FORWARD

The MSME-Development Institute, Thrissur provides a wide spectrum of services to the micro,

small and medium enterprises sector. During the year 2016-17 also several activities for

upliftment of MSME sector in Kerala and Lakshadweep has been undertaken. Institute worked as an

effective link between the Central and the State Governments for the development of MSMEs.

Consequent to the increased globalization of the Indian economy and changed industrial

environment, MSME- DI is currently focusing on providing support in the fields of credit, marketing,

technology and infrastructure to MSMEs. Global trends and national developments have accentuated

MSME’s role as a catalyst, for growth of small enterprises in the country. National Vendor Development

Programmes were organized for benefiting the MSMEs to explore the opportunities for marketing their

products.

The Institute also provides need based support to Micro, Small and Medium scale entrepreneurs

by providing various essential inputs through its technical consultancy regarding selection of product,

finding out the market, availability of raw materials, use of machinery, economically viable layout and

production process, managerial consultancy, etc.

1. About the Institute

MSME-Development Institute, Thrissur, Kerala, a field outfit of Development Commissioner (MSME) under the Ministry of MSME, Government of India, started in 1956. The Institute is engaged in the tasks of promotion and development of MSMEs in the State. Apart from offering various Techno-Economic and Managerial consultancy and support services, the Institute also conducts Entrepreneurial, Technical and Managerial training programmes for the benefit of prospective and existing entrepreneurs. A Nucleus Cell, under the administrative control of MSME-DI, Thrissur is also functioning at Amini Island of Lakshadweep to look after the various needs of MSME sector in the Lakshadweep Islands.

The Institute is dedicated to provide need based support to Micro, Small and Medium scale

entrepreneurs by providing various essential inputs through its technical consultancy regarding

selection of product, finding out the market, availability of raw materials, use of machinery,

economically viable layout and production process, managerial consultancy, etc. The Institute also helps

MSMEs by imparting knowledge on new practices like modernization, technology up-gradation,

acquiring international quality systems, energy conservation, pollution control etc. MSME-DI gave due

importance to the schemes of the Ministry of MSME, Govt of India and create massive awareness about

the schemes in the State and UT.

The Institute operates a number of reimbursement schemes and facilitates participation in

Industrial Exhibitions (domestic and international) in order to provide a platform to MSMEs to improve

their productivity, quality and to expand their market and establish linkage with the large scale units

and public sector undertakings for business transactions. There are programmes to create awareness

on Public Procurement Policy and to help MSMEs to ensure flow of supply to large PSUs/Government

Departments. Apart from that the Institute offers several skill development programmes in the central

workshop/Fruit& Vegetable Preservation Lab/ Footwear Training Centre of the Institute.

Apart from the above mentioned activities, the Institute provides various services for

nourishing the MSMEs in the State. The Institute closely co-ordinates with other State and Central

Government organizations, NGOs, Financial Institutions etc. to frame strategies for development of

MSME sector.

2. Industrial Scenario of Kerala

A 600 Km long coastline stretching across 11 out of its fourteen districts, emerald backwaters,

exotic wild life, beautiful waterfalls, historic monuments and misty hill stations has made Kerala one of

the most acclaimed States in the world. The centuries-old holistic medicine of Ayurveda, the unique

boat races that is the largest team sport in the world, the ride through the winding waterways in a cosy

houseboat or the colourful and exotic festivals, Kerala offers a multitude of experience. But apart from

tourism hardly any industry is faring well in the state.

A relatively low growth of the manufacturing industry, when the general economy is growing

remarkably well, appears like a conundrum to the policy makers .It is argued that inadequate flow of

investment has constrained the pace of modernisation of old units and establishment of new units in

Kerala. What is being stressed is the need to adopt state-of-art technologies for industries to compete in

a globalised market for survival. Coupled with a lacklustre attitude in its own policies for attracting

private investment makes Kerala a less investor friendly location for the manufacturing sector.The state

is in need of knowledge-based and service industries including software firms to fully utilise the skilled

manpower and to accelerate economic growth.

While looking at the lack of industrial progress of the state despite social development, three

major factors come as big hurdles - limited land, environment consciousness, a strong labour

movement.

State government has kicked off a "Make in Kerala" initiative to promote growth and

development of micro, small and medium enterprises (MSME) in a big way. The MSME scheme would

cover electronic systems and machinery, light engineering, rubber products, food processing, spices,

handloom, textile, Ayurveda, showcasing Kerala brands, tech upgrades, holding entrepreneur meets and

encourage women to take up self-employment.

A sum of Rs 15 crore has been set apart for the 'Make in Kerala' scheme to boost MSME units.

Kerala must encourage start-ups and MSME units to turn around the diminishing trend in its exports,

according to the Federation of Indian Export Organisations (FIEO). The investment in the sector during

the period from 2011-2012 to 2014-15 has increased on an average by 9.73%. The investment had

shown a steady upward trend during the period. The value of production and employment has

remained more or less constant apart from a peak in 2013-14.

The rate of growth of MSME units has been increasing though at a declining rate from 2011-12

to 2014-15.However for the year 2015-16 from April-September 2015 there has been a growth rate of

10.95% that is from 6944 as on September 2014 to 7705 as on September 2015.

MSME-Development Institute is playing its important role of providing assistance to the

prospective and exiting entrepreneurs in State through its various awareness programmes and various

schemes of Office of DC-MSME and thus to a boost to the State’s GDP.

3. Specialized Programmes 2016-17

During the year 2016-17 the MSME-Development Institute undertook a number of programs for

the benefit of MSME sector. Among that National/State Vendor Development Programmes and activities

under the NMCP schemes are worth mentioning. This section explains about the special programmes

conducted by MSME-DI during the year 2016-17.

3.1 Vender Development Programmes

For facilitating MSMEs to secure orders of large scale Public Sector undertakings and also to

help PSUs to identify suitable Vendors from MSMEs, MSME-DI, Thrissur organized National/ State Level

Vendor Development Programmes at various parts of Kerala. This Institute organized three National

Level Vendor Development Programmes and 5 State Level Vendor Development Programme during

2016-17. These programmes were effectively utilized to popularize Public Procurement Policy. The

details of the programmes are tabulated below:

3.1.1. National Level Vendor Development Programme (NLVDP)

The Programme is intended to provide a platform to MSMEs to expand their market and

establish linkage with the large scale units and Public Sector Undertakings for business transactions.

The Industrial Meet-cum-Exhibition organized provide an opportunity to both the MSMEs and Large

scale units and public sector undertakings to exhibit their capabilities by displaying their products/

services and to interact with each other to know their requirements. The programme also aims to

create awareness among MSMEs about the need of adopting best business practices such as using

design as a tool for value addition. The programme will help to identify the large units and PSUs to

identify potential new vendors in MSEs and this in turn would help to widen the market network of

MSEs.

The Government of India has come out with Public Procurement Policy for Micro and Small

Enterprises (MSEs), 2012 which envisages the Central Government Ministries, Departments and Public

Sector Undertakings to procure minimum of 20 per cent of their annual procurement of goods or

services from Micro and Small Enterprises. The policy aims that every Central Ministry or Department

or Public Sector Undertaking shall set an Annual goal of procurement from Micro and Small Enterprises

from the financial year 2012-13 and onwards, with the objective of achieving an overall Procurement of

a minimum of 20 per cent of total annual purchases of products and services from Micro and Small

Enterprises in a period of three years i.e. from 1st April 2015, overall procurement goal of minimum of

20 per cent shall be made mandatory. Therefore, the programme also intends to create awareness on

Public Procurement Policy and help MSMEs to ensure flow of supply to Large PSUs/Govt. Departments.

During the year 2016-17, the Institute was assigned with the target of 3 NLVDPs and the

institute achieved 100 per cent success in the attaining the target. The details of the three NLVDPs

All the three events became grant success with the number of participants and outcome

reached.

Brief Reports of National Level Vendor Development Programmes – Cum Exhibitions and B2B

Meets

This session contains brief reports of NLVDPs conducted by MSME-DI Thrissur during the year 2016-

17.

i. NLVDP held at Police Maidan, Kannur on 26th & 27th May 2016

Micro, Small and Medium Enterprises Development Institute, Ministry of MSME, Govt. of India,

Thrissur organized its first NLVDP in association with Directorate of Industries and Commerce, Govt. of

Kerala & Kerala State Small Industries Association (KSSIA), Kannur on 26th & 27th May 2016 at Police

Maidan, Kannur.

