About Carers NSW

Carers NSW is an association for relatives and friends who are caring for people with a disability, mental health problem, chronic condition or who are frail aged.

Core GoalsThe Carers NSW Business Plan for 2007/8 reflects the Network of Carers Associations two core goals:

• Carers enjoy improved health, wellbeing, resilience and financial security.

• Caring is recognised as a shared responsibility of family, community and government.

VisionThat all carers in NSW are recognised, valued and supported by their communities and by governments.

OutcomesCarers NSW works towards providing all carers in NSW with the following opportunities and outcomes:

• Choices and opportunities related to their caring circumstances, health, employment, education, housing and wellbeing.

• Independence and financial security and a better work-life balance.

• Access to:

~ Quality support and services that are equitable and meet the needs of carers regardless of their age, gender, circumstances, location or cultural or linguistic backgrounds.

~ A coordinated community care and health system able to responsively serve carers and the people they support.

~ An effective network of professionals, services providers, and support groups which collaborate and seamlessly support carers and the people they support.

• A capacity to participate and influence change in carers’ lives, in the lives of people they support, and in the community as a whole.

RolesAs the peak organisation representing carers in NSW, Carers NSW performs a number of roles and services to deliver each of the above outcomes.

Carers NSW:

• Delivers direct services to carers including providing information, referrals, emotional support, and counselling.

• Develops, pilots and delivers education and training to assist carers, service providers, health professionals and other stakeholders.

• Develops and distributes information, resources and publications to carers and other stakeholders.

• Provides leadership and develops policy on major issues affecting carers in NSW.

• Provides strategic input and systematic advocacy into key government, non-government organisation, academic and corporate sector initiatives related to carers.

• Coordinates partnerships and alliances and provides expert advice on ways to better support carers in NSW.

• Fosters research, collects and analyses data to provide a sound evidence base on which carer issues in NSW can be progressed.

Governor General’s 2007 Christmas PartySeventeen young carers attended the annual Governor General’s Christmas Party at Admiralty House where food was served by the Governor General’s elves. This was followed by a trip to Darling Harbour for a wild animal encounter at Sydney Wildlife World. The President and CEO of Carers NSW also attended this special event and celebration.

Young Carer Camps 2007/8Carers NSW continues to lead the way providing camps for young carers in NSW. Camp is a valuable timeout for young carers, allowing them the opportunity to take a break from their caring responsibilities, make friends and learn strategies to support themselves in their caring role.

Three young carer camps took place in 2007/8:

Camp Bungarra July 2007, Canberra/Jindabyne

Camp Bungarra was this year attended by 40 young carers aged 18-25 years. The four night / five day trip took in the sights of Canberra and Jindabyne, with activities including skiing, a Bell Shakespeare workshop and a Ghost Tour in Canberra.

Camp Bluegum October 2007, Springwood

The annual 8-12 year old state-wide young carer camp, Camp Bluegum, was attended by 60 young carers and was a huge success thanks to the ‘Funny Face’ theme. Young carers had a fantastic time doing a sporting clinic, photography and drumming classes and also attended a ‘Handling Bullying’ workshop. They were also able to discuss their shared caring experiences in daily Chat Groups.

Camp rathane april 2008, port hacking

Fifty young carers aged between 13-17 years attended Camp Rathane this year. The four night/ five day program was jam-packed with modern jive lessons, a Bell Shakespeare workshop, an assistance dogs presentation and young carer workshops – all of which helped young carers develop skills in self-care, dealing with bullying and planning for the future.

Key Result AreasConsistent with Carers NSW’s Strategic Directions Statement, and the organisation’s vision, outcomes and roles, Carers NSW committed to the following five key result areas in 2007/8.

That:

• Timely, culturally appropriate, quality information and support is delivered to carers.

• Carers’ and key stakeholders’ capacity is developed in order to deliver improved outcomes for carers and the individuals they support.

• The service system is strengthened and inclusive, together with the policies and processes that support carers.

• Strong partnerships and stakeholder networks are built that advance carer issues across NSW.

• Carers NSW is an effective, efficient and outward looking peak organisation.

Highlights of 2007/8

Planning for the Young Carer Forum – Bring it!On 29-30 April 2008 Young Carer Project staff and young carer representatives participated in the ANYCAT meeting (Australian National Young Carer Action Team) in Canberra.

The purpose of the meeting was to continue discussion and planning around the National Young Carer Forum scheduled for 26-27 November 2008. The forum will focus on four key policy areas: education, respite, government and identification. Young carer representatives will meet with politicians to discuss these policy areas and also have the chance to network with other young carer groups from around the country.

Carers Australia is funded by the Australian Government Department of Families, Housing, Community Services and Indigenous Affairs to convene the forum. We look forward to the outcome of this important event.

Carers Writing WorkshopsAs part of a Carers Australia national initiative to develop a book of carers’ stories to be launched during Carers Week 2008, Carers NSW was successful in securing funding to conduct two sets of carers’ writing workshops, which were held in Sydney and Orange in February and March 2008.

Facilitator Anna Maria Dell’Oso, who is a published author, journalist and carer, taught a range of techniques in creative writing, including a number of activities that carers took home or undertook in class. The aim was to give carer participants an introduction to the basic elements of writing, so that by the end of the course, participants would improve their writing skills and gain the confidence to narrate - in their unique voices and styles - the stories of their individual caring journey.

