of budget, but also regarding the range of activities, its internal complexity, and its relationships with the outside world. CRP Henri Tudor

EDITORIAL 2007

Dear Partner,

We are delighted to present you our major achievements of 2007 in our twentieth Annual Report. What a wonderful anniversary! Twenty

years of performing in an effective way research and innovation activities in a very small country. In that respect, CRP Henri Tudor has

reached a high level of quality and maturity. The growth curve of CRP Henri Tudor is typically the one achieved by successful start-up

companies. A founding team of 6 at the end of 1987, a staff of 335 twenty years later! Since the early 80s, the history of public research

in Luxembourg is closely related to the story of our Centre, as it will be documented in CRP Henri Tudor’s Almanac 1987-2007 to be

published in October 2008.

In 2007, our Centre became full-fledged member of the European Association of Research and Technology Organisations (EARTO)

defending the interests of the most famous innovation oriented research organisations of Europe, like FhG, CEA, VTT, SINTEF, TNO, VITO,

Joanneum Research, among many other. International recognition has been achieved, based on scientific collaboration as well as on

increasing interest for the innovation model that has been conceived and implemented step by step in the last twenty years.

CRP Henri Tudor’s commitment to do the best for you is summarised by the triplet Quality, Transparency and Accountability. Since 2005,

the quality system set-up progressively over many years is ISO 9001:2000 certified. This means that client satisfaction, staff motivation

and effective process management — the three basic pillars of modern quality systems — are constantly assessed and improved.

Transparency and accountability are self-evident obligations for a RTO partly funded by public money.

In 2007, the last year of our ‘Fourth Development Plan 2004-2007’ *, all of our objectives have been fulfilled or even overtopped.

The presence of the CRP Henri Tudor has been firmly reinforced in the financial sector, in construction and in health, as well as in the

technological domains of materials, environment, and logistics. Increasing activity levels of continuous high-standard training and

normative and technological watch can be added, as well as the start-up support for high-tech enterprises. Excellent results achieved

in 2007 are shown in this report.

With the Performance Contract 2008 - 2010*, CRP Henri Tudor is entering a new era. Performance based governance will be generalised in

Luxembourg’s research and innovation landscape. This was a major recommendation issued in the recent OECD Review on Luxembourg’s

innovation policy. In the frame of this novel approach, our research teams will offer powerful new business models aimed at sustainable

collaboration with private and public partners, such as multi-annual strategic programmes or collaborative research projects where

partners can share risks, results and IP. **

The mobility of researchers and engineers of the Centre contributes in a significant way to the transfer of competences and the spirit of innovation. In 2007, 31 persons found an attractive job mainly in the private sector, bringing the total to 370 since the Centre’s creation.

Research, Development and Innovation Projects in 2007

In 2007, CRP Henri Tudor participated in 147 projects (129 in 2006).

Among these 147 projects, 52% are conducted in direct partnership with companies or groups of companies, 41% in partnership

with public departments and bodies, and 37% with universities or research centres1.

Project results are various and numerous. Few are underlined below:

· Design of 22 trainings, among which 10 are available on e-learning platform in the field of IT, open source, IFC, project

management, knowledge management, technology watch, business organisation and management, Supply Chain management

· More than 150 communications provided by the Centre’s engineers in events or trainings organised by our partners or within the Centre

· 41 prototypes or tools were developed or experimented in co-operation with partners

· 31 methods or new services designed for our partners.1 the total is higher than 100% given the same project may involve partners of various types.

In 2007, 322 partners were involved contractually in the

Centre’s projects. More than half of them are located in

Luxembourg. 196 other partners participated actively in

the projects on a non-contractual basis. See the overall

list of contract partners on page 73.

European Activitiesg

53 European projects undergoing in 2007

36% of the CRP Henri Tudor’s projects are conducted within the framework of European programmes, in particular FP6, ESA, Eureka

ITEA, Leonardo, ERDF Interreg and Objective 2, ESF Objective 3.

Within the 6th European R&D Framework Programme (FP6), CRP Henri Tudor is co-ordinator of one Specific Target Research Project,

“CASSEM” in the field of composite and adaptative structure, and has active responsibilities in 3 Networks of Excellence:

· INTEROP, in the field of information technologies inter-operability

· CMA, in the field of complex metallic alloys

· GA2LEN, in the field of allergy and health care.

The Centre participates in 4 new projects launched in 2007 within the 6th European R&D Framework Programme:

· TRIG “TRI-generation CHP and Cooling with Integrated Flue Gas-condensation Based on Solid Biomass Fuels”

· SEMS “Sustainable Energy Management Systems”

· NAVOBS+ “Expanded and Competitive Network of GMES Service Providers and Customers”

· IP4Inno “Intellectual Property for Innovation”.

