OUR BEGINNINGS Inthelate1990s,amidtherapidlychangingglobaleconomicand
businesslandscape,thegovernment,inconsultationandwiththesupportofbusinessleaders,calledforamorecomprehensiveorganisationandrepresentationoftheSingaporebusinesscommunity.
WiththepassingoftheSBFActbyParliamentinJuly2001,allSingapore-registeredcompanieswithapaid-upsharecapitalof$0.5millionandabovebecomemembersoftheSBF.Localchambersofcommerceandindustrywhichrepresenttheinterestsandwelfareofanylocalorforeignbusinessgroup(s)joinasConstituentMembers.
SBFwasestablishedon1April2002andofficiallylaunchedbythethenPrimeMinisterGohChokTongon11April2002.
OUR OBJECTIVES ToenhancetheorganisationofthebusinesscommunityinSingapore.
Torepresent,advance,promoteandprotect,inSingaporeandabroad,themajorbusinessinterests(suchasinvestment,tradeopportunitiesandlabourmanagementissues)ofbusinessentitiescarryingoncommerceandindustryinSingapore.

MESSAGE FROM THE CHAIRMAN
2010 TAPPINGINTO EMERGING OPPORTUNITIES
The Singapore economy rebounded strongly in 2010.
With overall annualised growth at 14.7%, Singapore was Asia’s fastest growing economy – a dramatic recovery from the negative growth recorded in 2009.

An important national initiative supported by SBF was the Economic Strategies Committee’s (ESC) recommendations for the longer term growth of Singapore. As apex business chamber, SBF:
led a series of activities including a high level ministerial dialogue with the business community to discuss the ESC recommendations
worked with the Economic Development Board to anchor Singapore as a Global-Asia Hub for international mid-sized companies and Asian enterprises
collaborated with the Workforce Development Agency to launch the Innovation Improvement Initiative programme, and Motorola University to introduce the Business Process Improvement workshops to help businesses enhance innovation and raise productivity
launched the SBF Mentorship Programme with SPRING Singapore and the SBF – Hay Human Capital Series of seminars aimed at nurturing the next generation of SME leaders
In 2010, SBF engaged its members in a myriad of activities including the National Security Dialogue and other key policy briefings, dialogues, surveys, overseas missions, as well as networking and business matching sessions. These activities benefitted some 62,000 participants from SBF member companies and the wider business community. One third of these activities were organised in partnership with government ministries and agencies, as well as trade associations and local and foreign representative business chambers.
During the year, SBF led 22 business missions to markets in Asia, Middle East, Africa and Europe to help members tap into business opportunities. SBF received 60 visiting official and business delegations from across the globe, including Heads of State and Ministers. SBF inaugurated four business groups during the year to facilitate more targeted exchanges between companies here and those in ASEAN, North and South Asia and Africa.
On the international front, SBF represented the interests of the Singapore business community at the meetings of the ASEAN and APEC Business Advisory Council as well as the Asian Business Summit.
In the area of sustainable development, SBF organised the Singapore Sustainability Awards in 2010 to recognise companies for their innovative eco-friendly practices. As the Business Continuity Management focal point for businesses, SBF launched the BCM online toolkit and resource centre to facilitate awareness and the adoption of SS540 certification.
SBF will continue to help its members grow in reach, capability and resilience, and serve as their collective voice to government as well as internationally.

In tandem with the buoyant economic conditions and improved business sentiment, SBF organised and supported some 400 activities and programmes in 2010 to help its members and the wider business community to tap into emerging opportunities.

The Minister for Trade & Industry has appointed Mr. Sat Pal Khattar, Chairman of Khattar Holdings Group of companies as the Chairman. Mrs. Theresa Foo-Yo Mie Yoen, Chairman, The Esplanade Company Ltd, and Mrs. Fang Ai Lian, Chairman, Great Eastern Holdings – Group are the other two members of the Board.

As of 31 December 2010, the Federation has 17,000 members. This is 2,054 more than on 31 December 2009.
SBForganisedandsupported408activitiesandprogrammesin2010benefittingmorethan62,000participantsfromSBFmembercompaniesandthewiderbusinesscommunity.Asidefromkeypolicybriefings,seminars,dialogues,surveysandoverseasmissions,incomingvisitsbyhighlevelofficialandbusinessdelegationsprovidednumerousnetworkingopportunitiesformembers.
Onethirdoftheseactivitieswereorganisedinpartnershipwithlocalandforeignrepresentativebusinesschambers,tradeassociationsandgovernmentagencies.
Thewidecoverageofinterestsprovidedmemberswithupdatesonpolicyissues,businessleads,aswellasmarketoutlookandsentiments.ThroughSBF’sfacilitationefforts,membercompanieswereabletoaccess$1.5billionworthofbusinessopportunitiesin2010.

