His family returned the favor and fought to reestablish his service record . “They were going to put up a memorial wall for the Oneida Museum, but he wasn’t on there,” said Anderson’s son Franklin Cornelius. Franklin’s sisters Eleanor Zaebler and Josephine Bailey went to Kerry Metoxen, director of Oneida Veterans Services Office for help. It was dis- covered that a fire in 1973 destroyed the St. Louis building where Anderson’s personnel records were stored. Metoxen contacted Congressman Mark Green’s office to continue the search. “Whenever a congressman requests something, they get a little bit more customer service,” said Metoxen. The process took two years, and then five weeks ago, veterans liaison Melanie Luchs found some information. “Like (Green) said, you got to have a labor of love to do this thing, you know. You hit a wall and you got to go another route.” said Metoxen. With Anderson’s service records rediscovered, Congressman Green pre- sented 18 of Cornelius’ decedents with three medals he had earned serv- ing in the Calvary in France. The presentation was made to the eldest daughter Delores on the afternoon of Thursday, July 7th. Dawn Walschinski Kalihwisaks The special election that was scheduled for Saturday, July 22nd has been resched- uled for Saturday, August 26th. “The election board inad- vertently didn’t send out a mass mailing to the tribal membership in regard to the election notice and sample ballot,” said Oneida Election Board Chairperson Racquel Hill. The decision to postpone the election was to make sure the Election Board would be in compliance with Tribal law. The rescheduled elections will take place at the Oneida Police Department from 7:00 am to 7:00 pm. Saturday’s Special Elections rescheduled to August By Cathy Delgado Kalihwisaks Monday, July 3, 2006 was the beginning of competi- tion for the Native American Indigenous Games athletes and coaches. Over 7,500 athletes participated in this years Games with at least another two or three thou- sand more fans. Those attending the Games would be traveling all over the Denver area to various levels of schools or athletic parks such as Colorado Horse Park, Metropolitan State College, Thomas Jefferson High School, the Golden Crown Fieldhouse, the National Western Complex, the Olympic Training Center and others. The weekend was partially spent by some athletes from Wisconsin practicing which gave them something to do and get to know other ath- letes. There was a dance with a disc jockey that took place in the middle of the week to provide a means of entertainment for the younger population. Other athletes, coaches and chap- erones took a drive into the mountains while others hit the Six Flags Amusement Park, and the Water World Park to try and stay cool in the 90 plus degree weather. For some athletes the only protection from the heat and sun was sun block and it wasn’t enough because many of the archers came back beet red. There were 27 teams that participated in the Games this year in basketball, track and field, cross country, archery, boxing, Tae Kwon Do, swimming, volleyball, wrestling, baseball, canoe- ing, lacrosse, rifle shooting, and soccer. The Tribes that participated from the state of Wisconsin include Oneida, Bad River, La Courte Oreilles, Lac Du Flambeau, Red Cliff, Menominee, Stockbridge Munsee, Ho Chunk, Forest County Potowatomi, St Croix, and the Sokaogon. There were 56 Oneida athletes that par- ticipated in this years games. (AP) ~ Indian casinos in Wisconsin hit the jackpot on Friday with a state Supreme Court deci- sion that removes any legal doubt as to their validity or right to expand. Not only can the existing 28 casinos remain open, the Supreme Court said they also can negotiate with the state to offer new Las Vegas-style games like roulette, craps and blackjack. The widely anticipated decision was a major victory both for the 11 tribes operat- ing casinos in the state and Gov. Jim Doyle, who had argued he had the right to negotiate gambling compacts with the tribes. But critics on the court warned the decision could lead to an onslaught of new games like sports betting. State and tribal officials dis- counted that fear. “I fail to see where there will be an explosion of gam- ing, at least with respect to scope,” said Jeff Crawford, attorney general for the Forest County Potawatomi. “These games already exist in Wisconsin at most casinos.” But Brian Nemoir, execu- tive director of the anti-gam- bling coalition Enough!, said the court’s decision shows the need for greater legislative oversight of the governor's powers for approving casinos. Administration Secretary Steve Bablitch, though, noted that federal officials must review and approve any new compacts. Justice David Prosser, who joined two others on the court in a partial dissent from the majority, said the governor should not have the authority to sign agreements that expand gambling in the state to include games forbidden under a 1993 amendment to the Wisconsin Constitution. The amendment clarified that all types of gambling are prohibited in the state except bingo, raffles, pari-mutuel on- By Cathy Delgado Kalihwisaks The opening of the Rodeway Inn is still clear in the mind of Kathy Hughes who served on the Board of Directors for the hotel and was treasurer for the Oneida Business Committee (OBC) at that time. “We had started the planning and had gotten the approval from the General Tribal Council to go ahead with the construction of the hotel with a 12 million dollar budget back in 1985. Construction started in October 1985 and was com- pleted in June 1986.” said Hughes who is now the vice- chairwoman of the OBC. Hughes said “The tribe entered into a business we knew nothing about and were yet tenacious enough to take the risks.” The original Rodeway Inn serviced the leisure customer and could no longer provide the kind of business that Oneida wanted to be drawn to the hotel. The Radisson Inn provided services to groups and the business traveler as well as the leisure customer. In 1993 the growth of Oneida Bingo and Casino added changes for the hotel. The first expansion of the Radisson added on the Iroquois Complex and more rooms. The Radisson Hotel and Conference Center began its second expansion, “in 2001 with a starting budget of 22.5 million dollars in the Spring and opening late summer 2002. MADISON, Wis. (AP) ~Gov. Jim Doyle collectedmore than nine times as muchfrom out-of-state campaigndonors last year as did hisopponent, according to a newanalysis by a political watch-dog group.