3 other new projects were launched in 2007 within Eureka-ITEA clusters, in the field of mobile technologies, multimedia contents

and trusted security platforms.

The Centre is member of several European networks and committees:

· Member of the European BIC Network (EBN, member of the Board of Directors and mandated as expert to evaluate Business

Innovation Centres), European Space Incubator Network (ESINET), Gate2Growth Incubator Forum

· Member of the European Association of Research and Technology Organisations (EARTO)

· Active participation to the European Research Consortium in Informatics and Mathematics, ERCIM (member of the Board of

Directors and of several working groups)

· Several participations in COST (European Cooperation in the field of Scientific and Technical Research) committees in the field

of materials and information technologies.

Scientific and Academic Activitiesg

Incubator Activitiesg

In 2007, CRP Henri Tudor’s researchers published 72 scientific articles in peer reviewed international journals or conference

proceedings. Engineers of the Centre are member of review committees in 11 international journals.

31 PhD students are trained within the Centre in partnership with foreign universities: 16 in the field of material structure

simulation and modelling, 10 in information technologies and organisation, 3 in environmental technologies, 1 in health care

technologies, and 1 in Supply Chain management. Eight students defended their thesis with success in 2007: Gateau Benjamin, Le

Loirec Cindy, Solvi Anne-Marie, Abbadi Ahmed, Azaouzi Mohamed, Boudaoud Hakim, Minea Alexandru, Humbert Jean-Philippe.

Several engineers of the Centre participated in research evaluation :

· as evaluators for research programmes at national level (Belgian and Slovak National Research Funds) and European level (7th

European R&D Framework Programme, COST)

· as member of the jury of doctoral thesis at the universities of Twente (NL), KU Leuven (B), Hasselt (NL), Genève (CH), Namur (B),

Strasbourg (F), and the Ecole Nationale Supérieure des Mines (ENSM) of Saint-Etienne (F).

28 engineers of the Centre gave more than 500 hours of teaching in European universities in 2007.

80 students are following the three international Master courses co-organised with partner universities:

· The Master “IT and Innovation” opened its 9th session, gathering 39 attendees in the three ongoing sessions, and having 7

students graduated in 2007. It is organised in partnership with the University of Nancy 2 (F) and the Facultés Notre Dame de

la Paix of Namur (B);

· The Master “Management Sciences with a Specialization in Quality” 3rd session was launched, gathering 14 attendees, and

10 graduated in 2007. It is organised in partnership with Paul Verlaine University of Metz and the University of Quebec in

Trois-Rivières;

· The Master “Management of Information Systems Security” opened its 2nd session. Gathering in the two ongoing sessions 27

attendees. It is organised in partnership with the University of Luxembourg.

55 new contacts were made, with the final acceptance of one new business in the incubator (GentleSecurity - www.gentlesecurity.com -

active in the field of computer security) and the support for the creation of two further businesses, one of which was set for final

approval in January 2008. This brings the number of businesses accepted since Technoport’s creation in June 1998 to 41. Two

more companies joined the already 8 grown out “success stories”: COnOSTIx and EPURAMAT (see details on pages 64-65).

Training and Dissemination Activitiesg

In 2007, the Centre Henri Tudor organised 145 qualifying trainings gathering 1,450 attendees. Altogether, 196 days of qualifying

trainings and 97 days of Master courses have been organised.

The Centre organised, in co-operation with local and international partners, 51 conferences, attended by 1,909 people. The main

ones are:

· “L’outsourcing informatique dans le secteur financier” (94 attendees) 21 March 2007, in partnership with the Association des

Banques et Banquiers Luxembourg (ABBL)

· “Congrès annuel 2007 GestionDeProjet.lu” (93 attendees) 24 October 2007, in partnership with SPIRAL network

· “REACH information seminar” (83 attendees) 10 May 2007, in partnership with the Chambre de Commerce and the Fédération

des Industriels Luxembourgeois (FEDIL)

· “RSSI : Le “BANQUIER” de vos informations” (79 attendees) 19 December 2007, in partnership with CLUSSIL and SPIRAL

In 2007, 12 engineers of the Centre were members of ANSIL (Association de Normalisation pour la Société de l’Information

Luxembourg) and participated in two of its expert committees:

· SC7 “Software & Systems Engineering”: head of delegation, editor for ISO/IEC20.000-4 (IT Service management process

and “Process Assessment ISO/IEC 15504”,

In 2007, the following agreements deserve some particular attention:

· The signing of a collaboration agreement with the University Badji Mokhtar of Annaba in Algeria aiming at the supervision

of PhD theses guided by both institutions, the exchange of researchers, as well as the submission of joint RDI projects, in

particular in the field of modelling and simulation. A first result of this agreement was the welcoming in Luxembourg of an

Algerian researcher and the publication of a joint article in a renowned scientific journal,

· The signing of a collaboration agreement with the University of Aveiro in Portugal, in presence of the ambassador of Portugal.