In Sydney 38 people applied for 15 places and in Orange 16 people applied for 15 places.

There was largely positive feedback from the workshop participants...

The workshops also launched the writing careers of three NSW carers, whose stories were selected to be published in “…because I care”, the national carer storybook to be launched in Carers Week 2008. Congratulations to Kathy, Jenny and Nicole whose stories were selected for the storybook, and to all other NSW participants in the writing workshops.

Staff Planning DayThe inaugural Carers NSW Staff planning day was held on Monday 17 March 2008 and attended by 52 Carers NSW staff from across the state. This planning day coincided with an increase in staffing and infrastructure for Carers NSW and an organisational development challenge to become a truly state-wide service provider. A planning committee of staff was established in January 2008, and through this committee consultation with staff prior to the planning day resulted in six areas of significance to front-line employees:

• Becoming an employer of choice.

• Improving our work with Aboriginal carers.

• Improving policy, marketing and partnerships.

• Improving counselling, support and coordination.

• Carer health and wellbeing.

• Continuous quality improvement.

It was agreed by the planning committee that the purpose of the day was to:

• Orient new staff to the organisation, its leadership, culture, people and future directions.

• Provide an opportunity for staff input into the preparation of the upcoming Carers NSW Business Plan 2008/9.

Values underpinning the planning day

Carers NSW acknowledges the value of staff and the important role that all staff play in directing the future of the organisation. “Front-line” service providers in particular hold expertise that is essential to guiding our work in a direction that:

• Meets genuine and real need.

• Ensures our systems and our culture support best practice.

• Ensures our targets are realistic.

The Staff Satisfaction survey on the Staff Planning Day indicated 100 per cent of staff answered in the positive half of the satisfaction scale when rating the overall quality of the planning day – a great result.

regional planning and teambuilding

The Carers NSW Regional Services Team also held a staff planning and team building day, on Tuesday 18 March 2008. The day looked at the following:

• Occupational health and safety (OH&S) in regional offices, which included a fire safety presentation and an agreement by the regional team to carry out a range of OH&S tasks to ensure a safe and healthy work space for staff.

• Education and Training (Family and Carer Mental Health Program) discussed pre and post evaluation measures and standardising the administrative tasks around training and data collection.

• Support and Advocacy (Family and Carer Mental Health Program) discussed client rights and responsibilities, privacy and written decisions to clients and carers.

• Older Parent Carers Program discussed the establishment of their program across NSW and agreed to meet regularly through teleconferencing to discuss their work and provide peer supervision and state-wide consistency.

• Administration discussed the tasks of local administration and developed a number of recommendations for the team to consider.

Carers NSW carries off Mental Health AwardAt the 2007 Mental Health Matters Awards ceremony, held during Mental Health Week in October, Carers NSW was awarded a Partnership Award in conjunction with the Greater Western Area Health Service.

The Award was given in recognition of the two organisations’ collaboration in delivering the education and training programs for carers of people with mental health problems: Foundations, Eight Stage Healing Process, Talk Link and SMILES in the Greater West region.

The Awards recognise individuals and organisations who have worked to improve the mental health of the community over the past 12 months.

CEO provides input to visiting UK Parliamentary Committee on Work and PensionsIn May 2008, Elena Katrakis, CEO Carers NSW, met with and provided evidence to the House of Commons Parliamentary Committee which was visiting Australia as part of its inquiry into work and pensions in the UK—in particular, an inquiry into the effectiveness of the UK’s Department for Work and Pensions existing approach to carers. The key areas of interest were:

• Information, advice and guidance. Are carers sufficiently aware of their benefit entitlements and the support available to them?

• Income and Carer’s Allowance. What is the impact of caring on carers’ earning potential?

• Employment strategy and training opportunities. Is the UK’s Department for Work and Pensions doing enough to address barriers to employment and training for carers?

• Equality, recognition and discrimination. Are there barriers to equality for carers?

Our CEO’s contribution to the inquiry, on behalf of Carers NSW, is acknowledged in the official UK Hansard report from the Committee.

Carer Bonus maintainedThe media announcement that the Carer Bonus for carers receiving the Carer Payment or Carer Allowance (and other eligible payments) would not be included in the 2008/9 Federal Budget generated national awareness of, and support for, carers. The President and CEO of Carers NSW were interviewed by media several times, and the issue was debated in the Federal Parliament. Two important outcomes included the payment of the Carer Bonus in June 2008, and the announcement of the Federal Parliamentary Inquiry into Better Support for Carers in May 2008. The Inquiry is to report in February 2009.

Highlights of 2007/8

Regional Expansion – new offices launchedThe opening of the Broken Hill office in the Greater West region in May this year, along with the relocation of the Dubbo and Coffs Harbour teams to larger premises, highlight the continued growth of Carers NSW’s presence in regional areas of the state.

Two of our regional offices, Coffs Harbour and Dubbo, also showed they meant business when they challenged federal politicians in their areas to outline their parties’ commitment to carers at debates held in the lead up the Federal Election in November 2007.

