CHAPTER 1

1.0 About AfICTA

Africa Information & Communication Technologies Alliance - AfICTA is a concerned

private sector led alliance of ICT Associations, Multi-national Corporations,

Companies, Organisations and individuals in the ICT sector in Africa.

Vision

Our vision is to fulfill the promise of the digital age for everyone in Africa.

Mission

Our mission is to encourage multi-stakeholder dialogue fostering accelerated and ICT

enabled development in Africa and the use of cutting-edge innovative technologies

including mobile, computing and satellite technologies to achieve an Information

society in Africa.

Objectives

Our goals are to

1. Organise non-government ICT stakeholders in Africa for effective local and

continental advocacy

2. Be the focal point for Africa ICT advocacy in the global digital economy.

3. Promote constant improvement in African digital literacy in collaboration with

stakeholders.

4. Create partnerships with the African Union and all the regional economic

commissions towards realizing global sustainable development targets for Africa

5. Support effective dialogue between members and policy makers.

6. Mobilise the core leadership of African ICT professionals and experts in the

business community, academic and technical community and civil society to be

fully engaged in the global Internet Governance multi-stakeholder dialogues.

7. Promote business partnerships between members and their associations'

members.

8. Contribute to capacities building by promoting best practices, encouraging

regional projects, sharing data (skills, expertise, events, business

announcements, exhibitions, seminars),

9. Organize an annual regional summit for knowledge sharing and cross-African

advocacy.

CHAPTER 2

2.0 About Summit 2017

AfICTA Request for Proposal (RFP) to host its annual Summit for the first time became

operational as the ADD Consortium (composed of Afenoid Enterprise, Digisphere Limited and

Dotengee Nig Ent.) submitted proposal to host AfICTA Summit 2017 and the proposal to the

Board was given an approval. Subsequently, the ADD Consortium collaborated with National

Information Technology Development Agency – NITDA on hosting the Summit in conjunction

with eNigeria annual event. The collaboration worked-out and the 5th Summit was held under

the auspices of the Ministry of Communications Nigeria.

2.1 Overview

5th AfICTA Summit with the theme: "One Africa, One Future: Leveraging ICT for

Sustainable Development” is one of the key indicators of progress towards the fulfillment of

AfICTA vision of a digital Africa within the larger framework of the global vision of an

information society with the achievement of the Sustainable Development Goals 2030 held

from 7 - 9 November, 2017 @ International Conference Centre, Abuja, Nigeria.

The information revolution and the extraordinary increase in the spread of knowledge have

given birth to a new era - one of knowledge and information which affects directly economic,

social, cultural and political activities of all regions of the world, including Africa.

Governments worldwide have recognized the role that Information and Communication

Technologies could play in socio-economic development. ICTs are offering even less

developed countries a window of opportunities to cheetahpolevault the industrialization stage

and transform their economies into high value competitive information economies in the global

market

Considering that Nigeria is the leading economy in Africa; and reflecting on the need to provide

veritable platform for start-ups and innovators in Nigeria to reach African market and further

grow the Nigerian economy out of recession; and affirming the imperative need for enduring

Public-Private Partnership for sustainable development in line with the 2030 United Nations

(UN) Development Agenda.

At the 5th AfICTA Summit, high level panels of African ICT Ministers, regulators,

development specialists and decision makers provided insights and shared perspectives

on making strategies and policies work for the future of Africa. Businesses shared award

winning solutions for e-health, e-government and e-payment. Experts provided

techniques for cyber-security assurance and investors found ingenious opportunities for

CHAPTER 3

3.0 The Summit Report

3.1. Introduction

5th AfICTA Summit with the theme: "One Africa, One Future: Leveraging ICT for

Sustainable Development” is one of the key indicators of progress towards the fulfillment of

AfICTA vision of a digital Africa within the larger framework of the global vision of an

information society with the achievement of the Sustainable Development Goals 2030 held

from 7 - 9 November, 2017 @ International Conference Centre, Abuja.

AfICTA Summit was first hosted in Lagos, Nigeria in 2013. The Egyptian ICT industry

association and the government of Egypt hosted the second edition in 2014. The third

edition took place in Johannesburg. 4th edition was hosted by the ICT Professionals

Association of Namibia (ICT-PAN) with the support of the Namibian Ministry of ICT.

The 5th edition was hosted in conjunction with eNigeria event powered by NITDA under

the auspices of the Ministry of Communications Nigeria.

