President’s ReportGreetings Deerfield Residents,

I want to start out with thanking our partners on the MUD # 136 Board, and Neil Polansky for staying on top of the Jackrabbit waste treatment plant throughout the month of September. They were key in updating residents on the situation by communicating via email blasts, signage, MUD and HOA websites, and Nextdoor, and just as important, pushing Jackrabbit PUD 6 to act quickly. We are fortunate that we have this team in place.

The finance team has been working hard with all our DVCA committees to finalize the 2018 budget, and we have a planned meeting between the Board and Committees on October 16th to approve that plan. Although we have been able to push off an increase of Annual dues over the past few years, it is likely there will be a small increase this year, so we can keep up with normal increases.

by Jay Singleton, Secretary

At its September meeting, the Board reviewed the District’s water and sewer activities during the previous month, focusing in particular on operations during Harvey. MOC, the District’s operator, had personnel on premises or nearby, 24/7, from August 25 through August 30. On two occasions, when electrical service was interrupted, they moved our portable generator to the sewer lift stations to keep the pumps working. At no time during the storm was either the water or sewer service out of commission. Lesson learned: Be prepared. The hurricane preparation steps MOC took last June paid off handsomely during Harvey.

The response of Deerfield residents to the sewer treatment plant situation was truly impressive. Lesson learned: We can find ways to reduce our use of water, although not necessarily to the extent we have done during the emergency.

The Directors also reviewed the garbage and recycling programs. The electronics recycling and document shredding event last month was a great success. If you missed the event, there will be another one sometime next year. Meanwhile, there are two options available for shredding. The Office Depot store at Hwy 6 & FM 529 shreds documents at any time for $1.99/lb. West Houston Document Destruction, 21811 Katy Fwy at Mason sheds onsite. Electronics can be recycled at CompuCycle. Check their website (www.compucycle.net) for the nearest drop off location. The event did not include the recycling of hazardous chemicals. Those items can be recycled at the Harris County facility on Hahl Rd. Find times and directions at http://eng.hctx.net/watershed/hhw_home.html. Our weekly recycling program will continue to pick up cardboard, paper, metal food containers, plastic items that have the recycling triangle symbol with a number inside it, and now include styrofoam. A complete set of guidelines is posted on our website, www.hcmud136.org.

If you have any questions about the recycling program or any other District business, plan to attend the next monthly meeting, which will be held on Thursday, Oct 12, at the Rec Center beginning at 6PM.

Meetings are the 3rd Tuesday of the month at 7:00 pm to review the financial status of our community. The next meeting will be October 17, 2017.

Financial status as of August 31, 2017

YTD expenses $470,953YTD budget $445,615Under/ (Over)/budget $(14,798)

Annual Operating Budget $665,138Annual Reserve Budget $87,802

By year end, it is estimated actual expenses will exceed budget by $27,000-29,000. Primary causes for the over budget are:Installation of new card access system,Tree trimmingMosquito and ant controlDirect mailing of newsletterSound deadening material in the recreation centerOver budget is covered by contingency funds carried over from prior years.

The YTD assessment collection rate is 97.9%. The collection rate is .1% behind the 2016 comparable rate.

In September we had a teenager pool party – the first teen oriented event in a few years. It was very successful with over 50 teens attending. So, the Recreation Committee is already thinking ahead to next year! Join our committee if you wish to be a part of the events that take place in our neighborhood.

The Big Event is over. The Recreation Committee hopes you enjoyed the bi-annual event and that it helped you understand and the responsibilities of each committee. Each committee also had displays that showed their 2017 Accomplishments and Future Goals.

Winners at the Big Event:

“How Many Tennis Balls” Competition Winner: Roger Hudgens guess of 171 tennis balls in the 3 baskets was the closest to the actual number of 168 balls

$50.00 Amazon gift card - Donna Wright39” TV - Leedell Scott

Residents who filled out a Committee Interest Card were eligible to compete in the drawing for the two items above.

Congratulations to the winners!

Following the Big Event, was our 3rd Music of the Green for 2017. The excellent music was provided by the Stringbenders, a new band for Deerfield. We hope you enjoyed them.

The last Music on the Green is scheduled for October 14th with the CC Rider band. You may have seen or heard of them before as they play at several of the local institutions like Big John’s Ice House on Briar Forest. The music starts at 6:00 pm.

We end the year with 3 events: October 31st 5:00 pm – Trunk or Treat – Rec. Center parking lot – Come hand out candy from the trunk of your car – or Come by and fill your bucket with goodies! If you plan to hand out candy, please be at the Rec. Center by 4:45 pm.

December 9th, Adult Social with a traditional holiday dinner and entertainment by Kevin Weishaar. Many of you know him as the “Frank Sinatra” singer. Tickets go on sale mid-November, so get your tickets early. By the date of the social, our new acoustics will have been installed. We are very grateful to the DVCA Board as they approved the proposal for the acoustics during the September Board meeting.