In the inaugural function of the programme, Shri Joseph Paikada, President, KSSIA, Kannur

welcomed the gathering. Shri P.V. Velayudhan, MSME-DI, Thrissur presided over the function. Shri

Bala Kiran, IAS, Dist. Collector, Kannur inaugurated the programme. Shri Bala Kiran, IAS, District

Collector, Kannur at the outset congratulated MSME Development Institute, Thrissur for conducting

such an Event in the National level. Since independence, the country through our five year plans has

accorded priority for industrialization with the aim of rapid economic development and faster growth.

Subsequent establishment of network of District Industries Centers in all the Districts of the country has

paved the way for micro efforts for the development of MSME sector at the grass root level.

General Manager, DIC, Kannur felicitated the participants. A Souvenir brought out on the occasion was

released by Shri. Bala Kiran, IAS, District Collector, Kannur, giving a copy to Smt. Susan Jacob, Chief

Engineer, Kannur.

Dignitaries on the Dias while releasing Souvenir of the NLVDP

Around 85 stalls were occupied by MSME units to showcase their products and facilities from

various trades including Engineering, Food, Chemical, Electrical, and Electronics etc. In and around of

600 visitors visited the stalls and business generated.During Seminar/B2B Meet, 20 Central/ State PSUs

like RAILWAYS, ICF, VSSC, COCHIN SHIPYARD,HLL, KSEB, KAMCO, etc presented technical paper on

their Purchase/Vendor Registration Procedures and inter-acted with the participants of B2B Meet.

The Valedictory Function of National Vendor Development Programme cum Industrial

Exhibition and B2B Meet was held at 3.00 pm on 27.5.2016 at Police Maidan, Kannur and it was

presided over by Shri P.V. Velayudhan, Director, MSME-DI, Thrissur.

ii. NLVDP at Asramam Maidan, Kollam on 8th & 9th September, 2016

The second NLVDP of MSME-Development Institute, Ministry of MSME, Govt. of India, Thrissur

in association with Director of Industries and Commerce and Kerala State Small Industries Association

(KSSIA) Kollam unit and other developmental agencies on 8th and 9th September, 2016 at Asramam

Maidan, Kollam.

The inaugural function of the programme was held at 11.00 am at Asramam Maidan, Kollam on

08.09.2016. Shri K.P. Ramachandran Nair, President, KSSIA, in his Presidential address appreciated the

effort of Director,MSME Development Institute, Thrissur and the Director of Industries and Commerce,

Govt. of Kerala for the unstinted support extended to SMEs in the region by way of organization the

NLVDP. Shri P.V. Velayudhan, Director, MSME-DI, Trichur in his Introductory address explained the

objective of the programme and said that the National Vendor Development Programme-cum-

Industrial Exhibition and B2B Meet provide an opportunity to provide a platform to MSMEs for

addressing their problem of marketing which is considered to be one of the major hurdle for the sector.

Shri VKC Mammed Koya, MLA and Ex State President, KSSIA delivered special address.

Coverage above NLVDP at Kollam in Regional Daily

Shri E.P. Jayarajan, Hon’ble Minister of Industries, Government of Kerala, in his inaugural address stated

that the new Government is committed to create a congenial atmosphere for the development of MSMEs

which is giving 10% employment to the educated unemployed youth. He said that Kerala has abundant

traditional sector based on agriculture which has ample scope for development whereas the scope for

large scale industries are bleak due to less availability of land and ecological problems.

Smt. Mercykutty Amma, Hon’ble Minister of Traditional Industries, Govt. of Kerala inaugurated

the National Vendor Development Programme and B2B Meet on the occasion and expressed the

Government’s commitment towards development of MSMEs in the State. She informed that

Government was successful in tackling labour issues including the Bonus issue and the State is

investment friendly. Hon’ble Labour Minister Shri T.P Ramakrishnan, Govt. of Kerala also attended the

inaugural function and stated that Kerala is the only one State which has started online system for

Factories and Boilers registration.

A souvenir on NLVDP was released by the Hon’ble Minister Sri E.P. Jayarajan by giving first copy

to Hon’ble Minister Shri T.P.Ramakrishnanan.

Shri P.A. Francis, IAS, Director of Industries and Commerce, Government of Kerala in his Special

address during the occasion stated that a system has been introduced to clear the application of

Prospective entrepreneurs to start MSMEs through Single Window Clearance which will be at par with

the Punjab system for the purpose. He also requested the start up to use the facility of Incubation

Centres proposed in the State.

Sri K T Jaleel, Hon’ble Minister of Local Administration, Govt. of Kerala and Sri Premachandran,

Hon’ble Member of Parliament were also present during the occasion.

In the B2B Meet, presentations were made by the Public Sector Enterprises/Govt. Departments

such as Souther Railway, Signal Stores Depot, Podannur, National Thermal Power Corportion,

Kayamkulam, HAL, Bangalore, NSIC Ltd., Kochi, BEML, Palakkad, Instrumentation Ltd., Palakkad, Steel

and Industrial Forging Ltd., Athani, BRAHMOS Aerospace, Thiruvananthapuram, FACT Ltd.,

Udyogmandal, Kochi detailing their purchase procedures and requirement of items for their use. Sri

Jacob George, Manager, Indian Bank, which the is Lead Bank of Kollam district also made a presentation

on schemes operated by the Bank for the benefit of MSME entrepreneurs.

The Valedictory function of National Vendor Development Programme was held on 09.09.2016.

Shri Nazuruddin, General Convener, KSSIA, Kollam welcomed the gatherings during the valedictory

function. Shri Len Philip, KSSIA District President, presided over. Smt. Helan Gerome, General

Manager, District Industries Centre, Kollam delivered Valedictory Address. Shri P.V. Velayudhan,

Director, MSME Development Institute, Thrissur delivered Key Note Address. Shri Sivakumar, Manager,

DIC and Smt. Sheetja, Manager, DIC delivered felicitation address. Shri Lijin, District Treasurer, KSSIA

proposed vote of thanks in the concluding programme.

70 MSME units and 12 large scale industries such as Souther Railways, KMML, BEML,

Instrumentation Ltd., Coir Board, BRAHMOS, TRACO Cables Co. Ltd, NSIC, Coir Board etc. and Lead

Bank were participated in the event. More than 65 MSMEs and 16 large scale undertakings/Govt.

Departments like ISRO, Railway, Defence, NTPC, FACT, BEML, BPCL, HMT, HLL, Instrumentation Ltd.,

HVF, KSEB, etc. were attended the Business to Business Meet proposed in connection with the National

Vendor Development Programme and presenting their requirements for the benefit of MSME Sector.

iii. NLVDP held at Marine Drive, Kochi, Ernakulam on 6th & 7th January 2017

The final NLVDP of MSME-Development Institute, Ministry of MSME, Govt. of India, Thrissur in

association with Director of Industries and Commerce , Government of Kerala & Kerala State Small

Industries Association (KSSIA), on 6th and 7th January, 2017 at Marine Drive, Kochi, Ernakulam.

The inaugural function of the programme was held at 10.30 am on 06.06.2017. Shri K.N.

Krishnakumar, General Manager, District Industries Centre, Ernakulam welcomed the gathering. Shri

P.V. Velayudhan, Director, MSME Development Institute presided over the function. In his presidential

address said that the National level Vendor Development Programme-cum-Industrial Exhibition and

B2B Meet provideda platform to MSMEs for modernization, Technological Upgradation and identifying

and exploring suitable buyers through B2B interaction with Government Departments/Public Sector

Undertakings/Large Scale Industries. Shri Hibi Eden, Hon’ble MLA, Ernakulam inaugurated the

programme. In his address appreciated the effort of MSME Development Institute, Thrissur and the

Director of Industries and Commerce, Govt. of Kerala for the unstinted support extended to SMEs in the

region by way of organizing the NVDP at Ernakulam especially in the wake of the aftermath of

demonetization programme.

Inauguration of stalls by Shri.Hibi Eden, Hon’ble MLA, Ernakulam Constituency

Shri Kochouseph Chittilappilly, Chairman, V-Guard Group, Kochi delivered Key Note Address.

He, in his Key Note address, said that for industrialists the entire life is wholly dedicated to their

ventures. From his experience, he explained the audience that they have to imbibe the spirit of hard

working and need to nurture the unit like a baby. He also exhorted upon the industrialists to attend all

important events, seminars, meetings etc. to acquire knowledge in their life.

