W. T, Stevens and wife are the r igh t part ies in the r ight place, we cheer fu l ly recommend them to our successors.

Henry Reynolds was a new pauper to us formerly had set t lement in Pittsfield moved to Russel l Reynolds in 1880, lived there ti l l 1887 ga in ing a se t t lement in th is town. He fell into distress at J . W. Hun t ' s at Burnham who claimed large pay for t ak ing care of h im. We had h im examined by Dr. Griffin of Pittsfield, Dr. Watson of Freedom and Dr. Cook of Unity, Oct. 1st. M101, and upon their certificate we moved h im on a bed to our town farm where he died November 21st. 1901.

Oscar Reynolds, the l i t t le boy on the farm we let Mart in Welch take last fal l to keep wi thout expense to us wi th a prospect of adoption.

Thomas Reynolds and family have remained on the farm dur ing the year. He is very anxious to move off the farm but we do not t h ink it advisable as long as they cont inue to mul t ip ly and increase twice a year.

The expense of Carrie Reynolds at insane Hospi ta l is about $175 per year . We saw he r last September and she is more idiotic t h a n insane. Pe rhaps she could be kep t on the fa rm with less expense.

We have lately received notice f rom Gardiner that a Reynolds boy has been sent to the Reform School and they claim his se t t lement in Unity . We went to Gardiner and found he was committed to Reform School in January 1899. They claim his residence by descent from his mother who is James Reynolds ' divorced wife, whom they claim gave bi r th to th i s i l leg i t imate child, now fourteen years of age. The mother has lived in Gard iner for eleven years past, and nine years ago she marr ied an alien named Erickson and is still l iving with him in Gardiner . We denied our l iabil i ty. The case is fu l ly reported on our records.

When the town report closed Feb. 20, 1001, we were in the midst of the great snow storm of last winter.

The expense of breaking roads was paid by our Treasurer on orders drawn by our Commissioners amounting to #680.04 for which proper orders were drawn by the Selectmen.

This year we divided the care of the roads as follows: — James Libby, Jr . care of roads easterly and northerly of Sandy

Stream, Waterville Road and branches. F. M. Fuller care of Albion Road and branches, also by Poor

Farm to Farwell 's Corner to Unity Village, Walter Hurd care of the rest of the roads next to Freedom and

Thorndike. We appointed the following named gentlemen as time keepers.

James H. Frost in Lobby's section, Elias C Fowler in Fuller 's sectiou and Geo. E. Worth and Renel Willey in Hurd 's section.

The following shows the amount paid for labor and material and to whom under Commissioners' orders.

After the heavy snows of last winter, which caused so large an expendi ture on our roads, we felt to move with considerable caution in our expendi ture this year. We found our roads in many places very peculiar. The ditches were nearly filled up causing the water to flow into the road instead of out,

From the use of Road Machines heretofore there appeared an extra small ditch al together tco near the travel of the roads which let the water into it and served to gully the travel of the roads. The Road Machine is badly worn out and about every time it is used has to be repaired so much so that we have used it very litt le this year. The expense of running it is about $3C per day. Then again we are satisfied tha t we lack team and experience to make it profitable to run the machine. We paid for housing it in winter of 1900 and do

16 not th ink it worth housing this Winter. We repaired our Summer roads so they were comfortably passable.

The December washout struck us and caused at least $600 extra expense, a l though we escaped better than many other towns.

It i l lustrates that calamities unbidden will come. We were in hopes to save a little this year unexpended under this appropriation.

We wish to express our thanks to those who so readily took hold and assisted in repairing our highways in the washout.

Under this appropriation the t ransport ing seems to be constant ly gaining in the last two years. In 1899 there was paid $162 40 ; in'1900, $223 00 ; in 1901, $418 75, at this rate pa ren t s will soon demand a premium for sending their chil-dren to school. Adjoining towns pay much less. In 1900, Thorndike paid $80 00, Dixmont, $79 50, Burnham, $118 00. In looking at our figures this year there began to dance around in the aisles of my memory a picture of the "Forty Thieves ' ' spoken of anciently, the only difference we have less thieves but the thef t s are greater.

We hope f rom the foregoing report , by keeping each appropri-at ion by itself, showing the expendi tures thereunder , tha t all may unders tand the t ransact ions of the town for the la!st year and our present s tanding . We are h igh ly pleased to meet a change in doing business th is year f rom what it was last. We have failed to discover

-4 any feelings of enmity or t r igs tlirown in our way this year. In assuming the business of a town there is a vast difference between a ful l t reasury and everything in a flourishing condition or whether groaning under heavy indebtedness. In paying off our indebtedness it causes heavy taxat ion and loads us with burdens grevious to be borne, causing us to feel as the Hebrew Children did in passing through the Fiery Furnace. We publish herewith the warrant for our next annual meeting. Heretofore many of our articles have been so mixed up that in raising an appropr ia t ion it was a mere matter of guess. We have particularized each branch in this warrant for which appro-priat ions should be made and if followed out will make it a great deal easier for our successors to do the town business more especially the financial par t of it. We feel gra teful to our taxpayers for the prompt manner in which they have paid this heavy taxation, this showing the pride they take (which borders on patriotism) in manful ly paying their obligations. No repudiat ion by Unity 's taxpayers .

