Welcome Dear Master / Visitor, Welcome alongside our terminal or planning arriving inbound. Now that you are interested in our terminal, either already alongside or planning pre-arrival. We would like to draw your attention to some safety regulations. Especially the pre arrival operation information and instruction. This booklet gives a short overview of the relevant regulations and safety instructions for: Masters, Crew, Agencies and Charters. The basic considerations of those regulations are the Environmental permit, the Rotterdam harbour regulations and the Euro Tank Terminal regulations and safety instructions. The safety regulations which are laid down by the Government and all other regulations which are applicable on this terrain and the installation must be followed carefully by all those who access the terrain or those on board a vessel which is moored on one of our jetties. As such, these regulations apply to you and all other crew members on board your vessel. We would like to specifically draw your attention to the total ban regarding the lighting of fire or causing any type of pollution. During the time that our personnel are involved in activities related to the loading or discharging of a vessel, the Master or the mate replacing him should always be available on board. We are sure that you will understand that all the regulations must be followed carefully, not only to guarantee the safety of your vessel, the installation and the cargo but also in the general interest of the city and the harbour. We kindly request that you read the registered jetty conditions and read the communication procedure. The master of the vessel will ensure that all crew, officers, passengers of who has interests are fully informed regarding the terminal rules and regulations. This is applicable but not limited to: IBC/BCH code, ISGOTT, harbour regulations, local and national legislations remain valid. Emergency procedures

An emergency stop can be given by 2 means;

1) ESD button.

All vessels will receive a box with emergency stop button for use on deck. After pushing this button an Emergency Shutdown (ESD) is activated. - This ESD closes the shore ESD valves automatic, even on discharge! On discharge it will NOT stop the cargo pump on board! - On load vessels an ESD stops the shore cargo pump. And ESD will give an alarm in the CCR of ETT control. After an ESD a terminal operator / loadingmaster will always check your vessel. NOTE: After an ESD ETT control will need to reset the system, on load vessels it will take at least 10 minutes. 2) Verbal.

Call: STOP STOP STOP “vessels name” via the shore radio All vessels will receive a shore radio for communication between the vessel and terminal. In case of emergency of when needed call ETT control via the shore radio. Further information about the shore radio can be found on page 16. During this always identify your vessel in a calm and slow manner! Terminal emergency services

• Fire and rescue On the Terminal all jetties are equipped at with least 1 firefighting monitor, these monitors can supply green water and a mixture of air firefighting foam. The general purpose of these monitors will be damage control rather than firefighting. these monitors can be fed by 3 fire water pumps (up to 1350 m3/hr water each) and 2 foam supply pumps (up to 60m3/hr foam each) or by port authority patrol vessel. ETT does only have basic emergency trained personnel, in case of a fire on board of onsite industrial fire fighters will be dispatched. ETA of industrial fire trucks to ETT is approx. 10 minutes

• Medical Emergency All our operational personnel are trained in basic first aid and basic emergency rescue. Port emergency services • Equipment Type: Patrol Vessels • Equipment Availability: 8 patrol vessels, equipped with oil absorbing booms (up to 100 meters per vessel), firefighting equipment (up to 1 x 2700 m3/hr and 2 x 600 m3/hr with foam per vessel) • Equipment Type: Fire Fighting • Equipment Availability: Special shore connections to connect patrol boats so they can provide extra pressure on the shore fire line • Equipment Type: Oil Spill Response • Equipment Availability: Containers with 300 meters boom inside are strategically positioned in the port area. In total there is 4500 meters of boom available. The booms are deployed by the royal boatmen association Eendracht. There are 3 to 5 special designed vessels stand by to recover the oil. Acoustic Emergency alarms

• Slow whoop General emergency alarm / fire alarm; all activities should stop! All personnel must muster at designated muster stations / assembly points and await further instructions by ETT control or personnel.

• Fast whoop Gas alarm, all activities should stop! all personnel must find safe haven inside and close all ventilation. And await further instructions by ETT control.

• Monotonous tone Safe signal, work related activities can be resumed.

Note: every first Monday of the month at 12:00 LT all alarms will be tested, the testing will begin and end with the “safe signal”.

General terminal information

Dear Master / Visitor, The ETT is a state-of-the-art facility and is strategically located in Europe’s busiest port and operating 24/7 /365. Our Terminal is equipped with multiple combined jetties for seagoing vessels and barges. Unlike surrounding terminals ETT can receive loaded VLCC’s; by the deep Caland channel leading from Europoort to the Maasvlakte. Other than Very Large Crude Carriers ETT has the possibility to load and discharge barges, railroad cars and trucks. Our jetty 4 is designed for a whole other kind of VLCC; on where we discharge Very Little Chemical Carriers into the pipeline of the Rotterdam Oxo-alcohol Plant.

