2 Director’s Message

In 2012, the revision of the Statement of Strategic Intent for Catholic Education in the Diocese of Lismore occurred. This revision which has given the statement a much sharper focus and shorter time frame – 2013-2015 has been a valuable resource in ensuring that our direction has been faithful to the path mapped out in my address at the Priests/Principals Conference in 2012 – A Time for Clarity and a Time for Courage – What difference will you make?

However, nothing can be achieved in isolation and once again I must pay tribute to the leadership of the Most Reverend Geoffrey Jarrett DD and the Catholic Schools Council under the direction of its Chair, Reverend Father Jim Griffin, for the support, encouragement and wise counsel given to the members of the Catholic Schools Office. Once again in 2013, the members of the Council’s Standing Committee on Finance gave generously of their time and professional expertise. The Joint Consultative Group, as in 2012, proved to be a valuable conduit between the Parish Priests of the Diocese and the Executive of the Catholic Schools Office.

The apostolate of Catholic education in this diocese owes much in 2013 to the dedication and zeal of our parish priests, school principals and staff and the staff of the Catholic Schools Office. Their devotion to their vocations often goes unnoticed and unheralded and I wish to recognise the immense contributions they make. With all of these, I acknowledge the support of the three Assistant Directors of the Catholic Schools Office for the ongoing commitment they are making to Catholic education in the Diocese of Lismore.

SiGnifiCanT evenTS in 2013Proclaim Lismore 2013Without a doubt, the most outstanding experience in 2013 was Proclaim Lismore

2013. Its initial success should not be underestimated. Many present at one of the gatherings were visibly touched by what they encountered.

“Proclaim Lismore 2013 was a yearlong exciting collaborative adventure which engaged all staff in parish schools and the Catholic Schools Office (CSO) in major cultural and structural change promoting the New Evangelisation. Staff were asked to make both a deeper personal commitment to Christ and ensure that there was a new ardour, new message and new methods around promoting the Catholic way of life in our parish schools and parish communities.”

A Time for Challenge and a Time for Courage – What difference will you make? was the central theme of Proclaim Lismore.

In preparation for the Proclaim events which were held on 28 May Port Macquarie; 29 May Coffs Harbour; 30 May Lismore; 31 May Tweed Heads; every staff member in every Catholic parish school and Catholic Schools Office in the Diocese was asked to reflect on the current situation regarding our Catholic life and co-design an even stronger future for the years ahead by pondering the following questions:

n What are your hopes and dreams for the future of Catholic education?

n What initiatives are happening in your school or community that are engaging students and their families in the Catholic faith?

n Think about how you relate to your students and what resources on tools you need to promote a more vibrant and engaging Catholic culture in our schools?

n What challenges do you currently face in your community, your school and with your students?

n How do you believe Proclaim can address these challenges?

n Listen to the real issues of the students’ lives and ask how we can provide them with more effective ways to live the Gospel way of life centred on a loving friendship with Jesus Christ.

The four Proclaim events duly took place up and down the Diocese and were judged to have been very successful. The keynote speakers, the Most Reverend Geoffrey Jarrett (Bishop of Lismore), Mr Chris Lowney (former Jesuit Seminarian and Managing Director of J.P. Morgan) and Mr Jude Hennessy (Director

of the Confraternity of Christian Doctrine, Catholic Diocese of Wollongong) were inspiring and challenging and it was evident that large numbers of staff were positively moved by their experiences on the day.Music at each of the four Proclaim events was provided by the Emmanuel Worship Band which is part of the worship ministry of the Emmanuel Community, a Catholic mission community in Brisbane, propelled by the vision to “reveal Jesus Christ in the power of the Spirit”. Their contribution at each of the events was significant and contributed greatly to each day’s success.

Regional annexesTwo purpose outfitted regional annexes – one in Coffs Harbour and one in Port Macquarie were opened this year. Both the annexes support members of the School Evangelisation and Catechetical Services, Education Services and School Resources Services Teams and their existence allows for much better and timely support to be provided by the Catholic Schools Office in the Clarence and Hastings Deanery areas.

Five Priorities for Strategic Direction for Catholic Education in the Diocese of Lismore 2013–2015.

