Executive Summary

School of Health and Allied Sciences is one of the pioneer Schools of Pokhara University. The School was established in year 2001. The school, which is under the Faculty of Health Sciences is currently running four undergraduate courses in Pharmaceutical Sciences, Medical Laboratory Technology, Public Health, Nursing and Physiotherapy respectively, It is also running Post graduate courses of two major each in Pharmaceutical Sciences, Public Health and Laboratory Sciences. The School is under the direct leadership of the Director of the School for all academic and financial activities. The annual intake of the School is as much as 180 in undergraduate level and 47 in post graduate level. The Pass trend of the students of last three years is around 85%. More than 120 students were graduated in each of the last three years. The school is located in the academic complex of Pokhara University at Dhungepatan, Kaski. There are three buildings where the programs of School of Health and Allied Sciences are being run within the complex and there is one additional physiotherapy block near the complex. The School adopts diversified teaching learning pedagogy which includes significant fraction of practical, hospital trainings, field works as well as research work. There is the facility of library and sports grounds which are common to the other schools of the University. The School is also conducting various other activities such as health camps, diagnostic camps, and community health diagnosis programs etc., which are very much beneficial to the community. The operating cost and employee salary of the school are the main expenses of the school where as the fees from the student and the grant from UGC is the main source of income. Academic enhancement through the improvement in the quality of education is the main challenge of the school and the school is committed to take this challenge by adopting scientific methods and implementing its strategic plans.

1. Introduction1.1 BackgroundPokhara University was established with enactment of the Pokhara University Act 2053 BS and Pokhara University regulation 2055 BS with the mandate to produce high level human resources in different disciplines in partnership with the private sectors.School of Health and Allied Sciences was one of the pioneer schools of the University. It was established in year 2001 (2058 BS) in the Nayabazar Campus of Pokhara University. Its first program was Bachelor of Pharmaceutical Sciences (B Pharm) Later the school launched undergraduate programs in Medical Laboratory Technology (BSc MLT), Public Health (BPH) and Nursing (BSc Nursing). The school was shifted to Simalchaur campus in year 2003 and finally in year 2007 to the current location of Dhungepatan Campus in the academic block of the University. Last year the school started its fifth undergraduate program as Bachelor of Physiotherapy (BPT).Apart from there five under graduate courses the school is currently runing six post graduate courses as well. Two majors each in the Master of Pharmaceutical Sciences (M Pharm), Master of Public Health and Laboratory Sciences (MSc Medical Microbiology and MSc Medical Biochemistry)programs are currently running under the school. The school was initially under the Faculty of Science and Technology and later under Faculty of Health Sciences.

1.2 Management and functional structureSchool of Health and Allied Sciences is a constituent school run under the leadership of the School Director, who is the executive head of the school. In addition to thedirector program coordinators of each of the program look after specific activities of the program. School’s activities are administratively supported by coordinators at implementation level and director at liaison level. All the programs under this school follow the code of conduct ruled by the director’s office.

1.3 Achievements• Every year, almost more than 140 graduates are produced • Organized international conferences periodically.• Nearly a dozen of Postgraduate holder faculty members of the school have upgraded their

academic degrees (M.Phil and PhD). • Academic Trainings, workshops and Seminars are regularly organized. • Awareness and sanitation camps are also regularly organized.• Health camp at different communities were organized.• Number of faculties engaged in in house and externally funded research products• Growing and extension of new programs• Journal publication (Journal of Health and Allied Sciences)• Establishment of Research Management Cell within the school• Refresher course trainings• Outstanding performances in research by faculties ( achieving Nepal Vidya Bhusan Ka and

2. Academic Progress2.1 Major Academic milestones after its establishment.

• The Health Science programs in Pokhara University were started in 2001 AD (2058 BS) under the school banner of Pharmaceutical Sciences.

• The first program introduced was Bachelor of Pharmaceutical Sciences. Later, in 2003, the name was modified as ‘School of Pharmaceutical and Biomedical Sciences with the start of Bachelor of Science in Medical Laboratory Technology.

• In 2005, Postgraduate program in Pharmaceutical sciences with specialization in Natural Products Chemistry and Pharmaceutics was lunched.

• In 2009, the name of school was changed into ‘School of Health and Allied Sciences’ with the start of Bachelor of Public Health and Bachelor of Science in Nursing.

• In 2011, Master of Pharmaceutical Sciences in Clinical Pharmacy was launched. • In 2016, Master of Public Health in Public Health Service Management and Health Promotion

Education were started. • In year 2018 Bachelor of Physiotherapy (BPT) and Master of Science in Medical Microbilogy

and Master of Science in Medical Biochemistry programs were started.• All the under graduate programs of this school are of four years academic duration spread

over eight semesters except the BSC Nursing program, which is running in annual basis. All the post graduate programs are of two years spread over four semesters.

2.5 Educational PedagogyThe School of Health and Allied Sciences adopts diversified pedagogical tools for its teaching learning activities. The pedagogical activities are based on the nature of the program and the course. Major tools include.

