FOREWORD
Pune, the city with its blend of rich heritage and contemporary
values, will be a significant driver for the economy of India. With
the transition towards being a smart city, Pune will be greener,
sustainable, business-friendly and citizen-friendly. With this view
PMC launched the “Maza Swapna Smart Pune” contest and
invited the citizens of Pune to give their valuable suggestions to
make Pune “Smart” City.
The Citizens of Pune played a pivotal role and responded
overwhelmingly to the contest, thus leading to its success.
I would like to express my heartiest gratitude to the citizens for
their active participation and thoughtful suggestions.
It gives me immense pleasure to pen my views on the Initiative
taken by PMC for Citizen Engagement in the form of the online
Contest ‘Maza Swapna Smart Pune’. GoI has launched the Smart
Cities mission and in its scheme of things, huge emphasis has been
given on citizen participation. ‘Maza Swapna Smart Pune’ is one
such initiatives where PMC invited suggestion/ideas for making
Pune a Smart City from its citizens.
The goal of this contest was to look for the most relevant
and innovative ideas with solutions to the core problems facing
the city.
The contest received an overwhelming response as more
than 6000 ideas from citizens were received. This report provides
an overview of the contest, its outcome and the way forward for
PMC in terms of enabling an ongoing ‘Vision Community’ for
Punekars.

It has set a point of reference on how to bring transparency in
city visioning with processes which were accessible to common man,
with scope for dialogue and recognition as an incentive for being part of

The Pune smart cities idea contest 'Maza Swapna, Smart
Pune' is a paradigm in crowd sourcing in India, initiated by the Pune
Municipal Corporation (PMC), as a collaborative initiative with
support from various stakeholders. The communication strategies as
part of unique 30 days of citizen engagement exercise included online
and offline approaches, soliciting citizens to contribute ideas to make
Pune a smarter city.
PMC concept of smart cities idea contest is a proven
technique for drawing on the knowledge of communities, capturing
ideas in traditional and innovative forms of consultation. It provided
an easily accessible opportunity for people to become active citizens.
As well as providing a channel for capturing and analyzing information
and public perception related to city resources and infrastructures.
NIUA is pleased to be the part of this initiative, which
promoted citizen involvement and facilitated in introducing a new
sense of ownership with the scope for collaboration within
communities, local institutes and city government.

Introduction:
Government of India has launched a
flagship mission called “Smart cities
mission”. The Smart Cities Mission is an
innovative and new initiative by the
Government of India to drive economic
growth and improve the quality of life of
people in urban areas by enabling local
development and harnessing technology
as a means to create smart outcomes for
citizens. In the approach to the Smart
Cities Mission, the objective is to promote
cities that provide core infrastructure and
give a decent quality of life to its citizens,
a clean and sustainable environment and
application of 'Smart' Solutions.
“There will be special emphasis on
participation of citizens in prioritizing and
planning urban interventions” under this
flagship mission and citizens will play very
pivotal role in prioritizing the problems of
the city to transform the city in better
way. Prior to undertaking this journey of
transformation, Pune Municipal
Corporation pioneered an approach to

hear from the citizens, as they are the
most important part of the city that we
call home. Essentially, PMC has initiated a
Vision Community for Pune, which got off
to a grand start with the contest titled
‘Maza Swapna, Smart Pune’ wherein
suggestions from Punekars were invited.
This appeal got an overwhelming
response and is one of its kinds in the
entire nation, with 6000+
suggestions/ideas!
Open public participation, enhances
transparency and accountability which
leads to better decision-making. A
strengthened relationship between local
citizen and authorities is mutually
beneficial, as it leverages a wider canvas
through participative, deliberative,
community-based planning for
sustainable development.
The goal of the “MAZA SWAPNA SMART
PUNE”, contest was twofold: one, to take
the vision of Smart Cities to the citizens
and second to look for the most relevant
and innovative ideas that solve, improve
and imagine solutions to the problems of
the city whilst having a big impact. Ideas
were sought related to traffic/transport
management, garbage management/
sanitation, environment, education, safety
and security, water supply, governance,
slums and affordable housing, health,
electricity, IT connectivity & digitalization
and solar power.
Pune Municipal Corporation based on Smart Cities Mission Guideline identified twelve
broad topics for the people to write about.

Design of the Contest:
Sector Prioritization Matrix: Broadly, 12 sectors were outlined as per the Smart
Cities Mission guidelines
Smart Ideas Generator: Smart, practical and feasible solutions to key concerns
(up to 250 Characters maximum).