VTTI Currently Euro Tank Terminal B.V. is one of 17 terminals operating under the VTTI flag, following the VTTI way. Next to The Netherlands we have terminals in 15 countries, across 5 continents, with a total capacity of 10.200.000m3. To give an idea how much liquid this is. This is enough to fill 4080 Olympic swimming pools or 32 fully loaded VLCC’s.

The port area also accommodates an extensive industrial complex. Most major carriers include Rotterdam in their services. From this strategically located port, the containers destined for other European countries are then forwarded by feeder services, inland vessels, railway or trucks. The size of the port’s industrial area and its position at the gateway of the European inland waterway network makes the port of Rotterdam ideally located for the trans-shipment of cargo. Pre-arrival operational information

and instructions Pilotage - Arrival: Euro Tank Terminal B.V. will contact your agent for permission to arrive inbound, if permission had been granted to set course inbound. MAAS PILOT will contact your vessel on VHF CH# 1 with further information. - Departure: After cargo operations or when necessary ETT control will contact your agent to order the pilot for departure. It is mostly common for the pilot to arrive by taxi and embark via the gangway.

H2S/ partly laden - Vessels which are partly loaded or could contain levels of H2S in the cargo tanks will have to issue a certificate which records the level of H2S in PPM and O2 in % in each cargo tank prior to berthing of the vessel.

Documents - For the ship shore safety meeting the following documents are necessary if on board. Please prepare these papers on forehand.

• loading: NOR, OBQ, VEF, H2S report, ships particulars, crew list, (if not empty: documents of the cargo on board)

• discharging: NOR, Ullage report departure, ullage report arrival, Bill of lading, cargo manifest, custom documents, certificate of origin, H2S report, VEF, MSDS, crew list, ships particulars.

Reducers - In case any reducers are required between vessel and shore, this should be arranged by agent.

ISPS/ DoS - In normal operation the vessel and terminal will have the same ISPS level: no #1. In this case a declaration of security is not singed by the terminal. The representative of the PFSO is available via tell: +31 181 24 00 16.

Parking - Visitors to your vessel must park in the designated parking spaces only, please address this information to any visitors.

Stores - Small parcels of vessel stores may be delivered to the beginning of the jetty. Crew can take the parcels and bring them on board.

Note: small parcels are parcels that can be carried by 1 Hand, so 1 hand is available for the railing - Bigger parcels, bulk stores, heavy parcels are only to be delivered by barge. This barge should be arranged by your agent.

Garbage - For the disposal of garbage the vessel should arrange a barge, as Euro Tank Terminal B.V. has no facility to receive garbage. A barge can be arranged by agent. - This goes for Hazardous materials, scrap, etc too.

Bunkers - For the receipt of bunkers, barges should be arranged by agent. - all bunker manifolds should be kept closed and bunkers are not permitted unless permission has been granted by ETT control. - On quay E, Jetty 1 outside, jetty 2Q and jetty 4 interactions with barges restrict other vessels and movement.

Sludge - For sludge are the same regulations in use as for bunkers.

Potable water - Potable water is not available on any berth at Euro Tank Terminal B.V., any potable water can be arranged by barge through the agent

Gangway - On west outside, east outside and 1 outside a fixed gangway is available. This gangway will only be operated by a loadingmaster or terminal operator. - on quay E, jetty 2Q and jetty 4 a small portable gangway is available. Jetty 2 and 4 are also equipped with fixed emergency stairs - The deck watch on board will have the responsibility to check the gangway at regular intervals, when necessary the OOW should inform ETT to reposition the shore gangway

Cranes - the use of any crane on deck is prohibited unless permission is granted by ETT control. - At Wind speed 7 Bf and up (>51km/h, >28kn) the use of the vessels crane is prohibited! - Any crane used by the vessel must be operated in accordance with the vessels SMS - The crane operator must be trained and competent to use the crane - All loads must be properly secured - Any strap, sling, line must be safe and checked on regular intervals according vessels planned maintenance - The area direct below the lift is a no-go area. - A messenger line is preferred and can be demanded on request of the loadingmaster / terminal operator.

Mooring - It is not allowed to re-arrange your mooring ropes on the jetty. - The royal boatmen association Eendracht have to be arranges by your agent. - The pilot will discuss with the master how the springs, breasts, and lines will be arranged.

Vapour collection - ETT terminal owns a state-of-the-art vapour treatment system to collect and process cargo vapours with minimal emission to the environment

PPE - Proper PPE must be worn in accordance with the vessels SMS. Terminal requirements are at least: a helmet, boiler suit, safety shoes, proper gloves, safety glasses. The SMS can request additional PPE, use them wisely.

Ballast - Ballasting should only be done accordingly Marpol Annex VII - Only separated ballast may be discharges overboard. - Keep our jetty dry, do not flood them with ballast water.

