The Public Education Foundation is a charity dedicated to providing life-changing scholarships to young people in public education, their teachers and principals.

The Foundation is supported by the NSW Department of Education and works in collaboration with schools, communities, the private sector and the government to support students achieve their full potential at a public school, while enhancing the value and reputation of public school education.

I am delighted to report on a highly successful year for the Foundation.

More than 870 students and 50 educators have been assisted with PEF scholarships since our scholarship program commenced in 2012. In the last year the Foundation was able to increase its funding of scholarships by an impressive 29 percent.

A visit to our website shows how life-changing our scholarships have been, with student stories that are typical of those now pursuing further studies and embarking on careers that may not have been possible without the generous support of our donors and sponsors.

In collaboration with other scholarship-based organisations such as the Harding Miller Foundation we have seen scholarship support for students in public schools increase to record levels.

The Public Education Foundation has played a key role in recognising excellence in public education with substantial awards being provided to high achieving students as well as to outstanding educators and school community members. In addition, we have worked with sponsoring partners to recognise and celebrate excellent school achievements. We are proud of our role as a strong voice in support of public education.

In December 2016 we were fortunate to be joined by many of our donors at a reception at Government House hosted by the NSW Governor The Honourable David Hurley and Mrs Hurley. The Foundation is grateful to have its work acknowledged by such esteemed alumni of public education.

The annual awards ceremony at the Sydney Town Hall was a huge success with a record attendance. The keynote speaker was Kurt Fearnley, proud former public school student, educator and national sporting hero, whose words were inspirational.

We are particularly pleased to have an alignment of Premium and Major Partners - the NSW Department of Education, NSW Teachers Federation, Teachers Mutual Bank, Teachers Health and First State Super.

With the support of sponsoring organisations and our ability to broker ‘fee-for-service’ arrangements we are able to ensure that no more than 10 cents in every donated dollar is spent on administering scholarships.

Finally, I wish to thank the Board members of the Foundation for their commitment and support and acknowledge that record scholarship levels reflect the hard work and substantial expertise of our staff who are so ably led by our Executive Director David Hetherington and General Manager Michelle Stanhope.

It is my pleasure to present the Public Education Foundation’s Annual Report for 2016-17. It’s been a record year for the Foundation on many fronts.

Over the course of the year, we awarded new scholarships to 282 students and nine educators, and provided continuing support to a further 45 students on multi-year scholarships. The total of 336 recipients is our highest ever, up 23% from last year. The total value of our awards was also our highest ever $507,328, a 29% increase on 2015-16.

We offered scholarships at 143 schools across six states and territories, compared with 97 recipient schools in four states and territories last year.

Equally importantly, the Foundation established important new relationships, allowing us to work together with aligned organisations to deepen our support for the public education community. We were delighted to welcome two new Premium Partners this year, First State Super and Teachers Health. Each of these organisations is generously supporting a new scholarship for teachers which will be awarded in 2017-18. This will be the first time the Foundation has offered teacher scholarships, and we’re hopeful we can further extend our support to our hugely deserving teacher community in future.

In September 2016, the Foundation hosted the NSW Education Minister’s and Secretary’s Awards, recognizing 36 students, teachers, schools and parents for their valuable contributions to public education, often over many years.

And in May 2017, we hosted our annual Awards Night ‘Proudly Public’ where we recognised all our award winners in front of almost 1,000 people at Sydney’s Town Hall. On the night, we were joined by the inspiring Kurt Fearnley and the irrepressible Annabel Crabb, who challenged and delighted us in equal measure.

Over the past 12 months, the Board and staff have undertaken a strategic review and finalised a new

three year strategic plan. In the near term, our focus will be on building our capacity for advocacy in support of public education, while managing the underlying growth of our scholarships program.

In closing, I’d like to pay tribute to all the staff and volunteers who’ve made our success over the last year possible. All successful not-for-profits depend on the commitment and goodwill of volunteers, and those who’ve helped the Foundation with event organization, panel deliberations and database management are no exception. And our staff team of Michelle, Melanie, Ali, Karen, Craig and Janine has been a delight to work with – thank you!

At the Public Education Foundation’s annual awards night on 17 May 2017 we celebrated the remarkable contribution made by leaders, school communities and students in our public schools.

Our largest ever number of scholarships, over 240, were awarded in the grand Sydney Town Hall. Among our very special guests were Lieutenant-Governor Thomas Bathurst AC QC; Mr Mark Scott AO, Secretary of the NSW Department of Education and Kurt Fearnley AO, Paralympic gold medallist, disability advocate and educator. Annabel Crabb, political journalist and commentator, delighted the audience as MC for the evening.

Attendees enjoyed inspiring speeches and impressive musical performances by students and dancers from The Arts Unit of the NSW Department of Education. Performers included talented soloists Elyse Sene-Lefao, Sebastian Kelly-Toiava and Harmony Lovegrove, NSW Public Schools Stage Band, Kari Choir and the Aboriginal Dance Company, Urban Dance Crew and students from The Conservatorium High School.

