YEARBOOK DEDICATION 2016-2017

One of the things I admire most about my mom is

her heart for others, she lives the volunteer spirit

we talk about in the club. Although she has been

through plenty in her own life, she is always there

with a listening ear and wanting to know what she

can do to help someone else. When we first

moved from Texas to North Carolina in 1996, my

mom reassured our family that you bloom where

you are planted. This piece of advice has always

stuck with me whether I moved to a new town,

started a new job or joined a community

organization. I dedicate the upcoming club year to

my mom, Judy, and hope that she will inspire us

all to live out the volunteer spirit and bloom in this

community and organization where we have been

planted.

Dear Juniors,

I am honored to serve as the club president for the 2016-17 club year. I am very fortunate and excited to work alongside a group of dedicated leaders as we improve our community for the generations to come. One of the things I enjoy most is gardening. Gardening has

many different phases and requires continuous work. First, is

the planning phase where you pick out what you’re going to

plant and then research what those plants need. Next, you

invest in some seeds. Then, you are actually in the dirt

planting the seeds and maintaining the garden. Finally, you

get to the harvest where you have a garden full of beautiful

flowers or food to feed yourself and others. In many ways

our club year and the Junior Woman’s Club is like a garden.

Over the summer we start planning for the next club year.

We pick leaders, hold meetings and pick out projects that we

want to do. Then, from September through May we are

active in our communities carrying out those projects we

planned, interviewing scholarship candidates and

participating in fund development projects that allow our club

to continue to operate and make an impact in our community.

Throughout the year, we also require maintenance like board

meetings, bylaw revisions and strategic planning. Finally, at

the annual meeting we get to see our harvest and celebrate

the impact we’ve made on our community. The theme I am

presenting to you for the upcoming club year is “Grow with

JWC”.

the future of JWC of Raleigh

Another way we can grow is to look for new organizations to partner with. Currently there are hundreds of families with loved ones with Down Syndrome in Wake County. While there are support groups and therapy programs, there has a yet to be a center in North Carolina where direct educational, therapeutic and career building programs are offered to individuals of all ages with Down Syndrome. Gigi’s Playhouse, a Down Syndrome Achievement Center, opened in June 2016 in Raleigh. Their custom, research-based curriculum works towards advancing literacy, math skills, gross and fine motor skills, improving low muscle tone, building self-esteem, preparing for the workforce, and so much more. They do all of this while fostering acceptance, awareness and networking for parents, siblings, and the community. Gigi’s Playhouse is determined that cost will not be a barrier to anyone’s achievement! I am pleased to announce that the 2016-2017 president’s project will be Gigi’s Playhouse. Above all else, I hope each clubwoman will continue to grow over the next club year. Maybe that means stepping out of their comfort zone to take on a leadership position, finding an organization you are passionate about or growing bonds with other clubwomen. Clubwomen in every phase of club work is vital in order for the club to continue to flourish and provide for our community. I can’t wait to see how our club will continue to grow in the next year! Mission

The Junior Woman’s Club of Raleigh is a women’s organization dedicated to community improvement by enhancing lives through leadership opportunities and volunteer service.

Vision Statement The Junior Woman’s Club of Raleigh is the premier women’s volunteer organization in Wake County. The Club retains this reputation through innovative and effective involvement of all members, ensuring good stewardship, and supporting the community through hands-on service projects and meaningful grants.

Focus on the Future Strategic Plan: 2014-2017 Goals

Goal-Driven Financial Planning Determine the club’s ideal budget structure and the

financial requirements of the club in order to achieve and sustain it.

Improved Visibility Increase community awareness and identity for the JWC

and its programs and services by integrating visibility strategy in everything we do.

Leadership Development Expand and establish the role of the Leadership

Committee and its chair, specifying mission-driven,

This Arts Community Service Program encourages members to promote and support arts activities in their community. It is designed to inspire clubwomen to create programs and projects that include music, dance, drama, theatre, and other arts-related areas, both traditional and innovative. In addition, this CSP works directly with the Woman's Club or Raleigh to coordinate the annual local arts festival for middle school students, high school students and clubwomen.

The Conservation Community Service Program is designed for members to gain an appreciation for our environment. Through preservation, maintenance, and restoration of our natural resources, it strives to educate members about the importance of beautifying our communities; preserving, maintaining, and restoring natural resources; and stimulating citizen action to address these concerns. Our natural resources include, but are not limited to, water, trees, plants, air, land, and wildlife. The Junior Woman's Club of Raleigh is responsible for Adopting a Highway along Glenwood Avenue and working with Raleigh Parks and Recreation Department to maintain and improve Brookhaven Nature Park.

This CSP is also responsible for working with the Chrysalis Club at the NC State Women's Prison.

JWC COMMITTEES Advisory Makes recommendations regarding the club to the President. Chair: Leslie Ann Jackson Members: Ashley Rain Misty Deyo Jodi Haire Appeals Reviews requests for Special Consideration (childbirth, family illness, job situations, and District/State official positions), reviews delinquencies with members who fail to fulfill requirements, reviews requests for reinstatement, serves any member or group of members desiring a hearing to appeal the action of the Board of Directors. Federation Focus Encourages involvement of our club on the district, state and national levels of the General Federation of Women’s Clubs (GFWC). Additionally, this committee plans and coordinates our club’s Federation Day Celebration. Chair: Ashley Rain Finance Reviews and establishes a yearly proposed budget for the club. Conducts a bi-annual audit of the books. JUNIOR WOMAN’S CLUB OF RALEIGH FINANCIAL POLICIES AND PROCEDURES

GENERAL STATEMENT OF PURPOSE: The Finance Committee and the Board of Directors have a fiduciary responsibility to serve as stewards of the Junior Woman’s Club of Raleigh funds and investments. From this point in the Junior Woman’s Club of Raleigh Financial Policies and Procedures Manual, any reference to "the Club" or "Club" shall refer to Junior Woman’s Club of Raleigh. Anyone entitled to expense reimbursements is expected to exercise discretion and good judgment when incurring Club related expenses. See further information under the Expenses and Reimbursement Section of this document. The Club is a 501(C)(3) organization and donations are tax deductible to the extent allowed by law. The fiscal year is July 1 through June 30. COMMONLY USED TERMS: “Endowment” – refers to a financial arrangement where a ‘base’ sum of money is earmarked for investment in a financial, interest baring account like a Certificate of Deposit (CD) or a Money Market Fund. The ‘base’ sum of money is called the principal and is not touched in relation to funding any Club activity, rather this principal is used to generate interest that the club can ‘skim off’ on a yearly basis to use for community impact. The intention is to fund scholarships that the Club grants. Specific details on the scholarships and candidates to receive these awards can be found in this Club Yearbook. “Line Item” – refers to specifically funded items or donations as

spelled out in the Club Budget. The Finance Committee uses

the suggestions from the past and future CSP Chairwomen, as

well as the general membership, to assign specific donation

amounts to specific charities and organizations thus making use

of the monies raised for this purpose.

