Message from the Desk of the Warden
Welcome to a long awaited summer in Antigonish County! If you’re tired of shoveling away the winter you aren’t
the only one. With any luck we can now look toward a summer full of activity throughout our beautiful county. At the time of this publication staff are still working toward the completion of this fiscal year’s municipal
operating budget. Some features of this year’s budget will include infrastructure improvements for waterlines on
Governor’s Lane and Cloverville Road. It will also include two new Community Identification Signs that will be
posted on Highway 104 as you enter the County from either the east or west ends. The Municipality is also
facilitating a full summer recreation program you can read more about throughout this publication. Through the coming year the Municipality will also continue to look for ways it can be cooperating with its
neighbors. As you have heard, Town and County councils have met jointly on four occasions since November
2013. These meetings will continue as we build and reinforce an open dialogue, with an eye to work more cohesively for the benefit of our
area. On Wednesday, June 11, the Municipality will be holding an Open House to gather public input on proposed changes to the Fringe Municipal
Planning Strategy. This strategy will affect how property will be designated and guide future development throughout the area. For more
information on the open house or the strategy, see page 7 of this newsletter. Like all other municipalities, we are also preparing our Municipal Boundary Review submission for the Utility and Review Board. The exercise
will see some district boundaries throughout the County change. Once staff have completed a recommendation for Council, an Open House
will be scheduled to gather input from the public. This will be advertised in advance in the Casket, Reporter and on our website. Finally, on behalf of Municipal Council I’d like to wish a successful season to all those fishers, farmers, tourism operators and everyone else who makes their living in industries that play such an important role in our community.

SEWER RATE
IMPORTANT NOTICE
A sewer rate increase came into effect April 1, 2014. The rate increased from $295.00/unit to $305.00/unit.
Please ignore the lines under Service of your 2014/2015 sewer bill as they do not accurately reflect the units
being serviced. We are working to correct this so that these lines will accurately reflect the number of units on
your next bill. Your total charges are accurate and your bill is due June 16, 2014. Sorry for any confusion this may
have caused.

Development and Building in Antigonish County
In Nova Scotia it is a legal requirement to obtain development and/or building permits before site development or building begin.
The Municipality is a member of the Eastern District Planning Commission (EDPC). Through the Commission there is a team
available to support you through the building and development process.
Meet our Planning Staff
Harry Martell is the Building Inspector with the EDPC. Contact Harry before you start construction to discuss
your project, permits and inspections required, and timelines. He will also advise you when it is necessary to
obtain permits from other provincial bodies, Public Works or the Development Officer. He can be reached @
863-2366.
Wanda Ryan is the Development Officer with the EDPC. Contact Wanda with any development plans and
questions as early as possible to help navigate the development process. She can answer questions
about land use planning, zoning and development permit requirements. It is important to r e m e m b e r
wherever a Land- Use Bylaw is in effect a Development Permit is required before a Building Permit can
be issued. She can be reached @ 863-1117 on Tuesdays; or call 1-888-625 5361 and ask for Wanda at EDPC

Permits & Inspections
For information regarding development and building permits and to apply for a permit contact Planning Staff at the Municipal
Administrative Centre, 285 Beech Hill Rd. A copy of your plan; including site and construction/ building plans will be required.
Once you have a permit and work has begun, inspections are required at various stages, and are the responsibility of the
homeowner. Inspections must be arranged with Inspector by the owner, the contractor or the developer.

CIVIC ADDRESSING BY-LAW MUNICIPALITY OF THE COUNTY OF ANTIGONISH

Seconds can mean the difference between life and death in an emergency. Getting resources where they are needed as quickly as possible is vital. This is especially true when dealing with 911 emergencies. However, without clearly posted civic numbers to guide them, emergency responders can sometimes be challenged to locate the address of a 911 call. Clearly post your civic number, so that police, firefighters and paramedics can locate you as quickly as possible in an emergency. How do I find out my civic number? It is your responsibility to know your correct E911 civic address. Call the Eastern District Planning Commission (toll free) 1- 888-625-5361 or the NS Emergency Measures Organisation (1-800-388-3911). Where can I get a civic number sign? Civic number signs are provided with new construction permits. For other buildings local sign shops can make civic address signs, check the Yellow Pages. Some volunteer fire departments may order signs. To order a sign from The Eastern District Planning Commission call 902-625-5366.
Posting Your Civic Number Civic number signs must be placed on a dedicated post and adhere to the specifications in the Municipal By-Law: a) civic numbers shall face towards the street or private road on which the lot or building is situated and which forms part of the civic address for the lot or building except that double-sided signage may be used, in which event the civic number shall be on both sides of the sign and perpendicular to the street or private road; b) civic numbers shall be in Arabic numerals (12- not XII or Twelve); c) the bottom of the numerals shall be a minimum of 1.2 metres above grade; d) the color of the numerals shall consist of reflective material that clearly contrasts with the background upon which the numbers are displayed; e) the height of the numerals shall not be less than 9 centimetres

