After 12 months of challenges andachievements the ICC’s performancehas reinforced its position as anincreasingly strong and purposefulleader for the sport.

This year marks the end of my time as ICCPresident, a role in which I have beenprivileged to serve for the past three yearsduring a time of unprecedented change inthe roles, responsibilities and capabilitiesof the ICC.

In many ways the achievements of the ICCduring the past 12 months are a result ofthe change that has taken place in theorganisation.

This change is clearly illustrated in thedifficulties encountered with theimplementation of the contractualobligations accepted by all members fortheir participation in the ICC ChampionsTrophy 2002 and the ICC Cricket WorldCup 2003.

These undertakings proved to be morecomplicated to implement than manyBoards anticipated. As the problememerged, the ICC provided the leadershipand direction to find a workable solutionthat allowed all teams to take their placein both events.

While some issues remain, particularly inrelation to the actions of the Board ofControl for Cricket in India, the ICC’sstrong and decisive action enabled thisissue to be addressed.

More than ever before the challenges ofthe past year allowed the ICC to proveitself capable of tackling the oftencomplex and difficult issues that surroundthe international game in an impartialand rigorous way.

The ICC has also taken the opportunity toimplement a number of very successfulinitiatives that continue to take the gameforward with management successfullyimplementing a new Code of Conduct,introducing the Elite Panel of ICC Umpires and Referees and securing thegenerous sponsorship of Emirates Airlinesfor this group.

TournamentsThe success of cricket’s showcase events,the ICC Champions Trophy 2002 and theICC Cricket World Cup 2003 are theundoubted highlights of the year.

These tournaments marked a significantmilestone in the growth of the ICC.

Consistent with the increased role andresponsibilities the ICC has accepted overthe past three years it also became moreactive in the staging of its key events.These tournaments became a partnershipbetween the ICC as the event owner, theICC’s commercial partner Global CricketCorporation and the home Board as thehost of the tournament.

Credit must be given to the Board ofControl for Cricket in Sri Lanka, the UnitedCricket Board of South Africa and theCricket World Cup Organising Committeewhich responded to the changed role ofthe ICC and forged effective workingrelationships which ensured thesuccessful staging of these events.

India and PakistanOne of the many playing highlights of theyear occurred in the ICC Cricket World Cup2003 when two of the game’s great rivals,India and Pakistan, faced each other forthe first time in three years and providedone of the most electrifying matches ofthe tournament.

The wonderful spectacle of this match andthe way in which players from both sidesrepresented their countries with honourand passion highlighted again the abilityof sport to transcend political divides andact as a powerful unifying force.

It also highlighted the political decisiontaken by the Indian government to ban itsteam from playing Pakistan in anybilateral series. Whatever the politicalarguments, this decision is hurtingimmeasurably the game of cricket.

At the invitation of the Pakistan CricketBoard I had the opportunity to meet withand discuss this issue with the President ofPakistan, General Pervez Musharraf.

I took great encouragement from hisenthusiasm for the sport and commitmentto avoid making political mileage out ofone of the world’s great sporting rivalries.

Unfortunately, this view is not shared in India.

The BCCI has elected to shoulder a heavyresponsibility to the game by taking onthe task of working with its Governmentto allow the resumption of cricketing tiesbetween the two nations.

While the BCCI has decided to pursue thisgoal on its own, the ICC wishes to workwith it and the Indian Government to tryand identify a way in which this impassecan be broken.

Safety and SecurityThe cricketing world also continues to beaffected by the global concerns aboutsafety and security. Our members aredrawn from a diverse range of culturesand we have seen increased politicaltensions around the world create real andperceived security risks in some of theplaces where cricket is played.

Pakistan in particular suffered during thecourse of the year with a tour by NewZealand cancelled, the tour by Australiamoved to Sri Lanka and Sharjah and thevisit by India not taking place.

These concerns also affected the ICCCricket World Cup 2003 with Kenya andZimbabwe suffering following decisionsby New Zealand and England respectivelynot to fulfill the fixtures scheduled inthese countries.

There is no simple answer to this issue butwhat is vital is to ensure that normalcricket relations between all countries canbe resumed as quickly as possible.

As a result, the ICC is playing an increasinglycentral role in addressing these concerns byseeking to work with all Boards affected bythese issues.The ICC role - in conjunctionwith the Boards - is to explore every possibleoption to ensure the continuation ofscheduled matches while ensuring that anyrisk to players and officials is properlyidentified and addressed.

Despite international tensions I amconfident the ICC will be able to leadcricket through this difficult time.

Test and ODI ChampionshipsThe ICC successfully introduced a rankingsystem for One Day International Cricket tocompliment the ICC Test Championship.This provides a robust system to comparethe performances of all teams while givinggreater context and meaning to each ODIgame played around the world.

The dominant performance of theAustralian team in this form of the gamesaw it become the inaugural holders ofthis prestigious trophy.

Cricket DevelopmentAway from the headlines and scrutinyassociated with cricket in the Test playingnations, the ICC’s Development Programdemonstrated the progress the game ismaking with four of the leading Associatecountries competing in the ICC CricketWorld Cup.

The performances of Canada, Holland,Namibia and particularly Kenya showedthat in the shortened version of the game,the work that the ICC is undertaking inconjunction with the cricket associationsin these countries is proving successful.

These performances highlight the growthin the game around the world. The ICC hasseen its membership increase from 49 in1999 to 84 today, a terrific indication of thegrowth of the sport around the world.

The ICC’s belief in spreading the gamebeyond its traditional boundaries isundiminished and the success of theseteams coupled with the success of the ICCChampions Trophy in providing the multi-million dollar budget to fund this workaugers well for the future of thisdevelopment work.

ICC members outside the 10 Test playingnations will also benefit from the ICCjoining the General Association ofInternational Sports Federations (GAISF).

The decision to join this influential bodyrecognises cricket’s emergence as a majorinternational sport. Importantly, itsassociation with the Olympic movement isessential for many of the ICC’s Associateand Affiliate members seeking to securefunding from their governments.

GovernanceAs my time as President draws to a close, Iam more convinced than ever that themost significant issue still confrontinginternational cricket is its own governance.

For me, the most satisfying achievementthat I have been involved in during mytime as President has been the initiativeto modernise and equip the game’sadministration for the challenge ofrunning an international sport.

Cricket is unusual in the fact that for muchof its history a strong, central adminis-tration was not present. Its history is one ofbi-lateral agreements between nationsorganising and administering tours.

Indeed, for much of its history, theInternational Cricket Council and itspredecessors were nothing more than anannual talkfest that brought together thecricket playing nations to discuss issues ofcommon interest.

It is only in the past decade that therealisation of the need and the will toreform the governance of the game has emerged.

Over the past three years the ICC hasdriven this change by addressing theissues of effective and appropriategovernance for the sport.

The change has seen the emergence of theICC as a central and professional adminis-tration increasingly able to provide properleadership and direction for the sport.

An integral step is the necessity to establishthe clear separation of the roles of the ICCBoard and management, allowing the ICCDirectors to concentrate on setting policyand allowing management to implementthis policy direction without interference. Insimplistic terms - the players should play,the managers should manage and thedirectors should direct.

This task is far from complete.

If cricket is to survive in this ultra-competitive era of professional sportsthere is no bigger challenge for mysuccessor, Mr Eshan Mani, and for all ICCDirectors than ensuring that the ICC isproperly equipped with the authority andresources to address the demands of themodern sporting environment.

It is inevitable that some people will resistthis move as it will inexorably lead to anincrease in central power and responsibility- yet it must occur if the game is to prosper.

The challenge to modernise the game’sadministration also extends to manyindividual Boards. Some Boards resist theneed to reform their own managementstructures but they must grasp the nettleon this issue if they are to keep pace withthe changes in the game and itsassociated commercial complexities.

This year has seen two Directors move onfrom the ICC Board. I thank LordMacLaurin from England who proved tobe an effective leader of cricket for aprolonged period and Vijaya Malalasekerafrom Sri Lanka for his help in organisingthe ICC CT 2002.

The Evil of CorruptionThree years ago the sport of cricket wasalmost on its knees due to match fixingand corruption insidiously invading the game.

The ICC established the independent AntiCorruption Unit under Lord Condon whichwas able to investigate and identify theimmense magnitude of the problem.

We have been able to devote significantresources to put in place the necessarysurveillance, regulatory and educativesteps to protect the sport in the future.

The ICC cannot prevent gambling on thegame but it must be strong enough tomake sure that, despite billions of dollarsbeing involved, the game will never againbe weakened and tainted with thescourge of corruption that threatened tooverwhelm the sport.

Thank YouIt is difficult to adequately document theamount of support and friendship thathas been offered to me as the ICCPresident during my term.

The staff of the ICC, at all levels, haveworked magnificently for the good of theorganisation and the game. As well astheir untiring efforts they have given me agreat amount of friendship and personalpleasure. In particular I thank MalcolmSpeed for his support and for the mannerin which he has devoted his considerableexpertise and ability in leading hismanagement team in what have oftenbeen difficult times.

It must be recognised that the strength ofthe ICC is gained from the support we getfrom our commercial partners, GlobalCricket Corporation, our generoussponsors and particularly the coveragegiven to the game by all forms of mediathroughout the world.

Finally I thank the members of the ICCExecutive Board and the members of thevarious ICC Committees for their wisecounsel and assistance.

I am more convinced than ever that themost significant issue still confrontinginternational cricket is its own governance.

The past year has been a year of manychallenges that have occurred in avery dynamic environment at a timewhen the ICC as an organisation hasundergone a rapid period of change.

In this period, the ICC has also conducted itstwo major cricket events - the new look ICCChampions Trophy 2002 in Colombo inSeptember and the ICC Cricket World Cup2003 in South Africa in February and March.

The ICC has responded to all of thesechallenges. Some of the issues remainunresolved but overall, it was clearly a yearin which the ICC took greater responsi-bility for leading the sport, expanding itsarea of operation and investing recordamounts in cricket around the world.

