PRESIDENT’S REPORT

It is with much pride that I present our 2011 Capital Football Annual Report. I believe that this report shows what a successful place our sport is in presently and is a testament to all those who facilitate and participate in our game. I have drawn out a number of particular aspects/highlights in my report, but as you read through the whole document I anticipate you will continue to be impressed with the extent and diversity of Capital Football’s reach in our community. Governance 2011 was the final year in our three year cycle of the Going for Goals strategic plan. With this plan drawing to its conclusion, we commenced the strategic plan review, consultation and development processes for the next strategic plan 2012-2015. The

2011 FY saw us continue to review and improve our governance structures, policies and procedures. Of note was the implementation of the Finance, Audit and Risk Management (FARM) sub-committee of the Board to greater scrutinise our financial and risk management matters. We also engaged Kerry Harris from Football Federation Victoria to review our internal finance procedures, and make recommendations on improvements as our business continues to grow. We have implemented a number of new processes as a result of this review. With a view to improving communication channels, we formalised the calendar of meetings with the Standing Advisory Committee and Regional Representative. Each of these committees now meets a minimum of three times per year. At the 2010 AGM, three Director positions were up for election. The vote saw two new Directors, Eddie Senatore and James Selby, join the Board. I was re-elected as a Director and then subsequently elected Chair (and President) of the Board by the Directors with Peter Maybury being elected as Deputy Chair. I would sincerely like to that John Logue, the outgoing President, and Alan Bradbury for their time on and commitment to the Capital Football Board. John was named in the Articles of Association as one of the original Directors of Capital Football under the Constitution. He worked tirelessly while in the role of President, and was integral in understanding the nuances of the new governance arrangements under Football Federation Australia. Alan contributed significantly to the risk management of the organisation undertaking a business continuity planning process for the Board. With Eddie Senatore being elected to the Board, Alan then nominated to be South Region Representative, along with Stephanie Isaacson. Capital Football continues to play an important role on the national football stage, and I was invited to be a part of an FFA governance review committee to review and consider the structures of FFA eight years after the implementation of the current model. High Performance Program Review We were able to sign off of on Ron Smith’s final report on a review of the current High Performance Program (HPP). Ron made 31 recommendations and since sign-off, we have been able to implement improvements against these recommendations. Capital Football Leagues Football continues to be an attractive option for local and regional residents wanting to participate in sport. The 2011 FY saw us once again grow in almost all our leagues. In 2011, loop and Rock Development Group came on board as sponsors of the Federation Cup and Men’s Premier League. I wish to thank these companies for their support which has allowed us to offer cash for prize money in these competitions. Our aim to continually improve our football product saw the Men’s Premier League annual review process implemented. This process provides us with the opportunity to meet with clubs to do a health check with them while also finding out where they can see any improvements can be made. This is an important process for continuing to strengthen our premier league structure. The Women’s Premier League application process, for participation in the Premier League in 2012 and 2013, was initiated and should also strengthen our advanced pathway structure for a growing number of female players.


Other reviews undertaken as part of our quality improvement processes included the Men’s Master League review and the Junior league review. Both reviews saw significant consultation undertaken with key stakeholders so that we are able to continually provide football opportunities that people want to be involved in. Similarly, the Junior Futsal Premier League concept was put out for consultation. Our Diverse Business Canberra United continued their exceptional form in season three of the W-League in 2011. The season ending during the 2011 FY saw them finish as semi finalists - maintaining appearances in the finals in all three seasons. The start of Season Four was highlighted by the appointment of the first international coach to a W-League club with Jitka Klimkova taking over from Ray Junna. In a very significant step to continuing to improve the quality of our game in the ACT and region, we were able to offer, for the first time, an AFC C-licence coaching course in Canberra. The provision of such courses locally allows more people from the ACT and region the chance to improve their coaching knowledge and ensures an increase in the number of better qualified coaches in our competitions. The Kanga Cup again had a record number of teams participating with 231 teams from all states except WA plus five international teams. The Cup continues to be an opportunity to facilitate other aspects of our sport, such as the coach’s workshop instructed by Graham Arnold and his assistant coaches from Central Coast Mariners, as well as a very successful referees development program. We were also fortunate enough to be able to offer a Coaching Female Football players forum later in the year when former USA national team player and coach, April Heinrichs, provided her thoughts and insights from her years of being involved in the game. Such an opportunity allowed us to extend the invitation to other sports with feedback being highly complimentary. It was also our privilege to award Life Membership to a stalwart of the game in Canberra. John Logue was recognised for his long contribution to football and we were also honoured to name three Hall of Fame inductees in Ross Yarnold, Amy Wilson and Ben Wilson. Congratulations to all these individuals and thank you for your years of service. 2011 was also a FIFA Women’s World Cup year, and we were delighted when Heather Reid was asked by FFA to represent them at the World Cup and associated Football Symposium. This gave Heather with a great chance to connect with others working to promote football around the world, with the highlight being the recruitment of Jitka Klimkova as our Canberra United coach, when Ray Junna informed us that he would not be available for the coaching role in Season 4. Game Development Game Development continues to excite me with its initiatives and capacity to provide opportunities for people to participate in our game. Two highlights for me, amongst many great achievements, were the Football Connect program launch, which provides players with a disability the chance to train and play; and we signed an agreement with Street Soccer to provide assistance to the ACT team competing in the national championships. This team went on to win the national championships and were recognised in the annual FFA awards! Refereeing This year we agreed to place a focus on 2012 as the year of refereeing. The first initiative will be the employment of a new full time Referee Development Manager. In working with the new Manager, the Referee’s State Coach and the Referees Technical Committee, I look forward to us being able to roll out many other initiatives aimed at recruiting and retaining referees. A-League With a view to further highlighting our support of an A-League team based in Canberra, the Board agreed to commit $50K to the ALeague4Canberra bid if a licence is granted by FFA. Capital Football also provided financial assistance to bring the Central Coast Mariners to town as well as have the Socceroos play Malaysia at Canberra Stadium.


