    1. DESCRIPTION OF OPERATIONS St. Barnabas Anglican Church (the “Church”) is located in Victoria, British Columbia, and is registered as a charity with the Canada Revenue Agency under registration # 11878742RR0019. The Church is part of the Anglican Synod of the Diocese of British Columbia and, as such, is governed by the constitution, canons, and regulations of the Diocese. As part of its support for the Diocese, the Parish pays the Diocesan assessment from the Operating Fund. This assessment is used to sup-port the work of the Diocese and the provincial and national churches, both in Canada and overseas.

    2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Long-term Investments All investments are carried at market value. Contributed services The operations of the Church depend on both the contribution of time by volunteers and donated materials from various sources. The fair values of donated materials and services cannot be reason-ably determined and are therefore not reflected in these financial statements. Revenue recognition Contributions related to general operations are recognized as revenue of the Operating Fund in the year received unless specifically designated for a future pledged year. All other restricted contribu-tions are recognized as revenue of the appropriate restricted fund. Investment income is recognized as revenue in the corresponding fund that holds the investment. Fund accounting The church follows the restricted fund method of accounting for contributions. Operating Fund This Fund accounts for the Church’s administrative and operational activities, while also reporting bequests, legacies and unspecified donations received for which no restrictions are attached by the donor. Externally Restricted Funds Funds that are externally restricted are subject to externally imposed instructions specifying how the funds are to be used. (See Note 4)

    3. LOAN RECEIVABLE The loan to Fr. Francis Smith bears no interest and is repayable in monthly payments of $200 begin-ning in February 2019 and is scheduled to be paid in full by November 30, 2019.

    4. EXTERNALLY RESTRICTED FUNDS (Continued)

    Funds that are externally restricted are subject to externally imposed instructions specifying how the funds are to be used.

    i. The Admin Assistant Fund is a special gift designated for the annual payroll costs of the Church’s Administrative Assistant.

    ii. The Altar & Servers Guild Fund is designated for the repair and replacement of altar linens, vestments, and liturgical vessels.

    iii. The Anglo-Catholic Fund is designated for furthering the understanding and continuation of the Anglo-Catholic tradition.

    iv. The Barnabas Social Housing Fund is designated for the support of an external, registered agency carrying out social housing programs. The principal of the fund is maintained while 80% of the annual earnings are transferred each year to the Church for remittance to a qual-ified agency; 20% of the annual earnings are reinvested.

    v. The Building & Grounds Renewal Fund is designated to support the upkeep and improve-ment of the Church buildings and grounds.

    vi. The Community Life Fund is designated to support various children, youth, adult, and family programs.

    vii. The Food Related Outreach Fund is designated to support the outreach programs of the Church in providing food vouchers and Christmas hampers.

    viii. The Educational Fund is designated for the support of Christian education. The principal of the fund is maintained with 100% of the annual earnings transferred each year to the Church.

    ix. The Jerry McDonald Music Fund is designated for the support of the Church’s music ministry including choral scholars. The principal of the fund is maintained with 100% of the annual earnings transferred each year to the Church to cover the costs of choral scholars, the Music Director, organ maintenance and related costs.

    x. The Memorial Garden Fund is designated for the maintenance of the Memorial Garden. xi. The Rector’s Fund is designated for general purposes. The principal of the fund is main-

    tained with 100% of the annual earnings transferred each year to the Church. xii. The Rector’s Discretionary Fund is designated for charitable use made at the discretion of

    the Rector. xiii. The Refugee Support Fund is designated to provide support to refugees. xiv. The Warden’s Fund is designated for general purposes. The principal of the fund is main-

    tained with 100% of the annual earnings transferred each year to the Church. xv. The Worship Related Fund is designated to provide support for flowers and related worship

    expenses.

    5. Unrestricted Funds Unrestricted Funds (or Operating Funds) consists of:

    a. The Thompson Memorial Fund held as one of the funds in the Consolidated Trust Fund (CTF), and

    b. The Legacy Fund held in investments managed by Scotia Wealth Management and CIBC Wood Gundy/Blue Heron Advisory Group. This fund includes the Ian Galliford Bequest.

    6. LONG TERM INVESTMENTS

    The long-term investment account, Consolidated Trust Fund (CTF), is managed by the Anglican Synod of the Diocese of British Columbia and represents investments in five separate funds. The Rector’s Fund and Warden’s Fund will remain with the CTF while the Thompson Memorial Bequest, Memorial Garden, and Educational Funds will be transferred to CIBC Wood Gundy/Blue Heron Advi-sory Group in 2019. At the time of transfer, the Thompson Memorial Fund will be merged with the Legacy Fund. Other fund investments were under the management of Scotia Wealth Management until Decem-ber 31, 2018 at which time the majority of the investment portfolio was transferred to CIBC Wood Gundy/Blue Heron Advisory Group. The Church has assigned the applicable balances in this invest-ment between the Operating Fund and Externally Restricted Funds. All investments are carried at market value.     Long Term Investment Activity

    Unrealized Gain (Loss) on Investments

    The market value of long-term investments decreased significantly during the last quarter of 2018, especially during the month of December. Accordingly, based on generally accepted accounting principles for restricted fund accounting, the unrealized loss on investments at December 31, 2018 is recorded on the income statement and investment balances are recorded at market value on the balance sheet.

    Investment Income

    Investment income was received during 2018 from the Consolidated Trust Fund (CTF) and from invest-ments held with Scotia Wealth Management. The majority of the investment portfolio held by Scotia Wealth Management was transferred to CIBC Wood Gundy-Blue Heron Advisory Group on December 31, 2018.

    ** The Jerry McDonald Music Fund had been combined with the Legacy Fund as one investment. The total 2018 income for this investment is record under the Legacy Fund. As the Jerry McDonald Music Fund is a restricted fund, the principle amount has been separated from the unrestricted Legacy Fund. Therefore, as of January 1, 2019, investment income for the Jerry McDonald Music Fund will be reported separately from the Legacy Fund.

    In addition to the above investment income, there was $315 received in bank interest during 2018.

    7. Due To/From Other Funds Restricted fund donations and restricted investment income are received throughout the year and deposited into the general operating bank account; throughout the year, restricted fund expenses are dispersed from the general operating bank account. The Externally Restricted Funds Schedule (see Note 4), shows this activity for each restricted fund. At year-end, the excess of restricted fund revenue over expenses (or the deficiency of revenue over expenses) represents the amounts due from the general operating bank account to the restricted fund investments (or in the case of a defi-ciency, the amount due from the restricted fund investments to the general operating bank account.

    8. EXCESS (DEFICIENCY) OF REVENUE OVER EXPENSES The financial statements for the year ended December 31, 2018 record the market value of invest-ments and the resulting unrealized loss on investments as per generally accepted accounting princi-ples for restricted fund accounting. The financial statements presented for the year ended Decem-ber 31, 2017 were not presented in this format; additionally, transfers from investments to opera-tions were incorrectly reported as income, therefore period comparisons are difficult.
