SBE PROGRAM HISTORY & OVERVIEW
HISTORYHamilton County and the City of Cincinnati are committed to increasing business opportunities for small businesses to enhance and grow the Greater Cincinnati economy.
On August 26, 2009, the Hamilton County Board of County Commissioners adopted a resolution establishing the Metropolitan Sewer District’s (MSD) Small Business Enterprise (SBE) Program. In September 2010, the County Administrator and City Manager approved the SBE Rules and Guidelines. Implementation of the program began shortly after in November 2010.
OVERVIEWMSD’s SBE Program falls under the authority of Hamilton County as an arm of the State of Ohio. The SBE Program also follows many of the City of Cincinnati’s procurement and inclusion policies and procedures, working closely with City Purchasing and the Department of Economic Inclusion.
Currently, the SBE Program is comprised of three full-time staff located within MSD’s Division of Wastewater Administration. SBE Program staff provide external support and assistance to nearly 200 registered SBE firms and to MSD’s Prime contractors who are interested in doing business with SBEs. Additionally, SBE staff have a focus on keeping MSD’s management and staff informed of SBE policies and procedures and providing contract and project assistance to MSD’s 9 divisions.

MSD is committed to including small businesses in the way we do business. We recognize the impact that small businesses have on our local economy, the jobs they create and the innovative solutions they bring to the table.
For nearly 10 years, MSD’s Small Business Enterprise (SBE) program has been dedicated to increasing opportunities for small businesses. Through our partnership with Hamilton County and the City of Cincinnati, we have delivered results, consistently increasing opportunities for small businesses and positively impacting our local business community. Even with the results we have achieved so far, we still strive to reach more small businesses, generate greater opportunities for them, and collaborate to identify new solutions that ultimately benefit our customers.
At MSD, inclusion is not just an encouraged practice. It is a critical part of how we do business.

MonitoredSBE sta� tracks and monitors MSD construction, professional services and supplies/services contracts that have SBE goals and a non-SBE firm as the Prime contractor. Tracking and monitoring ensures that SBE inclusion goals are being met and that spend with SBE subcontractors/subconsultants is accurately reported.
21Site VisitsSBE sta� conducts site visits on MSD construction projects to ensure that SBEs are providing a commercially useful function in accordance with the SBE Program Rules and Guidelines.
6 OUTreach EventsSBE sta� attends community outreach events to share information about MSD’s SBE Program and identify potential new SBE firms to do business with MSD. 2016 outreach events included:
