The mission of the National Tax Lien Association (NTLA)™ is to be the primary
organization advancing the legislative, regulatory, business, public relations and
educational interests of the tax lien industry in the United States. The association
is committed to upholding high standards of ethical conduct and operating in
accordance with all applicable federal and state laws and administrative rules.
Establish a “centralized voice” for the tax lien industry.
Educate municipal and county revenue officials as well as state and federal legislators on the benefits of tax lien sales.
Engage in legislative monitoring and lobbying activities.
Establish positive, professional relationships with tax collectors, county treasurers, revenue commissioners and other local and state public officials involved with the orchestration of real property tax, land and tax lien sales.
Establish and maintain a relevant continuing education and certification program for the NTLA membership.
Create a professional image for the tax lien industry that emphasizes the significant financial investment in local government infrastructure made by tax lien investors through the ad valorem tax collection process.
Adopt and adhere to a Code of Ethics for the tax lien industry.
Establish and maintain a database of information relevant to tax lien investment that is accessible to NTLA members for research and business decision issues.

This breakneck pace of change also presents the National Tax Lien Association, 3,141 Counties and 7,527,630 delinquent taxpayers with issues, situations and challenges that have never been experienced before. The solutions are going to be found within the hearts and minds of dedicated, committed and industrious tax collectors, treasurers and legislators who assess the problems in fundamentally honest and comprehensive ways and addresses them in a manner that helps current taxpayers, delinquent taxpayers, local governments and tax lien investors. In 2016, the NTLA made historic strides in representing the tax lien industry across the country. Some highlights include:

Feasibility Study for the City of Philadelphia following the New York City Model Legislative Oversight: Tracked 108 bills in 2016. 19 were enacted, 7 failed. Each bill was given an NTLA position and

Meet our New Chairman of the Board
Meet the Team
Mr. Keyser is a principal and member of the Commercial Litigation Department of Kaplin Stewart in its Haddonfield, NJ, office. Mr. Keyser represents a broad range of businesses and individuals in real estate transactions, commercial lending, work-outs and bank-ruptcy-related issues. His practice also includes the representation of real estate tax lien investors and commercial lenders in lien foreclosures. Mr. Keyser frequently lectures on bankruptcy and real estate issues, government-backed lending programs, and issues which confront tax lien investors in New Jersey.
Carly works closely with the NTLA staff on everything from membership management to creating dynamic website content for our members and potential members. Her previous work experience brings excellent skills in copy editing, website management, SEO, and Social Media management to the NTLA. She received a Bachelors of Science degree in Journalism from The University of Florida.
Strengthening its work in advancing the legislative, regulatory, business, public relations and educational interests of the tax lien industry, NTLA welcomed Jamie Walton as its new Director of Marketing & Events. This position will cultivate and steward relationships with corporations, businesses and professionals and create a robust marketing and events program to generate revenue in support of NTLA’s mission.
Walton, who joins the National Tax Lien Association after a successful tenure at the Chamber of Commerce of the Palm Beaches, will develop strategies to attract and retain sponsors at all giving levels. In addition to enhancing and refining the NTLA’s menu of sponsorship package alternatives, Walton will also develop new relationships with tax lien
partners while deepening relationships with existing sponsors and event attendees.
Prior to her work at the Chamber of Commerce, Jamie honed her relationship building and fundraising skills at prominent area nonprofits such as Easter Seals, March of Dimes and South Florida Science Center and Aquarium.

Philadelphia
The City of Philadelphia continues to muddle along in sorting out solutions to the enormous delinquent tax issues. Consensus building on the right solution for the City is very difficult with the Mayor, City Council, Revenue Department, Land Bank and others all appealing to different constituents. To date, two pilot tax lien sales have taken place. Picking up steam and interest was the thought of moving to a New York City model of Securitization. The land bank folks have yet to realize or understand that a securitization and land banking can mutually co-exist and benefit as the trust is “City-Owned.” So long as the City cooperates with their own land bank and establishes the ability to utilize land banked projects, there will be no conflict. The requested proposal responses for guidance and direction on what the City should do in the forth quarter of 2016.
The one consistent theme of tax liens is they never ever get better with time! This does not bode well for the City’s increasing aged tax liens.
NTLA’s Fall Symposium in New Orleans, LA, was once again a smashing success. Our event kicked off with a home building project of Ms. Betty Ann Johnson, a homeowner who was affected by Hurricane Katrina. A BIG thank you goes out to all who participated!
At the Symposium, the 10+ hours of networking proved invaluable for those looking for a new lender, a new technology platform, a new foreclosure attorney, a new servicer or a new secondary market trading platform. For local resident Ms. Betty Ann Johnson, keeping ownership of her family’s 1969 two-story wood frame home hasn’t been an easy road. The original structure was weak due to shoddy work and contractor fraud, but was exacerbated after Hurricane Katrina wreaked havoc with flood waters entering the home. Once retired, there wasn’t spare cash to make the necessary repairs, and she fell behind on her property taxes. “I understand the importance of paying taxes, I just ran out of resources because of various challenges,” said Ms. Johnson. “Today is a blessing, my home is being saved and repaired.”
For any repairs to begin on the house, Rebuild Together New Orleans required the delinquent property taxes be paid in full. On October 26th, from a most unlikely source, Ms. Betty’s prayers were answered. The NTLA Foundation, a non-profit who saves elderly or disabled homeowners from property tax foreclosure, paid the delinquent taxes. Beyond saving Ms. Betty’s homeownership, volunteers from the NTLA Foundation, CivicSource and Rebuild Together New Orleans spent a day of service painting, removing moldy drywall, and prepping the home for a new roof. Collectively, they raised over $20,000 to make the necessary repairs.

As 2018 dawns, Lumentum’s tax lien data team is crunching the numbers on the year that passed – and the year ahead. The bottom line: While the secondary market as a whole remains quite active (with more than $50 million in certificate value changing hands via Lumentum brokers alone), attention is focused on a relatively small amount of counties and municipalities, with overall available inventory lagging roughly 20 percent behind January 2017.
INVESTOR FOCUS
Somewhat unsurprisingly, the focus of tax lien investors dealing with Lumentum’s secondary market brokers is on the traditionally active Florida market. Nearly half of all transaction volume in 2017 focused on the Sunshine State. The second-most active state in the Lumentum exchange, interestingly, was Ohio; the Buckeye State’s $14.46 million transaction total eclipsed stalwarts Maryland, Illinois and Colorado – combined.
INVENTORY LEVELS
Florida, naturally, dominates currently available certificate inventory, with $672 million in total face value available as of Jan. 1. This is roughly 20 percent off Jan. 1, 2017’s $837 million in inventory. A significant part of this drop can be attributed to Miami-Dade ($201million to $157 million) and Broward ($122 million to $72 million) counties. Inventory is up in several key counties, however; Palm Beach, in particular, is up some $9 million year-over-year.

• Florida and Ohio continue to generate significant interest among secondary market investors, with Maryland, Colorado, Alabama and South Carolina representing a strong second tier.
• Overall Florida inventory – a strong indicator of the industry as a whole – is off roughly 20 percent year-over-year.
• Inventory drops are largely attributable to several key counties, while a few – particularly Palm Beach – are trending up.

Code of Ethics
1. NTLA members will be informed on local, state, and national issues, important to the tax lien industry.
2. NTLA members will conduct business affairs in a manner which recognizes the rights of property owners and the responsibilities of public revenue officials, and which brings credit to the tax lien industry.
3. NTLA members and prospective NTLA members, will always provide accurate and full disclosure for those membership categories based upon a dollar value.
4. NTLA members will maintain appropriate competency to enhance the professional image of the Association through continuing education and business experience.
5. NTLA members will work cooperatively with tax collectors, county treasurers, revenue commissioners, and other public revenue officials responsible for ad valorem tax lien and tax sale laws.
6. NTLA members shall not make false or misleading statements about competitors, their business or business practices.
7. NTLA members shall conduct business practices in accordance with local, state, and federal laws governing the purchase, issuance, and investment of tax liens, tax deeds, and the administration of tax lien sales, tax land sales, and foreclosure proceedings.
8. NTLA members shall obey all local, state, and federal laws and regulations, particularly those concerning the registration and sale of securities; the buying and selling of tax liens, and tax deeds; the collection of taxes, tax liens and other municipal, state, and federal debt sold to third persons; real property foreclosures; fair debt collection practices; truth in lending; and unfair trade, anti-competitive, and antitrust behavior.
Every member of the NTLA signs and adheres to its Code of Ethics. The Code is vital because it promotes moral behavior, acts as a guideline for ethical decision making, enhances the reputation of the industry and encourages long lasting positive relations. The mission of the NTLA Foundation is to support owner-occupied homeowners with hardships. The purpose of the NTLA Foundation is to provide property preservation solutions to troubled homeowners, and is a resource for local governments and members of the National Tax Lien Association.

Committee Reports
EXECUTIVE
The Executive Committee consists of six individuals: President, Vice-President, Treasurer and Secretary, Executive Director and General Counsel. The President is responsible for conducting all Board Meetings and the overall direction of the Association. The Vice-president chairs the membership committee and supports the needs of the President. The Treasurer is responsible for the management and oversight of all financial matters. The Secretary is charged with keeping the Board meeting minutes. The Executive Director is responsible for the day-to-day operations of the Association. The General Counsel oversees all legal matters of the NTLA.
LEGISLATIVE
The Legislative committee is one of the largest and most active groups. This committee is comprised of a Government Affairs Director, and Committee Chair and Legislative monitors. The Government Affairs Director and the Committee Chair provide oversight and direct interaction with State Legislators. The Legislative monitors review bills and label the NTLA position (favor, oppose, neutral) or priority (high, medium, low). The committee produces weekly legislative reports for all NTLA members.
PUBLIC RELATIONS – NEW MARKETS
The Public Relations committee supports the mission of the NTLA with legislators and the media. The committee seeks to enhance the overall image of the tax lien industry through words and deeds. These goals are accomplished through proactive media coverage of positive interactions with local governments, taxpayers and the communities in which we serve.
MEMBERSHIP
The membership committee oversees the value proposition of NTLA membership. The committee seeks to increase membership in all segments of the industry the benefit of all. Lastly, the committee protects the good name of the NTLA by evaluating any background checks with derogatory remarks and processes any code of ethics complaints by current members.
TAX DEED INVESTOR GROUP
The Tax Deed Investor Group acts as the representative arm of tax deed investors by providing a centralized voice in a fragmented market. The TDIG tackles best practice methods for obtaining clear and marketable title while protecting property rights of taxpayers.
CERTIFICATION
The Certification Committee monitors the requirements and educational offerings for obtaining NTLA’s Certified Tax Lien Professional designation. The committee seeks experienced candidates to obtain the CTLP designation.
ELECTIONS
The Elections Committee oversees the annual elections of the NTLA Board of Directors and Board Officer elections. NTLA bylaws require a minimum of 11 Board Members (currently 14) of which the majority must come from the membership category “Investor-Servicer.”
FOUNDATION
The NTLA Foundation was formed in 2017 with the sole purpose of saving homeownership of elderly and disabled homeowners facing tax foreclosures. The 501C3 non-profit corporation management is funded by the National Tax Lien Assoc. assuring that 100% of fundraising goes towards homeowners in need.
