meet at the Dallas Hyatt Regency rather than at the ATSHost Hotel in Jamaica. The hotel is hoping to get ourbusiness for a future ATS and we were treated very well,including breakfast and lunch each day and compedrooms for those of us that stayed at the hotel. This was atremendous help and enabled all of us on the ExecutiveCommittee to be able to not request any reimbursementfrom ICPC for any expenses at the ExCom meeting.You should have received the letter from me asking thatyou pray about making a donation to help ICPC. Wehave taken many cost savings steps as the letter indicatesand I believe that ICPC will soon see the light at the endof the tunnel, we just need your help to achieve ourgoals more quickly. If you have not seen the letter it isposted on the website or can be sent to you by email.It was also decided by the Executive Committee to haltthe process of the website development and DVDdevelopment until ICPC is in a better financial position.Special thanks to Steve Norden and his committee forthe great job they did bringing the marketing companiesto us, but we must be financially responsible in ourdecisions and before proceeding.

Greetings to you all. I pray this finds you and your loved ones ingood health as the New Year begins.As 2011 begins we see that the difficult times for the men andwomen in law enforcement that we so humbly serve continues. Theunofficial count for law enforcement line of duty deaths in 2010 was162, a 40% increase from 2009. 2011 looks like it could be evenworse as in January there were 14 deaths, 10 attributed to shootings,which was another 40% increase over January 2010. Those men andwomen just went to work that day to keep our communities safe andnever went home. I say this to remind you that the role of theChaplain is more important than ever. Many of you dealt withunspeakable sorrow as you assisted family members and departmentpersonnel. My prayers continue to go out to each of you as you offerthe ministry of presence, peace, purpose and love to all youencounter. Please remember to take time for you, time to getrefreshed and encouraged. In order to continue your work you mustalso take care of yourself! If you need to talk, contact our PEERsupport team leader, Bob Cornelius. He will get you connected withsomeone who has a listening ear. Thank you for the very importantwork that you are doing.I would also like to thank you for your faithful support of the ICPC.While ICPC is an organization it is the members, YOU, who makeus what we are. The theme of Caring for theChaplain was well received and very timely! The RTS also brought“The Pain Behind the Badge” presentation. This was incredible.Every officer and Chaplain should see this! Chaplain SystemMissouri Law enforcement officials inCape County, the City of Jackson andthe City of Cape Girardeau signed anagreement which forms the CapeGirardeau County Chaplains Unit.Currently, chaplains volunteer theirtime to the community. This neworganization makes these chaplainsmore readily available to any of theentities. These chaplains are ordainedor licensed ministers of recognizedchurches or denominations in Cape

County. Their duties includehelping traumatized citizens or officersunderstand what to expect following anincident, and provide a calming

City Police Department has served asthe voice of comfort and reason to themen and women of law enforcementfor 26 years. Born February 8, 1941, inLittle Rock, Arkansas, he and his wife,Phyllis, have been married 49 yearsand have 2 children, 3 grandchildren,and 2 great-granddaughters. ChaplainPoe has a B.A. in Sociology from theUniversity of Central Oklahoma, a BDfrom Southwestern Baptist TheologicalSeminary, Ft. Worth, TX, and his

Doctor of Ministry from PhillipsUniversity in Enid, OK.

Chaplain Poe began his lawenforcement service with theOklahoma City Police Department in1984. Chaplain Poe is dedicated toserving and assisting law enforcementnot only in the Oklahoma City area, butin communities throughout the state.He not only responds to the needs ofactive officers and families, but alsoserves the retirees as well. ChaplainPoe was a tremendous asset during theMurrah bombing incident and to NewYork City following the 9/11 attack in2001. Chaplain Poe is certified as a“Field Traumatologist” and“Compassion Fatigue Specialist” andhis presence during these incidentsallowed first responders and volunteersto stay focused and comforted duringthese trying tragedies. Chaplain Poehas served as President of theInternational Conference of PoliceChaplains, received the National Crime

Victims Service Award, the John A.Price Excellency in ChaplaincyAward, and the Oklahoma City PoliceDepartment’s medal for MeritoriousService.