In Summary Looking back on 2011, it was a very steady and progressing year for Capital Football. We continue to build up our cash reserves to sure-up our future. We also continue to provide a sport, at all levels of participation, to more people than any other sport in the ACT. I believe that 2011 provides a very stable launching pad for what we will aim to achieve under our next three year Strategic Plan. I wish to thank my fellow Board members for their commitment to and advice on the financial and strategic aspects of our game. They provide a very careful oversight and ensure that we adhere to good governance principles. I also want to thank our Members for their tireless work (usually with a few different hats!). These people are a key conduit between the clubs and stakeholders and the Board and CEO. I extend my thanks to Heather and her team of staff at Capital Football headquarters. To a person they are completely committed and often go well beyond the call of duty to do whatever it takes to facilitate football in our region. Rachel Harrigan President

CHIEF EXECUTIVE OFFICER’S REPORT

2011 marked the third and final year of the triennium strategic plan, Going for Goals and Capital Football experienced continued growth in Futsal, men’s and women’s competitions as well as in coaching, refereeing, game development and the Kanga Cup. The year also marked the roll out of the work plan under the new governance policies and procedures with the introduction of a finance, audit and risk management (FARM) sub-committee forming part of that plan. In addition, the recommendations from the 2010 Ron Smith review into our high performance program were implemented with the former high performance player pathway structures being replaced with centres of development and excellence under an improved and nationally consistent skill acquisition program.

Further, we achieved our key performance targets as expected by the ACT Government and continued to support Football Federation Australia’s national programs and initiatives. And for the third season in a row, Canberra United FC made the semi finals of the Westfield W-League only to be beaten by Brisbane Roar on penalty kicks after extra time. The key achievements for 2011 are outlined below. 1. Community Football Development: Objective – to develop community football in the ACT and Capital

Region through strong clubs, quality facilities and well structured competition and pathways. Our key

success indicators in this regard include:

Senior male registrations increased by 4.6% with growth in the state league and masters divisions.

Senior female registrations also remained strong with an additional seven teams taking participation

numbers to over 1300 players.

Growth in summer Futsal competitions was 12% while winter registrations grew by 11%.

Participation in Junior leagues remained steady for the girls with a 1% increase while boys participation

dropped 3%, mainly in under 5 small sided games.

Continued popularity and growth in the number of schools participating in the Cottee’s 5-a-side gala days.

Tap into Water and school holiday programs plus Football Connect program for people with a disability.

Cooperation Agreement signed with Street Soccer ACT.

Improved education and training in the use of MyFootballClub as well as a transition to Sporting Pulse for

competition management including match results and draws.

Continued dialogue and representation with the ACT Government on facility infrastructure such as the

redevelopment of the old golf driving range at Mawson, the planning for two new synthetic football fields

at Melrose, improvements to some fields in Lanyon valley and the restoration of fields at Bonython.

Increased the number of and support for referees through an initial ‘respect’ campaign as well as a new

program for junior referees to become senior referees.

Held two AFC C licence courses resulting in more than 30 new advanced level coaches plus worked to-

wards hosting the first national coaches conference in Canberra in November.

Increased number of community coaching courses resulting in higher numbers of accredited coaches at

grass roots level.

Initiated the Coaching Female Players Forum with 57 coaches learning from international presenters April

Heinrichs and Jitka Klimkova.

Improved club development and planning support for three clubs in the areas of capacity and relationship

building, administration, communication and volunteer recruitment.


2. Business Development: Objective - to establish and develop a business operating culture that successfully

leverages football’s brand, image and assets returning consistent and sustainable economic benefits to the

sport in the ACT and Capital Region. Our key success indicators include:

Implemented the Governance Policies and Procedures that were developed in 2010.

Maintained the facility infrastructure levy to help to deliver a surplus of $165K.

Obtained new sponsorships from Rock Development Group for the men’s premier league, loop (also RDG)

for the men’s and women’s Federation Cups and maintained other sponsorships as well as government

assistance for administration, the Futsal National Championships, Kanga Cup and Canberra United.

Increased Canberra United’s independent revenue streams through sponsorships, merchandise and gate

takings.

Hosted the Futsal National Championships in January with 120 teams (24 from the ACT) and obtained a

three year agreement to keep the championships in Canberra.

Hosted the Junior Girls National Championships in April with 12 teams.

Hosted the 21st McDonalds Kanga Cup in July with 231 teams (3700 players) including five from overseas.

Maintained high usage of Hawker Football Centre with increased demand coming from non football users

and community groups.

Facilitated a mentoring program for aspiring female leaders with a range of leaders from the sporting

community offering their time and expertise as mentors.

Conducted a review into the structure and format of the junior league.

Conducted a review into the structure and format of the men’s master’s league.