TAX EXEMPTION POLICY
PURPOSE
The purpose of this policy is to provide a tax exemption for low income taxpayers.
POLICY RE: TAX EXEMPTION
It is the intention of the Municipality of the County of Antigonish to provide tax
exemption for low income tax payers.
The exemption shall apply only to persons who are residents of the
Municipality of the County of Antigonish and property for rate payers occupied
by him/her at his/her home.
Where a property is assessed to more than one person, any of them who is
entitled to an exemption may receive only the portion of the exemption equal
to that persons share of the total assessment for the property, but where the
different interests are not separate, then to that portion determined by the
Treasurer, whose determination is final.
In order to be eligible for this tax exemption, total income from the previous year must not exceed $18,000.00. Income of all
members of the same family residing in the same household shall be included. Applicants will be required to provide evidence
of previous years income from all family members residing in the household. (Income Tax Return)
Any individual receiving Social Assistance as their only income that includes a total tax component as part of their budget will
not be eligible for this exemption.
The amount of the exemption will not exceed $100.00
The applicant requesting a tax exemption shall be required to complete a tax exemption form.
Applications for a tax exemption will be received up to August 31st of each year.

Municipality’s Dog Bylaw Antigonish County is a great place to have a dog! Be a Responsible Dog Owner. The responsibilities of every dog owner in the County are outlined in the Municipality’s Dog By-Law. All residents, but particularly dog owners, should be familiar with this bylaw. A copy can be found on the Municipality’s website or at the Municipal Administrative Centre, 285 Beech Hill Rd. Responsible dog ownership includes:
Reading and adhering to the Dog By-Law.
Keeping your dog(s) on your property and properly controlled.
When accompanying you off your property it remains your responsibility to restrain your dog(s) appropriately; on a leash. A summary offence ticket can be issued ($457.41) for failure to do so. Leashing your dog keeps them and others safe. Dogs act differently away from home and can be distracted by wildlife and new scents. Away from home you have no control of other people, cars or other peoples dogs, so be responsible and use a leash.
Cleaning up your dog`s waste.
Ensure your dog(s) is not causing a disturbance as outlined in Dog Bylaw.
Registering Restricted Dogs - Please see bylaw.
Ensuring your dog(s) is healthy through a vet check-up, and vaccinations. Ticks, fleas and worms are all important to check for this time of year.
With warm weather approaching ensure your dog has adequate shelter from the sun and heat, access to food and to fresh water.
Local vets have confirmed there are serious viruses in our community including Parvovirus which can be deadly to your pet. Call your vet should you have any health questions/ concerns. The County has a Dog Control Officer who is authorized by the Municipality to enforce the Dog By-law. Enforcement can include seizure of the dog and/ or issuance of a summary offence ticket with fines attached, should the By-law not be followed.

SOLID WASTE MANAGEMENT: Roadside Collection Program
The Municipality of the County of Antigonish provides roadside collection for regular garbage, organics and
recyclables. The following three pages contain important information about the Municipality's Roadside Collection
program.
ROADSIDE COLLECTION SCHEDULE
Garbage and green bins are collected on a weekly basis while recyclables are collected every second week. To determine which
week your recyclables will be picked up have a look at the “Zone” list below to see which zone you are in, then consult the
following table for your collection schedule.
PLEASE NOTE: Items should be placed at roadside by 7:30am on the day of collection, cleaned and properly sorted.
Regular gabage is to be placed in clear bags, while recyclables goes into blue bags.
Residents are reminded that it is their responsibility to keep garbage/recyclable boxes clean and in usable repair.
During the winter months, it is extremely important to ensure that snow removal around the garbage/recyclable boxes is
undertaken by the residents, to provide easy access for collection.

