Introduction by the President of the RegionLast year was the first year of the implementation of the Assembly-approved pro-gramme of the Regional Council (formed by a coalition of ČSSD and KSČM) . A re-port on its implementation, drawn up in December 2013, showed that the goals are indeed feasible and being implemented step by step .

In spite of significant pressure on budgetary expenses caused by extreme influences and stagnating income, the Region maintained its positive international rating with a stable outlook . We success-fully carried on in caring for the assets entrusted to us, did not assume undue debt and managed to draw money from operating programmes in a purposeful way . That is, after all, a permanent framework for our work . In the years to come, we will do every-thing to ensure that we draw European funds to the greatest pos-sible extent, to supplement our resources, which are insufficient for maintaining and increasing the level of services provided to people in our areas of responsibility .

In 2013, the planned difference between income and expenses was increased in the adjusted budget . The final balance amounted to CZK -547,162,000, which is CZK 1,817,441,000 better than had been expected . The improved result was achieved by greater income (primarily from taxes, but also non-tax income) vis-à-vis ex-penses and slower implementation of selected projects (multi-year projects), especially those co-financed from European financial re-sources and approved in the Region’s budget .

To obtain effective feedback on our activities directly in the territory under its administration, the Regional Council held its meetings in individual districts and communicated with the councils of the host cities and with representatives of key employers .

In a  timely manner, the regional tripartite identified an increasing problem in the coal and steel sector, which provided a fundamental impetus for the Region’s leadership to launch into activities and communication directed at finding a solution, in cooperation with government bodies .

In terms of foreign relations, trips were made to countries and re-gions that may in the future be of key importance in terms of in-vestments in Europe and in the Czech Republic, directly in the Moravian-Silesian Region (e .g . People’s Republic of China) .

Fundamental conditions were set up for starting a process in co-operation with central government bodies of a  real restructuring of the region that will go on until the end of the electoral term and is aimed at recovering the region’s dynamic development and mak-ing it attractive for people who live in it .

Dear Fellow Citizens,We have implemented the new style of work of the Region’s lead-ership together with municipal representatives and key employers in the Region, in order to bring the ideas embodied in the Coun-cil’s programme declaration to life, in the interest of our Region’s inhabitants .

The Regional Council regularly meets outside of the Regional Au-thority’s building, in order that it may better know and seek solutions to problems, together with those people whom they concern . The regional tripartite now has representative membership and deals with serious problems as soon as they arise, in the spirit of mutual cooperation and agreement of the partners . The Regional Author-ity is a reliable and stabilised backer of the political representation .

We will carry on in this work to make the Moravian-Silesian Re-gion a modern and self-assured region that has all that it needs for a happy future .

Basic Information about the Region The Moravian-Silesian Region, one of the fourteen regions of the Czech Republic, occupies the northeastern part of the country, along the Czech-Slovak-Polish bor-der . In the North and East, it borders on the Republic of Poland, namely with the Silesian and Opole Voivodeships . It shares its southeastern border with the Žilina Region of Slovakia . Nationally, its neighbours are the Zlín Region in the south and the Olomouc Region in the south-west .

With over 226,000 inhabitants, the Moravian-Silesian Region is the country’s third most populous region, but its 300 municipali-ties make it the region with the fewest settlements . Correspond-ing to this is a population density of 226 inhabitants per square kilometre, whereas the national average is 133 inhabitants per square kilometre . The average area of  a municipality is 18 .1 sq km, the second largest in the country and 50% greater than the area of an average municipality nationally (12 .6 sq km) . Only less than 2% of the region’s inhabitants live in municipalities with fewer

than 499 inhabitants . Around 24% of the inhabitants live in munici-palities of 500 – 4,999 inhabitants and 14% of inhabitants live in municipalities of 5,000 to 19,999 inhabitants . Most of the region’s population (over 60%), which is unusual in the Czech Republic, live in cities of over 20,000 inhabitants . Nearly 300,000 people – roughly one-quarter of the region’s population – live in the region’s metropolis, Ostrava . Other large cities with over 50,000 inhabit-ants are Havířov (78,700), Karviná (59,200), Opava (58,400) and Frýdek-Místek (57,300) .

The Moravian-Silesian Region is divided into catchment districts around 22 municipalities with extended powers: Bílovec, Bo-humín, Bruntál, Český Těšín, Frenštát pod Radhoštěm, Frýdek-Místek, Frýdlant nad Ostravicí, Havířov, Hlučín, Jablunkov, Karviná, Kopřivnice, Kravaře, Nový Jičín, Odry, Opava, Ostrava, Rýmařov, Třinec and Vítkov .

After the breakup of  Czechoslovakia, the region has become a northeastern border region, bordering on Poland and Slovakia, and the most remote in terms of direct contact with the country’s metropolis and economic stimuli from developed EU countries . The D1 motorway between Lipník nad Bečvou and Bohumín, which is nearly 80 km long, ensures transport service and brings economic revival . The road system is supplemented by major in-ternational roads - the I/11 (E 75): Opava – Ostrava – Český Těšín – Mosty u Jablunkova, and the I/48 (E 462): Nový Jičín – Frýdek-Místek – Český Těšín, which cross the region’s eastern part . The Moravian-Silesian Region is bisected by two railway tracks of Eu-ropean importance: the electrified tracks No . 270 and No . 320 . Track No . 270 is a major section of the country’s main railway line between Prague and Bohumín . Access to the region by air is en-sured by Mošnov International Airport, the second largest airport in the country, with a 3,500 metre landing runway, which allows aircraft of all categories to land without any limitations .

The Moravian-Silesian Region features a high-quality educational system . 97,120 pupils attend 444 primary schools, completing their compulsory school attendance . There are 142 secondary schools offering diverse programmes (44 are academic-track sec-ondary schools) and 2 conservatories, plus 13 higher specialised schools and five tertiary schools (Ostrava Technical University, Ostrava University, Silesian University in Opava, Ostrava Business School, and Havířov Social and Administrative College – Institute of  Life-long Learning), whose 16 faculties provide instruction to more than 38,000 students .

There are 248 inhabitants per physician in the region; in terms of districts, this number ranges from 173 (District of the City of Os-

trava) and 312 (District of Bruntál) . There are 6,013 hospitals beds in the region in 18 hospitals and another 2,781 beds in specialised medical institutions and facilities for those with long-term illnesses . Social service facilities offer more than 10,300 places, primarily for the elderly .

Traditional cultural centres in the region are Ostrava and Opava, and in the Těšín area, which has a significant Polish minority, Český Těšín . There are many theatres, museums, and galleries in the re-gion . Ostrava is home to the internationally renowned Janaček Philharmonic Orchestra . More than 400 libraries are available for book lovers . Towns and cities offer a  wide range of  sports op-tions at their stadiums, multi-purpose halls and hundreds of play-ing fields, gymnasiums, swimming facilities and pools . Aside from cultural and sports options in cities and towns, the picturesque and diverse nature of Northern Moravia and Silesia offers count-less possibilities for recreation, tourism, sightseeing and curative stays . In summer, the region offers great conditions for hiking and biking within its extensive network of tourist trails, and in winter, the mountain ranges of the Hrubý Jeseník and Beskydy are sought-after cross-country and downhill ski centres . The Moravian-Silesian Region can boast many cultural sights; for example, urban heritage reserves (centres of Příbor, Nový Jičín and Štramberk) . Beautiful chateaus can be found in Hradec nad Moravicí, Raduň, Kravaře na Opavsku and in Fulnek . The region’s most important castles include Sovinec in the Rýmařov area, Starý Jičín, and Hukvaldy in the Beskydy foothills . A unique feature of the region is its wealth of opportunities for industrial tourism (Technical Museum of Cars in Kopřivnice, Train Car Museum in Studénka, Museum of Mining in Ostrava-Petřkovice, Lower Vítkovice Grounds, Michal Mine, etc .) . Water sport enthusiasts love going down the Moravice and Odra Rivers, and those who prefer recreation by large bodies of water visit the Žermanice and Těrlicko Reservoirs and, to a lesser degree, Slezská Harta . The spa business in the region is based on the use of the medicinal properties of iodine-bromium water in Darkov Spa and rehabilitation facility; since the early 1990’s, there has been a new spa sanatorium in Klimkovice, whose buildings feature in-teresting architecture .