Completed the consultation process for a new junior Futsal premier league.

Completed a review of the women’s premier league and participation application process.

Held meetings between the Board, Standing Advisory Committees and Members.

Commenced the consultation process for drafting the 2012-2015 Strategic Plan.

Commenced the consultation process for drafting a consolidated communication strategy to be

implemented in 2012.

3. High Performance: Objective – ensure the ACT has the premier talented development pathway in Australia.

Our key success indicators include:

Implemented the recommendations from the 2010 Ron Smith review into the high performance program.

Increased the number of coaches with advanced pathway accreditation (at AFC level).

Improved the quality of coaches involved in the skill acquisition and representative programs.

Built on the improved relationship with the ACTAS and improved the support by ACTAS coaches for

underpinning development and representative squad programs.

Increased numbers of former high performance program players and ACT Academy of Sport (ACTAS)

graduates transitioned to premier league divisions and Canberra United.

Signed an Agreement with Coerver Coaching to assist with player development to underpin the skill

acquisition program.

Entered into an agreement with the Australian Institute of Sport for Canberra players to be included in

the men’s training squad and participate in the national youth league.

Maintained support for Canberra United in the Westfield W-League with management, football

operations and technical support.

Signed the highest qualified (with EUFA Pro Licence) and first international coach for the W-League with

Jitka Klimkova accepting the Canberra United head coach position for season five 2011/12.


Agreed to commit $50K to the ALeague4Canberra consortium if $6m was raised and an A-League licence

was granted to Canberra by FFA.

Hosted Central Coast Mariners for games against Canberra FC and Belconnen United as well as promotion

activities during the Kanga Cup.

Provided financial and management support to the ACT Government to host the Socceroos v Malaysia

game at Canberra Stadium in October.

Fostered further development and mentoring for high level referees.

Implemented the first course for football referees to become Futsal referees.

4. People Development: Objective – acknowledge that the strength of football is our people – the family of

volunteers, coaches and administrators, who work to provide competitive and social activities for a diverse

group of people in the ACT and Capital Region. Our success indicators include:

Implemented the governance procedures work plan to support the strategic plan.

Provided continued support and mentoring to clubs and individuals.

Subsidised club personnel to participate in coaching and referee courses.

Promoted professional development opportunities for club volunteers, Directors, Members and staff.

Recognised volunteer contributions through induction into the Capital Football Hall of Fame (Ross

Yarnold, Amy Wilson and Ben Williams) and awarded Life Membership to John Logue in

acknowledgement of their significant contribution to football.

Nominated top level coaches and referees for ACT Sport and FFA awards culminating in Richard

Naumovski receiving the FFA Football Australia Referee of the Year Award.

Nominated long term volunteers for ACT Government “Thanks” Awards.

I am grateful to the Rachel Harrigan as the Chair and President of Capital Football as well as the Directors for their continued support and for granting me some leave to attend the FIFA Women’s World Cup in Germany in June and July. As a bonus, I was fortunate to extend my time in order to represent the FFA and participate in the FIFA Women’s Football Symposium. In this regard, I thank Ben Buckley and FFA for such an invaluable professional development opportunity. As we move into the next triennium with a new strategic plan, a new management structure and a few new staff as well as a dynamic communication strategy, we can look forward to continued growth and status for football in Canberra and the capital region. Finally, I extend my sincere thanks to our sponsors and business partners (including the ACT Government), members of the Standing Advisory Committees, Regional Representatives, volunteers, referees, coaches and players who all make important contributions to our sport. I extend particular appreciation to my management team who are passionate and committed to improving the quality of service and products delivered for and on behalf of the rich tapestry of stakeholders who we collectively represent as ‘Capital Football’. CANBERRA UNITED REPORT Once again Canberra United enjoyed a very successful season at the forefront of the Westfield W-League qualifying for the finals for the third year in a row and attracting some of the largest crowds for matches throughout the season. Whilst there were plenty of thrills and spills on and off the field as usual, it was a pleasure to support the team with all the management and football operations activities as well as follow their fortunes for all games - including the roller coaster ride of the semi final. We welcomed seven new faces to the Canberra United ranks in season three including handing debuts to youngsters Grace Field, Sally Rojahn and Georgia Yeoman-Dale. The triumvirate is part of the ACT Academy of Sport program and the players have progressed through the local competition. It was great to see them fit into the United ranks which highlighted how their promotion is a great example to all aspiring young players who wish to play for Canberra United in the future. Following the demise of the Central Coast Mariners we were quick to secure agreements with last season’s Westfield W-League player of the year, Michelle Heyman as well as Caitlin Cooper. We also signed the highly talented Matildas midfielder, Leah Blayney at the back end of the season, however, she was another player unable to give 100% due to a season ending quad muscle injury in week 11. Ray Junna and his coaching staff maintained their sterling efforts and created a team that was a match for any of the clubs they encountered. Ray’s other work as ACTAS coach has been a boost to Canberra United and his knowledge and dedication to the task are an inspiration to those around him. Maria Worner as team manager also continued to give me amazing support with arrangements for gear, travel, accommodation, medical appointments and a whole range of other things that often go unnoticed but are important in keeping our club at the forefront of all others in the W-League. Behind the scenes my backroom staff at Capital Football worked tirelessly to make sure that all home matches were more than just a fixture. Their efforts have been outstanding and I acknowledge in particular Adam Castle, in his role as Events Manager. Adam made sure that our home matches ran as smoothly as possible with attention to detail and even the smallest things were catered for. Melanie Luksa also assisted with many game day arrangements as well as helping Maria and me whenever required with team management activities including the occasional away trip. Our Media Manager Russ Gibbs was as diligent as ever in making sure the weekly media events were well attended to. He produced a pre-season guide (the first of its kind in the Westfield W-League), a weekly ‘C U in Green’ fanzine (another unique on-line publication) as well as a quality home game match program and of course our unique Yearbook - now in its third edition. In addition, the regular updating of the Canberra United website and facebook pages meant that local, national and interna-tional media and fans were kept informed during the season. Our Junior League Manager, Angelo Maralit led a team of volunteers that included CF employee Sigourney Dunk and over twenty others who willingly gave up their time to help the club. The running of home matches would not have been possible without them as they provided valuable support in roles such as field of play set up and break down, stretcher bearers, ushers, ticket and merchandise sellers, ball bod leaders and media support. These dedicated people were instrumental in ensuring every match day was a positive experience to remember. In addition, the club couldn’t function without the support of our principal sponsors – the ACT Government (See Yourself in the Nation’s Capital), The Tradies Group and ActewAGL. We also welcomed the University of Canberra as a new sponsor along with many United Business Club partners. We also had assistance from Radford College for training facilities. This kind of support is much appreciated because without it the club’s viability would be in jeopardy. A big thank also goes to Marko Vrkic of Canberra FC and his staff whose ‘over and above’ attention ensured Deakin Stadium was a great venue for training and two home games. With Ray Junna unable to continue as Head Coach we welcomed Jitka Klimkova for Season Four alongside brand new signings Taryn Hemmings and Hayley Raso as well as retaining the core of the squad from Season Three.