In his rousing keynote address Kurt Fearnley AO described his experience as a public school student who received an inclusive education at the insistence of his principal. He described attending a public school as ‘winning the jackpot’ and encouraged scholarship recipients to give back to the community as part of their participation in the public education system.

We would like to extend our thanks to the Lord Mayor of Sydney, Clover Moore, for generously providing a Lord Mayoral Reception for scholarship recipients. The Public Education Foundation extends a very special thanks to all of our event sponsors. Without their ongoing support the annual celebration of public education would not be possible.

Each year the Public Education Foundation has an opportunity to shine a light on the excellence and outstanding achievements that can be found within NSW Public Schools. We are proud to manage the Minister’s and Secretary’s Awards for Excellence on behalf of the NSW Department of Education and this year we honoured 36 students, 37 staff, 24 schools and eight parents from across NSW. The awards were held in Sydney on Wednesday, 13 September 2017.

Leilani Fakatava Although year 12 has been difficult, I really feel that all the effort is beginning to finally pay off. The Unions NSW Jeff Shaw Memorial Scholarship was extremely beneficial in allowing me to complete this last year of secondary education. With the money, I bought a laptop, paid off school fees and was able to buy stationery and books for university next year. May I say that without the laptop I would have struggled with my studies. All the financial assistance really helped!

I have been fortunate enough to receive an early entry into the Macquarie University for next year to study a Bachelor of Arts/Law and am hoping to hear back from my application to the University of Sydney soon.

This year has been a rollercoaster of both the best and scariest moments I’ve experienced but it was all worth it. Thanks to the scholarship and extra help, I was able to also pay for tutoring which allowed me to have the top Society and Culture Personal Interest Project in my class, as well as extensive ways to stay focused and continue studying despite all the temptations around me.

I would definitely recommend applying for Public Education Foundation scholarships as they will help absolutely anyone in numerous ways. I strongly advise to remember to keep advocating for public education because it truly works to eliminate all negative stigma surrounding public schooling and highlights the importance of future study.

Jazz EvansJazz has worked very hard in Year 2 to achieve very good results at school. His favourite subjects are maths and free choice writing. He hopes to become an author one day and is always writing and illustrating stories in bed when he should be asleep. In addition to school, Jazz’s Gran has been teaching him piano this year and he performed three pieces in her concert last weekend. 

Jazz sat the ICAS assessment tests for the first time this year and was very excited to be placed in the top 5% of Australian participants in both Spelling and Mathematics (awarded a Distinction) and top 15% in English. Jazz has completed both the Year 2 and Year 3 mathematics curriculum this year using the school-based Mathletics program. We purchased a laptop using his scholarship fund to help him and his younger brother complete their homework which included Mathletics and News preparations using PowerPoint each week. We also used the funding to allow Jazz to attend the gifted and talented Mindquest weekend, choosing the Young Scientist elective where he studied things like electrical circuits and electromagnets. He really enjoyed this weekend and the new friends he made.

Thank you so much for the wonderful opportunities receiving this scholarship has given to Jazz. We look forward to another year where we can enrich Jazz’s life in 2018!

Mursal Rahimi The support provided to me by the Public Education Foundation through this scholarship has been vital in shaping the overwhelmingly positive experiences I’ve had while completing my first year of a combined Arts/Law degree at the University of New South Wales. With this scholarship I’ve been able to purchase a laptop, my textbooks and pay for the enormous Opal expenses I rake up travelling to Kensington several times a week.

Instead of having to divide my time between study and work, the financial support offered through this scholarship has allowed me to really focus my attention on my classes and even achieve a weighted average mark of 82.  I’ve also been able to get involved in campus life through volunteering with the student organisation ARC. While the transition from high school to university has been difficult at times, I found a lot of enjoyment in the courses I’ve undertaken as they align closely with my interests in advocacy, international relations, postcolonialism and justice.

To any student contemplating applying for scholarships, I highly suggest applying to any and every relevant one: there’s nothing to lose! To all those who continue to support the Public Education Foundation and the public education system, I thank you for investing in a cause that supports equal access to a quality and diverse educational experience irrespective of socioeconomic conditions; a cause that reinforces that education is a public good and not a private commodity.

2016-17 Revenue and Expenditure

The Public Education Foundation is generously supported by the NSW Department of Education who provide a grant to fund operational cost. 17 percent of the Foundation’s revenue is received through this grant.

In 2016/17 the Foundation also received funding from the NSW Department of Family and Community Services.

The remainder of the Foundation’s revenue is made up of donations, service agreements and income earned through the investment of the Foundation’s funds and sponsorships.

The Public Education Foundation’s total revenue for 2016-17 was $1,177,445.

At the Foundation we ensure that 90% of donations go directly towards our Scholarship Fund and are distributed to students, teachers and principals in the form of scholarships. No more than 10% of donations income is used for administrative expenses.

Donations to the Scholarship Fund are either distributed in the year received or kept in reserves to be applied to future scholarships.

In 2016-17, the total donations amount received by the Foundation was $757,384.

In 2016-17, the Foundation awarded 291 new scholarships, valued at $507,328.
