From the Directors Desk...

Its immense pleasure for me that I am going to present 26th (Silver Jubilee years) Annual report.

In this year, SEHADA is celebrating silver jubilee of the organization. In this occasion, I want to

congratulate all governing members,staffs,volunteers,well wishers, donors and district

administration for their un conditional continuous support to SEHADA from 1992-2017. Since,

25 years of journey in development sector is not a easy task .During this long journey we have

got lot of test full and test less learning and experiences. In the year 1992, SEHADA emerge

from slum and now at District headquarter of Jharsuguda district.

Due to good rapport with community and district administration, SEHADA has been completed

successfully above dozen projects and continuing with six projects of Govt. and non Govt.

agency. SEHADA has provided safe shelter to above 900 women, 250 children, vocational

training to 300 women and girls, counseling support, legal and police assistance to 7000 women

and girls, livelihood support to 25000 family and health services to 15000 families.

Some key achievements are-

The project could establish some examples where women coming out from their year old

practice of being inside the house, participated in Pallisabha and Gramsabha and

contributed. In the due course of time, these women are to be showcased as ‘Role

Models’ for others to follow their path and raise their voice against the gender biasness.

To fight against the gender inequality, increased numbers of women leaders are to be

evolved starting from grass root level to the state wide activism.

Working with CBO leaders brought a clear understanding that a key component of

community mobilization involves identifying and developing leaders from the

community by strengthening and building their capacities in various issues. Bringing a

change in societal attitude is neither a campaign that is undertaken once, nor is a series of

campaigns carried out over a period of time. It is a continual and cumulative

communication through the progressive efforts of these community leaders.

At last, once again I thank you to all for your contribution to SEHADA in which the

organisation has successfully completed 25 years.

ABOUT SEHADA

Socio Economic Health & Agricultural Development Association (SEHADA) is a non-

government, not-for-profit organization, founded by a group of grass root level women activists

has the core objective of organizing people for ensuring women rights, social justice and

promote community development. SEHADA established on 25th December 1989 is registered

under the Societies Registration Act (SRA), 1860. It is also registered under the Foreign

Contribution Registration Act (FCRA), 1976 under the Ministry of Home Affairs, Govt. of

India, New Delhi and under 12 A & 80 G of IT Act, 1961.

Vision:

A society with sustainable development and self-reliant people where women enjoy equal

opportunity in all the spheres, live with dignity in an environment free of harassment &

exploitation

To bring about equality by empowering people through organization building, enabling them to

identify and prioritize issues that affect their lives for collective action and vision building.

The importance of institution building, braodbasing development partnership & network building

can’t be overempasized in the context of the community enegagment of SEHADA.

Major Activities of the year 2016-17

Project Title- To increase the position of women by involving them in PRI system

and linking with livelihood options within available resources.

The proposed intervention was planned as per the find out of last year activities output and

study report and recommendatation. Below are the project back grounds:

The large scale land and forest acquired by industries is the main cause of loss of these

livelihoods of the poor peoples. Most of them are marginal farmers having land holding of

0.5 to 2 acres. Lands suffer from low fertility and lack irrigation facilities. Agricultural

labours are exploited and are paid wages as low as Rs. 70/- to 90/-. Women became more

vulnerable as wage earners due to a total loss in agriculture sector. Due to the depletion of

forest, collection of non timber forest products (NTFP) was stopped. Specifically women used

to earn from selling NTFP, which they are not able to get now. The Industries have

constructed small dams to block water, which is used by industries. This has caused the water

level to go down, for which women has to face difficulties for collection of drinking water.

Wastages of factories have polluted grazing land and as the result, cattle become diseased,

hence animal husbandry as an extension of their engagement in agriculture is no more. During

the focus group discussion in the time of study, it was found out that the income from labor

work in industries fetch cash in hand. But it is insufficient to meet all the requirements in

comparison to their previous income from agriculture, animal husbandry and forest products.

From agriculture, they could able to get paddy, pulses for staple food, vegetables, oil seed to

supplement their nutrition. Animal rearing was able to provide them milk, meat as protein

even fuel requirements were fulfilled by waste product of agriculture and animals. All these

requirements are not fulfilled from their present income in cash. In this situation SEHADA

has been implemented a 9 month project in this project area detail about the project as below.

With three defined objectives –

(1) To bring a change in the overall condition and position of women within the family, society

and ensuring their stake in governance system through equal space and increasing their

access and control over available resources .

(2) The condition will be improved through linking them with different livelihood options and

capacitated them to assert their rights for the livelihood that they are involved at present.

