St. Stephen School annually follows a budget review process before determining the tuitionand fees for the upcoming fiscal year.  An operating budget is established to assist the schoolwith following a structure and plan throughout the year.  All parties involved in creating thebudget are guided by the specific goals, objectives, and priorities stated in the school’s longrange strategic plan.  The strategic plan developed by the school board determines goals

under the following areas of school operations: Facilities, Curriculum, Support Programs, andMarketing.  The budget should demonstrate how these goals and objectives will be realized insupport of the school’s mission.  First, the business manager projects the expenses for theupcoming school year by reviewing historical data.  This includes the possible additional

expenses due to school improvements in accord with the strategic plan.  Then, the businessmanager projects the income for the upcoming school year by reviewing historical data from

tuition collection, development revenue, and fundraising for example.  

Lastly, the income is subtracted from the expenses to see if tuition needs to be increased tocover the balance.  This draft budget is then presented to the principal, school board, finance

committee, and pastor as they work together to set specific target goals for tuition,development revenue, fundraising efforts, as well as school expenses.  In the event that

enrollment or development benchmarks are not being met as the school year progresses, theschool must establish in advance expense line items that can be reduced (established

contingency action plans) that will not jeopardize the educational excellence of the school.

The draft of the budget is submitted to the Department of Catholic Schools and the Division ofFiscal Services to assess the financial stability or viability of the school.  Each year the schoolis required to use the Archdiocesan Electronic Chart of Accounts in devising the school’s

budget.  By the specified due date, the school submits the Financial Operating Statement forthe past school year and the proposed budget for the current school year to the Archdiocese.

 

St. Stephen always reviews the budget line item chart from the past six years as a historicalcomparison.  The school and parish coordinate with the Archdiocese of Baltimore on making

financial investment decisions.  School investments include savings accounts, anendowment, and other stocks.  As a non­profit Catholic institution, St. Stephen School strivesto work towards a balance of income vs. expenses to best serve our students and maintain

an atmosphere of Christ­centered choices.
