Institutional e"clusion fueled a demand for religious recognition, and did much tounite and segregate *uslims. Islamist organi+ations became the most visibledefenders of the faith. It is crucial no! to provide the right mi" of institutional
incentives for religious and political moderation, and the most promising strategyfor doing that is for governments to consult !ith the full range of la!%abiding
religious institutions that *uslims have themselves established.