High level dialogue with government and international organisations
SBF organised a ministerial dialogue in July between its members and representatives of the Economic Strategies Committee to provide businesses with insights on government’s focus and priority for the long term sustainable growth of Singapore. Other key policy briefings included the National Security Dialogue and updates on the Foreign Workers Levy, Workplace Safety & Health Act and the Re-employment Law.
On the international front, SBF represented the interests of the Singapore business community at the meetings of the ASEAN and APEC Business Advisory Council as well as at the Asian Business Summit hosted by Nippon Keidanren.

BUSINESS FACILITATION
SBF’s business facilitation efforts enabled companies to tap into $1.5 billion worth of deals
SBF led 22 business missions to markets in ASEAN, North, South & Central Asia, Middle East and Africa to facilitate networking and help members tap into business opportunities. It also received some 60 visiting official and business delegations from these markets including Europe and Latin America. The Global Entrepolis@Singapore 2010 Summit saw close to 800 local and overseas participants come together to address key issues facing organisations. Other key conferences supported by SBF include the Russia – Singapore Business Forum and the Latin Asia Business Forum.
CAPACITY BUILDING & SUSTAINABLE DEVELOPMENT
Enabling enterprises to build competitiveness and resilience
As part of its alignment to the ESC recommendations, SBF partnered the WDA to launch the i3 Productivity Programme to help businesses increase efficiency through Business Process Improvement methodology. The Federation also inaugurated the SBF Mentorship Programme and the SBF – Hay Human Capital Series aimed at grooming the next generation of SME leaders.
As the Business Continuity Management (BCM) focal point for businesses, SBF launched the BCM online toolkit & resource centre, and initiated various activities to facilitate adoption of SS540 certification.
In Sustainable Development, SBF stepped up its engagement of government agencies, industry verticals, partners and companies to encourage the adoption of green practices, as well as facilitate the take up of business solutions and opportunities in this sector. It launched the Singapore Sustainability Awards in 2010 to recognise companies for their innovative eco-friendly practices.

TheASEANBusinessAdvisoryCouncilpresenteditssurveyfindingsonASEAN’scompetitivenesstoASEANLeadersattheASEANSummitinHanoiinOctober.Thestudy,suggestedbySBFinitscapacityasthenationalsecretariattoASEANBusinessAdvisoryCouncilforSingapore,andconductedineachofthe10memberstates,wasaimedatimprovingSMEcompetitivenessinASEANandnurturingaclimateofgrowthopportunities.
Separately,SBForganisedadialogueonASEANcompetitivenessvis-a-visChinaandIndia,aswellasanASEANEconomicCommunity2015seminarinthecontextofASEANConnectivity,logistics,tradeandcustomsfacilitationissues.Italsoco-hostedanASEANDayBusinessDiscussionwithupdatesonthepoliticalandsecurity;economic;socio-culturaldimensionsofthegrouping.Some80membersofthebusinesscommunitybenefittedfromthesethreeevents.
Againstthebackdropofarecoveringglobaleconomy,ABACsoughttoprovidefeedbackonwaystoaddresstheeconomiccrisisandtofocusonachievingAPEC’slongtermvisionoffreeandopentradeandinvestmentintheregion.ABACsupportedthepursuitofaFreeTradeAreaoftheAsiaPacific(FTAAP)asthemostpracticalmeanstoachieveregionaleconomicintegrationintheregion. Vietnam SBF,incollaborationwithInternationalEnterpriseSingapore,co-organisedthe6thand7thintakeoftheInternationalBusinessFellowship:ExecutiveProgrammeonVietnam(iBF-EPV)with52participantsfrom45companies.HeldinMayandSeptember,theprogrammewasdesignedtoprovideacomprehensiveoverviewofVietnam’sbusinessregimes,prevalentcommercialpracticesandsuccessstrategiesinengagingVietnam’sbusinessopportunities.Theprogrammereceivedasatisfactionratingofover90%fromparticipants.
SBFandMapletreeGroupjointlyorganisedaseminarfor80participantstoappriseSingaporecompaniesaboutBinhDuongprovince,oneofthekeygrowthareasinVietnam.BinhDuongisrankedfavourablyintermsofbusinessclimateandcompetitivenessamongVietnamprovinces,andattractssignificantforeigndirectinvestment,afterHanoiandHoChiMinhCity.

