What is a Drone?
• Simply put, a Drone is an Unmanned Aircraft
• Also known as Unmanned Aerial Vehicles
(UAV), Unmanned Aircraft Systems (UAS) and
Small Unmanned Aircraft Systems (sUAS)

mounted with bombs against the city of Venice.
1917: In the United States, Elmer Sperry and Peter
Hewitt began construction of the radio-controlled
“Hewitt-Sperry Automatic Airplane”. The plane was

• Effective August 29, 2016
• Encompasses previous FAA guidelines, including:
– Drones operated under Part 107 must weigh no more than 55 lbs.
– Commercial UAS operation must take place within visual line of sight (VLOS) of
the operator.
– ATC approval is required before flying in controlled airspace.
– Operations must take place during daylight hours, or within the hours of civil
twilight (immediately before sunrise and after sunset).
– Flight is permitted near non-participating structures.
– Flight is not permitted directly over non-participating people.
– Drones weighing between 0.55 lbs. and 55 lbs. must be registered with the FAA.

Drone operators must be certified under the new UAS Operator certification,
akin to a driver’s license written test. The local Flight Standards District
Office (FSDO), Designated Pilot Examiner (DPE), or Certified Flight
Instructor (CFI) will be able to endorse your application to take the
knowledge test. Applicants who do not hold a current pilot certificate will
also need to have their backgrounds vetted by the TSA.
Tests will be administered at FAA approved Airmen Knowledge Testing Centers.
Existing certified pilots (under Part 61 of the Federal Aviation Regulations)
may take an online training course available on FAASafety.gov to have a
remote pilot certification with a small UAS rating added to their existing pilot
privileges.
To maintain currency as a remote pilot-in-command of a small UAS under Part
107, you will be required to take a knowledge test every 24 calendar months.

Educational Use

The FAA states that education use falls under
recreational/hobby use and therefore Part 107
does not pertain to educational use.
HOWEVER, it was confirmed by FAA
representatives that the only example of
educational use would be a district sponsored
course or school club that teaches the building
and operating of drones.

• As of Dec. 21, 2015, the Federal Aviation Administration requires all owners of model aircraft, small
unmanned aircraft or drones, or other RC aircraft weighing between 0.55 and 55 pounds to register online
before taking to the skies.
• Follow community-based safety guidelines, as developed by organizations such as the Academy of Model
Aeronautics (AMA).
• Fly no higher than 400 feet and remain below any surrounding obstacles when possible.
• Keep your sUAS in eyesight at all times, and use an observer to assist if needed.
• Remain well clear of and do not interfere with manned aircraft operations, and you must see and avoid other
aircraft and obstacles at all times.
• Do not intentionally fly over unprotected persons or moving vehicles, and remain at least 25 feet away from
individuals and vulnerable property.
• Contact the airport and control tower before flying within five miles of an airport or heliport.
• Do not fly in adverse weather conditions such as in high winds or reduced visibility.
• Do not fly under the influence of alcohol or drugs.
• Ensure the operating environment is safe and that the operator is competent and proficient in the operation of
the sUAS.
• Do not fly near or over sensitive infrastructure or property such as power stations, water treatment facilities,
correctional facilities, heavily traveled roadways, government facilities, etc.
• Check and follow all local laws and ordinances before flying over private property.
• Do not conduct surveillance or photograph persons in areas where there is an expectation of privacy without
the individual’s permission
