President’s ReportI have great pleasure in presenting my report for the 2015-16 season. It has been a privilege to serve as your President for the past two years.

The role of Bowls WA President is twofold. The first is to oversee the operational side of the bowling season which is managed by the CEO and his staff and the various committees. The second and probably more important is the strategic role where as part of the Board we plan for the future so as to make bowls in WA better and stronger.So what has been done, or is planned, to make clubs stronger and better able to not only survive, but thrive.

► Bowls Connect is now well established and now universally used throughout WA with benefits to clubs and their members.► Proposal to implement club affiliation fees to replace the outdated capitation model of a levy against members.► Major changes planned for the 2016-17 pennant season to try and revitalise the competitive season.► In conjunction with Bowls Australia have added another Regional Bowls Manager to assist clubs with a varied and wide range of activities.► Additional funding for high performance and marketing and promotion.

FinanceElsewhere in this Annual Report you will find detailed accounts and a report from our Finance Director. These identify a small surplus for the 2015/16 season which is an excellent result and a credit to the CEO and his staff. I would also like to thank Finance Director Lisa Featherby for the professional and competent manner in which she handled her portfolio.

Marketing and ParticipationMembership as measured by our capitation returns continued to decline in the last 12 months, but by not as much as the previous three years, but a decline nevertheless. The metro fared worse than the country.

Sadly our capitation system allows clubs to be dishonest and not capitate members they should, substantially reducing the amount paid to Bowls WA, requiring capitation to be increased each year. Therefore those club members paying capitation are subsidising those that do not. This is a sad indictment on all clubs that allow this to occur and a compelling reason for Bowls WA to propose a change to the club fixed fee model.

Whilst competitive numbers decline in all states around Australia, bowls as a game played socially continues to increase by around 15% each year.

This has to be good for the game and for clubs, who need to embrace the opportunity this provides and turn it into club membership either as playing or social members.

PartnershipsWe continue to be indebted to the Dept. of Sport and Recreation for their ongoing support by way of grants to Bowls WA and their generous support of many clubs in WA through the CSRFF grants. We have developed a strong relationship with DSR through our CEO and this was highlighted by the attendance of the Minister of Sport and Recreation the Honourable Mia Davies at out Awards Dinner in May.

We also thank BCIB who sponsor metropolitan pennants and Crown Perth for their contribution to our Awards Night.

We also acknowledge Seniors Recreation Council, Bowls Elite, Henselite and Aero Bowls.

CountryIn my two years as President I have made a sincere effort to visit as many country clubs as possible and in this time I have been able to visit over 70 clubs. This has been very helpful to me in understanding more about country bowls and the unique challenges country clubs face.

My thanks to our Country Director Linda Deegan-Humphries who has worked tirelessly on behalf of country clubs and is a strong advocate for country clubs and bowlers at the Board table.

Also my thanks to the Country Committee and the Zone and League committees for the great work they all do. It is for them a huge commitment both in time and effort and I applaud them all.

Bowls ConnectThe Bowls Connect website is now well established and used in almost in all clubs and Leagues with benefits to clubs and members.

Bowls WA is the envy of all other states and acclaimed by Bowls Australia as the most proficient around the country, with our Operations Manager Aaron Delaporte the go to person for issues that require clarification or resolution.

Bowls AustraliaWe continue to strengthen our relationship with the Bowls Australia Board and staff. We were pleased to welcome the BA President Nigel Smith and CEO Neil Dalrymple to our Awards Dinner in May.

BA have decided to take over the management of the Over 60’s Side series and provide some funding, as they accept that this age group is the fastest growing of any age group within competitive bowls.

This year the Over 60’s Side Series will be in Perth at the Osborne Park club in early October.

BoardIn October Con Migro resigned from the Board to take on the role of President of the Yokine Bowling Club. Con made a strong contribution to the Board as chair of the Marketing and Participation committee.

The Board invited Marc Abonnel to join the Board to fill this vacancy and in January Tim Murray joined the Board to fill a casual vacancy.

Most Board members whose two year term is up, are available for re-election with the exception of Therese Hastings, who after 4 years is stepping down to concentrate on her other BA and BWA roles. The Board will miss her contribution around the Board table, but delighted that she is to continue to play an active role in bowls in WA.

My thanks to Kerry Anderson, Deputy President and chair of the BMC, a very challenging and important job. Kerry has been of great support to me and I value her wise counsel.

My sincere thanks to all the Board for their support and for their commitment in working towards making bowls in WA the best that it can be.

Bowls WA StaffThe Board and the WA bowling fraternity is indeed very lucky to have such outstanding staff running the affairs of Bowls WA. The CEO has wonderfully supported myself and the Board, as have his hardworking and dedicated staff.

Also well done to our volunteer committees for without them and their commitment to help manage bowls affairs and events we would be very hard pressed.