Regional Assembly

exercises self-administration and the law reserves it the right to submit bills to the House of Deputies, present proposals to the Constitutional Court for the striking down of  legal regulations, is-sue the generally binding regulations of the Region, coordinate the development of the territorial district, approve zoning documenta-tion, set the scope of basic transport service in the region, decide about international cooperation, approve the Region’s budget and establish and wind down subsidised organisations, etc . The As-sembly of the Moravian-Silesian Region has 65 Members and in accordance with law its meetings are open to the public .

Information about the Activities of the Assembly of the Moravian-Silesian Region in 2013Five meetings of  the Assembly of  the Moravian-Silesian Region took place in 2013 . The Assembly adopted a total of 493 resolu-tions and regularly checked on their implementation .

• Decided to enter into a Cooperation Agreement between the Moravian-Silesian Region (Czech Republic) and Académie

Nancy-Metz (Lorraine, France) and a  Memorandum on Fur-ther Development of Friendly Exchanges and Cooperation be-tween the Moravian-Silesian Region (Czech Republic) and the province of Jiangsu (People’s Republic of China)

Regional Council

the executive body of the Region in the sphere of its self-adminis-tration . It draws up proposals and prepares background materials for meetings of the Assembly .

Tasks reserved for the Council – to secure and check on adher-ence to the approved budget, to appoint and recall heads of depart-ments, to set up Council committees, to issue regional regulations, to make decisions about acts pertaining to property, etc .

Information about the Activities of the Regional Council in 2013

The Council of  the Moravian-Silesian Region held a  total of  27 meetings in 2013, adopted a total of 2,203 resolutions and regu-larly checked on their fulfillment . The Regional Council drafted and deliberated on proposals and documents for the meetings of the Assembly of  the Moravian-Silesian Region and ensured that the resolutions enacted by the Assembly are fulfilled . The Council ap-proved a  total of 436 Council budgetary measures pertaining to the budget of the Moravian-Silesian Region . In line with the Public Procurement Act, it discussed a total of 185 public contracts .

Some of the decisions of the Council of the Moravian-Sile-sian Region:• Approved the Programme Declaration of the Regional Council

for 2013 – 2016• Approved and then updated the Legislative Plan of the Moravi-

an-Silesian Region• Approved the Annual Report on the Activities of  the Bodies

of the Moravian-Silesian Region in the Provision of Information, pursuant to the Act on Free Access to Information, for 2012

• Concerned itself with the letters and petitions addressed to the Region’s bodies

• Decided about announcing subsidy programmes for 2013 in various areas under the Region’s responsibility

• Approved summary reports on the activities and fulfilment of the tasks of organisations subsidised by the Moravian-Sile-sian Region for 2012

• Approved rewards for pedagogical staff at schools and edu-cational institutions operating in our region and registered in the list of schools and educational institutions, on the occasion of the 2013 Teachers’ Day

• Took note of information about the state of financing of social services in the Moravian-Silesian Region in 2013

• Decided to give a financial gift to the residents of building No. 39 on 6 . května Street in Frenštát pod Radhoštěm – financial assistance to help them to overcome their serious social situ-ation and to give members of the Integrated Rescue System of  the Moravian-Silesian Region, who intervened during the extraordinary event an  honorary certificate, commemorative medal of the Region and a financial gift

• Decided to publish a “Plan of Coverage of the Territory of the Moravian-Silesian Region with bases of the Emergency Medi-cal Service of the Moravian-Silesian Region”

• Agreed to changes in the manner in which medical emergency services will be provided in the Moravian-Silesian Region effec-tive as of 1 August 2013

• Decided to organise the competition “The Taste of Moravian-Silesia” for a 3rd year and approved the rules

• Took note of information about the development of the finan-ces and output of hospitals and healthcare institutions estab-lished by the Moravian-Silesian Region between 2009 and 2012, and approved the model of  management of  regional hospitals by so-called “personal unions” as of 17 April 2013, and the implementation of the measures proposed

• Took note of information about the drawing up of an analysis and a proposed policy in the complimentary area – laboratory services within the network of  hospitals established by the Region, including the evaluation of the information processed

Introduction by the Director

Dear Fellow Citizens: In 2013, the Regional Authority of the Moravian-Silesian Region continued to fulfil its main mission in accordance with high-level standards – it provided quality services to the public, provided services and made other arrangements for the functioning of self-administration, and implemented steps within transferred powers . All this means that it functioned as a reliable public service organisation .The Annual Report confirms that in 2013, we took further steps to ensure that the Authority is seen as an effectively functioning, communicating and competent insti-tution with satisfied clients and partners . That is why I thank all of its employees for their great commitment and their good work .

In 2013, the Moravian-Silesian Region and its Regional Authority received an award from the Czech Ministry of the Interior for quality and innovation in public administration . At the tenth annual Na-tional Conference on Quality in Public Administration, we, and the Vice-President of the Region for Transport and the Environment, Daniel Havlík, received two bronze rewards for introducing an en-vironmental management and audit system (EMAS) and for devel-oping communication with the public and further activities fulfilling the principles of the local Agenda 21 . At present, this is the highest possible award that a region and its regional authority can receive .

I am proud to say that in the performance of all its work the Region-al Authority respects the environment . By introducing the EMAS system, we were the first regional authority in the Czech Republic to declare that it is not indifferent to the state of the environment . The functioning of the EMAS system has been checked by an in-dependent auditor on two occasions . Aside from a positive public response and a higher level of awareness among the Regional Au-thority’s employees about the environment and ways of protecting it, the introduction of the system brought specific savings for paper, electricity, and fuel, a reduction of the overall amount of waste gen-erated and an increase in the proportion of sorted waste . This also means a significant saving of public funds .

It is very important that the public should be given an opportunity to formulate its ideas and suggestions and that they are passed on to the appropriate authorities and institutions . The Region and its Authority offer the best conditions and opportunities for this . Since 2009, we have been implementing the principles of the lo-cal Agenda 21 (MA21) . The method has been fully implemented within the Authority’s structure and activities are under way in the social and healthcare sphere . We organise, for example, Sustain-able Development Forums, at which political representative of the Region and employees of the Regional Authority meet and discuss with citizens . Major successes have been the adoption of the Dec-laration of a Healthy Moravian-Silesian Region by Members of the Regional Assembly and the membership of the Moravian-Silesian Region in the National Network of Healthy Cities . An Action Plan of  MA21 Development and other documents and programmes

have been created . Money has been set aside for the implementa-tion of activities in this sphere .

Like every year, the Ministry of  Finance audited our finances, checking whether the Moravian-Silesian Region managed its mon-ey in line with the law and other regulations in 2013 . Ministry of-ficials checked our accounting, our adherence to the budget of the Moravian-Silesian Region, financial operations, how the Region uses funds provided from the government budgets, how it man-ages its assets, and the awarding and implementation of public contracts, among other aspects . They ascertained that in 2013 the Region’s assets were used purposefully and economically in line with the Region’s interests and the tasks arising from the Act on Regions . They did not find any errors, shortcomings or serious risks that may have an adverse impact on the finances of the ter-ritorial unit in the future . I am pleased that the Ministry of Finance arrived at this positive conclusion for the tenth time .

Last year the Moravian-Silesian Region had also been a major ap-plicant for support from European financial resources . The Regional Authority was responsible for all the tasks related to the prepara-tion and the implementation of projects financed from the Europe-an Union . The Region successfully gained a large volume of money in operational programmes . In appreciating its assets the Region was able to invest CZK 1 .891 billion (of which CZK 1 .179 billion was paid from European or government subsidies) and to imple-ment 154 projects co-financed from European resources .

In 2013, the employees of the Regional Authority also paid exten-sive attention to the provision of professional and methodological help to municipalities . I am also pleased that the Regional Authority is connected with an accommodating approach to the transforma-tion of in-patient social services and the effort to offer a higher qual-ity of required care to seniors, disabled people and other people in need .

In the years to come, we will do everything to maintain this good reputation .

9 - 13 January: Presentation of the Moravian-Silesian Region at the Jubilee 20th Annual Ferienmesse Vienna 2013 international tourism fair . The presentation was a component of a joint presen-tation of the Czech Republic at the CzechTourism – Czech Tourist Authority booth .

17 – 20 January: For the twelfth time, the Moravian-Silesian Re-gion was presented at the Regiontour international fair in Brno and together with representatives of other Moravian regions, it chris-tened the new tourist guide the “Spiritual Legacy of Moravia and Silesia” that maps selected ecclesiastical monuments, pilgrimage sights and pilgrimage routes .

24 – 27 January: The 19th international ITF Slovakiatour tourism fair was held at Incheba in Bratislava . The Moravian-Silesian Re-gion presented its broad selection of tourist attractions to the fair’s visitors .