(3) To promote equality for women as per the constitution and provide a space of non

discrimination and non Violence in all spheres.

The project titled “To increase the position of women by involving them in PRI system and

linking with livelihood options within available resources” was implemented by organization

SEHADA in support of Action aid, Odisha for a period of nine months (April 2016 to

December 2016) in 3 Grampanchayats of Jharsug.

Proposed Interventions:

Capacity building of CBOs on issues identification and priorities and collective action.

Leadership development training for women.

Mass awareness camp on un-organized labour focused on women labor.

Training on various right and entitlement programme of Govt. for poor, ST, SC and women.

Linkage and convergence with government and financial institution on enteropenurship

development of women and girls.

Legal literacy camp for women and girls.

Community mobilization on gender issues.

Popularize Beti Zindabad Campaign at village level and District level.

Expected outcomes short terms:

Increased numbers of women taking leadership in civic /public life at the community

level,

Women will be made aware on equal wages and their right at work place.

Women skill and knowledge on entrepreneurship will be developed.

Gender understanding will be developed at community level.

CBOs will take collective action on issues which are found to be major impediment

towards their development.

Community will be better organized to demand entitlements under different government

schemes

Scope of employment will be generated for women

Additional streams of livelihood will be created and adopted by the workforce

Market chances of the existing work force improved in terms of chances of employability

and increase in income

Improved household income and decrease in proportion of poor households

Community access to receive their right and entitlements will be increased

Activities:-

Training on Women Leadership Development

The organization SEHADA was working with communities through constituting and nurturing

different community based organization such as women self-help groups, village development

committees, farmer’s clubs and youth clubs before implementing the project. The project gave an

opportunity to reorganize these grass root level institutions in 15 intervened villages by

sensitizing them and ensuring community participation in establishing discrimination free society

for women and girls. To develop women leadership in the project area the organization

organized two no’s of training programme in the name of Training on Women Leadership

Development.

Key outcome of the Activity:

84 no’s women leaders taking action on women related issues of the areas.

Women participation has been increased in Pallisabha and Gramsabha.

Peoples demand has been generated through women leader.

Capacity building of CBO’s

Capacity building of the various stake holders is a one of Major focus. Because without capacity

development stake holder development will not be possible. Development is a process and it

needs Capacity of the stake holder. Where CBOs capacity was more than development is

automatically come forward. In this connection SEHADA always has given more emphasis on

Capacity Building of the CBOs as well as various stake holders.

During the period two nos of training programme was organized by SEHADA.

Key Outcome of the Activity

CBOs knowledge and skill has been bust up and handling their village level as well as

G.P level issue by themselves.

CBOs are well aware on their responsibility and perform their duty actively

G.P Level CBOs network has been strengthen and able to take action for their

development.

Demand will be generated from community level for various entitlement and rights

through existing CBOs

Mass Awareness Camp on Un-organized Labour focusing on women labour.

SEHADA has organized 5 no of Mass Awareness at village level. The objective of the

programme was to sensitize people on Un-organized Labour focusing on women labour. In this

mass awareness camp, total 249 un-organized labours were present. During the camp, Definition

of un-organized labour and status of labour in present context, Labour contribution for

development sector, Govt. provision for un-organized labour, Registration process of Building

and Construction labour, Benefits of Registration and financial support by Govt. to labour were

discussed among the people. People were aware and registered their name in District Labour

Office to avail the benefits from Govt.

Key outcome of the Activity.

Community aware on livelihood issue. (Land, water, forest)

Community access and control over natural resources.

Community became aware on various emerging issue.

Community taking initiative with collective effort for community development.

Community mobilization on gender issues

Community awareness generation for gender equality is a transformative process that aims to

provide knowledge, techniques and tools to develop skills and changes in attitudes and

behaviors. Towards this goal, meeting and orientation programmes were conducted with the

selected CBO members to sensitize women and men to understand the role gender plays and to

acquire the knowledge and skills necessary for advancing gender equality in their daily lives and

work.

Since gender training is a continuous and long-term process, the project adopted a strategy of

building trained community leaders who will continue the discourse at their level as and when

required. The CBO members, SHG women and the PRI members were given intensive training

about gender discriminations and the mainstreaming attitude to address those during the training

programme.

Key outcome of the Activity.

A total number of 142 CBO leaders were sensitized and trained on different aspects of

gender inequalities as the manifestation of Patriarchy which lead to gender based

violence and different forms of discriminations. These leaders are assigned with duty to

conduct similar type of trainings and meetings in their localities with an objective to

make their habitat discrimination free.