PacPac 2010 Meeting SeeksPolice Chaplaincy Skills

As PACPAC 2010 drew to a close, I sat with a police officer from south Sudan. I listened as he shared his fears of returning toSudan and the impending election that was sure to be called in favor of splitting the north Sudan and south Sudan. He was equally

sure that the election would bringabout further war and bloodshed be-tween them. I listened, sorrow rend-ing my heart and mind as he sharedwhat war might mean for his family.PACPAC ended, I came back toAmerica, the elections were held,results yet to be announced and theimpending doom still lingers on thehorizon. I have been reminded overand over again that our brother andsister African police chaplains strug-gle against much that is only newspa-per articles for most of us. Theirnational police services continue intheir battle against both internal forc-es of corruption and outer forces ofthose to whom the police are only anobstacle to their crime.

But in my mind the smiling facesof Christian police officers and chap-lains gathered from the African coun-tries of Botswana, Burundi, CentralAfrica Republic, Ghana, Malawi,Namibia, Nigeria, South Africa, Su-dan, Tanzania, Zambia and Kenya,supersede the gloom. ThroughoutPACPAC 2010, gathered in Nairobi,Kenya at the School of MonetaryStudies, these delegates and the oth-ers from the United Kingdom, andthe United States, sang and praisedlearned and shared with each other inopen joy for the privilege of being apart.PACPAC 2010, ably led by Chair-man Pilote Sebastian of Burundi,Executive Secretary, Kibinge waMuturi of Kenya and InternationalChristian Police Fellowship Chair,Simon Werrett was opened on Octo-ber 25th and ended on the 29th. In thepart of the closing resolution that isgermane to us chaplains they stated:

We identify a need for the es-tablishment of chaplaincy in all Afri-can countries and to improve thetraining and leadership skills of Afri-can chaplains. This is a priority toenable the chaplains to cater to thespiritual needs of officers.

We will seek to provide furtheropportunity for training, regularmeetings and conferences for chap-lains. This will enhance the relation-

ships between individuals and coun-tries.

We will regionalize the leadershipof the African Chaplaincy on thefollowing basis: Southern Africa(South Africa representing), WesternAfrica (Ghana to represent), EasternAfrica (Kenya to represent), CentralAfrica (CAR to represent). The lead-ership should be reporting to thesecretariat.Continued on p. 5

.Continued from p. 4We are indebted to our Assistant Exec-utive Director of ICPC for Africa,Kibinge wa Muturi for his tireless andselfless efforts on behalf of ICPC andthe nations of the African continent.Under his leadership there are nowmore than fifteen countries that havechaplaincy programs. Never was thismore clear to me than when the chap-lains were called to an evening meetingat PACPAC. The room filled and filledand then overflowed as some 56 chap-lains began to share their needs withme and Kibinge. We remembered thatat the first PACPAC, compared withthe four at the first PACPAC some tenyears ago. As we shared in that toocrowded room, the overwhelming re-quest for me to bring home wasTRAINING, they needed and wantedtraining.

I came away with great grati-tude….gratitude for a fellow chap-lain like Kibinge, gratitude for theICPC’s informal partnership with PAC-PAC that has borne fruit over the years.And I was grateful for the opportunityto be a witness to the growth of chap-laincy on the African continent.

On behalf of everyone here at CIA,we’re honored to host this event. OurAgency has a deep appreciation for thework of our public safety and militarypartners-and for the crucial support thatchaplains provide.There's a story I often tell to make apoint about civic duty and public ser-vice. This is an especially good audi-ence for it-it's about a rabbi and apriest.