3. Physical Progress3.1 Infrastructural DevelopmentThere are three academic buildings of School of Health and Allied Sciences within the academic complex of Pokhara University at Dhungepatan, Kaski, Nepal. The central library is also located in the same campus which is used by all four schools of the Pokhara University. There is a common parking shed, basketball court and playground in the University area.In addition to the three buildings within the main academic complex of Pokhara University at Dhungepatan, Pokhara-30, One additional Physiotherapy Block is there near academic complex, which is a rented building.There is a Girls Hostel within the campus of Pokhara University. This is common for all girl students of Pokhara University. Students from all faculties are selected to reside in the hostel as per the University criteria. These are three buses in the University. One of them is under the Faculty of Health Sciences.

3.2 Educational AidsThere are verities of educational aids used in the school. Audio visuals materials, educational posters, molecular models, skeleton and other body system models are the major educational aids used in the teaching learning activity.

3.3 Educational Equipment (ICT, Lab Equipment, etc.)There are 35 multimedia projectors 4 glass boards and 17 white boards. There are 101 computers (50 desktops and 51 laptops) being used in the teaching learning process.There is one computer and Information Technology Laboratory within the School. There is facility of 6mbps unlimited internet access which is available through both LAN and Wi Fi technology.The Major Laboratory Equipment available in the Laboratories of the School of Health and Allied Sciences are

Apart from more than 31 thousand books, there are 200 periodicals, 251 media (Audio books, CDs etc.) and 10 Newspapers that are available in the central library Pokhara University. There are 150 eBooks, 200 eJournals, and access to 18 different e resources in the library. The major e-resources available in the library include BioOne, HINARI, AGORA, OARE and ARDI.

3.5 FurnitureThere are approximately 420 sets of desks and benches 150 sets of table and chairs in the School of Health and Allied Sciences. There are 61 Steel cupboards, 5 filing cabinets and 5 glass boards also.

4.2 BooksSchool of Health and Allied Sciences used the facility of the Central Library, Pokhara University, which is located at the same campus where the school is located. School is starting its own school library very shortly.

4.3 Audit Observations and Issues and Steps Taken to Mitigate the Issues Raised by Audit Observations in the Last Fiscal YearFrom the Internal Audit observations of last fiscal year some of the issues were raised and corrective steps were carried out to resolve the issues.The major issued raised by the audit include: attendance of staff was not done properly, Depreciation was not charged in Fixed Assets, Provision Amount not transferred to Central Office, Quotation not obtained from all listed vendors, Reimbursement of expense for the year made at a single time, Proper supporting not attached with voucher. In order to resolve the issues, some steps are taken from the Faculty and School Administration. Attendance of Staff is done properly now, Provision amount is transferred to Central Office, Quotation asked from all listed vendors, Proper supporting documents is attached with voucher. Sincere and appropriate moves are also taken in order to improve the other issues raised by the auditor.In order to resolve the issues, some steps are taken from the school administration. To correct inappropriate account head, currently the budget is proposed in appropriate budget head. The store entry is now properly maintained on time andthe purchase procedure is strictly followed as per rule. Sincere and appropriate

5. Social Progress5.1 School's Involvements in Social ActivitiesSchool of Health and Allied Science is located in Pokhara Metropolitan- ward number 30, Kaski. The major social activity the school has involved are listed below

• Organization of annual blood donation program in the initiation of Laboratory technology students and support of school.

• Public Health Field Programs for the health awareness of different communities• Community Health diagnosis program of Nursing for the promotion of health.

Apart from these activities with establishment of this school and other schools of Pokhara University at Dhungepatan, Pokhara -30, Kaski, Society has largely benefited as a large number of local students are studying in the University. There is also a significant urban development in the locality after this school and other schools are shifted to this area.

5.2 Society's Contributions for SchoolSchool of Health and Allied Science is located in the land provided by the people of Pokhara Metropolitan- ward number 30, Kaski. Community leaders and academician of the locality represent in the University senate; which is the supreme body of the University. In addition, people of the society engage in the social functions organized by the school, they support in the programs like blood donation, camp management, plantation, celebration of the special days like convocation, day celebrations etc. They serve as watch dog for the university activities and provide a congenial environment for academic growth.

5.3 Plan for School's Contribution to SocietyDevelopment of the society is inherited due to physical and functional location of School of Health and Allied Sciences, Pokhara University at Dhungepatan, Kaski. The rapid urbanization of the area and the facilities of market and transport is highly due to the University. Before its establishment, the area was remote and publicly disadvantaged. Now a day, school is contributing to the societies by providing local scholarship to the students and improved access to higher education at doorstep. It has been providing due opportunity to the locals for employment and promoting their local business. The school has a plan to extend its academic programs, planning to establish 150 bed hospital with an aim to extend as medical college teaching hospital, establishment of herbal research garden. Academic programs to be added include Bachelor of Nursing Science (BNS) and resuming of the program of Master of Pharmaceutical Sciences in Pharmaceutics.

5.4 Plan for Increased Involvement of Society in the SchoolSchool expects both the direct and the indirect support from community. The School is planning define the pocket area of the community for service delivery points. Representatives from the communities will be involved in the different communities of the school development and indirectly they will be involved in different interacting sessions, public contribution for hospital establishment. We are working for the improvement of roads and improving the environmental protection measures.

to political appointment. Because of this, academic regulation and task accomplishment in time heavily influenced.