KANGA CUP REPORT Held from 10-15 July the 21st annual Kanga Cup took place with 231 teams from across Australia, New Zealand, Korea, Malaysia and the Philippines participating in the week long event. Ironically in the tournament’s 21st year of operation a new record of participation was set at 231 teams from a previous record of 228. Participating teams came from every Australian state and territory with the exception of Western Australia, pleasingly our first ever team from the Northern Territory visited Canberra with other Australian teams from as far as the Whitsundays, North Queensland, Tasmania and South Australia. Amongst the 231 teams were five international teams including our friends from SinGok PS of Korea who were joined by fellow Korean’s PoCheolDong PS, the feeder club of Pohang Steelers. Both clubs won the U12 and U13 Cup divisions respectively and we extend our thanks to Monaro Panthers and Gungahlin United for hosting these wonderful ambassadors. The other international teams—Subang Jaya of Malaysia lost the U16 Plate Grand Final and Pilipinas RIFA of the Philippines bowed out at the semi final stage in their division. An earth-quake in Christchurch was not enough to keep Coastal Spirit away and they put up a brave fight in their division. The Kanga Cup further established its credentials as the Number 1 Football Festival of the Southern Hemisphere with the event seeing over 3600 players take part in more than 650 games in five action packed days of football. The range of activities throughout the week included a HUGE opening ceremony, movie night, disco, coaches seminar, Central Coast Mariners games vs. Canberra FC and Belconnen United and some fantastic foot-ball by participants from under 10s to under 18s. In addition to the players who enjoy the football, fun and friendship that are vital elements of the Kanga Cup we cannot forget the dedicated team of referees who officiate in the cold all day during the week and the indomitable team of volunteers and support staff including local clubs who prepare the nets and grounds daily. Without the contribution of these people, the Kanga Cup would simply not happen so we applaud and thank you sincerely. The Kanga Cup looks towards 2012 with eagerness to gain further profile in Asia and New Zealand and remain as the Number 1 Football Festival of the Southern Hemisphere. ActewAGL JUNIOR LEAGUE REPORT Capital Football would like to acknowledge the continued support from ActewAGL as the naming rights sponsor of the Junior League. ActewAGL is committed to supporting the local community through its sponsorship program and we hope to maintain a very positive and mutually beneficial relationship. We also acknowledge Grant Everson and the staff at Capital Trophies and Sportswear for their invaluable support for the Junior League end of season trophies and medallions. The 2011 participation numbers were steady with a slight decrease from 12,095 in 2010 to 11870 in 2011. Male participation dropped from 8471 in 2010 to 8211 in 2011 (-260) which is a decrease of 3.07%. The greatest decreases were for boys in the Small Sided Games ages U5’s to U11’s, while female participation increased from 3624 in 2010 to 3659 in 2011 (+34) which is around 1% increase. The main increase in female participation has been in the U5’s age group. A new Sporting Pulse competition management system was rolled out to clubs with training available for all registrars with limited issues arising from the change. Despite good efforts, the summer five-a-side competition for juniors was not established as there was not enough interest. A review of the junior league competition was conducted under the guidance of a Review Committee. The aim of the review was to ensure the league is best placed to meet the challenges of expected growth and to investigate options and proposals that might further improve the different competitions within the league. Some of the outcomes of the Review included:

Changes to the girl’s competitions to U12’s, U13’s, U15’s and U17’s from 2012. A “Premier League” structure for junior football will be put in place in 2013. Division 1 competitions to have a complete round of fixtures (play all teams equal number of times) where possible. Division 2 and 3 competitions should enable as many games as possible to remove non-competition games where possible. Changes to the team nomination process.