Emergency towing-off pennants (fire wire) - Fire wires are not mandatory Explosive atmosphere - Only intrinsic safe equipment is allowed on deck and on the terminal. - Open fires, smoking, incendiary devices, non-EX equipment are prohibited!

Tank cleaning - Crude oil wash (COW) is not allowed alongside our berths - Prewash of cargo tanks after discharge of chemicals is allowed, only if necessary for inspection by Marpol agents

Self-contained breathing apparatus (SCBA) - None personnel at ETT is certified for the use of SCBA, due to the nature of some cargos loadingmasters might appeal on your crew to connect or disconnect wearing SCBA.

Draining, emptying of loading arms and hoses - The most common practice to drain the loading arm/ hose is to use compressed air of nitrogen pressure to blow the loading arm/ hose empty in the cargo line. - MLA’s for white oils and methanol can be drained by a drain pump, however it is less common practice.

Personnel - The personnel working in the field are: loadingmasters, jetty (wo)men, terminal representatives and operators. One colleague can fur fill multiple tasks.

Wind & weather Cranes At Wind speed 7 Bf and up (>51km/h, >28kn) the use of the vessels crane is prohibited! Cargo - Stop cargo operation

• At wind speed of 9 Bf and up (>72km/h, > 41kn) cargo operations will be suspended! Or at advice of ETT control Emptying of the cargo arms / hoses is possible.

• if thunderstorms / lightning storms are less than 10 seconds away from the terminal cargo operations will be suspended.

- Disconnection

• Disconnection and unberthing will be agreed upon. This will depend on current situation; wind direction, swell, etc.

Port conditions When gale force winds are expected (Beaufort 8), weather forecasts are being transmitted at 00.50, 01.50, 02.50, etc. on VHF Ch. 19 by the Harbour Coordination Centre. Phenomena: Wind • Details: Prevailing winds west to south west, force 4 or 5. Relative frequency of wind forces greater than force 7 Beaufort 2% Phenomena: Tide • Details: In a period of 24 hours there are 2 high waters and 2 low waters, with different amplitudes. A special phenomenon manifests itself at Hoek van Holland, which has a double low tide with the second low water lower than the first. Strong and sustained winds from the north west raise water levels along the Dutch coast. Strong and sustained winds from the south-east have the opposite effect. • Location: Hoek van Holland Phenomena: Sea • Details: The wind and tide strongly influence the sea conditions in the approaches to the Maas Entrance. Storm conditions may make entering the harbour hazardous. The main effects are: storm force winds from the north west cause a rough sea with a possible ground swell at the time of Low Water. Wave heights may exceed 6 meters. The best time to enter is from about 2 hours before to 2 hours after High Water, especially about High Water. Reducing speed to let the waves run faster than the vessel is recommended in these circumstances. Storm force winds from the south west cause less severe seas. The best time to enter is 1 to 2 hours after high water, when the strength of the ingoing current will have decreased and the vessel will be less likely to swing to starboard when entering.

A ground swell can occasionally arise while the ebb current is running. A confused sea can occur when an out flowing current meets a strong westerly wind. • Location: Hoek van Holland Phenomena: Fog • Details: Frequency of visibility less than 1500 meters is 1,4%. The frequency of visibility less than 500 meters is 0,6% • Location: Hoek van Holland Phenomena: Water Density • Details: Ranges from 1.025 at high water to 1.012 at low water • Location: Europoort Phenomena: Seiches • Details: Appear in the Europoort area with extremes near the Rozenburg locks. Under extreme conditions a tidal difference of 0,20 meter can occur. Although seiches are hard to predict, they will be taken into consideration in the daily predictions whenever possible • Location: Europoort

UHF All vessels receive a shore UHF and should use them wisely. Once every 8 hours ETT personnel will board your vessel to change the battery. The interval of radio checks will be agreed in the ISGOTT checklist.

- Callsign: ETT Control Do’s

- Emergency’s: for example but not limited to; accident, spill, fire, emergency, personnel injury, empty battery

- Repositioning of shore gangway - Reposition cargo hose (only for Quay E) - If you want to call ETT control wait your turn until other conversations

have ended. - Report high pressure in the vapour return hose

Don’ts

- Question for Botlek stores, sunny radio, taxi etc - Ask permission to make shore leave

NOTE: Some of the UHF radio have a man down function, this means if the radio lays down it will make alarm and automatic open connection to our emergency channel.