The two days National Level Vendor Development Programme-cum- Exhibition and B2B Meet

concluded on 07.01.2017. Sri Neelakandan, General Manager, Cochin Shipyard participated as chief

guest. In his valedictory address, he appreciated the efforts of MSME-DI, Thrissur in organizing NVDP

at ErnakulaM. Sri P.V. Velayudhan, Director, MSME-DI, Thrissur presided over the function. In his

presidential address, he thanked the Public Sector Undertakings for their over whelming response to

the request of MSME-DI for having attended the programme and made presentation for the benefit of

MSMEs on their requirements. Sri K.N. Krishnakumar, General Manager, District Industries Centre,

Ernakulam delivered Key Note address.

3.1.2. State Level Vendor Development Programme

This Institute conducted 5 nos. of State level Vendor Development Programme-cum Awareness

programmes on Public Procurement Policy. These programmes were conducted in various districts in

association with Small Scale Industry Association, Govt. of Kerala, District Industries Center, Central

PSUs of the respective districts and other stake holders. Through these events MSME-DI has

disseminated the information about Public Procurement Policy and facilitated for Buyer-Seller

Brief Reports of SLVDPs

During the year 2016-17 the Institute conducted 5 SLVDPs. Brief reports of each programme is

given below.

i.SLVDP at Thiruvananthapuram on 26.08.2016

The first SLVDP of the Institute was conducted in association with HLL life care, at their Sargam

Hall, Peroorkada, Trivandrum on 26.08.2016. Shri, Kuttappan Pilla, Unit Chief, PFI welcomed the

gathering. In his welcome address, he said that it was their first programme to invite the vendors to

make an enquiry about their products and raw materials. Shri. Rajendran B., VP- GB of HLL, inaugurated

the function. In his speech he appraised that HLL has achieved their target of 20% purchase from MSME

units. He said that HLL is very interested to purchase from MSME units, even more than 20%, subject to

the rules and regulations laid by Government of India. He reminded to all participants that HLL will

provide all assistance and guidance to all MSME units. Smt. Kathrinamma Sebastin, Assistant Director

MSME DI, Thrissur delivered key note address. In her key note address she explained the importance of

Public Procurement Policy. Shri. Anil Shanker R.S., Senior Manager- Purchase of HLL made a

presentation of purchasing procedures of HLL. In the concluding session, Smt. Kathrinamma Sebastin,

Assistant Director made a presentation of Public Procurement Policy.

Inauguration of SLVDP at Thrivuananthapuram by Shri. Rajendran B., VP- GB of HLL

ii.SLVDP at Thrissur on 01.09.2016

MSME-DI, Thrissur, Kerala has organized another State Level Vendor Development Programme

for SC/ST entrepreneursat the Golden Jubilee Hall of MSME-DI, Thrissur on 01.9.2016. The programme

was organised in association with SC/ST Corporation, Kerala. The inaugural function of the programme

was started with a welcome speech by Smt. Kathrenamma Sebastian, Assistant Director(EI), MSME-DI,

Thrissur. Shri. P.V Velayudhan, Director, MSME-DI, Thrissur, presided over the function and Shri. E.

Salahudeen, General Manager, DIC, Thrissur inaugurated the function. Shri.R.R Kanakambaran, Lead

District Manager, Canara Bank, Thrissur, delivered the Key Note address and Shri Sasikumar, Project

Manager, SC/ST Corporation, Thrissur, felicitated. Officials from PSUs such as Steel& Industrial

Forgings, Athani, Thrissur, Bharath Earth Movers Limited, Palakkad and Instrumentation Limited,

Palakkad participated the programme and presented their purchase procedures. 68 were participated

in the programme.

iii. SLVDP at Kottayam on 04.11.2016

MSME-DI, Thrissur organised another SLVDP at Kalari Auditorium, Hindustan News Print

Limited, Velloor, Kottayam, on 04.11.2016 in association with District Industries Centre, Kottayam and

KSSIA Kottayam. Shri.Jose Paul, DGM (Commercial), HNL, delivered welcome address. Shri. P.B.

Sureshbabu, AD(Ele), MSME-DI, Thrissur, presided over the function. Shri.Ghana Shyam Sharma,

Director(Finance) of Hindustan News Print Limited, Velloor, inguarated the programme. Shri.Remanan,

Manager, DIC, Kottayam, felicitated the function. Shri Deepanjan, Executive (Commercial) Hindustan

Newsprint Ltd, and Shri. S.V. Shivaraj, Development Officer of National Small Industries Corporation

Ltd, Cochin explained about their procedures of procurements and their schemes for the development

of MSMEs. There were 68 participants in the programme.

iv. SLVDP at Lakshadweep on 24.11.2016

Another SLVDP was conducted at Administrative Training Hall Kavaratti Island on 24.11.2016

by Lakshadweep Nucleus Cell. Shri. Harjeet Singh Choudhary, Director of Industries, UT of

Lakshadweep, Kavaratti presided over the function. The programme was inaugurated by Shri. Reuben

Mathew Jacob IRS, Lakshadweep Development Corporation. Smt. Raziya Beegum, Chairperson of Village

Dweep Panchayat, Kavaratti was guest of Honor. Shri Geo Thomas, Lead Bank Manager, Syndicate Bank,

UT of Lakshadweep gave key note address. The PSUs/CPSUs participated in the programme were

Lakshadweep Development Corporations Kavaratti (LDCL), Coir Board Sub regional Office, Kavartti,

Coconut Board and Handicraft Industries. The total number of participants was 62.

v.SLVDP at Ernakulam on 07.02.2016

MSME-Development Institute, Thrissur organised its final SLVDP for the FY 2016-17 in

association with M/s Cochin Shipyard Limited, Cochin, National Small Industries Corporation, Cochin,

District Industries Centre, Ernakulam on 07.12.2016 at Conference hall of M/s Cochin Shipyard Ltd,

Cochin, Ernakulam. The programme was presided over by Sh. P.V. Velayudhan, Director, MSME-DI,

Thrissur and inaugurated by Shri. Suresh Babu N V, Director (Operations) M/s Cochin Shipyard Ltd,

Cochin. The following officials were gave special address Shri K.N. Krishnakumar, General Manager,

District Industries Centre, Ernalulam ; ShriD.Paul Bright Singh, Branch Manager, NSIC Ltd, Cochin;

ShNeelakandhan A.N, General Manager (Materials), M/s CSL, Cochin. During the programme 93 MSME

entrepreneurs and officials of Materials Dept. M/s CSL, Cochin was participated.

3.2.1. ZED Certification Scheme

The technical sessions were handled by Shri. Sony Clement, Manager, M/s Cochin Shipyard Ltd;

Shri.K.C.Johnson, Assistant Director, MSME- DI, Thrissur; Smt. Sudarsha, Manager, District Industries

Centre, Ernakulam&ShriD.Paul Bright Singh, Branch Manager, NSIC Ltd, Cochin. The programme ended

with vote of thanks by ShA.P.Prabu, Assistant Director, MSME- DI, Thrissur. There were 100

participants in the programme.

3.2. Implementation of National Manufacturing Competitiveness Programme (NMCP)

Government of India has launched the NMCP scheme to improve the manufacturing

competitiveness of MSMEs. The programmes of implementing various schemes under the NMCP are

given below:

Addressing the nation on India's 68th Independence Day, Hon'ble Prime Minister Shri Narendra

Modi urged the industry, especially the Micro, Small and Medium Enterprises (MSMEs) of India, to

manufacture goods in the country with "zero defects" and to ensure that the goods have "zero effect" on

the environment. Ensuring competitiveness of India's MSME is critical as it will contribute to the overall

growth of the manufacturing sector and the country's economy. International companies competing in

global markets focus on their competitive strengths of costs acceptable to the market, technology,

innovation, service delivery, lean manufacturing, and defect free products for Zero Defect and Zero

Effect (ZED). ZED has presented a model where the concept of quality has a holistic change from a tool

for compliance to a source of competitiveness. Subsidy for Micro, Small & Medium Enterprises will be

80%, 60% and 50% respectively. However, preference will be given to small enterprises to enable them

to grow bigger because of competition and to get reasonable economy of scale. There will be special

emphasis on SC/ST entrepreneurs.

This Institute was allotted with four awareness programmes on ZED Certification Scheme

during the year 2016-17. The following table shows the targets allotted and achievement under

Brief Reports of Awareness Programmes on ZED Certification

i. Awareness Programme at Kozhikode on 15.11.2016

The first awareness programme on ZED Certification Scheme in the State was organized by

MSME Development Institute, Thrissur in association with KSSIA, Kozhikode Unit on 15.11.2016 at

Hotel Soorya, Kozhikode. The programme was inaugurated by Sri PMA Gafoor, President, KSSIA,

Kozhikode. He lauded the initiative of Ministry of MSME, Govt. India with the new initiatives of for

simplifying the procedures and formalities in starting and running MSMEs in the present scenario of

rapid industrialization.