STAGE: I – CROWD SOURCING
PMC launched the contest on 14th July
2015 with a press conference by Mayor
Shri Dattatraya Dhankawade and Mr.
Kunal Kumar, Municipal Commissioner.
Contest was named “Maza Swapna Smart
Pune”. The Mayor and Commissioner
appealed to the citizens of Pune to send
their ideas/ suggestions on efforts
towards making Pune a smart city. The
civic body decided to felicitate the top
three winners with cash prizes of
Rs.25000, Rs.15000 and Rs.10000
respectively. It was announced that the
contest would begin on 14th July 2015 and
will end on the midnight of 20th July 2015.
PMC not only announced the online
contest but also invited offline
suggestions via post to ensure wider
participation from all citizens.
Pune Municipal Corporation publicised the campaign through various media such as Radio,
Print media and also through mobile service providers, to connect with the citizens of the
city with an aim to increase public participation. Citizens inputs on the sector prioritization

highlighted clearly matrix clearly showed that the major concern is Traffic/ Transport
Management with 37% votes. The next sector of greatest concern to citizens is Garbage
Management & Sanitation with 18% votes. Environment & Education falls next in the list
with 11% & 7% votes respectively. All the other sectors viz. Governance, Water Supply,
Safety & Security, Slum & Affordable Housing, Electricity, Health and IT connectivity &
digitization got votes in the range of 3% to 5%.
Citizen Awareness for the Contest
▪ News paper has been the most primitive & effective method to reach citizens, this brought in an exclusive participation from senior citizens

▪ These days mobiles has become our second brain, various mobile service providers, stepped forth in PMC initiative by giving their services and making the reach of the contest to all

▪ All the radio stations were approached to spread the contest as viral, which in turn contributed to an extensive participation from the citizens on the very first day of launch

Citizens gave an outstanding response to Pune Municipal Corporation’s appeal to send
suggestions on the smart city initiative. In the first 36 hours more than one lakh hits were
recorded on the contest page and more than twelve hundred ideas were submitted.
By the end of the contest i.e. midnight of 20th July 2015 the total numbers of hits were
5,35,310 with 6653 Smart Ideas via contest portal and the PMC also received 203 Smart
ideas via post.

STAGE: II – SCREENING
Screening of the contest entries involved
active participation of experts. All the
suggestions/ideas received online/by post
were screened by experts of the National
Institute of Urban Affairs (NIUA).
NIUA faculty & research staff screened the
contest entries on the basis of emphasis
on the evaluation criteria.
The emphasis was also on selecting
entries most appropriate in the context of
Pune and having smart elements. Out of
6000 plus entries the panel of experts of
NIUA shortlisted the 30 best suggestions
after rigorous evaluation.

STAGE: III – ONLINE POLL
After the tremendous response to its
initiative of seeking ideas/suggestions
from the citizens and the first level
screening, PMC undertook an online poll
for selection of top 10 ideas.
This stage essentially helped prioritization
of ideas which according to Punekars
should be top priority of the city
government.
The short-listed 30 entries were subjected
to a crowd-sourced vetting process,
whereby they were uploaded to the
<www.punesmartcity.in> portal for seven
days i.e. from 2ndAugust 2015 to 10th
August 2015 and a poll was conducted.
PMC again extensively appealed to
citizens to participate and cast their
valuable votes for the 10 best ideas. The
campaigned was publicised through
communication on Radio, mobiles and
News Papers. PMC’s strategy media
played a vital role in advertising &
spreading the idea of online poll in the
city.

At the end of this stage, 30 entries were narrowed down to 10 entries and these 10
suggestions/ideas were nominated for stage IV.
A total of 11, 87,512 numbers of hits were received in seven days and 64,194 votes were
recorded to prioritize the ideas for betterment of the city.

STAGE: IV – JURY ROUND
The 10 shortlisted participants were given
the opportunity to showcase their ideas/
suggestions in front of a Jury. They
presented their ideas using ‘pitch deck
presentations’ of 5-6 slides in about 10
minutes with main stress being on how to
convert the ideas into marketable or
practical solutions that can be
implemented at the scale of the city.
This round played a pivotal role in
identifying ideas that could throw up
solutions which could form part of an
implementation plan for the city. It was
necessary that reputed domain experts
were involved in the jury process to take
the ideas from ‘good to great’. The panel
consisted of 5 members, who were sector
experts from their respective fields and
associated with renowned organizations.

