CHAPTER 1 INTRODUCTION
The Office of the Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector. The office also maintains liaison with Central Ministries and other Central/State Government agencies/organizations financial institutions. The Development Commissioner (MSME) have a network of 30 MSME-Development Institutes(MSME-DI), 28 Br. MSME-Development Institutes(Br. MSME-DI), 4 MSME-Testing Centres (MSME-TCs), 7 MSME-Testing Stations (MSME-TSs), 21 Autonomous bodies which include 10 Tool Rooms (TRs) and Tool Design Institutes (TDI), 4 MSME-Technology Development Center(MSME-TDC), 2 MSME-Technology Development Center-Footwear(MSME-TDC), 1 Electronics Service & Training Centre (ESTC), 1 Institute for Design of Electrical Measuring Instruments (IDEMI) 2 National Level Training Institutes, and 1 Departmental Training Institute and one Production Center.
In the state of Uttar Pradesh, the support facilities and services of the Offices of the Development Commissioner (MSME) are rendered through the network of three MSME-Development Institutes located at Kanpur, Agra and Allahabad and Brach Institute at Varanasi.
MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR
MSME-DI, Kanpur has been set at Kanpur in Uttar Pradesh in 1958. At present, it caters the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh. Namely Auriya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hairpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Sahajanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad.
MSME-DI, Kanpur is known as nodal institute for the state of Uttar Pradesh. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and academic institutions, engineering colleges and Industry Associations. The support of the institute is basically in terms of:-
1. Policy promotions measures for MSME Sector 2. Monitoring Credit Flow to MSE Sector 3. Providing Technical Consultancy to Existing and Prospective Entrepreneurs 4. Publicizing the Public Procurement Policy and facilitate due share of MSE Sector in
procurements by Government Departments and Public Sector Enterprises 5. Sharing Economic and Statistical Information. 6. Implementation of National Manufacturing Competitiveness Programme (NMCP) 7. Promotion of MSE-Cluster Development Programme. 8. Popularize the schemes like Credit Link Capital Subsidy Scheme and CGTMSE 9. Organize suitable training programmes and events for prospective and exiting
entrepreneurs 10. Services of Common Facility Workshops to Entrepreneurs (Job work as well as
specialised training)

CHAPTER 5 Meetings
Meetings convened where Director, MSME-DI, Kanpur is Member Secretary/ Convener of the meeting:
1. State Level Advisory Board Meeting.(SLAB) for the state of U.P. The SLAB Meeting was held under the Chairmanship of Shri Mukul Singhal I.A.S. Principal Secretary (SSI & EP), Govt. of Uttar Pradesh on 5th June 2012 at Bapu Bhavan Uttar Pradesh Secretariat, Lucknow. 39 members were present for the meeting. The minutes of the meeting were prepared which were approved by the chairman on 12.06.2012 and have been circulated among all the members.
2. National Awards to MSME Units under different categories.
The State Level Screening Committee meeting was held on 31.05.2012 under Chairmanship of Shri Mukul Singhal I.A.S. Principal Secretary (SSI & EP), Govt. of Uttar Pradesh and 16 units from Uttar Pradesh have been recommended to the National Level Selection Committee for different awards from the state.
3. Working Group Meeting for Designing Model Syllabus for Industrial Motivation Campaigns to be organized for Banks- Chaired by Director. (Date 4.8.2012 Venue- Baroda House, Lucknow)

7. MSE- Cluster Development Programme
In the year 2012-13, 45 on line applications have been received. The on line application were verified by the nodal officers of the respective districts and 19 applications have been forwarded to o/o Development Commissioner (MSME) , New Delhi for financial assistance.
MSME-DI, Kanpur has made study of Pharma Cluster at Kanpur and the same has been in approved ‘in-principal’ for soft interventions in the 32nd Steering committee meeting held under the chairmanship of Hon’ble Secretary (MSME) on 20.3.2013.
Two State Vendor Development Programmes were organized at Mahoba for providing markets to Gaura Stone Cluster units in Charkahri Blocks. One VDP was oraganized in Barabanki for and Handloom cluster and for Rice Mill Clusters at Fatehpur and Etawah.

Summarized Report of National Vendor Development Programme (NVDP)
The National Vendor Development Programme was inaugurated by Hon’ble Union Minister for Coal Shri Sri Prakash Jaiswal on 2nd March 2013. Prof. Indranil Manna Director, I.I.T. Kanpur was present as a Guest of Honour and Dr. A.K Saxena Director DMSRDE as a special Guest. The other dignitaries present were Shri Manmohan Rajpal Regional Chairman Indian Industries Association and Shri Sunil Vaish General Secretary IIA Kanpur chapter. Shri Balram Narurla President, U.P. Garments Manufacturers Association, representatives of SIDBI, Bank of Baroda, NSIC, State Directorate of Industries and more than 150 entrepreneurs graced the occasion. Shri R. B. Gupte Director, MSME-DI, Kanpur welcomed the guests and dignitaries.

Hon’ble Union Minister for Coal Shri Sri Prakash Jaiswal and Prof. Indranil Manna,
Director, IIT, Kanpur visited all stalls and encouraged MSE entrepreneurs with their
kind words.
PSUs like Hindustan Aeronautics Ltd (HAL), Indian Railways, Parachute Factory,
and ALIMCO had put their stalls with spares and equipments frequently procured by
them from MSE Sector.
There was voluntary response from Financial Institutions and Banks like State Bank
of India, Bank of Baroda, SIDBI and ICICI Bank. These institutions had placed SME
friendly products and services for display.
There were 60 stalls of Micro and Small Entrepreneurs in the National Vendor
Development Programme. This year theme of the programme was based on
Kanpur’s famous products i.e. “Garment-Hosiery-Apparel Show-2013” More than
50 stalls of reputed garment and hosiery manufacturers were attracting large number
of visitors. On the request of associations, a pavilion was earmarked to Units of
Excellence in Kanpur .The MSE Units which had won national and prestigious
awards or had developed unique range of products showcased their strength in this
pavilion.
About 6000 industrial visitors, business delegates and professionals visited the
exhibition. Taking into account college students, school students in nearby schools
and family visitors more than 10000 visitors made their presence in the exhibition.
A committee of officers was formed to make assessment of business inquiries in the
exhibition. As per the written feed back of the exhibitors business to the tune of Rs
15 Cr is going to materialize within one month.
The event was prominently covered by press and electronic media. The national
news channel like Sahara News covered the event in their main news bulletin.

15. Intensive Assistance
Technical – 25 Financial – As a follow up of decision in the Empowered Committee held at RBI, Lucknow, MSME-DI Kanpur had organized Special Industrial Motivational Campaigns at Kanpur and Etawah.