The debates successfully showcased the work of Carers NSW to the local communities and helped to keep caring on the national political agenda.

Guide to Good Practice launchedDuring July 2007, Carers Australia and the Network of Carers Associations launched the Guide to Good Practice to support the network’s new carer services model. The guide details the principles and features of good practice that underpin quality and effectiveness in the delivery of services for carers. Carers NSW Carer Services has supported continued quality improvement by addressing the relevant good practice principles for the provision of services for carers.

Companion Card launchedOn 20 April 2008, the former Minister for Ageing and Disability Services, Kristina Keneally, announced the NSW Government would introduce the Companion Card Scheme for people with disabilities. The Companion Card, which is yet to be rolled out, will be issued free to people with a disability who require the assistance of a carer to access services and events. An estimated 25,000 people are expected to benefit from the card. The scheme is currently operating in other states successfully, and Carers NSW looks forward to its introduction. The NSW Department of Ageing, Disability and Home Care is currently registering interest through their website.

Board of Directors 2007/8

The Board of Directors meets monthly, and is responsible for the strategic and policy directions of Carers NSW to ensure it achieves its aims for carers. It reviews standards, policies and procedures in accordance with the constitution, and is financially and legally accountable for use of funds.

There are 13 Board members, including four office bearers, with provision for up to three co-opted members. The Board operates a Finance Committee and time-limited working groups on a number of issues.

Member of the Finance Committee

Laraine Toms is a carer with a background in education who has extensive experience as a carer advocate and educator in mental health and more recently in aged care. She has been on the Board of Carers NSW for six years, is co-chair of the NSW Mental Health Priority Taskforce and member of the NSW Health Care Advisory Council. Laraine represents Carers NSW on various state and federal government working parties.

Christine rowell

Vice-President

Member of the Finance Committee

Christine Rowell joined the Board as a co-opted member in November 2005. Christine trained as a school teacher and taught in WA and NSW, then worked in the travel industry from the mid 1970s until the mid 1980s. She then moved to AFS Intercultural Programs, where she worked with volunteers in the selection and placement of young Australians. In 1993 she graduated with an MBA from Macquarie Graduate School of Management, before joining CanTeen in 1994 where she held the position of chief executive officer for nine years. Christine is a fellow of the Australian Institute of Company Directors and has a keen interest in corporate governance in community businesses.

Jim Warren

Honorary Treasurer

Chair of the Finance Committee

Jim Warren was born in Fiji, educated in New Zealand and spent his entire working career, including 25 years as a partner, with Price Waterhouse/PricewaterhouseCoopers. During more than 42 years with the firm Jim lived and worked in four countries and undertook assignments in more than 20 others. He has considerable experience as an auditor and consultant to not-for-profit organisations including the YMCA, Bible Society of Australia and Care Australia. Jim has served on the Boards of the Australian Institute of Management and Australian Institute of Company Directors and is currently on the Board of the Walsh Bay Precinct Association. Jim joined the Board of Carers NSW as a co-opted member in November 2006 and was appointed Treasurer in 2007.

Highlights of 2007/8

Bea Ballangarry named Coffs Harbour Citizen of the Year (2007) Congratulations to Carers NSW older parent carer support coordinator Bea Ballangary (Auntie Bea), who was named Coffs Harbour City Council’s Citizen of the Year at a special Australia Day ceremony this year. Bea received the award in recognition of her extensive contribution and dedication to her local community. Bea, who is also a singer, songwriter and published poet, has an OAM and, in 2007, also became the recipient of the prestigious Grace Roberts Community Development Award.

Gary Thomas wins 2007 NSW Consumer of the Year AwardGary Thomas, Acting Team Leader, North Coast, was announced as winner of the 2007 Consumer of the Year Award for NSW at a ceremony held at NSW Parliament House in October, 2007.

Sherry Carroll selected for National Indigenous Leadership ProgramSherry Carroll, ATSI Carer Support Officer, was one of over 200 Aboriginal and Torres Strait Islander community leaders selected to participate in the National Indigenous Leadership Program 2007/8. The program is funded and coordinated by the Australian Government Department of Families, Housing, Community Services and Indigenous Affairs.

Carers NSW volunteer receives Seniors Week AwardIn April, long-serving Carers NSW volunteer Nina Crown was awarded a NSW Government Seniors Week Achievement Award in recognition of her 14 years as a volunteer with Carers NSW. Nina received her award at Sydney’s City Recital Hall, along with 60 other Seniors Week award recipients. Several members of Carers NSW staff and the CEO were in attendance to witness Nina’s commitment to volunteering honoured.

Felicity purdy

Honorary Secretary

Member of the Finance Committee

Felicity Purdy is a former carer, and has worked with children and adults with disabilities, their families and services for almost 40 years. She is a life member of National Disability Services and holds a number of voluntary and advisory positions concerned with health and severe disability. She has been a member of the Carers NSW Board for eight years.