Shore leave Crew who wish to go ashore should wait for immigration to clear the vessel, Immigration can take up to 6 hours after the all fast time to board. If immigration does not board the vessel is cleared anyway for crew to go ashore. The terminal will give permission, this permission will only be valid if the following procedure has been followed. All vessels on jetty west and east outside (Caland A, B and D): - The vessel itself should arrange the taxi - At the end of the jetty next to our control room is a small glass shelter where to wait aka taxi waiting point (orange route). - Do not walk any further. - Do not go inside any building. - Do not touch anything, no car, no motorbike. - PPE is not mandatory for crew when they go ashore, if only they walk direct to the taxi waiting point. All vessels on quay E and jetty 1 outside - The vessel itself should arrange the taxi. - crew coming from quay E must walk in south-east direction towards the red barrier gate (red route). - Crew coming from jetty 1M outside should follow the jetty and wait at the end, also near the red barrier (purple route). - PPE is not mandatory for crew when they go ashore, if only they walk direct to the barrier. All vessels on jetty 2Q and jetty 4 -The vessel itself should arrange the taxi. - crew going ashore should walk toward the road and wait at the parking spaces on the taxi. Yellow route for jetty 2Q and blue route for jetty 4. - PPE is not mandatory for crew when they go ashore, if only they walk direct to the parking space. Note: passports are mandatory as the taxi will take the crew to the security guard before exiting and after returning. Note: ETT control will NOT call any taxi, sunny, Botlek stores or any other service. The vessel should use the vessels phone and call agent to arrange taxi or services.

Local area information

• Brielle Is a town, municipality and historic seaport south west of the Rotterdam port area. It has a small historic town centre with multiple shops, stores and restaurants. By car it should take about 11 minutes, this does not take traffic, rush hour in account.

• Rotterdam It is the second largest city In the Netherlands, Rotterdam houses almost everything. For more information or tourism guides for shore leave your agent will know best.

• Hellevoetsluis is a small city and located south of the Rotterdam port area, it houses both a historic centre with bars, restaurants, scenery and a modern mall. Hellevoetsluis is a great place for tourism as it houses: a historic drydock, national fire brigade museum, history park and museum, historic ships (steampowerd, former lightship and royal navy), its manmade defence vesting dating centuries old and more. by car it takes about 17 minutes by car without traffic

• Sunny Sunny Maritime Duty Free “Sunny” is part of Sunny Europe nv/sa, a duty free and travel retail group. In the ports of Belgium, The Netherlands & Germany, “Sunny” is the leading maritime duty free & travel retail operator.

• Botlek stores Botlek Stores is a department store for crew members from all the ships visiting Rotterdam and its surrounding harbors. Seamen get free transport from vessel to shop and back again and they can do their shopping, most of it Tax-Free. Terminal safety regulations

THE MASTER OF THE VESSEL WILL ENSURE THAT ALL CREW MEMBERS ARE FULLY INFORMED REGARDING THE TERMINAL RULES AND REGULATIONS. THE IBC/BCH CODE + HARBOUR REGULATIONS AND LOCAL/NATIONAL LEGISLATION REMAIN VALID. THE FOLLOWING TERMINAL RULES APPLY TO ALL VISITING VESSELS. Load, Discharge, Ballast and Bunkering Procedure 1. Loading and discharging of substances in the category 3, 6.1, 8 and 9 in the Handbook Dangerous Substances and flammable substances covered under the Dangerous Substances Act in non-packaged, fluid or gas form. 2. Adding or removing ballast in tanks which have contained any of the substances referred to in clause 1 and which have not been cleaned. 3. Loading of propulsion fuel from the harbour installation or the transfer of cargo on board vessels containing any of the substances referred to in clause 1 or onboard vessels engaged in the activities referred to in clause 1 and/or 2. 4. Loading or discharging of any materials other than those referred to in clauses 1 and 3 on board vessels containing any of the substances referred to in clause 1. Before commencing the activities described in clauses 1, 2, 3 and 4 the procedures to be followed must be discussed. The master responsible for the vessel and the operator responsible for the harbour installation must have agreed on these procedures before commencing activities. All relevant agreements must be confirmed in writing on the relevant form. Both parties must agree upon any charges that could affect the procedures before these changes are made. Following this agreement, all relevant changes must be recorded in writing as soon as possible and before commencing activities. At the very least, the changes must be recorded in writing during the working shift of the responsible persons on board or operating the harbour installation during whose working shift the changes were made. The connection manifold on board of the vessel and on the harbour installation must be adequately lit during darkness with safe lighting fittings. The intensity of the lighting should be at least 20 lux. If the properties of the substance with regard to static electricity and the conditions in the tank which is to be loaded make this necessary, no materials which conduct