Chief Executive Officer Report

The past 12 months have been challenging for the staff as we have continued to seek to provide further services to our clubs with a tightening of resources available to us. This is not a criticism of anyone, but rather an economic fact as our traditional income streams of capitation, sponsorship, government support and investment income remain under pressure. Costs have been minimised wherever possible but importantly that must be balanced against the critical need to “grow the sport” which needs resources (both human and monetary) – it is a tricky balancing act.

As a result the Annual General Meeting will determine whether the means of funding the sport in WA via its membership will change. Irrespective of the outcome of the vote, the current age old capitation system is broken and will remain broken whilst capitated club membership continues to decline. Change is required for without a strong, financially viable overarching Association to assist in governing the sport, the game as we now know it will surely die – and the current administration will not let that occur without a determined fight.

Finance

I have already mentioned the tough conditions in which to run a sporting organisation; therefore it is very pleasing to post a small surplus of $6,908.00 for the financial year. Specific details are recorded elsewhere in the Report, but in general the surplus was built upon a 4% decrease in expenditure, a better than budgeted capitation income (albeit we lost a further 520 capitated members) and a slight increase in our competitions income. Returns on investments are also of course at historic lows, particularly given the Association’s position of only investing in very low risk investment opportunities.

Corporate Partners

We continue to be fortunate in having a strong level of corporate support for the game in WA. BCiB now moves into its 5th year as the major sponsor of our metropolitan pennant competition and continues as one of the country’s greatest financial supporters. Henselite similarly have continued its support of Country Week and our State Triples, Crown Perth provide wonderful assistance in the hosting of our Annual Awards evening, Bowls Elite through local player Kyle McIlroy and Aero Bowls provide continued assistance in various events with the Seniors Recreation Council renewing a commitment to our Over 60’s Mixed Pairs event, which grows in popularity.

This state is fortunate to have strong financial and non-financial support from the Department of Sport & Recreation. Many programs are assisted by their funding, including huge support at club level via the Community Sport and Recreation Facilities Fund and at all times are most supportive in guiding sport’s such as Bowls through the myriad of issues that crop up seemingly on a weekly basis. Our thanks to DSR in spite of their own difficult budgetary challenges.

Club support

Over the past year the Association has refocussed on providing our 207 affiliated clubs with as much on the ground support as possible. A new Standing Committee of the Board was formed, the Club Development Committee chaired by Marc Abonnel and includes a number of current and past Club President’s on the committee in addition to Bowls Australia Regional Development Manager in Clive Adams. This committee has been charged with the responsibility of seeking specific means of assisting our clubs and already has run training evenings on matters of great interest and relevance to club operations. This area will be a very real focus of future planning with a goal of making our club administrations as strong as they can be, with an end result of long term financial viability and strong governance principles.

Changes in the wind

As I have mentioned in previous reports and via Jack Hi, the option of doing nothing as numbers slowly decline is not on the table. Significant work has been carried out by the Fixtures and Events Committee on the future pennant structure in an effort to make it more attractive to both current and prospective members. These changes will kick in for the back end of 2016/17 with promotions and demotions altered in order to cater for a 14 week, 8 team pennant season in 2017/18. Options for members is the key with a new fast paced 4 week triples competition to be introduced to liven up the game, in tandem with the shorter pennant season. This will be on trial and closely monitored with some tweaking inevitable, but it is important that clubs embrace this and seek to excite and involve members to reinvigorate our sport. It will not be a magic pill to solve all issues – but it is an important start!

Board and Staff

My thanks to the Board for the support it has provided over the course of the year to myself and the staff. WA is fortunate to have a strong Board that understands the issues at grassroots level and continues to work for the betterment of the game at all levels.

The staff of Bowls WA is the best in the country. Much is done by a relative few, with Pieter Harris running seamless events and competitions, Aaron Delaporte the leader in administering the Bowls Connect system in WA, Liz Rolt with over 20 years experience in our accounts area does the work of two people, Denise McMillan has transformed the Inclusive Practices area to be a leader in WA for those less fortunate than most, with Clare there to tie everything together. Although Bowls Australia based, Clive Adams has built an enviable reputation amongst his fellow RBM’s, already supervising RBM’s in other states and territories and we welcome Shenayde Heldt as our 2nd RBM to commence in July. We have a great team and I thank them most sincerely for their tireless efforts.

Finally a thank you to Neil Dalrymple and his staff at Bowls Australia. They have many competing interests and each of our states and territories run the game in differing ways. The strong collaborative approach taken by Neil and BA is much appreciated and we look forward to continue to work with them for the betterment of the game in WA.

Bowls Management CommitteeWith the overarching responsibility for the game of bowls in this State, the Bowls Management Committee is aware of the need for new ideas to encourage more players into our great game.

Our operational committees are always hard at work, to bring their ideas to the table for consideration by the BMC Committee.