6.3 Mitigation Measures Taken to Address the Issues and Meet the Challenges• Immediate shortages of the human resources are managed through course contract and full

time contract faculties• We have established relationship with local communities and professional organizations to

contribute to the society. • Space management is made through the application of morning and day time class activities. • Direct and indirect lobbying with the political decision makers and academicians to improve

the working environment and work culture of the school.

6.4 Plan for Addressing the Issues and ChallengesSchool have limited authority in decision making and the school’s decision in financial regulation, human resource regulation and other major decisions are taken by the university authority. The array of Professors and Administrative manpower in support of all other stakeholders of the school is capable of handling the issues and challenges that it will face in the future.

7. Annual Work Plan and Budget of the Current Fiscal YearThe work Plan of the School is designed in accordance with the Academic Calendar of the University. Approved Academic Calendar of the School is given in the annex.According to the expected Budget of the School in the coming fiscal year the school is expected to earn NRs 115,286,000.00 under different title whereas the estimated total expense is NRs.148, 604, 000.00.The detail of the budget plan is also given in the annex.

8. Projected Work PlansThe school is follows the guidelines of the University for its development plan. University includes the prospective plans regarding the development of the school based on the suggestions provided by the experts. University strategic plan is the key document that guides to the development of the school. The summary of the proposed strategic plan is given below.

Proposed strategic plan of the universityPokhara University has introduced a number of innovative programs in many areas and it has been able to create a niche for itself. In order to pursue a sustained path of growth, meet national expectations, and launch effective programs in an efficient manner, there was a need of a strategic planned approach. Hence, a plan was prepared in 2003 (2059 BS) and produced to the Annual Meeting of the University Senate for its approval and that plan was approved by the Senate in that very meeting. It was revised in 2008 (2065 BS) in order to incorporate the new strategy of the University and the first five year action plan (July 2008 to June 2013) was prepared. The second Five Year Plan (July 2013 – June 2018) was prepared and implemented. It was also revised in 2016 and re-adjusted based on the success of the past three years and new environment of the University. The second five year action plan period will be completed at the end of this fiscal year (2074-075), this document is prepared as the revised strategy and the third five year action plan (2018-2023) of the University.

Vision The University has fully understood that it has to partake and contribute in raising the living standard and improving the quality of life of the people to bring about the permanent peace, prosperity, and wellbeing in the country by contributing to create gainful employment opportunities, raising production and productivity, removing the drudgery on work with the promotion and use of indigenous, local and appropriate technologies by promoting and using sustainable energy and by changing the social psychology of the people towards sustainable development goals and social justice. MissionThe mission of Pokhara University is to develop as a Centre of Excellence for Higher Education by excelling teaching and learning; research and publication; and outreach activities; contributing to the national development process by producing job market oriented, responsible, productive, service oriented and committed human resources; and linking the university system with the community services.

GoalsThe set goals of Pokhara University are as follows:

• To build the university system into an advanced center of learning, and research including frontier approach to study like open learning;

• To produce high level human resources equipped with knowledge, skill, personality, leadership, and human values, who can meet present day work challenges, act as change agents, and give direction for the future;

• To serve as an institution to make higher education accessible to the underprivileged section of the society;

• To make a positive contribution to academic scholarship, research and publication that will underpin and strengthen the teaching curriculum and generate knowledge;

• To build a dynamic institution capable of withstanding changes;• To pursue excellence and quality in all aspects of the university's activities and services;• To link the knowledge, research, and publication with the productivity to serve the nation for

the creation of knowledge economy, especially the weaker section of the society; and• To increase the competitiveness of the University in regional and international levels.

In the next five years, that is while completing the next five-year action plan period the University will be celebrating its Silver Jubilee in 2022. By this time the first phase of the development of the basic programs and fully functional basic infrastructure of the University should be completed. Along with its goal, vision and strategic establishment and the present trend of its growth and expansion, the University will be developed as a higher educational hub of the western development region. The university’s strategies and actions are directed to enable it to have a share of about 10 per cent students in the total university education in Nepal, i.e., about 60,000 students by next 5 years in its constituent and affiliated schools/colleges. The University has the objective to operate at least one section of each programme at its constituent schools/colleges, which will be spreading over in the major concentration centres of Pokhara University affiliated colleges. In doing so, the University will have about 6,000 students in its constituent schools and colleges. In the long-term, Pokhara University will expand its schools and colleges across the country. Its programme expansion will be on technical and professional areas, particularly the prominent missing programs like medical studies, law, sports, supply chain and logistics, frontier engineering and technology, and other professional and frontier subjects under social sciences. The University will equally focus on research and it will be established as the leading research university. Similarly, the University will lead the Nepalese universities in continuing education and consultancy services as well. The University will have about 10 per cent share of basic sciences and basic social sciences programs. By that time the University will have already been established as one of the leading universities in the country, and it will strongly show its presence in the South Asian regional academic community.