electricity may be inserted into the tank during loading of the tank, and for 30 minutes afterwards. If a thunderstorm advances to within 10 seconds of the vessel the cargo activities must be stopped. All openings in the deck and gas pipes must be closed and remain closed for the duration of the storm. If activities are being carried out on the vessel as described in clauses 1,2, 3 and 4, the vessel must ensure that an effective watch is present on deck and adequate supervision of the vessel is carried out. The nature of the supervision should ensure that any occurrence of a dangerous event during the above mentioned activities can be prevented. In cases where despite the supervision, a dangerous situation occurs, materials must be available to the personnel involved and they must be able to take action to end the situation immediately or minimize the consequences as much as possible. All personnel directly involved in the activities as described in clause 1,2,3 and 4 in the working area should be fully aware of the hazards posed by the relevant substances. If the operator of the installation concludes that the supervision or communication on the vessel is not being carried out or is not adequate, he will take immediate action to restore communication of supervision. The operator is authorized to stop the loading and discharging or to have this stopped if the communication cannot be restored or irregularities take place (leaks, spills etc.) and/or insufficient supervision is being carried out by the vessels crew and/or if the vessel or its crew are acting contrary to any regulation or agreement made with the installation. Application Regulations contained in this document will be applied within the Restricted Area and other areas associated with the jetties. Conditions of acceptance Berthing Vessel will normally berth when it has been determined by the terminal that a berth and the nominated cargo / tankage is available. Terminal will advise the agent and order the polit. Time alongside For vessels loading and/or discharging time will count from the All fast time to the time the pilot embarks. Not included will delays caused by; - Tidal conditions - Weather conditions - Traffic controls

Removal of vessel Euro tank terminal BV reserves the right to suspend operations and require the removal of any vessel from a jetty for; - Exceeding a reasonable berth time. Such right shall also apply before the expiry of the period if the Company establishes beyond reasonable doubt that, due to vessel’s fault, operations are unlikely to be completed within the period. - Flagrant or continued disregard of Regulations. - Unsatisfactory vessels equipment, crew performances or operations which in the opinion of the Company present a hazard to the Company’s premises, personnel, operations or the vessel. - Failure to utilize satisfactorily the available jetty facilities and in the opinion of the Company, constitutes an unacceptable. On strain on the Company’s operations. Costs incurred Euro tank terminal shall not be liable for any costs incurred by a vessel, its owners, Operators, Charterers, Agents or others as a result of: - Refusal to load all or part of the nominated quantity. - Delay to or suspension of loading. - Overloading and subsequent correction. - Requirement to vacate a jetty. Overloading Euro tank terminal reserves the right to monitor the loading of any vessel to ensure compliance with International Load Line Regulations and to notify the appropriate Authority in the event of contravention. Pollution Charges will be levied against a vessel in respect of costs incurred for manpower, equipment and supplies which may be used or mobilized in readiness to contain or remove oil or other pollutants spilled, or caused to be spilled, by that vessel. Ropes and wires The vessel is secured alongside with suitable ropes or wires to hold the vessel in place in all conditions. A minimum of four mooring lines must be used at each end of the vessel. The use of mooring lines of dissimilar materials in the same direction is not allowed. Winches Mooring ropes or wires are only fastened to the proper fixtures provided for this purpose, self-tensioning winches must not be used in automatic mode and winch brakes must be kept hardened up except when moorings are being tended. Strong winds It is the master’s responsibility that the vessel is safely moored under all circumstance. However, in order to ensure safe cargo handling and avoid damage to terminal installations, terminal representatives will check the vessels moorings and

when not deemed satisfactory, request the Master to improve or adjust the moorings. We reserve the right to interrupt cargo handling and disconnect cargo arms in unsafe mooring conditions. The Master may be requested to take ballast prior to resumption of cargo operations in order to reduce the effect of the wind on the vessel. During strong offshore winds the Master can be advised to order tugboat assistance, in order to prevent breaking adrift from the berth causing severe damage and/or oil spills. In case of doubts the Harbour Master will be consulted and with or without agreement of the Master tugboats can be ordered for assistance on account of the vessels owner. Operations Check list The Master/ Choff and the Loadingmaster have jointly completed the Ship/Shore Safety Check List and operational agreement. Procedures and communications The Master/ Choff has confirmed with the Loadingmaster that all relevant valves aboard and ashore are properly set, that the agreed operational procedures, emergency procedures and communications are understood and will be adhered to. Loading rates. It has been confirmed by the vessel that the requested loading rates are consistent with the design capability of the vessel having due regard to the proper control of the operation. Repair/maintenance work Repair/maintenance work involving either hot work or cold work or the use of naked lights is prohibited. If it will affect the outer parts of the vessel e.g. on deck, boiler tube cleaning, testing ARPA, hull painting. Work inside that will not affect the outside, e.g. in the workshop or engine room is allowed. Divers Divers shall only enter the waters in the immediate vicinity of the jetties under the following conditions: a. written permission had been given by Euro Tank Terminal. b. The Master of any vessel alongside has been advised. c. ETT control has been advised, upon the start of diving operations. d. The Harbour Master has given permission. Smoking Smoking is strictly prohibited in the jetty area and onboard any craft within the Restricted Area, except as herein defined. Smoking areas will not have any open doors or portholes to the exterior of the vessel.