Steve anthony

Member of the Finance Committee

(resigned from the Board in late 2007)

Steve Anthony is a former Treasurer of Citibank. He worked in foreign exchange and derivatives from 1982-96, including two and a half years in Tokyo. He is an economics graduate from the University of Sydney, and holds a Postgraduate Certificate of Education from Cambridge University, and is the author of Foreign Exchange in Practice. Steve has an 18-year-old son with autism and has been actively involved in the establishment and operation of Giant Steps, a school for children with autism, over the past 12 years.

pam Webster

Member of the Finance Committee

(until February 2008)

Pam Webster is a former carer and has been a Board member since 2000. In November 2005 she was elected as the Carers NSW representative on the Board of Carers Australia and is currently the President of Carers Australia. Pam worked in education, health and welfare areas for 34 years in management, research, evaluation and policy development. She represents Carers Australia on the Australian Institute of Health and Welfare National Centre for Monitoring Arthritis and Musculoskeletal Conditions.

michelle Dellagiacoma

Michelle Dellagiacoma is a carer, and works as a strategic planner with the NSW Government. Michelle is a Board member of the cabinet-appointed Disability Advisory Council; a member and advocate on a number of parent groups; a coordinator of the NSW branch of the Association of Children with a Disability; and the founding member/facilitator of a family support group.

averil Fink

Averil Fink has a long association with many community organisations, including Council on the Ageing, Beehive Industries and Meals on Wheels, and is on the Board of the Retirement Villages Association. She has been involved with carers associations for more than 28 years. Averil cared for her husband who died of a brain tumour in 1997. She received life membership of Carers NSW in 2000.

Dulcie Flower

Dulcie Flower is a Torres Strait Islander who joined the Board as a co-opted member in November 2005. She is a registered nurse and educator, and has worked in Aboriginal health for many years. She has represented Aboriginal and Torres Strait Islanders on many committees and advisory groups, including the Ministerial Advisory Committee and National Diabetes Strategies Group. In 2004 she was elected to the Board of Directors of the Aboriginal Medical Service Co-op Ltd Redfern.

louise gilmore

(resigned from the Board in mid 2008)

Louise Gilmore is a family carer, journalist, author of The Carer’s Handbook (1995), and a lecturer at a college of natural therapies. She has been a member of Carers NSW for 13 years and was President for seven years. She was the New South Wales representative on the Board of Carers Australia for seven years and served three years as national President.

Sara graham

Sara Graham, a former carer, has been a member of the Board of Carers NSW for eight years. She has served on the NSW Home and Community Care State Advisory Committee and currently serves on the Aged Care Working Group of the Council on the Ageing (NSW). She is a founder member of the Advance Care Directive Association (Inc), and is an honorary research associate at the University of NSW where her research interests include the evaluation of community support services.

John King worked as a chartered accountant with Price Waterhouse, now PricewaterhouseCoopers, for his entire professional career. Since his retirement he has worked in a voluntary capacity to provide financial expertise to the Brain Foundation and Sydney Day Nurseries Association.

Sarah lawrance

Sarah Lawrance joined the Board as a co-opted member in November 2005. Her career has spanned 20 years of commercial experience in large and small businesses in the public and private sectors. She currently works in the financial sector managing alliance relationships. Her skills include: people management, effective communication, financial management and business development.

This reporting period has been even more dynamic than last year’s as

Carers NSW continues to grow and extend our services to carers in NSW.

Our Board, staff, volunteers and Friends have continued to manage the challenges

that we face as we, like all organisations in the non government sector, face more

and more complex reporting requirements and expectations from our funders.

During the year the Board decided to stop charging membership fees for individual carers and carer support

groups. This action was taken in recognition of the financial hardship carers face and our desire to ensure

that all carers could have access to our informative newsletter.

Carers NSW membership numbers have grown substantially, not only because of the free membership,

but also because of the increased recognition of carers in the past year in both federal and state politicians’

speeches and policies. The work of the Network of Carers Associations over many years, the increasing numbers

of carers and the highlighting in the media of carers’ difficulties have all played a part.

One person whom we thank for her active media work for carers, and much more, is Louise Gilmore, past

President of Carers NSW for seven years. Louise has recently decided to step down from the Board and

while we wish her well in the new directions she is taking we will miss her greatly. Steve Anthony has also

resigned from the Board during the last 12 months and we thank him also for his significant contribution to

our work.

Over the past year the Board has worked to ensure our organisation continues to be well managed financially.

Our nine regional offices are now well established in their communities, with both Dubbo, and Coffs Harbour,

already having to move to larger premises. A new office was also opened in Broken Hill.

During this reporting period Carers NSW, together with Carers Australia and the Network of Carers Associations,

worked to raise the needs of carers to all candidates standing in the federal election.

In my last report I talked about the launch of the Who Cares? – The Ethics of Caring in a Good Society: national

conversation, national action, a project with partners St James Ethics Centre and Macquarie Group Foundation.

Fifty focus groups were held nationally and an online survey will run from September to the end of October 2008.

Compiling the Annual Report provides a rare opportunity to review and assess the

many and varied challenges and achievements experienced by Carers NSW over

the past financial year. It has been another year filled with new opportunities and

partnerships, change, diversity, growth, review and renewal.

A key priority and focus of the work of Carers NSW over this period has been

capacity building. This has meant building strength, knowledge and understanding

for and with carers, with our external stakeholders, the community and new partners, and, importantly,

internally with our staff through a consolidated organisation structure, learning and development opportunities,

and team work.

