Dear Community Friends,

We are pleased to present our annual report for the fiscal year ending August 31, 2015, marking 31 years of community service in East Texas.

Our mission is to build safe and vibrant communities by providing services pertaining to education, training, counseling and mentoring, encouraging individuals and families to lead happy, healthy and productive lives.

Alcohol and substance abuse prevention and education remains a high priority in much of our program services. We have just completed our second year in a five year substance abuse prevention contract with the Texas Department of State Health Services. We serve 13 counties in East Texas through three community coalitions to reduce underage drinking, youth marijuana use and prescription drug abuse. Through these coalitions, we concentrate our prevention efforts on educating parents and the larger community on the high youth use of these substances and formulate strategies and effective community engagement to reduce youth substance use.

We also completed the third year of our innovative Youth Counseling Program. In this program we place licensed counselors in area school districts and with juvenile probation departments to help youth learn how to cope with and overcome the problems that prevent them from achieving success. Our community should be aware of the growing need for youth mental health and behavioral counseling on school campuses. Through our unique service we provide an affordable approach for school districts to utilize licensed professional counselors without having to start a new program and usually for less cost.

Through all of our programs, now and in the future, our goal is to teach people how they can succeed from their own unique starting point. So all of our efforts are geared with our motto in mind, “Education leads to knowledge, training leads to understanding, and counseling and mentoring lead to wisdom.”

With the help, confidence and support of the larger community, we will continue to make our communities a better place to play, learn, work and raise families.

WHAT WE DOCOUNSELINGOur Youth Counseling Program places licensed mental health counselors on campus at local public schools and juvenile probation offices. Of the 20% of students who need professional counseling, 80% never receive it. This program ensures that students who are referred to mental health counseling receive it. We are able to provide this low-cost service due to community support, including funding from the United Way of Smith County.

WHAT WE DOCOMMUNITY COALITIONSOur coalitions bring concerned community members together to prevent substance abuse among East Texas youth. We have three coalitions that cover 13 counties. The East Texas Substance Abuse Coalition covers Smith, Rusk, Cherokee, Henderson and Van Zandt counties. Smart Start Coalition covers Marion, Harrison and Gregg counties. Northeast Texas Coalition Against Substance Abuse covers Titus, Morris, Cass, Franklin and Bowie counties.

During the year:

7 million impressions were made with a substance abuse prevention message

105 presentations to 3,697 people

Positive Action, a prevention curriculum, was implemented at a local school

More than 50% of the Rusk County alcohol retailers put up cooler stickers with a message against underage drinking

Raised the perception of harm against synthetic drugs among local students

Partnered with Kilgore Middle School for a long-term strategy to prevent underage drinking