Matches and lighters The carrying and use of matches and lighters is prohibited except as authorized by the ETT for a specific purpose. Where the carrying and use of matches is permitted such matches must be of the approved safety type. Fire precautions The vessel’s firefighting equipment, including main and emergency fire pumps, including main and emergency pumps, shall be ready for immediate use. The fire main system should be pressurized or be capable of being pressurized at short notice. Fire hoses fitted with spray/jet nozzles shall be uncoiled and connected to the fire main on the maindeck, one forward and one aft of the vessels manifold. An International Ship/Shore Connection shall be on the vessel’s fire main in the vicinity of the gangway and the firefighting plan shall be available close to the gangway. At least two portable fire extinguishers, preferably of the Dry Chemical type, shall be placed adjacent to the cargo manifold. Where monitors are provided they should be pointed towards the manifold and be ready for immediate use. The Master must ensure that the Jetty Area firefighting procedures are understood onboard. Insert gas system Operating Not permit operations to commend on any vessel fitted with an Inert Gas System when handling petroleum product and/or ballast unless it is satisfied that the system is operational. Effectiveness Confirm that pressure is above atmospheric and oxygen content of 8% or less is maintained in the cargo and ballast space, (other than segregated ballast tanks). Failure In the event of failure of the Inert Gas System after operations have commenced, stop all operations until either the Inert Gas Systems is restored, or an alternative source of inert Gas is provided. Note: On the event of failure of the Inert Gas System it is the responsibility of the Master/ Choff / OOW to immediately suspend operations and notify ETT control Prevention of sparks Opening and closing hatches, connecting and disconnecting loading hoses/booms and any other operation on deck involving the use of metal instruments shall be carried out in a manner that avoids the generation of sparks. Funnel smoke Boiler tube blowing is prohibited. Excessive funnel smoking or any emission of sparks must be immediately stopped.

Movement of tugs and other craft During operations no vessel shall be allowed alongside the vessel unless approval has been given by Port Authorities, the Company and agreed by the master. When tugs or other vessels are alongside or assisting a vessel, all cargo system openings must be closed unless all tanks are gas free. Avoidance of oil pollution No oil, or water which can possibly contain oil, shall be discharged overboard or allowed to escape overboard. All ballast water other than that contained in segregated ballast tanks shall be retained onboard Discharge of clean segregated ballast overboard is permitted. During operations all scuppers shall be effectively plugged and no leakage or spillage shall be swept or allowed to leak overboard, swabs or sawdust used for mopping up a spillage must be landed ashore for proper disposal. Any leakage or spillage must be reported immediately to ETT control and operations suspended until the leakage or spillage has been stopped, cleaned up to the satisfaction of the Port Authority and the Company and the cause identified. Any leakage or spillage must be reported immediately to the Superintendent and operations suspended until the leakage or spillage has been stopped, cleaned up to the satisfaction of the Port Authority and Euro tank terminal BV. and the cause identified. ETT control may mobilize resources to assist in the containment and clean-up of the pollution without the authority of the master, but in such action he shall be considered to be acting on behalf of the Master and with his approval. Note: If for any reason an authorized Dutch Government Representative advises the Company that legal proceedings are being instituted against the Master, Owner or vessel for pollution, the Company shall have the right to delay or suspend operations and, after consultation, may require the vessel to disembark the jetty. On receipt of written confirmation of intent to prosecute, the Company shall have the right to refuse to load the vessel Hydrogen Sulphide (H2S) Partly laden vessels The master/ Choff will inform the loadingmaster of the name and nature of the part cargo onboard. If the part cargo has characteristics which indicate a health hazard may exist, the Master will: • Be required to isolate the venting system of the tanks containing cargo from that of the tanks to be loaded. • Only release gases from the part cargo in an emergency. • Only gauge the tanks containing the part cargo, using fixed systems or sonic tapes with approved vapour locks. • Sample the cargo on board using closed sampling devices with approved vapour locks