The agreement targets the exchange of researchers and the definition of joint RDI projects,

· The signing of a strategic co-operation agreement between the CITI and the Centre d’Excellence en Technologies de

l’Information et de la Communication (CETIC) located in the Walloon Region. This synergy will give rise to a European centre

of excellence in the quality of software services and products,

· The signing of a partnership agreement with the Luxembourg section of the Conseillers du Commerce Extérieur de la France.

The main objectives are to encourage the creation of innovative companies and their establishment in the area of the Grande

Région and to collaborate within the framework of joint RDI projects and post-graduate training.

Furthermore, CRP Henri Tudor has initiated a collaboration with the University of Chemical Technology and Metallurgy of Sofia

in Bulgaria. First common European projects will be submitted in 2008. Of note is the renewal of the contacts with the Centre

International des Technologies de l’Environnement de Tunisie (CITET) in Tunis, too.

The measurement of customer satisfaction is done by an external company to ensure neutrality of the survey.

It is carried out in two stages:

· A quantitative measure of satisfaction by telephone from clients who closed their contract to establish the “barometer” below

· An analysis with several qualitative interview to deepen the dissatisfaction and the topics of improvement

About 71 customers contacted, 51 responded, representing a return rate of 72%. And 12 interviews were carried out.

2007 hIghlIghTS FoR ThE DEpARTMENT AS A wholE:

The following factors have contributed most to the department’s reputation:

· The SC-CONSTRUCT “Sustainable and Competitive Construction” project has made it possible to federate all the key actors in

construction around the theme of the Supply Chain within the field of construction and within a large construction project, namely

the project owner, the project manager, contractors and subcontractors. The overall success of this project lies in the involvement of

three major public project owners: the Adminstration des Bâtiments Publics, the City of Luxembourg and the City of Esch-sur-Alzette.

The project has thus led to the design of a five-year collaborative research programme starting up in 2008. Within the framework

of this programme, the model developed in SC-CONSTRUCT will be used in medium- and large-scale construction projects in order to

increase the value for the customer and the user whilst at the same time reducing delays and costs and generating higher profits for

organisations.

· There is an increased quality awareness on the part of administrations and public services, thanks in particular to the LPO “Lean

Public Organisation” project, implemented in the spirit of improving the state of Luxembourg’s productivity and competitiveness. The

LTI has thus raised awareness amongst the management of most administrations and public services about the issue of quality and

performance. Several events were organised, including a one-day event devoted entirely to quality in the public sector; each occasion

attracted around a hundred participants from the said sector. The LPO project has also induced the Ministère de la Fonction Publique

et de la Réforme Administrative to think about defining a collaborative research programme that will run for several years within the

field of public service improvement.

· The laboratory is participating in a new project of the Seventh European Framework Programme on the development of a methodology

and the assessment of the impact of FP5 and FP6 projects in the field of Transport.

· The strategy for developing activities related to scientific research into materials has produced its first results. From among many other

results, we must emphasize in particular the acceptance of a patent in the field of PVC stabilization. In addition, a new section of the

laboratory dedicated to the creation of new materials and to prototypes of analytical instruments was unveiled in September 2007.

The new section allows researchers to work on the entire life cycle of the materials, from design to recyclability, including studies on

their functionality. It is now possible to anticipate the lifespan of a material and forecast its recyclability. The new section also allows

researchers to design new manufacturing processes and improve current processes.

· Finally, by using the project management method based on the Theory of Constraints for the first time in a microelectronic engineering

environment (200 engineers), it was possible to reduce the duration of projects by 30% in six months and to improve compliance with

deadlines by between 15 and 50%.

“STRATEgy AND MANAgEMENT” SCIENTIFIC AND TEChNologICAl UNIT

The unit’s aim is to develop and maintain skills in order to improve business productivity and competitiveness through management system

and business organisation performance as well as Supply Chain synchronization.

2007 hIghlIghTS:

The unit can pride itself on tangible impacts on the economy in 2007.