Five Priorities for Strategic Direction

PRiORiTy 1Ensure parish schools are animated, effective centres of Catholic identity and mission which ignite students’ passion to live an intentional faith life within the Church. “Christ is the foundation of the whole educational enterprise in a Catholic School.” (The Catholic School, # 34)

PRiORiTy 2Provide quality learning and teaching. “The school must begin from the principle that its educational programme is intentionally directed to the growth of the whole person.” (The Catholic School (1977, #29)

PRiORiTy 3Promote partnerships for the common good. “Everyone directly involved in the school is a part of the school community … Partnership between a Catholic school and the families of the students must continue and be strengthened … Every school should initiate meetings and other programs which will make the parents more conscious of their role, and help to establish a partnership; it is impossible to do too much along these lines.” (The Religious Dimension of Education in a Catholic School, 1988, #32, #43) PRiORiTy 4Enhance capacity for cultural change. “Changes in educational and cultural context and in enrolment patterns provide new challenges and opportunities.” (Catholic Schools at a Crossroads, 2007, p20)

PRiORiTy 5Build leadership capacity to serve the mission of Catholic education. “The parish school, fulfilling its mission in the Church, is especially a place of Christian service. This is expressed in all its teaching and in the ways its members interact with one another. 9School Evangelisation and Catechetical Services Team

The School Evangelisation and Catechetical Services (SEACS) team of the Catholic Schools Office serves Catholic education by:

a) Serving the Magisterium of the Church through the Bishop of Lismore to ensure the integrity of Catholic tradition and practice. b) Implementing the Strategic Intent Document and Annual Plan of the Catholic Schools Office.c) Promoting Catholic Education in the Diocese of Lismore, Foundational Beliefs and Practices – The Essential Framework within all policies, procedures and practices.d) Building faith leadership capacity at all levels of parish School Life.e) Promoting an effective diocesan program of Catechesis and Religious Education. f) Ensuring that the New Evangelisation is understood and implemented.g) Resourcing parish schools as they fulfil their faith mandate. h) Supporting community development in parish Schools.

PRiORiTy 1 – enSuRe The CaThOLiC iDenTiTy anD miSSiOn Of PaRiSh SChOOLS

n The building of a stronger Catholic culture of the New Evangelisation in education was integrated in number of ways:• Executive Retreat Days were conducted in four venues for senior staff by Mr Chris Lowney on the

theme “Baptism and the call to co-responsible leadership”. Parish school retreat days were then held in each parish school, lead by their executives on the theme “Baptism and the call to co-responsible leadership”.

• Secondary Leaders of Curriculum and Leaders of Catechesis were given a one day in service by the SEACS Team and Father Gerald O’Collins sj on Catholic Worldview. The focus on an understanding of the Catholic Worldview is in response to the findings from the Proclaim Lismore 2013 Gatherings.

• Working Parties were established and meetings organised to carry the integration of the New Evangelisation in the areas of School Evangelisation, Catechesis, Student Discipleship and Parent Partnership.

• A Consultative Reference Group took forward the work of the Working Parties to offer further advice on developing Evangelisation and Catechesis initiatives. This group was chaired by Fr. Jim Griffin and was made up of Clergy, the CSO Executive, Principals and the SEACS team.

n Two policy frameworks were introduced and collaboratively designed, namely, Student Discipleship Formation and Accreditation to Work, Teach and Lead. Secondary KLA Coordinators were provided with professional development to ensure that Catholic Education in the Diocese of Lismore Foundational Beliefs and Practices - The Essential Framework provides the foundation for all KLA policies and procedures.

n The School Evangelisation and Catechetical Services Team worked with Education Services to rewrite the Catholic dimension of the School Review and Compliance Document.

n Compliance and School Review and Development processes were employed to check that Catholic Social Teaching is embedded in parish school communities. The integration of Church Social Teaching on the Common Good, Solidarity, Subsidiarity and the Preferential Option for the Poor was placed on the agenda for discussion at each of the post Proclaim Lismore 2013 Working Parties.

n Christian meditation was introduced and trialled in seven schools.

n The SEACS Team engaged with each parish school Executive in a planning process regarding the Catholic life and practice within each school using a continuum document which features the three key areas of Catholic Identity and Mission, Teacher Formation and Student Discipleship Formation.

n SEACS Consultants met with each Parish Priest to keep them informed of the progress of the New Evangelisation in schools.

n The Making Jesus Real resource was promoted throughout the Diocese at regional Professional Learning Team meetings.