The rabbi and priest decided theyshould get to know each other better.So one evening they went to a boxingmatch, thinking that if they went out

together and talked to each other, they'dbetter understand the other's religion.Just before the bell rang, one of theboxers made the sign of the cross. Therabbi nudged the priest and asked,"What does that mean?" The priest saidit doesn't mean a damn thing if he can'tfight.Many people bless themselves with thehope that everything's going to be fineand that things will always work out.But frankly, it doesn't mean a thingunless committed citizens are willing tofight for it.We have police and other first respond-ers who fight every day for the safetyand well-being of their community. Wehave soldiers who fight for America'sfreedom and security. And we haveintelligence officers who fight along-side their partners in uniform-morethan at any other time in our history.

Chaplains are essential to thatgood fight. You are dedicated publicservants, willing to go wherever yourtalent and skills can be of greatest com-fort.CIA's Chaplains: in any emergency,just as the need arises to restore orderor provide medical care, there's also aneed for spiritual comfort. We're fortu-nate to have colleagues like you devot-ed to that critical role.Some outside our Agency might thinkit's odd that the CIA would have achaplain corps. But the truth is thatmany of our officers put their lives onthe line every day. They can be awayfrom their families for a very long time.They need spiritual help and guidanceas much as anyone.Our twelve volunteer CIA chaplains arevery generous with their time in sup-porting our officers. They're assignedto our Office of Security, but they're aresource for our entire Agency. Theyrepresent a wide variety of faiths: Cath-olic, Protestant, Orthodox, Jewish,Muslim, and Buddhist. In fact, ourBuddhist nun was ordained by the Da-lai Lama himself.Continued on Page 14

Christy Smith reports from HaitiThe following is intended to help us inour understanding of the needs anddifficulties in Haiti. It is not in anyway designed to comment on the poli-tics or policies of Haiti or any agencymentioned.

Christy and Linda SmithOne of the most important things we allneed to know about Haiti is that every-thing is fluid and liable to change. Haitiis very fragile at the moment because ofthe elections and the return of formerpresidents. Jean-Claude Duvalier(nicknamed “Baby Doc” because hisfather of the same name preceded him)is back and now rumors abound aboutJean-Bertrand Aristide returning to forma coalition with other former despots.However everything always seems tomove on and the country has learned notonly to survive but also to even managesome progress. Most of the schools andhospitals are open and transport movesfreely. Rubble is moved and the localsare building houses and small shops.That being said, the promise of the mas-sive building program funded by theUnited Nations is stalled. The interna-tional community has pledged 6-billionU.S. dollars to help rebuild the nation(now you know why 67 candidates ranfor president) and President Clinton isleading the distribution process. I hadan opportunity to talk with him aboutthe needs of police officers and will becontacting him again as he showed a lotof interest in our work with police offic-ers. The city is relatively safe if properprecautions are taken and you can travelfreely.Since we arrived in Haiti on the 25th

of January, 2010, we have workedunder the authority of the Minister ofPublic Safety, who is responsible for theNational Police. Although influencedby the U.S. police, the UN is the mainpolicy maker for Haiti. The UN policeforce is made up of members from allUN nations but has a big French andCanadian contingent due to the lan-guage. Haitians speak Creole andFrench. The more educated peoplespeak English, European French andCreole, however the majority of peoplespeak only Creole. French speakers donot necessarily understand Creole, soit’s wise to use local people to translate.