In past years, cricket has been criticisedbecause it has not taken full advantage ofits commercial power. This year was thefirst year in which the full effect of the‘bundling of rights’ under the GlobalCricket Corporation agreement has beenexperienced. As a result, the ICC hasbudgeted to pay US$194 million to itsMembers. This compares very favourablywith the US$51 million achieved from theICC Cricket World Cup 1999.

The ICC’s motivation in negotiating anddelivering revenue-driving deals is itscommitment to the support anddevelopment of cricket around the world.A study of the ICC’s accounts over the last12 months shows that 89% of the organisation’s expenses are monies paiddirectly to Members.

Providing leadership Several issues have tested the ICC’sauthority and willingness to makedecisions, including disputes over playerterms for ICC events, the debate aboutZimbabwe and issues relating to safetyand security around the world.

Contractual disputeThe ICC’s authority was tested during thecontractual disputes concerning playerterms for the ICC Champions Trophy 2002and the ICC Cricket World Cup 2003.Ultimately, these issues were resolved as aresult of pragmatic decision-making onthe part of ICC.

In the course of the year, there were manydiscussions with player representativesand concessions have been made by bothsides to ensure that the benefits that flowfrom the US$ 550 million Global CricketCorporation agreement will continue toaccrue to cricket.

In the lead up to the ICC ChampionsTrophy 2002 in Sri Lanka, the ICC haddirect discussions with the Indian playerswith the consent of the Board of Controlfor Cricket in India and this was the majorfactor in achieving a compromise solution.

Ahead of the ICC Cricket World Cup 2003,regrettably, further compromise wasrequired. This was achieved on the basisthat the ICC will initiate legal proceedingsin the form of arbitration between the ICCand BCCI.

Zimbabwe debateThe debate about Zimbabwe has beendifficult and public opinion, particularly inEngland, has been polarised. Throughout,the ICC has been consistent in itsapproach. After due deliberation, the ICCBoard resolved that the only factors thatwould be taken into account in decidingwhether or not to move ICC CWC 2003 matches were safety andsecurity. Considerable pressure wasimposed on the ICC from many quarters,including governments, to change thisview and to take a moral stand againstthe Zimbabwe regime.

Throughout the debate, the ICC wasprepared to articulate its view and it didthis consistently and forcefully. There aremany people who hold contrary views tothat taken by the ICC Board. We respecttheir right to express those views andhope that they respect the ICC’s right tofocus on cricket issues to the exclusion ofpolitical issues.

Global issuesThe ICC’s authority has also been tested in relation to issues of safety and security.A number of bilateral tours have beencancelled or deferred as a result of theunwillingness of teams to travel tocountries that were seen to be unsafe forthe playing of cricket. These are globallychallenging times and the ICC willcontinue to work with its members toseek pragmatic sporting solutions to these issues.

The debate about the role of politics insport will always be heated, divisive andimpossible to resolve but the ICC’s view isclear and has the force of logic.

If the ICC took into account political consid-erations in deciding where matches shouldbe played, few Member countries would beimmune from risk that one or other countrywould refuse to play against it.

The ICC has been required to make manyhard decisions in order to implement theBoard’s decisions. At times these haveproved unpopular in some quarters butthey have always been made without fearor favour.

Promoting consistency Early in the year, the ICC introduced a newCode of Conduct to complement theEmirates Elite Panel of ICC Umpires andReferees. We sought to make it clearer andmore consistent, tougher and fairer. It wasexplained in detail to the players, coachesand other officials.

In the course of the year, I have not beenentirely happy with its implementation by the umpires and referees. This is anarea where we are continuing to workwith them as a consistent approach isessential to earning respect for both theCode and the officials. It is important thatcricket fans throughout the world knowthat the highest standards of playerbehaviour will be applied and that thesewill be enforced by the umpires in the firstinstance and by the referees who will actas the adjudicators.

We will use the Emirates Elite Panel as thebase for continuing to improve generalumpiring standards in internationalcricket. Again, this is an area where thereis no short-term solution. It requiresfurther work and refinement and newassessment and feedback processes willhelp identify areas for improvement.

Technology is another issue that dividesopinions. The technology trial that wascarried out in Colombo in the course ofthe ICC Champions Trophy 2002 wasimmensely valuable. It was the idealforum in which to carry out this trial.

It has highlighted the areas in whichtechnology can be of assistance to us inthe future. As expected the ICC wascriticised on one side for having gone toofar and on the other for not having doneenough but the trial has armed us tomake sensible decisions in relation to theextended use of technology in the future.

Building the organisationAfter two years of hard work the ICCmanagement team is now in place. Allsenior appointments have been made andthe senior managers are performing at ahigh level. The ICC has been fortunate tohave low staff turnover and is well servedby a dedicated staff of very competentsports administrators. The fact that theICC has a split structure - offices in Londonand Monaco - adds an additional strain tothe business but in the course of the year,we have coped well with this division andinteraction between the two offices hasbeen at a high level. I have been partic-ularly pleased with the staff secondmentprocess that has seen six talented cricketadministrators join the ICC for periods of six months.

One of our major committees, CricketCommittee - Playing, has beenrestructured to promote greaterinvolvement of the players and to enablerecently retired former players to make avaluable contribution to the game.

The ICC has changed its structure to put inplace an Audit Committee which replacesthe previous Finance and MarketingCommittee. This is in accordance with bestpractice in corporate governance and it isa very important committee for ICC. Thefunctions previously performed by theFinance and Marketing Committee willnow be performed by senior managers inthe ICC team. The appointment of AlanGillett as Internal Auditor adds furtherstrength to the ICC in this area.

This year sees the departure of Roger Hilland Mark Harrison from the ICC. Both haveprovided sound judgement and excellentadministration and I thank them for theirservice and wish them well for the future.

Eradicating corruptionThere has been a considerable change inrelation to the Anti Corruption Unit. Whathas not changed, however, is the ICC’scommitment to the fight againstcorruption. Again in the course of the year,the ICC has budgeted for and spent overUS$1.5 million in making sure thatcorruption does not re-emerge to take itsdebilitating grip on the game. In thecourse of the year, plans have been put inplace to change the structure of the AntiCorruption Unit so that it becomes closerto the other arms of the ICC.

As part of the implementation of the 24recommendations in Lord Condon’s reportof April 2001, the ICC has employed fivesecurity managers who are present at eachinternational match played around theworld. This is an invaluable set of eyes andears for the ICC and is a very soundinvestment in the fight against corruption.

Developing the gameIn the course of the year, we have had anumber of meetings with the InternationalWomen’s Cricket Council with a view to amerged structure being put in place in thenear future. Over the next 12 months, thisissue will be resolved and I am very hopefulthat we will see the ICC being represen-tative of both male and female cricketersat all levels in all countries.

The Development Committee and thevarious development managers around theworld have worked extremely hard tospread the game of cricket so the numberof ICC Member Countries continues togrow. USA has again been identified as apossible area for rapid growth of the game.

The ICC has invested in a HighPerformance program for the topAssociate nations and the creditableperformances of all four non-FullMembers at the ICC Cricket World Cupwas evidence that these countries havebenefited from this coaching expertise.

The futureThe ICC launched a five year strategic planin 2001 and considerable progress hasbeen made in achieving the goals that theorganisation set itself at this time. Ourmission statement demands that wepromote the game as a global sport,protect the spirit of cricket and optimisecommercial opportunities for the benefitof the game.

We have an obligation to balancecommercial issues with the traditions ofthe game which can be a difficult path totread. We will continue to govern the sportfor our stakeholders with honesty,integrity and consistency.

Finally, as he completes his term asPresident of the ICC, I wish to thankMalcolm Gray for his wise counsel,leadership and dedication to the greatgame of cricket in a career as anhonourary administrator that hasspanned 30 years.

The ICC has been required to make manyhard decisions but they have always beenmade without fear or favour.

Group StageThe ICC Cricket World Cup 2003 washosted by South Africa with groupmatches also taking place inZimbabwe and Kenya.

The tournament received a fittingopening match when South Africa metWest Indies at Cape Town in Group B.Despite a gallant effort in pursuit of animposing Brian Lara-inspired WestIndies total, South Africa eventually lostout by three runs.

The opening match in Group A wasplayed between two of the moreunfancied nations - Zimbabwe andNamibia in Harare. Zimbabwe got off toa flying start with opener Craig Wisharthitting 172 not out, to set up acomfortable victory.

Also in Group A, a quickfire century forAustralia from Andrew Symonds turnedthe favourites’ opening match aroundand a total in excess of 300 was neverwithin Pakistan’s compass.

India’s form in its opener against Hollandwas not as impressive and itstournament veered into a mini-crisiswhen it lost its next game three days’later by nine wickets against Australia.

By this stage England had yet to make itsentry into the competition after pullingout of its first match against Zimbabwein Harare citing safety concerns.

Sri Lanka took an early lead in Group B,as the only side with maximum pointsfrom two games, following a 10-wicketwin over Bangladesh. The match wasparticularly significant for its amazingstart as Chaminda Vaas claimed a hat-trick with the first three balls of theBangladesh innings, and another wickettwo balls later.

Bangladesh’s next fixture would havefar-reaching repercussions foropponents West Indies when the gamewas rained off with Carl Hooper’s sidehaving to share the points in a gamethey were well placed to win.

New Zealand had earlier claimed whatwould turn out to be a crucial victoryover South Africa when a terrific captain’sinnings from Stephen Fleming saw hisside home in a rain-reduced match.

Sri Lanka continued to make short work of the minnows in bowling outCanada for a one-day international all-time low of 36. Canadian opener JohnDavision made amends for his fourth-ballduck with the fastest century in ICCCricket World Cup history - off 67 balls - inhis side’s next match against West Indies.

The biggest upset of the tournament tookplace in Nairobi when 21-year-old CollinsObuya spun Kenya to victory against SriLanka to leave Group B wide open.

