ajapati district has been named after Maharaja Sri Krushna Chandra Gajapati Narayan Deb, the Ex-Raja Sahib of Paralakhemundi estate (the 1st Prime Minister of Odisha State), who is remembered for his contribution in formation of a separate Odisha province and

inclusion of Paralakhemundi estate in Odisha.

This district is lying between 180.46’ North & 190.39’ North latitude and 830.48’ East & 840.08’ East

longitude. The Geographical area of the District is 3,056.3 Sq km. out of which total forest area is 2,287.59 Sq. km. and 437.52 sq. km is reserve forest. The major part of the district belongs to hilly terrain and undulated topography, which is inhabited by the tribal. The highest mountain of the district Mahendragiri lies at an altitude of 1,501 meters (4,925 feet) above the sea level. The soil and climate is suitable for plantation crops and there is a great potential of horticulture development in the district. The major economic minerals in the district are granite decorative stones found in some part of the district. Atmospheric temperature varies from 160 to 400 Celsius. The normal rainfall received in the district is 1403.30 mm.

As per census-2011, the District population is 575,880. Total Male population is 282,041, Female population is 293,839. Sex ratio is 1042. The district density is 133 and decadal growth rate is 10.99.

The district is a hilly terrain thickly populated with tribal, is relatively backward and falling behind the national average in terms of socio-economic and basic amenities indicators which fomenting the spread of left wing extremists activities in some part of the district. ICT plays an important role in bridging the gap between the administration and the rural mass by disseminating different statistical data in decision making and implementation of developmental programme. NIC is implementing e-governance modules, G2C modules and extending ICT support to the District Administration constantly in an innovative way. This is the year when the NIC District centre has designed and developed and implemented two standalone modules to fulfil the requirements of the District Administration to handle the GP Elections 2012 and RI/ARI/AMIN recruitment process. The following sections describe the various major activities at NIC, Gajapati during the calendar year 2012.

5. MsDP (Multi-sectoral Development Programme):

n order to ensure that the benefits of schemes and programmes of Government reach the relatively disadvantaged segments of society, it was decided to identify districts on the basis of Minority population of Census 2001 and backwardness parameters.

The position of Gajapati district in terms of “backwardness“ was evaluated against the two sets of socio-economic and basic amenities indicators. Gajapati is the only district identified in Odisha identified as the Minority Concentration District (MCD) under MsDP (Multi-sectorial Development Programme) under the Ministry of Minority Affairs, Government of India, which is relatively backward and falling behind the national average in terms of socio-economic and basic amenities indicators and classified in category ‘A’. NIC, Gajapati assisted Project Administrator of Integrated Tribal Development Agency, Paralakhemundi in identifying site for installation of MSDP Computer Hardware. Necessary training imparted from time to time to ITDA staff on MsDP online application software. We are extending the technical support as and when required by P.A, ITDA and his staff.

Base line survey was conducted by Centre for Studies in Social Sciences, Kolkata The main aim of the base line survey is to;

he integrated e-Governance Portal for the automation, streamlining & effective management of processes related to application receipt, processing, sanction and disbursal of various

scholarships to Students. This initiative is aimed to facilitate faster and efficient disposal of scholarship applications and timely payment of the scholarships to the students directly in their bank accounts. A one day work shop on e-Scholarship (PRERANA) has been organized at NIC, District center on 22/12/2012 to all Colleges/Institutes for smooth operation of the Software. DWO, Gajapati answered to all the administrative queries and issues while DIO has clarified the technical doubts raised by the participants.

NIC Gajapati has convinced the District Administration in implementing the Web based GIS software out of RSVY (IT Connectivity) funds for planning, decision making and monitoring of various plans / schemes at different level.