Vessel in ballast The master of a vessel whose previous cargo had characteristics indicating a health hazard may exist will: Entry into vessel’s tanks No entry will be permitted into any enclosed space while alongside our terminal. Safety precautions Closing of vessels valves during loading The vessel must not shut the manifold or tank valves (normal operations excepted) against the shore pumps when loading, except in an emergency, as this will cause damage to the shore booms and associated equipment. The cost of repair to shore equipment from failing to comply with these instructions will be recovered from the vessel. The responsible vessel’s officer shall give verbal notice to ETT Control 30 minutes before the completion of any operations. JETTY CONDITIONS Euro Tank Terminal B.V. Article 1 – Applicability These conditions are applicable in relation to: any vessel which moored, is berthed or de-berths at quays, jetties, pontoons, premises and/or installations of Euro Tank Terminal B.V. (hereinafter jointly called “installation”) as well as any vessel which in any way will be or is connected with a vessel which is berthed alongside the installation, and; the access to the installation of a vessel’s crew or of other persons coming from and/or going to a vessel. These conditions are also applicable to the carrying out operations, the rendering of services and/or the supply of goods by Euro Tank Terminal B.V. on board a vessel. Applicability of any conditions employed on behalf of the vessel is explicitly rejected. Article 2 – Responsibility of the Master of the vessel The Master of seagoing vessel or the Master of an inland vessel (hereinafter “the Master”) should take care that he and all other persons on board whilst on board of the vessel as well as on the installation carefully follow all rules, regulations formalities, measures and directions given and/or to be given by or on behalf of the authorities and/or Euro Tank Terminal B.V. The Master should take care that all agreements made between Euro Tank Terminal B.V. and persons on board of the vessel are carefully observed. All operations on board the vessel relative to the vessel and/or the cargo are to be executed under surveillance of the mate in charge (OOW), also if such operations are carried out by personnel of Euro Tank Terminal B.V. Article 3 – Ban on fire and smoking The use of open fire – which includes welding, smoking, use of matches, lighters and non-officially approved illumination – is

forbidden under all circumstances on board the vessel as well as on the installation, in the open air or in enclosed areas where the construction or the ventilation system does not give protection against penetration of inflammable gases. Article 4 – Water pollution Unless officially approved, it is forbidden to allow the discharge of substances, in any way or for any reason including overfilling, on the installation or into the water. Except clean ballast Article 5 – Commencement and progress of operations When the installation has declared itself ready for delivery respectively receipt of the cargo, the loading respectively discharging of the vessel shall commence and continue non-stop, irrespective of day and night, Sundays and holidays included (provided permission has been granted by the authorities), until the complete cargo has been loaded respectively discharged. During this period, the Master shall ensure that the vessel receives respectively discharges the cargo without interruption and/or delay, with due observance of the relative agreements made with Euro Tank Terminal B.V. and with observance of regulations and rules applicable to the cargo and the installation in question. Article 6 – Costs of supplies and operations Supplies, operations and/or services ordered from Euro Tank Terminal B.V. by the Master or one of the other persons on board the vessel are delivered and/or carried out and/or rendered against Euro Tank Terminal B.V. current tariffs. Article 7 – Leaving the berth The Master is bound to leave the berth as soon as possible, after termination of loading respectively discharging. Euro Tank Terminal B.V. has the right to demand that the vessel be removed from her berth when Euro Tank Terminal B.V. deems this necessary for reasons of safety, compliance with safety regulations and/or directions from the Port authorities or other authorities, the smooth continuation of activities or for any other valid reason. Likewise, Euro Tank Terminal B.V. has the right to demand that the vessel, which has taken berth alongside an assigned mooring and which, despite the installations’ readiness is not able to or – for whatever reason – does not commence loading respectively discharging cargo, or which discontinues any of these activities for more than 6 hours, clears her berth instantly. If the vessel does not clear her berth on first request from Euro Tank Terminal B.V., then Euro Tank Terminal B.V. has the right to shift (have shifted) or to remove (have removed) the vessel for account and risk of the Master and the owner of the vessel. Article 8 – Remainder on berth It is within the discretion of Euro Tank Terminal B.V. to decide whether the vessel is permitted to remain on her mooring after loading respectively discharging. This takes place against a compensation imposed by Euro Tank Terminal B.V. and on the understanding that these jetty conditions remain applicable.