PRiORiTy 2 – PROviDe QuaLiTy LeaRninG anD TeaChinGn Two secondary Leaders of Catechesis were members of the inter-diocesan writing team for the Year 8 Religious Education Test.

n Secondary Leader of Catechesis and SEACS Consultant were members of the inter-diocesan writing team for the Board of Studies Stage 5 Religious Education Curriculum Submission.

n Secondary Leaders of Catechesis reviewed the findings of the Review of the secondary RE Curriculum and developed plans for following up at the parish school level.

n SEACS Consultants collaborated with the Sydney Catholic Education Office to develop the first drafts of the revised Year 7 Religious Education Curriculum. Secondary Leaders of Catechesis reviewed the drafts and communicated suggestions and concerns to the Sydney Catholic Education Office for further development.

n SEACS Consultants worked with secondary Language Coordinators to enhance their understanding of how the Catholic Education in the Diocese of Lismore, Foundational Beliefs and Practices - The Essential Framework underpins all processes and procedures in the KLA.

n Two secondary and four parish schools took part in the Diocese of Parramatta online Religious Literacy Assessment (RLA) in support another Diocese in a New Evangelisation initiative.

n First drafts of the digital To Know, Worship and Love texts were trialled in parish secondary schools. Secondary Leaders of Catechesis and teachers of Catechesis communicated suggestions and concerns to the publishers as part of the development process. Teachers reported that the digital versions were well accepted by students and also enhanced their capacity to deliver the Curriculum more effectively. n Thirty teachers of Studies of Religion trialled HSC Marking sessions by video conference. The teachers from across the Diocese reported that this mode of delivery is cost effective and time efficient and also enhanced their understanding and knowledge of the marking process.

n The Companions in the Faith program was initiated at St James’ Catholic Primary School, Banora Point. This is an inter-generational faith program supporting student discipleship through interaction with parishioners.

n Teachers in five parish secondary schools were formed in the Catholic Schools Youth Ministry Australia (CSYMA) program. Consequently CSYMA was introduced to ten classes in Year 9 and/or 10. Students undertake a number of Youth Ministry focussed units of work concurrently with the Stage 5 Religious Education curriculum.

n Secondary Retreat Training was attended by 20 teachers in a three day course to familiarise themselves with the Lasallian Retreat Model and to equip them to facilitate retreats in their school settings.

n Primary Faith Reflection Day Training was attended by 25 parish primary school teachers in a 2 day course to develop skills in facilitating faith centred reflection days in their schools. Topics for Reflection Days included Sacraments, Leadership, and Student Discipleship.

n Street Retreat was attended by 60 Year 11 students from ten parish secondary schools. The students spent four days in Brisbane taking part in volunteer outreach with the marginalised in the community. Street Retreat has had a profound effect on the self-awareness of these young men and women as Christian believers and members of the Church. Many have taken up the challenge to be more involved in their own communities as a result.

n The Shine Gathering was attended by 300 Year 9 and 10 students from every parish secondary school in the Diocese. Shine builds faith leadership by allowing students undertaking the CSYMA program from across the Diocese to gather and share a faith experience, while practicing the skills they have been developing. Success of gathering evident in growth of CSYMA classes in the Diocese.

n Ignite Conference was held in Brisbane was attended by 100 secondary students, 20 secondary staff and 6 primary staff who joined with over 900 other students from across the nation for a common purpose – encountering Jesus Christ and the Church; experiencing dynamic faith; being equipped for ministry and living the Christian life; and being empowered to impact within the Church and the world.

n Festa Christi was attended by 60 Year 9 students at each of two gatherings in the North and South of the Diocese. This is a two day retreat using the model of large group input; and small group, student led discussion. The retreat offers students a faith experience and aims to develop in them a greater understanding of how to be a faith leader using methods which are new in their ardour and means of expression.