HOLIDAY SCHEDULE
It is the policy of the Municipality of the County of Antigonish that garbage, organics and recyclables are collected as
normal on all holidays throughout the year except for the following:
Good Friday
Remembrance Day
Christmas Day
Garbage and organics normally collected on these days will be collected one week later on the regular day for collection.
Recyclables normally collected on these days will be collected 2 weeks later on the regular day for collection.
The Beech Hill Solid Waste-Resource Management Facility is closed on all holidays throughout the year.

BLUE BAG SAFETY TIPS
Always consider your safety and the safety of those collecting and sorting your recycling when preparing any item for the blue bag. Step 1 (Safety Rinse) Carefully rinse the can - some people use a bottle brush and it is easiest if you do it soon after opening the can!
Step 2 (Lid Safety) • If the lid is attached to the can, carefully push it down into the can so that the sharp edge is not exposed. • If the lid has been completely removed from the can, it is best to drop it into the can and then, if possible, squeeze the top of the can to close the opening as much as possible. Then place it into your blue bag. • If you use a can opener that removes sharp edges, you will not be able to place the lid into the can. Place these lids into the blue bag separate from the can.

In the home... In the yard and garden...
Check for leaks. Small leaks in toilets, taps, pipes and hoses waste
a lot of water and energy.
Don`t water your lawn if it has rained that week. Keep grass at
least 6-10cm long to maintain moisture. If you must water, do
so before 9am and after 8pm.
When washing clothes, run full loads. Use cold water wash as well
as a short cycle.
Grow plants native to NS. They will adapt to weather
conditions better.
Turn off water when brushing teeth. Use a bucket of water to wash your car, doorstep, walkway

The Red Cross HELP program offers short term loans of items such as crutches,
wheelchairs, canes, commodes and bath transfer benches to the public at no cost. HELP
provides mobility and a greater sense of independence to people of all ages. A
recommendation form from a health care provider is required. Donations to support the
services are gratefully accepted.
The Red Cross hospital bed loan program is offered by referral only, through the Nova

In Nova Scotia, June is proclaimed Recreation Month to recognize and celebrate the contributions recreation

awareness of the benefits of recreation and leisure to the health and well-being of all Nova Scotians.
“Recreation includes all activities in which a person chooses to participate on his/her free time for personal
purposes. Recreation is more than sport and physical recreation. It includes artistic, cultural, social and
intellectual activities. Recreation offers a range of personal, social, economic, and environmental benefits”.
Following those definitions physical activity, sport and recreation includes any way of being active and involved,
whether it takes place on a team or by yourself, in the community or at home, at work, at school, as work or as a

playing hopscotch with the neighborhood kids. It can also be about getting involved in a sport where you develop

Antigonish Amateur Radio Club holds regular monthly meetings on the second Thursday of every month. The meetings take place
at the People’s Place Library at 7:30pm. We meet on a regular monthly basis to promote the hobby of amateur radio, discuss
items of interest such as emergency communications, special events, social activities, projects and more. We also assist those

Pomquet Acadian Trails Enjoy the 5km coastal and inland Pomquet Acadian Trail in Monk’s Head, Pomquet. Magnificent view of St.

Antigonish Minor Football Association is getting ready for Fall Football.You may think that this is too early to think about fall
football, but AMFA needs to determine how many players will be interested in participating for the 2014 ANTIGONISH PEEWEE RED
DEVIL Tackle football team. You do not need to be the fastest, strongest or the most athletic. There is a place for all boys and girls
on the team. This is about having a rewarding experience and having fun being part of a team. The PeeWee age group is Grades
5/6 12 years old or under before September 30, 2014. The registration fee is $190.00. Financial assistance can be provided if
needed. Pre-season practice begins mid August and regular season runs September to end of October. A list of 25-30 committed

Havre Boucher Tae Kwon Do - provides Olympic style competition instruction to adults and children. Instruction is donated by

Activities may include: Hiking, Shelter Building, Geo caching, Map/compass/GPS, Scavenger Hunt, Plant/Tree

GO! KAYAK
The Lightnings Strike Mobile Kayak Program is an introductory program that will be visiting various
communities teaching youth the basics in Kayak. It is hosted by the Atlantic Division Kayak Canada in
conjunction with Antigonish County Recreation. This program is for kids ages 8-13 years old. Participants can
expect to learn water and small craft safety, kayak basics, intruduction to Olympic Flat-Water Racing in a fun
and safe environment. All participants will receive a certificate of camp completion.

