Introduction
The ‘Antal Global Snapshot’ is a regular survey of hiring (and firing) trends in some of the world’s most important
employment markets and in those likely to join this group over the coming decade. This is the ninth report in the series
and is based upon material sourced from over 12,800 businesses in commerce, industry and the financial services
sectors in 47 countries on five continents.
We hope that you find it both interesting and useful.

Methodology
This edition of the ‘Antal Global Snapshot’ is based upon survey forms and telephone interviews completed by line
and HR managers in 12,875 companies, professional partnerships and financial institutions across 47 countries in
June 2011.
Each respondent was asked whether they were currently hiring or letting go professional / managerial staff and
whether they intended to do so over the coming quarter. All respondents were granted anonymity to encourage open
and honest answers.

Austrian hiring levels have remained consistent since last
quarter. While the percentage of organisations taking on
new staff remains low at 19%, current firing levels are also
low, indicating that a lack of recruitment activity is due to
businesses retaining their staff.

Current hiring levels in France have consistently
increased over the last six months and show a modest but
noticeable improvement on last quarter. The percentage
of organisations expecting to hire at a managerial and
professional level over the coming quarter has also risen
to 59%. Overall, France has remained consistent with
previous figures with 30% of the businesses asked
expecting to let people go over the coming quarter.

Germany
The number of businesses hiring at a managerial /
professional level or intending to do so in the next three
months has decreased since last quarter. However, the
percentage of organisations currently letting staff go has
fallen to 25% and promises to drop further in the next
quarter. This indicates that more employees are retaining
their jobs.
Germany’s hiring and firing figures have remained fairly
consistent since the last quarter’s Snapshot. The
percentage of organisations shedding staff remains low at
just 8%, indicating that the German employment market is
stabilising, with high staff retention rates.

Like many of its Western European neighbours, Italy’s
hiring and firing levels have remained consistent over the
last quarter with the percentage of businesses taking on
and shedding staff fluctuating by just 1% or 2%. In line
with much of Western Europe, it seems Italy is retaining
its staff and that the jobs market is stabilising.

The Netherlands has enjoyed a successful quarter.
Current hiring levels have increased by 15% since last
quarter and are expected to further increase to 52% over
the next three months. The percentage of organisations
letting go of staff has remained fairly consistent,
increasing by a modest 6%, indicating growth in the
employment market.

Nordics
(Denmark, Finland, Norway, Sweden)
The percentage of businesses taking on managerial and
professional staff in Luxembourg has fallen by 32% since
the last quarter, when Luxembourg boasted the highest
global hiring levels. However, firing levels look set to
decrease over the next quarter, indicating that
organisations intend to keep on the staff hired during this
boom in the market.
There is a lot of activity in the Nordic employment market,
with a respectable 53% of employers currently hiring – a
comparatively high figure within the context of Western
Europe and one that looks set to increase in the coming
three months. Firing levels are also predicted to fall in the
coming quarter, indicating modest but noteworthy growth
in the market.

Portugal’s current hiring activity at a professional level has
gone down from 35% to 28% since the last quarter.
However, the percentage of organisations currently firing
managerial and professional staff has also fallen. The
outlook is more positive, as the percentage of
organisations planning to let people go in the coming
quarter looks set to fall.

The percentage of organisations increasing their head
counts in Switzerland has fallen since last quarter.
However, the percentage of businesses shedding staff
has remained at a consistently low level, indicating that, in
line with the majority of Western European countries,
Swiss companies are retaining their staff.
Spain’s hiring and firing levels have not changed
dramatically since last quarter’s Snapshot. Current hiring
activity of managerial and professional staff has increased
slightly to 35%. Current firing levels have also dropped
slightly this quarter with this trend looking set to continue
into the next three months.

The United Kingdom has seen small decreases in current
hiring levels, with 61% of organisations currently taking on
professional and managerial staff. However, this figure
looks set to rise to 64% over the next three months as the
market promises to pick up again. Current firing activity
has risen marginally to 29%, but as the market looks set
to grow next quarter, firing levels are predicted to drop to
23%.

