SEEDS Asia

SEEDS Asia takes an integrated and interlinked approach to disaster

management and environmental conservation within the overall umbrella of

human security, to ensure safer communities in the Asia Pacific region.

SEEDS Asia was registered officially as a specified non-profit organization in

Japan in September 2006.

Organizational Structure

SEEDS Asia's organizational structure consists of a 5-member Board that

oversees the activities of the Secretariat. Advisors and volunteers/Interns also

support the Secretariat in carrying out the mandate of SEEDS Asia. The

Secretariat manages all administrative, accounting, and project related

management aspects of the organizations. As of March 2012, in addition to

Kobe headquarters, oversea offices are located in Vietnam, Myanmar, and

Pakistan, managed by Japanese staff with support of local staff.

1) Programs on Capacity Building

DRR Education by Using MKRC and WKRC in Myanmar (Phase 2)

In 2012, SEEDS Asia has continued DRR training with Mobile Knowledge Resource Center (MKRC) at

teacher’s colleges Yangon, Rakhine, and Bago in Myanmar. It was participated by a total of 1,696 teachers,

students, and community people. The results of the pre and post quiz shows a big improvement: The

percentage of questions answered correctly increased from about 70 to 90. Also, evacuation maps were

made at the each school. One teacher in the training mentioned, “I did not know what to do when a flood

occurred before. Because of this training, I realized we must evacuate to safe places at the time of

emergency. Not only my family but also people in the community will be saved with the knowledge given

at the training.”

In addition, a symposium was held in June to share the lessons from the Great East Japan Earthquake and

Tsunami, attended by 170 people, including delegates from Kesennuma Education Board, JICA, MLIT,

Myanmar government, Embassy of Japan, and organizations related to DRR. A part of venue fee and

interpreter fee was supported by YAMASA Corporation.

Capacity building programme for Disaster Risk Reduction in Delta Region, Myanmar

SEEDS Asia has continued DRR training with Water Knowledge Resource Center (WKRC) in 2012. The

purpose of the project is to enhance people’s capacities of DRR education in the areas vulnerable to

natural disasters, in order to nurture persons who are able to respond to the disasters properly at schools

and communities towards the sustainable society. In this project, “Resource Pack (RP)*1” was

incorporated into the WKRC training of SEEDS Asia. Since October, 2012, DRR training by WKRC have

been conducted in 4 townships: Wakema, Myaungmya and Maubin townships in Ayeyarwady region and

Seit Kyi Kha Naung township in Yangon region. After all, 906 teachers participated in the RP-related

training, and 1,497 teachers and students for MKRC. The survey after the training showed that 97.3

percent improved their DRR capacity. It means that teachers and students put the knowledge from the

training into DRR actions.

Enhancing DRR motivation by notebook

In Myanmar, based on the experiences of DRR education activities using MKRC, it had been planned to

develop a tool for promoting DRR in daily life. In this project, a notebook with DRR contents “DRR study

notebook” was developed and distributed to mainly people attended SEEDS Asia’s training, children and

adults. It was created for users to maintain a DRR awareness, to put it into the action, and to use it to talk

about DRR with family members or friends. Popular cartoon character “Tuppy” appears in the notebook

for users to learn DRR in an enjoyable format.

Seminor on Disaster Risk

Location Yangon, Myanmar Term 11th March 2013

SEEDS Asia organized a Seminar on disaster risk in Myanmar by

receiving the cooperation from Japanese Chambers of

Commerce in Yangon and support from Yangon Japanese

Association on 11th March, 2013 as 2nd memorial day of the

Great East Japan Earthquake and Tsunami of 2011. This

seminar aims to help Japanese companies or organizations

understand and take consideration on disaster risk of Myanmar to make safer and resilient country in this

developing period. It started with the pray for the victims in the disaster in Japan.

Support Activities for the victims of the Great East Japan Earthquake

In 2012, SEEDS Asia assisted 10 research-teacher ,selected by Kesennuma City Education Board, for

making DRR education lesson plans based on their experience of the earthquake. As a part of the project,

a visit to Saijo City, Ehime-Prefecture was conducted in August to learn the DRR activities of the city. Also,

following the last year, the exchange program with Maiko High School students was implemented in

Kesennuma City. For reconstruction and remembrance of local knowledge and culture, SEEDS Asia

assisted holding the Ikkeijima-Shrine reconstruction festival in September. At the festival, a time capsule

was buried, in which cards with message of hope for reconstruction written by the visitors. In addition,

from September to November in Jonan Junior High School, we assisted volunteer activities and

drama-making class as part of the integrated study. Those students made a drama about the dead, asking

a question of life and death, under the theme of “Now we have a message.”