We have a good working relationshipwith the DCPJ (a police unit similar tothe FBI), the SWAT team and the po-lice academy. I have had the privilegeof meeting all the senior police chiefsand all of them have some knowledge ofthe help we have given to the police.Since the earthquake we have distribut-ed food, tents, medicines, mosquito netsand various other products to the DCPJand the SWAT team. We have alsohelped the police academy with a proto-col to combat cholera and given themchemicals to disinfect latrines. We didsimilar programs in the ladies prisonand DCPJ HQ to help protect law en-forcement officers from Cholera. Todate, 15-20,000 people have died due tothe outbreak. Most people believe thatthe Nepalese soldiers brought the chol-era.The presence of the United Nations isclearly needed but is also resented bymost Haitians, including the governmentand police. For the Haitians they areseen as a necessary evil that holds allthe money and power. UN police offic-ers can get 80-120,000 U.S. dollars sala-ry per year, whereas a Haitian policeofficer gets a fraction of that. Someofficers get $3,500.00 (U.S.) per year.The UN has 6-8,000 police and tens ofthousands of other personnel. The UNhas its hand in every part of Haitiansociety and influences all policy-making. I have met with the Commis-sioner and his deputy and both of themare happy for us to help develop aware-ness of police chaplaincy.Although the situation is not what wewould call normal and we will have toproceed with wisdom, the need of chap-laincy is enormous. The spiritual andemotional needs of police are not beingmet. Police officers do not have themuch-needed support that chaplaincybrings. I have met some of the greatestpolice officers I have ever known inHaiti, and could tell you countless sto-ries of heroism, diligence, fairness andhonesty. Men and women dedicated tolaw enforcement with seemingly no helpfrom government and no resources workwith out-dated weapons and no spareammunition. One friend of ours in theDCPJ has a 1911 Springfield .45 withsix rounds of ammunition. Morale islow, resources non-existent, yet many

Haitian men and women wear the blueuniform with pride and a great desire toprotect law-abiding citizens.When we visited Haiti in January ofthis year, 3 officers were shot dead forno other reason than to steal their ser-vice weapons, probably as out-dated asmy friend’s 1911. One Inspector whomI met told me how he had pulled hisdead wife and daughter out of the earth-quake rubble, buried them, and thenclocked-in for his shift.I believe that police chaplaincy willhave a very positive effect in Haiti andmake an enormous impact on the life oflaw enforcement personnel. It is a goalwell worth pursuing. With the expertiseand history of ICPC, I think we are ide-ally placed to help develop a crediblepolice chaplaincy there. The challengesin Haiti will help us fulfill our mandateto be intentionally international. On thelast day of our most recent visit, I hadthe privilege to address 700 police ca-dets who will graduate during the sum-mer. It was wonderful to see such en-thusiasm and interest as I talked aboutICPC and our work with police officersaround the world.I would like to suggest a few next steps.I would like feedback from David Fair,draw on his wealth of experience inchaplaincy, discuss possible dates whenwe can be in Haiti together to build up-on what we have achieved, and furtherbuild relationships and distribute infor-mation in the native language (I haveaccess to a professional translationagency). I also think it is important todraw on the International Committee, ofwhich I am a member, to request thehelp of our Jamaican friends. Jamaicanculture is far closer to Haiti’s culturethan ours. I know that Haiti is a part ofthe Caribbean nation alliance with Ja-maica.The best inroad we have is from GeneralMaxine in the Police Academy, alongwith the commanders of DCPJ andSWAT. This represents 3 of the 7 agen-cies that make up the National Police. Ilook forward to discussion and sugges-tions regarding these matters. Althoughwe have come a long way, we still havework to do. Jamaica Police Academy Comman-dant Gary Welsh is the ICPC Re-gional Director fpr the Caribbean

