View preparation, when sufficient

project information is developed, prepare a Constructability Review package Constructability Review package should consist of project description

which outlines areas of concern, environmental constraints, proposed staging, access areas, etc.; plans at line & grade or mid-design field view stage (including traffic control, structure, etc.); cost estimate; specifications; preliminary pre-bid schedule