Marc Abonnel was appointed to the committee in August, in the position vacated by Peter Falconer, following which he moved to a casual vacancy on the Board.

The Fixtures and Events Committee spent many hours developing a new format for the pennant season to be introduced in 2017/2018. The recommendation, when first presented to the BMC was received with acclaim, and now as you are all aware, is on the agenda for the near future.

However a prior proposed mixed gender pennant competition did not eventuate, due to a lack of interest.

I commend the Fixtures and Events Committee, and particularly, Pieter Harris, for the work involved to bring the new Pennant structure to fruition.

The Umpires Committee, led by Mike Goble-Garratt keeps us informed of any changes to the Laws of the Game and how they are to be interpreted. It was with sadness that we noted the passing of George Bydder, a long standing member of the Umpires Committee.

The Greens and Infrastructure Committee now has an agreed process for the inspection of greens. This ensures that all clubs are assessed using the same criteria.

The High Performance and Coaching Committee have recently undertaken a comprehensive performance review with DSR, with improvements being considered at Board level.

Conditions of Play were revised to lift restrictions on country members to play mid-week metropolitan pennant, on the proviso there was no clash with their Home Club’s pennant competition.

Comprehensive Bowls Connect training was held in regional areas, with thanks to Aaron Delaporte and Clive Adams.

John Goddard resigned from the committee in April. I thank John for his time on the committee.

With the Field of Play Rules and associated Conditions of Play to be revised during the winter break, the various committees are still active, to ensure that the forthcoming season runs smoothly.

My thanks go to CEO Ken Pride, and the BMC committee members, for their valuable commitment and support during the year.

With the proposed Fixed Fee Club model on the table, and a revised pennant competition in the near future, I look forward to leading this committee into an exciting time in the association’s history.

CountryCountry Clubs are continuing to feel the impact of declining populations and sponsorships.

A Zone and League Boundary Review resulted in a recommendation for no change to both Southern and South-West Zones. New models for pennant competitions were given in an attempt to alleviate the frustrations felt within some Leagues. Some responses to these findings have been received and ongoing discussion and consultation is current.

The September meeting of the Board of Directors was held at Brookton Bowling Club followed by an open forum attended by few interested country members who brought several items of concern to the notice of the Directors for discussion. The question is now asked if this initiative is worthwhile given the lack of support from Country bowlers this past year.

Severe fires devastating the Esperance and Yarloop areas saw Country Clubs raise considerable amounts of financial support for these affected areas. Scaddan lost their Clubhouse and greens and are working strongly as a community to re-establish their facilities whilst Yarloop offered their Club as shelter for those in need.

Congratulations to those Clubs who have upgraded their facilities in this season. Your members and volunteers must be acknowledged.

Mandurah APL Cup 2015

An exciting and inspiring competition which drew accolades from Country Bowlers saw men and women from both metropolitan and country clubs competing under the roof of the Mandurah Bowling and Recreation Club to battle for ultimate state-wide bragging rights.

The event was staged over a single weekend on September 26th and 27th in a carnival format of one hour games making for a fast paced, action packed festival of bowls.

Each club was guaranteed at least seven matches making for a great opportunity for club members to support their clubs in high stakes bowls action. We look forward to this year’s event.

Inter Zone Round Robin

Inter Zone events this season displayed some exciting bowls. The Men’s event was hosted by Kalgoorlie and won by Northern Zone and the Women’s event was hosted by Emu Point and won by South West Zone.

Eastern Zone took home the Women’s Pairs trophy in a tightly contested event hosted by Wonthella. Great excitement was displayed in this win.

Congratulations to the winners and to the Clubs that hosted these events.

Country Week

A strong Country contingent descended upon the Metropolitan area in March and April. Competition was fierce and camaraderie was enjoyed by both the Men and Women competitors.

The Country acknowledges and thanks those Metropolitan Clubs, their Greens Staff and the Catering Staff that hosted the many rounds of events over that period.

Country Coaching Enhancement Scheme

Coaching was enjoyed by selected players at four venues during August 2015. I attended three of these sessions and was impressed by the enthusiasm shown by both participants and the coaches.

I acknowledge the time and effort volunteered by the State Level Coaches. The results of this program were visible at the ILRR’s and IZRR’s.

Bowls WA Events

Noelene Abe and Kerry Andersen won their fourth State Pairs title winning 2015/16 Bowls Elite Women’s State Pairs final at Hilton Park Bowling Club. They are the event’s most successful combination in its history.

Other notable results by country players included the Women’s Over 60’s Pairs won in a great contest by Noelene Keeffe (Gingin) and Rinske Butcher (North Beach), Lee Poletti, Kerry Andersen, Vicki Spragg and Bev Scott to take the 2015-16 Women’s State Fours and the Women’s State Singles runner up Noelene Abe.

Country Awards

Congratulations to the winners of the various annual awards presented at the magnificent Annual Awards Night at Crown.