The largest contributoramong all donors over thepast four years to theDemocratic incumbent was acasino investor and his family,determined the reportreleased Tuesday by theWisconsin DemocracyCampaign.

All told, the report saidDoyle raised $1.15 millionfrom out-of-state individuals

from 2002 to 2005, comparedwith $117,000 for his chal-lenger, U.S. Rep. MarkGreen, R-Green Bay. Thefour-term congressman fromGreen Bay announced hiscandidacy for the governor'soffice last year.

Doyle raised $415,113from outside Wisconsin lastyear compared with $44,837for Green.

“Clearly candidates arebecoming less and lesschoosy about who they willtake money from,” said MikeMcCabe, executive director ofthe group that issued thereport. “They've tapped out

Allen “Rocky” L. Denny55 of Oneida passed away onTuesday July 4, 2006 un-expectedly at his home. Hewas born April 12, 1951, sonof the late Alexander andClara (Metoxen) Denny. Hewas a member of the OneidaMethodist Church and themen’s club of the church.

Survivors include his chil-dren; Kurt (Heidi) Denny,Scott (Theresa) Denny, Alex(Xavier) Denny, Heather

Anna livedthe last three yearsof her life as a resi-dent of GoodShepherd NursingHome, where shereceived the best ofcare from all thestaff. She was born May 24,1924, in Green Bay, toAndrew and Josephine(Skenadore) Steinfeldt. Annaserved her country in the U.S.Navy during World War II.She was privileged to be amember of the AmericanLegion, Post #539 and was acharter member of theW.A.V.E.S. NationalPackerland Unit #116. Thegreatest joy for Anna wasspending time with her familyand fulfilling her desire tohelp others and ask for noth-ing in return. In 1950, Annamarried Edward Kurowskiwho preceded her in death onAug. 3, 1977. She was adevoted wife, mother, grand-mother and great-grandmoth-er. Anna had a special gift ofentertaining. She broughtlaughter and wonderful mem-ories for her loved ones withher endless stories and old-time songs. She lived life witha continuous spirit of givingto anyone in need.

Pat Lassila started at theRadisson when it was still theRodeway Inn. She workedher way up the ladder goingfrom a waitress at theShenandoah, then Supervisor,Dining Room Manager, Foodand Beverage Director, andeventually the President of theHotel Corporation. She com-mitted 18 years to theRadisson and during that timebecame certified in HotelManagement.

The Nation was able to go

on and expand the Radissonwith the Grand CouncilIroquois Complex, 100 roomsand the Standing Stone Buffetformerly named the ThreeSisters Restaurant at a cost of11.8 million dollars. It was ajoint effort with the OneidaBingo and Casino in 1996.