PRiORiTy 3 – PROmOTe PaRTneRShiP fOR The COmmOn GOODn Training for the children’s program Seasons for Growth was held in Term 2. Fifteen staff trained as companions for the program. Reconnector programs for the companions for this program were held where requested. CSO personnel were also trained in the pilot parent program. This parent program is in final stages of development and will be offered to parish schools.

n The Learning Assistance Program (LAP) and Class Parent Program were supported in nine parish schools upon request.

n SEACS Team Consultants attended 13 parent meetings promoting the Parish School Forum.

n The Policy Framework for Parish School and Parent Engagement was made available for consultation.

n Family Retreats were open to all parents, caregivers and families from our parish school communities and were based on the Spiritual Exercises and employed the same format that parish school staff experienced. The Northern Retreat at was held at Evans Head (112 participants), the Southern Retreat at Valla 45 participants. Both Retreats were facilitated by Mr Marty Scroope, an Ignatian Spiritual Director. Mrs Kate Nestor from the SEACS Team and Ms Rachael Karma facilitated sessions for the children at the Northern Retreat and at the Southern Retreat respectively.

n An Aboriginal Family Retreat was also conducted. Our Koori families (112 participants) attended Yarrawarra Aboriginal Cultural Centre where the days were facilitated by Mr Lee Herden, Ms Sharon Cooke, Ms Doreen Flanders, Mr Richard Campbell, and Father Ron Perrett.

n The Annual Parent Conference held at St Augustine’s Primary School Coffs Harbour on 17-18 August was attended by 63 participated. The keynote speakers were: Mr Tim Davis, Leader of School Evangelisation, John Paul College, Coffs Harbour, who spoke about post Proclaim and Parent Engagement; Mr David Condon, Director of Catholic Schools, who provided parents with an update on developments in Catholic Education within the Diocese; Mrs Kym Keady, Emmanuel Worship, who spoke on the theme of Parenting with God in Your Life in regard to Catholic moral education of teens and pre-teens.

n An open forum was held with a panel from the CSO, Mr Dirk Botha, Ms Michele McDonald and Mr Gary Reen, who answered questions from parents on issues such as National Curriculum, Leaders of Pedagogy in our schools, open classroom learning, Lismore 2013 Proclaim and parent opportunities for Proclaim Lismore Parents 2014, and funding of Parent Education projects in parish school communities.

n Parent Education Programs in 2013 included activities with:

School Evangelisation and Catechetical Services Team

• Dr Gerard O’Shea, Associate Professor at Notre Dame University, who presented workshops for parents and teachers in the five diocesan clusters on the theme Years of Innocence and Puberty. Dr O’Shea is the author of As I have Loved you, designed for parents who want guidance in Christian education and human sexuality. These workshops drew 67 parents and 26 teachers.

• Parish Priests and Principals, with discussions centred on education programs offered to parents (Cyber Safety, Resilience Doughnut, 3R’s of Safe Parties, Faith Enrichment opportunities for parents/families) and how the Parent Assembly Cluster Organisers can support the work of schools with parents.

• Faith Enrichment Opportunities for families included the introduction of Conversations about Catholics in five schools, six Sisterhood groups being formed and the Stop Pray and Reflect program being introduced to five schools. Distribution of Prayer Boxes - 40 Family Prayer Boxes were compiled which included all liturgical items needed to set up a sacred space in the home and assist families to pray together. These were distributed to kindergarten classes and sacramental groups in parish schools.

• Council of Catholic Schools Parents (CCSP)The Diocese of Lismore is represented at the Council of Catholic Schools Parents by Mr Nicholas Lambert, a parent of children attending parish schools in the Northern Clarence region, Mrs Janita Thomson, a parent of children attending parish schools in the Richmond Region and Mr Paul Edgar, Co-coordinator Parent Services and Parent Assembly Cluster Organiser, Clarence Region.

• In the lead up to the Federal Election, Cluster Organisers accompanied the Director for Catholic Schools, Assistant Director School Resource Services and parish school principals to a number of meetings with local Federal Members of Parliament in the Richmond, Tweed and Hastings areas, to discuss Catholic Schools funding.

• Parent Assembly Cluster Organisers attended Professional Learning Team meetings with Leaders of Evangelisation and Leaders of Catechesis to inform them of programs provided by the Parent Assembly.

PRiORiTy 4 – enhanCe CaPaCiTy fOR CuLTuRaL ChanGen In May more than 2200 staff and a large number of clergy came together over four days, under the banner of Proclaim Lismore 2013, to work together in co-designing a seven year roadmap to build cultures in parish schools centred on the new evangelisation. The program was supported by an effective Proclaim communication strategy which made e-bulletins available to every staff member throughout 2013. Keynote directions were provided by the Most Rev. Geoffrey Jarrett, Bishop of Lismore and Mr David Condon, Director for Schools, Diocese of Lismore. The two Keynote Speakers were Mr Chris Lowney, a leading Catholic author from New York and Mr Jude Hennessy, from the Confraternity of Christian Doctrine, Diocese of Wollongong.

n Catholic culture change content and understanding was featured prominently at various Principals and CSO meetings.