What started out as a father’s dream,has become the reality of a son. SeniorSuperintendent of Police (SSP) GaryWelsh, with his father’s prompting,joined the Jamaica Constabulary Force(JCF) at age 17 and is now the man atthe helm of the Jamaica Police Acade-my (JPA).“I was too young to become anythingother than what my father wanted me tobecome,” said SSP Welsh with a smirkon his face. “That is what brought mehere (the JCF), but when I got here, Ifound out that this is, in fact, what theLord had in store for me.”Today, he is the facilitator of the insti-tution he describes as the “cradle” ofthe JCF, which has two campuses, oneat Twickenham Park in St. Catherineand the other at Tranquillity Bay in St.Elizabeth.“A lot of persons misinterpret the JPAas the training branch, but in fact, theJPA is just a part of the training branch,because the training branch takes inother training entities,” SSP Welsh toldthe Police Mirror. “The JPA is the gate-way to the JCF.”As the Commandant, SSP Welsh isresponsible for the day-to-day opera-tions of the JPA, the starting point forall entrants to the police force, whetheras police constables or members of theIsland Special Constabulary or the Dis-trict Constabulary.According to SSP Welsh, major issuesin policing today are human rights andfairness. Therefore, the academy playsits role in emphasising these vital ele-ments during training by treating therecruits as adults.The recruits who are gearing up to ac-cept the challenge of serving, protect-ing and reassuring the Jamaican people,are therefore instrumental to the pro-gramme. However, SSP Welsh remainsconfident, because several studentshave been living up to expectations. He

is also encouraged because the JPA iscommitted to recruiting the best and thebrightest.“You will see documentation to theeffect that you require four O’Levels toenter the JCF, and in fact, that is so. Ifyou have four O’Levels, and you showup at the recruiting centre, you will begiven the entrance test,” SSP Welshtold the Police Mirror. “How far thatwill take you, I am not sure, becausewe do have applicants -with first de-grees and even Master’s degrees whoare trying to get into the police force.Therefore, our thrust now is to staywith a strategic direction and recruit thebrightest and the best for the JCF.”“We have demilitarised training, sowhen you come to the JPA, you willget the impression that it is a universi-ty, and that is in fact what it is,” saidthe Commandant.“Therefore, many of the responsibilitiesat the JPA for learning rests with thestudents, we only facilitate it. We tellthem what we want them to do, andthey deliver,” said SSP Welsh.SSP Welsh went further to explain thatwhat has changed at the JPA is not thematerial that is being taught, but themethod by which the message is beingdelivered. This, he said, is due to theJPA’s evolution in keeping with a glob-alised world, whose citizens – today’sstudents – are technologically savvy.“In my days, you had to take notes.Today, it is no longer that way; we nowdeliver with PowerPoint and multime-dia,” said SSP Welsh. “Students whocome in now are probably just asequipped to deliver the message thatthey are being taught, so the instructorsare up-to-date with curriculum devel-opment and lesson designs.”He added that the Mico University Col-lege and the HEART Trust/NTA haveassisted greatly with curriculum devel-opment.There are some challenges though.

“When people have gone through fouryears of university and through therigours of discipline and academia andthey come here, they sometimes comewith a chip on their shoulder,” saidSenior Superintendent Welsh. “Sowhen you give that person a rifle andtell them to press up or to get down intothe not-so-clean water, they might feelit is a little bit below them. However,when they understand that it is a part oftraining and that it is preparing themfor the realities of the outside world,they comply.”SSP Welsh is of the conviction thoughthat guidance, leadership and mentor-ship are integral to overcoming thechallenges.“I believe that you preach a better mes-sage with your life than with your lips,”SSP Welsh told the Police Mirror.“And my primary role here is to modelwhat I want these youngsters to be-come.”He is therefore committed to the JCFand is adamant that for a young adultwith potential, whether fresh out ofschool or not, the JCF is where he orshe should be.“The JCF is a multi-faceted organisa-tion. It is the only organisation thatallows you the opportunity to becomeeverything that you want to be instant-ly,” said Senior Superintendent Welsh.He explained further, “You enter train-ing and the initial training is four-and-a-half or five months, but by the end ofthat you could end up being a lecturerat the academy. WHAT: The International Conference of Police Chaplains will sponsor its First An-nual Benefit Fund (ICPCGF) Golf Tournament. All proceeds will be contrib-uted to Developing Professional Chaplains Through Dynamic Education andSupport.

WHEN: Saturday, May 14, 2011. Registration begins at 7:00 a.m., “shotgun” at 8:00a.m., lunch and the award ceremony will begin after the tournament.