Accordingly, project proposal submitted by the GIS div., NIC, Odisha State Centre, Bhubaneswar during June 2010 has been approved by the Collector. The same was inaugurated by the then Collector Shri P.C. Das on 20/04/2011 in an official meeting at DRDA conference hall. The GIS team headed by Dr. (Mrs.) M. Routray, Technical Director & Head GIS Div., Shri B. K. Samal, Scientist-D, and Ms. Rashmi Sahoo (GIS Programmer, outsourced by NIC, OSC, BBSR) were present during the occasion. Two no. of workshops being organised at the District headquarter Paralakhemundi, one for information and requirement of GIS, collection of data at different level and the other for smooth implementation and roll out of the module. This was attended by all the District level officers, BDOs, Tahasildars along with their computer staff. Web GIS module is being extensively in use by the offices of the district for effective planning and decision making in development of various projects at their level. NIC Gajapati is extending technical support in smooth implementation of the National Social Assistance Program in the district by imparting training programs from time to time to enhance the awareness of the online NSAP software among the Block staff. A one day workshop has been organized on 30/09/2011 in collaboration with DSWO, Gajapati and Chief Manager, SBI Paralakhemundi at NIC, Gajapati on implementation of e-Mamata software by transferring funds online (SBI Internet banking accounts supplied by Chief Manager, SBI, Paralakhemundi). As per the recommendations of the Collector Gajapati, DIO, NIC Gajapati has participated in the workshop and explained about the securities and the need of the precautionary steps to be followed while operating the online SBI accounts. A total of 29 officials including SBI officials participated in the workshop, which was chaired by Mrs. Yamini Sodangi, I.A.S., PD, DRDA, Gajapati.

he District Administration had provided approximately 1030 Sq. ft of area in the newly constructed RSETI building adjacent to the Collectorate building during April 2011. NIC District

Centre is fully operational at the new premises since the last week of April 2011.

During July 2012, Collector Gajapati has been pleased to direct JE, DRDA to prepare the plan & estimate of pending works like false ceiling, fitting of lights/fans, electrification and beautification of the centre. The estimated amount of Rs. 1, 90,000/- has been sanctioned by the Collector during August 2012 and issued orders to the CEO, ZP, Gajapati to release the funds to BDO, Gosani to execute the work soon.

The following tasks were taken up in the said renovation work.

NIC Gajapati will remain thankful to the Collector, Gajapati for providing timely support to have such infrastructure and work environment at NIC, Gajapati.

One District level workshop has been organized at OSWAN Video Conference Hall on 08/05/2012 to all District Level Officers, BDOs, Tahasildars, and concerned offices/staff of Line Departments. The workshop has been chaired by the OIC (G&M section) of Collectorate and DPC (SSA), Gajapati participated. DIO, NIC Gajapati had been imparted the training to 30 officials attended on e-Abhijoga sw operation thro’ online portal and also with the help of the PPT file. The HRMS coordinator was present on the occasion.

As desired by the District Collector, Gajapati, NIC, Gajapati has designed a stand alone module for monitoring the Public Grievances received at District level and at Block level on every Monday. The module has been designed in MS Access as it will be easy to operate at all level. The manual working system of Public Grievance System studied by me and designed and developed a module in a generalised manner so that the module can be replicated in any of the district by changing the master database for their district. The software has been implemented in the district Head Quarters PG cell on 05/11/2011. As per the recommendations of the Collector, Gajapati, one day workshop was organised on 22/11/2011 at NIC, Gajapati which was attended by Computer Programmers and the dealing clerks of the Grievance Cell of Collectorate/BDOs of the district. The same is running successfully in all the 7 Blocks and at District Office. Collector Gajapati has appreciated NIC Gajapati for designing such a user friendly module, in meeting the maximum requirements in a systematic manner with the help of the handy reports designed.

NIC Gajapati has extended the technical support to the District & Sessions Judge, District Court, Gajapati in establishment, installation and testing of LAN, and installation and configuration of Computer Hardware in the District Court campus and implementation of Court Cases Information System.

NIC Gajapati has extended the technical support to the CDVO and all 7 Block level veterinary Offices in implementation of NADRS Computer Hardware complaints module, VPNoBB troubleshooting and problem reporting.

NIC Gajapati has also participated and coordinated in organising the NADRS application training program during March 2012. I had also visited all the 7 Block Veterinary Offices to verify the hardware installation, VPNoBB working status during March 2012.