With Australia marching relentlessly on inGroup A, India went some way to securingsecond spot when an inspired spell ofbowling under the Durban lights fromAshish Nehra - 6-23 - ensured England’spursuit of 251 to beat them was fruitless.

Amazingly, Nehra’s bowling analysiswould be bettered twice during thegroup stage with Australian GlennMcGrath claiming 7-15 against Namibia -the best return ever in the ICC CricketWorld Cup - and his compatriot AndyBichel taking 7-20 in the narrow winagainst England.

In between, India’s return to formcontinued when a sublime innings fromSachin Tendulkar - 98 from 75 balls -went a long way to overhauling animposing Pakistan total of 273.

The two points for Zimbabwe from awashed-out final group match withPakistan were then sufficient to see itleapfrog over England to join Australiaand India in the Super Six stage.

Hosts South Africa failed to claim one ofthe qualifying spots from Group B by thenarrowest of margins. Shaun Pollock’smen tied their final match on theDuckworth/Lewis method when playwas halted by rain against Sri Lanka withfive overs to go. Had Mark Boucherscored a single from what turned out tobe the final ball of the match then SouthAfrica would have joined Sri Lanka andKenya in the next phase.

As it was, New Zealand, despite havingforfeited its match against Kenya due tosafety concerns, claimed the final berth.

Super SixAustralia may have carried forward 12points into the Super Six stage but anythoughts of stepping off the gas werequickly dispelled during its first matchof the second phase.

Adam Gilchrist was run out on 99 beforeRicky Ponting hit 114 at better than arun-a-ball to set Sri Lanka anunmanageable target of 320 to win.

India’s match on the same day againstKenya was a much closer-fought affairwith a captain’s innings needed fromSourav Ganguly of 107 not out to see hisside home with 13 balls to spare.

After carrying through the lowest pointstotals of four and three-and-a-half to theSuper Six stage, New Zealand andZimbabwe went into their meeting inthe knowledge that defeat would almostcertainly signal an early exit. NewZealand was made to battle hard for itswin before a century from Nathan Astlekept hopes of reaching the last four alive.

India marched inexorably into the semi-finals with a comprehensive win over SriLanka by 183 runs. An Indian total of 292was well beyond the opposition, whonever recovered in reply after beingreduced to 3-3.

Australia was another batting team introuble in the next match but a parlousposition of 84-7 was converted into afinal score of 208-9 thanks to MichaelBevan (56) and Andy Bichel (64). OnlyStephen Fleming hung around for anylength of time in reply as New Zealandwas skittled out for 112.

Kenya guaranteed its place alongside Australia and India in thesemi-finals when it outplayedZimbabwe in Bloemfontein.

India and Australia each completed a100 per cent record in the Super Sixstage with victories over New Zealandand Kenya - Australia’s Brett Leeclaiming a hat-trick in his side’s win.

Sri Lanka booked its ticket into the lastfour when opener Marvan Atapattu setup victory against Zimbabwe with anundefeated century.

Semi-finals Australia overcame a scare in the firstsemi-final in Port Elizabeth before all-rounder Andrew Symonds again cameto the rescue with the bat and theirbowlers completed the job withcustomary efficiency.

Aussie wicketkeeper Adam Gilchrist alsoearned praise for ‘walking’ when anedge onto his pads was caught behind.

Rain prematurely curtailed the matchwith the outcome being decided by theDuckworth/Lewis method with Sri Lankaa long way short of the required rate.

Despite Brett Lee’s efforts in the latterpart of the tournament, the three victimsclaimed by Chaminda Vaas ensured hewould finish as the tournament’s leadingbowler with 23 wickets.

The second semi-final in Durban broughtan end to Kenya’s fantastic ICC CricketWorld Cup adventure when India easedto victory by 91 runs. Tendulkarcontinued his rich vein of form with 83but he was upstaged by Ganguly whostruck five sixes in his up-tempo century.

India’s three-pronged seam attack ofZaheer Khan, Javagal Srinath and AshishNehra all chipped in to reduce Kenya to36-4 and banish any hopes of an upset.Steve Tikolo’s half-century restored somepride before India finished the job offwith Kenya still 91 in arrears.

FinalAustralia ended the ICC Cricket WorldCup 2003 where it had started it - at theWanderers in Johannesburg. Tocomplete the symmetry they againcomprehensively defeated their foe,with India taking the place of Pakistanon this occasion.

Australia was in the ascendancy fromthe opening overs when Zaheer Khanand Javagal Srinath were harshlypunished for some wayward bowling.

Once Adam Gilchrist and MatthewHayden had fallen in quick succession,after putting on a century first-wicketstand, Ricky Ponting and DamienMartyn then quashed any hopes of anIndian fightback.

The duo’s unbroken partnership of 234 (arecord for an ICC Cricket World Cup final)provided some of the most destructivebatting of this or any tournament.

Captain Ponting carved the Indianbowling apart with 140 - bludgeoningeight sixes in the process - while Martyn by comparison was moreunderstated with 88 as a host of recordswere shattered.

For India to even come close to reachingthe unlikely target of 360, it needed aninnings of the highest quality fromTendulkar. Alas for the Indians, theleading run scorer in the competition fellto Glenn McGrath in the first over.

Despite some defiant hitting, onlyVirender Sehwag made a half centuryfor India as they were eventually bowledout with just over ten overs to go with125 runs still separating the sides.

Australia thus retained the trophy itwon in England four years earlierwithout losing a match.

Group StageThe world’s finest one-day playerscongregated in Colombo, Sri Lanka,in September 2002 to serve thepublic up with a taster of what toexpect a few months down the lineat the ICC Cricket World Cup 2003.

15 games between 12 nations were stagedin little over two weeks at the R Premadasastadium and the Sinhalese Sports Club.

With four groups of three teams in thefirst phase, Sri Lanka and Pakistan wentinto the opening game of thetournament with the knowledge thatvictory would almost certainly secure asemi-final berth, as outsiders Hollandmade up Pool 4.

Pakistan struggled to put substantialpartnerships together during their inningsto leave the hosts with just over 200 tomake. This was comfortably achievedwith eight wickets in hand thanks to acentury from Sanath Jayasuriya and a halfcentury from Aravinda de Silva.

Holland then struggled to make anyimpression when it was their turn to facetheir more illustrious opponents, finishingon the end of two heavy defeats.

The second game of the competitionended with a nail-biting finish involvingSouth Africa and West Indies in Pool 3.South Africa fought gallantly to eclipse acompetitive total of 238 from WestIndies but it seemed their chase wouldbe in vain. That was until a wide fromwhat should have been the last ball ofthe match enabled Alan Dawson to hitthe winning boundary off the extra ball.

West Indies picked themselves up todefeat Kenya in the next match thanksto a century from Brian Lara, althoughSteve Tikolo gave them a fright with 93.

South Africa duly sealed a place in thesemi-final with a comfortable victoryover Kenya by 176 runs.

Pool 2 began with an exciting matchbetween India and Zimbabwe at the R Premadasa Stadium. India recovered

from 87-5 to post 288-6 before amomentous innings by Andy Flowerkept his side in the hunt until he wasfinally out for 145 in the 49th over.England enjoyed an altogether morecomfortable win over Zimbabwe beforethey, in turn, were savaged by India’sVirender Sehwag and Saurav Ganguly in the final group game.Pool 1 was settled in the opening matchwhen Australia overwhelmed NewZealand thanks to a consistent battingdisplay and 5-37 from Glenn McGrath.Both nations then comfortablyaccounted for Bangladesh.

Semi-finals and FinalThe added resolve forged under skipperSourav Ganguly came to the fore for Indiain the first semi-final. Just as HerschelleGibbs had appeared set to ease SouthAfrica home in pursuit of 262, severe bodycramps forced him to retire hurt on 116and India applied the pressure sufficientlyto edge home by 10 runs.Australia seemed intent on ending thesecond semi-final against Sri Lanka as acontest inside the first 15 overs whenAdam Gilchrist and Matthew Haydenstarted off in whirlwind fashion. OnceHayden was bowled after one swing toomany, however, the rest of the Australianbatting order failed to get to grips with adisciplined Sri Lankan spin attack. Theirtotal of 162 was way below-par and thehosts coasted to victory with ten oversand seven wickets in hand.A mouth-watering final between twoin-form sides was blighted by theweather with India only just gettingtheir reply to Sri Lanka’s 244 under waybefore the heavens opened. The matchwas re-started the following day andonce again India had just set off inpursuit - this time of 223 for victory -before the rain came down.The final was thus declared a tie and thetwo teams shared the record prize money.

This was an exceptionally busy year of One-Day International cricket with the ICCChampions Trophy and the ICC Cricket World Cup both falling in the same 12 month period.Australia was the dominant team, topping the ICC ODI Championship from itslaunch on 31st October 2002 and winning a record 17 consecutive ODI matches on itsway to picking up the ICC Cricket World Cup 2003.

I believe that the past year has beenthe most challenging period faced byinternational cricket in terms of anti-corruption since the emergenceof the Hansie Cronje revelations inApril 2000.

As I have been able to say with confidencethat corruption has been suppressed ininternational cricket for the past twoyears, let me explain the context of thiscomment and the scope of the challengethat has been faced by the ICC and theACU over the past year.

By implementing the 24 recommen-dations contained in the ACU Corruptionin Cricket Report of April 2001, the ICC hasput a new infrastructure in place toprotect the game. The manifestations ofthis are professional player education andawareness campaigns, strict proceduresgoverning access to players and officialsduring matches and Regional SecurityManagers, who since September of lastyear have attended all Test and One DayInternational series.

In the last year the two largest and mostsignificant ICC tournaments have takenplace. Not only were the ICC ChampionsTrophy 2002 in Sri Lanka and the ICCCricket World Cup 2003 in South Africacricket’s showpiece events, they alsorepresented the greatest threat in termsof potential corruption faced by the gamesince the Cronje revelations.