WHO: This tournament is open to the first 140 golfers with a paid registration. Alllaw enforcement personnel, as well as friends, public and families, are wel-come to participate. Police Chaplains Versatile,Flexible and yet Committed

By Frank Borelli, Editor In Chief, Officer.comWhen I was approached and asked to write this piece I was both honored and excited. I’ve always beenamazed that my thoughts or opinions on anything would be of value to others, so I’ve always considered it anhonor when asked to provide such. The “excited” part relates to certain parts of my personal background andexperiences and I’ll share those through this piece. Up front I ask that you bear with me; this might seem a bitdisjointed or disorganized. Hopefully by the time I get to the conclusion it’ll make sense.

To understand some of what I’m goingto share I have to take you back to theyear 1975 when, as quite the handful(read “problem”) child, I was removedfrom the public school system and putinto a local private school. I think myparents and school administrators werehoping that the increased level of disci-pline would be helpful in “straightening(me) out”. The local private schoolwas Baptist and I enjoyed school therefor three years. That said, being froman Episcopalian family made for a fewuncomfortable moments during certainservices at the school. Baptists (at leastin that area) were not well known fortheir acceptance and tolerance of differ-ent faiths. Conversion was their goaland if you (I) resisted that, a certaindiscord could be felt.After three yearsof Baptist school I went back to publicschool for a year and we rediscoveredthat I performed far better in a privateschool setting. For the remaining threeyears of my primary school education Iattended a private Catholic HighSchool run by Trinitarian priests. Frommy perspective, the Catholic and Epis-copalian faiths were pretty similar, theobvious exceptions being incense andconfession. (I know the differences aredeeper than that, but I’m talking aboutmy perception at the grand old age of17). That said, in my senior year ofhigh school I considered entering thepriesthood. My church’s priest was aman I held in high regard and held adeep respect for. The Trinitarianpriests I interacted with every day atschool seemed to have a realistic ap-proach to life and an understanding ofhumanity that escaped many others.

Since I wasn’t Catholic (and saw noneed to convert) I felt a pursuit of Epis-copalian priesthood might be of value.The challenge I faced was that all mylife – as far back as I could remember –I wanted to be a police officer. It was amatter of documented court recordwhen I was four years old (when I wasadopted by the Borelli family) that Iintended to be a police officer when Igrew up (a statement I made to thejudge). When I was seventeen I con-sidered both options seriously and real-ized that I felt I could help people in amore material way as a police officer.Please don’t misunderstand; I’m notdown-playing the role priests, rever-ends and ministers play in society inany way. I simply felt that I would feelmore fulfilled as a police officer be-cause I’d be able to more easily see my(hopefully positive) impact in the com-munity I served.So, when I graduated high school, andmuch to my father’s dismay, I enteredthe US Army as a Military Policemanand when I was honorably discharged Ipursued a career as a civilian policeofficer. Oddly enough, in 2004 whenmy Fraternal Order of Police Lodgewas without a Chaplain, several peoplerecommended me for the post. I wasboth honored and confused. I thoughtyou had to be ordained to be the Chap-lain? Apparently that isn’t the case insome places. The next question I hadto ask myself was this: Did I carryenough faith within me to readily shareit with others? Was it strong enoughnot only to support me but also those Iwould serve as the Lodge Chaplain?The conclusion I came to was starklyhonest: while I am a man of faith, my

own personal beliefs are such that I feltinadequate to supply spiritual supportto all of the lodge membership. In myopinion, that would require someone ofboth greater faith and greaterknowledge, not to mention someoneproperly trained for the position.All ofthis brings me to my current outlook onPolice Chaplains. Hopefully I can ar-ticulate it understandably.Let me say this: I don’t envy you. Youface challenges that I’m happy not to.Although you carry your own particularfaith, you have to prepare yourself toprovide service and support to peopleof ANY faith. When we consider all ofthe strife that exists in the world todaybased on religious disagreement, Ithink it becomes more than laudablethat YOU voluntarily put yourselves ina position of having to overlook reli-gious differences and provide spiritualsupport to those of any or every faith,and even those who claim no faith atall. You have to do this simply so youcan serve all members of a specificcommunity: the law enforcement pro-fession.You are at once mentor, confessor,coach, counselor, friend, enemy, ob-server, assistant, back up and, some-Continued, Police Chaplains, p. 12