Women members have reported about their enhanced confidence and knowledge about

the legal provisions of addressing violence and different forms of discriminations that

women and girl face in their community and even at family level by taking appropriate

action.

With better knowledge about gender responsive budget, the CBO leaders are able to

prioritize the women issue in the panchayat level budget allocation process and also able

to make the Panchayat accountable for their budgetary commitment to gender equality.

Legal Literacy camp for women and Girls

Now a day’s women and girls are most vulnerable in the society .Every second women and girls

victimised in different situation to come forward from the situation and male dominance society

and take appropriate action by them self for her safety and security is essential. In this regards

their skill and knowledge need to be develop of women and girls on various law for women and

girls which is safe guarding their rights. In these situation two nos of legal literacy camp was

organised by SEHADA.

Outcome of the Activity:

The legal literacy training programme could develop the skill and knowledge of the

women and girls and develop them as change agents in the community to utilize the law

effectively.

Now the women group members handling the women issues in their village level.

82 women and girls trained on various laws and provide counselling to other women and

girls at their village level.

Training Social security and entitlement by state

To aware the community peoples on various social security and entitlements programme

2 no of training programme were organized at the Jharsuguda for community leaders, and SHG

members.

Outcome of the Activity

82 numbers of women leaders including some male workers were trained and provided

with knowledge about different social security schemes and entitlement. They are now

awaking others with their information and ensuring that every needy person should get

their right and entitlement.

Community level demand generation increased for various scheme and entitlement.

“Beti Zindabad” Campaign

To mobilize a sustained implementation and communication campaign for promotion of girl

child against the adverse sex ratio, the nationwide campaigns of Action aid titled “Beti

Zindabad” has adopted the strategy of harnessing the spirit of young mass and train them as

catalysts for social change.

Having included the component of Beti Zindabad campaign in the project activities. To sensitize

the girls student and teachers community about the issues relating to gender discrimination that

has led to declining trend of Child Sex Ratio, a serious issue of the decade, four nos of Beti

Zindabad campaign was organized at different school. The training program could able to

develop the understandings of student about the defining factors of ASR and how to act upon in

an integrated approach with other developmental issues to establish a balanced ratio.

The training also imparted knowledge about the Pre-Conception and Pre-Natal Diagnostic

Techniques (PC&PNDT) Act, 1994 which is enacted to prohibit sex selection before or after

conception and regulates the use of preconception and pre-natal diagnostic technique so that

these are not misused for sex selection.

The campaign adopted the strategy of harnessing the spirit of young mass and trains them as

catalysts for bringing a transformation in the community perception of unequal treatment to

women and girls.

Outcome of the Activity

The campaign could able to generate volunteers to restrain the issues of ASR and other

gender based discrimination practices at community level.

The awareness drive about gender equality has now not limited as the process of

campaign, rather the peer volunteers (volunteers of previous year) are taking the

opportunity to spread the messages in every meeting, gathering that get organized at

community level and college level.

406 numbers of girls students were sensitized and committed to spread awareness

amongst the populace regarding the social consequences of adverse sex ratio; and would

single out their role for creating a healthy sex ratio in consonance to the principles of

gender equity; acting as change agents in the society

The participants with enhanced spirit and increased knowledge made Action Plan at their

level to curb the practice of pre-birth elimination of female and to work on the

discriminating factors those contribute to less preference of female child in the society

Integrated Community Development for Sustainable Livelihood

Project Objectives:

Improve Access and control to Livelihoods Opportunities of Socially Excluded Communities

(SC, ST, Marginal farmers, daily wages labours and among them Women and access to

resources for diversification of livelihood options and sustainable development. working on 28

GP of Jharsuguda, Laikera of Jharsuguda district and Bamara block of Sambalpur district.

Mass awareness and Community meeting on MGNREGA

During the reporting period 15 nos of Mass awareness camp and 80 nos of community meeting

was organised on MGNREGA for job demand under MGNREGA. After the meeting, 5984 people

demanded for job and 4276 people worked in MGNREGA from 3 blocks due to impact of this

Mass awareness and community meeting.

Training on Forest Right Act

One training programme was organized on Forest Right Act at village level. The objective of the

programme was To aware the community peoples on Forest Right Act. 60 people from different

villages had participated in this training programme. After the training programme, people were

aware on Forest Right Act and applied to avail the land patta from Government.

Special Gram Sabha on Forest Right Act

With the support of SEHADA, one special Sabha had organized in a village. In this Sabha, 150

people had participated and put their views on Forest Right Act.