This is because the worldwide market inillegal gaming has continued to grow ascricket’s popularity has risen. Morewagers, more money and morebookmakers add up to greater pressure onthe game and those who play it. Turf warsbetween rival bookmakers have resultedin gangland killings. As vast sumschanged hands on the India v Pakistanmatch in the ICC World Cup 2003 thecontinued potential for corruption andmalpractice is startlingly clear.

If the preventative measures andinfrastructure put in place by the ICC andACU for these tournaments had provedinadequate, the game would once againhave been at the mercy of those who seek to profit from its massive appealthrough corruption of players or officials.

Intelligence was gathered and acted uponby the ACU in both Sri Lanka and SouthAfrica, which revealed intentions to accessplayers and potentially to influence eventsin matches.This should surprise no-one,because the threat of malpractice will neverdisappear as long as cricket maintains itsappeal to gamblers. Fortunately preven-tative action was taken in these cases.

Having said this, I am confident thatbased on current information andintelligence no match results were fixed ineither tournament. The measures adoptedby international cricket have been provento be effective under the most demandingcircumstances and will serve the gamewell in the future. Work continues intonagging doubts about one or two eventsin a small number of matches which maywell have innocent explanations, butwhich in the past were symptomatic ofindividuals under-performing for bettingpurposes. Inevitably and quite properlyany statistically significant under-performance by a team or an individual ismonitored by my team and tested againstexpert opinion, intelligence andinformants from around the world.

The support and backing of the ICCExecutive Board, the individual memberBoards and the players themselves havebeen absolutely crucial to our endeavours.

The completion of the ICC CWC 2003coincided with the end of the ACU’soriginal Terms of Reference. At its meetingin Johannesburg in March 2003, the ICCExecutive Board approved new Terms ofReference that will see the Unit renamed asthe ICC Anti Corruption and Security Unit.

The change in nomenclature is slight butappropriate, as the Unit evolves into anorganisation with a broader mandate,responsible for long-term prevention ofmalpractice as well as investigation ofalleged or suspected corruption.

From July this year my role as Director ofthe ACU will change to allow me tobecome Chairman, with ongoing responsi-bility for performance and strategy. Theday-to-day running of the Unit will pass tomy deputy, Jeff Rees, who becomes GeneralManager as well as Chief Investigator.

In closing, my message is simple. Crickethas come a long way in tackling the evilsof corruption. It has had to grow upquickly, but it can never relax and becomecomplacent. If it does, the problem willinevitably return. No one at the ICC isprepared to allow that to happen and thenewly-defined role and remit of the ICCAnti Corruption and Security Unit is proofof that long-term commitment.

Remit of the ICC Anti Corruptionand Security UnitThe ICC Anti Corruption Unit wasestablished in the middle of 2000,providing international cricket with adedicated, professional capacity totackle the problem of match-fixing and corruption.

Its first Terms of Reference covered thethree year period up to the end of theICC Cricket World Cup 2003. ThoseTerms have been reviewed andamended to recognise the wider rolenow required. With effect from 1st July2003, the Unit becomes the ICC AntiCorruption and Security Unit. Its twoprincipal roles are:

To assist the ICC Code of ConductCommission and the Members of the ICC in the eradication ofconduct of a corrupt natureprejudicial to the interests of thegame of cricket

To provide a professional,permanent security infrastructureto act as a long term deterrent toconduct of a corrupt natureprejudicial to the interests of thegame of cricket

The new Terms of Reference reflect abroader remit that now gives equalweight to the prevention and investigation of corruption.

Lord Condon, formerly Director, nowleads the Unit as Chairman. He acts inconsultation with ICC Chief Executive,Malcolm Speed. Day-to-day operationalresponsibility rests with Jeff Rees, asGeneral Manager.

The Unit is an operating division of theICC Code of Conduct Commission,which is chaired by Michael Beloff QC.

The Unit continues to operate fromindependent offices in Queen Anne’sGate, central London. In addition to the Chairman and General Manager,the Unit has a full time staff of fiveregional security managers, two investigators, one intelligence officerand an administrator.

The appointment of Regional SecurityManagers was one of the majorrecommendations contained in the ACUCorruption in Cricket Report in 2001.Following a worldwide recruitmentcampaign, five individuals with therequired qualities and experience for thenew role were identified and appointed.

Each Security Manager works with twointernational teams, and with effect fromSeptember 2002 they have attended allICC-sanctioned international tours andtournaments. If both teams assigned to a Security Manager are playing at thesame time, one of his colleagues willprovide cover.

Each of the Security Managers worked atboth the ICC Champions Trophy in SriLanka in September 2002 and the ICCCricket World Cup in South Africa inFebruary and March 2003. One of their keyroles was to ensure that access to dressingrooms and player-only areas was limitedto authorised personnel.

These access points were staffed bysecurity personnel for the duration of thegame. The new protocols also restrictteams to a single mobile phone on matchdays, which is held by the manager for useby players on a request only basis.

The new protocols, which apply to allinternational cricket, recognise that in thepast unfettered access to players indressing rooms and by mobile phone weretwo of the prime routes used bycorruptors to maintain inappropriate linkswith players and, most importantly, topass on instructions to them.

Security Managers are also responsible forthe delivery of player education andawareness programmes, working closelywith the respective cricket Boards. Theyalso liaise on a regular basis with the ACUoffice in London on matters of intelligencesharing and information gathering.

Emirates Airline partnershipEmirates Airline has a long-standingassociation with international cricketand this position has been reaffirmedwith the signing of a three-year multi-million dollar agreement with theICC in July 2002.

The deal sees Emirates become the official sponsor of the top internationalofficials, now known as the Emirates ElitePanel of ICC Umpires and Referees, whoofficiate on all Test Match and One-DayInternational cricket.

Emirates also supports the nextgeneration of aspirant umpires on theEmirates International Panel of Umpiresand is the Official Airline to the ICC,transporting all ICC staff, Directors andcommittee members to meetings andumpires and referees to matches.

ICC Cricket WorldThe highly respected weekly televisionshow ICC Cricket World completed its firstseries prior to the ICC CWC 2003, and the ICC will be looking to build on itssuccessful launch later this year.

Marketing ForumIn June 2002 the ICC held its first everMarketing Forum. Delegates from all FullMember boards attended the two-dayevent held in London.

Key-note speakers included Dr Ali Bacher,Executive Director of the ICC CWC 2003 inSouth Africa and Alex Johnson from PRcompany Freud Communications whoaddressed marketing in a tournamentcontext and the larger issue of sportsmarketing. Digvijay Singh from World SportNimbus and Swee Sin Wu from OctagonCSI provided insights into broadcastingsponsorship and merchandising.

The new concept of bringing the Membercountries together to pool ideas andexpertise was well-received and will becomea regular part of the ICC calendar with aFinancial Forum to take place in June 2003.

ICC Event TeamThe ICC’s long-term deal with GlobalCricket Corporation (GCC) means that theICC has taken on a more active role in themanagement of its events and thisnecessitated the creation of a dedicatedEvent team, incorporating Cricket EventsManager Warren Deutrom and EventCo-ordinator Chris Tetley.

Trudy Clark, who fulfills a similar positionat the Australian Cricket Board, wasseconded to the ICC to be an event co-ordinator for the ICC Champions Trophy2002 and ICC Cricket World Cup 2003.

Global Cricket CorporationIn June 2000 the ICC, on behalf of all itsMembers, signed a US$550 millionagreement with Global Cricket Corporationassigning the commercial rights for themajor ICC competitions until 2007.

The deal provides the ICC and its Membercountries with financial guarantees thatwill allow cricket to maximise itscommercial returns and invest in thedevelopment of the game.

ICC Champions Trophy 2002The ICC Champions Trophy replaced theICC Knockout in the international cricketcalendar. The biennial event had a newformat in 2002 with 12 teams split intofour groups. The 15 matches were watchedby a record number of spectators in SriLanka while the TV audience was thelargest ever for this tournament.

The ICC CT 2002 generated recordrevenues for a cricket event outside theICC Cricket World Cup. All profits from theevent are invested in cricket developmentin the ICC’s Full, Associate and Affiliatemember countries.

ICC Cricket World Cup 2003From 9th February to 23rd March 2003, 14teams competed in South Africa, Kenya andZimbabwe for the ultimate prize in international cricket, the ICC Cricket WorldCup. The biggest and most successful ICCCWC ever saw Australia retain the title withvictory over India in the final.

SponsorsThe ICC CWC 2003 had the most eversponsors for an international cricket event.The two Global Partners - LG Electronicsand Pepsi - have already signed up for theICC Cricket World Cup 2007. The OfficialSponsors of the event were Hero Hondaand South African Airways and there werealso six regional sponsors - Hutchison,MTN, South African Breweries, StandardBank, Toyota and Vodafone.

The sponsors benefited from the ICCdelivering for the first time commerciallyclean ICC CWC venues and unprecedentedlevels of anti-ambush marketingprotection, which allowed them toleverage a maximum return on theirconsiderable sponsorship of the event.

As well as making significant investmentsin sponsoring the event, these companiessupported the official marketing programand undertook a number of cricket-relatedinitiatives of their own.

LG Electronics unveiled the World’s LargestCricket Bat and a Pepsi competition gavelucky youngsters the chance of a lifetime tojoin the captains on-field at the coin-toss.

BroadcastersOctagon CSI, the host broadcasterappointed by GCC, assembled the biggestever production team for a cricket eventwhich included seven Outside BroadcastUnits that covered the 15 venues in threedifferent countries.

Broadcasting preparations at the venuesbegan only 10 months before the start ofthe tournament and required 400 staff,2500 flights and 9500 hotel rooms.

Octagon CSI produced a TV graphicspackage that included a permanent on-screen ICC presence and gave prominenceto the tournaments zebra-inspired logo.

Matches were broadcast live in all majorcontinents with an estimated globalaudience of over a billion.