MEN’S LEAGUE REPORT Capital Football welcomed new sponsors loop for the Federation Cup and ROCK Development Group for the Men’s Premier League in 2011 and we look forward to building on this relationship. We acknowledge the continued sponsorship of Derbystar (ball supplier for the Capital Football Premier League competitions) and Tigerturf (PL Club championship). Men’s participation hit a record level of 2931 up 4.6% and eclipsed the previous best in 2009. A Masters Competitions review was undertaken with many recommendations to be implemented in season 2012. Our thanks extend to the wise men (Nick Isaacson, Simon Mugford, Peter Lehmensich and Bill Hardie) who conducted the review. Some changes to the State League, arising from a previous review, have been successful and will ensure that the league will continue to prosper. Congratulations to Canberra FC who continued their dominance of the Premier League winning all three major trophies but also included the Tigerturf club champions trophy which they won by a narrow margin from Canberra Olympic. The 2011 PL Grand Final had everything including a goal fest - Canberra Olympic scored five goals (including a Robbie Deeley hat trick) but were beaten on the day by Canberra FC who scored eight. We also congratulate the League and Grand Final Champions in all Divisions and the major award winners - Premier League Coach of the Year, Dean Ugrinic (Canberra Olympic); Premier League Golden Boot, Dustin Wells (Belconnen United) who was also awarded Premier League Player of the Year. Dustin was a clear winner taking this highly coveted crown for the second year in a row. Weston Creek won the inaugural Masters Club Champi-onship with ANU FC taking out the State League Club Championship. The Men’s PL enters its triennial review process at the end of the 2012 season where there is likely to be some changes to the competition structure in line with the National Competition Review. WOMEN’S LEAGUE REPORT

2011 was an excellent year for the Women’s League with 84 teams competing across 9 divisions, with just over 1300 participants. There were an additional seven teams compared to 2010 indicating women’s participation is most definitely on the rise. This season saw the continuation of The Tradies Group as the naming rights sponsor for the Premier League. Not only did The Tradies provide a marvellous after-match venue for participants, the Dickson Club also hosted the annual “WPL Legendary Tradies Schnitzel Challenge”. This saw a representative from each of the eight clubs munch down the famous 1kg Tradies schnitzel with the first person to have the plate cleaned crowned the champion! After a hard fought contest, Belconnen representative, Alison Lound took out the honours narrowly beating Tuggeranong United rep, Annica Schoo by a single mouthful. On the field, Belconnen United won the loop Federation Cup, the League Championship and the WPL Grand Final. Woden Valley, hot on their heels for all trophies were successful in winning the Club Championship. The Tradies Premier League Reserves and Under 18 League were also a hard fought contest between Belconnen and Woden Valley, with Woden Valley taking League Championship and Grand Final honours in both divisions. At the conclusion of the 2011 season, an independent review of the Women’s Premier League was conducted with all clubs being invited to apply for a place in the 2012 WPL structure. Clubs that best met the participation criteria were selected which saw WPL heavy weights Belwest out of the competition and replaced by newcomers Canberra Olympic. Hopefully Canberra Olympic will have a successful opening season, much like Gungahlin United who were competitive against all teams, in their inaugural year and were the only team to beat League Champions and Grand Final winners, Belconnen United. With the help of Majura as Olympics’ junior base, we look forward to what this enthusiastic club will bring to the competition. Underpinning the Premier League, the State League competitions saw some electrifying finals with only two teams out of the six competitions completing the double of League Champions and Grand Final winners. The Under 18 Division 1 competition was an up and down year with two teams pulling out in the middle of the season, leaving the draw in a bit of a shambles. Canberra Olympic and Tuggeranong Tornadoes had a hard fought battle for the top position with Olympic taking the League Champions position by a slight point, how-ever, Tuggeranong would have their share of the spoils, beating Olympic in extra time of the Grand Final. State League 1 saw O’Connor Knights once again top the table only to be beaten in the semi final against fourth placed Brindabella who eventually lost to third placed, Gunghalin. Belwest was once again successful in taking out the League Championship but could not back this up with a Grand Final lost to an energetic UC Pumas. State League 3 was another competition which saw the League Champions, Weston Creek miss out on the Grand Final losing to fourth placed, Belnorth in the semi final who went on to win the Grand Final against Cooma. State League 4 and Masters were the only competitions to see the League Champions take out the Grand Final. Big congratulations to Belwest and Lanyon in these two divisions. Women’s participation is continuing to grow and improve. Without the hard work and dedication of not only the players but also the coaches, team managers, parents, officials, referees volunteers and supporters, the game would not be what it is today. FUTSAL REPORT Futsal once again continued its strong growth in 2011 with player registrations in both senior and junior competitions increasing at all levels from 2010. Further success was also enjoyed by Boomerangs FS who did extremely well in the NSW Super League futsal competition. The CF Futsal Premier League enjoyed another memorable season, and the 2011 Futsal National Championships saw the ACT reach six finals, but just miss out on a national title.

The summer 2010/11 senior season attracted 1480 registered players, spread across 17 separate divisions. This represents an increase of 11% in registrations from the 2009/10 summer. The winter 2011 season then attracted 698 registered players across 13 separate divisions. This was an increase of 12% in registrations from the 2010.