25 January: The President of  the Moravian-Silesian Region awarded the “Social Responsibility Award of the President of the Region” for 2012 to the representatives of the winning companies and municipalities . The awards ceremony took place in the hall of  the Janáček Conservatory and Academic Secondary School in Ostrava . A record 34 participants registered for the fourth year of the competition .

28 January: Member of the Czech Parliament JUDr . Vojtěch Filip and Member of the European Parliament Ing . Vladimír Remek vis-ited the Moravian-Silesian Region .

31 January: The Vice-President of the Donetsk Region, Tamara Oleksiivna Lukyanchuk, visited the Moravian-Silesian Region .

7 - 10 February: The Moravian-Silesian Region presented itself at the Holiday World Praha 2013 tourism fair .

15 - 17 February: The Moravian-Silesian Region took part in the Tourism Expo Olomouc 2013 . This fair is a major event at which the Moravian-Silesian Region has the opportunity to present itself in a neighbouring region – the Olomouc Region .

15 – 17 February: Representatives of  the Moravian-Silesian Region presented the gastronomic project “The Taste of  Mora-via-Silesia” at the international tourism fair Gate to the North, in Vologda, Russia, a partner region of our region . Visitors could taste typical dishes from our region and get to know the extensive offer of services, including spa services in our region .

20 - 24 February: The Moravian-Silesian Region took part in the

F .RE .E . international tourism fair in Munich, Germany . This is an important tourism fair in Germany and in Central Europe .

28 February: The Moravian-Silesian Region, in cooperation with the Moravian-Silesian Organisation of Sports, honoured the most successful athletes, sports clubs, coaches and trainers for their accomplishments and training of  the athletes of  the Moravian-Silesian Region .

5 March: The first external meeting of the Regional Council took place at the premises of the Municipal Authority in Bruntál . During the meeting, the leaders of the Region met with local residents and entrepreneurs .

6 - 10 March: The Moravian-Silesian Region presented itself at the ITB fair in Berlin, one of the largest and most prestigious fairs in Europe, in which exhibitors from all over the world take part every year .

6 March: The leaders of the Moravian-Silesian Region gave com-memorative medals, honorary certificates and a financial gift of ten thousand crowns to five members of the Integrated Rescue Sys-tem of  the Moravian-Silesian Region who intervened during the disaster in Frenštát pod Radhoštěm . The presentation was made by the Region’s President Miroslav Novák and 1st Vice-President Josef Babka, as a thank-you for their exceptional commitment and professional approach to dealing with the situation in Frenštát .

8 - 10 March: The Moravian-Silesian Region took part in the tra-ditional tourist fair on “its own turf”, in Ostrava, at the Černá louka exhibition grounds . As usual, the Holiday and the Ostrava Region 2013 fair was accompanied by the “Bride” wedding-theme fair.

15 – 16 March: The Moravian-Silesian Region took part in the annual tourism fair entitled the Infotour and Cycling Fair in Hradec Králové .

21 - 24 March: The Moravian-Silesian Region took part in the GLOB - International Fair of Tourism in Katowice . Polish tourists constitute the majority of the visitors to our region, which has made the fair a suitable place for presenting the Moravian-Silesian Re-gion and the possibilities and the innovations that it offers in terms of tourism . The Poles have been interested primarily in cross-coun-try ski trails, technical monuments and spas .

22 March: The Irish ambassador J . E . Alison Kelly visited the Moravian-Silesian Region .

22 March: The Teachers of the Year awards ceremony took place at the Minorite Monastery in Opava, where the Region’s represent-atives honoured twenty-five teachers . Thank-yous in the form or

The Region honours teachers every year on the occasion of Teachers’ Day .

26 March: The Ambassador of the Republic of Korea, J . E . Gabriel Oh, visited the Moravian-Silesian Region .

9 April: The Ambassador of the Republic of Italy, J . E . Pasguale D´Avino, visited the Moravian-Silesian Region .

9 - 13 April: The Moravian-Silesian Region was presented at the 1st specialised fair for renovation, financing and use of  historical monuments, called “HISTORICAL MONUMENTS”, in Bratislava.

15 April: The Moravian-Silesian Region received an award for fixing the greatest number of potholes and of damaged road segments in the country . Representatives of the Region and the Road Man-agement Organisation of  the Moravian-Silesian Region received a cheque for CZK 100,000 for winning the Generali Foundation competition in the Výmoly.cz (“Potholes”) project.

17 April: A new wheelchair-accessible accommodation facility for 10 disabled people was opened in Sedlnice . The opening cere-mony was attended by the Vice-President of the Region, Svatomír Recman, and other guests . The facility was created by a conver-sion of a former kindergarten, as the objective of the project “Reno-vation of a Sheltered Housing Facility in Sedlnice” .

22 April: The Ambassador of Republic of Croatia J . E . Frane Krnič, visited the Moravian-Silesian Region .

24 April: At the spring General Meeting of the National Network of Healthy Cities of the Czech Republic, the Moravian-Silesian Re-gion was accepted as a  member of  the association, becoming the fifth region to be involved in the organisation . By joining the network, the Moravian-Silesian Region expressed its interest in ful-filling the principles and the objectives of fundamental documents of  the European Union, of the United Nations, and other major international and national documents . These include, in particular, the Health 21 plan and the National Transport, Health and Environ-ment Action Plan (NTHEAP), documents that are concerned with the sphere of health, quality of life, and sustainable development .

25 April: The Moravian-Silesian Region opened a sheltered hous-ing facility in Kopřivnice, allowing several more disabled people to move from a large institution to apartments in a family home .

May

13 May: The President of the Region rewarded the honest finder Lukáš Poruba with a cheque for CZK 10,000 and thanked him for his honesty . The bus driver found a bag with an envelope contain-

ing bank notes in his vehicle . It turned out that there were more than CZK 280,000 in it . Lukáš Poruba did not hesitate and im-mediately informed the Police of his finding . He says that behaving like this is normal .

16 May: By signing a Memorandum of Cooperation with the ČEZ Group, the Moravian-Silesian Region joined the Electromobility Project . The President of  the Region accepted the keys for two Peugeot iOn electric cars that were immediately put to use by the Region’s employees for environmentally-friendly business trips .

17 May: The Moravian-Silesian Region won an award for its mo-bile tourist guide at the international festival of travel maps, globes and travel guides, Tourmap 2013 .

17- 19 May: The Moravian-Silesian Region attended the second annual REGION TOUR EXPO 2013 exhibition in Trenčín . The Mora-vian-Silesian Region cooperated with the foreign office of Czech Tourism in Bratislava in presenting its unique tourist attractions .

25 May: The Moravian-Silesian Region was presented at the Eu-ropean Market in Saint Germain en Laye, to which it had been invited by the Czech Embassy in Paris and by the City of Saint Ger-main en Laye . The purpose of the European Market is to introduce European Union countries to the inhabitants and visitors of Paris . Apart from representatives from the Moravian-Silesian Region, the fair was also attended by a  representative of  the Leoš Janáček Airport in Ostrava, who presented the Ostrava-Paris route, in order to increase the seat-load factor on the route and to draw French tourists to our Region .

25 May: A nature trail was renewed after forty years at the Rejvíz National Nature Reserve .

27 May: The winners were announced of the sixth annual edition of the prestigious competition for the highest quality European des-tination – EDEN 2013, entitled “Travel without Barriers”. In strong competition among 15 destinations from all over the country, Lipno Lake won; the only representative of Moravia that made it into the top five was Těšínské Slezsko, which was the absolute winner for Moravia. “Těšínské Slezsko is a  very attractive destination that has worked on barrier-free travel on a sustained basis, becoming a  leader in the country in the development of methodologies for assessing barrier-free status, both in accommodation and dining facilities and in tourist attractions themselves,” said Vice-President of  the Moravian-Silesian Region, Ivan Strachoň, commenting on the results .

28 May: A meeting of the Council took place at Opava City Hall . The Regional Council Members met with the leadership of the City of Opava . During this meeting, they also visited the Model Obaly company and met with important entrepreneurs from the Opava District. “We want to discuss the problems that burden our Region’s inhabitants directly on the spot, and not just learn about them sec-ond-hand,” said First Vice-President Josef Babka, explaining why the Council regularly meets in locations other than its offices .

29 May: The Pohoda Home in Bruntál earned the highest award from the Association of Social Care Providers of the Czech Republic – a Quality Seal. This means that like a hotel, the Pohoda Home can

31 May: The Moravian-Silesian Region published its Tourism Year-book, which summarises the tourism-related accomplishments and projects that the Moravian-Silesian Region implemented in 2012 . The yearbook has been translated into English and can serve as a source of information not only for journalists, but also for industry professionals and for the general public .