Thus, the LPO “Lean Public Organisation” project on quality in administrations and public services ·

made possible the assembly of some 80 professionals for the one-day Quality in the Public Sector event

held on 11 July 2007, which was supported by the Ministère de la Fonction Publique et de la Réforme

Administrative. A number of training sessions and events targeting public administrations with the aim

of continuous improvement in public administrations, have allowed LTI to train 70 people and raise

awareness among a hundred or so. A dozen administrations have started up improvement programmes

and obtained convincing first results. A tool for measuring customer/citizen satisfaction was developed

and implemented in two administrations. Feedback on this project was presented at the EIPA conference

on quality in public services in Europe held on 11 and 12 October 2007 in Lisbon.

The SC-CONSTRUCT “Sustainable and Competitive Construction” project aimed at improving the ·

competitiveness and perenniality of the construction sector, enabled public project owners to become

aware of productivity losses in their sector. A collaborative model capable of producing considerable

gains in productivity and value creation was developed and applied in a pilot project financed by the

private sector. Two other pilot projects are currently being drawn up. Nine workshops were organised

bringing together 25 organisations (public project managers, companies, architects, engineers and

suppliers). Forty people participated in the workshop held on 10 May 2007, during which British

experiences with new models of PPP collaboration were presented. Lastly, about 40 people from the

Ministère des Travaux Publics attended awareness raising activities.

Competitiveness and productivity in production and service industries were improved. · The unit enabled

a high-tech company to reduce its manufacturing cycles by over 50% (from 5.7 to 2.9 weeks) and

outstanding discounted bills (from 6.1 to 3.3%), with an increase in the rate of compliance with

delivery dates (95%). The company is now able to offer delivery deadlines corresponding to 60% of

those of the market! The unit enabled a research and development team to reduce the duration of

projects by 32% and increase the rate of compliance with project deadlines by 15%, to 50%, thanks

to an innovative project management approach based on the Theory of Constraints. The unit was

responsible for a 6.25% increase in the turnover of a well-known training organisation generated by

customer relations engineering.

Finally, also worthy of note:

The publication through the Quality Pass project “Passport to Quality for Very Small and Small ·

Enterprises” of the PAC-PME pedagogical guide, consisting of a set of documents on tools for increasing

the competitiveness of SMEs.

The launch of the third intake of the “Master in Management Sciences Specializing in Quality” organised in ·

conjunction with the Paul-Verlaine University in Metz and the University of Quebec in Trois-Rivières.

International recognition with the integration of the COST “Comparative Research into Current Trends in ·

Public Sector Organisation” programme, the integration of European CAF groups, the integration of the

International Association for Research into Entrepreneurship and SMEs, “AIREPME”, the establishment

of numerous partnerships, notably with the University of Nancy 2, the Paul-Verlaine University in

Metz, the Institut National Polytechnique de Lorraine, Cranfield University, the GISEH network and the

University of Paris X.

ZooMINg IN oN ThE RESUlTS oF ThE pRoJECT … QUAlITy pASS

Quality passport for small and very small companies

The project Quality Pass « Passport pour la qualité des petites et très petites entreprises », co-financed by the European Regional Development Fund (ERDF), aimed at improving the sustainability of small and very small enterprises. Every year, 700 bankruptcies of small and very small enterprises are declared in Luxemburg. More than 40 % of the companies disappear before having reached their 5th year of existence.

The project focalised on two major points :

Awareness of small and very small enterprises on the importance of continuous improvement ·

The design and distribution of continuous improvement tools adapted to small and very small ·

enterprises.

Main results are:

The organisation of the « Salon des Bonnes Pratiques » in 2004 and 2006. Unique exchange and ·

discussion platform on the best management practices dedicated to small and very small companies, the

Salon des Bonnes Pratiques gathered more than 200 participants at each session

Seminars and awareness actions targeting shopkeepers and craftsmen, in collaboration with the local ·

administration of several cities

A report on the commercial attraction of the City of Schifflange ·

The design of a diagnostic tool and its implementation in 40 companies ·

Numerous improvement actions conducted in partnership with shopkeepers and craftsmen ·

The design and distribution of a complete improvement toolset dedicated to small and very small ·

enterprises

“MoDEllINg AND SIMUlATIoN” SCIENTIFIC AND TEChNologICAl UNIT

The unit’s aim is to make available to businesses a data analysis and computational mechanics skills centre and thereby help them improve

their products and processes.

2007 hIghlIghTS:

The doctoral thesis by Dr Heng Hu dealing with “Multi-scale Modelling of Sandwich Structures”, co- ·

supervised by the unit, was awarded the prize for the best Chinese thesis in France by the Chinese

Research Ministry. The work was carried out in collaboration with the Paul-Verlaine University in Metz.