MEET THE JURORS
Prof. J. G. Krishnayya
Executive Director - Systems Research Institute, Pune Is the Executive Director of Systems Research Institute, Pune. From 1965 to 1974
he was on the faculty of the Indian Institute of Management, Ahmedabad where
he taught courses on Management Information Systems and Operations Research, and worked on
the analysis of large systems and on relevant applications of computers for LDCs. Previously he
studied at Harvard Business School, studied and taught at the Massachusetts Institute of
Technology, and worked in the U.S.A. and U.K. In 1992 he was awarded the Fellowship of the C.S.I.
He is a member of the Editorial Board of the International Journal of Geographical Information
Science, published from London. He has been a Consultant to a variety of national and international
agencies.
Dr. Sandeep Thakur
Senior Research Officer at National Institute of Urban Affairs (NIUA) He has a Ph.D (Economics) from Jawaharlal Nehru University and has over two
decades of experience in the field of urban finance. Prior to NIUA, he worked at the Institute of
Chartered Accountants and the National Institute of Public Finance and Policy. He has contributed to
many research studies, which were mainly funded by UNDP, CIDA, World Bank, MOUD, MoF and
Central Finance Commissions (11th and 12th). His specialization is in municipal finance and
budgeting systems of ULBs as well as in public policies related to urban areas and municipal
legislations etc. He has undertaken appraisal of City Development Plans and tracking of urban reform
agenda under JNNURM.
Prof. Lalit S Kathpalia
Director of Symbiosis Institute of Computer Studies and Research (SICSR) He is an IT professional with 26 years of experience both in India and abroad in
software development, ERP training, program management and project
management over varied platforms and diverse software. Mr. Lalit has done a Post-Graduate
Diploma in Operations Research for Management from the Bombay University. Prior to that he has
done his Bachelor's in Electronics Engineering from Bombay University. Mr. Lalit has a proven track
record of program and project experience, client engagement and leading organizations in

accomplishing mission objectives. His primary objectives of joining SICSR are to enhance its
relationship with the Industry, and to utilize his passion for teaching to help students.
Mr. Vishwas Mahajan
Co-founder & ex-CEO of Compulink Systems Ltd & President of Pune Chapter of TiE He co-founded Compulink with his friend and it is one of the few companies
from India that is focused on products. He has led Compulink from bootstrap phase to VC
investment to taking it public. Its flagship product, the Whizible suite (of projects, initiatives and
people performance software), clocked revenue of 100+ Crores in the ten years of its existence,
becoming of the very few Indian software product companies to do so, then. He has facilitated for
his company that did four acquisitions in two years, an exercise to bring together senior leadership,
an exercise that needed considerable skills. Active with local and global industry bodies and
associations, Vishwas is the Coordinator for NASSCOM Emerging and Products Forum. In
continuation of his passion for entrepreneurship, he has taken up the role of President of Pune
Chapter of TiE (The Indus Entrepreneurs) – a global not-for-profit organization that fosters
entrepreneurship. As President, he leads a group of highly successful entrepreneurs to deliver to
start-ups and budding entrepreneurs the help.
Mr. Om Prakash Bakoria, IAS
Additional Municipal Commissioner (Special), PMC Om Prakash Bakoria, IAS is presently holding the post of Additional Municipal
Commissioner (Special) at Pune Municipal. He has been working in the State of Maharashtra since
2006 and has served across various cities of Maharashtra such as Kolhapur, Gadchiroli & Amravati
across various Departments. He is an Electronic Communication Engineering graduate from REC
Bhopal, MP, and has successfully completed M. Tech in Digital Communication Engineering from
REC, Bhopal. He is a passionate, energetic, and result-oriented individual.
The role of the Jury was crucial to scrutinize the top 10 ideas. The Jury members leveraged
their field expertise in the form of queries to the contestants and discussion around the
practical implications of the ideas. After the intense jury round, the top 3 ideas were
selected.

STAGE: V- AWARD CEREMONY
On 15th August 2015, Saturday, PMC organized an awards ceremony for the top three
winners. More than awarding the individual participant, the event was to celebrate the
success of citizen engagement. Following are the top 3 winning ideas:
Top Three Ideas
River view-Cycle city.- To restore the identity of pune as cycle city, river should be cleaned and bothsides should be leveled(without building permanent road) and used as cycle tracks from khadakwaslato the other end of river. The water in the river should be free from drainage and the riverside shouldbe cleaned and made like garden for retired and old age people. No vehicle should be allowed to gothough riverside road. Trees should be planted along the cycle tracks. – Shahuraj Kadam