One of the accomplish-ments that Lassila recalls ispaying off the original debt ofthe Radisson Inn before thesecond expansion of theRadisson in 2001.

Lassila has a vision for thefuture of the hotel complexand its potential management.

“We need to start trainingour Indian children, ingrain inthem starting in sixth grade”said Lassila. She believes thestudents should look at whatthey want to be when theygrow up, so that Oneida canprovide training that willenhance its future leaders andbenefit the tribe as a whole.This can be effectively doneby going into the OneidaElementary School and pro-moting the career day theyschedule every year.

The support of theBusiness Committee, GeneralTribal Council and the HotelCorporation Board is whathas made the Radisson such asuccess and more importantlytheir staff overall.

“Its hospitality is more thana beautiful building filledwith fabulous amenities. It’salso about filling that buildingwith great people doing greatwork said Broberg “I’ve usedthe analogy in the past com-paring our work to that of asymphony orchestra..Professionals who like theirwork and do it very well andhave given them the instru-ments to display their talents.The result is a smooth, almostintuitive flow of great workcreating a great experiencefor our audience, the cus-tomer.” Broberg said in hiswelcoming speech at theAnniversary that took place atthe Radisson on July 13,2006.

The governor has said thespending by the casino inter-ests would not play a role inhis decision on whether toapprove the Kenosha casino,should the proposal come tohim.

Green has said there is a“dark cloud” over contribu-tions Doyle has received fromcasino interests the past fouryears.

Green campaign managerMark Graul said the reportshows Doyle is relying onspecial interests, includingthose that do business withthe state, to fund his cam-paign.

“It reeks to high heaven,”Graul said.

The InitialReview Body, of the Oneida AppealsCommission found that the OneidaPersonnel Commission, InitialReview Body acted outside theirscope of their authority when, afterthe written warning had been voidedby the Oneida Human ResourceDepartment, they placed themselvesin the position of a supervisor of Ms.Brocker when identifying heremployment site. Stay order grant-ed.Oneida Bingo & Casino, SlotDepartment vs. Bryant Hill.Docket No. 06-AC-007, June 29,2006. Judicial Officers Winnifred L.Thomas, Pearl House, Janice L.McLester, Lois Powless and JenniferWebster presiding. The issues in thegrievance hearing focused onwhether or not Respondent, BryantHill was on probationary status atthe time of his termination, the pro-bationary status of Mr. Hill hingedon a job reassignment and whetherthe effective date of the reassign-ment was June 5 or July 24, 2005 inlieu of a discipline. The OneidaPersonnel Commission, found thereassignment was in lieu of a disci-plinary action. The OneidaPersonnel Commission found theArea Manager acted outside thescope of his authority to reassign anemployee without following the pro-cedures provided in Section III,C.2.b.1.3 of the Oneida PersonalPolicies and Procedures. This sec-tion indicated that although job reas-signments may be made at any timewith the approval of the AreaManager, this can only be done aftera review of each affected job by thePersonnel Evaluation Committee.This created a procedural irregulari-ty. On December 27, 2005, Petitioner,Beverly Skenandore, filed an appealagainst Respondents, HumanResources Department - Benefits,Crawford and Company Insurance,for denial of her claim for Worker’sCompensation benefits. Skenandoreclaims she injured her left knee onSeptember 13, 2005, while at work.Skenandore filed for a $50,000.00punitive damages claim againstRespondents. Crawford Insurancegranted Petitioner’s medical costsfrom September to November 2005,but denied the remainder ofPetitioner’s request. Based on theevents leading up to the surgery, thecourt could not support Ms.Skenandore’s theory that herSeptember injury caused herFebruary surgery. However, thecourt could not rule out that Ms.Skenandore’s September injury hadabsolutely no impact on her surgery.Therefore, Crawford was ordered torestore Ms. Skenandore’s personaland vacation time between the peri-od of September 13 to November 20,2005. Ms. Skenandore’s claim forpunitive damages was denied.

Oneida Appeals Quarterly Report

The Judicial System hastaken action to separate thetrial and appellate court.Currently there are ten (10)judicial officers, thereforefive (5) are serving at the triallevel and five (5) on theappellate level. When a con-flict of interest is presented,the court assigns retired orpro-tempore judges to thecase, if no other appellate ortrial judicial officer is avail-able.