Three theses co-supervised by the unit were successfully presented in 2007: the thesis by Dr Ahmed ·

Abbadi entitled “Characterization of Fatigue-Loaded Sandwich Structures with Honeycomb Cores” (Paul-

Verlaine University in Metz), the thesis by Dr Hakim Boudaoud on “Modelling of the Active-Passive

Shock Absorption in Structures” (Paul-Verlaine University in Metz) and the thesis by Dr Mohammed

Azaouzi on “Modelling of the Numerical Optimization for Drawing Precision Parts in Fine Sheet-metal

Manufacturing” (Institut National Polytechnique de Lorraine in Nancy).

Four additional doctoral theses are being co-supervised: the thesis by Lyasid Bouhala entitled “A Study ·

of Crack Propagation in Solid Oxide Fuel Cells Based on the Meshless Method” (University Louis Pasteur

in Strasbourg and IIT Kumpur in India), the thesis by Anca Maria Nagy on “Analysis and Synthesis of

Multi-model Structures for Simplifying Models Application to Purification Stations” (Institut National

Polytechnique de Lorraine in Nancy), the thesis by Imen El Khaldi on “Definition and Optimization of

Form in Processes for Shaping Thin Sheet-metal” (Paul-Verlaine University in Metz) and lastly the thesis

by Mohammed Moumnassi entitled “Simulations in Ambient Space: an Application of Partition-of-unity

Methods to Integrate Independent Mechanical Engineering Simulations” (Paul-Verlaine University in

Metz).

The proposal for the project on extended piezoelectric strain rosette approach for structural health ·

monitoring of a vibration control has been accepted by the European Space Agency (ESA). This project

will be carried out in collaboration with the Université Libre de Bruxelles and Politecnico di Torino and

will begin in 2008.

Finally, the unit has been · very active with regard to international collaboration, given that a collaboration

agreement was signed on 27 June 2007 with Aveiro University in Portugal. The agreement is the result

of a lengthy collaboration between the unit and the research team of Professor José Gracio. The unit

was also responsible for bringing together the CRP Henri Tudor and the University of Annaba in Algeria.

As result, in June 2007, an agreement between the two parties was signed with the aim of promoting

exchange in the field of research and innovation. Over the coming years, this collaboration will be

cemented through joint research projects.

“MATERIAlS” SCIENTIFIC AND TEChNologICAl UNIT

The aim of the “Materials” scientific and technological unit is to develop and maintain a materials test and inspection centre (materials

clinic) in order to improve business productivity and competitiveness by improving products and processes.

2007 hIghlIghTS:

On 24 September 2007 the · new laboratory section (200m2) dedicated to the creation of new materials

and to prototypes of analytical instruments opened. The new section allows researchers to work on the

entire life cycle of materials, from their design to their recyclability, while including studies on their

functionality. It is now possible to anticipate the end of life of a material and forecast its recyclability.

The new section also allows researchers to design new manufacturing processes and improve current

processes.

The unit submitted, in collaboration with a large panel of national and international partners, a project ·

proposal aiming the development of new technological solutions for making plastic components and

innovative interconnections for mobile communications applications, including those used at high

frequencies for aeronautics.

The proposal for the “Solar Sail” project was accepted by the European Space Agency (ESA). This ·

project, carried out with the Centre Spatial de Liège, DuPont de Nemours, the Laboratoire de Surface et

Génie des Surfaces, EADS Astrium, Samtech and the CRP Gabriel Lippmann, aims to devise a solar sail

for propelling satellites in the context of a reconnaissance mission to the planet Mars.

Development of three unique surface treatment and materials analysis prototypes: · the first prototype,

devoted to surface treatment of materials via atmospheric plasma, was built in collaboration with

VITO. This prototype has the characteristic of being able to treat large-scale samples and work in

a dynamic mode to simulate projection speeds. The second prototype combines a chamber for the

surface treatment of materials in a pressure vacuum and an analysis chamber equipped with an x-ray

photoelectron spectrometer (XPS). The third is intended for dynamic mode analysis of materials

subjected to constraints, whether radiative, thermal, chemical or mechanical. The chosen mode of

detection is electronic microscopy, with the possibility of working in environmental mode.

The · 1st Plasma Day was held on 21 November 2007. This event was attended by about 50 participants

who wished to discover the latest innovative applications in terms of surface treatment via atmospheric

plasma conducted in the laboratory.

The laboratory continues to be the principal actor in the field of materials, with · over 5,000 samples

tested this year.

The laboratory successfully passed its maintenance of ISO CEI 17025 accreditation for its trials and ·

calibration. The laboratory is also accredited as a Notified Body for construction products.

From now on the unit welcomes · four doctoral students, since the RDI team of the laboratory was joined

by Gregory Mertz. His area of study deals with understanding ageing mechanisms through an innovative

approach that consists of the dynamic mode probing of ageing phenomena in situ.