SUMMER SIZZLE DAY CAMP!
Ages 7 - 12
Summer Sizzle is a great camp for children who want to have a ton of fun! Participate in a new activities each
week! Campers will be busy each week with lots of activities, crafts, sports and outdoor play. Your child will
make new friends, try new activities, participate in a water day and get a chance to just be a kid every single
camp day! Campers will get the chance to help choose what will happen each week at camp. Camp will run
one day per week for 5 weeks for a summer full of fun!

Active Start for Tiny Tykes is a camp for making friends and having fun, while learning the basic fundamental
skills for movement. Children will play games, sing songs, have story time, and be active. They will explore
their imagination while they take turns, learn team cooperation, and enjoy structured play inside and outside.
Targeted for ages 3-6, this camp will focus on basic movement skills such as throwing, catching, running, kicking,
jumping, striking, balancing, tumbling, and many more. Basic movement skills will encourage children towards

FUNskills: Lets kick start the day with physical literacy!
FunSkills is designed to build the fundamental movement
skills (FMS) that all children need to develop before they can
master more complicated activities, games and sports. Skills
are taught through exciting games that will have campers
learning new skills without even realizing it!
Name Your Game: Campers will have the option
to choose between 3 streams to specialize in an
area of interest. The streams will be Little
Critters, Art-ragous, and Sports Zone:

Antigonish Rowing Club (ARC) is a rapidly growing club that offers a variety of programs for all interested rowers from beginners
to seasoned competitors.
Junior Learn to Row (ages 12 and up) – rowers will receive instruction twice each week, for a total of four weeks. At the end of
the four weeks, rowers will engage in a small, skill-based regatta. Requirements: No experience required. Please wear athletic
clothing, and bring water shoes/flip flops; water; hat; and sunscreen. Sneakers recommended. Dates: June 30-July 25; July 28-
August 22 (Any two or more weekdays, 9-11 am) Fee: $160.00 (if rowers elect to continue rowing through the summer, a $115
charge to become a “recreational rower” will apply).
Adult Learn to Row – New rowers will receive instruction twice a week, for a total of four weeks. At the end of the four weeks,
rowers will engage in a small, skill-based regatta. Requirements: as above. Dates: June 2-27; June 30-July 25; July 28-August 22.

LIFEGUARD SERVICES
Pomquet Park Beach & Bayfiled Park Beach
The Nova Scotia Lifeguard Service (NSLS) will be providing lifeguard
services at Pomquet Park Beach and Bayfield Park Beach this summer.
Unless otherwise noted, the lifeguards will be on duty from 10:00 am
to 6:00 pm daily from Friday, July 1/14, until Sunday, August 29/14.
The NSLS program includes Pomquet Park Beach as one of several
beaches in the province for which it provides supervision. Lifeguard
Services at Bayfield Park Beach are also provided by NSLS via a
memorandum of understanding with the Municipality of the County of
Antigonish.
The mandate of the Nova Scotia Lifeguard Service is to provide
supervision at selected beaches throughout Nova Scotia. The Beach
Supervision Program was the result of a 1972 study which pointed out
the need to reduce the high number of drowning and related incidents
at beaches in Nova Scotia.

CHECK AND CLEAN YOUR ROOF
Clean roof surfaces and gutters regularly to avoid accumulation of leaves, needles, twigs, and
other flammable materials.
KEEP YOUR CHIMNEY CLEAN
Chimneys should be inspected twice a year for accumulations of soot or creosote. Clean your
chimney at least once a year, or as necessary, and keep the dampers in good working order.
STORE FIREWOOD AWAY FROM YOUR HOME
Combustibles such as firewood, picnic tables, and boats should be stored away from structures
and from under decks.
USE ONLY APPROVED WOOD BURNING EQUIPMENT
Select only approved wood burning fireplaces, stoves, and inserts, and be sure they are installed
according to the manufacturers’ recommendations and local regulations.