Democratic People’s Republic of Korea (DPRK)SBFledabusinessmissiontoPyongyang,DPRK,from15–20May,headedbyMr.PohChoonAnn,ViceChairmanoftheSBFChinaBusinessGroup.Themission,whichcoincidedwiththe13thPyongyangSpringInternationalTradeFair,offeredoverseasbusinessesandinvestorsnumerousprospectsfortradeandinvestmentineconomiczonesintheDPRK.AbusinessmatchingsessionarrangedbyDPRKChamberofCommerceenabledourdelegatestomeetwith66DPRKcompanies.ThemeetingsandsitevisitsprovidedparticipantswithusefulinsightsontheopportunitiesandthechallengesofdoingbusinessintheNorthKoreanmarket.SeveralcompaniesexpressedinteresttoexpandtheirbusinesstoDPRK.

Business Missions to AfricaFollowingthelaunchoftheAfricaBusinessGroupinJuly,SBFledtwohighprofileoutboundmissionscoveringsixAfricancountries(Angola,SouthAfrica,Botswana,Kenya,Rwanda&Uganda);withSeniorMinisterofStateforForeignAffairsZainulAbidinRasheedparticipatinginthemissiontoEastAfrica.
TheobjectivesofthemissionsweretodiscoverandexplorebusinessopportunitiesinAfrica,understandtheoverallbusinessenvironmentandemergingsectors,meetkeygovernmentofficials,chamberofficialsandbusinessmenandstrengthenchambertochamberco-operation. Themissionsattracted39participantsrepresentingindustriessuchasoilandgas,ICTandtelecommunications,maritimeandshipping,constructionandbuildingmaterials,financialandprofessionalservices,foodandconsumerproducts,agriculturalproductsandservices.
SBF’sfacilitationeffortsenabledparticipantstogainabroadunderstandingofthedifferentbusinessenvironmentsandeconomiclandscapesinthemarketsvisited.

Cementing business ties with Middle Eastern CountriesAstheleadbusinesschamberdrivingourcompanies’internationalisationeffortintotheMiddleEast,SBFactsasthenationalsecretariattotheSaudi–SingaporeBusinessCouncil(SSBC)andtheOman–SingaporeBusinessCouncil(OSBC).Bothcouncilswereestablishedundertheauspicesoftherespectivegovernments,asabusiness-to-businessplatformtofosterclosereconomiclinkagesbetweenthebusinesscommunitiesofbothcountries.
Saudi ArabiaThe3rdmeetingoftheSSBCtookplaceinRiyadhon17January.Singapore’sdelegationwasledbyMr.TangKinFei,SBFCouncilmemberandSingaporeCo-ChairmanoftheSSBC.Themeetingsoughtsolutionstobusinesschallengesfacedbycompaniesfrombothcountriesineachother’smarket;italsoidentifiedspecificsectorsofopportunitytodeveloppartnerships.AbusinessmissiontoRiyadhandJeddahwasalsoorganisedinconjunctionwiththe3rdSSBCmeeting,attendedby35representativesfrom24companies.
AkeyrecommendationoftheSSBCMeetingwasthefocusonhighpotentialsectorsandthecreationoftaskforcestomatchcapabilitiesandrequirementstotapthefollowingsectorsinSaudiArabia–energyandwater,info-communication technology,transportationandlogistics,services(tourism,healthcare,education)andbusinessprocesses.
Thebusinessmissionalsogenerated268usefulcontactsforthedelegationandachievedprojectedsalesofmorethan$67million.

