Council’s outlook on membership dues is to provide value for services while allowing for a small contingency. Dues were increased by $25 in 2015 and remain unchanged for 2018 resulting with Manitoba having one of the lowest dues when compared nationally. While membership with CTTAM is market driven, it is no wonder that 80%* of the membership receive their professional fees as an employee benefit. For those who pay their own dues, you can claim a rebate on Line 212 of your T1 General Tax Form. (* derived from the 2017 Member Salary Survey)

President’s Report

Kellie J Orr CD, CET, RCDD, CTS, TPM, IntET(Canada)

It has been a pleasure to represent the Certified Technicians and Technologist Association of Manitoba for the past year. As I reflect on the responsibility of this great honor, I am amazed by the support dedication and professionalism of our volunteers, committee members, Board Members and CTTAM staff. I would like to thank Neil Klassen, CET, Past President for his leadership and mentorship, many of the initiatives that are coming to fruition now are because of the leaders like him, we have been fortunate to have him as our president. Membership has remained steady through this year at approximately 3,100 members. We are looking to engage student members, engagement in the community, dialogue with the colleges and other initiatives to increase and retain our membership. The CTTAM staff, Robert Okabe, CET, IntET(Canada), Cathy Penner and Anita Walcer should be commended for consistently innovating and modernizing our administrative processes. While many long serving members of the organization may not immediately notice the changes, applications for new membership are now submitted electronically through the Technology Registrations Canada (TRC) web site. The TRC site allows individuals from Canada and around the world to self-assess their competency against the National Technology Benchmarks for technicians and technologist and apply to the provincial association of their choice for certification as a technician or technologist. This new application process is to ensure compliance with the Manitoba Fairness Commissioner recommendations and allows for new applicants to ability to monitor the status of their application throughout the application process. Once an application has been submitted it is

forwarded to the Registrar and the Panel of Examiners review the documentation online. For internationally trained professionals a World Education Service (WES) assessment has been implemented that will provide an equivalency to the Canadian Education System. Another initiative that was implemented in May 2017 is CTTAM’s use of ASET’s work competency reports and exams which will allow CTechs to reclassify to CET. These exams are invigilated at an approved third party learning centre in Winnipeg and Brandon. In the new year, we will be transitioning our association management software to a new provider and our website will be revamped to allow for better service to our members. Some of the new things that our new site will offer is the ability to have web-based continuing education opportunities and the ability to track your education. Our Executive Director, Robert Okabe, CET, IntET(Canada) and I attended the Technology Professionals Canada (TPC) meeting in Toronto, the Canadian Council of Technicians and Technologists (CCTT) in Halifax and Robert Okabe, CET, IntET(Canada), Andrew Procca , CET, PMP attended the Presidents meeting In Halifax. We continue the dialogue with our provincial counterparts and hope we can unify the profession across Canada. We continue to hold regular meetings with other associations including the Association of Consulting Engineers Canada (ACEC) and Engineers Geoscientists Manitoba. We will continue our outreach to other like-minded associations with the intent to promote our association and to collaborate on items of common interest. It was my pleasure to present the CTTAM sponsored small project award category at the ACEC Manitoba awards of excellence in Consulting Engineering Gala. This showcase of Manitoba based engineering excellence highlights the

contribution of many of our Members work who work for Consulting Engineering Companies. Our relationship with Engineers Geoscientists Manitoba continues to be strong and collaborative. Neil Klassen, CET, CTTAM Past President was appointed to the Engineers Geoscientist Manitoba Council, giving us a strong voice with their association. Engineers Geoscientists Manitoba invited CTTAM to attend the Manitoba Legislature MLA Reception. It was a great opportunity to meet MLA’s and promote our profession. The Specified scope of practice application process on the Engineer’s Geoscientists Manitoba website is now open. Several CTTAM members have started the application process and I encourage you to start the process. The implementation of the specified scope of practice license in Manitoba requires Engineers Geoscientists Manitoba to honor the Agreement on Internal Trade (AIT) and recognize individuals who've already been granted a limited license in another Canadian province. The specified scope of practice license provides a pathway to limited licensure for individuals with a non-traditional academic background. This