material on its chimney. The openings in the mesh should be no larger than 5 mm in diameter. Spark arresters should
inspected annually.
VERANDAS AND PATIOS
Build these additions from non-flammable materials such as concrete, concrete blocks or stone. If pilings are used, they
should be made of metal or concrete and the area under the deck floor should be closed in.
CONTROL VEGETATION
Vegetation should be managed 30 metres out from the structure in two zones: a Fire Break Zone extending 10 metres
from the edge of the structure, and a Fuel Break Zone extending 20 metres out from the Fire Break Zone.
The Fire Break Zone should be cleared of any flammable matter such as lumber, firewood, softwoods and dry grass. If
there an up slope toward the structure, the fire break zone should be even wider as a fire’s intensity is greater when it
burns slope. Foundation plantings should be of fire resistant varieties and free of dead and dying vegetation.
A Fuel Break Zone should be maintained around all structures. Wider fuel breaks are needed around buildings located
steep slopes or in areas of dense, highly flammable fuels. Single shade trees and ornamentals are acceptable, as they
seldom allow fire to spread rapidly from native vegetation to buildings. Shrubs and trees should be at least 4.5 metres
apart. Remove branches to a height of 3 - 4.5 metres to prevent ground fire from spreading to tops of trees.
HAVE FIRE TOOLS HANDY
Your home should have a ladder long enough to reach the roof, a shovel, rake, and bucket. These tools should be easily
accessible, and all occupants of the house should know where they are.
PLAN ADEQUATE ACCESS AND ESCAPE ROUTES
Driveways should be at least 5 metres wide to allow for easy entrance of fire trucks and the passage of vehicles
evacuating area, and should not have grades greater than 12 per cent. Dead-end roads and cul-de-sacs should have a
minimum turnaround radius of 18 metres. In order to accommodate fire fighting equipment, bridges must be able to
support a minimum gross weight of 13,608 kilograms. The civic number should be posted at the driveway entrance.
Plan a safe escape route for you and your family before a wildfire occurs, and make sure everyone knows the plan.

Please remember: Taking the steps recommended will help protect your home or cottage but does not guarantee your
structure won’t sustain damage in the event of a wildfire. It is always advisable to carry adequate
homeowners insurance to protect your investment in the event of a tragedy.
IF A WILDFIRE OCCURS
1. Call 911
2. Close windows and doors, including those inside the house.
3. Take down light drapes and close curtains.
4. Turn off gas at the meter or propane tank.
5. Prepare to evacuate family and pets upon notification from
fire authorities or police.
6. If police and fire authorities permit, an able-bodied member
of the household may remain to protect the house.

REGISTRATION PROCESS
Pool Learn to Swim
Registration will be accepted by MAIL ONLY. Registrations will be processed on a first received, first served basis. Please use the
registration form on page 39.
All Other Programs
Registration will be DROP-IN or by MAIL. Drop-ins will only be accepted between 9:00 am and 4:30 pm, Monday to Friday by the
Recreation Department. Registration is NOT accepted in class by the instructor. Participants must register with the recreation
department, by mail or in person. Phone registration is not accepted. See registration form on page 38. All forms must be
accompanied by payment. Receipts for mailed registrations will be distributed in class by instructors. Class locations for most
community education programs will be posted on the bulletin board or in the foyer of the respective schools. With the exception of
the swim program, registrants will not receive course confirmation. Applicants will be contacted only if a class is cancelled, or if the
class is full upon receipt of their application form.
Registration Process
In order for our staff to effectively plan and carry out each event it is important to have accurate registration numbers. We have
therefore listed a registration deadline for each program and event listed in this newsletter. Please check program description for
deadlines for each activity. Community Education programs are subject to a late fee for forms received after the deadline. Cheques
can be post-dated up to the day of the event.
General Information
If classes do not have the minimum number of participants by the registration deadline, they will be cancelled. Registration will not
be accepted the first day/night of class.

Occasionally classes have to be rescheduled due to inclement weather. When this occurs, a cancellation notice will be aired by

ANTIGONISH COUNTY RECREATION REFUND POLICY
If participants wish to withdraw from a program they must notify the Antigonish County Recreation Department by phoning 863 -
1141. All requests for refunds must be made at the Recreation office and not at the program site. The following conditions apply to
refunds:
1. A full refund issued if participants inform the department prior to the start of the program.
2. A partial refund (registration fee less 10%) if the department is informed before the date of the second class.
3. No refunds within 2 weeks of the program start date. The last date a refund will be granted will be on the 15th day before the program begins.
4. A full refund will be granted for medical reasons upon presentation of a doctor’s note.