Sri. P.V. Velayudhan, Director, MSME DI, Thrissur, delivering session on ZED Maturity Assessment

Sri Subramanian Padikkal, Chairman, Raising Kerala and also a member of the District Committee of

KSSIA, Kozhikode in his presidential address exhorted the participants to come forward to avail benefit

of the scheme. Sri P.V. Velayudhan, Director, MSME Development Institute delivered Key Note Address.

Being the trained faculty on ZED by QCI, he also presentation on ZED Scheme after the inaugural

function and explained the advantage of the scheme to the MSMEs in detail. The programme concluded

with a vote of thanks proposed by Sri Yogesh, past President, KSSIA, Kozhikode. In all around 77 units

attended the programme.

ii. Awareness Programme at Ernakulam on 23.01.2017

Second programme on ZED Certification was organized in association with Directorate of

Industries and Commerce, Government of Kerala and Kalady Rice Millers Consortium Pvt Ltd, Kalady

(KRMC) for the benefit of the General Managers of all District Industries Centre in the State and

members of KRMC on 23rd January 2017 at Kerala Institute for Entrepreneurial Development,

Kalamassery, Kochi. The programme started with the welcome address by Shri. K.N. Krishanakumar,

General Manager of DIC, Ernakulam. Shri. P.V. Velayudhan, Director, MSME – Development Institute,

Thrissur, presided over the function. In his presidential address, he mentioned about the need of

making a product with Zero Defect and with Zero Effect on environment. The inauguration of the

programme was done by Shri. P.M. Francis IAS, Director of Industries and Commerce, Government of

Kerala. In his address, he cited examples of various certification processes that have to be undergone by

MSMEs for getting recognition in the market. According to him, the ZED certification process involved

various stages and since it’s a maturity assessment model, that single certification can be the final

certification needed by the MSMEs. Shri. N.P. Anotny, MD of KRMC, gave felicitations for the programme.

The technical session was handled by Shri. P.V. Velyadhan, Director, MSME-Development Institute,

Thrissur. He told that ZED scheme is an integrated and holistic certification system that will account for

quality, productivity, energy efficiency, pollution mitigation, financial status, human resource and

technological depth including design and IPR in both products and processes. The session was alive and

interactive. There were 65 participants in the programme.

iii. Awareness Programme at Kannur on 24.01.2017

The third awareness programme was conducted at Conference Hall, Hotel Mascot Paradise on

24th January 2017 in association with KSSIA, Kannur. The total number of participants was 85. The

programme started with the welcome address by Sri O. Moosankutty, Vice President, KSSIA, Kannur.

Another Industrial Awareness Programme on ZED certification was organized in association

with Kerala State Small Industry’s Association, Palakkad District Unit for the benefit of the Association

members and other existing and prospective members of Palakkad District on 08.02.2017 at Hotel Top

In Town, Palakkad. The programme started with the welcome address by Shri. Hakkim,President,

Kerala State Small Industy’s Association, Palakkad andShri. P.V. Velayudhan, Director, MSME –

Development Institute, Thrissur, presided over the function. In his presidential address, he mentioned

about the need of making a product with Zero Defect and with Zero Effect on environment. The

inauguration of the programme was done by Shri. Pradeep Kumar, General Manager, DIC, Palakkad. In

his inaugural speech heemphasised that only with the active support of the State Governments,

Chambers, Industry Associations and other stakeholders, the Government's intent of making India a

sought after business destination and ZED will have a pivotal role to play. The technical session was

handled by Shri. P.V. Velyadhan, Director, MSME-Development Institute, Thrissur. In total 77 existing

entrepreneurs participated the programme and made the session alive and interactive.

3.2.2. Support for Entrepreneurial And Managerial Development of SMEs through Incubators

Inauguration of the programme at Palakkad

The Scheme provides early stage funding for nurturing innovative business ideas (new

indigenous technology, processes, products, procedure etc.) which could be commercialized in a year.

Hence the need arises for incubation centres: to promote and support untapped creativity of individual

innovators and to assist them to become technology based entrepreneurs. Such entrepreneurial

innovative ideas are sought to be developed in reputed Technical Management institutions before these

can become commercially viable and attract venture capital.

As per DC’s Sanction No. 6[19]/NMCP/Inc/Plg.Pt.2 dated 1306.2016, this Institute achieved its target by conducting four one day Awareness Programme on the subject. Detail of the same is furnished in the following table:

Brief Reports on One day Awareness Programme on “Support for Entrepreneurial and

Managerial Development of SMEs through Incubators”

i. Awareness Programme at Government Engineering College, Palakkad on 28.07.2016

MSME-DI, Thrissur organized it’s first One Day Awareness Programme on “Support for

Entrepreneurial and Managerial development of SMEs through Incubators” under NMCP -Scheme for

the year 2016-17 at Government Engineering College, Sreekrishnapuram, Palakkad on 28.07.2016. The

programme was inaugurated by Shri. P.V. Velayudhan, Director, MSME-DI, Thrissur. Smt. Preethi M.,

Manager, TBI, NIT, Kozhikode, handled the technical session. There were 54 participants in the

programme.

ii. Awareness Programme at Cochin University, Ernakulam on 18.10.2016

The second awareness programme of was conducted at Cochin University on on 18th October 2016. Shri.P.B.Suresh Babu, Assistant Director of MSME-DI, Thrissur delivered welcome address. Dr.K.K.Saju, Director, IRAA, CUSAT, presided over the function. The programme was inaugurated by ShRI. P.V. Velayudhan, Director of MSME-Development Institute, Thrissur. Shri.Vijith, Administrative Officer, Technology Business Incubator, NIT Calicut shared the experience of setting up an Incubator and services provided by them. There were 43 participants in the programme.

iii. Awareness Programme at Kelappaji College of Agricultural Engineering and Technology, Tavanur on 02.02.2017

Another programme was conducted on 2nd February 2017 at Kelappaji College of Agricultural Engineering and Technology, Tavanur. Sri George Mathew, Associate Professor, KCAET welcomed the participants and distinguished guests. Dr. Valsamma K.M., the Dean-in-Charge, delivered the presidential address. She stressed on the importance of entrepreneurship in the present age. Shri.P.V.Velayudhan, Director, MSME-DI, Thrissur inaugurated the function and in the inaugural address, he stressed the importance government is giving in encouraging innovation and entrepreneurship. In the technical session, the Director, MSME-DI,Thrissur, Shri.P.V.Velayudhan did a power point presentation on MSME-DI activities mainly focusing on Incubator Scheme. Smt Preethi, Manager ,Technology Business Incubator, NIT Calicut shared the experience of setting up an Incubator and services provided by them. There were 71 participants in the programme.

iv. Awareness Programme at MES College of Engineering, Kuttipuram on 03.03.2017

The fourth awareness programme was conducted on 3rd March 2017 at MES College of

Engineering, Kuttipuram. Smt C.S.Anusha ,Asst. Director, MSME-DI, Thrissur welcomed the participants

and distinguished guests. During the welcome address she explained the objective of the programme.

Shri.P.V.Velayudhan, Director, MSME-DI, Thrissur inaugurated the function. The Principal, Dr. V.S. Abdul

Salam delivered the presidential address. He stressed on the importance of entrepreneurship in the

present age. Dr. K.P.Mohammed, Director, MES College of Engineering, Kuttipuram delivered the

keynote address and motivated the participants to come up with innovative ideas for setting up

enterprises.

There were 75 participants in the programme.

During the year 2016-2017, Incubation Centers were started at Government Engineering College, Kannuar and Government Engineering College, Thrissur.

3.2.3 Scheme for "Building Awareness on Intellectual Property Rights" (IPR) for the Micro,

Small & Medium Enterprises (MSME)

Coverage appeared on startup of Incubators at GEC, Kannuar and GEC, Thrissur in regional dialies

In order to enable the MSME sector to face the present challenges of liberalisation, various

activities on IPR are proposed under this scheme. These initiatives provide MSME sector more

information, orientation and facilities for protecting their intellectual powers. The objective of the

scheme is to enhance awareness of MSME about Intellectual Property Rights to take measure for

protecting their ideas and business strategies. Effective utilisation of IPR tools by MSMEs would also

assist them in technology up-gradation and enhancing competitiveness.