category of license recognizes the combination of education with extensive experience as potential qualification to qualify for practice in a specific scope of engineering or geoscience. We continue to invest in opportunities to engage in the next generation of Technology Professionals thru partnerships with Skills Manitoba, Red River College among others. The CTTAM Board will be conducting strategic planning sessions in the next year to identify short and long term goals for our organization. The CTTAM Staff, Volunteers and Board Members have all contributed in modernizing our documents, Governance Models, Professional Development, application processes. As we start another year, I encourage you to get involved with our association, mentor a young professional and promote our profession. We need your help to grow our profession. I would like to thank the Board, Committee Chairs, Committee Members, Staff and Andrew Procca, CET, PMP, President-Elect for their amazing dedication and look forward the challenges we will face together.

Executive Director & Registrar’s Report Robert Okabe C.E.T., IntET (Canada)

2017 was a very good year for CTTAM. Many of our most sought-after goals have come to fruition through the significant contribution and efforts of our staff and volunteers.

This was the year that we completed our 2016 Registration Review Report by the Office of the Manitoba Fairness Commissioner which reviewed the fair consideration of individuals applying for registration focusing on applicants from outside of Canada. The review identified opportunities for progress and commitments for action which the CTTAM Board of Directors embraced and have implemented. CTTAM is committed to fair practices which has been shared with Provincial Ministers whose departments are responsible for these legislations of professions.

With change came the opportunity to utilize and develop existing registration and certification tools developed by 2 (two) of our Provincial counter parts in BC (ASTTBC) and AB (ASET). We have now implemented an online electronic application process for registration and a means to conducted online assessments via the Technology Registration Canada website (TRC). In addition, ASET has allowed CTTAM to utilize a series of technologist level competency exams for those C.Techs looking to progress to C.E.T. This new approach is intended to remove any elements of subjectivity in the assessment of applicants from non CTAB or TAC accredited applied science programs. Thanks to John Leech (ASTTBC) and Barry Cavanaugh (ASET) for their generosity and national vision to forward the registration and certification process.

CTTAM’s support of the Canadian Council of Technician and Technologist (CCTT) continues to assure the development of technology programs in our colleges across Canada which graduate attributes of the International Engineering Alliance (IEA) agreements. RRC and ACC support the Canadian Technology Accreditation Board (CTAB) accreditations of their

programs and the use of the National Technology Benchmarks (NTB). CTAB offers our members the opportunity to volunteer and receive training as auditors.

Maintaining relationship with our strategic partners is stronger than ever. CTTAM continues to work with the Engineers Geoscientists Manitoba in regards to the limited licensing and Eng.L designation. The registration process for the specified scope of practice is available online. We continue our strong relationship with Red River College. Each year we provide three scholarships to their Engineering Technologist programs and participate in various activities. The College has been very supportive in promoting certification with CTTAM and providing information to their students. In addition, financial assistance to Assiniboine Community College to establish a student chapter and partnerships with Skills Canada Manitoba will enable CTTAM to expand its focus to rural Manitoba.

CTTAM membership is market driven and the C.E.T. & C.Tech. designations are the brand asked for by employers. Periodically we receive information that individuals, who are not entitled to do so, are using CTTAM designations. CTTAM’s Certified Members have met a stringent criteria and our designations are protected by The Certified Applied Science Technologists Act. CTTAM deals swiftly with those individuals who indicate that they are CTTAM Members but who are not on CTTAM’s Register of Active Members.

Each year I comment on how fortunate CTTAM is to have a strong and dedicated volunteer base which helps meet the needs of the public and our Membership. This year is no different and CTTAM would not be the successful organization that it is without these individuals. I would also like to express my appreciation to Anita Walcer, Administrative Assistant and Cathy Penner, Registration and Member Services Coordinator, for their dedicated work during the year.