Two post-doctorates have also come to strengthen the scientific life of the laboratory. The first, ·

Sylvain Thibault, is working on the development of innovative biosensors and the second, Abdelghani

Laachachi, on the development of nanocomposites with improved properties.

The laboratory has welcomed two internationally renowned researchers: Professors Said Ahzi and ·

Alfredo Marquez. Whilst the first comes from the University of Strasbourg and has been able to compare

his theories on numerical modelling to the unit’s experimental approaches, the second, originally

from Chihuahua (Mexico), is more interested in the topic of biosensors. Over the coming years these

collaborations will be cemented through joint research projects.

Excellence in thermal analysis

Thanks to the project THERA, co-financed by the European Regional Development Fund (ERDF Objective 2) with the collaboration of NETZSCH, the unit has been able to set up a recognized pole of competences in thermal analysis and accelerated ageing.

The laboratory has equipped itself with performance instruments such as a calorimeter, a thermobalance, a laser flash and a dilatometer, enabling it to access properties such as phase transitions, thermal stability, thermal expansion coefficients, thermal diffusivity and conductivity. At the same time, competences in accelerated ageing through radiative (simulation of the solar spectrum), thermal or chemical (simulation of a saline environment) constraints in combination with electrical impulses or mechanical efforts now allow the unit to simulate as closely as possible, the conditions of ageing for materials in usage conditions. This type of competences in thermal analysis and accelerated ageing corresponds to the needs of companies both in Luxembourg and abroad, as well as those of the academic world. The unit has been induced to study subjects including thermal transfer in turbine blades in collaboration with the Institut National des Sciences Appliquées (INSA) of Strasbourg, to determine the remaining potential of polyolefines and the problems caused by the inclusion of recycled matter in new materials.

Taking into account the industrial and academic demands placed on the laboratory, and the international recognition gained as a scientific expert within the framework of the Evitherm Institute, it can be said that this area of competences has now reached cruising speed.

The lTI on a nano scale

Thanks to the project SYNTHESE “Synthesis of Nanocomposites”, co-financed by the European Regional Development Fund (ERDF Objective 2), the unit has embarked on the development of nanocomposites. This subject area is a real innovation in the process of perfecting materials. In fact, the incorporation of nano-objects to strengthen the base matrix has some fairly exceptional virtues. Polymer nano-composites (polymers strengthened with small quantities of mineral or organic particles of nanometric size), for example, increase the mechanical and thermal properties of the base polymer considerably. While at first the acquisition of competences was accelerated by means of a collaboration with the Centre for Study and Research on Macromolecules (CERM) of the University of Liège, the laboratory then worked on mastering development processes in order to improve the compatibility of the constituents and the dispersion of particles within the matrix to take full advantage of their synergy. The laboratory was also able to work on biopolymeric matrices (polycaprolactone PCL, polylactic acid PLA) and polymeric matrices (polymethacrylate of methyl PMMA, polyvinyl chloride PVC or polyethylene terephtalate PET) reinforced by either strip particles (clay layers) or spherical ones (zinc oxide, titanium dioxide, calcium carbonate). Convincing results, such as an improvement in the thermal stability of PVC, an increase in the mechanical properties of PMMA or barrier properties of PCL, have been obtained and disseminated at international conferences and through the registration of a patent.

The world of nanotechnologies, which constitute a path to innovation for the coming years, is now within the LTI’s reach.

Reliability of materials: Innovating in characterization for better performance

The characterization of the properties of materials is essential for a better understanding of the phenomena within materials, and thus for a better comprehension of their reliability. From within this framework emerged the project ICIMAT “Innovation in the Integrated Characterization of Materials”, co-financed by the Ministry of Culture, Higher Education and Research and by the private sector. This project aimed at implementing an innovative procedure for characterizing the performance of materials in partnership with various manufacturers.

A common procedure was applied for each partner or client in accordance with its specific needs. This procedure is based on the following four elements:

Physicochemical characterization of materials in an initial state ·

Initiation of controlled constraints at the level of the material ·

Reproduction of specific damage ·

Assessment of the intrinsic properties of materials following damage. ·

This procedure proved fruitful in the context of understanding the thermal stability of battery separators, the aesthetic stability of floor coverings and the mechanical holding of laser-welded alloys. This project allowed the unit to bring on board an impressive number of partners, both industrial (MONDO Luxembourg SA, Circuit Foil, Amer-Sil, DuPont de Nemours, Euro-Composites, IMATEC SARL, Guardian Luxcoating SARL) and academic (Plastinnov, Laboratoire de Spectométrie de Masse et de Chimie Laser - LSMCL, Institut National des Sciences Appliquées de Strasbourg - INSA, Bourgogne Technologies).