With the commencement of the Older Parent Carers Support Coordination Program in five sites across the state,

Carers NSW has welcomed many new staff with varied skills, from diverse backgrounds, with expertise and

community knowledge which has enhanced our growth and response to carers. Our nine regional offices and

locally based staff have truly enabled Carers NSW to realise its role as an accessible state-wide organisation.

A key highlight of the year was the inaugural Carers NSW Staff Planning Day which brought together staff from

across the state to meet, share knowledge and expertise and to together take the organisation forward.

Carers NSW’ partnership with the St James Ethics Centre and Macquarie Group Foundation on the

Who Cares? – The Ethics of Caring in a Good Society: national conversation, national action project was also a

key initiative for 2007/8.

2007/8 has also seen the implementation of some of the key directions and initiatives outlined in the NSW

Carers Action Plan 2007-2012, with a range of new projects partnerships and agencies starting to recognise,

embrace and enhance support for carers in NSW and nationally. This recognition culminated with the Australian

Government’s Inquiry into Better Support for Carers.

At the national level, the Network of Carers Associations has worked together on key priorities and directions to

develop and enhance support and opportunities for carers.

I look forward to the next year and to much anticipated developments and outcomes to better support carers.

CEO’s Report CARER SERVICES Carers NSW Activities

Carer Advisory ServiceThe Carers NSW carer advisory service provides specialist information, assessment for services, guided referral and emotional support for carers via the 1800 Carer Line. The number of calls received during 2007/8 total 15,370.

Carer advisory service staff utilise their skills and knowledge to implement dedicated assessment procedures, in consultation with carers, to identify how the service may best meet their individual needs. Specialised information and resources are provided to carers including culturally and linguistically diverse (CALD) and Aboriginal and Torres Strait Islander (ATSI) appropriate materials. Guided referrals support carers to access respite services, carer support groups as well as a range of medical and disability services. Emotional support is integral to the service where carers require more than information and referral. A challenge for the service has been the evident increase in the complexity of carer calls to the carer advisory service.

National Carer Counselling ProgramThe National Carer Counselling Program (NCCP) provides short term counselling through professionally qualified counsellors, with a particular focus on enhancing the wellbeing and resilience of carers. Counselling enables carers to tell their stories and assists with their development of coping skills, stress management and practical problem solving techniques whilst providing emotional support.

During 2007/8 the Carers NSW NCCP provided counselling for 782 carer referrals, through individual and group face to face counselling and telephone counselling state wide. Emerging trends indicate that carers accessed counselling to address the stress, anxiety and depression associated with their caring role. Managing the caring relationship, problem solving challenges and grief and loss were the most common attributing factors.

“ I wish to pass on my thanks. I am caring for my husband with a disability and at times it has been extremely difficult for me as I have no other support available. The support officer patiently explained what resources are available to me, has given me options, followed up on my enquiries and rang me back promptly, as well as generally being supportive to me.”

“ I had the opportunity to tell my story, to understand my situation without any judgement. This counselling service enabled me to identify key problem issues that I face and helped me to explore ways to bring about some changes. Talking about my situation was helpful at a particularly stressful time and I feel much better”.

Other achievements in 2007/8:

• In association with NSW Department of Ageing, Disability and Home Care, Carers NSW developed and distributed four translated fact sheets for carers that have been printed in 17 languages. Folders of the fact sheets were distributed to 40 CALD specific services and were available as individual sets for carers.

• Carers NSW and the ACT / NSW Carelink and Respite Centres continue working together to formalise our partnership through our Memorandum of Understanding and ensure collaboration to provide high quality complementary services and good outcomes for carers.

• During November 2007, Carers NSW participated in the Toward a Quality Framework national workshop, contributing to discussions about components of a quality framework which connects the Network of Carers Associations work on good practice, performance measures and evaluation.

• During June 2008, the Australian Government Department of Health and Ageing provided one-off funding to Carers Australia and the Network of Carers Associations, including Carers NSW, for counselling and infrastructure purposes.

The Young Carer Project continues to provide information, support and referral for children and young people under 26 years caring for someone with a long-term illness, disability, mental health problem, or drug or alcohol problem.

The Young Carer Project provided young carer camp places for 150 young carers aged 8-25 years in 2007/8 while many other young carers across NSW attended camps, activities and events supported by Carers NSW and coordinated by other organisations. A prime function of the project is building capacity and providing support to organisations and networks that want to develop expertise and services for young carers.

The Carers NSW Young Carer Club continues to attract new members from across NSW, with 290 joining in the 2007/8 period. However, it should be noted 27 per cent of new members, signed up in the first three months leading to ‘Camp Bluegum’. Membership provides young carers with a hard copy newsletter containing information about services, support and upcoming activities. Young carers also continue to join the young carer online community with the young carer e-newsletter, YC E-News, being sent out to 337 online members and 304 subscribers monthly.

The Carers NSW website received 1,218,666 ‘hits’ in the 2007/8 period, compared to 644,396 in the 2006/7 period and there were 70,566 visits to the Young Carer website. This is a substantial increase from the previous year, which showed 49,113 visits.