We continue to encourage residents to respond to the Deerfield survey, if you have not done so already. The information you provide helps the Rec. Committee plan future events. Right now, we show there are a greater

number of seniors that live in DFV than any other age bracket. If you would like to see more events for your age group, please respond by completing the survey. We meet the 1st Friday of the month, right after Coffee and Donuts, about 9:30ish. If you would like to help with Children’s events, please contact Rebecca Bivens at 713-899-9837.

The next am meetings will take place October 6th, November 3rd, and December 1st.

We hope to see you there! If you are interested in helping, please contact Peter Howell at 281-463-1360.

D Make sure your pet has a form of ID on their collar. Key tags are available 3 for $2.00 at most hardware stores and work fine for pet ID’s.

D Did you know that you can register your pet with Deerfield’s Pet Hotline? Call Marie Nugent, 713-818-5799 for a Pet Hotline tag for your pet. The tag has Marie’s home and cell phone number. She keeps a log with a photo, breed, pet’s name, and your address, and phone contact numbers. A rabies tag is a great ID, but many Vets are not contactable 24/7 and the finder may not able to keep your pet for several days.

D If you have your pet microchipped, make sure you register on the database and keep your information current. Pets have been found wandering around the neighborhood and, when taken to the vet, found they were microchipped but the information was obsolete, thus making it harder to contact the owner.

D If you are going out of town and have a pet sitter, let Marie know your pets name, what it looks like (a picture is also great), and a contact number.

D And if you are thinking about owning a pet – Ask yourself IF:

• You have time to get its shots and check for heartworms

• You have time to get a collar with ID and a phone number on the tag

• You have time to walk it on a leash and PICK UP THE POOP.

• You have the money, time and commitment to care for a pet.

IF you answer NO to any of these questions, maybe you should NOT get a pet.

Whew! We have the summer and Harvey behind us now! School is back in session so watch out for our children when you drive.

Be a good neighbor!Slow down and drive safely!

Other than early morning on August 15th, where a very organized group broke into several vehicles in Lakes of Pine Forest and then a few in Deerfield, we’ve had a very uneventful summer from a Security standpoint. Thankfully the August 15th incident seems to be a single occurrence. Your vigilance in watching the neighborhood and reporting suspicious activity is working. Thanks and keep it up!

Thanks to all the people who came to the Security Committee meeting on September 5th and the Board meeting on September 12th to provide your input and support on the SEAL renewal. At the meetings it was reported that the Security Committee had saved Deerfield almost $250,000 in the first four years of our contract with SEAL, but that times have changed with social media. So the virtual 24/7 coverage we’ve had can no longer be maintained and a change to a real 24/7 coverage is needed. It will cost more, but the Board has provided for 24/7 coverage in the budget from the beginning of our agreement with SEAL.

I’m happy to report that the committee and then the board approved taking our SEAL agreement to a full 24/7 coverage and a 39 month extension that will save Deerfield about $42,500 for the period. The agreement has been finalized and signed at the time of this article being written.

The Security Committee meets at 7PM on the 1st Tuesday of the month. Our next meetings will be on October 3rd (in the Clubhouse) and November 7th (in the Annex due to the election). Please come join us. We welcome your participation

Sign up sheets are posted outside the DVCA office window every week for all four courts. We are asking all players to sign in to reserve your court before playing, even if it is spur of the moment! Not only will signing up for your court eliminate anyone else from pushing you off that court but the Tennis Committee uses these sheets as usage figures to prepare our budget each year. Your participation in this is a HUGE BENEFIT TO YOU!

After your tennis playing is over for your time slot, please make sure the court gate is closed and locked. We have found it open several mornings and feel fortunate that no vandalism occurred so let’s keep it that way by making sure everything is locked down before you walk away. Thanks, The Tennis Committee.

Players are reminded to wear non-marking sole shoes when playing.

The Community Services Committee hopes everyone enjoyed the Big Event this past Saturday. We enjoyed visiting with all those who stopped by our table. The weather was perfect and then we had Music on the Green which is always a lot of fun.

If you did not get to come to the Big Event, please consider joining one of the many committees in Deerfield Village. The Committees are essential for DFV to run smoothly. The Community Services is responsible for the maintenance of the DVCA facilities. During the September Board meeting the Board approved the purchase and installation of acoustical soundproofing panels in the Clubhouse. Many of you have complained in the past that the Clubhouse is just too noisy and don’t like to attend events there. Delivery of the materials takes about 4 weeks then installation takes 2 days. So, the panels should be in place by the next adult social on December 9th.

Our committee meets on the 1st Monday of the month. The next meeting is November 6th at 7 pm in the Small Meeting Room (across from the office). We hope to see you there.

MOSQUITO FOGGING HAS STARTED FOR THE SUMMER.

We will fog at night onThursdays after 10 pm.

Chemicals used are free of carcinogenics and safe to be used around children and pets. However, don’t let children run behind the spray trucks breathing the fumes, that would not be good for anyone.