Block Level Women’s Meeting/ empowering through women Issues

Women empowering is the prime activities of the organization. Through the women

empowering, women issues has been decreasing. Women are fighting for their rights.2 block

level women meeting were organized.430 women had actively participated in this meeting and

raised their issues. They also planned to overcome the issues.

Gram Panchayat Level Women’s Meeting/ empowering through women Issues

Women empowering is the prime activities of the organization. Through the women

empowering, women issues has been decreasing. Women are fighting for their rights.3 Gram

Panchayat level women meeting were organized. 210 women had actively participated in this

meeting and raised their issues. They also planned to overcome the issues.

Women leadership identify for leadership training

353 women identified from different G.P. for leadership development training programme. After

received training programme, they actively took part for solve their women related issues in their

panchayat level. They shown as a role model for other women.

FAMILY COUNSELLING CENTER (FCC)

With the support of State Social Welfare Board, Government of Odisha, SEHADA has

established Family Counselling Centre to provide moral, legal, counselling & referral support to

women victims of atrocities. Establishment in the year 1999-2000 and it serves the entire district

of Jharsuguda.

What does Family Counseling involve?

Each family member’s view of the situation and their needs are discussed. Unhelpful and

helpful patterns of interaction are identified. The counsellor helps the family work towards

common goals.

The family is a system of which each individual member is a part of. Therefore an individual’s

behaviour is influenced by how the family functions. The counsellor helps family members

communicate with one other effectively, develop skills to resolve issues faced and enhance

their relationships with each other.

During the reporting period different type of cases received and provided counseling, shelter,

vocational training legal and moral support by FCC.

SWADHAR GREH

Victims of domestic violence, sexual assault, unwed mother, trafficking, widow and economic

crisis have a place to turn to help in SWADHAR home. SWADHAR has flexible and innovative

approach to cater to the requirement of various types of women in distress in diverse situations

under different conditions. More specifically it caters to the requirements of the women in

distress as regards primary need, shelter, medical, emotional support, counseling, rehabilitation,

clinical, and legal support.

Our Mission:

Safe Shelter is committed to empowering victims of physical, emotional, and sexual violence by

offering information which will allow them to choose their own courses of action and by

supporting them as they act on those choices. We are further committed to educating the public

on the issues surrounding domestic and sexual violence so that together we may challenge

societal attitudes which condone the use of violence as a means of gaining and maintaining

power and control over another person.

Our Philosophy:

Safe Shelter is dedicated to the conviction that all people are entitled to live in safety, free of the

incidence of violence. As guiding principles, we believe:

in respect for the dignity and equality of the individual

that everyone has the right to self-determination

in fairness and good faith in working with individuals

that individuals should not be discriminated against in any respect

in respect for the confidential nature of personal information

that people should have access to the resources and services they need

in the provision of advocacy for people in need

in the promotion of societal justice, particularly related to domestic and sexual violence.

Our Primary Objectives:

To provide crisis intervention, advocacy, emergency shelter, supportive counseling,

information, and referral services for women victims.

To work with other helping agencies to provide appropriate treatment to families

experiencing domestic violence and sexual assault.

To coordinate a quality and supportive community approach concerning the treatment of

domestic violence and sexual assault victims by law enforcement, health care workers,

social services personnel, mental health practitioners, and others in a position to assist

victims.

To provide information on domestic violence and sexual assault to the community in order

to dispel myths, thus building a greater awareness of the issues and generating social

change.

To aid in the prevention of dating violence and date rape by distributing materials

appropriate for adolescents and young adults.

To gather and disseminate information concerning the incidence of personal violence in our

communities.

Our Primary Services:

Crisis intervention through personal and phone contact, available 24 hours a day.

Temporary, emergency shelter for victims and their children.

Support Counseling for victims in both individual and group settings.

Advocacy is provided for those victims needing support and assistance at the doctor's or

lawyer's office, at the hospital, when talking to law enforcement and social services

personnel, and in matters concerning housing and employment.

Information about and referrals to other appropriate helping agencies.

Information and education for the community on the issues surrounding domestic and

sexual violence.

Celebration of International Women’s Day 2017

International Women’s was celebrated on 8th March 2017 at Shanti Bhavan, Jharsuguda. The

programme was jointly organised by District Administration, and SEHADA, Jharsuguda. The

16

theme of the 2017 Women’s Day was “BE BOLD FOR CHANGE for Gender Equality by

2030”. In this Programme around 200 Male and Female were participated from all over

Jharsuguda District. Before beginning of the programme a bike rally was organized from Big

Bazaar to Bus stand, around 100 biker participated in the rally programme.A street play was held

at bus stand chowk, in the similar time signature campaign was organized at Railway station and

bus stand by SEHADA team.