3.2 Summit Sub Theme

Building partnerships for 2030 Sustainable Development Agenda

Adaptive technologies for eHealth, eLearning and eCommerce

eGovernment: Using technology to promote transparency and accountability

Tackling cybercrime and securing critical information infrastructure

Creating jobs and youth empowerment

3.3 Day 1 (Opening Ceremony)

As designed, the Summit commenced with delegates registration and issuance of event

pass. AfICTA delegates took part in the eNigeria opening ceremony and overall event

of the first day. Similarly, the event became colourful as the Commander in Chief of

the Armed Forces, President Mohammadu Buhari graced the occasion during which he

delivered his speech and officially declared the event open. The remarkable event also

featured the Presidential interactive tour to the exhibition booths where startups with

various IT local contents & solutions were displayed. Prior to Mr President’s departure,

he posed with delegates and other dignitaries for pictures.

Shortly after the departure of Mr President, goodwill messages were entertained from

dignitaries with which the opening ceremony was brought to an end.

The first session of the event lasted an hour and the discussion was basically on one of

the sub-themes of eNigeria event “Roadmap towards National ICT Skills

Framework Development” an analysis of the social and economic benefit of a

sustainable education technology ecosystem which was presented by Mr Chinenye

Mba-Uzoukwu the Managing Partner of Grand Central, Lagos and moderated by Arc.

Sunny Echono the Permanent Secretary, Federal Ministry of Education and among the

panelists were Dr Bashir Galadanci, Professor Sahalu Junaidu, Mrs Dele Tejuosho and

Professor Salisu Shehu all from education sector.

Second session further examined the sub-theme above but focused on health sector

discussing the roadmap towards building a national health information technology

ecosystem and was presented by Mr Adekunle Ajiboye the CEO of Aajimantics and

moderated by Mr Clement Uwaifo with three panelist that spoke contextually on the

topic.

With the third session on “Positioning the Nation to Harvest Value from Emerging

Technology,” eNigeria day one came to an end.

The 5th Annual General Meeting commenced by 5:30pm and lasted an hour involving

AfICTA stakeholders and was recorded by the Secretariat.

Some of the issues discussed included:

1. One million jobs initiative proposed by Mr Alaa of EITESAL was discussed by

the stakeholders. The Chair expressed that due to some development in Mr

Alaa’s company, AfICTA could not receive any report regarding the initiative

over the year. The Chair updated meeting participants of the required resources

needed to actualize the initiative which is stipulated to be $100 for each job.

Electing Engr. Saeed to replace Mr Alaa on AfICTA board indicates that

EITESAL still believe in the vision. Dr Olufuye has discussed with Engr

Mohammed Saeed and he has expressed interest in carrying on with the

initiative. In addition, Engr Saeed has also agreed to represent AfICTA in two

other major events one on Smart City in Dec 12 and Africa Development Bank

event in February 12, 2018 both in Cairo.

2. Global Engagement: AfICTA still continue to engage globally in the following

international bodies: UNCSTD, ICANN, IGF-MAG, AU and soon with AfDB

UNCSTD: Chair AfICTA gave a brief on the works going on within the

United Nation Commission for Science and Technology for Development

among which he said a proposal was submitted by AfICTA which he said

could help UNCSTD to resolve 12 years deadlock it had.

ICANN Internet Commission for Assigned Names and Numbers: Dr Olufuye

said AfICTA recommended in the past a counsellor (Engr. Lanre Ajayi) to

the ICANN GNSO and a space for nomination would still open soon for

members.

IGF-MAG: On Internet Governance Forum – Multi-Stakeholder Advisory

Group, the Chair said he was the first African business representative

followed by Engr. Hossam Elgamal and Currently Mr Segun Olugbile whose

term would be over this year. Regarding his open position, AfICTA

Secretariat has sent to members to express interest and election from

members in good standing would follow.

AU African Union: The Chair AfICTA said AfICTA has not being able to

achieve much with AU because AU has faced with some ugly situations with

an African organizations they collaborated with in the past and they’ve been

avoiding AfICTA. But currently AfICTA has been invited for some activities

within the AU (6th AfIGF) and the chair is sure that the more the engagement

the better the relationship.

AfDB: We got a mail from African Development Bank through Mr Tola

Sogbesan, Board member, the Chair said.

AfICTA Chair also sighted some other national event that AfICTA has given

support of participation to in recent time.

On matters arising:

1. AfICTA Summit 2017: The Chair thanked the consortium for their commitment

and perseverance in getting NITDA to collocate with AfICTA Summit 2017.

Although so tough, he was happy of the success recorded just as that of 2nd

AfICTA Summit in Cairo.

2. Prior to the meeting, the secretariat sent the report of its activities since the

Summit 2016 AGM. The Chair enjoined AfICTA Stakeholders to check through

the report and make known any recommendation they have for the continuity of

AfICTA.

