Family as a public body The food and material deprivation in the SK is represented

mainly by: food shortages among recipients of benefits in material

need (minimum income support) and the homeless, shortages of basic toiletries among recipients of benefits in

material need. The FEAD Working Group consisting of representatives of

the MA, CA and representatives of various non-profit organisations, charities, municipalities, and local authority associations was created to assist in the successful OP implementation.

measures (AM) as a means of addressing food deprivation Action 2. Provision of hot meals with accompanying

All entities in the performance of any operation and in gaining access to the Fund, programmes and operations supported by the Fund, shall take appropriate steps to prevent any discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation, and shall ensure equality between men and women and the coherent integration of the gender perspective at all stages of the preparation, the programming, management and implementation, the monitoring and the evaluation of the Fund.

Consideration of Climatic and Environmental Aspects All entities involved in the implementation shall choose the

food and/or the basic material assistance on the basis of objective criteria related to the needs of the most deprived. The selection criteria shall also take into consideration climatic and environmental aspects, in particular with a view to reduction of food waste.

The members of the FEAD working group were also collaborating on the choice of concrete assistance by providing the needs of the most deprived from their experiences.

Action 1: Provision of Food Packages with Accompanying Measures as a Means of Addressing Food Deprivation

End Recipients: families with dependent children who have been granted

benefits in material need, recipients of benefits in material need who have reached

retirement age and have no earning from gainful activities, recipients of benefits in material need with disability and who

have no earning from gainful activities, recipients of benefits in material need with severe physical

disability and have no earning from gainful activity, or other persons in extremely unfavourable or crisis situation

with poor living conditions on the basis of the assessment of the partner organisation (PO),

Recipients of benefits in material need – an individual is entitled to 1 food package, family with 1 – 2 dependent children is entitled to 1 food package, with 3 – 5 dependent children to 2 food packages and with 6 and more dependent children to 3 food packages.

Action 4: Provision of Toiletry Packages with Accompanying Measures as a Means of Addressing Material Deprivation

End Recipients: primarily, families with dependent children who are

recipients of benefits in material need, secondarily, other persons in extremely unfavourable or crisis

situation with poor living conditions on the basis of the assessment of the PO,

End recipient is entitled to 1 hygiene package regardless of the number of dependent children in the family.

Action 1 and Action 4

Performance of the Action: Public procurement (PP) is carried out by the Central

Office of Labour, Social Affairs and Family (COLSAF) and will be repeated during the OP implementation.

The COLSAF concludes a contract with a supplier for the supply of packages intended for the distribution at least at district level.

The duration of the contract will be limited in time to a maximum of four years.

The food packages will be provided twice a year. There is a possibility of supplying a maximum of two extra packages at the COLSAF's order.

The hygiene packages will be provided once a year at the COLSAF's order.

Performance of the Actions: The COLSAF shall publish a call for the selection of the POs

on its website which will be repeated during the OP implementation.

The PO carries out the distribution of packages from districts to every municipality/town and also performance of the AM on the basis of the partnership agreement concluded with the COLSAF.

The choice of the most appropriate place, form and way of the packages distribution and provision of AM is in the responsibility of the PO taking into account the particularities of the end recipients.

The performance of the AM shall be implemented by the end of the period for the packages distribution.

Content of the Packages The content of the packages has already been discussed by

the OP FEAD working group created to complete the development phase successfully. Its members are the employees of the MA, CA, beneficiaries and representatives of a charity, the Red Cross and other non-profit organisations.

The content of the food package takes into account the basic needs of the most deprived, respects required nutritional values, and climatic and environmental aspects. The content of the food package and its nutritional value was also assessed by the Slovak Public Health Authority.

Action 2: Provision of Hot Meals with Accompanying Measures as a Means of Addressing Food Deprivation

End Recipients (ER): ER is a person without a shelter, without the basic

means to ensure their subsistence, in immediate need, dependent on the provision of at least one hot meal daily. Primarily, it is a person living in the street for whom social services in social service establishments are not provided.

The identification of the ER is carried out by the PO. The identification criterion for them will be asking for a hot meal.

Performance of the Action: The COLSAF publishes a call for the selection of the PO

on its website, will be repeated during the OP implementation.

The choice of the most appropriate place, form and way of a hot meal distribution and provision of AM is the responsibility of the PO taking into account the particularities of the ER.

The PO will provide a hot meal three times a week from 15 October to 15 March.

The PO will keep a register of a number of served meals. The PO will provide a hot meal composed of a potage

(soup), a piece of bread (roll), and a hot drink.

End Recipients(ER): Non-profit providers of social services of the crisis

intervention (e.g. refuge, emergency housing), Facilities with a social-legal protection of children and social

guardianship (e.g. crisis or reintegration centre, children’s home).

Performance of the Action: The COLSAF publishes a call for the selection of the PO

on its website which will be open during the OP implementation.

The task of the PO will be a distribution of food donations into institutions according to a list provided by COLSAF.