Article 9 – Availability of berth Euro Tank Terminal B.V. shall not be liable for any damage, demurrage or other costs incurred by the vessel, as a result of the fact that the vessel has had to wait due to the mooring not being available, attainable or serviceable, whether or not prior reservations were made or the vessel’s expected arrival time was announced or as a result of a deviation from the order of sequence in which vessels are being dealt with. Neither is Euro Tank Terminal B.V. liable for damage, demurrage or other disadvantage incurred by the vessel, which has taken mooring at the assigned mooring facilities, as a result of the installation not being ready for delivery respectively receipt of cargo due to delay or discontinuation of loading or discharging. Article 10 – Direct transfer from vessel to vessel (STS) For any manipulation of goods which is to take place between the vessel and any other vessel, prior permission from Euro Tank Terminal B.V. is required. Even if Euro Tank Terminal B.V. has allowed such transfer, it will take place under the master’s responsibility and for account and risk of the Master and the owner of the vessel and not for account and risk of Euro Tank Terminal B.V. Article 11 – Liability The vessel is berthed alongside the installation for her own account and risk. The owner of the vessel is liable for damage, loss, fines and/or costs or any other disadvantage incurred by Euro Tank Terminal B.V. and/or its personnel and/or third parties, caused the vessel and/or by actions and/or negligence of persons on board the vessel. Without prejudice to what has been stipulated elsewhere in these conditions, Euro Tank Terminal B.V. shall not be liable for damage, loss, claims of third parties, fines and/or costs, arisen in any way whatsoever, unless evidence is produced that such damage, such loss, such claims of third parties, such fines and/or costs has/have been caused by will full intent or gross negligence of Euro Tank Terminal B.V. Article 12 – Limitation of liability These conditions leave unimpeded the limitation(s) of liability of the vessel as settled by or by force of law or convention in those cases, where the vessel can invoke such limitation. Without prejudice to what has been stipulated elsewhere in these conditions, the liability of Euro Tank Terminal B.V. is limited to material damage and such to a maximum of € 2.000.000 per any one event or sequence of events arising from one and the same cause. Article 13 – Entering the installation’s premises Persons on board the vessel being present on the installation as well as those entree the installation on request of the Master and/or the persons on board, do so entirely at their own risk, also when this happens with permission of or under escort by Euro Tank Terminal B.V. Euro Tank Terminal B.V. is never liable for death, injury, damage, loss, fines, costs or other harm incurred by those who set foot

on the installation. This Article also applies to vehicles with which crew or other persons coming from or going to a vessel find themselves on the installation. Article 14 – Refusal of access to the installation Euro Tank Terminal B.V. is entitled, at all times, to refuse access to the installation to persons considered by it as undesirable, and to expect or have expelled such persons from the installation. Article 15 – Compliance with obligations The owner of the vessel is liable for all consequences of non-compliance with any obligation resting on him respectively on persons on board the vessel including the obligations in relation to these conditions and/or any agreements made between the Master or other persons on board and Euro Tank Terminal B.V. Euro Tank Terminal B.V. is entitled to interrupt (have interrupted) loading respectively discharging when – within the discretion of Euro Tank Terminal B.V. – on board the vessel rules, regulations etc. as well as the agreements defined in Article 2 of these jetty conditions are not or insufficiently complied with. Article 16 – Indemnity Without prejudice to what has been defined elsewhere in these conditions, the owner of the vessel is bound to hold Euro Tank Terminal B.V. harmless against all claims lodged against it by third parties – cargo interests included – in case of damage suffered by them as a result of or in connection with activities being carried out by Euro Tank Terminal B.V.’s personnel, and/or as a consequence of non-compliance by persons on board with the obligations in relation to these conditions and/or the agreements made between them and Euro Tank Terminal B.V. The owner of the vessel will also hold Euro Tank Terminal B.V. harmless against all claims lodged against it by third parties – persons on board and vehicle interests included – on account of death, injury, damage, loss, fines, costs or any other harm incurred relating to what has been defined in Article 11, second paragraph, and Article 13 of these conditions. Article 17 – Documents accompanying the cargo The Master should take care that the documents accompanying the cargo drawn up by Euro Tank Terminal B.V. are submitted correctly and timely to the competent authorities and/or persons for which the documents are meant. The Master is liable for the consequences of non-compliance with what has been defined in this Article. If requested, the Master should prove his identity. Article 18 – Payment All costs, indemnifications and other amounts which on account of these conditions and/or agreements made with the persons on board of the vessel are due to Euro Tank Terminal B.V. are payable at first demand. The Master and the owner of the vessel are severally liable for payment of the amounts as specified in the previous paragraph, unless otherwise agreed with Euro Tank Terminal B.V. in writing.

Article 19 – Applicable law and competent court Dutch law shall govern these conditions and the legal relation vessel between Euro Tank Terminal B.V. and the Master and/or the persons on board the vessel and/or the owner of the vessel. Claims against Euro Tank Terminal B.V. shall be submitted for adjudication to the Court of Law having jurisdiction at the place where the installation is situated in the Netherlands. Euro Tank Terminal B.V. has the right to submit claims against the Master and/or persons on board the vessel and/or the owner of the vessel and/or anyone else for adjudication to the above mentioned Court as well as to any other competent Court, in particular to the Court of Law having jurisdiction at the place where the person against whom Euro Tank Terminal B.V. wishes to institute the relevant claim is situated. Article 20 – Registration, translation and nullity These conditions have been filed or record at the Registry of the Arrondissements Courts in Amsterdam, Dordrecht and Rotterdam. In the event of the Dutch text of these conditions being at variance with any translation made thereof or in the event of the Dutch text or any translation made thereof being capable of interpretation in a different way, then the Dutch text and/or the interpretation to be given to the Dutch text shall be decisive. Should any of the Articles of these conditions be or become invalid and/or declared null and void, then the validity of the other Articles shall not be affected thereby.