June

5 June: The opening ceremony of a sheltered housing facility in Velké Hoštice, which was developed in the course of  the reno-vation of  two interconnected one-level buildings. “Handicapped people can go to work, pursue their hobbies and meet with friends from the area . There is no reason for them to spend their lives in large-scale institutions which restrict them in these activities,” said Vice-President for Social Affairs Slavomír Recman, when explain-ing why the Moravian-Silesian Region supports the transformation of social services . This means that more disabled people can move from a large institution into modern flats . Thanks to the involvement of  the Moravian-Silesian Region in social services transformation project in the Czech Republic and to European money, twelve cli-ents who so far have lived at the Marianum Social Care Facility in Opava will find a new home .

5 June: Representatives of  the Moravian-Silesian Region, the Re-gional Chamber of Commerce of the Moravian-Silesian Region and the Association for the Development of the Moravian-Silesian Region agreed on further cooperation and signed a Memorandum of Coop-eration the aim of which is to help to further the region’s development .

6 June: Vice-President Věra Palková and the author Jaroslav Vencálek christened the new publication “The Moravian-Silesian Region – Transformations of the Region” at the Regional Authority . More than 200 colour photographs and a well-informed text pre-sent the interesting locales of the Moravian-Silesian Region .

“The new publication and its impressive photographs will contrib-ute to the entire region being perceived positively and will show visitors that our region is by no means merely industrial and unat-tractive for tourists, as it is sometimes seen,” said Vice-President Věra Palková .

7 June: The Moravian-Silesian Region confirmed that it provides support for innovation on a sustained basis and in the most diverse forms . It has decided to further motivate companies and to help them to gain visibility . That is why it has announced a pilot of the competition “Innovative Company of the Moravian-Silesian Region”.

“We want to use this means not only for increasing the visibility of companies with a progressive production or research programme, but the competition will also help our region, since we have plenty of relatively invisible companies of a global standard; it is just that people have not heard much about them,” said the Vice-President of the Region, Martin Sikora, when explaining one of the motivations .

13 June: The President of  the Moravian-Silesian Region, Miro-slav Novák met with some twenty folklore specialists and mayors of  towns and municipalities who are involved in the preparation and organisation of folklore festivals in the region . He promised the attendees that the Region would accept auspices over selected festivals and that he will attend them personally and gladly .

20 June: The Members of the Regional Assembly approved the 2012 final account and financial statement . In spite of  the prob-lems that the Region had to face due to the global financial crisis, it maintained a relatively low level of indebtedness and an interna-tional rating of A2 with a stable outlook .

21 June: The new publication “A Water Enthusiast’s Guide to the Rivers of the Moravian-Silesian Region”, published by the Czech TOM Association, the TOM 4348 MIRAGO WATER ENTHUSI-ASTS’ CLUB, with significant financial support from the Moravian-Silesian Region, pleased all the water lovers .

23 – 28 June: Young athletes from the Moravian-Silesian Region measured their strength at the 6th Summer Olympics for Children of the Czech Republic 2013, held in the Zlín Region . The Moravian-Silesian Region was represented by 167 students from 64 primary and 22 secondary schools, who brought home a total of 32 med-als: 9 gold, 8 silver, and 15 bronze .

27 June: For the second year in a row, the Moravian-Silesian Re-gion in cooperation with the Agency for Regional Development be-gan inviting visitors to the twelve facilities that are relics of mining, of industrial activities, or of crafts, as components of the Moravi-an-Silesian TECHNO TOUR . The Moravian-Silesian Region is one of only two regions in the Czech Republic to offer such a tour .

July

1 July: The launching of a joint call of the Ministry of the Environ-ment and of the Moravian-Silesian Region for applications for fur-nace replacement . This subsidy programme, jointly developed by the Moravian-Silesian Region and the Ministry of the Environment, aims to improve the quality of air in the region and has evoked un-precedented interest amongst the members of the public .

10 July: The extensive “Roads 2011” project was completed in the Moravian-Silesian Region . In the course of it, eleven sections of 2nd and 3rd-class roads were renovated and upgraded . The pro-ject also addressed specific problems making roads less passable (adapting poorly arranged intersections and dangerous segments, etc .), including widening certain roads and equipping roads with new safety features. The implementation of the “Roads 2011” pro-ject has contributed to improving the quality and developing the Region’s transport infrastructure . The modernisation of  selected regional roads will also help to connect them to the TEN-T network (Trans European Network – Transport) and to linking the peripheral areas to the region’s economic centres .

18 – 21 July: Another year of the Colours of Ostrava festival was held, to which the Moravian-Silesian Region contributed half a mil-lion crowns . It also prepared plenty of information about the region

for the Festival visitors, and tips for planning interesting trips or finding interesting experiences in the region .

26 July: The Moravian-Silesian Region completed the project “Roads 2010” co-financed from EU structural funds under the Regional Operational Programme NUTS II Moravia-Silesia 2007-2013 and from the budgets of  the City of Opava, City of Rych-vald, City of Frýdlant nad Ostravicí, and from the Severomoravské vodovody a kanalizace, a .s . company . The implementation of the project brought about the improvement and the modernisation of 2nd and 3rd class thoroughfares in the Moravian-Silesian Region, the removal of  defects making roads less passable – broaden-ing roads, improving their overall condition, improving the traffic flow, improving traffic safety, increasing the load-bearing capacity of roads, bridges and bypasses, and improving the transport con-nections between various municipalities and towns .

30 July: The Moravian-Silesian Region with financial assistance from the EU launched the routine operation of  its technological centre . The Technological Centre of the Moravian-Silesian Region was built at the location of the Regional Authority of the Moravian-Silesian Region between December 2012 and July 2013, and on 30 July 2013, routine operation of the first part of the infrastructure was rolled out following the requisite tests .

3 August: The second annual project of weekend events for the entire family, called “A FINE SUMMER”, got underway in the Mora-vian-Silesian Region .

16 August: The Moravian-Silesian Region opened a  sheltered housing facility in Moravice . Thanks to European subsidies and to the Moravian-Silesian Region a few more people with disabilities were given a chance to improve their lives .

16 August: The results of the regional round of the Village of the Year 2013 competition for the Moravian-Silesian Region were an-nounced . The municipality of Jeseník nad Odrou was the winner of  the regional round and the laureate of  the title “Village of  the Moravian-Silesian Region of 2013”. “I am happy that the regional evaluation committee had a hard time making a decision – all of the entrants did indeed have lots to boast about . The committee was interested in the level of the social life in the municipality, the activi-ties of the inhabitants, the overall image of the village, community facilities and infrastructure, cooperation with the entrepreneurs in the municipality, public spaces, care for the green areas and the landscape, and conceptual documents of the municipality . Jeseník nad Odrou was best in all of these criteria,” said the Vice-President for Tourism, Ivan Strachoň .

20 August: Another external meeting of  the Regional Council took place at the Nový Jičín City Hall . The Members of the Council of the Moravian-Silesian Region also visited the corporation Varroc Lighting Systems, Ltd . and met with its entrepreneurs .

29 August: Prime Minster Jiří Rusnok visited Ostrava . Together with the Minister of Industry and Trade, Jiří Cienciala, the leaders

of  the Moravian-Silesian Region – the President Miroslav Novák, the 1st Vice-President Josef Babka and representatives of the re-gion’s largest employers – the corporations Vítkovice, ArcelorMit-tal, and OKD, as well as other major employers, they discussed the possibilities for maintaining employment in the region .

31 August: An event for the whole family “Summer Break is Over – Traffic is Coming!” was organised by the Moravian-Silesian Region at the Libros Safe Traffic Centre in Ostrava, in cooperation with the Police, the Fire Rescue Service, the BESIP Organisation and the Ostrava City Police .

4 September: The evaluation of the recipes submitted for the 3rd annual culinary competition “The Taste of Moravian-Silesia” took place . In the morning, an expert jury and a  jury comprising rep-resentatives of  the media and the competition’s partners tasted and evaluated the tastiest dishes that are typical of the Moravian-Silesian Region . The expert jury chose ten of the best and most interesting recipes of all of the entries .

9 September: A ceremonial tap on the rail officially launched the construction of  a  2 .9  km rail connector between Leoš Janáček Airport and Sedlnice Railway Station. “The development of the air-port is a  regional policy priority of  the Moravian-Silesian Region . The rail connection project will make it easier for people, as well as for goods, to travel and will bring the airport closer to the region’s metropolis,” says Miroslav Novák, the President of the Moravian-Silesian Region, adding that this massive investment in railway in-frastructure will not have an immediate practical effect, but that it is a step with an immense future potential .