Our abatements are not large when we realize that almost |8000 was assessed "The poor ye have with you a lways ,"

In closing our report we feel to call at tention to the loss of our associate F. M, Ful le r . We missed h im in our counsels, there are but few young men who have a more tender hear t or a h igher standard of t r u th and vir tue. In his death our town lost a valuable citizen, the community a kind neighbor and his family an i r reparable loss. Yet death is the common lot of al l and as one writer has it "Beauties im-mortal arise f rom the t omb . " We ask our fellow townsmen "To draw a veil over our foibles ."

Owing to t h e generos i ty of t he c i t izens in ra i s ing such a good sum of school money we have been able to ma in t a in 25 weeks of school in spi te of t he fact t h a t our expenses for t r anspo r t a t i on have been nea r ly doub le t h a t of last year . T h e major i ty of t he schoo ls were in good cond i t ion and a no tab le i m p r o v e m e n t h a s been mani -fested in t he ma jo r i ty . We have graded t h e v i l l age p r imary school , g iv ing a more sys temat ic course of ins t ruc t ion than could be obta ined u n d e r t h e old d i s t r i c t school sys tem. We wish th is plan, m i g h t be con t inued in f u t u r e and be ex tended to t ake in t he h i g h school in t h e Vi l l age .

The State Superintendant interprets it thus :

"The fact that school districts have been abolished, or that the town has discontinued schools, or that the school committee has suspended schools, does not necessarily entitle public school children to conveyance. In deciding upon the claims of pupils to transporta-tion, the committee should take into consideration the distance which the children live from the school, their ages, physical condition, and the condition of the road they are required to travel in reaching the school ."

The school committee are men who are supposed to kuow the condition of the roads, the distance to be travelled and in a general way the condition and physical ability of the children and their decision upon the matter is final,

The committee have endeavored jto use all na fairly as possible during the past year,

Recommendai ions.

The schools need new geographies. It was thought not advisable to purchase them this year as none could be obtained containing the latest census repor t s I understand that geographies with all the latest data have been published and would urge the purchase of the same before the spring term of school. At the same time I would recommend the purchase of large maps, at least a map of the United States for each school. The few wall maps we have are of small size and the lettering is indistinct and I find the children are rather back-ward in their ideas of the locality of prominent cities and even of States. I believe this could be improved by the systematic use of good wall maps. I would urge the town to raise not less than $100 for these purposes.

Art icle 27. To see what sum of money the town will vote to raise and appropr ia te for the repai r of school houses.

Article 28. To see what sum of money the town will vote to raise and appropr ia te for the purchase of text books for schools.

Art icle 29. To see if the town will vote to discontinue the school in the Thomas Hard ing district , (so called) in said Unity.

Art icle 30. To see if the town will vote to raise and appropr ia te a sum of money for the support of a Free H igh School in said Unity .

Art icle 31. To see if the town will vote to raise and appropr ia te a sum of money to pay insurance on school houses in said Unity.

Art icle 32. To see if the town will vote to raise and appropr ia te the sum of twenty-five dollars for Pil ley Post, G. A. R., to be used in Memorial services.

Article 33. To see if the town will vote to raise and appropr ia te the sum of fifty dol lars for Mrs. L. A. Lane of Massachusetts, for keep ing Susan Frost for the year A. D. 1902, provid-ed said Susan Frost continues to live, and in case of her dea th before the year expires, a proport ional part thereof.

Article 34. To see if the town will vote to raise and appropr ia te a sum of money to shingle the Town House.

Art icle 35. To see if the town will vote to raise and appropr ia te a sum of money to be used to establish the town lines and erect monumen t s thereon.

Article 36. To see what sum of money the town will vote to raise and appropr ia te to pay town officers charges.

Art ic le 37. To see if the town will vote to raise and appropr ia te a sum of money for miscellaneous expenses.

Article 40. To transact any other business tbat may legally come before said meeting,

Hereof fail not and make due returns and have you there this Warrant with your doings thereon. The Selectmen hereby give no-tice that they will be in session at the Town House, in said town, at nine of the clock in the forenoon on the morning of said meeting, for the purpose of correcting the list of voters,