For 2011, the overall percentage growth in senior futsal was approximately 11.5% which is a marked increase on the 2010 figures which showed around 8% increase in registrationss from 2009. Junior registrations, which encompass participants in North Canberra Futsal and South Canberra Futsal, also experienced healthy growth from the 2010 summer leagues with 2189 players for the age groups 5-16 years (5% increase from the 2010). This growth was not as strong as 2010 at 21%, but that is likely a result of reaching capacity with venue availability.

The Futsal Premier League from September to December 2010 had eight teams in each of the men’s and women’s competition, and JOMA continued as the naming rights sponsor. The men’s competition was won by Canberra Olympic Supercats who defeated the Canberra City Prawns 4-3 on penalties after a thrilling 3-3 draw. Boomerangs FS successfully defended their women’s title, defeating the ACT Academy of Sport 3-2 in extra time in another fantastic match. Boomerangs FS enjoyed great success in the NSW Super League as the club entered teams in nine divisions, and saw all nine teams reach the finals with two being crowned premiers. For the Youth Men, 16 Boys, 14 Boys and 14 Girls the success didn’t stop there, as all four teams won their respective Grand finals. This outstanding season means that Boomerangs will now compete in the NSW Premier League competition at the end of 2011.

Futsal continued its outstanding record of 100% referee coverage for all matches with Richard Brown continuing his great work as senior referee appointments officer to achieve this. February also saw David Lee step up into the acting General Manager position at Capital Football, and John Perrett take up the acting Futsal League Manager position. David Simpson was also invited onto the Futsal Standing Advisory Committee.

Looking ahead, there are a number of exciting things taking place which will see the sport continue to grow. November 2011 will mark the introduction of an U12 boys and girls Junior Premier League with 11 teams nominated from affiliate clubs at the end of October. These competitions promise to be high quality and an important first step in establishing elite junior pathways for futsal. The senior Premier League also kicked off in September with eight teams from affiliated clubs in each of the men’s and women’s competitions. Nominations for the summer 2011/12 competitions have continued to grow from previous years, and there appears to be no end to the growth that futsal is experiencing. There are also great things happening in regards to referees and coaches with a new FFA coaching curriculum for futsal being implemented. Capital Football was the first member federation to run the Futsal Coaching Certificate course. Over 20 people completed the course, which was run on two separate occasions. The Futsal Licence Course, which is the next step up from the Certificate Course, is due to be rolled out in 2012.

We also revised the referee recruitment, support and training structures for the summer 2011/12 season. This led to dedicated Senior and Junior Referee Development Officers for both senior and junior competitions, who were assisted by a third Referee Development Officer. Chris Colley continued his involvement as Futsal Referees Education and Training Officer, and supervised all futsal referee courses in the ACT. This included courses for new junior and senior referees, as well as a new Football to Futsal course aimed at encouraging outdoor referees to take up futsal as well. This new structure aims to provide an improved level of support, education and training for futsal referees, and subsequently improve the standard of futsal refereeing. The successful delivery of all Futsal related programs would not be possible without the continued support of many individuals. TECHNICAL REPORT— Royston Thomas TECHNICAL DEPARTMENT PLAYER DEVELOPMENT Over the last nine months, with the dedicated and responsible work undertaken by the Technical department including Skill Acquisition Trainer, Marcial Munoz, and Program Manager, Daniel Murphy, we have laid the foundations for an elite player program that Football Federation Australia and Capital Football believe will assist in the development of young committed male and female Football players in the ACT. There is much more work to be done over the next twelve months and beyond to ensure this program continues to provide quality players for future ACTAS male and female football programs and then progress into professional and international football. A special thank you goes to the following coaches who have shown responsibility and professionalism during the start up of the Skills Acquisition Program this year: Hector Alamos, Scott Conlon, Nathan Greig, Matt Moore, Michelle Aurousseau and Obi Shadmaan.