Chaplain Mark Clements has been a law enforcement chaplain since 2000joining the ICPC in 2001 and becoming the sixty-ninth Life Member. Heserves on the Board of Directors, as Chair of the Spiritual Oversight Commit-tee, serves on the Education Committee, and is the ICPC Wisconsin Area Rep-resentative.Chaplain Clements is credentialed as a Master Chaplain with the ICPC. Chap-lain Clements hosted the 2005 West Great Lakes Regional Training Seminarin La Crosse, Wisconsin and founded the William Wagner Excellence in LawEnforcement Chaplaincy Award which annually recognizes an ICPC Chaplainwho is a member in good standing and who has made a significant contribu-tion to law enforcement chaplaincy in the state of Wisconsin.Chaplain Clements is the President and Founder (2002) of the Wisconsin Po-lice Chaplains Association (WPCA), an organization that promotes policechaplaincy to every law enforcement agency within the state and promotesmembership and involvement in ICPC to each of its members. Chaplain Clements is certifiedas an instructor by the Wisconsin Department of Justice teaching at policeacademies for all law enforcement personnel in a seven-county region. OnJune 15th, 2010 Chaplain Clements met with the Relational Skills AdvisoryCommittee of the Wisconsin Department of Justice (DOJ) Law EnforcementStandards Board to establish a Death Notification training segment in the cur-rent 520-hour standard curriculum. The Wisconsin DOJ agreed to adopt the“Ten Steps to Successful Death Notifications” that Pastor Clements presentedto their curriculum for all law enforcement personnel in the State of Wiscon-sin. One of the very significant minis-tries of the ICPC is the MemorialBible Program. On April 17, 1984the first Memorial Bible was sentfrom the ICPC to the Miller Coun-ty, Arkansas, Sheriff’s Department.The ICPC had traditionally sent aletter of condolence to those whohad lost a law enforcement familymember in the line of duty. Police Chaplains Versatile, Flexible, Committedtimes, overwhelmed human being.That you must “wear so many hats” (tome) is a challenge I admire you fortaking and am amazed that so many ofyou do so often and so well. You are,after all, only human (admittedly forti-fied by grace).I often wonder if you, asan individual or as a group, sit back and

realize how versatile you must be with-out compromising your faith. Compro-mise is easy for some. There are nohard and fast rules for many situationsin life and we humans adjust to themby exercising flexibility in our moralsand ethics. Priests, reverends, minis-ters… so often you have no flexibility.The rules of faith, depending on thereligion, are so fixed and steadfast thatyou must often find yourselves betweenthe veritable rock and hard place. Yetyou somehow still manage to serve thecommunity of law enforcement in addi-tion to whatever other community youserve, doing both in such a way as toappear calm, serene and confidentlypeaceful in your approach to managinglife’s strife.All of that leads me to this: we policeofficers deal with challenges head onand (usually) in a pretty direct manner.If a crime has been committed we takethe appropriate enforcement action. Ifno crime has been committed then anyother action we take is entirely our op-tion and we suffer nothing if we takeno action. On the other hand, we dealwith a set of finite laws and confinedauthority. Chaplains, on the otherhand, deal with legal, moral and ethicalsituations and have to find a way tobehave and act without compromisingany of them – if you can.That flexibility… that versatility… thatobvious commitment to serve the need-ful law enforcement community is whatcauses me to still hold you in high re-gard. Whether you’re a sworn officeror not; whether you are ordained or not;you are most certainly an invaluableand irreplaceable asset to the communi-ty you serve. Further, although a greatmany members of that communitywon’t say it, you are appreciated everyday. Please don’t believe otherwiseand THANK YOU for all you do.