Under DC’s sanction order No: TY-27015/3/2016/NMCP-DCMSME dated 12.05.2016, this

Institute conducted two one-day Awareness/ Sensitization Programmes on Intellectual Property Rights

(IPR). Details are given in the following table:

Brief Reports on IPR Programmes

i. Two Days Workshop at Ernakulam from 03.8.2016 to 04.8.2016

MSME Development Institute, Ministry of MSME, Govt. of India, Thrissur organized a Two days

clusters Specific interactive Seminar / Workshop on Intellectual Property Rights (IPR) at Hotel Avenue

Regent, Cochin from 03.8.2016 to 04.8.2016.

Shri K.C. Johnson, Asstt. Director (Stat.), MSME-DI, Thrissur proposed welcome to the

participants and briefed the gathering about the need of this kind of Workshop Programmes. Shri P.V.

Velayudhan, Director, MSME-DI, Thrissur delivered the Presidential Address where he stressed the

need and relevance of IPR and its priorities. He elucidated the IPR as a component of National

Manufacturing Competitiveness Programme. He elucidated the various components of IPR such as

Patent, Trade Mark, Copyright designs and Geographical Indications. Shri Savio Mathew, Head, FICCI,

Kerala State Council, Kochi inaugurated the programme. He conveyed that this programme would help

the participants a lot in understanding the various IPR tools. A special address was given by Shri K.K.

Ramesh, General Secretary, KSSIA, Kerala. Shri Biju Abraham, Manager - DIC, Ernakulam delivered the

felicitation address. He elaborated the various schemes of Directorate of Industries and Commerce,

Government of Kerala. Inaugural function over by proposal of vote of thanks by Shri P.B. Suresh Babu,

Asstt. Director (Elect.), MSME-DI, Thrissur.

The first session was handled by Shri. V.P. Balagandharan, Brahmaprakash Scientist (Retd),

VSSC, Thiruvananthapuram on an Overview of Intellectual Property Rights and explained the pros &

corns of IPR and related activities. At the end of session an interactive session was held with the

participants and Shri Balagangadharan replied to the queries and explained to the anxieties of them.

Shri M. Ajith, Dy. Controller of Patents and Design, Patent Office, GoI, Chennai talked to the participants

in the second session on Patent Drafting and Filing Procedure.

On the second day, Mr. Arun Alfred, Project Scientist, Patent Information Centre,

Thiruvananthapuram handled the class on ‘Role of Patent Information Centre in Promoting IPR in

Kerala’. Second Technical Session on ‘Geographical Indication of Goods’ was handled by Dr. C.R. Elsy,

IPR Coordinator, Plant Breeding Deptt. Kerala Agricultural University, Mannuthy, Thrissur. Third

Technical Session was handled by Adv. Febin James, Trade Mark Attorney, Thrissur on ‘Patent and Copy

Right’. Fourth and last Technical session on Trade Mark and Design was handled by Adv. Binoy

Kadavan, High Court of Kerala, Ernakulam. There were 65 participants in the programme.

3.2.4. Design Clinic Scheme for Design Expertise to MSMEs Manufacturing Sector (DESIGN)

ii. One Day Awareness Programme on 04.10.2016

One day awareness programme on IPR was organized in association with Kerala State Small

Industries Association District Industries Centres of Kasargod and Kannur Districts on 04.10.2016. Shri

P V Velayudhan, Director, MSME-DI, Thrissur, presided over the function. He explained the IPR as a

component of National Manufacturing Competitiveness Programme. The awareness programme on

IPR was inaugurated by Shri. Sasi Vattakkovol, Chairman, Payyannur Municipality. He elucidated

importance of IPR and congratulated the MSME DI Thrissur for the initiative taken for conducting such

a programme for the benefit of MSME’s in Kasargod and Kannur District. Shri. D Rajendran, General

Manager, DIC, Kannur deliver the key note address.

Technical sections handled by Shri. V P Balagangadharan, Brahmaprakash Scientist (Rtd), VSSC ,

Trivandrum. He took session on introduction to IPR, its relevance in MSME Sector, and the various

components of IPR such as Patent, Trade Mark, Copyright designs, and Geographical Indications. After

the lunch, session on legal aspects in IPR and its management, detailed procedure on documentation for

Patents, Trademarks, Copy rights etc. taken by Adv. Febin James, IPR Consultant, Thrissur. The Schemes

of DC MSME was explained to the participants by Shri. K. C. Jhonson, Asst Director, MSME DI Thrissur.

Interactive sessions were arranged after each session to clear the doubts of Participants about the

respective topics. Programme was very successful and more than 90 participants attended the

programme.

Inaugural address by Shri. Sasi Vattakkovol, Chairman, Payyanur Municipality

The Scheme is to promote use of design by MSMEs for developing products which are market

led and to create a sustainable design eco system in the MSME units through continuous learning and

skill development. The objective is to create general awareness and sensitization about the value and

power of design for businesses.

MSME-Development Institute, Thrissur, organized its first One Day Awareness Programme on Design Clinic for MSME’s on 26.10.2016 at Cochin University, Ernakulam. Shri. P.B.Suresh Babu, Assistant Director, MSME-DI, Thrissur delivered welcome address. Shri. P.V. Velayudhan, presided over the function. The programme was inaugurated by Shri.Krishna Kumar, General Manager, District Industries Center, Ernakulam. Dr.K.K.Saju, Director, IRAA,CUSAT, gave keynote address. The technical session was handled by Shri.Manu, Associate Faculty, Kerala State Institute of Design, Kollam. There were 40 participants in the programme.

The second programme on Design Clinin Scheme was organized in association with KSSIA,

Kozhikode, Footwear Sector, Kozhikode and Zamorians Furniture Consortium Pvt Ltd, Kozhikode, for

the benefit of footwear and furniture sector and other MSMEs of the district, on 9th February, 2017 at

3.2. 5 TEQUP Scheme

East Avenue Hotels (India) Pvt Ltd, Kozhikode. The programme started with the welcome address by

Shri. Ganghadharan, Chairman, Zamorians Furntiure Consortium Pvt Ltd. Shri. PMA Gafoor, President ,

KSSIA Kozhikode District unit presided over the inauguration function. The programme was

inaugurated by Shri. P.V. Velayudhan, Director, MSME – Development Institute, Thrissur. Felicitations

were given by Shri. Subramanian Padikkal, Director of VKC Group, Shri. P.P. Pradeep, KSSIA Kozhikode

District Unit Secretary and Shri. Pradeepkumar, Director of Zamorians Furniture Consortium Pvt Ltd.

The technical session was schedules in such a manner that it will cover the design related topics

in a broad way, with the intent to communicate the importance of design, its usefulness and its role in

delivering business value. There were four speakers in the programme. The first session was handled

by Shri. Achuth Rao, Former Director, NID, Banglore. He talked on the topic “Importance of Design and

Difference between the Engineering Design and Aesthetic Design”. The second session was handled by

Shri. Prathap Murthy G.V., Project Officer, NID, Banglore on the topic “Design Clinic Scheme of NID and

Case Studies” . The third session was by Shri. H.V. Anthamurthy, Deputy Director of MSME-Development

Institute, Banglore and representing Centre of Excellence of MSME, IISc Banglore, on the topic “Design

Clinic Scheme of DC-MSME and Center of Excellence of MSME, IISc, Banglore”. The last session was by

Ms. Aleena Elizebath James, Design Expert of Furniture. She talked about “Designing in the Furniture

Sector along with case studies”. She explained about the importance of adapting user friendly,

comfortable designs in order to increase the demand for the product. The programme was really a

vibrant and beneficial one as per the feedback of participants. There were 69 participants in the

programme.

Session by Shri. Achuth Rao, Former Director, NID Banglore

Under this scheme, there is a component to reimburse a part of expenditure incurred toward

obtaining product certification licences from National/International bodies. MSME-DI, Thrissur

reimbursed Rs. 5.8 lakhs to 7 Units, as part of expenditure incurred for product licence. The details are

i. Awareness Programm at Palakkad on 23.11.2016

MSME-DI, Thrissur organized its first awareness programme on product certification for the

year 2016-17 at Conference Hall, Kanjikode Industries Forum (KIF), Kanjikode, Palakkad on 23rd

November 2016. The programme was presided over by Shri K.S.Pradeepkumar, General Manager,

District Industries Centre, Palakkad. The inauguration was done by Shri P.Shiva Kumar, Unit Head,

BEML, Palakkad. Shri. Shabir Koodathil, General Secretary, KIF , Palakkad gave special address. Shri.

