During the last year the war has necessitated many changes affecting the school. The war departments have made many requests to which the schools have tried to co ­operate. Stress has been asked on subjects such as arith­metic, mathematics and Science. We have tried to follow these requests so far as it seems advisable. Stress has been asked on shop work of many kinds, this we have not been able to do.

Physical education has become a required subject. The reason for this is quite simple. It has been found through the Selective Service that a very high percentage of boys are physically unfit for service. Likewise many girls who have gone into industry have not been able to handle the job, because of physical unfitness, and many accidents have resulted due to this.

The armed services and industry all agree that until this war is over, every individual must work harder than ever before, and that the physically fit individual is the one who can do the most and, more important, are the ones who are more able to protect themselves and so prevent personal injury.

If this is a protective measure to your boys and girls then we are more than willing to cooperate.

Although the teachers have not asked for it, a part of tjhe rationing program has been given to them. And they have been willing to do anything of this sort to help the war effort. I know that I speak for them in thanking you as a citizen of Bridgewater for your cooperation in these pro­grams. I also wish to thank publically all citizens who have volunteered and assisted the teachers in these pro­grams.

Looking into the future it would seem that there may be some very marked changes in the High School program — changes which would help the war effort. These changes in the past, and probably will be in the future, have been for the better. Most changes have been toward more practi­cal subjects, subjects which have a real use both now and after the war. We hope they will contnue as such.

REPORT OF SUPERINTENDENT OF SCHOOLS

To the Superintending School Committee and Citizens ofBridgewater:

In accordance with custom and the laws of Maine, I herewith submit my annual report of the public schools of Bridgewater.

All schools in town opened on October 7th with ap­proximately the same enrollment as the previous year. However, there were fewer pupils wdio entered school fo r the first time this past fall. There was a considerable turn­over in teachers but the new ones have fitted themselves in­to the general picture and are doing a very commendable piece of work. Mr. Irving Ingerson, of Patten, was elected as the Principal of the Grammar School. Miss Beulah O’Roak and Miss Erma Grant fill the position in the Inter­mediate Building, and Mrs. Viola Nickerson has replaced Miss Phyllis Clark, who resigned to enter the F. B. I., as teacher of Sub-Primary and Grade I.

The teachers have had the difficult task of rationing to do. 'This has meant extra time and work for them, but they have done the job willingly and efficiently.

The physical fitness programs we have been asked to institute in the secondary schools have shown plainly that more attention should be paid to this part of the education­al program in the elementary schools. In order for this program to function efficiently, a supervisor for health and physical education should be added to the elementary staff. The State subsidizes about half the salary for this position.

The past fall and winter the state nurse and doctor have given diphtheria innoculations to a number of pupils in the schools. The town should see that funds are made• • * i ’ •available this spring to give smallpox vaccinations to the school children. This precautionary measure may be the means of saving a good many lives.

The textbook situation in the Village School is show­ing a marked improvement and in another year every grade should be well equipped with all types. The grade schools made some money last year, which will go into some much needed reference material for the upper grades. There is also a great need for additional reference material in the High School. New library tables and shelves should be put in one of the rooms of the Academy. Maps and globes should be added next year.

I wish to take this opportunity to express my apprecia­tion to the Superintending School Committee, teachers and all the the citizens of Bridgewater for their sincere cooper­ation in all things connected with the welfare of the schools. It has been a pleasure to serve the community as Superin­tendent of Schools.

In the name of the State of Maine you are hereby requested to notify and warn the inhabitants o f the said Town of Bridgewater, quaified to vote in Town Affairs, to assemble at the Town Hall in Town of Bridgewater on Monday, March 29th, 1943 at ten (10) o’clock in the fore­noon to act on the following Articles,' to wit:

Art. 1. To choose a M oderator to act at said meeting. '

Art. 2. To choose a Clerk fo r the ensuing year.

Art. 3. To see if the Town will vote to accept the Town Reports as published by the Selectmen March 10th, 1943.

Art. 4. To see if the Town will vote to adopt the Town M anager form of government for the ensuing municipal year.

Art. 5. To see if the Town will vote to instruct the Selectmen to em ploy a Town M anager under the provis­ions of Chapter 130 o f the Public Laws o f 1939, and auth­orize the Selectmen to fix the compensation o f the Town Manager.

Art. 6. To see if the Town will vote to elect, and elect, five inhabitants o f the Tow n of Bridgewater to be Selectmen, Overseers o f the Poor, and Assessors o f Taxes, respectively, the tenure o f office, o f said Selectmen, Over­seers o f the Poor, and Assessors of Taxes, one to hold o f­fice for the term of one year; two Selectmen, Overseers o f the Poor, and Assessors of Taxes to hold office for a term of two years; two Selectmen, Overseers o f Poor, and Assessors o f Taxes to. hold o ffice for the term of three years; in accordance with the provisions o f Chapter 5, Section 13 of the Revised Statutes of 1930 and to fix com ­pensation for same.

Art. 7. To choose all necessary Tow n Officers fo r the ensuing year.

Art. 8. To see what sum o f money the Town will vote to raise and appropriate fo r the Support o f Schools.

Art. 10. To see what sum of money the Town will vote to raise and appropriate for the purchase of School Supplies.

Art. 24. To see what sum o f m oney the Tow n will vote to raise and appropriate for Firemen Salaries and Support o f Fire department.

Art. 25. To see if the Town will vote to raise money for the purchase o f new hose fo r the Fire Depart­ment and if so what amount.

Art. 27 To see what action the Town will take re­garding Snow Removal from roads during the Winter 1943-44.

Art. 28 To see what sum of money the Town will vote to raise and appropriate for the purchase of Snow Fence.

Art. 29 To see if the Town will vote to raise and appropriate the sum of $139.00 for the 1943 maintenance of improved sections of Third Class Roads, or to be used in conjunction with the State apportionment for the con­struction of Third Class Roads.

Art. 30 To see if the Town will vote to authorize the Town Treasurer under the direction of the Selectmen for such sums as the Selectmen shall see fit to accept therefore, to sell and convey all right, title and interest in, and to such parcels of land which have been forefeited to the Town for non-payment of taxes.

Art. 31 To see if the Town will vote to authorize the Selectmen to bring writs of entry for the recovery and possession of such lands (parcels) as have been conveyed to the Town for non-payment of taxes and time of re­demption having expired.

Art. 32 To see if the Town will vote to instruct the Superintending School Committee to make arrange­ments with the Trustees of B. C. A. for the tuition o f High School students.