10 September: The Ambassador of the Republic of Armenia, J . E . Tigran Seiranian, visited the Moravian-Silesian Region .

11 September: The President of  the Moravian-Silesian Region received the Těškovice team of volunteer female fire fighters, who won in the 15th CTIF Olympics held in Mulhouse, France . In July, they won gold in the 4x100 metre hurdle relay . They also brought other precious medals from other running disciplines. “I appreciate that you spend your leisure time developing a hobby that is, at the same time, a mission and can help others in distress. Your suc-cess at the Olympics is a pleasant bonus,” said President of the Moravian-Silesian Region Miroslav Novák .

16 September: A  conference on social responsibility was held at the premises of the Regional Authority of the Moravian-Silesian Region, attended not only by representatives of many companies from our region, but also by representatives of the non-profit sector and of the municipalities in the Moravian-Silesian Region . The main point of the conference was to share the practical advice and the experience of the attendees in the sphere of social responsibility .

16 September: The Grand Opening of an over twelve-kilometre long section of Road No . II/370 from Rýmařov to the border with the Olomouc Region, was attended by leading representatives of the Moravian-Silesian Region and of the Rýmař area . The 2nd-

class road owned by the Region underwent an overhaul as a part of the “Roads 2011 – Phase II” project, which is co-financed from EU structural funds through the Regional Operational Programme NUTS II Moravia-Silesia 2007-2013 .

19 September: A re-audit and a re-certification showed that the Regional Authority of the Moravian-Silesian Region is still the only regional authority in the country that has implemented an inter-nationally recognised system of environmentally-friendly manage-ment known under the acronym EMAS .

“The introduction and improvement of  the EMAS system at the Regional Authority has been, and will remain, a  long-term and demanding process with which we are successfully coping . Now that it has been in place for two years, we can state clearly that there has been a positive qualitative shift in the performance of the Regional Authority in reducing adverse environmental impact . We have reduced, for example, our consumption of  paper, energy, and fuel, and our production of waste . We would like to continue to focus on improving our environmental performance in all of our activities within the framework of the EMAS system and, no less important, to serve as an example of good practice and for mo-tivating other institutions, industry professionals, as well as the general public,” said the Director of the Regional Authority of the Moravian-Silesian Region, Tomáš Kotyza .

20 September: Regional bureaucrats came to work without their cars . Like last year, this Day without Cars, a part of the campaign called European Mobility Week, running from the 16th to the 22nd September, was supported by the employees of the Regional Au-thority . Nearly 200 of them came to work by means other than their cars on 20 September . Wearing white T-shirts with the logos of the European Mobility Week and of the Moravian-Silesian Region, they came to work by public transit, bike, scooter, in-line skates, or on foot, supporting the Europe-wide campaign that has the subtitle “Clean Air is Up to Us!” this year. The campaign focuses on in-creasing awareness about air pollution as a  result of automobile traffic in towns and cities .

And the Director of the Regional Authority Tomáš Kotyza came to work by bus. “This year’s subtitle “Clean Air is Up to Us!” especially invites us to think about the problems that large cities have with automobile traffic . Up to one-third of all air pollution comes from it . That is why I think it is necessary to use all means to promote mass transit and other, alternative, means of transport,” said the Director of the Regional Authority Tomáš Kotyza .

20 September: The Minister of  Justice, Marie Benešová, and the Minister of Transport, Bc . Zdeněk Žák, visited the Moravian-Silesian Region .

29 September: The third annual gastronomic festival “The Taste of Moravia-Silesia” was held in the park of Chateau Bruntál. “I am glad that we have managed to move this year’s gastronomic fes-tival, which has become such a pleasant tradition, to Bruntál, and that we can present the “Taste of Moravia-Silesia” project in anoth-er tourist area of our Region,” said Vice-President for Tourism Ivan Strachoň . The gastronomic festival also included the announce-ment of the winners of the Regional Food of 2013 competition for the Moravian-Silesian Region .

1–3 October: The President of the Czech Republic, Miloš Zeman, and his wife Ivana visited the Moravian-Silesian Region . Apart from Ostrava, the President visited several other towns and municipali-ties in the region, met with their inhabitants and entrepreneurs, and also visited the major companies . The presidential couple also met employees of the Regional Authority and members of the Regional Assembly .

5 October: Christening of the book “Nature and the Landscape of the Moravian-Silesian Region” published by the Moravian-Sile-sian Region in cooperation with the Czech Agency for Nature and Landscape Protection . The christening was part of  the accom-panying programme of  the 39th annual Ekofilm International Film Festival .

7-9 October: The Region presented itself at the EXPO Real fair in Munich, presenting investment opportunities in the region, avail-able spaces in industrial zones and the brownfields . The interna-tional fair of  investment opportunities and commercial properties was attended by 1,700 exhibitors from 33 countries .

18 October: The Ambassador of the Republic of Korea, J . E . Ha Yong Moon, visited the Moravian-Silesian Region.

22 October: Employees of the Regional Authority and twenty or-ganisations subsidised by the Region donated some 1,400 kilo-grams of long-lasting food to the Ostrava Food Bank. “I am happy that the Moravian-Silesian Region is contributing to a good cause by organising a food collection directly at the Regional Authority,” said the Director of the Regional Authority, Tomáš Kotyza .

25 October: The awards ceremony of the Environmental School of the Moravian-Silesian Region competition took place . 55 schools that pay systematic attention to the environment signed up for the competition . The awards were bestowed on the winners by the Vice-President of the Moravian-Silesian Region for Education, Věra Palková, the Vice-President for the Environment, Daniel Havlík and the Director of the MSR Regional Authority, Tomáš Kotyza .

For seven years, the Moravian-Silesian Region has honoured schools, regardless of their founder, for exceptional activities in en-vironmental education and awareness . During that time, nearly 455 schools and educational institutions have signed up. “We want to use this format to support and to give greater visibility to the envi-ronmental activities in which schools and educational institutions participate and to the work of  the teachers – the environmental education coordinators who work at those schools,” said the Vice-President of the MSR, Věra Palková .

a “Memorandum on Cooperation in Addressing the Development of the Transport Service and Railway Infrastructure in the Region” . “Most railway upgrade and electrification projects in the region should be funded with money from European fund in the next planning period, 2014-2020,” said Vice-President of the Moravian-Silesian Region Daniel Havlík, adding that the first money could come as early as in 2015, as many projects are already prepared .

6 November: Vice-President Martin Sikora and the Director of the Regional Development Agency Petra Chovanioková announced the winners of the first year of the competition for the Innovative Company of  the MSR. The regional “Oscar” for innovation went to the unique mobile laser engraving system of the Třinec-based company Mepac . Second place was taken by the Ostrava-based company Gaben, with its unique chip technology, and the third unique innovation that was honoured was the electric motorbike made by Kuberg in Ostrava .

13 November: The President of  the Moravian-Silesian Region spoke at the China Investment Forum 2013 about enhancing co-operation at regional and municipal levels and about support for tourism . The event was held at Prague Castle, under the auspices of President Miloš Zeman .

14 November: The President of the Moravian-Silesian Region, Mi-roslav Novák, signed a “Memorandum of Understanding” between the City of Ulsan and the Moravian-Silesian Region . A delegation from Ulsan, a city in the Republic of Korea, led by Mayor Mang-Woo Bak, visited the Moravian-Silesian Region on 14 – 15 Novem-ber 2013 . The City of Ulsan, which enjoys the status of a region, is the base of Hyundai in Korea and is situated in the south-eastern part of the Korean Peninsula . It has friendly relations with the cities and the regions in which the automobile manufacturer operates (apart from in the Czech Republic, there are three Hyundai auto-mobile factories in Korea and China, three in India, and one in the USA, Turkey, Russia, and Brazil) . For that reason, the Korean side approached the Moravian-Silesian Region with a proposal for de-veloping friendly relations in the sphere of administration, finance, culture, education, tourism and sport . The proposed Memoran-dum of Understanding expresses the partners’ goodwill and will-ingness to cooperate and is the foundation for potentially entering into a cooperation agreement in the future .