In January, 2013, a few junior high school students were invited from Kesennuma to join educational

study visit. It included attending 1.17 memorial ceremony and learning lessons from the Great Hanshin

Awaji Earthquake. An article about the students at the ceremony was published in a newspaper. In March,

local performing-art, Tairyo-Utaikomi, which preserved in Karakuwa for a long time, was played along with

community play by local children under the project.

Capacity Building for School-Centered Community-Based Disaster Risk Management in Central Vietnam (Phase 2)

Location Danang City, Central Vietnam Term September 2011 – September 2013 Local counterpart Danang Department of Education and Training (DOET) Supported by Japan International Cooperation Agency (JICA) Beneficiaries Teachers and students in target schools, and community residents

In 2012, components of the project included preparing DRR core-schools, providing training to the

teachers, followed by DRR classes. Selection of the 7 core schools were made with Danang Department of

Education and Training (DOET). Since July 2012, at each of the schools, several ToT were conducted such

as finding hazards around schools, town watching, map making, learning mechanism of disasters,

drawing disasters, and plan making of DRR classes. After the ToT ended, DRR lessons by teachers

attended the training was started in October. The program includes lectures and videos on DRR,

preparation of emergency bags and sand-bangs, and DRR picture-story show. At the beginning of

November, DRR model and teaching material contest was held, in cooperation with DOET. DOET staff had

difficulty selecting the best work because all the models and teaching materials were high quality. At each

DRR core school, a variety of teaching materials have been used, such as DRR models made by the

teachers, DRR handbook, and 5-disaster models (Typhoon, flood, landslide, earthquake, and tsunami). In

addition, DRR training will be conducted at elementary and junior high schools other than the core

schools, and DRR education module has been developed for teachers to use at DRR training.

MKRC and WKRC Program in Myanmar

SEEDS Asia’s Mobile knowledge Resource Center and Water Knowledge

Resource Center Project has completed once in June, 2012. In May, an

external evaluation was made by an external monitoring experts. The

Result of the external evaluation and monitoring report on MKRC/WKRC

was published both in English and Japanese. Despite the short

implementation period, the report shows that almost all of the participants

of the training have maintained higher DRR capacity and awareness,

compared with the ones who have not attended the training. In addition, an

excellent example was found that a community and a school collaborated on building safer community,

utilizing the hazard maps made during the training to make DRR plans, preparing emergency bags, and

conducting evacuation drills.

Pakistan MKRC Project

MKRC project in Pakistan, started in May 2011, has

completed in April 2012. It was participated by a total of

1,063 teachers, community people, carpenters, and

students. Surveys conducted with the participants before

and after the training shows that 84% of the students

who participated in DRR education and 92% of the ToT

participants increased their knowledge on DRR.

2) Training Programs

JICA Training Program: Raising Awareness of Disaster Reduction

Location Kyoto, Ehime, and Kobe in Japan Term 30 July-10 August 2012 Local counterpart N/A Supported by Japan International Cooperation Agency (JICA) Beneficiaries Delegates from Ministry of Education and Training (MOET)

SEEDS Asia training program was carried out from 30 July to 10 August, 2012, attended by 5 trainees

from Ministry of Education and Training (MOET), Department of Education and Training (DOET) Ha Tinh,

Nghe An, Quang Binh Prefectures and Da Nang City. Vietnam is subject to natural disasters every year,

and the central region is one of the most vulnerable areas against floods and typhoons. The program

included visits to the municipality, the board of education, the research institutions and schools in Kobe

City. In addition, the courtesy call to the mayor of Saijo City, Ehime Prefecture was made, as well as the

discussion with the teachers engaged in the educational program focused on 12-year-old children.

Through the program, they were able to reconfirm the importance of DRR education. On the last day, the

action plan for DRR education in Vietnam was made and presented. During the program, all the trainees

took memos and asked specific questions; these would be good indications that the training program was

meaningful.

DRR Study Visit to Japan for Government Officers from Myanmar

Welfare Relief and Resettlement (RRD), and Myanmar Engineering Society (MES)

From October 20th to November 2nd, study visit on Disaster Risk Reduction was conducted in Japan,

inviting 5 Myanmar government officials: Deputy Director General of Relief and Resettlement Department,

Ministry of Social Welfare Relief and Resettlement, a member from Myanmar Engineering Society, an

associated professor of Yangon Technological University, a member from Myanmar Earthquake

Committee and a staff of SEEDS Asia Myanmar office. The purpose of this study visit was: 1) to learn the

link and synergy of DRR education and Education for Sustainable Development (ESD), and basic features

which schools and community are functioning together; 2) to know the effectiveness and need of

cooperation among schools and communities from the cases from the Great East Japan Earthquake and

Tsunami as well as the recovery process and DRR activities of Kobe.