“G&A” Expenses – General and administrative expenses.

These are expenses necessary to run the club.

THE BASIC STORY OF CLUB FINANCES There are two main goals when it comes to community service and the Club. Goal One is to contribute to our community in hands-on, face-to-face, personal ways. Goal Two is to collect and raise money to contribute monetarily to the community needs. The Club intends to do both. It is important to realize that the monies raised each club year determine the amount of money that the Club has to budget for the next year’s budget. During each club year, the club donates approximately 20% of the funds raised through fundraising efforts within the club year and the remaining is used for the next year’s budget. The amount used in the current year is used as a donation to the current year “President’s Project” organization. Funds are raised through the events planned by the Fund Development CSP and supported and put into action by the entire Club. Each Club member directly affects the success of the fund raising efforts by actions like attending and bringing friends and family to fundraising events, making sure to devote the necessary time and energy to all the events of the Club, both small and large. During budget planning time, the money raised from the

previous Club year is divided between Club expenses and

direct line item contributions to specific, organized charity

and community impact oriented organizations.

Suggestions and comments from past and future CSP

chairwomen, as well as any Club member, are taken into

consideration as to the organizations and charities that are

chosen for donation.

WHERE DO MY DUES GO? Each member is expected to pay dues totaling $100.00 by

June 1 of each year. These dues are paid for the following

Club year. A $10 late fee is assessed on payments after June 1 of each year. The Club dues do not provide any usable income for community impact or charitable support, as indicated on the breakdown below. Keeping these dues low provides no money for community impact, making fundraising as a priority each year. The following figures show that all money that is to be donated

directly to the community has to be obtained through

fundraising efforts:

NEW MEMBER FINANCE PROCESS The financial responsibilities and paying of annual dues includes all members, regardless of the length of time they have chosen to be a member of the Club. The first financial step for a New Member is the $35, nonrefundable, New Member Application Fee. Upon receiving the application form from a woman interested in considering membership in the Club, a $35 New Member Application Fee is due. A New Member who has been extended the invitation of membership, and has decided to accept membership in the Club, will be expected to pay the annual dues by June 1, on the same schedule as the rest of the Club membership, for the next Club year. This includes any New Member joining at any time, including toward the end of the Club year. Payment plans are available on an individual basis. If joining anytime from September – April 30, an application and application fee of $35 is due. The $100 annual dues for the next year will be due by May 31st. A $10 late fee is assessed on annual dues paid after June 1. If submitting an application between May 1 and Installation,

the application and an application fee of $100 is due. The

$100 covers the annual dues for the following club year.

SCHOLARSHIPS – FUNDING AND GRANTING

There are currently two scholarships that the Club grants

each year. This section of this manual discusses the funding

that allows the Club to be able to grant these important and

life changing opportunities to citizens of our community.

JWC of Raleigh Dobbins/Bedini-Lewis Endowed Scholarship: In 1983, the JWC Endowment Fund was started with the intention of one day funding a scholarship to be awarded to an adult student returning to school or further his or her

education. The JWC Endowment Fund principal was to increase each year by earmarking the profits from the Club’s Endowment fund raising activities. Each year, the entire profits from the fund raising activity are collected and deposited into the principal of this Fund allowing it to grow. Depending on the interest rate for the CD where these funds currently are invested, the club takes the interest off the CD upon maturity and historically has added funds from the fund raising efforts of the previous year to allow a considerable scholarship to be offered. During the Club year 2007 – 2008, 25 years after the establishment of this JWC Endowment Fund, due to a strong economy, this account was generating interest of at least $2,000, the amount of the scholarship offered. This scholarship is a line item under the Club Programs budget area. It is important to note that during down economic times, the finance committee has worked to diversify the investment fund to assure the best possible growth of the fund. There are times when the scholarship amount has been supplemented by the general fund of the club during the annual budget process. The Lynne Bedini Lewis Endowed Scholarship was established in 2004 by Ben and Peg Bedini in honor of their daughter, who served as President of the JWC during the 2003-2004 club year. In 2012, the Lynne Bedini Lewis Scholarship was merged with the Junior Woman’s Club of Raleigh Endowed Scholarship and was re-named the Dobbins/Bedini Lewis Endowed Scholarship. This was done in an effort to increase the amount of scholarship to be given in hopes of making a bigger impact on the recipients’ expenses. Sallie Southall Cotten Scholarship: The GFWC-NC encourages all Clubs to fund and grant the

Sallie Southall Cotten Scholarship each year to a

graduating senior attending a North Carolina college or

university. Generally, the Club offers a scholarship between

$2,000 and $2,500. This scholarship is funded entirely by

the fund raising efforts of the previous year. This

scholarship is a line item under the Education CSP budget

area.

COMMUNITY IMPACT GROUPS

As noted above, the Finance Committee meets each July to

discuss and develop the proposed Budget for the next Club

year. In the best interest of our non-profit organization,

financial assistance and donations on behalf of the Club are

only considered for groups and organizations with clear

regulations and operations. The club shall not donate funds

to individuals or loosely formed groups. In the Club year

2009-2010 the Finance Committee introduced the concept

of giving each CSP an amount of money as a line item in

the budget to award at the discretion of the members of

each CSP. This is called the Community Impact Donation.

reimbursed to contact the Treasurer BEFORE assuming expenses that may not be reimbursable. Please keep in mind that any ‘non-budgeted’ expenditure over $100 shall be brought before the Board for approval. This includes any project or fund raising event that was not previously funded and, even if it is only for ‘seed money’ and the project for fund raiser will cover the expenses, this must be approved, via the minutes of the Board meeting, prior to the expenses being incurred. It is also strongly encouraged that Club women diligently try to obtain material and services for Club needs by requesting the company or individual to donate them to the Club for no charge. If this is not possible, Club women should discuss any discounts or possible advertising/supporting name trade options – any effort that could result in promoting the Club community services and/or saving the club funds is an achievement. In order to apply for reimbursement, the JWC Check Request Form must be completed and the appropriate receipts stapled or attached to the form. This form can be found on the Club website or requested from the Treasurer. Please make sure to try to use the most current form. Valid check requests will be granted in a timely manner by the Treasurer. Generally, only Executive Board officers and CSP Chairwomen are eligible for reimbursement. However, if eligible expenses are incurred by other Club women, the appropriate Executive Board officer and/or CSP Chairwoman can sign the reimbursement form attesting to the valid nature of the reimbursement request. Inappropriate Use of Club Funds:

Funds spent on the personal expenses of a Club

member;

Funds spent on a meal, event tickets or other personal gain for a Club member or Club CSP;

Funds spent without approval of the appropriate

chairwoman, i.e.: sending flowers to a hospitalized member when you are not the Courtesy chairwoman or acting on her behalf;

Funds spent to fund something that is not attributed on

the current budget, for example, printing a coupon booklet to raise funds when this effort has not been accepted or voted on by the Club.