Each court identifies spe-cific training that is requiredbefore you can assume thebench. Be aware that much ofthe training is offered out ofstate. If you are employedthis may require you to useyour vacation time or leavewithout pay. Be prepared toattend 2-3 weeks of trainingper year.

It is important to note thatyou can no longer be a mem-ber of a tribal board, commit-tee or commission once youtake the Oath of Office as ajudicial officer. The reasonfor this is because many of

our board, commission orcommittee decisions are filedat the Appeals Commissionand therefore has the potentialof a conflict of interest. Youare, however, encouraged togain membership with outsideboards, etc, when that mem-bership involves judicialenhancement.

The appellate court reviewstrial/original hearing bodydecisions. The majority ofyour responsibility willinclude, reading briefs, laws,reviewing evidence, prepar-ing your opinion and attend-ing scheduled deliberations.Therefore, preparation is vitaland can consist of severalhours of reading prior to thedeliberation or trial. Thereare five (5) appellate judgesfor every appeal and eachjudicial officer is expected tobe prepared to discuss theirview. It is your responsibilityto prepare for the delibera-tions, which are often heldafter 5:00 pm.

As a young child, Lee AnneLaes was interested in thehealth of others.

“My parents always calledme Dr. Lee because I wasalways helping people withproblems in their bodies whenI was little,” she said.

Laes followed her interestby becoming a massage thera-pist.

However, she didn’t startpursuing the career until afterspending several years as agraphic artist. “After ten yearsof sitting at a computer, havingpostural distortions, I created ahump, so I no longer sitstraight,” she said.

She went through sixmonths of physical therapy tocorrect her posture, but felt shereceived more benefit frommassages given by a friendwho had recently graduated asa massage therapist.

“I know how many peopleare on computers today”, shesaid. Laes thought massagetherapy would be more effec-tive to help people. While shefound the courses at Blue Skyin De Pere to be challenging,she discovered that she had atalent for the profession.

“The gift I’ve been given isthrough touch. I can read peo-ple’s bodies.” said Laes whohas been a massage therapistfor three years.

She opened About Body inNovember in the oldSchroeder’s Grocery Store atW127 Service Road in Oneida.“I really like this building, ithas a unique character.” saidLaes.

The business has two othermassage therapist and an aes-thetician for facial and bodywraps. They’re looking intoexpanding their services toinclude manicures, pedicuresand a viche shower room aswell as tea and Door CountyCoffee.

About Body also sellsorganic deodorant and bodysalves and will carry shampoosand conditioners.

“What you put on the out-side of your body is also asimportant as what you put onthe inside of your body,” shesaid.

Laes specializes in neuro-muscular therapy (NMT) mas-sage and offers hot stone mas-sage as well.

“Primarily what I like is thatI can help people. I can reallymake a difference in their liveswith pain management, withkeeping healthy,” she said.

The courtdecided that the Police Commissionhas the authority to appoint, suspendand terminate, which includes thelesser power of written warnings.The Police Commission clearly hassupervisory authority over the Chiefof Police and can terminate theemployment relationship as provid-ed in the ordinance. On December 30, 2005, theOneida Personnel Commission helda meeting and passed a resolutionstating that Ms. Cook was qualifiedto sit on the OPC. The Oneida Nation Arts Program is sponsoring an artsapprenticeship for teens, ages 14 thru 17 yrs. The teens willbe painting benches and picnic tables using their own uniquedesigns inspired by the Oneida culture and their personal expe-riences under the guidance of master artist, Janet Nelson.

The apprentices will work Monday thru Friday for 2 weeksstarting July 31–Aug. 11. They will be paid $6.00 per hourand work 20 to 25 hours per week. Parents/guardian mustattend an orientation meeting with the teen apprentice beforethe apprenticeship begins and provide transportation for theirteens during the apprenticeship. The unveiling of a newPendleton brand blan-ket that honors and

represents the Oneida Nationof Wisconsin couldn’t have

been revealed at a moreappropriate event.