PRiORiTy 5 – BuiLD LeaDeRShiP CaPaCiTy TO SeRve The miSiOn Of CaThOLiC eDuCaTiOnn Graduate Certificate of TheologyIn 2013 the Catholic Schools Office continued to provide an opportunity for members of parish schools and Catholic Schools Office staff to participate in the Graduate Certificate in Theology. This study program aims at strengthening the faith leadership capacity of both current and future leaders. The Graduate Certificate in Theology comprises four units which are undertaken over two years.

Thirty one participants attended the January intensive for the unit Faith Revelation and Theology. Thirty participants attended the July intensive for the unit Biblical Studies: Foundation were 30 participants and by the end of 2013, 13 parish school teaching staff completed the Graduate Certificate in Theology. This is now the end of any diocesan cohorts studying at the Broken Bay Institute.

n Postgraduate Certificate in Education (Religious Education)Postgraduate Certificate in Education (RE) is the minimum accreditation requirement for teachers of Catechesis/Religious Education for parish schools. The Course is offered by Australian Catholic University and comprises four units which are undertaken over two years. In 2013, two separate cohorts studied the Postgraduate Certificate in Education (RE) Course through intensive mode.

The first cohort consisted of 58 parish school teachers who attained the Postgraduate Certificate in Education (RE) award in 2013 after successfully completing the units Religious Education in the Faith Community and Creative Arts and Religious Education.

The second cohort consisted of 24 parish school teachers who successfully completed the units Teaching the Catholic Tradition - Religious Education Seminar and Histories and Theories of Religious Education.

n The annual Faith Leadership Gathering brought together all primary and secondary Leaders of Catechesis and Leaders of School Evangelisation from throughout the Diocese. Key speaker Fr Richard Leonard sj spoke to primary Leaders of Catechesis and Leaders of School Evangelisation. His topics included the place of prayer in our lives, especially in times of despair.

n Professional Learning Teams consisting of primary Leaders of Catechesis and Leaders of School Evangelisation were established in the Richmond and Tweed Regions. These teams met both during school time and after school.

n The Lismore Indigenous Teachers Education (LITE) Certificate III was continued at the Wontulp-Bi-Buya Catholic Centre (Cairns). This program was supported by the Lismore Aboriginal Ministry Team and external lecturers from Wontulp-Bi-Buya. The course continued to run 10 two day sessions at Yarrawarra Aboriginal Cultural Centre and two week long courses in Cairns.

PRiORiTy 2 - PROviDe QuaLiTy LeaRninG anD TeaChinG2.1 Promote and integrate the Contemporary Learning framework as the central and unifying Diocesan educational philosophy leading to powerful learning in Christ centred communities. n All six dimensions in the Contemporary Learning Framework website were completed. Site upgrading work which included new graphics and a changed site look was commenced.

n Results of the first diocesan survey of the CLF impact released to principals at the December 2012 meeting in Lismore. 600 returns were received.

n During 2013 the Education Services team worked collaboratively with School Resources Services to ensure the design brief for St Ambrose Primary School Pottsville incorporates the best of contemporary learning spaces.

2.2 Encourage the active engagement of teachers in building their pedagogical and leadership capacity through high quality professional learning experiences.n Leader of Pedagogy role introduced in all schools in the diocese.

n Introduction of and ongoing professional development in Professional Learning Communities (PLC) in schools. Continuous support and assistance available to schools.

n CORT (Classroom Observation and Reflective Teaching) externally reviewed by Southern Cross University and a report including recommendations conducted and released to the Catholic Schools Office.

n Preparations for the introduction of the Australian Curriculum in NSW continued during 2013 and included Curriculum Leaders Training K-6. The focus of these two days was on English and Science & Technology – both are being implemented in 2014. Leaders of Pedagogy, Leaders of Curriculum and many principals were involved. This prepared schools to run their own Staff Development day (day 1 term 2 in all primary schools). This day is being followed by workshops in Science & Technology K-6 to support the significant changes in this curriculum area. Secondary Science and History teachers participated in workshops from writers and experts in the field with over 40 teachers attending each day. Armidale Diocese joined with Lismore for these workshops.