Collector Gajapati has been pleased at the enthusiasm and innovative idea of DIO, Gajapati and allotted a free stall for NIC to appraise the need of ICT awareness and exhibition of e-Governance, G2C modules in Gajapati Utsav 2012 held during 25-27th November 2012 in the Gajapati stadium Paralakhemundi. For NIC Gajapati, this was the 1st instance to organise such a stall in the district Utsav. NIC, Gajapati has managed to get a BSNL Wimax modem (7 Mbps) for those 3 days to have a Internet connection at the site for demonstration of G2C, G2G e-Governance modules, the need of Internet & Emails, Public Utility Service portals. NIC, Gajapati has installed LCD Projector, LogiTech Pro 9000 web Cam, Laptop, and also a LCD TV. NIC, Gajapati has elaborated the visitors about the use of the ICT in the day to day life by with suitable demonstrations on the Public Utility Services, such as Online Internet Banking, Railway Reservation, Air Ticket/Bus Ticket, Payment of Telephone bills/Electricity bills, Mobile Top-ups/Recharge, LIC premiums etc.

NIC Gajapati has also explained about role of NIC and their ICT support for effective implementation of different development schemes in the District. The stall has attracted maximum visitors. DIO, NIC Gajapati has managed the stall smoothly with the active support of two FSEs, Coordinator-DEGS, HRMS Coordinator, OSWAN Administrator, and the Class IV staff of NIC Gajapati.

The motto of NIC Gajapati, as well as the District Administration has been fulfilled some extent and felt very happy as we have given some ideas and the power of ICT to the public those who have interacted at the stall. As per the instructions of the Collector, Gajapati, NIC Gajapati has been actively participated in computerisation of the 3-tire Elections to the Panchayati Raj Institutions, 2012 in the district held during Feb 2012. NIC Gajapati has designed, developed and implemented a standalone module for computerising the Elections 2012 process to meet the requirement of the district administration. The GP Elections 2012 process includes the following activities:

♦ Data Entry module to capture employees data of all office

♦ Generation of checklist - office wise

♦ Generation of training schedule and duty orders block-wise

♦ Generation of Polling parties block-wise

♦ Randomisation of polling parties within block and allotment of polling booths

♦ Generation of Decoded Polling party register

♦ Decoded polling booth details in a page per party with route-chart, contact details of Sector Magistrate, Control room, concerned Zone Officer, and Polling Personnel.

As per the instructions of the Collector, Gajapati, NIC Gajapati has been actively participated in computerization of the RI/ARI/AMIN Recruitment-2012 during March-June 2012. NIC Gajapati has designed, developed and implemented a standalone module for computerizing the recruitment process to meet the requirement of the district administration. The recruitment process includes the following activities: Computerization of Applications received, generation of checklist, generation of objections called for list, Issue of Hall Tickets for Physical / Written Exam (based on the marks obtained in the qualifying exams as the norms), entry of the physical test details, generation of disqualified list of physical test, provisional list for written exam cum computer practical exam, entry module for written exam cum practical marks to database, Generation of merit list and Final appointment Order (category-wise, as per the district roaster) of the selected candidates. NIC Gajapati has also participated in organizing the computer practical test as per the orders of the Collector Gajapati at NIC District Centre as well as at DRDA meeting hall. Collector Gajapati has expressed his happiness & also congratulated the DIO for the support extended, and honoured by issuing an appreciation letter.

Training to the newly recruited District Employees

Odisha Rainfall Monitoring System is being implemented in all the 8 Rain recording stations of the district. Different reports like rainfall for a particular day, rainfall above & below normal, monthly / annual report on rainfall can be generated. The Software can be accessed at http://rainfall.ori.nic.in. These reports are being extensively used by the District Administration and by Agricultural Office for effective planning. The average rainfall for the district is 1400.00 mm.

NIC Gajapati has extended the technical support to the District Planning Office in implementing the IAP software by uploading the progress reports/necessary photos of the works undertaken under the project in the district to the national portal whenever sought. Regular VC support and technical support are being provided to the District Administration at NIC.

NIC, Gajapati has extended technical support for site preparation, LAN and installation of CCTNS Server and Client machines. The technical support has been extended to the Superintendent of Police in implementation of the CCTNS project.