REIMBURSEMENT FOR EXPENSES RELATED TO ATTENDING THE GFWC-NC STATE CONVENTION This section is to advise on the process for reimbursement of Clubwomen attending a GFVW-NC State Convention utilizing the budgeted line item under Federation Expenses, Federation Focus/Convention. Any and all Clubwomen desiring to attend the annual GFWC-NC State Convention (held in different regions of NC, annually) is encourage. As Junior Clubwomen, we are additionally encouraged to attend in the role of Pages, helpers assisting the convention organizers to run a meaningful multi-day meeting for the attendees. In any year, the members of JWC attending Convention, for any length of time, are eligible to share in the reimbursement available from any funds allocated as such in the JWC budget for that year. The initial outlay of payment is the responsibility of each member. Following Convention, the request for reimbursement and copies of all receipts related to the reimbursement are presented to the Treasurer. The Club Treasurer shall confirm with each member who attended Convention for any length of time, their desire for reimbursement prior to issuing any reimbursement to ensure equal and fair reimbursement as follows. The following steps are provided as guidance to the Clubwomen seeking reimbursement and to the Treasurer distributing the funds:

The reimbursement is allocated to each member on a prorated basis, based on the each Clubwoman’s total expenses for Convention. Each attendee shall complete a JWC Reimbursement Form and enclose copies of the related expenses (registration costs, hotel bills, gas receipts, etc). The JWC budget for this example year has $1000.00 available for Federation Focus/Convention expenses for Clubwomen attending the GFWC-NC State Convention. Assuming just the four women requesting reimbursement completed Reimbursement Forms and provide copies of the receipts totaling their expenses as indicated above, the Treasurer shall add the total cost of all attendees submitting for reimbursement and then calculate each person’s percentage of the total cost and then pay that percent of the budgeted amount to each attendee who submitted for reimbursement.

DUTIES OF THE TREASURER

The Treasurer shall receive all monies, including dues, of the Club. The Treasurer shall prepare complete financial statements with all income and disbursements for the monthly Board and General meetings. Financial reports will be available to any member upon request. The Treasurer shall assure the preparation of all required financial reports, including the annual Federal tax returns, unless the current Finance Committee Chairwoman has assumed these responsibilities. The Treasurer shall collect, deposit and disperse all monies and/or fines derived from Fund Development projects. She shall keep an accurate account of all receipts and disbursements and include this information in the Treasurer’s report submitted at the monthly Board of Directors meeting.

Other duties of the Treasurer shall be:

Reconcile the bank statements monthly;

Deposit all monies within 30 days of receipt;

Use itemized deposit slips that detail source of funds;

Remit payment of all invoices in a timely manner;

Collect any funds due to the club including those from

checks returned for non-sufficient funds;

Create Interim budget (if deemed necessary);

Keep checkbook ledger up to date.

FINANCE COMMITTEE

The Chair of the Finance Committee shall be the member who served as Treasurer the previous fiscal year or someone appointed by the President. In addition to the Chairwoman, the Finance Committee members shall be:

All dues paying past Presidents

All dues paying past Treasurers

BUDGET At the last Board meeting of the fiscal year, if deemed necessary, an interim budget shall be approved for use until a new budget is presented. The Finance Committee shall meet prior to the August Board meeting to review and amend the proposed budget prepared by the Treasurer for the upcoming Club year. The budget shall be presented to the Board of Directors at the August Board meeting and subsequently presented to the general membership at the September general meeting.

MANAGEMENT OF CLUB FUNDS All checks must be signed by the Treasurer and countersigned by the President. Approval by the Executive Committee is required prior to the opening and closing of any accounts maintained for banking purposes, as well as the transference of funds. The checkbook will be kept up to date

AUDITS AND REVIEWS The Finance Committee shall conduct two internal reviews of the books of the club by January 31st and July 31st each year to include finances under the responsibility of the Treasurer. Any concerns shall be addressed to the Treasurer in a written risk assessment. Copies shall be placed in the Treasurer and President’s files Subsequent to the July Finance Committee internal review, all books shall be turned over to the incoming Treasurer no later than July 31st.

GUIDELINES The Importance of Consistent Internal & External Communications: There are two main types of communications for the Club, External and Internal. Different specifications and processes are associated with the communication depending on the audience. Consistent use of the same version of the Club name, placement of the logo and other branding opportunities reinforces the Club’s brand nature, communication of the Club’s key messages and presents an enhanced picture of an organized, business oriented Club. This is the picture the Club wants to present to the public and its own members. By enforcing this opportunity to present a strong, business oriented face to the world, the Club will be taken seriously and garner serious consideration from prospective donors, potential members and the non profit sector allowing additional opportunities to improve our community and environment. Logos, Templates and Naming Conventions The following guidelines should be followed for all external and internal club communications: Official Club Seal (Club Logo)

In general, on correspondence letters, if the official club stationary is not being utilized, the Club Seal should appear in the upper right hand corner of the first page. If a more artistic approach is being utilized for the letter, it is acceptable to place the Club Seal anywhere on the first page of the letter. No other logo or clip art should be bigger in size than the Club Seal and the club seal shall always hold more prominence than any other logo or seal. The Club Seal can be found on the Club website under the Members Only section. When resizing the image of the Club Seal, a careful approach to increasing or decreasing the size must be taken. Be sure to hold down the <Shift> key, or utilize the correct arrows and drag the image from the corner. This will ensure the aspect ratio of the seal will remain consistent. That is, make sure to increase or decrease in the same ratio to the picture. The Club Seal should be a perfect circle and should not be ‘dragged’ to widen the circle or lengthen the circle out of proportion. The Club Seal cannot appear as an ellipse.