Many organisations have supported us during this year through financial sponsorship of young carer camps. These include Hawkesbury Rotary Club, Richmond Rotary Club, Australian Unity Foundation, Hamilton Foundation Gift Fund, Nurock Dance Company and many other private donations. This continued support of the Young Carer Project is greatly appreciated.

Family and Carer Mental Health and Older Parent Carer ProgramsThe regional offices have experienced a high level of growth in 2007/8 as a result of further funding to the Older Parent Carer Program (OPCP) and the Family and Carer Mental Health Program (FCMHP).

One key project across the regions this year has been in partnership with the Council on the Ageing. Carers NSW has been commissioned by the NSW Department of Ageing, Disability and Home Care to develop a toolkit of resources for service providers across NSW. This consists of a DVD, fact sheets and posters for Aboriginal and Torres Strait Islander (ATSI), culturally and linguistically diverse (CALD) and general populations, and will be provided to all 16 DADHC regions.

South East Sydney Illawarra RegionThe OPCP continues to grow in the Sydney region. The team has been busy setting up the support coordination for the program and has hired support coordinators and family facilitators. The Sydney staff has been networking with local government and non government organisations by attendance at and contributions to relevant meetings. We also continue to speak at carer support groups and employment services to inform carers about this program.

We have 50 carers who have been supported in many different ways through referrals, to purchasing a range of equipment.

The South East Sydney and Illawarra Family and Carer Mental Health Program have seen its first Koori Yarning camp in the region take off. This is a camp specifically aimed at assisting Aboriginal communities. A laughter workshop held for carers was successful, and to ensure a diverse response to such activities Carers NSW has partnered with different language speaking support groups.

Carers NSW’s aim is to build a more purposeful relationship between carers, consumers and mental health service providers, and this has been both a challenge and a reward. We have been able to partner with organisations such as the Prince of Wales Hospital to provide services on site. We have also had fantastic support from our NSW Health partners.

North Coast RegionThe 2007/8 financial year brought with it significant growth for Carers NSW services on the North Coast. At the beginning of the year there were two staff in two separate offices (Wauchope and Alstonville) working on the FCMHP. We have since increased to four locations and eight staff with offices opened in Tweed Heads and Coffs Harbour.

At the beginning of the 2007/8 financial year we were successful in tendering to deliver the OPCP across the Mid North Coast with two arms to this program – a generic component and an Aboriginal and Torres Strait Islander specific component. The OPCP is based in the Coffs Harbour office and this area increased its staff by four.

Excellent partnerships have continued with the North Coast Area Health Service and the NSW Department of Ageing, Disability and Home Care. Many partnerships with other government and non government organisations across the North Coast have been developed across health, community and disability support services.

Greater West Region This year has witnessed a dramatic growth with increased staffing across this region. Staff has increased from two local staff members 12 months ago to 11 staff. Carers NSW is funded to deliver the OPCP in Dubbo and Broken Hill, and the FCMHP in Orange, Dubbo and Broken Hill. The Dubbo and Broken Hill offices are located in the main shopping areas with highly visible shop fronts.

Carers NSW is busy developing a range of partnerships with government and non government agencies. One example is the FCMHP’s team partnership with the Greater West Area Health Service. Together we have developed a quarterly newsletter providing information about local services, upcoming education programs, and other issues. It is distributed to several hundred local carers, all area health staff, and a range of other service providers and is one way to reach geographically isolated carers in the region.

Over the last 12 months we have held a number of forums. During the last federal election we invited local politicians to attend a debate to raise awareness about carers’ issues. A gathering of the mobs was held in Dubbo to consult the local community and to promote our services within the Aboriginal community. By coincidence, the gathering was on the same day Prime Minister Kevin Rudd apologised to the Stolen Generations. A number of smaller events have also occurred.

The Carers NSW Education and Training team has continued to develop and roll out educational presentations, training and resources. It has also formed new important partnerships. The team also expanded when two additional training officers were recruited in early 2008.

KEY ACHIEVEMENTS

• Carers NSW secured NSW Department of Ageing, Disability and Home Care funding to print and develop a 12 page booklet to assist workers to use the Working with Carers Training Package. The funding included the printing of 200 manuals and 400 CD ROMs and DVD packs for DADHC and 10 training manuals and 100 CD ROMs and DVDs for Carers NSW use. Application was also approved to use the Working with Carers Training Package with Commonwealth Respite and Carelink Centres and Area Health Carer Support programs. (The Working with Carers Training Package was developed by Carers NSW in 2006/7).

• The Family Carers Awareness Training Project is a partnership with Uniting Care Ageing (Sydney region). The project involved the development of a pilot education program for carers and staff in residential aged care facilities. A proposal has been developed to extend this training further and adapt the training package to the needs of carers and staff within the community. The Education and Training team is waiting the outcome of this proposal.

• Three new presentations were developed

~ Caring into the Future – for service providers

~ Ageing Parent Carers – for carers

~ Carer Awareness – for Carers NSW staff members.

• New resources developed

~ We have consolidated the culturally and linguistically diverse (CALD) modules for service providers and carers by collating the resources into one package – making it more accessible and informative.

• Strategic Work

~ Carers NSW Education and Training team contributed to the Network of Carers Associations’ National Education and Training Business Plan. A workshop in Canberra was also attended.