Gowththam B J Scientist-B & Asst. Director, Bureau of Indian Standards, Kochi Branch Office,

Palarivattom, talked about Product Certification, BIS Licensing & Procedural formalities. The topic on

Product Certification, Licensing for Energy Efficiency & Procedural formalities was handled by Shri

Johnson Daniel, Energy Technologist, Energy Management Centre, Thiruvananthapuram. Shri. A.P.

Prabhu, AD, MSME-DI, Thrissur, talked about Product Certification reimbursement Scheme of DC-

MSME.

ii. Awareness Programm at Ernakulam on 25.01.2017

The second awareness programme on Product Certification was organized at Angamaly,

Ernakulam on 25th January 2017. Shri M.Palanivel, Dy. Director, MSME-DI, Thrissur, presided over the

function. The inauguration was done by Shri Krishnakumar, General Manager, District Industries

Centre, Ernakulam. Shri. C.K.Abdul Mazjeed, Managing Director, Perumbavoor Plywood Manufacturers

The first one day awareness programme on Energy Efficiency Technology for MSME units at

Palakkad on 15.12. 2016. Programme was done in association with District Industries Center, Palakkad;

KSSIA, Palakkad and KINFRA Park, Palakkad. Experts from Kerala State Productivity Council and Energy

Management Center delivered lectures on need of energy efficiency and energy efficient procedures.

3.2.6. Marketing Assistance and Technology Upgradation (MATU) Scheme for MSMEs

The "Marketing Assistance and Technology Upgradation Scheme for MSMEs” aims at improving

the marketing competitiveness of MSME sector by improving their techniques and technology for

promotion of exports. The broad activities planned under the scheme include technology upgradation in

packaging, development of modern marketing techniques, competition studies, Participation in

State/district exhibition/fair etc.

3.2.6. a. Reimbursement of participation fee in Domestic Exhibitions under activity 5:

During the year under report, an amount of Rs. 4,10,000/- was sanctioned under this head.

Number of applications received to MSME-DI, Thrissur was 20 and reimbursement has been made to

those 20 units. Total reimbursement was Rs. 4,10,000/-.

3.2.6. b. Reimbursement for obtaining Bar Code by MSEs

The objective of the scheme is to popularise the Bar Code Registration and motivate the micro

and small manufacturing enterprises to adopt the Bar Code Certification to enable them to sell their

value added products worldwide and also to fetch higher export price. In order to enhance the

marketing competitiveness of MSEs in domestic as well as international market, Office of Development

Commissioner (MSME), Ministry of MSME, provides the financial assistance for reimbursement of 75%

of one-time registration fee (Under SSI-MDA Scheme) w.e.f. 1st January, 2002 and 75% of annual

recurring fee for first three years (Under NMCP Scheme) w.e.f. 1st June, 2007 paid by MSEs to GS1 India

for using of Bar Coding. The work of reimbursement decentralized and transferred to field offices i.e.

MSME-DIs w.e.f. 1st April, 2009, with a view to ensure speedy & timely and extensive implementation of

the scheme. It also helps in domestic marketing (wholesale & retail).

During the year 2016-17, MSME-DI, Thrissur organised one awareness programme on Bar Code

to popularize the scheme and also reimbursed a total amount of 2,80,125/- to 14 units towards

expenditure incurred by them for one time registration fee and 1,13,839/- to 17 units towards

expenditure incurred by them for annual renewal fee.

3.2.6. b. ii Barcode Awareness Programmes:

The basic rationale of the Government support to MSMEs for undertaking lean manufacturing (LM) is to enhance their productivity and competitiveness by reduction of wastages in manufacturing processes, inventory management, space management, energy consumption, etc. The LM techniques also result in reduction in rejection, standardization of processes, better layout of machines resulting in reduced transportation of products during manufacturing, etc. The implementation of LM techniques leads to cost reduction for MSMEs. This institute has received 18 applications under National MSME Award 2015 from the different

MSME units of the state of Kerala. On scrutiny, 12 applications were with complete information and the

remaining 6 were incomplete. Officers of this institute were inspected the units and marks awarded

accordingly at institute level in respect of 12 units after evaluating various criteria as per the guideline.

The meeting of the State Level Selection Committee (SLSC) to recommend applications for National

Award from the State of Kerala was held on 29th January 2017 at Aluva under the chairmanship of Shri

Sanjay Kaul, IAS, Special Secretary (Industries & Commerce), Government of Kerala.

Member Convener, Director, MSME-Development Institute, Thrissur welcomed the Chairman

and members and gave a brief introduction of the Award Scheme of Government of India. He explained

that for the year 2014, Award is given to MSME units in the following five category, i.e. Scheme for

Outstanding Efforts Entrepreneurship in MSMEs (MSMEs engaged in Manufacturing), Scheme for

Outstanding Efforts Entrepreneurship in MSMEs (MSEs Rendering Services), Scheme for Quality in

selected products in MSE, Scheme for Product/Process Innovation in MSME, Scheme for National Award

for Lean Manufacturing Techniques in MSMEs. The details of all eligible applications were placed

before the SLSC for necessary consideration and evaluation. The committee recommended 8

upfront contribution and approved by purchase committee on 27.02.17

As part of the Marketing Assistance to Existing and Prospective Entrepreneurs of MSME Sector by the Ministry of MSME and O/o D.C. A brief report of the programme is given below:

The programme was inaugurated by Shri R.Muthuraj ITS, Joint Director General of Foreign

Trade. He stressed on the importance of this awareness programme on MSMEs especially in this

globalised era. The inaugural function was presided over by Sri P.V.Velayudhan, Director, MSME-DI,

Thrissur. He in his presidential address informed how such awareness programmes organized by the

government help in maintaining the competitiveness of MSME units. Sri K.N.Krishnakumar, General

Shri Muthuraj ITS, Joint DGFT in the technical session

The technical session started off with a presentation from Directorate General of Foreign Trade,

Kochi by Shri Muthuraj, Jt. DGFT. This was followed by a session on FEMA Act by RBI. The faculty was

Sri N.K.Johnson, Manager, RBI . The last session in the forenoon of 27th was on Banking Formalities in

Export Marketing by Sri Sankaranarayanan, AGM, SBT. Post lunch, Cashew Export Promotion Board and

Spices Board based in Kerala handled the sessions explaining in detail the various support schemes

offered by their respective departments as we have much scope for export in these two areas in the

state of Kerala. Customs procedures were explained in great detail by Sri Anil Kumar,Customs Officer

from the office of Customs Commissioner,Kochi.

On 28th, the first session was handled by Sri Mahalingam, AGM, ECGC on the payment insurance

offered by ECGC.The next session was on export packaging by Sri Mallik, Joint Director, Indian Institute

of Packaging. The last session in the forenoon was by Cochin Port Trust which was handled by Sri Girish

Thomas, Dy Traffic Manager, Cochin Port Trust. After Lunch, Export Promotion Activities of CDB was

explained in great detail by the faculty from Cocunut Development Board.The last session was by an

export marketing expert Sri V.P.Nathan on International marketing.The programme concluded with the

distribution of participation certificates.

Coverage of the programme appeared on regional dailies

While taking feedback from the participants they were of the view that they richly benefited

from the programme and requested the organisers to arrange similar kind of programmes to update the

latest trend in the field on regular basis.

MSME-DI, Thrissur is attached with Mechanical workshop. The Central Workshop renders assistance to the Engineering Enterprises in the State of Kerala by providing the following services:

1. Rendering Common Facility Services to the MSME sector on the machines installed in CWS for a nominal charge.

2. Assisting Micro and Small Enterprises in designing Jigs, Tools, and Fixtures.

3. Giving training to the Artisans / Supervisors / Engineers to upgrade their skills.

4. Providing skill oriented training to educated unemployed youth to equip them to find employment

16th Meeting of the State Level Advisory Board for MSMEs held on 17th November, 2016 at the

North Committee Room, North Block, Government Secretariat, Thiruvanathapuram under the

Chairmanship of Shri Paul Antony, Additional Chief Secretary (Industries), Government of Kerala and

Chairman of the State Level Advisory Board. At the outset, Member Secretary of the State Level

Advisory Board – Sri P.V. Velayudhan, Director, MSME-DI, Thrissur extended a hearty welcome to the

Chairman and Members of the Board.

The Chairman in his opening remarks stated that the State Govt was working on a new

Industrial Policy, and on a major initiative to improve Ease of Doing Business. It is intended to place the

draft in the public domain shortly for eliciting views from various stake holders.