The overall picture in Bulgaria is positive, as current hiring
levels have risen over the last few months, peaking this
quarter at 54%. The positive trends look set to continue as
firing levels are predicted to drop to 18% over the next
three months.

Hiring levels are down in the Czech Republic with current
figures falling to 48%. However, these numbers are still
comparatively high against the backdrop of the Western
European employment market and look set to rise, as
53% of the businesses asked intend to take on staff in the
next three months. The number of organisations letting
people go has also risen from 12% last quarter to 43%
this quarter, indicating overall movement in the Czech
employment market. The market looks set to balance out
in the next three months, with firing levels due to drop by
13%.

Hungary
Current hiring levels in Croatia have risen significantly
since the last quarter to 55%, and look set to stay
consistent in the next three months. The percentage of
businesses currently shedding staff has dropped by 10%
since last quarter’s Snapshot and is on course to remain
stable at 9% in the coming quarter.
Hiring activity in Hungary has continued to rise since last
quarter with hiring levels for managerial/professional staff
reaching 43%. This figure looks set to rise by 3% over the
next three months as more Hungarian organisations
intend to recruit. The percentage of businesses shedding
staff however has increased slightly from last quarter to
20% but firing predictions for next quarter are still low at
16%.

55%. Meanwhile, the percentage of businesses currently
lowering their head count has remained stable at 12%.
The overall picture is positive. Over half of employers are
currently hiring combined with one of the lowest current
firing levels in the region.

Russia boasts one of the highest current levels of
recruitment in the region, with 66% of the businesses
questioned taking on managerial and professional staff.
The percentage of organisations letting staff go has fallen
since last quarter to 34% and looks set to drop a further

Slovakia
Hiring activity has remained consistent in Romania, as
have current firing levels, which have risen by a modest
8%, indicating that, in line with much of Eastern and
Western Europe, the employment market is rightsizing.
Current hiring levels have remained consistent in Slovakia
at 58% but look set to rise by 11% over the next three
months. The positive trends run across the board as, at
27%, firing levels are 15% lower than predicted last
quarter.

Since last quarter, there has been a spike in hiring activity.
The percentage of businesses taking on new managers
and professionals has reached 71%. The future looks
positive for Turkey as the number of organisations
shedding staff is 15% lower than predicted last quarter,
and looks set to fall by a further 4% over the next three
months.

employment situation has improved the last Snapshot.
Current hiring levels have exceeded the expectations of
last quarter, where only 46% of businesses intended to
take on managerial and professional staff, 67% of
businesses are currently hiring, 21% more than
predicted. Firing levels are up marginally, indicating all
round movement in the region’s employment markets.

Taking a closer look at the United Arab Emirates, hiring
levels have risen to the highest percentages for a year,
and look set to continue to rise as 68% of the surveyed
employers intend to take on professional and managerial
staff in the coming three months. Current firing levels are
up by 6% on last quarter but this is in line with the general
trend of movement in the Middle East and Gulf region
overall.

Despite the recent political unrest, the Egyptian job market
has remained strong. Last quarter, 65% of employers
intended to hire and Egypt has fallen short of this
prediction by just 4% - an impressive feat considering the
uncertainty of the political situation. Hiring levels look set
to improve over the next three months, with 67% of the
businesses questioned intending to take on new staff.

While current hiring levels are down by 10% on last
quarter, the percentage of businesses shedding staff has
also dropped by 6% to 11%, and looks set to fall further to
8% in the next three months. This indicates a rightsizing
of the jobs market in South Africa.

The Chinese jobs market has been consistently strong.
Current hiring levels are up from 66% last quarter and are
predicted to rise to 72% in the coming three months.
Meanwhile, the percentage of organisations currently
letting managerial and professional staff go has fallen
marginally to 17%, 3% lower than projected last quarter.

The Philippines boasts the highest current hiring levels in
the world and one of the lowest percentages of companies
letting go of managerial and professional staff. The hiring
boom looks set to continue into the coming quarter, with
96% of businesses looking to take on new hires, and just
4% intending to shed employees.