The unveiling which coin-cided with the RadissonHotel and ConferenceCenter’s 20th AnniversaryCelebration on July 13, tookplace in the Three Clans ball-room with several dignitaries

in attendance.In their pursuit for an

Oneida design to be madeinto a Pendleton Blanket, theOneida Retail Departmentcalled upon Oneida artists tocreate a culturally specifictheme to be judged in adesign contest.

Six artists participated inthe contest.

The winning design is thecreation of artist Dawn DarkMountain and is entitled,“Land of the Oneida”. DarkMountain, an Oneida Tribalmember, resides in Madison,Wisconsin.

The blanket, explained theartist, “Honors the Oneida’sof Wisconsin. Bear, wolf andturtle clans rest upon theOneida Tribal Belt beneaththe sky dome as they journeyto Wisconsin to create a newhomeland under the tree ofpeace.”

Oneida Retail is currently

taking pre-orders for theblanket which will be a limit-ed edition of 250 signed andnumbered blankets. ThePendleton Blanket will not beavailable until October 2006.Sales have been brisk asabout half of the 250 havealready been sold.

This is the third month in a row that thePharmacy continues to get the most complaints.In the month of June an interactive voiceresponse system is to be implemented for allusers. It is currently in a “pilot phase” withusers from Home Health only. This system willallow patients to call in their prescriptions. Itwill “flag” prescriptions that cannot be refilledso that patients can call a pharmacist and get theinformation they need in order to get a refill.When the prescription is entered it will give youan automated pick-up time based on the time itis submitted. Customer Service/Professionalism of staffinteracting with patients was the top concernthis month. Complaints for Pharmacy,Behavioral Health, Medical and Dental were allCustomer Service related. Administration hasagreed to develop and implement a CustomerService Training Program for all staff. I willmeet with them to find out what progress hasbeen made to date.

The Vision of the Oneida Community HealthCenter (OCHC); which includes BehavioralHealth, is to have Healthy Citizens. OCHC hashistorically strived for patient-focused care andmaking patients feel cared for and appreciated.There is a strong correlation between a patientshealing and their emotional and social environ-ment. When Patients receive poor CustomerService; this slows their healing process. Whenthey receive good Customer Service; their heal-ing goes faster and they are less likely to havenegative set-backs in their healing process. Ifthe Vision is truly to have Healthy Citizens —the entire OCHC Team must engage in provid-ing positive experiences for theirPatients/Customers.

Appointment Scheduling (Over booking,cancellations and re-scheduling) were the nexthighest source of complaint this month.Apparently Physicians are “taking - on” addi-tional patient loads which leads to additionalwait times for patients that were previouslyscheduled because other patients are beingsqueezed in. Patients want to know whyPhysicians are constantly being over-booked.Are there Policies that require “notice” for timeoff so this can be avoided? Are all patientsbeing treated fairly and consistently - or dosome receive favors and get “squeezed” into theschedule? In Dental; patients are still being toldto “call back” numerous times before anappointment is scheduled. When is this goingto be corrected? Dental is cancelling andrescheduling appointments that are all mixedup. Who is handling this? Why isn’t there anyimprovement? I am seeing an increase in personnel relatedmatters coming to my office. The purpose ofthe Ombudsperson’s Program is to receive andinvestigate complaints regarding Patient Care orPatient Rights. All personnel matters will bereferred back to the Personnel Policies andProcedures to follow the Chain of Command.

I strongly encourage Director’s, Manager’s,Team Leader’s and all others in LeadershipPositions; with Supervisory responsibilities totake this part of your job duties and responsibil-ities seriously. When employment related mat-ters are not dealt with (annual reviews, perfor-mance issues, job description changes, salaryadjustments, etc.) they create instability andchaos in the work environment. Ignoring or“putting these matters off” to the side is veryunhealthy for any organizations culture. Allemployees look for honest feedback and devel-opment opportunities. In the OCHC StrategicPlan it is recognized that OCHC wants to be a“good employer” encouraging and supportingstaff. Public health agencies inBrown County report that twocrows have tested positive forWest Nile Virus. These posi-tive tests mean that residentsof Brown County need to bemore vigilant in their person-al protective measures to pre-vent mosquito bites. WestNile Virus is spread tohumans through the bite of aninfected mosquito.Mosquitoes get the virus byfeeding on infected birds.