I have enjoyed my second year as Country Director. It is my privilege to represent Country Bowlers and with the Country Committee, once again look forward to the year ahead.

I sincerely thank Anita Cowan for her considerable contribution to the betterment of Bowls in the Country. Anita is standing down at the end of this term. Sincere thanks also to Ken Pride and the office staff for their continued support and to the band of Staff and Volunteers who ably managed each of the Country Week Competitions.

I congratulate every player who entered competitions this year. Without participants there cannot be winners.

Club DevelopmentEstablished this year following a review of Bowls WA operations the Club Development Committee (CDC) has a clear objective to help bowling clubs to be successful by providing support and resources in many vital areas. Whilst the committee is fairly new the members are committed and enthusiastic about helping clubs survive and thrive in what is currently a tough time for many clubs in Western Australia as the traditional pennant bowling club members continue to decline.

Governance, financial viability, membership recruitment, management and marketing, infrastructure maintenance and investment, promotion and development programs, sponsorship and grants, along with club compliance are just a few areas that this committee has already began looking at to assist clubs.

Currently in development is an online resource centre which will cover all these areas and more, to be established through a new area of the Bowls WA website it will include documents, links and forms so all club and members can access this valuable information easily.

Development courses will be run throughout the year similar to the last major course which was at South Perth Bowling Club conducted over three nights. The course was hosted by Sports Community and covered three major topics

1. Bowls club leadership in a changing world. 2. Marketing and Promotion in a connected world 3. Creating sustainable participation and membership growth at your club.

These sessions were highly valued by those who attended.

There is also the individual club support available via the Bowls Australia Regional Bowls Managers (RBM’s) being Clive Adams and Shenayde Heldt. The role and purpose of the RBM’s is very much aligned to the CDC and we will continue to work with them for the benefit of our clubs. The RBM’s work primarily on developing the health, financial viability and sustainability of clubs, Grants & Sponsorship, Bowls Australia participation programs (Jack Attack, Jnr Jack Attack, State Sporting Schools), Websites, Social Media, Bowls Connect and Local Council relationships.

Over the coming months the committee will be working with clubs to find out what areas they mostly need help and implementing new courses and workshops. We welcome feedback and any ideas that you feel can improve or support our bowling clubs.

Finally thank you to the committee for the progress made so far and I look forward to working with them over the course of the next twelve months.

Greens & InfrastructureThe Greens and Infrastructure Committee members started their 2015-2016 season in August with a workshop at the Cambridge Bowling Club. With Cambridge having in place a carpet, a grass and a sand filled synthetic surface, this allowed the committee members to discuss the varied issues on different surfaces that they have encountered in previous years.

The workshop allowed the committee to formalise and regulate procedures when undertaking inspections and this proved invaluable during the season when future discussions took place regarding variations of the issues previously worked through at the workshop.

The annual inspections were conducted during the first and second weeks of October with a pleasing increase in the general standard of grass greens from previous years. Due to this, many clubs had enough grass greens to start the pennant season without last minute re-inspections being necessary.

In general the older carpet greens are still a concern with clubs needing to consider what they are going to do with them in the future.

The newer type of sand filled synthetics being laid continues to improve however time will tell regarding their longevity as a true surface.

At the start of the 2016-2017 Pennant Season there were 131 grass greens, 32 carpet type greens and 33 sand filled greens. It is expected that by the time the 2017-2018 season inspections commence there will have been an increase in the number of synthetic type surfaces as clubs continue to seek funding through the Department of Sport and Recreation for either putting in new synthetic surfaces or replacing existing ones.

One of the major concerns again this season was the rise in greens having rebounding ditches. This is an issue that can happen at any time for no apparent reason. However with closer inspections these issues can quite often be solved quite quickly with minimal expense. Clubs are required to be vigilant with this issue as it can happen anytime before or after inspections have taken place rather than waiting for complaints to be made to the Bowls WA Greens and Infrastructure Committee.

At the October inspections, clubs that had non fixed pegs and rink number were told that they had to be fixed to abide by the Laws of the Sport. This was reinforced at the end of the season with a memo going to all clubs explaining the requirements for the 2016-2017 season. Many clubs already have the correct equipment or fixed their issues immediately. It is down to the last few clubs to complete the process this winter ready for the October inspections.

During the year I was invited on behalf of Bowls WA to join the UWA Turf Industries Research Steering Committee. This committee is responsible for developing and implementing turfgrass research in WA and was established in 1995. Although some agenda items do not directly involve what bowling clubs do with their grass, it is an opportunity to learn what advances are happening in turfgrass and to develop much needed contacts within the industry. These contacts are sure to be valuable in the future as the turfgrass industry continues to face difficulties in the future as the synthetic surfaces continue to improve.

Lastly I would like to thank all members of the Greens and Infrastructure Committee for the time they volunteer in sometimes difficult circumstances and the support provided by the Bowls WA Board and staff.