The year aheadThis has been a busy year of strongcommercial growth and event managementfor the Commercial department.The nextyear includes one major ICC event - the ICCU-19 Cricket World Cup in Bangladesh - somuch of the focus will be on reviewing thepast year’s events, and consolidating theICC’s commercial base.

A need has been identified to appoint apermanent brand manager and asponsorship sales and servicing manager.There are also a range of commercialproperties that the organisation will belooking to exploit.

Despite prevailing market conditions thepast year has seen the staging of the twomost commercially successful cricketevents ever. With the financial suretyprovided by the successful delivery of theGCC deal, the ICC has strong foundationsfrom which it can continue to effectivelyserve the needs of cricket around theworld and develop the game from itsgrassroots to the highest level.

This year saw the establishment ofthe ICC’s Corporate Affairs functionwhich has taken on responsibility forcommunications, issues management,publications, media, internetand hospitality.

ICC eventsThe Corporate Affairs team led thedevelopment of the media arrangementsfor the ICC Champions Trophy 2002 andthe ICC Cricket World Cup 2003.

Both tournaments have grown in stature tobecome the premier cricketing events inthe international calendar. The preparationand delivery of tournaments of this sizeplaces significant organisational demandson the ICC in terms of media access, accred-itation, facilities, information and policies.

Despite the Corporate Affairs departmentbeing established only three months priorto the ICC CT 2002 and eight monthsbefore the ICC CWC 2003, it was able tomeet the considerable challenge ofworking with the host countries to ensurethat the media infrastructure, protocolsand systems were in place for these events.

At the ICC CWC 2003 these systemswithstood the strain of dealing with amedia contingent of 2000 reporters,commentators and journalists.

During the tournament the ICC team:

Dealt with an average of 125 mediacalls per day on tournament issues Issued an average of four formalmedia communications per dayManaged an average of five requestsfor interviews with ICC spokespeopleper day

At the same time, the policies developedand implemented by the ICC relating toteam and player access for general mediaand the host broadcaster ensured that allcompetitors were able to properly preparefor matches while also meeting theobligation to work with the media in aprofessional and organised manner.

Issues managementThe passion so many people hold forcricket ensures those who are responsiblefor running the sport are subject torigorous public scrutiny.

Inevitably this means that issues such asthe ICC CWC 2003 matches played inZimbabwe and concerns with the PlayerTerms for the same tournament are subjectto rigorous public and media debate andstrong views are held on the ICC’s actions.

Over the past year, the Corporate Affairsteam has worked to establish robust internalprocesses and an infrastructure that willensure the ICC is able to deal with theoperational and communications demandsthat accompany this level of scrutiny.

Building the functionThe ICC’s Strategic Plan 2001-05 highlightsthe importance of effective communi-cations to the ICC as it leads internationalcricket. This year the commitment toimproving communication was reflected inthe creation and staffing of the CorporateAffairs department.

Brendan McClements joined as GeneralManager - Corporate Affairs from the Australian Cricket Board in June 2002 and has built the team to threewith the recruitment of Jon Long fromoutside the organisation and HilaryMarshall, who moved from the ChiefExecutive’s department.

The ICC’s consultant CommunicationsManager, Mark Harrison, who has workedwith the organisation as a part-time lonehand for the past two years, remainedwith the ICC for the duration of the yeardue to the workload generated by the ICCCT 2002 and the ICC CWC 2003.

The tournament workload has subsidedand Mark will now work with the ICC on aproject rather than on-going basis. Heperformed at a high level during his timewith the ICC and his contribution hasbeen greatly valued.

ICC publicationsThe year saw the ICC develop its family ofpublications as an important part of itscommitment to keeping the game’sstakeholders informed of its work.

The Annual Report and Strategic Planprovide a comprehensive explanation ofthe operations and direction of the ICC.

The Strategic Plan in particular sets outthe road map that will guide the ICCthrough until 2005 and provides a meansby which the performance and progress ofthe ICC can be measured.

The introduction of the ICC newsletter,Cricket Quarterly has enhanced theinformation flow by providing a regularround-up of ICC news and activities formember Boards, staff, media andcommercial partners.

The ICC has also used technology to improveits communication with the expanded use ofe-mail as the most effective means of rapid communication.

Through its relationship with Cricinfo, theICC has been able to build a compre-hensive stakeholder database, particularlyin the media, and has used this to deliveran expanded range of regular electroniccommunications to a growing number ofpeople around the world.

For the ICC CWC 2003, the ICC, the CWCOrganising Committee and Cricinfo built aninternet Media Information System (MIS)which provided up-to-date information onpractice times, media access to players, livescores and breaking news.

This system received up to 32 000 pageimpressions per week from a registereduser base of 2000 emphasising its valueas an information source for this keystakeholder group.

ICC Business ForumIn June 2002, the ICC introduced its firstever Business Forum to the AnnualConference program.

The Forum sought to help delegates fromacross the cricket world appreciate some ofthe key issues in sport and understand howcricket is positioned to deal with them.

In addition to addresses from MalcolmGray and Malcolm Speed, delegates at theForum heard speeches as diverse as thehead of Major League Baseball’s Safety andSecurity Unit on dealing with the risk ofcorruption to a display of the latesttechnology from Dr Paul Hawkins, the manbehind television’s ‘Hawkeye’ analysis.

The Forum received encouraging reviewsfrom delegates and will become a fixtureat future Annual Conferences as a meansof stimulating debate and discussionamongst stakeholders.

The year aheadLooking ahead there are great opportu-nities for the Corporate Affairs departmentto add value to the work of the ICC.

In the area of communications, the ICC’sweb site will be subject to an extensivereview to make it more effective. There arealso opportunities to produce additionalpublications for the benefit of stakeholders.

The development of the organisation’sissues management processes willcontinue and Corporate Affairs will play akey role in this area. Finally, the goal ofunderstanding in greater detail the viewsand opinions of the ICC’s stakeholderspresents an exciting challenge for thedepartment that will be fulfilled throughformal research as well as a range ofbriefings, presentations and discussions.

This has been an exceptionally busyyear for the Cricket Operationsdepartment. There have been moreTest Matches and One DayInternationals than ever before and, ofcourse, the two biggest tournamentsin the international cricket calendar -the ICC Cricket World Cup 2003 andthe ICC Champions Trophy 2002.

The Emirates Elite Panel of ICCUmpires and RefereesConsiderable advances have been madewith the Emirates Elite Panel of ICCUmpires and Referees in the assessmentof their performances and provision offeedback as well as the expansion of thenumber of members on the Panel.

The presence of the two biggest events inthe cricket calendar within six months ofeach other has provided an excellentopportunity to assess and compare theperformances of the world’s top umpires.

In the ICC CWC 2003 the umpires for the latter stages were chosen purely onthe standard of their performances atthe tournament, allowing a number ofofficials from the Emirates InternationalPanel of Umpires to progress alongside theElite Panel with one of those, Billy Bowden,acting as fourth official in the final.

The two on-field umpires for the ICC CWC2003 final were David Shepherd and SteveBucknor with Umpire Shepherd standingin his third CWC final and Umpire Bucknora record-breaking fourth.

The eight original umpires on the Panelhave subsequently been joined by UmpireBowden from New Zealand as well as theAustralians, Darrell Hair and Simon Taufel.

A new three-tier performancemanagement system for umpires incorpo-rating reports from both captains, a reportfrom the match referee and video analysishas also been introduced.

Both the captain and the referee providereports on the performance of thestanding umpires immediately followingthe conclusion of a match. These reportsare forwarded to the ICC’s Umpires andReferees Manager for him to assess.

Tapes of the match are also forwarded foranalysis and these elements provide thebasis on which the manager is able todiscuss directly with each umpire anyareas of concern and provide feedback onthe umpires’ performance and whereimprovement can be sought.

The five members of the Emirates ElitePanel of ICC Referees remain unchanged.As well as ensuring that match days runsmoothly, these referees are required todeal with reported Code of Conductviolations. There have been a total of eight disciplinary hearings in the yearwith penalties imposed ranging fromfines for dissent to a five-match ban for aracially offensive remark.

Anti-doping policy for ICC CWC 2003The ICC CWC 2003 was the first senior ICCevent to have an anti-doping policy. Inadvance of the tournament the ICC liaisedclosely with the Boards of the 14competing nations to ensure theyunderstood the requirements.

Random testing at the tournament wasco-ordinated by the South AfricanInstitute for Drug Free Sport and handledby a laboratory accredited by theInternational Olympic Committee.

There were 100 random tests on playersfrom all countries during the course of the43-day tournament - including tests at allSuper Six games, both semi-finals and the final.

None of the samples returned positiveresults. The issue of a more permanentanti-doping policy in international cricketwill be considered by the ICC Board at itsJune 2003 meetings.

ICC Champions Trophy 2002technology trialThe ICC Champions Trophy in Sri Lankaprovided the Cricket Operationsdepartment with an opportunity to trialthe extended use of TV technology indecision-making.

For the first time in an internationalevent the on-field umpires werepermitted to consult with their off-fieldcolleague on aspects of all decisionsincluding caught and lbw decisions.There were two major innovationswithin this approach:

a process of consultation asopposed to referral so the finaldecision in all cases rested with theon-field umpire an element of the decision-makingprocess for lbw decisions was takenoff the field for the first time.

The trial proved highly instructive for theCricket Operations department, providingguidance to both the benefits and pitfallsof increasing the use of technology.Therewere a total of 60 consultations in the 15matches with over half lasting less thanone minute.There remain several concerns withextending the use of television replaysat this time and the ICC opted not to doso in the ICC CWC 2003. The ICC willcontinue to examine the merits of arange of technological innovations overthe coming year.

Launch of the ICC ODI Championship The ICC One Day InternationalChampionship table was launched on 31st October 2002 as a complement to theICC Test Championship.