Safety Zone: Safety of people has always been a priority of every city. Our city is no different. Althougha lot of efforts are made but still instances happen where the victim is not able to find any safe place orhelp. This is a major problem for people working late night. If help or a safe place is available at righttime most of these incidences can be avoided and out city can become smart and safe. The Idea: Placeswhere it is very difficult to find help, an area if 10ft x 10ft can be created as safety zones. This may notnecessarily be a special place but a bus stop, or any vacant spot can be converted to a safe zone. Thiszone will always be lighted with good amount of light and a camera, a wireless telephone can beprovided at this place. Whenever a person who is feeling unsafe can stay in this place and the provisionof light and the fact that he/she can contact the nearby police help any time will make him/her safe.The Implementation: Few bus stops can be converted into safety areas or special areas can be createdby providing a marking and roof. 300 to 400 Lumen of light is a comfortable provision, it won’t requiretoo much of power also. Camera can be a general CCTV and a wireless phone or a wacky talky can beemployed. It’s easy to employ in most of areas where late night mishaps happen. The patrolling policeparty can be called with this phone and the nearby control room can observe the footage. The cameracan also be a wireless camera or a basic camera with internet provision. A time lapse camera will savestorage space and will be sufficient for implementation. A panic button can be provided to alert thepolice or to sound a siren will mostly tell nearby people, and they can help the victim too. Powerrequired can be taken from nearby electricity pole. – Prashant Sahay

Construction waste and debris. Today as pune is one of the fastest growing city, we see constructionwaste dumped everywhere. PMC should have a common facility to handle such waste by setting up acentral place with crushing facility, wherein all construction waste is segregated and crushed, whichthen can be sold at cheaper price as aggregate to all RMC plants and other fine waste can be used asfiller in other construction activity. This will reduce lot of mining and save our mountains. There can bea revenue model worked out to make this a financially viable solution. also all new constructionshould use some fixed percentage of recycled RMC as building rules of PMC. This will reduce wastedumping and help in keeping nature clean. – Milind Acharya

Public Bicycle Sharing System There was a time when Pune was called CITY OF BICYCLES. there shouldbe a public network of bicycle kiosks(like atm). from where anyone with a authorized smartcard ormobile application can take bike on rent and can submit that bicycle at any other kiosk. this will bevery good option for anyone who take autorikshaw for travelling around city. this will reduce 1. traffic2. pollution 3. health related issues. 4. parking space – Navnath Raut

In Pune, in almost circles the work of over bridge is in progress. So spaces under these bridges shouldbe used for toilets and parking. So that Municipal locations can be used for other works.

Short term solution would be to inform people of available parking in a given location through an appspecifically for street parking. If the streets are clearly demarcated for both car and bike parking, andthe number of parking spots are counted and superimposed on Google maps (any other map), theusers of this app can access the availability of parking in a certain area and accordingly planwhich, vehicle to use, whether to use public transport, or even pre book a parking spot a few minutesin advance. – Shikha Jain

The Pune Municipal Corporation is

concept of a Vision Community wherein
anyone who has an idea or a vision for
Pune, is welcome to be part of the
community of visionaries. The community
members will interact with each other via
the portal www.punesmartcity.in and
also through face-to-face citizen
discussions.
The portal will be an informative and
collaborative idea generation portal
where citizens can contribute, review,
discuss and vote for ideas. What’s more,
interested corporate/ individuals can also
review and adopt ideas. This portal will be
scalable and adaptable and can be offered
as a framework to other smart cities as
well.

IDEA GENERATION: A provision for citizens to submit ideas. Ideas can be submitted
online or offline. Site administrators will be able to upload any offline ideas that are
received.
IDEA REVIEW AND DISCUSSION: A provision to view ideas and comment on them.
IDEA ADOPTION: A provision for corporates/ individuals to view and adopt an idea.
It will also show the complete workflow and status of idea adoption.

“Maza Swapna Smart Pune” in News
Chronology
Pune Municipal Corporation (PMC) floated a contest titled “Maza Swapna, Smart Pune”
through www.punesmartcity.in to elicit proposals for smart solutions to local problems of the
city. The call for solutions was to look for the most relevant and innovative ideas that solve
improve and imagine the elementary problems of the city and have a big impact. Ideas were
sought related to smart governance, smart information, smart citizens, smart mobility, smart
energy etc. which are ecologically friendly, technologically integrated and meticulously
planned with a particular reliance on the use of information technology to improve efficiency.
14th July 2015 to
20th July 2015
•Citizens were invited to come and participate in the Best Smart City Idea competition and share their views on how they and the PMC could make Pune a better and smarter city
• Total 5,35,310 hits to the contest page, and 6,653 Ideas came through online contest.
•Total 203 ideas recieved by PMC by post.
21st July 2015 to
30th July 2015
•Panel from National Institute of Urban Affair (NIUA), New Delhi screened all the ideas recieved online as well as ideas recieved
•Total 30 entries were shortlisted on the basis of the four evaluation criteria: ‘Practicality’, ‘Clarity’, ‘Creativity’, and ‘Potential scale of impact.

• Top 10 ideas shortlisted through voting process.