Fixtures & EventsThe challenges facing the Fixtures and Events Committee (F&E) are becoming increasingly evident as player numbers dwindle for a variety of reasons. Our committee is determined to leave no stone unturned in attempting to make the Bowls WA calendar suit the requirements and needs of our clubs and their members.

I again acknowledge the hard working members of the committee who not only oversee the updating of the ‘Field of Play” rules and “Conditions of Play” for both pennant competitions and State events but also plan the pennant fixtures, draws and logistics of the competition. They also plan and attend state events throughout the year giving up many hours of their time to provide the structure required for our competitions to take place.

Pieter Harris (Bowls WA Staff) provides expertise and knowledge to our committee and I thank him for the support he gives to me and the volunteer hours that he devotes to the running of events and recording of results.

I also thank the match officials and umpires from the clubs that make their greens available for state events and country week. Without your help and your club venues these events could not take place. To the greenkeepers and greens committees who provide us with great facilities thanks for your cooperation, especially at short notice on occasion.

The Bowls Management Committee (BMC) also plays an integral part in our committee’s role as it considers our recommendations before their implementation. This group of volunteers representing bowlers throughout the state is a vital connection with the bowls community. I thank the BMC for their support of our committee.

Looking at the 2016/17 pennant season, we have managed to remove double headers from the program. This has been possible for Tuesday Women’s fixtures by playing during Men’s Country Week. Traditionally, no fixture has taken place during this week but we believe that both competitions can be accommodated with little or no inconvenience to either.

The 2017/18 pennant season will see the end of our 18 game structure with 10 sides in each colour. The change to 14 games and 8 sides per colour will allow greater flexibility to players who are wanting to reduce their commitment to pennants while freeing up calendar space for state events, club championships and the club challenge competition. For those players wishing to maintain or increase the amount of in season bowls that they play there will be plenty on offer. While the changes will require an adjustment to be made in the promotion/demotion format for next season, the positives for players and clubs will be worth the effort. Our challenge is to keep our pennant competition current while encouraging and embracing change to move our great game forward.

Thankyou to the members of the BWA Board and staff for their support and to the other committees for their assistance in delivering the bowls program. We are always looking for new members with new and different ideas on how to construct our yearly program for the betterment of the game and those who so love to play it.

UmpiresThis past year we have seen the numbers of Officials (as the collective name for Markers, Measurers and Umpires is now known) reach 750 in the country with 134 attaining National Umpire status; 1 International Technical Official; and 425 Level 1 / 2 Umpires (qualified to re-accredit as they become due, up to 2019); and 121 Measurers. In the Metro region, some 765 Officials including 3 International Technical Officials; 181 National Umpires; 333 Level 1 / 2 Umpires; and 70 Measurers.

This has been achieved only through a sterling effort on the part of the 9 Metro and 14 Country league qualified Presenter & Assessors in conducting the necessary courses. In particular, we owe a great deal to the efforts of the Country P&As (and the participants in the courses run) whose areas require considerable travel, time and personal effort.

Of particular note this past year, has been the response to our pleas to clubs to ensure they attribute a higher responsibility to their members toward the clubs’ Officiating obligations, if they are to continue as viable sporting entities. Members of clubs previously shy of participating in this vital role seem to have finally been stepping up, which should augur well for the future.

Once again, Clubs are reminded that the Bowls WA Umpires Committee conducts 2 courses annually within the metropolitan region (around May & September). Country Leagues conduct similar courses in the regions either on a regular basis or by request, through the good graces of some most dedicated League Umpire Coordinators, which now, as mentioned, have to be conducted under the auspices of the P&A’s.

The new course structure, with more interactive participation by candidates would appear to be maintaining the high satisfaction from feedback received from those attending.

Two of our International Technical Officials have actively participated in officiating at the Australian Open in Queensland.

Before going to the sombre note below, I would like to acknowledge all those volunteers who have given freely of their time to contribute to this very important aspect of our game, without which the sport would definitely degenerate. So, once again, a very big ‘Thank you’ to members of the Umpires Committee, League Umpires Representatives and all those Club Umpires who have contributed this past year. ‘Thank you’ also to Yokine, Willetton and Perth & Tattersalls clubs for their vital level of support this past year in providing the venues for the Metro courses (and, of course, Mt Pleasant for the P&A training sessions).

VALE: GEORGE BYDDERIn April we received the sad news that George Bydder passed away following a short illness. George has been a member of successive Umpires’ Committees since 1998 right up until his illness this year, making significant contributions to our sport though his immense efforts to recruit, train and mentor new Umpires and encouraging active participation in the courses offered by the Committee/s. Most participants will remember George’s untiring presentations during those many sessions over the years.George will be well remembered for a long time as the stalwart he was. We will miss you George.