n The Quality Teaching Series, Primary Leaders of Curriculum meetings, Secondary Leaders of Learning and the secondary network meetings were conducted throughout 2013 supporting high quality professional development.

n Data analysis workshops were conducted in 2013 to assist teachers to understand the implications of NAPLAN and plan for better student outcomes.

n During 2013 the focus on improving opportunities for staff to engage in high quality professional learning experiences in Science and Mathematics as a means of addressing identified needs in these specific areas continued in secondary with workshops on developing a rich curriculum and engaging pedagogical practices.

n The focus in primary schools continued in Science & Technology supporting scientific inquiry and working technologically. Across the diocese we have developed and introduced a Mathematics K-6 sequence to support the teaching of Mathematics.

n Peer Observation: One of the most effective ways to improve teaching skills in the classroom is through regular, precise, positive and constructive observation and feedback sessions. Across the diocese in 2013, 120 staff have been trained in peer observation.

2.3 encourage and support the establishment of engaging and adaptive learning environments that draw on innovative pedagogy, use resources effectively and foster academic and vocational excellence. n Introduction of the Best Start early assessment of all incoming Early Stage 1 students commenced. Early Stage 1 classes commenced formal schooling one week after Years 1-6 resumed allowing for a week-long assessment program to be conducted.

n Dr Jim Knight, a diocesan guest from the University of Kansas, spoke to all principals at the Term 1 Regional Meetings on high impact instruction.

n OLIVER Library Management system installed in all schools.

n The Catholic Schools Office devised and conducted a series of effective and well attended online eLearning courses for teachers during 2013 including Google Apps for Education (four separate courses), Web 2.0 and Beyond Web 2.0. During 2013 a total of 530 participants engaged in one of 19 courses offered.

n Two secondary colleges (St Paul’s College, Kempsey and St Joseph’s College, Banora Point) lodged applications for Trade Training facilities in 2013. These applications were successful.

PRiORiTy 4 - enhanCe CaPaCiTy fOR CuLTuRaL ChanGe 4.1 Create a culture of excellence based on high expectations, accountabilities and standards at all levels. n The National Partnership ‘Empowering Local Schools’ continued in 2013 involving six schools: St Finbarr’s Primary Byron Bay, St Joseph’s Primary Woodburn, Mary Help of Christians Primary Sawtell, St Joseph’s Regional College Port Macquarie, St Peter’s Primary Port Macquarie and St Paul’s High School Port Macquarie.

n The diocesan Ready to Teach (RTT) program which placed high quality graduate teachers in schools with a mentor for three weeks paid employment continued with ten spaces offered.

n Planning for the Cycles of Improvement (COI) initiative commenced in 2013 and a support website was prepared. Principals were in-serviced in COI at the Yamba and Lismore meetings. COI conforms to the AITSL Framework requirements and will involve all teachers in the diocese by 2015.

n The Southern Cross University research team, led by Professor Anne Graham, was involved in the extensive study of wellbeing and met three times with the wellbeing committee to provide progress reports during 2013. The diocesan response to the survey was excellent with a total of 38 schools engaging in the survey and 6,587 student responses and 520 teacher responses from Lismore recorded. n The principal and one other senior staff member from each school involved in 2013 School Review and Development (SRD) processes and the principals of schools undergoing SRD in 2014 met for the SRD Certification Day on Friday 15 November.

4.3 Respond effectively to all diocesan, state and national accountabilities and initiatives.n NAPLAN conducted from May 14-16. Results tables included below.

n Diocesan procedures and paperwork were amended to account for the changeover to the National Professional Standards for Teachers from the NSW Institute of Teachers Standards.

n HSC Data analysis conducted and report issued to secondary colleges.

n 2013 was the end of the 5 year registration and accreditation cycle as a Registered Training Organisation (RTO). A new Federal based regulator (ASQA) became the responsible authority. VET staff prepared for the audit from July and the Audit was conducted in the final week of the school year at Newman Senior Technical College.