The COLSAF will make a payment to the PO for a transport and/or storage after having established that food donations were given to the ER.

Criteria for the Selection of the PO

Selection of the PO for the Action 3: Distribution of at least 10 tons of food over the last 2 years.

Selection of the PO for the Actions 1, 2 a 4: Does the organisation operate in a humanitarian field and does the

law regulate its unique position? If the PO does not operate in a humanitarian field and its unique

position is not regulated by law, it shall be assessed according to the following criteria:◦ Is the organisation represented in all regions covered by its own organisation or

by its cooperating organisations?

◦ Does the organisation and its cooperating organisations have a sufficient number of qualified staff (permanent employees, contractual employees, volunteers) for a declared territory?

◦ Does the organisation and its cooperating organisations have a sufficient storage space?

◦ Does the organisation or its cooperating organisations provide social services of the crisis intervention in a declared territory for at least 1 year?

Selection of the PO for the Actions 1, 2 and 4: If some municipality is not covered by any PO, the COLSAF will select

other PO. The following criteria for the PO will be for the territories not covered by the initial PO:◦ Does the organisation provide a non-profit social service of the crisis intervention in

a territory of the performance of the Action for at least 1 year or is the organisation represented by a local public authority, or by its provider of such a service?

◦ Does the organisation have a sufficient number of qualified stuff to provide the Action?

◦ Is the organisation capable to provide a sufficient storage space for the implementation of the Action?

If more organisations in one territory meet the criteria, other criteria shall be applied for selection:◦ How many qualified workers does the organisation have?

◦ How long does the organisation provide a non-profit social service of the crisis intervention?

◦ How long does the organisation follow the rules for the detection of client satisfaction and for the submission of complaints?

◦ How long does the organisation have and implement the supervision programme?

On 27 April 2015, the Manual for the management and control system for the OP FEAD was approved by Minister for Labour, Social Affairs and the Family.

Subsequently, between 5 May 2015 and 21 July 2015 the governmental audit No A 729 K 4344 was carried out for the purpose of the verification of the criteria of the designation of the authorities for the OP FEAD in accordance with Regulation (EU) No 223/2014 of the European Parliament and of the Council. The governmental audit report was prepared on 13 August 2015 and transmitted to the MA and CA on 14 August 2015. 

On 16 September 2015, the governmental audit was suspended due to the finalisation of works on the information system.

The expected time for the governmental audit renewal is the first half of October 2015.

Action 1 and Action 4: On 9 September 2015, the COLSAF as a beneficiary submitted a

Proposal of the implementation of Action 1 and a Proposal for the implementation of Action 4, which were submitted for the opinion to the members of the working group for the implementation of the OP FEAD and subsequently for the approval of the MLSAF SR management. The beneficiary also submitted the Call for the selection of the PO and the Proposal of a Partnership Agreement. The documents were adopted by the Minister on 2 October 2015.

The COLSAF initiated three rounds for the determination of the estimated value of a contract in accordance with Act No 25/2006 Coll. on Public Procurement. The COLSAF is currently drawing up all tendering documentation related to a call for an open tender.

The expected time for the assistance distribution is 1Q/2016.

Action 2: A beneficiary (COLSAF) has not submitted a Proposal of the

implementation of Action 2, as the MA is waiting for the comments of the EC about the possibility to use the unit costs.

Action 3: On 5 October 2015, the COLSAF submitted a Proposal of the

implementation of Action 3, which were submitted for the opinion to members of the working group for the implementation of the OP. The beneficiary (COLSAF) also submitted the Call for the selection of the PO and the Proposal of a Partnership Agreement.

The documents are currently at a stage of approval process. The expected time for the start of implementation of the

Action is 4Q/2015.

The refugees and asylum seekers are not directly defined as a target group in the OP FEAD, but they are entitled to and will profit from the Actions of the OP FEAD, as follows: Action 2 (hot meal): refugees may be considered as persons

without a shelter (They are in an evident immediate need, dependent on the provision of at least one hot meal, living in the street for whom social services in social service establishments are not provided, their origin, stay, and even basic identifying information are not investigated. A sufficient identification criterion for the purpose of the OP FEAD is asking for a hot meal). If the PO serves hot meals also for the refugees, they can be considered as the end recipients for Action 2.

Action 1 and 4 (food and hygiene packages): the ER are recipients of Material Need Assistance, and in accordance with Act No 417/2013 Coll. on Material Need Assistance there can also be foreigners between them, legally residing in the territory of the SR in accordance with Act No 480/2002 Coll. on Asylum or in accordance with Act No 404/2011 on Stay of Foreigners, and asylum seekers and refugees after the end of the asylum procedure, too. The asylum seekers are, in accordance with the Act on Asylum, provided with free accommodation, meals, basic food or hygiene needs and all other basic survival needs during their stay in an asylum or integration centre.

The applicants for temporary protection in a detention centre are provided with the same.