Training on Online MPR on Land Acquired under Land Acquisition Act, 1894 has been provided to LAO and their staff. The same is being implemented during November, 2012. Time to time data is being fed in the software. The portal can be accessed at http://bhulekh.ori.nic.in/eMPR

NIC Gajapati has extended the technical support to the Tahasildar of undivided Paralakhemundi, Mohana and R. Udayagiri Tahasil in implementing the Bhulekh software and operating the VPNoBB connection at their offices. NIC Gajapati has installed Bhulekh ver 3.02 on Paralakhemundi Tahasil server during April 2012. DIO, Gajapati has visited all the 3 mother tahasils along with the ADM, Gajapati and BSNL technical staff on joint verification of working of the VPNoBB supplied for Bhulekh data updation and timely submitted the report to Board of Revenue, Cuttack on 18/09/2012. NIC, Gajapati has been appraised the issue of the undivided Paralakhemundi tahasil ROR database computerization by the vendor with all concerned to resolve the problem. The District Administration has taken strict action on the vendor (M/s SriInfo Tech, Berhampur) and asked to complete the task within 2 months time. NIC Gajapati has installed the database of the 565 villages on the new HP Pedestal server of Paralakhemundi tahasil as per the orders of the District Administration for taking printouts of the ROR by the vendor and extended technical support from time to time in getting ROR printouts in time. They have taken printouts of the 565 villages ROR data for verification. Approximately 200 village’s data has been verified by the revenue staff and supplied to the Tahasildar, Paralakhemundi for further modifications in the GIST Foxbase database by the vendor. At the end of the calendar year 2012, the vendor not yet started the modification job. After completion of the modification work, the database has to be supplied to NIC, LR Division, Bhubaneswar for conversion of the same to SQL base database and further final random verification (2%) at district level. NIC Gajapati has assisted and extended technical support to the District Administration in getting Computer Hardware [One Server, 2 Desktops, UPSs (1 KVA-1, 500 VA -2), 1 HP Laser Printer, One DMP, One Scanner] to all 7 tahasils from NICSI during the year 2012.

The e-fund management system (e-FMS) in Gajapati has launched on 29

th June 2012 to

speed up payment of wages to workers employed under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

Through e-FMS, wages electronically credited directly to the beneficiaries' bank accounts a day after the transaction, doing away with the erstwhile time-consuming payment system.

The use of information technology also rules out role of middlemen. Earlier, there were complaints of delay in wage payment and middlemen eating into labourers' share. The introduction of e-FMS reduced delay in payment and eliminated middlemen menace.

The 34 Mbps LL facilities have been extended to RTO, Gajapati and Head Post Office, Paralakhemundi apart from Collectorate building. Corresponding Anti-Virus software have been installed at the above mentioned offices to keep the network hassle free.

NIC has deployed two Network Field Engineers in this District during August 2008 to enhance the technical man power especially networking side at District Units and to operate the DIC from 8.00AM to 8.00 PM (12 hours in a day) and 6 days in week, i.e., except Sundays. At NIC Gajapati Mr. Somnath Nayak and Mr.Anup Sethy were deployed by NIC, Odisha State Centre, Bhubaneswar for networking support, and they are extending their full support in fulfilling the Network related issues and also participating / supporting in the training sessions, smooth conduct of VC sessions, involvement in implementing new software modules etc. at NIC Gajapati.

• As per the directions of NIC, Odisha State Centre, I had visited District Employment Office, Gajapati and studied about the existing computer room and the feasibility report for computerising the office has been filled up in a desired format with necessary feedback and submitted to NIC Odisha State Centre, Bhubaneswar in time.

• As resembling in other districts, NIC Gajapati has also extended the technical guidance/support to the district administration whenever they sought and daily dissemination of NICNET based emails and maintenance of the DIC.

• Appositely managed in preparation of RDC / Collector Conference’s, Revenue officers meeting data at NIC Gajapati from time to time.

We have set the following goals to be achieved in the year 2013: NIC Gajapati has planned to design a Website for the District Court, Gajapati to bridge the ICT gap in this area. To safeguard and have a unique / model NIC District Centre, the fire / Smoke Detector (Fire & Security System) alarm may be installed in the coming time.