The ODI system ranks teams on a match-by-match basis and treats all gamesequally. No account is taken of venue ormargin of victory but more recent resultsdo carry more weight. The strength of theopposition is also taken into consideration.

The system will ensure that there will beno ‘dead rubbers’, placing future ODImatches into a wider context. Australiatopped the ICC ODI table at launch aheadof South Africa and Sri Lanka.

Australia’s unbeaten triumph in the ICCCWC 2003 ensured that it had increasedits lead by the end of the year.

ICC Test Championship reviewThe ICC committed to a full review of theICC Test Championship system when itwas introduced in May 2001. This reviewwas completed and the decision to adopta new method of calculating theChampionship devised by David Kendixwas confirmed at the ICC Board meetingin March 2003 and will be introducedfrom 1st June 2003.

Unlike the old system, the new table willtake into account the result of everyindividual Test Match with a bonusawarded for winning a series. It alsorecognises the strength of the oppositionin calculating the points awarded.

The formula used is similar to the ICC ODIChampionship table and means that in anyseries both teams have the opportunity toimprove or worsen their rating.

Player RepresentationCricket Committee - PlayingCricket Committee - Playing (CC-P) dealswith a wide range of cricket-related issues including the technology trials atthe ICC Champions Trophy, the volume ofcricket, the ICC Code of Conduct andequipment regulations.

This year CC-P was restructured to includefive members nominated directly by theplayers of the Full Member teams and onemember nominated by players from theAssociate Members. The first meeting ofthe new CC-P took place in Dubai from 7thto 8th April.

These player representatives must haverepresented their country at full interna-tional level. Their role is to ensure currentcricket players are consulted on playingissues and have a genuine voice in thedecision-making process.

The other six members are nominated bythe Boards and must have eitherrepresented their country as a full interna-tional player or have been an internationalumpire within the last ten years.

Captains’ MeetingTo receive direct input from the leaders ofthe sport, the ICC holds an annualmeeting with all Test-playing captains.

It took place at Lord’s on 15th July 2002.This meeting resulted in a number ofguidelines relating to the volume ofinternational cricket being adopted by the ICC.

This forum is a valuable opportunity forthe captains to provide their views directlyto the ICC and will be repeated in the year ahead.

Playing ConditionsThis year a revamped ICC Official PlayingRegulations handbook has beenpublished. It includes the playingconditions for international cricket whichhave been consolidated and simplified.There are now completely separateplaying conditions for Test and One DayInternational cricket. The new playingconditions provide easier cross-referencewith the Laws of Cricket and remove anumber of ambiguities and anomalies.

Safety and SecurityThe ICC has been working to improve thestandards of safety and security atinternational venues. After a compre-hensive review minimum requirementshave been introduced and work hascommenced on the drafting of an ICCCode for Safety and Security. This Code willinclude all relevant regulations pertainingto safety and security as well as sanctionsfor venues that suffer serious or persistentbreaches of safety and security.

Code of ConductThe ICC Code of Conduct was introducedin April 2002. The ICC held Training andDevelopment sessions with the membersof the Emirates Elite Panel of ICC Umpiresand Referees to introduce the Code and isfocusing on ensuring consistency ofapplication. While still relatively early days,there are indications that the Code ishaving a positive influence.

New slow over rate penalties wereintroduced in April 2003 placing the onuson the captain of the fielding side. As wellas the usual fines, a captain whose sidefails to complete its overs in thedesignated time can be charged under theICC Code of Conduct and if found guiltycan be banned for up to two ODI matches.

The futureThe next year will be a time for the CricketOperations department to analyse theoutcomes of the two major tournamentsand build on the experiences of these events.

From a playing and officiating perspectivethe department is in a much strongerposition than ever before to have apositive influence on the game atinternational level.

Particular focus needs to be placed on thestructure of cricket, especially the volumeof matches and the Future Tours Program.

Regular constructive feedback will helpconsolidate the standards of umpiring and the consistent application of the Codeof Conduct is a vital step towardsimproved player behaviour and the re-introduction of the ‘spirit of cricket’ inthe international game.

Finally, it is our responsibility to ensurethat cricket remains an entertaining sportthat is attractive to players, fans, sponsorsand broadcasters around the world in anincreasingly competitive environment.

This has been a successful period for theICC’s Development Program with theprogress made over the course of thelast four years demonstrated by theperformances of the developing nationsat the ICC Cricket World Cup 2003.

High performanceThere were four non-Full Member nationscompeting at the ICC Cricket World Cup2003. Holland, Namibia and Canadaqualified by virtue of finishing first,second and third in the ICC Trophy in 2001while Kenya, which has One DayInternational status, was given automatic entry.

The ICC invested US$1 million in developingspecially-tailored High Performanceprograms for all four nations in the build-up to the ICC CWC 2003. This included theprovision of coaching expertise andfunding for training and facilities.

The teams were given the opportunity tocompete against representative sidesfrom the Full Member countries andbenefited from the advice and knowledgeof the ICC’s High Performance Manager,Bob Woolmer.

This preparation clearly helped all four put up creditable performances.

Holland provided an early scare for theeventual finalists India by restricting themto 204 in their 50 overs, Namibia wasahead of England on theDuckworth/Lewis method for much oftheir match and Canada beat Bangladeshin its first ever ODI under floodlights.

Kenya meanwhile, turned the formbookon its head to beat three Full Members -Bangladesh, Sri Lanka and Zimbabwe - onits way to the semi-final with disciplinedperformances in all departments.

The ICC’s support of these nations did notstop upon their exit from the ICC CWC.A special two-year program has beenformulated to help prepare Kenya for thestep up to Test status.

The High Performance funding of theother three nations will continue throughto the ICC Trophy 2005. Scotland andUnited Arab Emirates - which finishedfourth and fifth respectively in the ICCTrophy 2001 - will also benefit from the program.

The ICC, along with the European CricketCouncil will also provide £50,000 offinancial support for Scotland to participatein the ECB’s National League limited overscompetition for the 2003 season.

The High Performance Program received afurther boost after the ICC CWC with thenews that the highly respected Woolmerhas accepted an extension to his contract.

ParticipationLevels of participation around the worldcontinue to grow with Gambia, Ghana,Sierra Leone, Brazil, Chile, Costa Rica, Cuba,Panama, Suriname and Turks & CaicosIslands all accepted as Affiliate Membersin June 2002. At the same time Nigeriaand Cayman Islands also took the step upto independent Associate Membership.

The ICC now has 84 members, incorporating10 Full Members, 27 Associate Membersand 47 Affiliate Members and furthercountries have posted their applicationsfor membership in 2003.

Participation levels have also beenstrengthened by a continued commitmentto coaching and coach educationthroughout the regions.

Highlights over the last year have includedan agreement between the Asian CricketCouncil and the Australian Cricket Boardto assist in establishing an ACC CoachEducation Program for the Asia region. TheICC helped the ACC identify theirrequirements and a suitable provider. Theagreement means that over the nextthree years the ACB will run a series of‘coaching the coaches’ courses andproduce a range of materials that willenable attendees to pass on theirknowledge to fellow coaches as well asplayers. This will ultimately lead to Asiabecoming totally self-sufficient in theprovision of coach education.

In Europe meanwhile, the ImaginationRoadshow has continued to captivate newaudiences throughout the continent withits up-tempo mixture of cricket, music and fun.

This year the Roadshow travelled fromDenmark to Gibraltar stopping off at awide range of nations on the way.

The highlight for East-Asia Pacific was theinaugural EAP Coaching and JuniorDevelopment Seminar held in Melbournein December 2002 for 15 attendees fromseven countries.

In Africa an exciting spin bowling seminarwas held in Zimbabwe for the best spinprospects from the continent.

The Americas region accepted seven newmembers in 2002, almost doubling thenumber of members in the continent.

First ever ICC DevelopmentProgram Annual Awards The International Cricket Council’s firstever Development Program Annual Awardwinners were announced in March 2003.

The Development Program Annual Awardshave been introduced to recognise theachievements of groups and individualsfrom Associate and Affiliate ICC Members.

All of the Global Awards have gone tothose who have helped take the ‘Spirit ofCricket’ to a wider audience and fosteredan interest in the sport in new places.

In 2003 the ICC Development departmenthas also updated and expanded the ‘Spirtof Cricket’ section of the ICC websiteproviding snapshots of development workin some of the ICC’s Associate and Affiliatemembers and photographs from aroundthe cricket world.

Further details of the ICC DevelopmentProgram’s Regional and Global Awardwinners as well as the ‘Spirit of Cricket’initiative are available in the Development section of the ICC websitewww.icc.cricket.org.

ResourcesThe Development department iscommitted to widening accessibility tocricket around the world and a furtherstep was taken in this direction this yearwith the introduction of a textlesscoaching aid called ‘Cricket’.

This innovative book uses fun drawingsand diagrams to make cricket and itsbasics accessible to newcomers to thesport wherever they are in the world. Inthe year ahead the book will bedistributed throughout the regionsenabling more youngsters to understandand enjoy cricket.

Development CommitteeThe Committee’s first meeting of the yearwas in Pakistan. This proved to be ahistoric occasion with both the ICCPresident and Vice-President inattendance. This was the first ICC meetingto be held in Pakistan since September 11.

The committee met again in New York inMay 2003.

StaffThe Development Staff Conference washeld in Sri Lanka during the ICCChampions Trophy where the regionalmanagers were provided with sessions onmanagement training and tournamentorganisation while planning the programfor 2003-04.

This year has seen the appointment oftwo new members in the Developmentdepartment. Martin Vieira has joined asRegional Development Manager for theAmericas region, replacing Robert Weekeswho left in August 2002.

Martin takes up the key ICC role in theAmericas after over 30 years’ involvementin cricket in Canada as a player, coach and administrator.

He was instrumental in the organisationof the ICC Trophy in 2001 and was theoriginal Americas region delegate on theICC Development Committee when theProgram was launched in 1997.