The forum discussed the issues related to utilization of existing and new infrastructure facilities

created by various agencies like DIC, SIDCO, INKEL, KINFRA, KSIDC. It was noted that the present

occupation is about 56% in the State. After discussions, it was decided the data on land availability in

Industrial Estates, Parks, Plots, or Areas, or by what ever name called, would be put up initially on the

websites of the organizations concerned, like DIC, SIDCO, KINFRA, KSIDC, etc with links to the webpage

of each other organization by 30-11-2016. Thereafter, KINFRA would put up data district-wise, with

facility for drilling down to Taluk level data, in respect of all organizations in the State so that data was

available at one point. The data would be revised every month.

Discussion is progressing under the Chairmanship of Shri Paul Antony, Additional Chief Secretary (Industries)

The forum discussed the delay in issuing licenses to Wood based units in the State and it was

decided that the Forest Dept would give the status of applicants with address on the Website by

31.12.16 so as to enable the units to get latest position.

Director of Industries and Commerce stated that online filing system of EM Part I & Part II has

been done away with and introduced the new Udyog Adhar Registration. He informed that DIC has

proposed a comprehensive survey of all units in the State to collect data on the existing position of

units. It was noted that in the 15th Meeting, the non official members had requested for exempting the

green category units from the clearances from the Pollution Control Board. The Chairman informed that

Government is actively considering self certification in many areas to ward off the difficulties of the

entrepreneurs. It was also informed that there is a proposal to strengthen the Single Window Clearance

at District and State level, and further that a Common Application Form is being devised and put online.

View from 16th SLBC Meeting

The forum discussed the issues relating to disbursement of loan under CGTMSE and observed that

Bank Managers are insisting collateral security for loans above Rs.10 lakhs. It was the general opinion

of the members that there is a need to create Awareness among the Bank Managers about the scheme.

It was also suggested that application for loan under CGTMSE should be channelized through the SME

Branches in all districts. Apart from these, several other points for the development of MSME sector of

the state were discussed. There were 34 participants in the programme.

During the year 2015-16, the Institute undertook a number of flagship programmes such way that

the MSMEs will be benefited. This session analyses various activities of MSME-DI under EDP Scheme.

The Entrepreneurship Development Programmes (EDPs) are conducted through MSME-DIs, with focus

on entrepreneurial development coupled with specific skills relating to trades like electronics,

electrical, food processing, etc, which enables the trainees to start their own ventures. The programmes

covered in this scheme are the following:

The analysis of the above table shows that MSME- DI successfully achieved the targets allotted.

4.2. Entrepreneurship Skill Development Programme (ESDP)

Entrepreneurship Development Programmes are being organized regularly to nurture the talent

of youth by enlightening them on various aspects of industrial activity required for setting up MSEs. 20

% of the total targeted of ESDPs are conducted exclusively for weaker sections of the society i.e.

(SC/ST/women and PH) with a stipend of Rs.500/- per month per candidate under the Promotional

Package for (Micro, Small Enterprises) MSEs. During the year, MSME-DI, Thrissur was allocated with 9

On the eve of demonetization of the currency, a number of awareness programmes were organized

by MSME-DI, Thrissur for the benefit of MSMEs and Clusters in the State during the period from 15th to

of Industry, Government of Kerala to discuss about the Central MSME Schemes on 15.6.12016

along with Shri. K.C. Jhonson, AD(Stat) . He had a meeting with members of KSSIA, Kollam on

15.6.12016, to have preliminary discussion on proposed NLVDP. He had a ,eeting with the

representative of Agricultural Implements Cluster, Shoranur to ascertain the present status and

also visited M/s. Metal Industries, Shoranur on 16.06.2016. He attended a meeting organised by

K-BIP on Export promotion on 17.6.2016 at Gateway Hotel Taj Residency, Marine Drive,

Ernakulam on 17.6.2016 along with Shri. K.C. Jhonson, AD(Stat) and Smt. Lachithamol U.C.,

AD(EI). Director visited New Delhi and attended 40th steering committee cum Review meeting

of Micro & Small Enterprises – Cluster Development Programme on 23rd June 2016 at 3.00 PM

• He attended a joint meeting of all MSME clusters in Kannur district on 01.07.2016 at the

Chamber of General Manager, DIC, Kannur. He visited the site of proposed incubation centre at

GEC, Kannur on 07.07.2016. He delivered talk in the faculty development programme in

entrepreneurship at NIT, Calicut on 11.07.2016. He attended a meeting of KSSIA, Kasargode to

evaluate the MSME development in the District on 18.07.2016. He attended the State Level

Award ceremony and delivered the speech on the steps taken by the state government to

motivate the entrepreneurs on 20.07.2016

• He attended Annual General Body of KSSIA, Kannur at Guru Bhavan Auditorium, Kannur on

11.08.2016 and received a representation cum grievance for necessary action. He had a

meeting on MSME Development organised by Subiksha, Vadakara on 12.08.2016. He was

present during the interview of selection of candidates on ESDP and subsequent cluster

formation for Apparel Designing on 29.08.2016 at Payyannur Municipal Office Hall.

• He was one of the dignitaries in the Industrial Seminar at Kannur on 17.09.2016. He had a

meeting with Chief Minister on MSME activities in the state and meeting at Directorate of

Industries and Commerce, Thiruvananthapuram for SLAB on 19.09.2016. He disseminated

about the Lean scheme to members of the association of Cashew Development Corporation and

had discussion on setting up a CFC for Cashew Cluster on 20.09.2016. He attended Inauguration

of MSME Incubation centre at GEC, Kannur by Hon’ble Minister of Industry and delivered special

address on MSME Incubation Scheme on 23.09.2016. He held a meeting on the proposed

National Workshop on Export Marketing and preliminary meeting on proposed NLVDP at

Ernakulam during the month of December at KIED, Kalamassery on 26.10.2016. Inaugurated

awareness Programme of Lean Manufacturing to the Footwear Industry at Kozhikode and

handled one session on Lean Manufacturing along with consultant from QCI on 27.10.2016.

• He convened a meeting on proposed NLVDP with KSSIA on 05.10.2016 at KISSIA Hall,

Kalamassery, Kochi. He had a meeting with Addl. Chief Secretary (industries) Govt. of Kerala,

Trivandrum to discuss about the National Workshop on Export Marketing and conducting of

SLAB Meeting on 14.10.2016. He attended Incubation Meeting at Govt. Engineering College,

Kannur 21.10.2016. He was invited to Skill Kerala Conference' organised by RBI Trivandrum as

faculty and delivered talk on the topic 'Skill Initiatives of MSME-DI in Kerala' on 25.10.2016.

• He got trained by QCI on ZED Certification from 3.11.2016 to 5.11.2016 at NiMSME, Hyderabad.

He had attended State Level Advisory Board meeting at Secretariat, Trivandrum on 17.11.2016

which was chaired by Addl. Chief Secretary (Industries), Government of Kerala. He held a

meeting of Garmenty Cluster at Kannur on 21.11.2016. He attended a Meeting on Kannur

Printing Cluster on 25.11.2016. He had visited Ordinance Factory, Chennai, Integral Coach

Factory, Chennai and Controller of Stores, Chennai, Southern Railway, Chennai to have

discussion on public procurement policy and to invite to attend proposed NLVDP at Ernakulam

during January 2017 on 28.11.2016 to 29.11.2016.

• He attended incubation Meeting at Govt. Engg. College, Kannur to select and indentify the

project proposal under incubation scheme on 05.12.2016. He convened meeting of NLVDP at

DIC, Ernakulam with KSSIA and DIC officers 07.12.2016. He attended Printing Cluster Meeting at

Kannur to finalise the proposal of offer 09.12.2016. He gave a speech through All India Radio on

the scheme of MSME Ministry on 14.12.2016.

• On 03.01.2017, he attended an enquiry on cluster at Dte. of Industries & Commerce,

Trivandrum. He had a press meet at Ernakulam on NLVDP on 04.01.2017. He had SAMRUDHI –

During the financial year, MSME-Development Institute framed it activities and initiatives with

an objective to provide a grant push to MSMEs in Kerala and Lakshadweep. The Institute organized

National Level Vendor Development Programmes and State Level Vendor Development Programmes.

The institute has given wide publicity on NMCP Schemes during the year and motivated MSMEs to make

use of the schemes. Several awareness programmes on ZED, Design Clinic, Digital Payments, Product

Certification, EET, IPR etc. were also conducted at various districts of the state during the financial year.

Skill development programmes through the central workshop and various PD accounts programmes

were also conducted.

The Institute successfully completed the targets assigned during the year and could generate

total revenue of Rs. 16,65,235/- during the current financial year.