Inclusive PracticesBowls WA entered into partnership with the Australian Sports Commission Sport CONNECT Inclusive Practices Initiative in October of 2010, having identified that including people in the sport at all levels is a key priority area and as such, it continues to be identified in the Bowls WA Strategic Initiatives 2014-2017.

This reporting year focused on building the Physical Disability team representation at both State and National level. In addition to this goal relationship building with other State Sporting Authorities, Disability Services Commission, the Department of Sport and Recreation, and Disability Organizations continued with attendance at Multi-Sport and community events.

April 2nd and 3rd saw thirty entries and twenty-eight bowlers participate in our second State Multi Disability Championships. This is an increase of 27% participation and show-cases the desire to continue on high performance pathways for players with disabilities. I would like to thank Kardinya Bowling Club for hosting and supporting this event as well as the volunteer umpires and markers whom we couldn’t do without! Congratulations to all of our participating bowlers (9 physical, 9 hearing impaired, 5 intellectual and 5 vision impaired).

The 2015-16 reporting year saw two National Multi-Disability Championships played – 2015 in October on the Gold Coast and 2016 in May in South Australia. These Championships are the National stepping stone to International events such as the Commonwealth Games and International Bowls with a Disability (IBD) Games.

WA state representatives have been attending since 2013 – in 2013 as a single player, and then in 2014 and 2015 as unique teams of three. In 2015 our Fremantle representative, Joe Davey, was awarded the prestigious Clover/Lester Perpetual Trophy – the Nationals had been running for 30 years and it was a first for WA – unfortunately we still weren’t in the running for any game Trophies.

2016 saw an influx with a team of eight WA players at the games and a potential State to be reckoned with as one of our three Open Triples team’s made it to the Semi-Finals in play off for Bronze, coming 4th of 16 teams. In the Open Men’s Pairs one of our three teams made it to the Finals for Gold and won and of our three B6 Men’s Singles players the Silver winner also came from WA! Our ladies team gave a fantastic show in the Ladies Singles and Pairs – while not coming out ahead they pushed their opponents to the limit on every game! I see a lot of potential in future Championships for these ladies and I am very proud of all our accomplishments.

With our Inclusive Practices specific funding coming to an end in 2016 the question on my mind is will pathways for bowlers with a disability continue? The precedence has been set to prove there is a need and desire for a pathway in this area – will it be considered for inclusion in the High Performance pathway in its own right and continue to be run on a state and national level to represent WA?

High PerformanceBowls WA is committed to creating a specific and systematic high performance structure that allows athletes and coaches to achieve their ultimate potential of participation at elite level by establishing clear development pathways and program implementation.

Our Aero Bowls Academy is 12 strong including new players Cameron Harris, Jillian Adam, Joanne Lancaster and Karina Gale. Congratulations to Craig Stokes and Miles Kemp who have completed a full two years in the Academy.

Kristina Krstic made her senior Australian debut in 2015, a feat which earned her cap number 83, alongside 500-test player Karen Murphy, at the internationally capped women’s event the Hong Kong Classic in November.

The Under 18 Championships at Tuggeranong, Canberra in October saw State Coach John Goddard choose a team to compete against the best young players in the country. Lack of depth saw the WA girls team add three NSW bowlers to complete the side. Player numbers at this level is a challenge that we continue to face. The girls team finished 6th and the boys 7th.

The Western Australian Over 60 Women’s side finished second and the Men third against seven other state and territories at the National Championships held in North Launceston, Tasmania in October. Later this year will see the Championships hosted in WA at the Osborne Park Bowling Club from Oct 9th to 13th. Preparations are underway to make this a fantastic event, the last of its kind being hosted by a State Sporting Association, before falling under the wing of Bowls Australia in future years.

Therese Hastings and Tony Hockey were appointed as the State Ladies and Men’s Coach respectively for the upcoming two years, both have Bowls Australia Advanced Coaching accreditation. Further appointments for the positions for state selectors and assistant coaches were as follows;Women: Chairperson of Selectors - Helen Stevens; Selector - Jaewyn Norton; and Assistant Coach – Elaine McDonald.Men: Chairman of Selectors - Graeme Wishart; Selector - Roger Barns; and Assistant Coach - Allan Petchell.

The women’s team placed second at the ACT Side Series with WA’s only loss of the tournament against champions New South Wales as they completed a remarkable turnaround from a disappointing campaign in 2015. Key victories over strong Queensland and Victoria sides proved the difference as they won five games in a row to claim a silver medal. The men had a more modest campaign with several new players but still were able to show that they can compete at the level required. Their sixth place finish has the selectors, coaches and players continuing to search for an answer that will lead to more wins.

The Department of Sport & Recreation presented Bowls WA with ten Key Findings and Recommendations from a High Performance review workshop in October 2015. An Action Plan for those Recommendations with a medium to high priority will include: (1) define a “way” or “standard” of what is required to become a high performance bowler; (3 & 4) develop coaches who might have aspirations to work with elite performers & develop coaching resources targeted at elite performance; (6) extend the Aero Bowls Academy concept to a larger cohort of athletes; (8) review the structure of high performance and upgrade the role of the high performance “leader”; (10) the Board to review the high performance funding investment. This plan will be reviewed quarterly in the year ahead.