The LTI now has its sights set on the next stage, which consists of becoming free from degradation processes.

2007 hIghlIghTS FoR ThE DEpARTMENT AS A wholE:

The Fourth Development Plan (2004-2007) has allowed the CITI to implement its multidisciplinary expertise in service-focused innovation.

In this way the five Scientific and Technological Units (UST) organise and manage the competences of the CITI’s RDI engineers. With

regard to innovation activities, these are organised by structures that are transverse to those of the UST, Innovation Platforms (PFI)

oriented towards the major target challenges: quality, security, human capital, interoperability, and technology assessment.

2007 saw some promising breakthroughs for certain sectors in anticipation of the Fifth Development Plan:

In 2007, the department’s ambitions regarding software engineering quality were confirmed and strengthened with the signing of a

strategic co-operation agreement between the CITI and the Centre d’Excellence en Technologies de l’Information et de la Communication

(CETIC) located in the Walloon Region. This synergy will give rise to a European centre of excellence in the quality of software services

and products.

Finally, in 2007 the CITI was able to position itself in Luxembourg as a pioneer in innovation with regard to service and its emerging

research component, namely the “Science of Services”:

SMEs Co-operation Support

The team of the project MG “Mutualize for Gain – Feasibility Study”, carried out in 2007 in the framework of Interreg, in partnership with the Chambre de Commerce et d’Industrie du Luxembourg Belge and the Chambre de Commerce et d’Industrie de Meurthe et Moselle, performed a feasibility study from which many useful lessons were learned for undertaking a mutualisation project with various economic actors. That conceivable mutualisation projects are not the same for all types of network, that there are fundamental differences to be taken into account when working with SMEs, that different approaches are required depending on the topic, domain or region, etc. For this purpose, the team dissected the local economic tissue, identified the different types of existing networks and their characteristics, compared mutualisation to other options, such as outsourcing and subcontracting, and highlighted different types of approach.

When it came to the implementation of a mutualisation project, it became clear that the success of the project is also influenced by “human” constraints. In addition, numerous “relational” requirements were revealed over the course of the project. An evident need emerges to support the progressive collaboration building between all the actors with the help of different integrated methods and to carefully define a mechanism for governing relations that is acceptable and fair to all partners.

This first project allowed the partners to identify which paths to follow, particularly by means of a new experimental project (MG2, Mutualize for Gain - phase 2) which has been submitted in January 2008 within the framework of the Interreg IV programme. The MG2 project, based on this study, is designed to identify the experimentation terrain, the type of federative project as well as the methodological and technical means that must be anticipated in order to respond to the collaboration conditions and constraints.

Improvement in IT practices: the Centre well positioned on international level

The EQN project “European Quality Network” came within the framework of the “Transnational Network” action of the European programme LEONARDO. The aim of the project was to set up a European certification association supported by European training bodies. Organisations from 18 countries participated in the project and put in place a set of quality criteria and common certification rules, within the framework of the “Life Long Learning” programme for the IT and services sector. This made it possible to set up a pool of job roles certified to high level of comparable European standards, which translates into a set of syllabi and skill cards, a European pool of questions and exam systems (automated portals), and a set of criteria for a common certification process.

The main project results are:

The establishment of quality criteria allowing the acceptance of new job roles into the association, ·

the accreditation of training bodies, the certification of trainers promoted by the association, and test

criteria for certifying learners who have followed the process for a given job role

The development of a concept and the definition of the legal structures necessary for starting up the association. ·

Two conferences were held to launch the association, in accordance with training quality and certification

criteria, with the support of portals associated with the principles of certification and examination

The creation of the European on-line services portal (www.eu-certificates.org) to be a platform for ·

on-line testing for learner certification. The portal also offers a library of publications, case studies,

experience feedback, network exits and/or quality projects, such as EuroSPI (www.eurospi.net), SPIRAL

(www.spiral.lu) and CASSIS (www.cassis.lu) in Luxembourg, or FISMA in Finland

Training for trainers: supplying the pool of job roles by aligning the proposed training sessions (syllabus, ·

skill cards and training supports) into line with EQN criteria, and within the consortium providing

training to trainers interested in these job roles.