After rally, a meeting was organized at Shanti Bhavan Meeting Hall from 10.00 A.M. to 3. P.M.

Beginning of the programme Ms Nirupama Behera, DSWO, Jharsuguda gave Welcome Address

to participants and Guests and announced the theme of International Women’s Day. After that

the chief guest and other guest lighting the Lamp. After the lighting Lamp, Dr .Manoj Pati

delivered his speech in his speech he focused on reproductive right of women and PC & PNDT

ACT. Then another guest Mina Rani Mangal, DPC,SSA highlighted her speech on girls child

education. Then the chief Guest Secretary DALSA delivered his speech on different legal

provision of women and role of NALSA, DALSA and SALSA.

In this meeting seven Anganwadi Worker also honored for their good work and responsibilities.

From them one Anganwadi Worker was honored as Best Anganwadi Worker at State level and

received of Rs. 5000.00/-(Five Thousand Rupees Only) and Certificate.

After the Inauguration session Director of SEHADA Ms Anandini Padhi lead the session on

Sexual Harassment at Workplace and DV Act 2005. After that DCPO Jharsuguda Sunanda

Maharana taken session on POCSO Act and protection of children. After his session District

Women Protection Officer, Ms Brundabati Panda briefly taught about the situation of district on

Domestic Violence Act 2005 and gave vote of thanks.

CHILDLINE

With the support of CHILDLINE INDIA FOUNDATION (A project of Ministry of Women and

Child Development, Govt of India) SEHADA has taken responsibilities to run CHILDLINE

services as a Collaborative organization at Jharsuguda district from 15th March 2016.

The objects and mission statement of CIF and CHILDLINE

CHILDLINE is India’s first 24-hour, toll free, emergency phone outreach service for children in

need of care and protection linking them to long-term services for their care and rehabilitation.

Any child and concerned adult can call 1098 and access the CHILDLINE service any time of the

day or night.

Vision

A child-friendly nation that guarantees the rights and protection of all children.

Mission

CHILDLINE will reach out to every child in need and ensure their rights and protection through

the 4 Cs:

Connect through technology to reach the ‘last mile’.

Catalyze systems through active advocacy.

Collaborate through integrated efforts between children, the state, civil society corporate

and community to build a child friendly social order

Communicate to make child protection everybody’s priority

Objectives of CHILDLINE 1098

i) To reach out to every child in need of care and protection by responding to

emergencies on 1098 and by physically reaching out to children.

ii) To adapt and integrate telecommunication technology, linking all districts to the

service of 1098, and making it available to all children in need of care and protection.

iii) To provide a platform of networking amongst organisations and to provide linkages

to support systems that facilitates the rehabilitation of children in need of care and

protection.

iv) To work together with the Allied Systems (Police, Health Care, Juvenile Justice,

Transport, Legal, Education, Communication, Media, Political and the Community)

to create child friendly systems.

v) To advocate for services for children that are inaccessible, non-existent or inadequate.

vi) To create a body of NGOs and Government organisations working within the national

framework and policy for children.

vii) To be a nodal child protection agency in the country, providing child protection

services to children in need of care and protection.

viii) To set up innovative child protection services leveraging technological advancements

in areas where such services are inaccessible, non-existent or inadequate

ix) To undertake research with the objectives of strengthening the CHILDLINE 1098

service, and studying new and emerging trends in child protection issue

x) To contribute and work towards strengthening and participating in a global movement

that addresses issues related to child protection and ensures that children’s voices are

heard.

Achievements of CHILDLINE

During the period different type of cases intervened and provided medical, counselling, shelter,

sponsorship, enrolment, restoration support by CHILDLINE. During the period, CHILDLINE

has intervened 308 cases.

SWABHIMAN HOME

SEHADA is running the Swabhiman Home with the support of District Administration,

Jharsuguda. The home was inaugurated on December 2016.

The objectives of the home

To provide safe shelter to destitute male and female of Jharsuguda district with dignity

To provide vocational training for self sustainable and counselling them to reintegration

To provide counselling, police assistance and legal support for destitute male and female

To medical support to destitute male and female

Currently, 21 male and female along with their children are staying at Swabhiman home.

Target group unable to access different schemes of Govt.due to lack of knowledge.

Schemes related information is not properly disseminated at community level.

Women victims have zero knowledge on Police, Legal and support system.

Challenges

Stakeholders are not responding properly.