26 November: Josef Babka, 1st Vice-President of the Moravian-Silesian Region, handed over specialised equipment worth more than twelve million crowns to the volunteer fire-fighting units of se-lected municipalities and to the Fire Rescue Service of the MSR . The Region set aside 4 million crowns from its budget for pur-chasing equipment for volunteer fire-fighters and another 8 million for the Fire Rescue Service of  the MSR . The handing-over cer-emony was attended by 54 representatives of  the municipalities that established the volunteer fire-fighting units which received the equipment. “Modern equipment for volunteer fire-fighting units that cooperate closely with the Fire Rescue Service of  the Moravian-Silesian Region is extremely important, as it increases the possibil-ity of fast professional help . We purchase additional equipment for the volunteer fire-fighting units every year . The Fire Rescue Service of the Moravian-Silesian Region is one of the best-equipped units in the country and we want it to stay that way in the future,” said the 1st Vice-President of the Moravian-Silesian Region, Josef Babka .

10 December: The Grand Opening of the Bílá Opava Home was held, which was attended by the Vice-President for Social Affairs and Culture, Svatomír Recman . The clients of the Bílá Opava Home in Opava have gained more comfort and privacy . The investment of eleven million crowns from the budget of the Moravian-Silesian Region significantly contributed to increasing the quality of the ac-commodation and the living conditions of 87 users of social servic-es. “This is another investment project that supports the process of humanising residential social services, based on the strategic regional policy document Policy on the Quality of Social Services in the Moravian-Silesian Region, approved by the Regional Assembly in 2008 . In this specific case, the renovation helps towards a ma-jor improvement of the residential social services for seniors and for people using the home on the basis of special arrangements,” said the Vice-President of the Moravian-Silesian Region, Svatomír Recman .

18 December: Třinec Hospital put two new ambulance vehicles into service and another three joined the fleet of the Frýdek-Místek Hospital established by the Moravian-Silesian Region . The hand-ing-over ceremony was attended by the Vice-President for Health-care, Jiří Martinek .

20 December: The christening of the third cookbook of regional specialities comprising recipes submitted for the 3rd annual culinary competition “The Taste of  Moravia-Silesia”. The christening was attended by the Vice-President of  the Moravian-Silesian Region, Ivan Strachoň .

23 December: Representatives of the Polanka Girl and Boy Scout Centre brought the Light of Bethlehem to the seat of the Regional Authority . The President of the Moravian-Silesian Region, Miroslav Novák, accepted the light, thanked the scouts and wished them Happy Holidays and a Happy New Year.

24 December: The President of  the Moravian-Silesian Region and the Minister of the Interior, Martin Pecina, and representatives of the leadership of the Ostrava City Administration visited compo-nents of the Integrated Rescue System in the Ostrava Area – the Fire Rescue Service of the MSR, the Medical Emergency Service of  the MSR, the Ostrava City Police and the office of  the Czech Police, including the Integrated Security Centre . President Novák thanked everyone for their professional work throughout the year and wished them a peaceful time on duty with the lowest possible number of interventions. “I would wish for a truly peaceful Christ-mas, without any need for firemen, the medical emergency and the police,” said President Miroslav Novák .

Basic information regarding the Regional budgetary management for the year 2013The Assembly of the Moravian-Silesian Region approved the Regional budget in its Resolution No . 2/30 of 20 .12 .2012 . The budget of the Moravian-Silesian Region was compiled and approved as a deficit budget amounting to CZK 7,609,322 thousand . The approved level of resources consisted of incomes amounting to CZK 6,280,193 thousand and funding of CZK 1,329,129 thousand .

The approved income budget constituted tax incomes of CZK 4,302,600 thousand, non-tax incomes of CZK 184,620 thousand, capital incomes of CZK 85,980 thousand and grants received amounting to CZK 1,706,993 thousand . The approved expenditure budget of CZK 7,609,322 thousand was classified under routine expenditure of CZK 4,674,368 thousand and capital expenditure of CZK 2,934,954 thousand .

The Regional budget was increased during the year based on budgetary measures taken by the bodies of the Region during the year – an increase in the income budget of CZK 9,884,006 thousand to CZK 16,164,199 thousand and an increase in the expenditure budget of CZK 10,919,480 thousand to CZK 18,528,802 thousand . Four hundred and thirty-six budgetary measures were carried out, all having been approved by the Regional Council within the scope of its powers .

The increase in the income and expenditure budget mainly happened as a result of an adjustment to the level of expected grants for special purposes from public budgets and from abroad totalling CZK 9,710,469 thousand . This primarily involved part of a grant from the chapter of the Minister of Education, Youth and Sport intended for financing the direct education costs for the schools and the educa-tional facilities promoted by the Region and the municipalities amounting to CZK 9,108,680 thousand . In contrast to this, there was a re-duction in the adjusted budget on the resource side (incomes and funding) and on the expenditure side of the budget of CZK 1,358,482 thousand as a result of shifting the implementation of projects jointly financed with European resources . Another significant adjustment to the budget arrived as a result of including a part of the balance of budgetary management for the year 2012 of CZK 1,332,535 thousand and, within the bounds of special-purpose transfers to the Region’s adjusted budget, as a result of incorporating funds from a credit facility from ČSOB for the pre-financing of operations jointly financed with European funds of CZK 264,523 thousand . The remaining budgetary measures had no significant impact on the overall size of the Regional budget .

There was an increase in the planned balance of incomes and expenditures during the year 2013 from -CZK 1,329,129 thousand to -CZK 2,364,603 thousand . In actual fact, however, the balance of incomes and expenditures was -CZK 547,162 thousand as of 31 .12 .2013, an outcome that is CZK 1,817,441 thousand better than expected . However, this result does not correspond to the level of the remainder of funds in the Region’s accounts, which without including the resources from monetary funds not included in the Regional budget until 31 .12 .2013 was CZK 1,661,271 thousand, as a result of the difference between the level of the adjusted budget and the actual situation in relation to financing items .

The improved result was achieved by way of the higher payment of incomes (in particular tax and non-tax) as opposed to expenses and the slower implementation of selected operations (multi-year projects), in particular operations jointly financed by the European funding approved in the Region’s budget .

The income from operations for the current accounting period as shown in the Profit and Loss Statement represents a profit of CZK 401,513 thousand . The Regional Assembly decided to use income on operations for 2013 by transferring it into the Income on Opera-tions for Previous Accounting Periods .

IncomesThe incomes of the Moravian-Silesian Region are divided according to the category classification of the budget composition into tax incomes, non-tax incomes, capital incomes and received grants . The total incomes of the Moravian-Silesian Region were budgeted in the approved budget for 2013 at CZK 6,280,193 thousand . The Region counted on incomes totalling CZK 16,164,199 thousand in the adjusted budget to 31 .12 .2013 . The incomes stood at a level of 101 .3 % of the adjusted budget, mainly in connection with the higher payment of tax and non-tax incomes .

Tax incomes

Tax incomes primarily include incomes from shared taxes, administrative fees and incomes from licences for road haulage . The incomes from shared taxes in 2013 totalled CZK 4,644,552 thousand, meaning 104 % of the adjusted budget .

FinancingThe budget for the Moravian-Silesian Region for the year 2013 was approved as a deficit budget (the difference between incomes and expenditures being CZK 1,329,129 thousand) . As was the case in previous years, the approved Regional budget for 2013 was partly built on financing through the use of part of available funds from 2012 of CZK 492,394 thousand, on the receipt of long-term borrowed re-sources of a total of CZK 1,938,377 thousand and the budgeted repayments of these borrowed resources of CZK 1,081,642 thousand . The level of resources and expenditures was balanced by including resources from 2012 and borrowed, returnable sources of financing . Budgetary adjustments concerning the area of financing were successively made from the beginning of 2013, both in connection with the precise enumeration and the subsequent inclusion of the positive balance for budgetary management for 2012 and in relation to the level of received long-term borrowed resources .

There was an adjustment to the financial resources as of 31 .12 .2013 representing resources for the year 2012 – these were intended to cover individual expenditures in the budget for 2013 – from CZK 492,394 thousand to CZK 1,824,929 thousand . The main reason for this was the inclusion of purpose-bound financial resources in operations jointly financed using European funding and operations involving the capital improvement of the Region’s assets, for which there occurred the extension or shift of the period of implementation, and funds involved in relation to the payment of other obligations in the sphere of the Region’s self-governing activities, in particular those relating to contractual obligations for the year 2012 . Financial resources amounting to CZK 28,284 thousand were set aside outwith the Region’s budget for the year 2013 during the year, representing a transfer to the Environmental Fund of the Moravian-Silesian Region, in that resources amounting to CZK 24,980 thousand were included and simultaneously used within the scope of the Region’s budget for the year 2013 . Moreover, the resources from the Securing Fund of CZK 2,090 thousand and the resources from the Regional Development Fund of CZK 2,600 thousand were also included and simultaneously used in 2013 within the scope of the Regional budget for 2013 .