Skill Acquisition Trainer Capital Football acquired Marcial Munoz as Skill Acquisition Trainer in July 2011. His main focus is to develop young elite SAP Footballers for Capital Football. He has assisted the Technical Director in implementing the FFA National Curriculum at Junior clubs with the ongoing education of their coaches by conducting Coaching Forums, Club Visits and Coaching Workshops. This Position is currently part time and is supported by the FFA and Capital Football. Skill Acquisition Program (SAP) Our aim is to establish a lasting program of Football Training and Education so that young players improve technically, tactically, physically, mentally, and socially. Players are exposed to a total education system and experience, which benefits each individual and helps prepare them for whatever their football future may bring. Players are given the opportunity to improve both technically and tactically while learning the value of a disciplined approach, punctuality and the need for practice to improve. We help players to develop socially and achieve a higher level of self esteem. Players also learn to appreciate the value of setting high standards and hard work, Best v Best The skill acquisition program is supported in full by FFA by utilizing the FFA National Curriculum to ensure the Best v Best. Games Coached games were played throughout the year against other States and Regional Associations. Squads Capital Football operated the following SAP squads in 2011: Under-10 Under-12 Boys Under-12 Girls Plans for 2012 include: Under-9, Under-13 squads (The Skilleroos) FFA NATIONAL FOOTBALL CHAMPIONSHIPS 2011 Capital Football were represented by five playing squads in the FFA National Championships. Under-13 Girls (Venue: Canberra, April 2011) The under-13 girls competed in Pool A and shared third place with Victoria Metro with Nickoletta Flannery making the all star Squad. Coaches: Colin Johnstone and Eddie Senatore Under-13 Boys (Venue: Coffs Harbour, October 2011) The under-13 Boys competed in Pool B and finished in 2nd place and suffered only one loss. Coaches: Marcial Munoz and Hector Alamos Under-14 Girls (Venue: Coffs Harbour, July 2011) The under-14 Girls competed in Pool B and narrowly missed out on top spot with Caitlin Cantrill, Georgina Worth and Emma Bestek making the All-Star Squad. Coaches: Pat Mills and Eddie Senatore Under-14 Boys (Venue: Coffs Harbour, October 2011) The under-14 boys competed in Pool B and with three wins and two losses. Coaches: Rod Lynes and Matt Moore Under-15 Girls (Venue: Coffs Harbour, October 2011) The under-15 girls competed in Pool B and finished the week with two wins, a draw and two losses with Talia Blackhouse and Olivia Gurney making the All-Star Squad. ACTAS / CAPITAL FOOTBALL—SELECTION OUTCOMES Male Program Twelve players in total progressed to the ACTAS male football program for 2012 after representing Capital Football Under-13s and Under-14s at the National Football Championships in October 2011. Female Program Sixteen players in total progressed to the ACTAS female football for 2012 program after representing Capital Football Under-14 and Under-15 squads at the National Football Championships in July 2011. COACH EDUCATION Coach Education underpins the development of the game of football. All players must receive quality training and practice in order to develop and fulfill their true potential. Whilst also supporting the overall enjoyment of the game. FFA Advanced Coaching Courses (Venue: AIS Canberra, March 2011) Sixteen candidates completed the First FFA Advanced Coaching Course in the ACT. Capital Football Premier Men’s and Women’s clubs were represented during the intensive practical and theoretical football educational course.


GAME DEVELOPMENT REPORT— Pat McCann With the continued implementation of the game development philosophies underpinning the FFA National Charter and with a more consistent and nationwide direction for game development as outlined in the FFA 2011-2014 National Game Development Strategy, Capital Football continued to expand its game development operations in 2011. The department experienced major growth in Community Coach Education, Schools Programming, School Holiday Clinics, Disability Football and other community programs. In addition, discussions and consultations surrounding the development of football programs providing pathways into foot-ball for new arrivals and Indigenous football development were extensive with plans to engage community activities in these two areas in 2012. Of note, Capital Football game development received an additional $52,000 in grant funding to support the “We are a Football School” Tap into Water Everyday schools program, the “Active 30” Head Start Parent-Child Football Program, the Football-Connect participation project and the ASC Elite Female Coach Development Program. COMMUNITY COACH EDUCATION With the aspirational target of 100% community coach accreditation by 2014 the Community Coach Education Program continued to service the local community in 2011 with a record 470 new community coaching certifications granted to local coaches participating in a record 34 courses across the year. The Goalkeeping certificate and Futsal certificate were delivered for the very first time with the grassroots courses delivered at club facilities for free by CF qualified presenters—still the most popular and highly sought after courses. Elite Female Coaching Scholarship Scheme In May, the elite female coaching scholarship scheme was launched with support of funding received under the Australian Sports Commission’s sport leadership grants for women program. Twelve coaches were announced as the inaugural recipients to receive mentoring and financial support to attend coaching seminars and advanced courses. Scholarship Recipients

Coaching Seminars Outside of the regular community course calendar Capital Football also conducted the Kanga Cup coaching seminar with the coaching staff of the Central Coast Mariners and 162 coaches in attendance. We also delivered secondary college curriculum based grassroots courses to students at Canberra Girls’ Grammar, Radford College, Melba Copland and Trinity College. In addition Coach Education delivered a skills acquisition course for tertiary PE and Coaching students at the University of Canberra and a grassroots course for Football scholarship holders at the Australian Institute of Sport. Royston Thomas, Pat McCann, Phil Booth and Marcial Munoz also attended the FFA skill acquisition course in March while Jeremy Butler and Lydia Williams attended the FIFA Indigenous grassroots course in July in Alice Springs.

COMMUNITY PROGRAMS The community participation programs expanded again in 2011 with increases in the total participation and the number of programs being offered. Development officers spent 60 days delivering programs to 65 regional schools with a total of 5781 children in school or school holiday football programs. Schools development was expanded to include the multi-school Cottee’s five-a-side gala day program and the single school “We are a football school” Tap into Water everyday program. Five schools were selected in each school term to partner with Capital Football and deliver football activities to twelve select classes (K-2 x 4) (Year 3-4 x 4) (Year 5-6 x 4) across the course of the ten week school term. Each class participated in football activities designed to deliver fun, game based, age appropriate football activities as a part of the regular P.E. or activity curriculum with the theme of water as the drink of choice used to encourage students to consider drinking water more often when exercising. In addition CF development officers participated in lunch and recess activities each visit designed to encourage students to organise and participate in their own matches with their class mates at school. Capital Football maintained support for the ACTSPORT sport leaders program and the Football Fun school holiday program continued to grow with 339 participants attending 17 different clinics based in Queanbeyan, Belconnen, Gungahlin and Tuggeranong. The Head Start Parent-Child football program was piloted with seed funding provided through the extension of grant funding received in the 2010 ACT Health promotions grant funding program under the health promotion messaging banner of “Find Thirty. Its not a big exercise.” The year was also marked with the signing of a cooperative agreement between Canberra Street soccer and Capital Football with Capital Football providing access to resources and community promotion for ACT street soccer who were ultimately named 2011 national street soccer champions and subsequently FFA team of the year.