Brown County residentsshould be aware of West NileVirus and take some simplesteps to protect themselvesagainst mosquito bites. The

best way to avoid the diseaseis to reduce exposure to mos-quito bites and eliminatebreeding grounds for mosqui-toes through the followingpractices:• Avoid being outside during

times of high mosquitoactivity, more likely at dawnand dusk

• Wear light-colored clothingsuch as long pants, loose-fit-ting long-sleeved shirts andtuck pants in socks whenoutdoors.

• When outdoors, use andeffective mosquito repellentcontaining an active ingredi-ent, such as DEET.

• Eliminate containers, oldtires, and other means ofcollecting water from yards

in order to reduce breedingof mosquitoes.The majority of people

(80%) who are infected withWest Nile Virus do not getsick. Those who do becomeill usually experience mildsymptoms such as fever,headache, or rash. Less than1% people infected with thevirus get seriously ill. Nohumans have been identifiedwith West Nile virus inWisconsin thus far this mos-quito season.

Brown County publichealth agencies, in coopera-tion with the WisconsinDivision of Public Health,will continue surveillance forWest Nile virus until the endof the mosquito season.

Testing of dead birds willbe discontinued according tostandard state protocol, how-ever, residents may still call

The camaraderie at the 2006Native American IndigenousGames shined brightly.Although there were many thatrole modeled good sportsman-ship there are three in particu-lar that stand out.

Jasmine House is the 16-year-old daughter of Toni andDoug House who haveinstilled good sportsmanshipin raising her. She foughtagainst three other athletes inthe midget division. Herscores for this competitionwere 7 to 1, 6 to 8 and 4 to1.Her 6 to 8 score unofficiallywas Jasmine’s win.

“The second round had 40seconds left and that wasscary.” said 18-year-oldDesiree Pettibone who wasHouse’s second opponent.Pettibone is an Ho Chunk fromBlack River Falls. “She kickedme in the head and scored twopoints, but they were mistak-enly given to me instead.” saidPettibone. During the fightPettibone attempted to kick

Jasmine in the head andJasmine blocked it with herelbow. The block fracturedPettibone’s foot and put herout of the running for the goldmedal which Jasmine went onto win.

At the presentation of theawards, Jasmine graciouslyhanded her gold over to heropponent Pettibone as a goodgesture for well fought match.In turn Pettibone gave her sil-ver medal to Jasmine. Whenasked what made her do such apolite gesture. Jasmine said, “Ijust thought it was a nice ges-ture and my dad taught me thatwhen I have a good thing hap-pen to me then I should beappreciative of it and I thoughtgiving the gold to Desiree wasa good thing to do.” Pettiboneaccepted such a gracious offerand said, “I’ll always remem-ber when she put the goldmedal around me, that showedhow much of a nice person sheis even though she deservedthe gold.”

Andrea Kolitsch a 13-year-old swimmer, competed in the

bantam division in the breaststroke, backstroke, freestyle,relay and other races. She isthe daughter of Barb Kolitsch.At the end of the week, Andreaearned six gold medals, twosilver medals, and one bronzemedal. An opponent who shehad met there named Arlenewho is also 13 fromColorado’s team hadn’t won amedal and so Andrea decidedto give her a bronze medalfrom the relay race they bothhad competed against in as apositive sportsmanship ges-ture.

Lastly, Bradley Skenandorewas competing in the seniordivision for archery. Duringhis competition he competedagainst nine other archers.One of those archers had bro-ken his bow during an eventand would have been out of thecompetition. Skenandore lenthis extra bow to his competi-tor. He felt that he didn’t wantto win because of his oppo-nent’s equipment failure.Bradley went on to win thebronze medal.

Tomatoes, peppers, onions,cabbage, asparagus and herbsare just a few things needed tospice up the Oneida NationHigh Schools lunch. That'swhat Becky Anderson who isthe Garden Project coordina-tor for the Oneida NationHigh School has in mind forthe summer. The schoolpicked up the cost of the gar-den supplies for dirt, raisedbeds, plants and seeds werejust a few of the items onAnderson's list of needs forthe High Schools GardenProject.

A joint effort between theOneida Nation SummerSchool program lead to therecruiting of Oneida NationHigh School students to gain,knowledge in the areas of hor-ticulture, language, arts andhistory.