Consequent to the increased globalization of the Indian economy, MSMEs are required to face

new challenges. This institute has recognized the changed environment and is currently focusing on

providing support in the fields of credit, marketing, technology and infrastructure to MSMEs in the state

of Kerala and Lakshadweep.The Institute is also attempting its level best to impart greater vitality and

growth impetus to the Micro, Small and Medium Enterprises (MSME) in the state of Kerala in terms of

output, employment and exports and instilling a competitive culture based on heightened technology

awareness.

Annexure

Annual Reports of MSME-TI Ettumanur, MSME-TI Thriuvalla, and MSME-TS, Ettumanur

for the year 2016-17

MSME Training Institutes at Ettumanur, Thiruvalla and MSME Testing Station Ettumanur are

the field organizations under the Development Commissioner (Micro, Small & Medium Enterprises),

Ministry of Micro, Small & Medium Enterprises (MSME), Govt.of India. MSME Training Institutes were

set up for providing technical and managerial inputs for the prospective and existing enterpreneurs.

MSME Training Institutes are mainly engaged in providing various training programmes for the

entrepreneurs in the MSME sector from the state of Kerala. MSME Institutes are also engaged in

disseminating information about the various schemes and programmes under DC (MSME) to the MSME

stake holders. MSME Testing Station, Ettumanur erstwhile Field Testing Station at Changanacherry also

commenced operation at Ettumanur during 2011.This Testing Station established to cater to the testing

needs of Rubber based MSMEs in the region. The Testing Station also provides training and technical

assistance to the prospective and existing entrepreneurs from Rubber Sector.

Director, MSME-DI, Thrissur is entrusted with the additional charge of MSME-TI Ettumanur,

MSME-TI Thiruvalla and MSME-TS Ettumanur as per order No: A-22012/1/2016-A(P&T) dt

22.012.2016 of Office of DC-MSME.

The following sections show confined details of the MSME-TI, Ettumanur, MSME-TI, Thiruvalla

and MSME-TS Ettumanur during the year 2016-17.

This section gives a brief outlook about the targets allocated to MSME-TI, Ettumanur and

activities of the Institute during the year.

Intellectual Property Rights

The Institute was allocated with one IPR awareness programme. It was organized at at DC

Books Auditorium, Good Shepherd Road, Kottayam on the 21st of July 2016. The following table shows

Packaging for Export

During the year in compliance of sanction of Development Commissioner, MSME, New Delhi,

MSME Training Institute, Ettumanur organized a One Day Training Programme on Packaging for

Exports on the 15th of June, 2016 at Kerala Chamber of Commerce and Industry, Kochi. The Kerala

Chamber of Commerce and Industries (KCCI), Kochi associated with this institute for jointly conducting

Awareness Programmes on Digital Payments

As per the directive from the Office of the Development Commissioner (MSME), New Delhi to

organise workshops/awareness programmes for the promotion of digital payment system in MSMEs

and to help MSMEs in solving their temporary difficulties due to demonetization, MSME-TI, Ettumanur

This section is an overview of the targets allocated and activities carried out by MSME-TI,

Thiruvalla.

Intellectual Proprty Rights

Ministry of MSME, the MSME Training Institute, Thiruvalla is entrusted to organize a one day

Awareness/Sensitization programme on Intellectual Property Rights (IPR) vide O/o DC, MSME sanction

No. TY-27015/3/2016/NMCP-DCMSME dated 12.05.2016.

The one day programme was organized in association with CSIR - National Institute for

Interdisciplinary Science and Technology (NIIST) (which is premium Institute under CSIR contributing

innovations in the industrial field), District Industries Centre, Kerala State Small Industries Association

(KSSIA), Kerala Small Scale Industrialist’s Federation (KSSIF) and Kerala State Small Medium

Enterprises Organisation at NIIST Auditorium, Pappanamcode, Thiruvananthapuram on 14th July, 2016.

Shri G.S.Prakash, Deputy Director-In-Charge, MSME-Training Institute, Thiruvalla welcomed the

gathering. Dr.A.Ajayaghosh, Director, NIIST, Thiruvananthapuram presided over the function. He

explained about the activities of the Institute and appreciated the dedicated effort of the Scientists in

the Institute in making it a leading Research Institute. Shri O. Rajagopal, Hon’ble MLA inaugurated the

one day programme. He highlighted that our culture always encouraged sharing of knowledge and

there are laws to protect intellectual assets and the entrepreneurs should be aware of such laws. Key

note address was delivered by Shri R.S.Praveen Raj, Senior Scientist, CSIR-NIIST.

Shri K.G.Madhu, Vice Chairman, Kerala State Small Industries Association (KSSIA), Thiruvananthapuram

and Shri M.Maheen Aboobacker, District President, Kerala State SMEO felicitated the guests and

participants.

Shri R.S.Praveen Raj, Senior Scientist, CSIR-NIIST handled sessions on overview on Intellectual

Property Rights, Patent & Design Rights and Geographical Indication with relevance to MSMEs.

Scientists from NIIST handled sessions on technologies/services available from NIIST for MSMEs.

Advocate Shri S.Venugopalan Nair, Ex Trademark Officer and Senior IPR Consultant handled session on

Trademark and Brand Building in MSMEs, relevance of Copyrights. Advocate Shri Febin James, Kerala

State Council for Science Technology and Environment (KSCSTE) handled session on Patent filing

procedures and support from PIC-Kerala for IPR protection. Shri V.M.Mohanan Nambisan, Assistant

Director, MSME-TI, Thiruvalla handled session on schemes offered by Government of India, Ministry of

MSME for MSME sector. The programme was attended by 190 participants

Packaging for Export

MSME-Training Institute, as per the sanction received from DC (MSME), organized one day

training programme on “Packaging for Exports” for the prospective and existing MSME export

entrepreneurs on 17.06.2016 at MSME-Training Institute, Thiruvalla

The one day programme was inaugurated by Shri Ramesh Chandran, General Manager, District

Industries Centre, Pathanamthitta and he explained the issues and challenges involved in the packaging

of products. During the inaugural session, special address was done by Shri Nebu Thomas, Proprietor,

M/s Anna Polymers, Thodupuzha.

Shri P.V. Narayan, Chairman, SIES School of Packaging-Packaging technology Centre, Mumbai

delivered a detailed lecture about the latest techniques and designs of packaging for exports. He

explained with support of audio-visual aids, group activity, case studies and some practical examples.

M/s Maks Automation Pvt Ltd. Kottarakara made a power point presentation about their packing

machinery and its features and packaging technology available with them. Shri Nebu Thomas,

Proprietor, M/s Anna Polymers shared his ten years experience on scientific packaging techniques,

latest materials used in packaging of products. The programme was attended by 59 participants.

Activities under EDP Scheme

During the year, MSME-TI Thiruvalla conducted four IMCs. Total number of trained is 128.

Among the total trained, 128 belongs to SC/ST Category and 275 are women. The detailed break-ups of

IMCs are given in the following table:

Other Important Acitivities

• A Workshop on the status of Rubber Based MSMEs at Rubber Training Centre, Puthuppally on

29.08.2016 was jointly organized by MSME Testing Station, Ettumanur and Rubber Board

Kottayam to find out the technological gaps existed in Rubber Industries & challenges faced by

them. The invitees were selected based on the different production lines of rubber products,

from office bearers of Associations and representatives from Central/state Public Sector

undertakings in Keralawere also invited. 35 participants attended the programme.

• MSME Testing Station organized an awareness programme on Lean Manufacturing Techniques

at MSME-TS on 15.11.2016.The programme was organized for the MSMEs functioning at

Industrial Estate Ettumanur. A few units in the industrial estate shown interest to implement

Lean Manufacturing Techniques in their units. Officials from NPC Bangalore handled the the

technical sessions.

• MSME Testing Station, Ettumanur organized an Industrial Exposure programme for the

students of Govt. vocational Higher Secondary School, Peruva, from 19.10.2016 to 04.11.2016

• MSME Testing Station, Ettumanur organized two awareness programme on Digital Payments:

one in association with Rubber & Plastic Industries Association, Common Facility Service

Centre, Industrial Estate, Changanacherry on 21.12.2016 at CFSC Hall, Changanacherry. 30

participants were attended the programme. Another one was organized in association with

Vyapara Vyavasaya Ekopana Samithi, Pampady on 28th of December, 2016. Representatives

from 56 MSMEs attended the programme

• MSME Testing Station organized an awareness programme on Lean Manufacturing Techniques

for the Industrial Units in Pathanamthitta District on 20.12.2016 as part of the exhibition

conducted by KSSIA Pathanamthitta at Thiruvalla. M/s NPC Bangalore handled technical