3. Resolution to reduce board membership service year from 5 year to 3year and

maximum of two terms that was proposed during AfICTA board retreat that took

place in South Africa in June 30, 20017 was accepted by all stakeholder. The

constitution has been updated accordingly.

4. On the creation of Advisory Committee Group which would include the past

AfICTA Chairs, Vice Chairs and one past President from National IT

Association, stakeholders present @ the AGM requested for more clarification

before enacting it. The Chair AfICTA said the committee would only act in

advisory capacity to the board.

5. The resignation of the Vice-Chairman, Adrian Schofield was announced in the

course of the meeting. The resignation was purposely because of his Age and his

engagement in South Africa.

3.4 Day 2

AfICTA Summit 2017 was officially declared open as AfICTA coordinated the first

hour of eNigeria day 2 with opening ceremony featuring AfICTA Chair welcome

speech. Dr Olufuye while delivering his speech appreciated NITDA for allowing the

co-location with eNigeria 2017 sighting that AfICTA Summit 2017 in Nigeria would

be the 2nd Summit (after Summit 2014 in Cairo, Egypt) that received government full

collaboration. He further appreciated the DG NITDA, Dr Isa Ali Ibrahim (Pantami) and

his team for sustaining the existing memorandum of understanding (MoU) with

AfICTA. Enlighten delegates, he said 6 countries concerned private sector stakeholders

formed AfICTA in May 2012 and that within the short period of 5 years, it has grown

to 30 member nations. Expatiating the theme of AfICTA Summit 2017 “One Africa,

One Future: Leveraging ICTs for Sustainable Development” the Chair mentioned

realization of the Sustainable Development Goals and one network regime in Africa as

the basic fulcrum to prosperity in Africa.

Furthermore, the Chair AfICTA, Dr Jimson Olufuye recognized all the stakeholders,

AfICTA partners, sponsors and the ADD Consortium (Compose of Afenoid (Opeyemi

Onifade), Digisphere (Arinola Akinyemi) and Dotengee (Timilehin Ambali) for their

contribution to the success of the Summit.

Subsequently, Summit co-Chairman speeches from Mr Chris Uwaje and Mr Yusuf

Kazaure were received followed by special messages from AfICTA dignitaries: Laicana

Coulibaly, Dr Anthony Nwosu and Marilyn Cade as coordinated by the Chair of the

ADD Consortium, Mr Opeyemi Onifade. In addition, AfICTA celebrated its web

presence migration from .org to .Africa the gTLD that is being managed by .ZARC

registry with a cake cut to commemorate the significant milestone.

AfICTA Summit 2017 began to run concurrently with eNigeria event shortly after the

Opening Ceremony with the first high level panel session on “Building One Network

for Africa Future” chaired by Mr Chris Uwaje. During this session Mr Yusuf Kazaure

(keynote speaker) gave a 21-slide presentation that shed light on the problems

encountered by Africa on achieving one network and how to eventually overcome the

difficulties such that Africa could gain staminal to compete with its counterparts and

therefore boost its GDP. He further highlighted that one of the key problems being

encountered by African businesses is government taxation and unnecessary

bureaucracy that don’t allow quick growth of businesses. During his presentation, he

was specific about PPP (Public-Private Partnership) as the way forward. Stakeholders

Session 2 high level panel on “Leveraging ICTs for Sustainable Development

eSolutions & ePayment, Greasing the Wheel of Internet Economy” that was

moderated by Dr Jimson Olufuye began with the remote intervention of Chris Mondini

(Vice-President ICANN Global Business Engagement) who shared knowledge through

a 10 slides presentation on how excessive e-friction could negatively impact an

economy and how it could be reduced for optimum GDP upgrade. Mr. Toba Obaniyi’s

question for Chris Mondini dung deeper into the factors (Infrastructure and Population)

responsible for the aggravated e-friction in Nigeria. The physical intervention of Mrs.