Continued from Page 5, CIAOur chaplains are on call 24 hours a day. They visit our officerswho are hospitalized. They tend to the families of our people whoare killed or injured red in the line of duty. They support ceremo-nial events. They visit our security officers during the week. Andeach day-each day-they do something that is very important for allof us. They pray for our CIA workforce. They're an important partof our Agency's life-never more so than during the past year, in theaftermath of one of the worst tragedies in our history.

Early on New Year's Day, Chaplain Edgar M. received a callthat, in his words, literally took his breath away. He was told that asuicide bomber had struck our base at Khowst two days earlier,killing seven of our people and injuring several more. He wasneeded to conduct a memorial service in Kabul and to comfort ourofficers. He was on a plane only a few hours later.When he arrived in Kabul, he was touched by the warmth of ourofficers' welcome. Our psychologist on the scene was very happyto see that a chaplain was available to lend a hand in a very diffi-cult situation. Within a few hours, a garage was transformed into amakeshift chapel. Cameras were put in place to televise Edgar'sservice to other locations in the country.The next day, more than a hundred Americans gathered to remem-ber and celebrate the lives of our seven heroes. The ceremony be-gan with a version of Amazing Grace that Edgar brought over onhis i-Pod. After the service, he spent the next few days with ourpeople out there. Our men and women were deeply grateful for hissupport. On the day of the memorial service in Kabul, the remainsof our fallen officers arrived at Dover Air Force Base. ChaplainFather Mark was there, and had already spent the previous daywith the seven families.

My leadership team and I were at the tarmac for the arrivalceremony. It was a very cold morning. The sight of the flag-drapedcoffins was a difficult moment for everyone-especially the chil-dren. There were a lot of tears. Chaplain Mark offered a short butbeautiful prayer on the flight line. I know that his presence meant agreat deal to the families. It meant a lot to me, too, and I'm glad wewere able to provide such an invaluable source of comfort.In the weeks and months ahead, our chaplains offered vital supportto our officers here in the Washington area through visits, listen-ing, and prayer.They were part of our flag-lowering ceremony at Headquarters,and they provided the invocation prayer at a fundraiser for ourmemorial foundation.In February, we gathered in a large tent right out there on theQuadrangle to hold our Agency's memorial service for those whoperished at Khowst. Just before President Obama spoke, ChaplainGreg H. delivered an invocation that set a solemn and loving tonefor the proceedings. Chaplain Edgar provided the benediction.In June, we held our annual Agency Memorial Ceremony. Becauseof Khowst and of other fallen officers who were honored, it wasthe largest in our history. The event was graced by an invocationand final blessing by two of our chaplains, Chaplain Arlene C. andChaplain Cantor Michael S. and by the presence of their col-leagues.

They've continued their visits and support to our officers inthese past months. And they've performed a magnificent service totheir Agency and their country.The bottom line is that the CIA's mission is all about people. Weconduct human intelligence. We send our men and women to eve-ry corner of the Earth, including some very dangerous places.

Despite what you might see in the movies, our officers are farfrom emotionless operatives. They're human beings. And whiletheir jobs focus on temporal maters, there are times when theyneed someone who can help them with the infinite. That's whyour chaplains are essential to our work.Since becoming Director, I've flown roughly 150,000 miles tovisit our people in 29 countries. CIA's mission depends on ourofficers in the field, and I try to get out to see as many of themas I can. On my last trip, I visited our base at Khowst.We dedicated a plaque there; a verse from Isaiah captures theideal of putting service before self:"And I heard the voice of the Lord, saying, Whom shall I send,and who will go for us? Then said 1, Here am I; send me. "That spirit motivates our officers, and it defines the mission ofour volunteer chaplains.Thank you all very much.