The Club mailing street address should always be the contact address communicated to all organizations and business partners of matters involving the Club. Due to the volunteer oriented nature of the Club, it is suggested that clubwomen supply their official office or CSP title in lieu of their name when supplying contact information in all business matters of the club. For example, mail should arrive to the Club directed to “Home Life CSP Chairwoman” in lieu of “Cindy Jones”. Mailing lists last longer than the terms of the Club volunteer leadership roles, and misguided mail can be avoided by ensuring the right area of club work is utilized. The official Club website address should be ‘active’ or ‘hyperlinked’ if possible on all communication. By ensuring this link will connect interested parties directly to the Club website, increased information and ease of advertising is achieved. Chairwomen, Executive Committee, any standing Committee leader or any club member. This section speaks primarily to the ‘mass’ or ‘e-Blast’ type of e-mail that is sent to all active members of the Club. The Club Vice President of Club Communications will follow these guidelines: All Club Group e-mails or e-Blasts will be sent twice a week and will encompass all the information submitted up to that point. It is up to the discretion of the Vice President of Club Communications if additional e-mails or information of a more urgent nature would precipitate additional distribution occurrences, not to exceed three in the same week. All Club Group e-mails will be sent with the address list as a blind copy (cloaked email addresses of the recipients) to the individual Club members to protect privacy. Information being submitted to the Vice President of Club Communications for inclusion in the Club Group e-mail will be submitted via e-mail and will have been proofed and edited for readability. Utilize these “five W’s” when crafting e-mail communications: Who? What? Where? When? Why? Each Club Group e-mail item will include the email address and name of the Club member who inquiry or responses should be directed. Club Tel-A-Junior Newsletter Communication Guidelines: The Club utilizes a monthly newsletter called the Tel-A-Junior to communicate and calendar the activities and future plans of the Club. The Tel-A-Junior is crafted and distributed by the Vice President of Club Communications. The following information is provided to assist in article submission by Club members as well as the delivery schedule. Unless otherwise arranged, the Tel-A-Junior is distributed via e-mail to all active Club members, honorary members and other interested parties in the community. Articles are submitted from anyone wanting to communicate Club business, dates, news and other interesting items. Sallie Southall Cotten Scholarship The Education CSP is responsible for the selection of the Club’s Sallie Southall Cotten Scholarship recipient. The Club winner will advance to the District VI competition at the District Arts Festival and if a winner at the district level to the GFWC-NC competition at the State Arts Festival. The club will pay registration and lunch fees for the scholarship candidates and parents if they chose to attend. The Education CSP Chairs will assist the candidate through all levels of competition. JWC of Raleigh Dobbins/Bedini-Lewis Endowed Scholarship Fund The Junior Woman's Club of Raleigh Endowment Fund, hereinafter called the “Fund“, was established in 1983 by Marilyn Gardner in honor of outgoing President Martha L. Dobbins. The Lynne Bedini Lewis Endowed Scholarship was established in 2004 by Ben and Peg Bedini in honor of their daughter, who served as President of the JWC during the 2003-2004 club year. In 2012, the Lynne Bedini Lewis Scholarship was merged with the Junior Woman’s Club of Raleigh Endowed Scholarship and was re-named the Dobbins/Bedini Lewis Endowed Scholarship. This was done in an effort to increase the amount of scholarship to be given in hopes of making a bigger impact on the recipients expenses. The following guidelines apply to the Endowment Committee and the Fund:

1. The Committee shall solicit funds each year. Fundraisers done in the past include: a pecan sale, a

Christmas tree sale and a campaign letter for end of the year donations. All profits will be invested in the Endowment fund.

2. The Fund is a permanently invested fund with dividends used for providing scholarships, awards, contributions, etc.

3. The purpose of the scholarship(s) is to assist an adult student, working mother or single mother returning to school to further his or her education. Applicants must be a resident of Wake County and plan to attend a North Carolina school of higher education. Members of the Junior Woman’s Club of Raleigh are eligible for the scholarship. The Scholarship is awarded to an Individual(s) based on the following criteria:

Financial Need: Verified by figures from application and tax records.

4. Each applicant shall submit to the Chair of the

Committee the following:

A completed application form. High school or any higher education transcripts and/

or GED, ABE or SAT scores. One letter of reference from either a teacher,

counselor or business associate. A one-page statement explaining the applicant’s

desire to return to school, his or her educational goals and the need for financial assistance.

5. A personal interview shall be conducted for each

qualified applicant. The chair of the committee, along with the endowment committee members should be present for the interviews. Past endowment chairmen should be included on the committee when possible.

6. If there are additional monies available from endowment

fundraising efforts, additional scholarships may be awarded at the discretion of the committee (i.e. other club scholarship applicants, contributions to memorial education funds, etc.).

7. If there are no qualified applications submitted,

of over 150 clubs (General, Junior, and Juniorette) and

approximately 3,500 members. It is a member of the

General Federation of Women’s Clubs, which is one of

the largest and oldest nondenominational, nonpartisan,

international charitable service organizations of

volunteer women in the world. The purpose of

GFWC-NC club work is to offer opportunities for growth

and development to its membership and to respond to

the needs of people through community service.

The program of work of GFWC-NC is administered

through six community service programs and other

emphasized areas. Project and committee Chairmen

work in areas related to the total program under the

direction of the State President and the Executive

Committee.

The Executive Committee is made up of the GFWC-NC

officers who are elected for two-year terms. The Board

of Directors includes the Executive Committee, Board of

Trustees, Chaplain, Parliamentarian, Historian, Protocol

Chairman, Community Service Program Chairmen,

Standing and Special Committees chairmen, GFWC-NC

Past Presidents and Past Directors of Junior Clubs who

are members of a state club, members serving GFWC in

an official capacity, Club Presidents, District Presidents,

and District Junior Directors.

The Board of Trustees consists of five members elected

one each year for a five-year term. The President and

Treasurer are ex-officio members with voting power. The

Trustees are responsible for properties of the GFWC-NC

and investments of funds.

The state is divided into nine districts with officers for each

of the districts. The national and state program of the

GFWC-NC is promoted by the district officers through local

clubs. Districts are encouraged to promote the formation of

the new clubs in their districts.

The GFWC-NC program is varied with many projects and emphases. It is required that clubs pay dues and function within the framework of the GFWC-NC, but each club determines to what extent it will support the various projects. There is a Director of Juniors who directs, coordinates and stimulated the work of the Junior Section. The Junior Section is composed of the Junior Officers and the Junior Board.

District VI History District VI consists of 23 clubs (14 general, 5 junior & 4 juniorette) with a total of 824 members. Membership is comprised of local clubs federated with GFWC-NC located in Chatham, Cumberland, Durham, Orange, Harnett, Hoke, Lee, Moore and Wake Counties. The purpose is to promote the programs of GFWC-NC and GFWC in the clubs; organize and federate new clubs; to conduct any activity which is in harmony with the objectives of GFWC-NC and GFWC.