Mary Uduma (Convener of NIGF) was based on policy making and implementation of

broad band roadmap that could help to reduce e-friction, Mr Jerry Edward (Rep of SDG

Presidential Adviser) said due to MDGs failure to positively impact the citizens during

the first 15 years as there were low project implementation, the SDGs 17 goals were

established. Mr Edward who was very optimistic that SDGs would be attained said there

are project being implemented and that more than 150,000 youths have been trained on

digital marketing and many more would be rolled out soon. He further said SDGs

authority is more than willing to collaborate with AfICTA on any project or idea they

have to execute. Mr Toba Obaniyi (CEO WhoGoHost) shared the success story of the

formation of WhoGoHost Ltd which started on a low key and has grown to be the largest

hosting company in Nigeria. He summarily said to boost the GDP, businesses must go

online and refusal of which would cause such business to die a natural death. Dr Wunmi

Hassan (CEO High Tech Centre for Nigerian Women and Youths) was very specific

about project implementation and also collaboration with government entities. She said

NGOs have always faced with disappointment when they require governmental support

and therefore advised that before the government wake up to their roles, youth should

take the bull by the horns through self-empowerment. Dr Ben Ewah (NITDA Rep)

crowned it all with his intervention on engaging the local government council

authorities who are believed to be the closest to the people at the grassroots while

planning project execution. Questions were entertained from participants and thoughtful

responses were provided. With group photograph and award presentation to all

speakers, the session came to conclusion.

Session on Emerging Technologies and governance framework (IoT) (IPv6),

Crypto currency, DOA, GDPR, CSTD, IGF) commenced immediately after the

break-out for lunch and the discussants included Chief Toyin Oloniteru (CEO Spindlar),

Dr Jimson Olufuye (CEO Kontemporary Konsulting), Mr Segun Olugbile

(CEO/Managing Partner CPAA), Laicana Coulibaly (CEO, Diamond Security

Consulting), Timilehin Ambali (COO, Dotengee) and Dr Richard Lamb (ICANN) who

intervened remotely.

BC-ICANN Outreach to African businesses towards a stable, secure and resilient

Internet session took off shortly after lunch and was moderated by Arinola Akinyemi

who introduced the panelist as thus: Lawrence Olawale-Robert (CEO Microboss Ltd),

Tola Sogbesan (CEO Chase Systems Limited), Marcus Eke (Founder, Mecloud

Technologies), Toba Obaniyi (CEO WhoGoHost) and two online participants Andrew

3.6 Day 3 (Workshop)

The Summit continued on Thursday, 9 November with an important seminar topic on

“Information Society and Policy making: The Role of Women and Youth” in

conjunction with High Tech Center for Nigerian Women and Youths, focusing on

the responsibilities of the youths and women in policy making. Dr Hassan who

pinpointed the necessity for youths and women involvement said should they not make

their voice heard, policies that would affect them negatively would be made on their

behalf. With contributions from three other discussants, Mr Babatunde Akinola the

Intel Semi-Conductor West Africa Ltd, Dr Agu Collins Agu, Director, Corporate

Planning and Strategy (NITDA) and Arinola Akinyemi CEO DigiSphere Ltd backing

up the notion.

Cyber security workshop on “Deepening Enterprise Information Security” began

shortly after the session on Youth Development Seminar and was facilitated by Dr

Jimson Olufuye and three other resourceful expert on cybersecurity issues: Mr Chris

Uwaje, Mrs Mary Uduma and Laicana Coulibaly. Chair AfICTA opened the workshop

with a short presentation on DNS Abuse and other facilitators tabled several instances

of cyber security bridges and attacks in Africa during their interventions with steps to

take to avoid such instances in the future among which were 1. Integration of cyber

security experts to Financial Institutions, Telecom Companies and others, 2.

Collaboration with advanced countries on mitigating attacks, 3.Attacked

entities/companies must voice out for them to be rescued, 4. Capacity building and

seminars to keep Internet users alerted.

Chapter 4

Conclusion and Recommendation

4.0 Recommendations The following below were the resolutions of the meeting on deepening Internet penetration,

improving standard of living, swift IPv6 deployment and One Network in Africa.

1. A deeper awareness across the continent of the urgent need to deploy IPv6, how to roll out

IPv6 and why the future of Africa’s Internet depends on its deployment.

2. Improved multi-stakeholder dialogue between governments, regulators, network operators

and Internet users in order to harness the power of the Internet to improve Africa’s

education, business and social development.

3. Better participation of youth and women in the National Policy formulation Process.

4. Enhanced cross-community dialogue on Internet security, data protection and privacy to

ensure the safety, sustainability and continuity of Africa’s Internet.

5. Users must be security conscious of content on the Internet

6. Mutual support for strengthening infrastructure throughout the region and the necessity of

keeping Africa’s traffic and content local to drive down access costs.

7. Development of strategies to overcome current barriers to access and to connect the

unconnected.

8. Recommendation on the formulation of tax forces to enforce the upgrade of business from

IPv4 to IPv6 within an ultimatum.

4.1 Conclusion

The Board and the entire member of AfICTA wish to thank the Chair of ADD

Consortium, Mr Opeyemi Onifade for organizing a history-making event through the