TheSingapore–OmanBusinessForum,whichwasorganisedinconjunctionwiththemeeting,offeredSingaporeanandOmanicompaniesopportunitiestoexploreprojectsthatcanbejointlypursuedintheSultanateorinothercountriesintheGulfregion. Participantsfrom122Singaporecompaniesnetworkedwiththe22-memberbusinessdelegationfromtheSultanateofOman,ledbytheOmanChamberofCommerceandIndustry(OCCI).
The1stOSBCmeetingidentifiedandformed5priorityindustryclusters(Environment&Energy,Information&CommunicationsTechnology,Infrastructure&UrbanSolutions,Transportation&LogisticsandEducation)asafocusedapproachtodevelopthesesectorsinOmanandtofurthergrowSingaporecompanies’tradeandinvestmentinterestsinthecountry.
TheForumgenerated108matchingbusinessinterestsforbothsetsofparticipants.

TajikistanTheinauguralTajikistan–SingaporeBusinessForumwasorganisedinconjunctionwiththestatevisitofH.E.EmomaliRahmon,PresidentofTajikistan.Hewasaccompaniedbya32-memberstrongbusinessdelegationcomprisingkeyappointmentholdersofstateownedenterprisesandelitebusinessmen.Thesedelegates,primarilyfrombanking&financialservices,ICT,infrastructureandagriculturenetworkedwith113Singaporeparticipants.
Throughthevariouspresentationsattheforum,ourcompanieswereinformedonsomekeyprojectsinTajikistan,includingenergyandtransportinfrastructureprojectsamountingtooverUS$1billion.Singaporebusinesseswereencouragedtocapitaliseonthetwofreeeconomiczones–“PanjiPoyon”and“Sugd”andtoinvestinprioritysectorslikeconstruction,hydropower,
agriculture,tourismandhospitality. AnSBFmembercompanysignedanMOUwithTajikistan’sStateCommitteeonInvestmentsandStatePropertyManagementtodeepenthebilateralinvestmentrelationship.
UzbekistanSBFtogetherwithInternationalEnterprise(IE)Singapore,ledabusinessmissiontotheRepublicofUzbekistanfrom22–28April.The17-memberdelegationcomprisedcompaniesfromtheoilandgas,engineering,automotivesandaftermarket,commoditytrading,pharmaceutical,transportandlogistics,industrialequipmentandspareparts,andgreenenergytechnologyandsolutionsindustries.
DelegatesbenefittedfromtheSingapore–UzbekistanBusinessForumandBusinessMatchingsessionattendedbymorethan80state-ownedcompanies,businessassociationsandprivatecompaniesfromdiverseindustries.A3-partyMOUwassignedbyamembercompanytoconductapreliminaryfeasibilitystudyontheestablishmentofturnkey“dryports”logistichubprojectinUzbekistan.
Businesssalesattributabletothemissionareexpectedtobe$1.19million. Singaporedelegateshadanaverageoffourface-to-facebusinessmeetingswiththeirUzbekcounterpartsduringthemissionandmade130contacts.

Latin America Inpartnershipwiththerespectiveembassies,governmentagenciesandprivatecompanies,SBForganiseda5-partmarketprofileseriesfocusedonkeymarketsinLatinAmerica,includingBrazil,Peru,ParaguayandVenezuela.TheseriesalsohighlightedthevastpotentialofbusinessprospectsacrossLatinAmerica.SingaporebusinesseswereinformedthatLatinAmerica,whichwasnotaffectedbytheglobalfinancialcrisis,offersnumeroustradeandinvestmentopportunitiesinareassuchasinfrastructure,energy,oilandgas,R&D,biotechnology,hospitalityandtransportation.
Theexchangesenabledsome200Singaporebusinessmentonetworkwithmorethan30visitingdelegatesfromoverseasgovernmentagencies,including20keyregionalcompaniesandtradeorganisations.
Inparticular,theRiodeJaneiroInvestmentOpportunitiesRoadShowhighlightedspecialprojectsinRiointherun-uptotheupcoming2014WorldCupand2016OlympicGames.
GermanySBFledabusinessmissiontoGermany,inconjunctionwiththeGermany–SingaporeBusinessForum(GSBF)2010,withfocusonPrecisionEngineering,MedicalTechnologyandEnvironmentalTechnology.Theforumwasattendedby28Germancompaniesand36Singaporecompanieswithanover-archingfocusonforgingsuccessfulSingapore-GermanSMEpartnershipsforbusinessgrowth.TheSingaporedelegatesofelitebusinessmenfromthePrecisionEngineeringandEnvironmentalTechnologyfieldattendedGlobalConnect2010inStuttgart,aswellasotherbusinessmeetingsandbriefingsduringvisitstovariousbusinesschambersandmanufacturingfacilities.