Since 1967, the Chrysalis Woman’s Club at the North Carolina Correctional Center for Women has been a unique and interesting project of District VI. Local clubs, in a monthly rotation, provide a program, entertainment and refreshments for the Chrysalis Club meetings. Each year the district holds a Summer Meeting, a Fall Annual Meeting and a district Arts Festival. There is an annual Junior Fun Day hosted by a Junior club within the district. Local clubs compete annually for district awards. Organizational Structure: President, Executive Committee, Board of Directors, local clubs. The Junior Director, also part of the Executive Committee, supervises and promotes the work among the junior clubs within the district.

Home Life: Nancy Hutchinson [email protected] 919-740-8843 Woman’s Club of Raleigh History In October 1904, Mrs. Elvira Evelyna Worth Moffitt invited

a group of ladies to meet with her in the State Library

Reading Room for the sole purpose of organizing a

Woman’s Club. These 146 ladies elected Miss Fannie

Heck as the first president of their new Club and wasted

no time in putting their dreams and ideas to work through

a variety of areas. These were women committed to the

betterment of themselves and their community. By 1906,

membership reached 180. The Club became a part of the

NC Federation of Women’s Clubs and was incorporated

on December 3, 1906 as The Woman’s Club of Raleigh,

Inc. Early activities included the first free milk fund, first

baby clinic, free lunch program for undernourished

children in the area, promotion of a County Health

Department, securing the first public health nurse,

providing supplies for the new Rex Hospital and planning

creative, interesting, educational programs for all

members. The Woman’s Club of Raleigh sponsored the

organization of the Junior Woman’s Club of Raleigh in

1928.

Woman’s Club of Raleigh Today

The Woman’s Club of Raleigh’s membership has

continued to grow, as well as their community impact.

The Club annually sponsors the Greater Raleigh

Antique Shows and gives Community Grants for

special programs. Significant financial and hands-on

support has been given to the YWCA, the YMCA, Rex

Hospital, Red Cross, Dix Hospital, the Salvation Army,

Wake County Detention Home, Girl Scouts, Raleigh

Boy Choir, Capital City Trail, Raleigh Historic Sites

Foundation, Raleigh Memorial Auditorium, all NC

state museums and various education programs in

the Wake County Schools. The Club owns and

operates the Woman’s Club of Raleigh clubhouse,

located at 3300 Woman’s Club Drive in Raleigh, and

meets there monthly on the second Wednesday of the

month for a luncheon and program. Each CSP also

schedules a monthly luncheon held on the third

Wednesday of each month, open to the general

membership. More information can be found on their

Basic Parliamentary Rules

1. The purpose of parliamentary law is to help the chairperson keep order and to give clear direction to the discussion and business procedure.

2. Club bylaws take priority in parliamentary procedure. Robert's Rules of Order, Revised are secondary.

3. The President votes only in the case of a tie.

4. A motion, made and seconded, is necessary before any discussion may take place. Say, “I move to...or, I move that…”. Do not say, “I make a motion…”. The maker of the motion should discuss first, if she so desires.

5. Board action is usually a recommendation and must be voted upon by the membership.

6. All remarks are addressed to the Chairperson unless a “Point of Information“ is granted by the Chairperson to direct a question to the speaker.

7. At any time, a member may address the Chairperson “Madame President, I rise to Point of Order” in order to clarify procedure or to restore order.

8. By permission of the meeting, debate and discussion may be limited.

9. It is the duty of every member who has an opinion on a question to express it by her vote, but she cannot be compelled to do so, in which case she may abstain.

10. The main motion may be disposed of through any of the following actions:

The motion:

a. May be passed or rejected.

b. It may be moved to lay the motion on the table, which means that consideration will be postponed. This motion is not debatable. Before it can be reconsidered (a time limit may be stated), someone must move that “it be taken from the table”.

c. Someone may move to postpone discussion. This motion is debatable and requires discussion.

e. The motion may be amended. Amendments cannot change the fundamental intent of the motion. The amendment must be voted on before a vote is taken on the main motion. Motions to amend are debatable.

f. The motion may be withdrawn with unanimous consent of the meeting. This motion must be made by the original mover or the seconded.

g. A motion to reconsider (to discuss again after passage with a view to changing action) is in order, providing the motion is made by one who voted with the majority.

ARTICLE I

Name, Location and Mission Statement

Section 1. The name of this corporation is the Junior Woman's Club of Raleigh, Inc (JWC Inc).

Section 2. The principal office of this Club is located in Raleigh, North Carolina.

Section 3. The purpose of the Junior Woman’s Club of Raleigh is a women’s volunteer organization dedicated to community improvement by enhancing the lives of others through leadership opportunities and volunteer service.

Section 4. In the event of the dissolution of the Club, all items owned by the Club would be donated to 501(C)3 charities, or the items sold and the proceeds donated to 501(C)3 charities. All other intangible assets of the Club would be donated to 501(C)3 charities determined by the Board of

Directors. All activities of the Club shall comply with Federal Government requirements of 501(C) 3 tax-exempt organizations.

ARTICLE II

Fiscal Year

Section 1. The fiscal year of the Club shall begin July 1st.

ARTICLE III

Seal\

Section 1. The seal of this Club shall have inscribed thereon the name of the Club, year of its corporation, and the words, “Raleigh, North Carolina”.

ARTICLE IV

Section 1. Qualifications.

The membership of the Club, exclusive of honorary membership, and any Juniorette Club, shall consist of persons between the ages of 18-45. If a Club member’s 46th birthday falls after the start of the club’s fiscal year, July 1st, she may retain her eligibility for Junior Club membership for the remainder of that club year.

The Junior Woman’s Club of Raleigh is a welcoming organization and does not discriminate on the basis of economic or social status and will not discriminate on the basis of race, color, ethnic origin, national origin, creed, religion, political belief, sexual orientation or marital status.

Section 2. Procedure for Accepting New Members. An application for membership shall be submitted with the application fee to the Membership Recruitment Vice President. Upon receipt of the membership application, the Membership Recruitment Vice President shall bring a motion to accept the applicant at a subsequent meeting of the Board of directors. Upon acceptance by the board of Directors and the General Membership, the new member will be considered

an active member of the club.

Upon invitation of membership to the Club, the new members shall pay annual dues by June 1, on the same schedule as the rest of the club members for the next year.

Section 3. Classes of Membership.

There shall be four classes of membership: Active, Inactive, Honorary, and Sustaining.

Active Membership shall consist of those members who fulfill the requirements of the bylaws. Refer to Article IV, Section 5 for Minimum Requirements.

Inactive Membership shall consist of those members who are in good standing and have a valid reason which prohibits them from maintaining active membership. Such members shall make a written request, outlining specific dates of inactivity, to the Membership Retention Vice President, and shall be reported to the Board of Directors. No more than two consecutive periods of inactivity shall be granted. Inactive members must continue to pay annual dues. A period shall be defined as half of one club year.