For the first part of training, they visited the Ministry of Education, Culture Sports, Science and

Technology and learnt the roles of MEXT in DRR education, the strategy and background of DRR

education in Japan. As one of the important programs, they visited Tohoku area to observe affected area

by the tsunami and practices of ESD in schools. For the last part of the training, the members visited

kansai area including Waju area, Maiko high school in Hyogo Prefecture, Fire brigade of Kobe and Kyoto

University. They asserted that they will make further efforts to build resilient communities against

disasters in Myanmar.

JICA Training Program: Raising Awareness of Disaster Risk Reduction

Location Sayo Town, Kobe City, and Shiga Prefecture Term 3rd -7th December, 2012 Local counterpart N/A Supported by JICA (Japan International Cooperation Agency) Beneficiaries Trainees from Vietnam

From 3rd to 7th December 2012, training on community-based DRR was conducted for six government

officials from Vietnam: three top officials from Ministry of Agriculture and Rural Development (MARD) and

three officials from Ministry of Natural Resources and Environment (MONRE). Various activities were

carried out in Kobe City, Sayo Town, and Biwa-lake area for the purpose of improving the capacity of flood

management of Vietnam using lessons and knowledge accumulated in Japan. On the last day, they

mentioned that they will plan a DRR policy across offices and ministries, and have more collaboration with

other ministries to establish community DRR system.

3) Study and Research Programs

Site assessment with Myanmar Earthquake Committee

Location Central Myanmar Term 12th-15th November 2012

An earthquake happened on 11th November 2012 (07:42 MST), in the middle of Myanmar with the M.6.8,

which killed 18 and injured 116.

Responding to that, immediate site assessment was jointly conducted by SEEDS Asia, the local

counterpart organization called Myanmar Engineering Society (MES), and its subcommittee; Myanmar

Earthquake Committee between 12th to 15th of the month with the full support from the Public Works,

Ministry of Construction of Myanmar.

From this assessment, it was revealed that there was a lack of opportunities to gain the knowledge

among the affected; thus they had no clue to deal with or how to prepare for in the daily life and

reconstruction of the housings. During the assessment, SEEDS Asia distributed the education materials

such as hazard map of earthquakes, and posters on the mechanism of earthquakes.

Result of the assessment was documented and posted to the Relief Web and SEEDS Asia’s Facebook

page.

International Cooperation Career Seminar

Location JICA Kansai Term 3rd November 2012

The International Cooperation Career Seminar was held at JICA

Kansai on 3rd November 2012. The booth of SEEDS Asia was visited by

many persons who wished to work at NGOs or international

organizations in the future.

Iza! Kaeru-Dai-Caravan

Location JICA Kansai Term 27th January 2013

SEEDS Asia set up a booth in “Iza! Kaeru-Dai-Caravan,” an event to

promote Disaster Risk Reduction (DRR) for children, held on 29th

January at JICA Kansai, and carried out a program, “Let’s make

strong house for disaster.” Many children visited the booth of SEEDS

Asia and learnt DRR with their parents in an enjoyable format.

One World Festival

Location International House Osaka Term 2nd and 3rd February 2013

SEEDS Asia set up a booth in “ONE WORLD FESTIVAL”, which is

the biggest event to promote global and regional issues in an

easy-to-understand way, as well as to promote intercultural

understanding in Kansai Area, held on 2nd and 3rd February at

the International House Osaka. It was a good opportunity to

promote its activities.

World Ministerial Conference on Disaster Reduction in Tohoku

Location Sendai city Term 3rd -4th July 2012

World Ministerial Conference on Disaster Reduction was held in cities in Tohoku

area on 3rd and 4th of July, in order to share experiences of and lessons learned

from large-scale natural disasters including the Great East Japan Earthquake, and

to build disaster-resilient societies. SEEDS Asia set up a booth to introduce the

activities at an associated event held in Sendai city. It was a great opportunity to

promote SEEDS Asia’s DRR activities conducted inside and outside Japan, to the

participants including officials and employees of Japanese government,

international organizations, universities, and NGOs.

Public Relations Activities

For the purpose that SEEDS Asia becomes known widely and more people contribute to its activities,

actions to enhance public relations activities were taken, such as updating information on the website,

providing information through facebook, sharing blogs updated by each overseas project office of SEEDS

Asia, and publishing newsletters. Additionally, actions for fundraising including applying for grant and

subsidy were done.