Aggregate budgetary adjustments within the bounds of projects financed using European funds were also made during 2013 . With regard to the changes made in connection with the preparation and the implementation of individual projects, the budgeted payment of a repayment of the credit facility framework provided by Československá obchodní banka, a .s . for the year 2013 was reduced by CZK 436,808 thousand, among other, and the budget for drawing on credit facility frameworks for the year 2013 was also reduced by CZK 590,755 thousand in relation to Československá obchodní banka, a .s . and by CZK 164,500 thousand in relation to the European Investment Bank .

The balance of incomes and expenditures was -CZK 2,364,603 thousand, within the bounds of the adjusted budget as of 31 .12 .2013 (the adjusted financing budget therefore stood at a total of CZK 2,364,603 thousand) .

The overall level of indebtedness (the level of outstanding loans) of the Moravian-Silesian Region as of 31 .12 .2013 was CZK 2,187 million, which is CZK 381 million more than in 2012 . The total indebtedness also includes a credit facility for the pre-financing of European opera-tions of CZK 238 million CZK, which is short-term in nature, since it is repaid using European grants that are received on an ongoing basis .

The indebtedness indicators are regularly monitored and evaluated by the Region in line with the different methods of two renowned international companies .

The indebtedness indicator according to Moody´s Investors Service, which is used for re-evaluating the Region’s international rating, was 14 % as of 31 .12 .2013 . It is expressed as a ratio of debt (i .e . the value of all credit facilities actually drawn by the Region and outstanding) to the operating incomes of the Region (i .e . tax incomes, non-tax incomes and non-investment grants) . In order to sustain the Region’s rating at its current level of A2, representatives of the company recommend not overstepping the value of 20 % over the long-term .

The Region is bound to comply with another indicator by a Contract on Financing the Project Czech Republic – Infrastructure in the Moravian-Silesian Region, which the Regional Assembly decided to enter into with EIB in its Resolution No . 5/209/1 of 23 .6 .2005 and which is effective to the end of 2018 . The Regional Assembly, in its Resolution No . 6/415 of 19 .9 .2013, stated that it considers the cur-rent limitation of the level of indebtedness of the Region determined based on the financial indicators defined in the Contract on Financing the Project Czech Republic – Infrastructure in the Moravian-Silesian Region, entered into with EIB in 2005, to be sufficient . The indica-tor is expressed as a percentage of the total indebtedness in operating incomes . The threshold value in this case is 50 % . All financial obligations, meaning credit facility obligations and guarantees provided, and other long-term obligations are included in the value of total indebtedness . Tax incomes, non-tax incomes and operating grants are included in the value of operating incomes . This indicator had a value of 17 .5 % on 31 .12 .2013 .

ExpensesThe total expenses of the Moravian-Silesian Region were budgeted in the approved budget for 2013 at CZK 7,609,322 thousand . The adjusted expense budget on 31 .12 .2013 was CZK 18,528,802 thousand, from this figure routine expenses of CZK 15,903,744 thousand and capital expenses of CZK 2,625,058 thousand . The total increase was principally covered by grants received, increased tax and non-tax incomes and the included balance for the economic activity in the year 2012 .

Capital improvement of the Region’s assets from grants from the State Budget

The Moravian-Silesian Region was provided with grants from the state budget (from the chapter of the Ministry of Culture) for the capital improvement of assets totalling CZK 536 thousand in 2013 . Five hundred and thirty-six thousand Czech koruna were actually drawn, meaning 100 % of the finances provided . The end beneficiaries of the grants were organisations in the Moravian-Silesian Region receiving contributions, i .e .:

A total of CZK 1,177,949 thousand had been invested as of 31 . 12 . 2013 in the acquisition and the technical appreciation in value of tan-gible and intangible assets jointly financed by European funding (including assets acquired in the form of investment grants provided to the organisations in the region receiving contributions) . This amount includes all investment expenditure jointly financed by European funding . From the overall amount, financial resources of CZK 63,087 thousand were invested in the programme financing information system (ISPROFIN) . Some of these finances were provided to the Region in advance, even before the payment of the invoice, and some the Region obtained or will receive based on an application for a grant .

Grant programmes and individual grantsThe Moravian-Silesian Region has announced grant programmes each year since 2002, the subject-matter changing depending on the needs of financial support in the relevant branches of activity . Grant programmes in culture, regional development, tourism, social affairs, education, health and the environment were all announced in 2013 . The selection of projects and the provision of grants proceeds based on uniform and binding internal regulations entitled Procedures in the Announcement of Grant Programmes and the Provision of Public Financial Aid Within the Scope of Grant Programmes from the Budget of the Moravian-Silesian Region (“Postupy vyhlašování dotačních programů a poskytování veřejné finanční podpory v rámci dotačních programů z rozpočtu Moravskoslezského kraje”).

In cases in which it was no longer possible to support projects within the scope of the grant programmes in 2013 (mainly due to the fact that they did not fully comply with all the terms and conditions of the grant programme or the acceptance of applications for the grant programme had come to an end), the Moravian-Silesian Region provided individual grants . Individual grants were provided in the areas of transport, crisis management, culture, the presentation of the region and the publishing plan, regional development, tourism, social affairs, education, health, the environment, finance and asset management .

Grant programmes

A total of CZK 108,350 thousand was earmarked for financing grant programmes in the approved Regional budget for 2013, represent-ing 1 .4 % of the total budget expenditure of the Region . This sum was increased during 2013 to CZK 276,183 thousand and a total of CZK 190,169 thousand was drawn, meaning 68 .9 % of the adjusted budget intended for these programmes . The resources not drawn were mostly transferred to the adjusted Regional budget for the year 2014 for special purposes .

The finances earmarked for the implementation of grant programmes in the approved budget for the year 2013 accounting for 1 .4 % of the total budgeted expenditure of the Region . The aim of financial aid was to use the funds provided as part of projects to support important cultural activities in the region, to help restore cultural monuments and the protected realty of the Moravian-Silesian Region, to provide the requisite social services, to apply the social policy of the Region, including support for preventative projects aimed at eliminating the oc-currence of crime and other social-pathological phenomena, supporting quality education and leisure time for children and young people, increasing the environmental stability of the landscape, influencing the territorial and economic development of the Region and, last but not least, raising its publicity profile by offering opportunities for active relaxation in the Region and promoting tourist destinations in relation to this . No less important was financial aid for the preparation of project documentation for the submission of applications to programmes financed by European financial resources and support for the development plans of municipalities with up to 10 thousand inhabitants by pro-viding investment grants from the Regional budget for the joint financing of their own share when drawing grants from European Union funds .

Individual grants

Individual grants totalling CZK 128,963 thousand were provided for municipalities, voluntary associations of municipalities, other public budgets and other legal and natural persons in 2013 outwith the grant programmes provided from the Regional budget . Grants for organ-isations promoted or established by the Region, grants provided according to special law (for example, for transport services, the regional operation of libraries etc .) and grants financed from other sources (for example, with grants, a contribution from HMMC for the assurance of assignments to be carried out by fire rescue units, fees for the taking of underground waters etc .) are not included in this amount .

Operations jointly financed by European funding within the 2007 – 2013 programme period

The Czech Republic’s accession to the European Union opened up a wider range of possibilities for using funding from the common budget of the European Union, in particular through structural funds and the Cohesion Fund . The year 2013 saw the Moravian-Silesian Region continued its preparation and implementation of individual projects and of global grants as part of the operational programmes specified in more detail in the following table .

An adjusted budget for the year 2013 of CZK 2,289,287 thousand provided funding for 95 projects at the implementation stage . The expenditure actually drawn by 31 .12 .2013 stood at CZK 16,914,008 thousand, which represents fulfilment at a level of 91 % of the ad-justed budget . The drawing of funding for the implementation of projects was affected by the following:

• the inclusion of the grants received in the Regional budget for the implementation of multi-year individual projects that are provided on the basis of advance payments; the budgeted expenses do not therefore correspond to the actual need in the relevant budget year;

• a shift of the time schedule for the implementation of projects;• time delays within the process of selecting building contractors (the prolongation of the time limits for submitting offers with regard

to the considerable number of inquiries, the repeated call for offers, the process of discussing objections, passing on the results of tenders to a management body for checking);

• the long approval process for submitted applications for a grant.