Honorary Membership shall be extended with Board approval for recognition of outstanding club work, community service, or as a courtesy. Honorary members do not pay dues and do not have voting privileges. All Past Presidents will be extended an honorary membership upon leaving the Club.

Sustaining Membership shall consist of those members who have requested this status and have maintained active membership in good standing for a minimum of seven years and/or who are past presidents of the Club. They shall have all the privileges of active membership but no requirements. Sustaining members shall pay annual dues and will not be eligible for Executive Committee positions.

Section 4. Transfers.

Persons desiring to transfer to the Club may do so from a

Federated Junior Club, or from a Federated General Club in a town in which there is no Junior Club. A transfer's dues and requirements shall be prorated according to the time of year she obtains active membership based on a 12 month scale. Members desiring to transfer to another Federated Club shall first resign in good standing, after which they shall request a letter of transfer from the President.

Section 5. Minimum Requirements.

Active members must fulfill the following requirements during a Club year:

General Meetings: Each Club member shall attend a minimum of six (6) general meetings per year. An excused absence (illness, job or family conflict) must be obtained from any Club officer prior to a meeting.

CSP Meetings: Each Club member shall attend three (3) meetings and/or activities with her assigned CSP. Each CSP shall hold a minimum of four (4) meetings and/or activities during the Club year.

Fund Development: The required participation of club members for Fund Development projects will be presented to the Board of Directors and General Membership for approval. All members must fulfill requirements to remain in good standing. Members with special circumstances shall contact the Membership Retention Vice President.

Service Hours: Each member must complete twenty (20) hours of community service through organized Club projects. Attendance at General and Board Meetings do not count as service hours. Community Service Program Meetings do not count as service hours unless a Service Project is being performed at the meeting.

Federation: Each member must participate in one district or state sponsored event every two (2) years.

Section 6. Special Consideration, Delinquency, and Reinstatement

Members failing to meet minimum requirements shall be referred to the Chair of the Membership Retention Vice President . Special consideration includes childbirth, family illness, job situations, District or State Official Positions, etc.

The Membership Retention Vice President shall discuss delinquencies with the member who has failed to fulfill requirements and shall agree to appropriate requirements consisting of service hours, fines, or both.

Any member having discontinued her membership for any cause may apply for reinstatement, pay a reinstatement fee and by making a written request to the Membership Retention Vice President and reported to Board.

Section 7. Dues.

Annual dues as recommended by the Finance Committee and approved by the general membership for each active, inactive, dual and sustaining member shall be in arrears by June 1st. Members whose dues are not paid on time must request reinstatement and remit a late fee.

Section 8. Resignations.

All resignations must be submitted in writing to the Membership Retention Vice President and reported to the Board. No resignations shall be accepted by the Board of Directors until all indebtedness is paid in full.

ARTICLE V

Membership Meetings

Section 1. Annual Meeting.

The annual meeting shall be held in May or June, at the discretion of the President.

Section 2. General Meetings.

There shall be general meetings of the Club held each month, except July and August. The elimination of, or date change of, a general meeting may be changed at the

discretion of the President and Club Operations Vice President. The general meetings shall be held on the second Tuesday of each month.

Section 3. Special Meetings.

Special meetings of the Club may be called at the discretion of the President or by written request of five members.

Section 4. Club Quorum.

A majority of the active members shall constitute a quorum of the Club. A majority of the voting Board members constitute a quorum of the Board.

A quorum at General and Board meetings shall be required to conduct official business.

Section 5. Voting Rights.

Members in good standing shall be qualified to vote in all Club balloting. In the event of a double slate, the election of officers shall be by written ballot. Absentee ballots, which may be used only for the election of officers, shall be obtained from the Chair of the Nominating Committee upon written application and shall be signed and in the possession of the Chair of the Nominating Committee prior to the General Meeting where she shall cast any ballots received.

ARTICLE VI

Officers and Duties of Officers

Section l. Officers. The officers shall be the President, Club Operations Vice President, Membership Recruitment Vice President, Membership Retention Vice President, Fund Development Vice President, Recording Secretary, Club Communications Vice President, Public Relations Vice President and Treasurer,. The elected officers of the Club shall constitute the Executive Committee.

Section 2. Term of Office.

Officer terms shall be for one year, subject to one re-election. Officers who do not, will not or are unable to fulfill the duties of their office are subject to dismissal at any time by a majority vote of the Board of Directors. The Club President shall fill by appointment all vacancies which may occur in any of the elected offices, with the exception of vacancies occurring after the election but prior to Installation.

Section 3. Duties of the President.

It shall be the duty of the President to preside at all meetings and to perform all other duties pertaining to that office. She shall also act as Chair of the Board of Directors, shall appoint all Community Service Program Chairs and Committee Chairs (except where specified as a designated person elsewhere in the bylaws) and specify their duties. She shall fill by appointment all vacancies which may occur in any of the elected offices, with the exception of vacancies occurring after the election but prior to installation. These vacancies shall be filled by a special election. She shall be an ex-officio member of every committee with the exception of the Nominating Committee.

Section 4. Duties of the Immediate Past President

It shall be the duty of the Immediate Past President to serve as Chair of the Advisory, Nominating and Revisions Committee the year following her Presidency. She will also plan the Installation Ceremony during that club year.

Section 5. Duties of the Club Operations Vice President.

The Club Operations Vice President in absence of the President, shall perform all of the duties pertaining to that office. In case of a vacancy in the office of President, the Club Operations Vice President shall succeed at once to that office, serving in that capacity until the next annual meeting. She

shall act as Chair of the Strategic Planning Committee, coordinate CSP activities, program planning, assignments of members in CSPs and Committees, and compile GFWC-NC, District, and annual reports.

Section 6. Duties of Membership Recruitment Vice President.

In the absence of the President and Club Operations Vice President, the Recruitment Vice President shall preside. In case of vacancies in the offices of President and Club Operations Vice President, the Membership Recruitment Vice President shall arrange a special election with the Nominating Committee. She shall act as Chair of the Membership Recruitment Committee and be responsible for all recruitment and orientation of new members.

Section 7. Duties of the Fund Development Vice President.

The Fund Development Vice President shall chair the Fund Development Community Service Program. She shall develop and provide oversight of implementation for new and existing fundraising opportunities to the Board and general membership. In addition, she shall oversee and support all Fund Development projects.

Section 8. Duties of the Recording Secretary.