• Carers NSW has received many invitations for guest speaking and for conference or workshop presentations. One example is the Carers NSW Palliative Care Seminar at Nepean Hospital that was hosted by the South West Area Health Unit. The Carers NSW presentation to around 80 health carer workers utilised evidence from the Carers NSW 2006 Palliative Care Project. Its focus was the role of carers who provided support to a person receiving palliative care and the ways in which service providers can refer carers to Carers NSW for carer counselling and specialist advisory and information services.

Key Policy ActivitiesCarers NSW undertakes a range of activities as part of its policy and research work. These fall broadly under the categories of providing advice and participation in committees and meetings, providing submissions and comments on key government policy and program initiatives and providing information to a wide stakeholder group.

Carers NSW contributes to national carer policy direction through input to the National Policy Working Group of the Network of Carers Associations. The experience of NSW carers and NSW Government policy direction informs this input.

There has been a significant increase in political awareness of carer support needs, at a state and federal level. Carers NSW made the following submissions and comments on key NSW and Federal Government initiatives in 2007/8:

Key Policy Activities (cont’d)

OTHER KEY ACHIEvEMENTS FOR 2007/8:

• In April 2008, the Strategic Carer Action Network (formerly the Carers Coalition) was established. SCAN objectives are to support and develop the capacity of non-government organisations in NSW to work better together to support carers. Over 30 organisation representatives expressed interest in joining the network, Terms of Reference were adopted, and a work action plan drafted at the April meeting. The first SCAN activity was input to the Federal Parliamentary Inquiry into Better Support for Carers, which was coordinated by Carers NSW.

• The development of strong partnerships with a range of academic, research, corporate and other stakeholders over previous years has continued. Carers NSW has also built strong links with Macquarie University and the University of NSW.

• Participation in the National Policy Working Group of the Network of Carers Associations, and facilitation of its April two-day meeting held at Carers NSW.

• A communication strategy to raise awareness of, and encourage carers to respond to, the Federal Parliamentary Inquiry into Better Support for Carers was implemented. A template and guide to assist carers in NSW tell their caring story and to identify their carer support needs to the Inquiry were developed and distributed widely. Carers were also able to provide their comments to Carers NSW through a policy-specific email address, or through telephone interviews with Carers NSW policy staff. Similar campaigns were conducted by other members of the Network of Carers Associations, which contributed to the unexpected high number, over 1300, submissions the Inquiry received.

Aboriginal Carer Support2007/8 was a productive year for the Aboriginal and Torres Strait Islander team at Carers NSW.

One of the major projects this year was the development of the Shoulder to Shoulder resource with the NSW Department of Ageing, Disability and Home Care. A booklet was produced with information and support for Aboriginal families with a child or young person with a disability. Carers NSW Aboriginal Policy and Development Officer was part of the reference group that oversaw the development of this resource.

Carers NSW continued the Koori Yarning camps during 2007/8 that bring together elders, carers and service providers in a ‘camp setting’ to talk about the experience of Aboriginal carers and to identify how services can be more accessible.

The Carers NSW Aboriginal Policy and Development Officer continues to participate in various government and non government committees to ensure Aboriginal carers are considered and included in future planning. This includes Chair of the NSW Aboriginal Community Care Gathering Committee, and representation on Alzheimer’s Australia’s National Aboriginal and Torres Strait Islander Dementia Advisory Group, and the Network of Carers Associations Indigenous Carers and Communities Advisory Group.

Carers NSW continues to focus on ensuring Aboriginal carers and communities are aware of, and have access to, all projects, activities and services that are available to other carers. This is largely done through sharing stories and word of mouth within Aboriginal communities so that carers encourage other Aboriginal people caring at home for family or friends to recognise their important role and ask for culturally sensitive support.

Aboriginal carers support needs were one of the main focus areas in the Carers NSW submission to the Federal Government’s Better Support for Carers inquiry.

Communications Marketing and Communications strategies have continued to increase awareness of the organisation and generate new media and marketing opportunities.

Carers Week 2007 was a successful event. The NSW Department of Ageing, Disability and Home Care funded Carers NSW to coordinate grants for organisations and carer support groups to hold events for carers across the state during 2007 Carers Week. As part of this funding, Carers NSW designed media kits to assist the successful grant applicants raise awareness of their activity.

• 103 activities for carers were advertised on the Carers NSW website and in a special lift out section in Carers News August/September edition.

• 59 reusable, specially designed Carers Week banners were hung around the City of Sydney.

• Carers Week resources (posters, balloons and general Carers NSW marketing collateral) were distributed to approximately 22 organisations.

• Media monitoring of all NSW media outlets during 1-31 October resulted in 67 media mentions of Carers NSW and Carers Week.

• A special edition of ABC Tv’s Compass program, focusing on young carers and produced with the assistance of Carers NSW, was shown on Sunday 7 October.

Carers NSW publications continued to expand in the last year. In mid 2007, Carers News transitioned into a 16 page, full colour publication; the result of a Carers NSW survey and feedback from readers.

The e-bulletin, the electronic newsletter sent bi-monthly to health professionals, service providers, academics, policy makers and carers also continues to grow.

Approximately 550 individuals or organisations are now subscribed to the e-bulletin, up from 429 a year ago.