PRiORiTy 5 - BuiLD LeaDeRShiP CaPaCiTy TO SeRve The miSSiOn Of CaThOLiC eDuCaTiOn5.1 Build capacity for Christ centred leadership informed by Church teaching.n Seventeen principals and nine CSO senior staff participated in the Western Australia Catholic Education Principals Professional Experience from 22 to 28 September as part of the Principals Professional Growth Package.

n Two principal places were funded in the ELIM 2013 course. The selected principals are Murray Deeps (Skennars Head) and Peter Murphy (St Paul’s High School, Port Macquarie).

n Planning undertaken to work with Insight SRC to measure school climate and culture within our schools in 2014.

PRiORiTy 2 - PROviDe QuaLiTy LeaRninG anD TeaChinG2.3 encourage and support the establishment of engaging and adaptive learning environments that draw on innovative pedagogy, use resources effectively and foster academic and vocational excellence.n A review of school ICT infrastructure resulted in an increase in internet offering with increased broadband width from 2 megabyte to 10 megabyte connections in Primary schools and 10 megabyte to 50 megabyte in Secondary schools. The increase in broadband has resulted in all secondary school engaging in video conference facilities and a number of primary schools installing video conferencing facilities.

n Capital works programs across the diocese resulted in the completion of the building works at Murwillumbah, Kempsey, and Casino. Grants for new schools were achieved for Macksville and Pottsville with building works due to commence in 2014.

n A review of the VET budgeting requirements resulted in a significant adjustment to VET funding for VET schools to the benefit of teachers and students.

n A staff bullying study across the diocese was conducted by the Australian Catholic University. The recommendations were reviewed and used to develop policies and procedures for schools.

PRiORiTy 3 - PROmOTe PaRTneRShiP fOR The COmmOn GOOD3.2 ensure all policies, processes and programs consistently promote partnerships.n A policy committee was established and 12 policies and standard operating procedures were revised in line with legislative changes.

3.3 ensure all partnerships embody Catholic social teaching, particularly the principles of the common good, subsidiarity, solidarity, collaboration and co-responsibility.n A common Chart of Accounts has been developed and will be introduced in schools commencing 2014. The common chart of accounts will support greater financial integrity and transparency of data.

n A Financial Benchmark model in consultation with the Diocesan Business Office has been developed and will continue to be refined during 2014.

n An ICT Advisory Committee comprising CSO and school staff was established. The committee provided helpful recommendations to the CSO Executive for decision making in regards to ICT devices, infrastructure and development including school upgrades. A change to the ICT structure refocused school based ICT support officers where they were assigned a number of schools thereby broadening their knowledge of schools and their ability to support schools.

PRiORiTy 4 - enhanCe CaPaCiTy fOR CuLTuRaL ChanGe4.1 Create a culture of excellence based on high expectations, accountabilities and standards at all levels.n A strengthening of the performance management process in schools has resulted in a number of school leaders engage in performance management processes with staff. The SRS HR team delivered a number of performance management workshops across the diocese. Where employees were subject to performance management processes productivity and standards increased.

n A thorough review of one school’s performance was held where the principal resigned and a restructure of the school was facilitated.

n Staff appraisals of 5 first year principals, 4 final year principals, 28 first year CSO staff and 5 fourth year CSO staff were conducted in 2013.

4.2 ensure continuous organisational improvement in learning, communication and interaction.n The introduction of electronic Goal Setting software was a result of collaborative effort between SRS and Educational Services. The framework will be rolled out to leaders in schools during 2014 as a trial and extended to all staff during 2015 if successful.

n The development and introduction of an On-boarding/Induction website was the culmination of a joint effort between SRS and SEACS. Appointed staffs are required to register on the site and complete a number of induction checklists relevant to their occupation.

n A clear ICT Strategic Direction Statement of Intent was agreed by the CSO executive; this statement provides schools clarity and certainty in regards the ICT offering to schools.

n The management of workers compensation across the diocese has resulted in greater engagement with school leaders in resolving issues and staff returning to work expeditiously.

2013 was a good year in workers compensation in the Parish Schools of the Diocese of Lismore. Although there was an increase in the amount of injuries and therefore claims report, 42 in 2012 to 54 in 2013, the average cost of these claims fell significantly from $3458 in 2012 to $2136, a drop of 38%. There was only one major injury in the 2013 calendar year, a cleaner with a significant back injury. While this is a great result, when the fact that wages and medical cost are ever increasing it should not be expected to continue.