The Recording Secretary shall keep a record of the proceedings of all meetings of the Club and Board of Directors. Minutes shall be prepared and presented to the President for her review within two weeks after the respective meeting. She shall have custody of all minutes from past General and Board meetings, which shall be open to inspection at any time in the presence of the Secretary by any member of the Club.

Section 9. Duties of the Club Communications Vice President.

The Club Communications Vice President shall be responsible for printing the club yearbook, for circulating a club newsletter and organizing and distributing the E-Blast, electronic mail club communications, as needed.

Section 10. Duties of the Treasurer.

The Treasurer shall receive all monies, including dues, of the Club. Deposits and payments shall be made in a timely manner.

The Treasurer shall keep an accurate log detailing monthly bank balances, as well as all disbursements and deposits on a “Treasurer’s Report”, and shall provide this report each month to the Board of Directors at their monthly meetings for review. All checks must be signed by two of the three clubwoman designated as signatories by the Finance Committee.

Approval by the Executive Committee is required prior to the opening and closing of any accounts maintained for banking purposes, as well as the transferring of funds. The Treasurer shall submit for internal review the books of the Club to the Finance Committee prior to January 31, and again prior to July 31 for the semi-annual internal reviews. Subsequent to the July Finance Committee internal review, all books shall be turned over to the incoming Treasurer by July 31st. She shall prepare a proposed budget for amendment and review by the Finance Committee, and subsequently by the Board of Directors. The position of the Treasurer shall be covered by bond, the amount of the bond and surety to be approved by the Board of Directors. The Treasurer or someone appointed by the President shall also prepare a report and any supporting documentation needed for the accountant preparing the Club’s tax return by applicable deadline. The immediate past Treasurer, or someone appointed by the President, shall act as Chairperson of the Finance Committee.

Section 11. Duties of the Public Relations Vice President

The Public Relations Vice President shall develop, plan, execute and oversee the public relations activities of the

Club. These activities shall promote and inform the world about the achievements, vents and purposeful community impact of the club. This shall include, but not limited to, advertising, media release, and public forum opportunities. The Public Relations Vice President shall also have oversight of the Club website, Club brochure and the State Tree Lighting efforts.

Section 12. Duties of the Membership Retention Vice President.

The Membership Retention Vice President shall act as chair for the Courtesy, Appeals, and Membership Retention committees and shall develop and implement membership retention strategies that will include, but not be limited to, conducting membership surveys, social outings, courtesy activities, focus groups, and other retention strategies designed to increase the retention rates for the club. The committee shall be composed of members representing the demographics of clubwomen.

ARTICLE VII

Board of Directors

Section 1.

The Board of Directors shall consist of the Officers, the Immediate Past President, Community Service Program Chairs, and any member serving GFWC-NC District VI, GFWC-NC or GFWC as an officer. There shall be one vote per Community Service Program.

The Parliamentarian shall be appointed by the President and shall be a non-voting member of the Board.

Section 2.

The regular meeting of the Board of Directors shall be held an hour prior to the General meeting each month. A date may be changed or a meeting eliminated at the discretion of the President.

Section 3.

Special meetings of the Board of Directors may be called at the written request of three members of the Board.

ARTICLE VIII

Community Service Programs, Committees, and

Elections

Section 1. Community Service Programs.

There shall be the following Community Service Programs: Arts, Conservation, Education, Home Life, International Outreach by GFWC, Public Issues by GFWC, and Fund Development. CSPs may be combined or deleted by the President and Club Operations Vice President should the need arise.

A Club member may not serve in a community service program more than two consecutive years, unless appointed as Community Service Chair.

Any Juniorette Club sponsored by the Junior Woman’s Club of Raleigh shall be composed of members between the ages of 14 and 19 who shall be elected in accordance with and governed by their own rules and regulations. These rules and regulations shall not conflict with the Constitution and Bylaws of the Club and shall be subject to the approval of the Board of Directors. Advisors to the Juniorette Club shall be appointed by the President and shall report to the Education Community Service Chair.

Section 2. Standing Committees.

There shall be the following standing committees: Advisory, Appeals, Awards, Endowment, Finance, Membership Recruitment, Membership Retention, Nominating, Publicity, Revisions, Scrapbook, State Tree Lighting and Strategic Planning. These committees may be combined or deleted at the discretion of the President and Club Operations Vice President.

The President may appoint the following positions: Community Improvement Program Chair, Courtesy Chair, Federation Chair, State Junior Director’s Special Project Chair, State President’s Project Chair and Social Chair.

The past presidents of the Club shall constitute the Advisory Committee. The Advisory Committee can call for a special session if approached to appeal a decision of the Board of Directors.

The Appeals Committee shall be composed of the Recording Secretary, the Membership Recruitment Vice President, and chaired by the Membership Retention Vice President. The Appeals and Committees can call for a special session if approached to appeal a decision of the Board of Directors. Recommendations of the Appeals Committee shall be subject to the approval of the Board of Directors. The Membership Retention Vice President shall receive and review all requests for special consideration, reinstatement, inactive membership, and resignations and shall recommend action to the Board of Directors when necessary. She shall also be responsible for notifying, in writing, those members whose inactive membership class is expiring no later than one month before they are to resume active membership. She shall also publish a list in the Club newsletter reporting those members who have been granted inactive membership by the Board of Directors.

The Awards Committee shall be composed of the Recording Secretary as Chair, the Club Operations Vice President and President. It shall be responsible for compiling and distributing an awards nomination form to the membership. The forms are to be used to select a winner for club awards.

The Community Improvement Program is the Club President’s Project. The Chair of the CIP shall act as the

liaison between the club and the Club President’s Project Volunteer Coordinator.

The Endowment Committee shall comprise of a chairman, appointed by the President, and three other club members. Past Endowment chairman, if able, should serve on the committee. The committee will conduct a fundraiser or letter campaign. Profits from said events will be invested in the JWC Dobbins/Bedini-Lewis Endowed Scholarship Fund. The committee is responsible for awarding a scholarship(s) following the guidelines outlined in the club yearbook.

The Finance Committee shall be composed of the Treasurer, the Fund Development Vice President, one other member appointed by the President, and all past Presidents and past Treasurers. The Finance Committee Chair shall be appointed by the President and shall not be the current Treasurer. The committee shall meet prior to the August Board meeting to review and amend the proposed budget prepared by the Treasurer for the upcoming Club year, and present the budget for approval to the Board of Directors and for a vote by the entire membership at the September general meeting.

The Finance Committee shall conduct two internal reviews of the books of the Treasurer by January 31st and July 31st each year.