Chris Briers has joined the ICC in London asDevelopment Operations Manager. Chris isa qualified cricket coach and worked insports sponsorship before taking up thenewly created post at the ICC.

The year also saw the departure of theDevelopment department’s first secondee,Jerome Jayaratne from the Board ofCricket Control in Sri Lanka. Thedepartment looks forward to accepting anew secondee in 2003.

TournamentsAside from the ICC CWC 2003 and the ICCChampions Trophy 2002 in which Kenyaand Holland both participated there havebeen a wide range of regionaltournaments at senior and junior level.

One note of disappointment was thecancellation by the Associate Members ofthe World Cup Qualifying Series oftournaments scheduled for 2003 due tofinancial reasons. This move does notaffect the 2005 ICC Trophy and the ICCDevelopment department remainsfocused on increasing the number ofcompetitive opportunities for Associateand Affiliate members.

Over the course of the last 12 months,the ICC has laid firm foundations forthe development of an infrastructuregeared towards efficiently managing the global finances ofcricket and providing financialassistance, advice and support to itsMembers within a transparent androbust internal control environment.

Financial fundamentalsThe ICC financial fundamentals remainstrong. The year end Balance Sheetfooting is US$161 million, mostlyrepresented by cash investments, and istherefore extremely liquid. The amount ofMembers’ equity is US$22 million, out ofwhich US$18 million has been earmarkedfor cricket development in Associate andAffiliate member countries.

The financial impact of the two majorcricket events is reflected within theIncome statement. This highlights thatUS$194 million has been allocated fordistributions to our Members fromtournament proceeds and profits.

Out of the ICC’s total core operationalexpense base of US$22 million, 26% wasspent on cricket events and 27% onDevelopment. The balance includedexpenses towards managing ourcommercial program, the Anti CorruptionUnit, maintaining the Emirates Elite Panelof ICC Umpires and Referees and centraladministration costs.

Developing a formal FinancialControl functionWhen Faisal Hasnain was appointed asChief Financial Officer in March 2002, it wasapparent that the organisation requireddedicated resources to fulfil the extensivefinancial mandate expected of andconsistent with its role as the governingbody of a major international sport.

This year has seen two new staff join thedepartment. This has allowed the quickintroduction and implementation ofinternationally recognised work processesand financial management policies.

Dawn Green and Jackie Hung took uppositions in the IDI office in Monaco asaccountant and book-keeper/adminassistant. ICC Financial Control alsowelcomed its first secondee Saif Qidwai to London while accountant Cecilia Ullahwas away on maternity leave.

As a result of this formation of a formalFinancial Control function, the ICC Financeand Marketing Committee was dissolvedin May 2002.

The production and reporting of consol-idated management accounts has beenrevised from a quarterly to a monthlybasis, which in turn enables managementto make better-informed financialdecisions based on up-to-date information.

The department has also been working toformalise elements of the ICC Groupstructure and ensure legal and regulatorycompliance in London, British VirginIslands and Monaco.

The majority of investment and cash flowmanagement decisions are now taken bythe CFO within guidelines laid down bythe Board. This saves time and promotesfurther efficiency.

Though a predominantly newdepartment, the progress made over thelast 12 months has been of substantialbenefit to the financial administration ofinternational cricket.

ICC budgeting process and MISThe year has seen the introduction of amore accountable budgetary process whichwill allow closer monitoring of every aspectof ICC’s financial operations through aManagement Information System (MIS).

There are now clear cost centres for allareas of the organisation, helpingdepartment heads to control costs and planmore effectively. This will also help to givesenior management early warning signalsshould matters be deviating from plan.

New processes, procedures and controlshave been implemented that now allowthe ICC to cater to, service and add valueacross the entire spectrum of its financialoperations, both internally and externally.This includes the ICC DevelopmentProgram, Associate Member countryfinancing, finances relating to FullMembers, tournament accounting andspecial ad-hoc projects required by theCEO, Cricket Committee - Management orthe Board of Directors.

A detailed financial report is prepared andpresented to the IDI Board each quarter bythe CFO.

Tournament accountingDuring the year, the Financial Controldepartment effectively controlled andmanaged the tournament budgets, auditand accounting for the ICC ChampionsTrophy 2002 and the ICC Cricket WorldCup 2003. In completing this process, ablueprint was established for futuretournament accounting.

Audit Committee and InternalAudit departmentThe ICC has set up a formal AuditCommittee whose role is to scrutinise allrisk areas and matters concerning theInternal Control environment. TheCommittee comprises Sir John Anderson(NZC), Percy Sonn (UCBSA) and OliverStocken (independent member). Themeetings of the Audit Committee are alsoattended by the CEO, the CFO, the ICCInternal Auditor and the external Auditors(PricewaterhouseCoopers LLP)

Alan Gillett was appointed as the ICC’sfirst Internal Auditor in October 2002. Hisrole is to work independently of, butclosely with, the Financial Controldepartment, monitoring all aspects of thefinancial and other risk areas and checkingfor compliance with relevant internal andexternal policies. A formal internal auditplan has been approved and internal auditreports circulated to the CEO and to theICC Audit Committee.

This new role has been createdsubsequent to a recommendation by LordCondon in his report on corruption ininternational cricket in April 2001.

The way forwardThe ICC has held its two most importanttournaments in the last 12 months andfrom a financial perspective both havebeen a success.

Though the global sports TV rights andsponsorship market has lost some of itsbuoyancy, the ICC - and therefore interna-tional cricket - remains financially strong.Prudent management of financialresources and control over expenditurewill ensure that this will still be the case inthe years to come.

The ICC Financial Control department isdeveloping close working relationshipswith the individual finance departmentsof its member boards and has startedinteracting closely with them to discussand address matters of common interest.The next step in this process will be theinaugural ICC Financial Forum to be heldat Lord’s in June 2003 to which all FullMembers are invited to send a delegate.

Now that the ICC has a dedicated financialinfrastructure in place, work will begin onthe development of a comprehensive roadmap for the analysis of finances in worldcricket, leading to recommendationswhich will enhance the financial viabilityof the cricketing industry. It is a comfortthat the ICC is well positioned to addvalue for all its Members and stakeholderswithout jeapordising the sport’s finances.

The development of the HumanResources and Administration functionover the last 12 months has enabledthe ICC to promote efficiency and best-practice in the daily administration ofinternational cricket.

Administrative servicesThis year has seen the appointment ofDoug Cattermole as the General Manager- HR and Admin. He brings extensivespecialist knowledge to the organisationand, as the staffing levels have increasedsubstantially over the last 12 months, hisskills will help service a wide range ofadministrative requirements.

With the Emirates Elite Panel of ICCUmpires and Referees constantly officiatingon matches around the world and regularmeetings of the ICC’s main decision-making bodies, travel is one of the majorinternal cost centres for the organisation.

The co-ordination of this has beensimplified with the appointment of adedicated Travel and AdministrationAssistant, Daniella Muylders responsiblefor all travel arrangements.

The department is also responsible fordeveloping the skills and competencies of staff through the provision of trainingand advice.

Roger Hill, one of the longest servingmembers of staff, will retire from the ICCin June 2003. When he began as GeneralManager he was one of only a handful ofICC employees and his knowledge andexperience will be difficult to replace.His role as Company Secretary will now be fulfilled by ICC In-House Lawyer Urvasi Naidoo.

IT infrastructureA robust information technologyinfrastructure is essential as goodcommunication and informationmanagement are both vitally importantto the organisation.

The ICC office in London has its owndedicated server and has increased thequality of applications and systemsprovided to staff, improving internetaccess and facilitating global connectivity.

The ICC Cricket World Cup 2003 provided aparticular challenge to the ICC’s systemsas many staff were based in South Africafor a long period of time.

As well as the office-based staff, ITsupport is provided to all of thecontracted match officials. In acknowl-edgement of this workload, MukeshKarsan has moved from dividing his timebetween Development and IT to focusingcompletely on the latter.

The Secondment schemeThe ICC secondment scheme accepted sixsecondees from Full Member boards overthe course of the year.

Secondees from Australia, New Zealandand Pakistan and two from Sri Lanka, haveworked for six month periods across therange of ICC departments encompassingfinance, development, corporate affairsand commercial.

In bringing cricket expertise from theirhome countries, the participants havehelped improve the ICC’s understandingof its members’ requirements. At the same time working at the ICC hasprovided these individuals with aninternational perspective to take back totheir home boards.

The invaluable scheme has helped ensurethe ICC’s staff is more representative ofthe cricket world than ever before. It willcontinue in the year ahead with the firstof the new arrivals expected to beannounced soon.

This has been the first full year thatthe ICC has had an internal legalservice following the appointment ofUrvasi Naidoo as In-House Lawyer inApril 2002.

Management of ICC Legal AffairsInternalIt is an irreversible fact that legal affairs arean integral part of sports administration.All of the ICC’s departments have uniquelegal requirements which need to bemanaged on a daily basis. These rangefrom the drafting of commercialagreements with sponsors and suppliers,to consultation on and drafting ofamendments to playing conditions andhandling special projects for the ChiefExecutive’s office.

Having a dedicated permanent lawyer onhand to work closely with the ICC seniormanagement team has enabled all areasof the organisation to develop anincreasingly pro-active approach toidentifying and addressing legal aspectsof new projects and potential legalimplications early in the decision-makingprocess. The ICC in-house lawyer providesan exclusive legal advice service to all thedepartments, as well as the AntiCorruption Unit and the ICC Board.

ExternalAs well as competently managing thelegal requirements of all the internaldepartments, there are relationships withexternal legal advisers that have to besupervised.

In the past the ICC outsourced all legalaffairs, but the appointment of an in-house lawyer has brought a significantproportion of the workload back into theorganisation, promoting continuity andefficiency and reducing legal fees.

ICC TournamentsPlayer TermsThe ICC Champions Trophy 2002 and theICC Cricket World Cup 2003 provided anumber of challenging legal issues partic-ularly concerning the contractualobligations of the participating nationsand their players.