Continued efforts have been made to extend the reach and interest of the e-bulletin with special emphasis on:

• News and events (while still continuing to include recent research on carer issues).

• Proactively including information about Aboriginal carers.

• Reporting on progress of carers who nominate as advocates to develop policy and improve practice in other organisations.

The Tom Fink Library also continues to develop its collection of carer-relevant material, with a librarian available to assist the general public in its use.

A new national website will launch in Carers Week 2008. The site was developed with funding from the Australian Government Department of Health and Ageing, and has been designed to allow for one website for all Australian carers, while providing flexibility for each state and territory to produce customised content relevant to their own region. The site is the result of ongoing consultation with carers, the Network of Carers Associations and, internally, a lot of hard work from the National Website Working Group.

The past year has seen unprecedented growth in both media and political interest in carer’s issues, nationally and on a state level. The ABC program 4 Corners kept caring on the national agenda in May 2008, with a 50 minute program called ‘In My Shoes’, which featured NSW carers and looked at the personal side of caring and the current political debate that surrounds carer issues. We look forward to harnessing further media interest in the year ahead.

The principal activities of Carers New South Wales Incorporated during the financial year were to represent carers and to advance the interests of carers. It is the peak organisation for carers in New South Wales.

Significant Changes

No significant change in the nature of these activities occurred during the year.

Operating result

The surplus for the financial year amounted to $149,228.

This statement is to be read in conjunction with the Auditor’s Report

Carer Representation Program The Carer Representation Program is in motion, with the appointment of a Carers Representation Project Officer in May. Carers NSW continues to receive requests for representation on committees, at community events and in the media.

We have been contacting past carer representatives and recruiting new carers. Current representatives include people from Broken Hill and Bathurst, young carers and Aboriginal carers. Training provided to the carer representatives covers the different types of carer representation and gives participants an opportunity to practice and prepare for these occasions.

The focus is now on recruiting carers from culturally and linguistically diverse backgrounds and from other areas in NSW. The aim is to strategically increase carer representation across the broad range of caring situations in NSW.

1. SummarY OF SIgnIFICant aCCOuntIng pOlICIeS The financial report includes the financial statements and notes of Carers New South Wales Incorporated, prepared in order to satisfy the requirements of the Associations Incorporation Act of New South Wales 1984. The Board of Directors has determined that the accounting policies adopted in Note 1 are appropriate to meet the needs of the members.

Basis of preparation The financial report is a special purpose financial report that has been prepared in accordance with Australian Accounting Standards, Australian Accounting Interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Associations Incorporation Act of New South Wales 1984.Australian Accounting Standards set out accounting policies that the Australian Accounting Standards Board (AASB) has concluded would result in a financial report containing relevant and reliable information about transactions, events and conditions to which they apply. Material accounting policies adopted in the preparation of this financial report are presented below. They have been consistently applied unless otherwise stated. The financial report has been prepared on an accruals basis and in accordance with the historical cost convention.

(a) grants for the acquisition of fixed assets Fixed assets and equipment acquired from grants received are expensed in the period of acquisition in the relevant programmes for grant acquittal purposes and are capitalised and included as income in the General Fund for statutory reporting purposes. The forgoing represents a change in the basis of accounting refer Note 8.

(b) grants in advanceIt is the policy of the Association to bring Grants Received to account during the period to which they relate, rather than the period in which they were received. However, certain Grants received during the year, and in prior years, did not have an expiration date, or were not fully expended at 30 June 2008. The balance of grants outstanding/ grants in advance at 30 June 2008 are listed in Note 4.

(c) employee entitlementsProvision is made for the Association’s liability for Annual Leave and Long Service Leave arising from the services rendered by employees to year end.

(d) Income tax The Association is exempt from paying income tax due to its classification as a charitable institution under S50-5 of the Income Tax Assessment Act (1997).

(e) property, plant and equipment In previous financial reports, items of property, plant and equipment funded by grants were expensed to the particular grant project in which they were used. In this financial report, items of property, plant and equipment funded by grants have been capitalised with the related income being shown in the General Fund.Each class of property, plant and equipment is carried at cost or fair value as indicated less, where applicable, any accumulated depreciation and impairment losses. Plant and equipment are measured on the cost basis less depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets’ employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts.

Depreciation Depreciation has been charged on previously capitalised fixed assets at rates assessed to match the costs of the assets over their economic life.

Vale Joan Bullock and Ida GouttmanSadly two former long-term volunteers of Carers NSW passed away in early 2008. Joan Bullock, a volunteer for 21 years, passed away on 14 March 2008, aged 88. Joan was also our Board Secretary and was awarded Life Membership of Carers NSW in 1997. Joan started volunteering for Carers NSW at the end of October 1984 and continued until ill health caused her to retire at the end of 2005.

Ida Gouttman, who volunteered for nine years, passed away on 16 March 2008, aged 92. Ida started volunteering in January 1994 and continued until she moved to Melbourne in 2003.

We pay tribute to these dedicated women.

The Young Carer team also wishes to thank all the young carer volunteers who have kindly donated their time to help run the Young Carers Camps. The incredible support and dedication from these volunteers continues to be appreciated.