The Membership Committee shall be composed of members representative of club demographics and with a diversity of levels of experience in the club. There shall be at least eight members of the committee, including the Social Chair and the Courtesy Chair, as appointed by the President. The Membership Recruitment Vice President and the Membership Retention Vice President shall serve as Co-Chairs. This committee shall welcome and engage prospective and new members to the club and facilitate

related recruitment events and activities. This committee shall develop and implement membership retention strategies including, but not limited to, membership surveys, social outings, courtesy activities, focus groups and other tasks and events related to retention of current club members.

The Nominating Committee shall be responsible for the identification of potential leaders amongst club members and has the duty to annually prepare and present a single slate of Executive Board candidates.

The Publicity Committee shall be composed of the Public Relations Vice President as Chair and a representative from each Community Service Program, the CIP Committee, Endowment Committee and State Tree Lighting Committee with the focus being to promote the activities of each CSP or committee in the community. The Chair shall develop and implement a plan to promote and advertise the club and its activities through all media outlets.

The Revisions Committee shall be composed of the immediate past President as Chair, all past Presidents, the Club Operations Vice President and two other members appointed by the President not to exceed a total of 10% of the club membership.

The Scrapbook Committee shall be responsible for collect-ing photos and memorabilia for the President’s scrapbook.

The State Tree Lighting Committee shall be responsible for organizing the annual event in December in conjunction with the Governor’s office.

The Strategic Planning Committee shall be composed of the Club Operations Vice President as Chair, the immediate past president and members with differing levels of member-ship experience to be appointed by the President. This com-mittee will have at least eight members and shall be no larger

than 15 members.

Section 3.

Special Committees shall be appointed by the President or by her upon the direction of the Board of Directors and shall be dissolved upon the completion of their duties.

Section 4. Election of Club Officers.

The election of officers shall be at the regular March or April General Meeting at the discretion of the Nominating Committee Chair.

The nominating committee shall consist of all active past presidents with the immediate past president as chair. A club member shall be selected from each CSP to join this committee. Their qualifications shall include:

1. A clubwoman who has at least one full year of club experience.

2. A clubwoman not seeking an elected position.

3. A clubwoman who has not served for more than two consecutive years.

Club elections shall be inclusive, transparent and fair ensuring at all times the Mission and purpose of the organization is upheld. An interest form shall be distributed to the general membership no later than January 15 of each year.

The nominating committee shall meet annually. The committee shall use the interest indicator forms submitted by the club membership and their knowledge of interested clubwomen to determine a single slate of officers. The slate shall be presented to the Board of Directors for ratification. The slate shall then be published in the newsletter prior to the general meeting at which the final election of club officers shall take place.

Section 5.

Community Service Program chairs and committee chairs appointed by the President are subject to dismissal at any

time by the unanimous vote of the Executive Committee.

Section 6. Special Consideration, Delinquency, and Reinstatement

Members failing to meet minimum requirements shall be referred to the Chair of the Appeals Committee. Special consideration includes childbirth, family illness, job situations, District or State Official Positions, etc.

The Appeals Committee shall discuss delinquencies with the member who has failed to fulfill requirements and shall agree to appropriate requirements consisting of service hours, fines, or both.

Any member having discontinued her membership for any cause may apply for reinstatement, pay a reinstatement fee and by making a written request to the Appeals Committee Chairperson and reported to Board.

Section 7. Dues.

Annual dues as recommended by the Finance Committee and approved by the general membership for each active, inactive, dual and sustaining member shall be in arrears by June 1st. Members whose dues are not paid on time must request reinstatement and remit a late fee.

Section 8. Resignations.

All resignations must be submitted in writing to the Appeals Committee Chairperson and reported to the Board. No resignations shall be accepted by the Board of Directors until all indebtedness is paid in full.

ARTICLE IX

State Federation

Section 1.

As a member of the General Federation of Women's Clubs of North Carolina, the Club shall abide by the rules and regulations set forth in the Junior rules which are appended to the Constitution and bylaws of the State organization.

Section 2.

Delegates to the State Federation Convention shall be the President, Club Operations Vice President, and the incoming President. Additional delegates shall be elected at the April General Meeting; the number shall be in accordance with GFWC-NC rules. Delegates shall be bound to vote on the first round as instructed by the Club membership.

Section 3.

The GFWC-NC Convention expenses of the President, delegates to the convention, pages and members holding office in the State Federation shall be paid in part by the Club as the budget permits.

ARTICLE X

General Federation Convention

Section 1.

The President shall be our delegate to the General Federation Convention, in accordance with the GFWC rules. Additional delegates shall be elected at the March General Meeting.

Section 2.

The expenses of the President for attending convention shall be paid by the Club as the budget permits.

ARTICLE XI

Section 1. Budget.

The budget shall consist of monies obtained from dues and assessments, and monies earned from Fund Development fundraisers. Any portion of the Fund Development fundraisers to be donated directly to the community will be determined by the Fund Development Community Service Program and approved by the Board of Directors and general membership. The budget shall be used for community service and welfare projects and for operating expenses of the Club. With the exception of the Interim Budget, any expenditure over $100 not covered by a line item, nor previously presented to the Board of Directors, shall be brought before the Board of Directors for approval prior to payment.

Section 2. Savings Fund.

There shall be a savings fund with a minimum of $2,000, maintained to meet emergency expenditures and provide capital for any major fundraiser. Savings shall be deposited in a bank, the place for such deposits to be selected by the Board of Directors.

ARTICLE XII

Parliamentary Procedures

The authority for questions of Parliamentary procedure and laws for this Club shall be the most current edition of Robert's Rules of Order Revised in all cases in which they are applicable and in which they are not inconsistent with these Bylaws.

ARTICLE XIII

Amendment of Bylaws

Amendments to the Club bylaws shall be submitted in writing to the Chair of the Revisions Committee by October 1 and/or February 1. A review of the submitted

amendment(s) to the bylaws will be scheduled with the Revisions Committee at which time the submitted amendment(s) shall be discussed and any comments by the committee noted. After the review by the Revisions Committee, the proposed amendment(s) will be presented to the Board of Directors for approval by majority vote. Once approved by the Board of Directors, the proposed amendment(s) to the bylaws shall be published to Club members, allowing for a review period of 30 days. The bylaws may be amended upon a two-thirds vote of club members present and voting.

The bylaws may be amended at the Annual Meeting of the Junior Woman’s Club of Raleigh without previous notice by a nine-tenths vote of Club members present and voting.

Standing Rules

Community Service Program and committee projects must have Board approval when the Club's liability is at stake.

There will be a permanent mailing address for all club mail.

Requests for new Club awards must be brought before the Advisory Committee and approved by the Board. Guidelines are as follows: (a) an award must be in a new and different area of accomplishment; (b) an award must be named for a Raleigh Junior or a former Raleigh Junior; (c) any new award must be similar in cost and appearance to present awards.