Based on the experiences of the ICC CT2002, the power to deal with outstandingcontractual issues ahead of the ICC CWC2003 was devolved to a small group bythe ICC Board. The World Cup ContractsCommittee (WCCC) met by teleconferenceon 11 occasions between November 2002and January 2003 and successfullyresolved issues with the players.

Ambush MarketingThe ICC CWC 2003 benefited from theenactment of special legislation in SouthAfrica to protect against ambushmarketing. Official sponsors of majorsporting events pay large sums of moneyto be associated with an event. In returnfor this investment it is the responsibilityof the event owner - in this case the ICC -to ensure the official sponsors’ interestsare protected and not subject to ‘ambush’by competitors.

Clifford Green, of Johannesburg firmEdward Nathan and Friedland,successfully lobbied for the introductionof legislation to make ambush marketinga statutory criminal offence. This enabledthe CWC Organising Committee to adopta firm approach in dealing with attemptsto undermine the interests of sponsors inSouth Africa.

Mr Green also managed teams of anti-ambush spotters who were employed atall venues, contributing to the delivery ofthe first ‘clean’ major sporting event inSouth African history.

Drafting and Amending ICC Rulesand RegulationsThe ICC rules and regulations have beenamended several times in the past year.The most important addition is theintroduction of a graded system ofdisciplinary measures affording a right ofappeal for the more serious Level 3 andLevel 4 offences.

The ICC has benefited from bringing thisfunction in-house and the internalknowledge and expertise that has beendeveloped over the last 12 months willlead to increased efficiency andconsistency in the future.

General Information

International Cricket Council (‘ICC’)The ICC is primarily responsible for all aspects of the day to day running and long term development of international cricket.The extensive remit includes management of the playing conditions relevant to the international game, provision of independentmatch officials for Tests and One Day Internationals, and the management of the ICC Code of Conduct.The ICC is a company registered in the British Virgin Islands with a share capital of $1 and undertakes no transactions.The structure of the ICC is as follows:

ICC Development (International) Limited (‘IDI’) IDI is incorporated and domiciled in the British Virgin Islands and is principally responsible for:(i) Managing the commercial rights to cricket events owned by the members of the ICC, including the organisation of tournaments;(ii) Managing the ICC Development Program; and (iii) Providing such administration services as are required by the ICC.IDI is owned by a BVI registered trust for the benefit of all members of the ICC.

ICC Administrative Services (UK) Limited (‘IAS’)IAS provides support and administrative services to IDI.

Operating and financial review

The revenue of the Group was $224,706,000 (2002: $9,765,000). An analysis of the different sources of revenue is set out in Note 2 ofthe Financial Statements. The net profit for the year was $10,632,000 (2002: net loss of $4,791,000). The total reserves of the Group at 31March 2003 were $21,717,000 of which $17,948,000 has been set aside for development.

Introduction

We have audited the accompanying consolidated balance sheet of ICC Development (International) Limited (the Group) as of 31 March2003 and the related income and cash flow statements for the year then ended. Scope

We conducted our audit in accordance with International Standards on Auditing. 1 Accounting policiesa Basis of Preparation

The consolidated financial statements have been prepared in accordance with International Financial Reporting Standards. Theconsolidated financial statements have been prepared under the historical cost convention and the reporting currency of theGroup is US Dollars.

b Group AccountingSubsidiary undertakings, which are those entities in which the Group has an interest of more than one half of the voting rights orotherwise has power to exercise control over the operations are consolidated. Subsidiaries are consolidated from the date onwhich control is transferred to the Group and are no longer consolidated from the date that control ceases. All intercompanytransactions, balances and unrealised gains on transactions between group companies are eliminated.

c RevenueRevenue represents the net amount receivable from the sale of media and commercial rights in respect of cricket events heldduring the year, subscription fees from members and other income. Revenue from cricket events is recognised when earned at thetime cricket events are held. All other income of the Group is recognised on an accruals basis. Expenditure on cricket events isexpensed as incurred.

d Foreign CurrenciesIncome statements of foreign entities are translated into the Group’s reporting currency at the weighted average exchange ratesfor the year and balance sheets are translated at the exchange rates ruling on 31 March. Exchange differences arising from theretranslation of the net investment in the foreign subsidiary undertaking are taken to shareholders’ equity.Foreign currency transactions are accounted for at the exchange rates prevailing at the date of the transactions; gains and lossesresulting from the settlement of such transactions and from the translation of monetary assets and liabilities denominated inforeign currencies, are recognised in the income statement.

e Financial InstrumentsFinancial instruments carried on the balance sheet include cash and bank balances, investments, and receivables. The particularrecognition methods adopted are disclosed in the individual policy statements associated with each item.Disclosures about financial instruments to which the Group is a party are provided in note 21.

f Deferred TaxationDeferred Taxation is provided in full using the liability method on temporary differences arising between the tax bases of assetsand liabilities and their carrying amounts in the financial statements.Tax rates enacted or substantively enacted by the balance sheet date are used to determine deferred income tax.Deferred tax assets are recognised to the extent that it is probable that future taxable profit will be available against whichtemporary differences can be utilised.Deferred income tax is provided on temporary differences arising on investments in subsidiaries except where the timing of thereversal of the temporary difference can be controlled and it is probable that the temporary difference will not reverse in theforeseeable future.

g Fixtures, Furniture and EquipmentAll fixtures, furniture and equipment are initially recorded at cost and subsequently depreciated over the periods shown below.Depreciation is calculated on the straight line method to write off the cost of each asset, to their residual values, over theirestimated useful lives, at rates between 12% and 33.33%.Where the carrying amount of an asset is greater than its recoverable amount, it is written down immediately to its recoverable amount.Gains and losses on disposal of fixtures, furniture and equipment are determined by reference to their carrying amount and aretaken into account in determining operating profit.

h Accounting for LeasesLeases of property where a significant portion of the risks and rewards of ownership are retained by the lessor are classified asoperating leases. Payments made under operating leases are charged to the income statement on a straight-line basis over theperiod of the lease.

i ReceivablesTrade receivables are carried at original invoice amount less provision made for impairment of these receivables. A provision forimpairment of trade receivables is established when there is objective evidence that the Group will not be able to collect allamounts due according to the original terms of receivables.

j Cash and Cash EquivalentsFor the purposes of the cash flow statement, cash and cash equivalents comprise cash in hand, and deposits held at call withbanks, net of bank overdrafts. In the balance sheet, bank overdrafts are included in current liabilities.

k ProvisionsProvisions are recognised when the Group has a present legal or constructive obligation as a result of past events, it is probablethat an outflow of resources embodying economic benefits will be required to settle the obligation and a reliable estimate of theamount of the obligation can be made.

l Pension ObligationsThe Group’s contributions to defined contribution pension plans are charged to the income statement in the year to which they relate.

m Payments due to MembersPayments due to Members represent those amounts that are determined by the Board of Directors as due for distribution toMembers at the conclusion of a cricketing event. These payments are treated as expenses within the accounts and are deductedin arriving at the profit/(loss) before tax.

The Development Fund is held to finance ICC Development Programme operations. The Development Fund was increased during theyear by the profit on the ICC U19 World Cup after payments due to members of $14,204,000 and other income specifically relating todevelopment. This increase was offset by development expenditure, excluding central costs, incurred in the year of $5,260,000.The IDI Reserve is held on behalf of the Members of ICC. 21 Financial Instrumentsi) Financial risk management

The overall objective of the Group is to protect the Group’s profitability from fluctuations in the financial markets and to useproducts to enhance the Group’s competitive position.

ii) Interest rate riskThe Group is exposed to interest rate risk through its interest bearing assets. Interest rate risk is monitored and managed by theChief Financial Officer.

iii) Credit riskThe Group has no significant concentrations of credit risk. The Group has policies that limit the amount of credit exposure to anyone financial institution and investments are only made in high quality financial institutions. The Group has policies in place toensure that sales of commercial rights are only made to counterparties with an appropriate credit history.

iv) Liquidity riskPrudent liquidity risk management implies maintaining sufficient cash and marketable securities, the availability of fundingthrough an adequate amount of committed credit facilities and the ability to close out market positions.

v) Foreign exchange riskThe Group has no significant foreign exchange risk. The Company’s investment in its foreign subsidiary, whose net assets areexposed to currency translation risk, is not significant to the Company. Intercompany transactions are settled on a timely basis tominimise exposure to currency translation risk.

22 Directors’ remuneration A listing of the members of the Board of Directors is shown on page II of the Directors’ Report. For the year ended 31 March 2003,one director received salaries totalling $416,615 (2002: $328,595). There was no other remuneration. None of the Non-ExecutiveDirectors received remuneration, including the Chairman, however, the directors are reimbursed for their expenses. An allowanceof $34,031 (2002: $30,000) was paid to the Chairman as a contribution to his expenses.

23 Contingent LiabilitiesThe company is currently in correspondence with Global Cricket Corporation PTE Limited (‘GCC’) in connection with potentialcontractual claims under the Media & Sponsorship Rights Contract with IDI and the News Corporation Limited dated 20 July2000 (the ‘MRA’). Such claims are believed likely to include, in particular, various claims relating to the Player Terms required to besigned and adhered to by players competing in ICC Events subject to the MRA and related issues of alleged ambush marketing ofsponsors’ rights by players. Claims are also likely to be included with regard to scheduled matches in the ICC Cricket World Cup2003 which did not take place. GCC has informed IDI that it considers IDI to be in breach of the MRA and has put IDI on noticethat it reserves its rights to pursue IDI for breach of contract. IDI has not admitted any liability.The potential claims have not yet been quantified by GCC. The process of dealing with such claims could stretch over a considerableperiod of time and is likely to involve potentially significant legal costs. However, should IDI subsequently be held financially liablefor breach of contract, it proposes to seek to recover some or all of the amounts involved from certain of its members.