Marqita Tebeau, a juniorand Summer Smith, a sopho-more are two of the studentswho were willing to workduring a six week summerprogram planting, weeding,transplanting, and wateringplants for the Oneida NationHigh School.

Tebeau's primary goal in

completing the six week pro-gram is to put together arecipe book that will be uti-lized by the school's cafeteriapersonnel in preparing mealsin the fall. The whole studentbody will also get a copy ofthe recipe book. By doingninety hours of gardeningwork and assembling togetherthe recipe book will be equiv-alent to ninety hours of asemester of school for half acredit.

There will also be a herbalgarden along with the veg-etable garden. The primarypurpose for the garden projectfor Tebeau is, "to makehealthier lunches for the stu-dents."

Smith said, "we want thelunches to taste better and it'sa learning experience becauseI don't know how to plantstuff."

The idea to have the gardenproject originated from BeckyAnderson, Art Teacher of theOneida Nation High School.As a result she decided to dowhat she could to introducethe program to the OneidaNation School System. Laterthat year she found out aboutthe promoting of healthyschools program through the

Physicians Committee forResponsible Medicine.(PCRM). PCRM has anaward called the GoldenCarrot award which Andersonwill be nominating theOneida Nation High SchoolKitchen for their healthylunches program. If theSchool wins the school willbe awarded $3,500 towardsit’s school lunch program.The Golden Carrot awardacknowledges an exceptionaljob of improving the health-fulness of school lunches.The areas they will be judgeon are the vegetarian entree,low-fat meals, fresh fruits andvegetables, and nondairy bev-erage items and that promotenutrition education.”

Anderson, was alsoinvolved in a field trip to touran Appleton AlternativeSchool this past Spring. Shewas accompanied by studentsfrom the Student Councilalong with Nancy Blaschka,Business Manager for theSchools, Diane McCabeSupervisor for the SchoolKitchens and other concernedparents and community mem-bers. The AppletonAlternative School is recentlyadopted the healthy foods

program into it’s school sys-tem. By changing the diet ofstudents, it has increased testscores in classes, decreasedincident reports, andenhanced the student's atten-tion span. These are only afew of the many benefits of ahealthy diet for students atOneida Nation High School.Anderson said, “Once amonth it will be what kidswant on the menu of theirfavorites.” Students at theOneida Nation High Schoolcan look forward to a moredelicious tasting and nutri-tional lunch in the Fall.

Tebeau and Smith flew toLittle Rock, ArkansasMonday, July 17th to attendthe Heifer InternationalRooted in CommunityConference.

Tebeau wanted to “trysomething new, to see how tomake different stuff, keep ithealthy.”

“I just really want to go ona plane ride,” said Smith whowas looking forward to learn-ing to cook.

Nonpoint source pollutionis a problem that has drawnmore and more attention overthe past few years. Unlikepoint source pollution, whichhas a definite origin, nonpointsource pollution comes fromvarious diffuse sources. It isthe result of rainfall orsnowmelt running over andthrough the ground, pickingup pollutants along the way.These pollutants are eventual-ly deposited into lakes,streams, rivers, wetlands, andgroundwater, often having anegative impact on waterquality.

Examples of such pollu-tants are:• Sediment from eroding

streambanks, roadsides, anddevelopment sites

• Oils, salts, and toxic chemi-cals from urban runoff(parking lots, roads, build-ings)

• Pesticides and Fertilizers• Bacteria and nutrients from

faulty septic systems

The Oneida Environmental,Health and Safety Division istaking the required steps toqualify for funding to imple-ment a nonpoint source pollu-

tion management program onthe Reservation. The firststep, a Nonpoint SourceAssessment Report, is almostcomplete. This assessmentidentifies waters on theReservation that are affectedby nonpoint source pollutionbased on available land useand water quality data. Theassessment also identifies cat-egories of nonpoint sourcepollution that are impactingthese waters, and describeswhat best management prac-tices are needed to controlcontributors to this nonpointsource pollution. We are cur-rently working on the secondstep to develop a Nonpoint

Source Management Plan.This plan will further describecurrent nonpoint source con-trol methods implemented onthe Reservation as well as dis-cuss additional practices and