January featured the FFA Futsal national championships and the inaugural athletes with a disability division in which the Football Connect supported ACT team finished a creditable 5th—missing a semi final berth on goal difference. The team celebrated their success as special guests at the W League Canberra United vs Perth Glory match at Deakin Stadium with Andrew Hoatson eventually being named on the Australian Disability futsal team to compete at the INAS global games in Italy. June 2011 was marked as Disability Football Month and Capital Football celebrated by launching the Football-Connect All Ability League. Following a six week Football Development Program and four weeks of pre season throughout March, April and May, the ten round Football-Connect Season was launched with an official cere-mony and VIP match in June. Rachel Harrigan (President, Capital Foot-ball), Steve Doszpot (MLA, Shadow Minister for Disability) , David Hill (Special Olympics ACT), James Selby (Director, Capital Football) and Yuriy Vdovychenko (Australian Paralympic Committee) attended as guests of Capital Football and officially opened the league by participating in the very first match. With unprecedented numbers of player registrations teams representing Majura and Woden Valley were quickly added to the expanded competition schedule meaning the league finished the last five rounds with five teams (Belnorth/Belconnen United, Weston Creek, Woden Valley, Gungahlin and Majura ) and a total of 45 registered players.

On the back of this success the Football-Connect Futsal Fives league was launched in October giving 38 players an opportunity to play football in the five- a-side format and senior players to practice in preparation for selection to the ACT 2012 FFA Futsal Nationals representative team. With the assistance of grant funding through ACT Sport and Recreation Services the Football-Connect participation project was launched with development officers visiting the learning support units at a number of schools to run football activities and promote participation opportunities within the existing Football-Connect programs.

REFEREES’ REPORT 2011 was another good year for referees and the introduction of a third alternative referee shirt presented the referees with additional class and style. Referee membership numbers were the highest in six years, with a total of 509 referees. Although there were still a number of senior fixtures that were without a referee during the season the coverage improved from 2010. In addition to the reasonable coverage of senior fixtures, junior referees were also were slowly exposed to senior football throughout the year and we thank all those who were patient with these young referees. With the hard work of the Technical Committee and the assessors, 23 referees were successfully upgraded to a higher level in their refereeing career. These upgrades

will undoubtedly improve the standard of ACT officials. In 2012 there will be both Football and Futsal Referee academies in full action which will provide a pathway for promoting junior referees to senior football. The referee state coaches this season have worked hard and put in many hours identifying talented junior referees. Referee recruitment was at its best in 2011 with 250 referees being put through beginner courses in both football and futsal. These referees were used immediately and actively officiated throughout the season. As indicated by the graph below the number of registered referees in 2011 increased by 54 from 2010. Canberra’s Ben Wilson officiated for his final time as a FIFA assistant referee for the Olympic Qualifying match in Shanghai between China and Oman on 19th June. Ben has set the bar at an all time high in the ACT and was inducted into the Capital Football Hall of Fame in recognition of his contribution to the sport. Fellow referee Ross Yarnold was also inducted into the Hall of Fame as acknowledgement of his indefatigable contribution to futsal and the development of junior futsal referees. Further recognition must be made for Premier League Referee, Richard Naumovski who was voted as the FFA Australian Football Referee of the Year. Richard also de-fended the title of the Men’s Referee of the Year and was joint winner for the Referee’s Referee Award with Mark Valerius. Allyson Flynn represented Australia at the FIFA Women’s World Cup which was a great achieve-ment in her short international career. It was a sad year for the referee community with the passing away of Nick Szego, a referee legend. Nick lived and breathed football and was friends with many of the other Capital Football Life Members and Hall of Fame inductees. He was an ex-FIFA football referee who was also inducted into the ACT Sport Hall of Fame. Kanga Cup was another successful event with internationally referee representation from America, South

Korea, Hong Kong, Italy and New Zealand. Interstate referees represented Football West, Football NSW,

Football Victoria, Central Coast, Football Brisbane and Football Queensland. These referees supported and

provided further development to the Capital Football ranks and positive feedback of refereeing matters was at

a high.

With Capital Football devoting more resources to refereeing from 2012, including the appointment of a new

Referee Development Manager, there will be more emphasis on recruitment, retention, respect, assessment

and progression to higher levels.

FINANCE REPORT 2010-11 was another good year for Capital Football. The organisation finished the year with a surplus of $165,122 (last year surplus $281,874) and cash at bank of $796,539. While the surplus was down from the previous year, the cash at bank continued to improve, increasing by $457,000. This has restored the cash position after funding the upgrade of Hawker Football Centre to a synthetic surface. As such 2011-12 will be the last year of the Facilities Infrastructure Levy and Capital Football is on track to achieve its strategic goal of $1 million in the bank by 2015. The ongoing sustainable financial performance of Capital Football is essential for the future of the game in the region and it enables the Board to take advantage of opportunities that arise during the year. An example of this is our ability to support the Socceroos v Malaysia match held in Canberra in 2011. If the organisation had not been in a healthy financial position then we would not have been able to contribute staging the game. The strength of our cash position also enables Capital Football to seek further support from the ACT Government for future infrastructure development, such as a new Futsal facility, which will assist in ensuring the continued growth of football in the region.