Bowls Australia National Training CentreThe National Training Centre Program provides individual coaching and training plans for Western Australia based National Squad members. Each contracted player is supported to strive for sporting excellence and achievement of personal goals and to perform at an optimal level in key events and major competitions. Australian representation is the ultimate goal.

Presently, our squad is made up of one Jackaroo, Kristina Krstic and eight NTC members in Clive Adams, Corey Bessant, Matt Ellul, Lewis Grigg, Cameron Harris, Shenayde Heldt, Nathan Jones and Cody Packer. Each of these players is committed to meeting training expectations which include skill development through weekly drill requirements, fitness and healthy living routines which are monitored through an Australian Institute of Sport (AIS) reporting module and the development of an Elite Sportsperson culture both as individuals and within a group situation.

Every facet of the NTC program is continuously updated and reviewed by the BA High Performance Team through on line communications, twice yearly conferences and visits by the National Coach, Steve Glasson, to each of the training groups. Our WA squad will have the benefit of a visit from Steve in early July when everyone will be out to impress.

While training is an ongoing requirement of National squad players around the country, they are also intent on performing at an elite level in competition. Kristina Krstic has again taken opportunities given to her to represent Australia, receiving her Aussie Cap playing in the Hong Kong Classic Pairs last November. Teaming up with Karen Murphy, she was runner up in the event and also made the quarter final of the singles event. She also played in the development team at the Trans Tasman challenge. Along with Kristina at a state level Clive, Matt, Cody, Corey, Lewis and Shenayde all played in the National Sides Championships in the ACT. Cameron and Nathan will be hoping to force their way into state selection through their training efforts and results. The Australian Open looms as an opportunity for many of our squad to put their names before the National Selectors.

All athletes must have a balance in their different life areas and one of our programs which aims to equip our players with an understanding of the elite athlete lifestyle is the “Developing Champions” program. This is aimed at the young adults in our squad and has been developed by the Western Australian Institute of Sport (WAIS) and delivered by the Department of Sport and Recreation (DSR). We will be continuing this program as part of the ongoing support of our athletes.

I would like to thank the Innaloo Bowling Club and Manning Bowling Club for their support of the NTC program through the availability of their greens and club facilities for training sessions. This is greatly appreciated by the players and myself.

Finally, I would like to congratulate the players for the way they are developing within the training program and the choices they are making to meet the demanding challenges of balancing work, study, family and sporting goals and commitments.

Bowls Australia Regional Bowls ManagerAnother year has passed and again, it’s been a busy time getting around to the Clubs and trying to assist with the many tools at the disposal of the Regional Bowls Manager team across Australia. One of the key advantages in my role is being able to speak to Clubs and share the great ideas that are being implemented both locally and throughout Australia.

Congratulations

The recent Bowls WA awards night highlighted the achievements of some of our most successful clubs – Sorrento, Mundaring, Albany and Tammin took the awards, but that does not ignore in any way the fantastic work that many of you as individuals, and clubs, are doing out there. There was a record number of nominations for awards which means not only are you achieving good things, but you are proud of them and wish to share.

Jack Attack

Congratulations to the clubs that have successfully launched Jack Attack programs. This year, Manning is the leader of the pack having conducted three successful seasons of Jack Attack, seeing numbers increase each time – the sky is the limit. Valley also conducted a great season of the new format, and Gosnells and Mundaring have also dipped their toe in the water.

Many other clubs have indicated interest, without so much success. I encourage you to continue trying different ways to promote your club and the program, and I am sure you can all make a success of it. Remember you can have a great product, but you do need to let everyone know it is there, and make sure they have a great experience when they walk through the doors of your Club.

Australia wide, over 100 clubs are enjoying the Jack Attack experience.

Sporting Schools – Juniors

It’s well known that junior sport is a challenge across all sports at the moment, however the fact that we are now struggling as a State to field junior teams is a concern. Sporting Schools is a federally funded program aimed at promoting sport in Primary Schools. Using the Jr Jack Attack bowls kit, kids can experience bowls in the school environment before heading to the clubs to try it for real. Mini-games, lightweight rubber bowls that are safe for young ones to handle are just the start.

Clubs should remember that engaging the local primary schools, has the bonus effect of engaging the parents too. As the schools are local, we know the parents will be too. Family is what our sport is about – everyone can play – we need to be letting parents know we have a sport the whole family can enjoy together.

Congratulations to Ken Perks, Bowls WA Club Coach of the Year. The program which ran at North Morley Primary School in conjunction with EdConnect and the Morley Bowling Club was inspirational and one of the best things I have been involved with in my 30 year bowls career. Year 4 students, who attended a program at their school, then invited to the club, and out on the green showing their parents how to play bowls – brilliant! The kids’ speeches of thanks, left many with a tear in their eye.