Monetary fundsThe Region had 4 monetary funds established as of 31 .12 .2013, in accordance with Section 5 of Act No . 250/2000 Coll ., On the Budg-etary Rules of Regional Budgets as amended – a Social Fund, a Securing Fund, a Regional Development Fund and the Environmental Fund of the Moravian-Silesian Region .

The Social Fund

The statutes of the social fund were approved by the Resolution of the Regional Council No . 155/5570 of 5 .12 .2007 and came into effect on 1 .1 .2008 (replacing the statutes of the social fund approved on 7 .3 .2003 and their five addenda) . These statutes were subsequently amended in addenda 1 – 5 . The Social Fund is used to secure the financing for expenditure on the social needs of employees of the Region at the Regional Authority and the members of the Regional Assembly having been released from their posts in order to discharge a special position .

The closing level of the fund as of 31.12.2013 after final settlement of accounts: CZK 586 thousand

The Securing Fund

The Securing Fund was created based on the Resolution of the Regional Assembly No . 13/352/2 of 12 .12 .2002 . The new statutes of the Securing Fund were approved by the Resolution of the Regional Assembly No . 20/1601 of 22 .6 .2011 in connection with the repeated floods having struck the Moravian-Silesian Region in recent years and the experiences gained from these natural disasters . The main purpose of the fund is to create a special-purpose source, mainly for financing extraordinary, unforeseen and unexpected expenditure in connection with the damage caused by forces and phenomena brought on by the activities of humans, by the influences of nature and by accidents that endanger life, health, property or the environment (crisis situations) and that require rescue, clear-up and reconstruction work . The purpose of the fund is also to attempt to secure the financing of unexpected expenditure by the Region arising from the fulfil-ment of the judgments of the court or contractual penalties that relate to the performance of their self-government .

The closing level of the fund as of 31.12.2013: CZK 102,792 thousand

The Regional Development Fund

The statutes of the Regional Development Fund were approved by the Regional Assembly in its Resolution No . 20/781/1 of 18 .12 .2003 . The Regional Assembly approved changes to the statutes of the fund in its Resolutions No . 5/293/1 of 23 .6 .2005, No . 4/253 of 22 .4 .2009 and No . 2/66 of 20 .12 .2012 . The final change led to an amendment to the use of the fund, in that the statutes of the fund now allow the fund to be used in order to ensure the Aid Programme for Small and Medium-sized Businesses in the Moravian-Silesian Region (Program podpory malých a středních podniků v Moravskoslezském kraji), which is implemented through the provision of micro-loans.

The purpose of the fund is to create special-purpose sources for financing development projects and grant titles in the Moravian-Silesian Region, including support for regional development in individual areas according to Act No . 248/2000 Coll ., On Support for Regional Development and Act No . 129/2000 Coll ., On Regions (the Establishment of Regions), as amended .

Some CZK 2,500 thousand were transferred from the fund to a joint resources account in 2013 as the share of the Region in the joint project entitled Aid Programme for Small and Medium-sized Businesses in the Moravian-Silesian Region, which the Region is carrying out together with the Chartered City of Ostrava . The aim of the project is to offer public support for small and medium-sized business undertakings or start-up businesses in the Moravian-Silesian Region by providing loans with which to finance their projects under favour-able conditions .

The Environmental Fund of the Moravian-Silesian Region

The Regional Assembly, by its Resolution No . 22/1854 of 14 .12 .2011, approved the Statutes of the Environmental Fund of the Moravian-Silesian Region . The purpose of the fund is to create resources to secure and support financial measures leading to the reduction of air pollution from small combustion sources, meaning local combustion chambers that use solid fuel . The purpose of the fund is also to finance development activities, plans and projects in the sphere of protecting and improving the environment and agriculture within the Moravian-Silesian Region .

Finances from the fund were drawn on an ongoing basis during 2013 as part of an announced grant programme entitled Joint Pro-gramme of the Moravian-Silesian Region and the Ministry of the Environment in Support of Replacing Existing Manually Filled Boilers Operating on Solid Fuel with New, Low-emission, Automatic Boilers Operating on Coal or Coal and Biomass in the Moravian-Silesian Region (Společný program Moravskoslezského kraje a Ministerstva životního prostředí na podporu výměny stávajících ručně plněných kotlů na tuhá paliva za nové nízkoemisní automatické kotle na uhlí nebo uhlí a biomasu v Moravskoslezském kraji). The Regional Council decided to announce this programme in its Resolution No . 100/6471 of 21 .12 .2011 .

The economic management of organisations receiving contributions

The Region promotes organisations receiving contributions for the activity that falls within its powers; these organisations are usually non-profit organisations whose scope, structure and complexity requires independent legal personality .

The Region was the promoter of 229 organisations in the region receiving contributions as of 31 .12 .2013 . The number of organisations was reduced from 235 to 229 during 2013 at the decision of the Regional Assembly . Changes were made in the sphere of education, where 4 organisations receiving contributions were amalgamated with other successor organisations and 2 organisations receiving con-tributions were dissolved and transferred to a different promoter (municipality) during the year 2013 .

The organisations in the region receiving contributions engage in economic activity using funds that come from different sources . These are mainly funds received from the budget of the promoter, meaning the Moravian-Silesian Region, from the State Budget and from re-sources provided from the budget of European funds via the budget of the promoter . In addition to the above, an organisation receiving contributions engages in economic activity with finances provided from the budgets of self-governing territorial units or from state funds that were not provided via the budget of the promoter - the Moravian-Silesian Region .

• the hospital in Frýdek-Místek: -CZK 33,249 thousand;• the hospital in Třinec: -CZK 8,559 thousand;• the hospital and health centre in Karviná-Ráj: -CZK 7,805 thousand;• the hospital and health centre in Havířov: -CZK 5,749 thousand.

Losses were settled by organisations, following approval by the Regional Council, with transfer to the accrued losses account .

Letiště Ostrava, a.s.The Regional Assembly decided on 20 .6 .2013 to make a monetary contribution of CZK 9,000 thousand, of which CZK 1,000 thousand went to the registered capital and CZK 8,000 thousand to repayment of the share premium .

The Regional Assembly decided on 19 .9 .2013 to resolve the company’s loss by taking the shares out of circulation without charge and reducing the registered capital by CZK 28,874 thousand . It also decided on making a subsequent monetary contribution to the registered capital of the company of CZK 17,258 thousand .

The total size of the registered capital of Letiště Ostrava, a . s . (Ostrava Airport) as stated in the Commercial Register on 31 .12 .2013 was CZK 503,268 thousand; however, including the due and, on the date of the closing of books, unregistered contribution, the registered capital shown by the company is CZK 520,526 thousand . The Region’s stake in the registered capital is 100 % .

Letiště Ostrava, a .s . ended the year 2013 with a loss of CZK 37 .226 thousand . Income on operations for the year 2013 was posted in accrued losses and was also reduced by the share premium of CZK 16,000 thousand, which will be achieved during 2014 with the capitalisation of receivables arising from rent payments . The General Assembly approved the coverage of the remaining part of accrued losses of CZK 21,226 thousand by reducing the registered capital .

KIC Odpady, a.s.The Regional Assembly decided on 23 .3 .2011 to change the ownership interest of the Moravian-Silesian Region in KIC Odpady, a . s . (KIC Waste) when increasing the registered capital of the company in question with a financial contribution from the Moravian-Silesian Re-gion of CZK 3,300 thousand . The registered capital is to be increased by a total of CZK 10,000 thousand for reasons of securing financing for the onward operation of the company and the continuation of preparations for the integrated centre project . The Region shares in the increase of the registered capital such that its ownership interest does not fall to one-third of the registered capital or below, meaning that it has made use of its pre-emptive right to subscribe new shares and subscribed 33 % of the offered amount . The general meeting of the company deferred the implementation of this increase indefinitely during 2012 in connection with the possible arrival of a strategic capital partner and the situation did not change in 2013 . The total registered capital of KIC Odpady, a .s . as at 31 .12 .2013 was CZK 50,400 thousand, the Region’s stake in the registered capital remaining at 33 .7 % .

KIC Odpady, a .s . showed a loss of CZK 1,693 thousand for the year 2013 . The General Assembly decided to settle the company’s loss by way of transfer to the accrued losses account .

The examination of the Assets Management of the Moravian-Silesian Region for the year 2013 was carried out in accordance with the provisions of § 20 of Act No. 129/2000 Coll., On Regions (Regional Government), as amended, and in accordance with Act No. 420/2004 Coll., on Examination of Assets Management of Territorial Self-Governing Units and Voluntary Associations of Municipalities, as amended.