Singapore
Indian hiring levels have remained consistent, while
current firing levels have dropped by 6% since last
quarter. While 69% of organisations are currently taking
on staff, this figure looks set to rise yet again to 80% over
the next three months.
Hiring levels have fallen slightly, but the overall picture in
Singapore has remained consistent, with the situation set
to improve in the coming three months as more
businesses intend to take on new staff. As hiring activity
has remained steady across the board, it indicates that
jobs are being retained and the employment market is
steadying.

At 73%, the percentage of organisations taking on
managerial and professional staff in Argentina is 6%
higher than last quarter’s prediction that 67% of
organisations would be hiring. 58% of businesses intend
to bring in new recruits in the coming three months, but as
hiring levels have shot up this quarter, this is just
indicative of the employment market rightsizing after a
hiring boom.

There is currently a lot of movement happening in the
Canadian employment market. In the next three months,
hiring levels look set to increase to 65%, coinciding with
the fact that 35% of the organisations questioned are
currently shedding staff. This indicates that the
recruitment market in Canada is picking up and that there
will be new opportunities for managers and professionals
looking to take on a new role.

USA
Hiring levels in Brazil are down by 11% since last quarter,
but this matches the percentage of organisations
shedding staff as firing levels have dropped to just 14%.
Recruitment activity looks set to increase to 70% in the
next three months, while firing activity is predicted to stay
stagnant, an all-round positive picture for the Brazilian
employment market.
After a hiring boom last quarter, the percentage of
organisations bringing in professional and managerial staff
has dropped by 22%. However, last quarter 34% of
organisations predicted that they would be letting staff go -
the numbers that have materialised since have been
considerably lower, and just 23% of organisations are
shedding staff. This indicates a stabilising of the US
employment market.

Both hiring and firing levels are down slightly since last
quarter. The Australian jobs market looks relatively stable,
with a comparatively high figure of 56% of organisations
intending to take on staff in the next three months. Though
the employment market is slightly less active, Australia
has recently enjoyed high levels of hiring activity, which
may indicate that the market is rightsizing, with
organisations retaining staff.

THE CURRENT PICTURE
Winners and Losers – Regions
Asia recorded the highest level of hiring activity, with
64% of businesses in the region currently hiring
managerial and professional staff, and 66% intending to
do so in the coming quarter. The lowest percentage of
organisations shedding staff was in Africa, where just
12% of businesses are letting people go.
Western Europe maintains the lowest hiring levels, with
41% of businesses currently hiring and 39% of
organisations intending to do so, but this does
represent an increase from last quarter and the region
as a whole is still competitive within an increasingly
active market.

Across the globe, the sectors with the highest levels of recruitment at managerial and professional level were:

The lowest was the chemical sector, with 31% of
organisations questioned currently hiring.

THE OUTLOOK
Winners and losers – Regions
The overall hiring picture remains consistent since last quarter. 52% of organisations are planning to take on staff and 17% are planning to let staff go. These figures are in line with the current hiring picture, which was accurately predicted in January. The most active region looks likely to be the Middle East, with 68% of the surveyed organisations planning to hire in the next three months. In contrast, just 39% of businesses in Western Europe are looking to increase head counts.

Conclusion
Continuing stability
Last quarter’s Snapshot indicated a long-anticipated return to stability in the global employment markets. The overall
results from this quarter were exactly as predicted in the last survey, with 52% of organisations worldwide taking on
staff and 17% reducing their head counts, suggesting a long-term stabilisation of the market.
However, while last quarter the Americas had overtaken the Asia-Pacific region in having the highest demand for
professionals and managers, the Asia-Pacific region recorded the highest level of hiring activity this quarter, with 64%
of businesses currently hiring. This indicates a continuing oscillation of economic power between the two
superpowers.
Western Europe continues to have the lowest hiring levels globally; however, the region still compares closely with
other regions worldwide and has shown increases in hiring levels since last quarter.
This quarter’s strongest hirer was the Philippines, with an astounding 98% of employers currently hiring, coupled with
one of the lowest firing figures worldwide.
Although the overall results do not differ significantly from last quarter’s figures, the stability that this demonstrates is
reassuring and validates predictions and analysis from the last Global Snapshot.