Communication

In the modern world in which we now operate, Clubs need to embrace more immediate forms of communication. We need to be reminding our members to come and use the facilities of the club, whether it be to enjoy a game of bowls, or to enjoy the great relaxed atmosphere that our Clubs provide.

Whether it be using Social Media like Facebook and Twitter, or ensuring you have your members’ details in Bowls Connect so you can easily email them, we need to be communicating and promoting.

We also need to ensure we get the details of anyone that visits our Clubs so that we can invite them to return, or even better, to become a member.

Bowls WA Club Development Workshops

What a tremendous success these were. Whilst the attendance was smaller than was hoped, the information conveyed by Steve Pallas of Sports Community was excellent. Thanks to our great guest speakers in Brian Lucas from Sorrento, and Steve Lay from Bayswater. The two of them took us through some great successes at their clubs. I encourage clubs to get involved in these development workshops – you then pick and choose the things that will help improve your Club.

Club Planning

Many clubs, throughout the year, have established business plan to help document their way forward. Business Plans are a great way to engage with stakeholders and members, to recognise achievements, and to ensure your club does not suffer when people move on and take planning away with them in their head. I can assist any club that wishes to establish a plan, with the templates and methods to do so.

Welcome Shenayde Heldt!

WA has a second Bowls Australia RBM, and it’s well-known Ladies State Player Shenayde Heldt. Shenayde has been around bowls all her life, with her entire family known throughout the bowls community. Shenayde is very personable young lady who will bring an entirely different skillset to the RBM role. Shenayde is university qualified in the field of Criminology and has previously worked with the Department of Child Protection.

Shenayde’s focus will be on clubs South of the River, whilst my focus will switch to North of the River. Of course, the entire RBM team work together, so clearly we will assist each other if and when required.

Engaging an RBM to help your club

I cannot re-inforce enough that the role of RBM is to assist Clubs. It simply takes a phone call from you to one of us, and we will book in a time to come and see you. I encourage you to be completely open with us, and together we can work out the best way forward for your club.

Finally, we all need to work together for the sport of bowls to prosper. If you get a call from either myself or Shenayde, please make the time to speak with us, and hopefully we can all get something out of it.

FinanceThe Association has finished the 2015/16 year with a small surplus of $6,908. A pleasing result given a continued reduction in capitated numbers and player participation in organised competition. Interest and investment income has come under pressure given the decline in deposit rates and investment returns have been negative in this period, reflected in the decline in the IOOF investment.

The Association maintains a tight cash flow and continues to evaluate all areas of expenditure for relevance and value to our members. This has helped produce a balanced budget for 2015/16, although significant pressure is evident in the forecast 16/17 budget given a further decline in interest income and reduction in state government funding support for the inclusive practices program.

Although the Regional Bowls Manager program is largely funded by Bowls Australia through the National Merchandise (logo) program, Bowls WA see excellent value in further contributing financially to an extension of it in 16/17. The RBM role within our clubs to revise and review club operations to ensure maximum potential and the development of clubs on and off the green is seen as necessary to ensure future financial viability; and we encourage all clubs to become involved.

There has been significant discussion and debate on the merits of the Club Affiliation Fee Model and the outcome of the vote at the AGM will be important. Bowls Australia has moved to this model which has provided a more secure and known income stream for them, which in turn if supported will provide the same to Bowls WA.

There are many challenges ahead, particularly when government funding is a significant part of the Association’s income. We continue to work on maximising efficiencies within the Association whilst addressing key issues such as club development and player participation.

NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The financial statements are a general purpose financial report that has been prepared in accordance with Australian Accounting Standards and other mandatory professional reporting requirements and the requirements of the Associations Incorporations Act (WA). The financial statements have also been prepared on the basis of historical costs and do not take into account changing money values, or, except where stated, current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange for assets. The accounting policies have been consistently applied, unless otherwise stated. The Board has determined that the Association is a non-reporting entity. The following is a summary of the material accounting policies adopted by the Association in preparation of the financial statements: a) Property, plant and equipment Freehold land and buildings are brought to account at cost or at valuation determined

by the Board. The depreciable amounts of all fixed assets are depreciated over their useful lives

commencing from the time the asset is held ready for use. For the purposes of depreciation of fixed assets, the Association has elected to adopt depreciation rates set by the Commissioner of Taxation.

b) Employee Benefits Provision is made in respect of the Association's liability for annual leave and long

service leave at balance date. Long service leave is accrued in respect of all employees and provided for in the accounts in respect of all employees with more than three years service with the Association.

Contributions are made by the Association to employee superannuation funds and are

charged as expenses when incurred. The Association has no legal obligation to provide benefits to employees on retirement.