For the Centre and for Luxembourg, these results have made it possible to develop the CASSIS network

(providing IT advice for SMEs) to the European level, and to offer the profession of IT Consultant in the

software package selection. This profession is thus part of the pool of job roles that respect the certification

quality criteria at European level. In addition, the results of some of the CITI’s R&D projects in the domain

of quality and the CASSIS network (articles on experience feedback, frames of reference and methodological

guides, templates, etc.) have contributed to the on-line library.

language, tools and methods for creating, improving and validating e-business transactions through modelling

The objective of the project e-FFICIENT “E-Business framework for an efficient capture and implementation of end-to-end transactions” was to facilitate the creation, improvement and validation of e-business transactions by business experts without specific IT knowledge. e-FFICIENT is a project financed by the National Research Fund (FNR) which ran for a total of five years beginning in 2002.

The project first concentrated on the modelling of e-business transactions, through the development of a modelling language based on UML and the implementation of an adapted tool (a plug-in to MagicDraw UML). The project developed a methodology and a toolset for transaction validation consisting of having the transaction “played” by vocational experts, collaboratively, through the intermediary of a tool called “e-FFICIENT animator”. In this way each expert can participate in the animated transaction via a web interface and guarantee quality by receiving and sending of business messages.

e-FFICIENT also produced a method that led to the creation of a first version of a transaction model based on a business idea: this pragmatic method known as “Chaining” operates through successive refinements of needs expressed by business experts and through a selection of existing transaction patterns based on these criteria.

The final months of the project were devoted to increasing the functional perimeter of tools so as to extend their field of use, in particular to allow the reuse of transaction patterns, to integrate an open source business rules engine (JBoss Rules), and to improve their interoperability via the support of existing standards (particularly WS-BPEL 2.0).

Lastly, numerous scientific publications and tutorials were produced over the course of the project, particularly for conferences and workshops, on ESEC and CoopIS in 2003, ICEIMT in 2004, CAISE, IADIS and REBNITA in 2005, and CAISE and SoS4CO in 2006. The project results have been used in the framework of a project aimed at facilitating import/export transactions between Asia and Europe in various services, especially in the financial domain and for pedagogical purposes. Currently, a project named eTransMod “Electronic Transactions Modelling” for strengthening and transferring methods and tools is under way.

Improving inter-/intra-organisation interoperability

The NoE Interop Project (Network of Excellence - Interoperability Research for Networked Enterprises Application and Software) was a support project for the European Excellence Network of the 6th Framework Programme. The network brought together a consortium of 51 participants to carry out research activities related to inter-/intra-organisation interoperability. The CITI participated in the development of deliverables, information exchange workshops, scientific publications, case studies and the organisation of dissemination events.

The objective of the NoE Interop network was to improve inter-/intra-organisation interoperability by means of a multidisciplinary approach comprising three key subject components:

Business modelling to define needs in terms of interoperability ·

Technologies (architectures and IT platforms) to provide solutions in terms of interoperable systems ·

The formal representation of a set of concepts (defining ontologies) to identify the semantics of in-house ·

interoperability and thereby ensure the link between IT architectures and business level requirements

The project provided the opportunity to strengthen and develop the research activities of several of the CITI’s scientific and technological units, particularly the units devoted to certification and modelling reference systems, and to software engineering. It was possible to validate results already obtained on projects (for example, on projects such as ACCES-PME, e-FFICIENT, LINK-ALL, MobileTTE, Carlink, GERAMO, Passepartout, Cassis.Net, RED – detailed descriptions at www.citi.tudor.lu) by comparing them to the network’s European scientific expertise. The CITI’s “Interoperabilty standards and e-business” innovation platform ensured the coherence of the subjects covered, and verified of the alignment of its strategy with the scientific orientations of the network.

This project also contributed to strengthening CRP Henri Tudor’s international position in these domains, in terms of partnership with European universities, mobility of researchers, organisation of conferences

An innovative btob software solution

The project TASMANIA “Two-way Satellite Secure Media Delivery Monitoring”, co-financed by the European Space Agency (ESA - programme ARTES 3) and co-ordinated by the Luxembourg start-up Flowing Content, made it possible to produce a software solution ensuring satellite delivery of audio masters, control and follow-up of operations carried out using satellite return path (SATMODE technology). This software solution is made up of two main modules:

The transport chain (satellite file delivery) implemented by Flowing Content ·

The web interfaces (delivery monitoring and administration) that pilot the transport chain, implemented ·

by the CRP Henri Tudor.

The design and development of the transport chain were carried out so as to take into account the constraints of traceability, reliability, security and transparency. These are common constraints in the industrial world. Taking them into account in the design and development of the transport chain means that it will be possible in the future to better respond to the actors’needs in the sector. It should also be noted that the solution was produced with the continuous user evaluation.

A number of experiments in real conditions have demonstrated the good operationality of the application.

An inter-regional methodology for anticipating competences related to innovation, information and communication technologies (ICT) in job roles

The aim of the ABILITIC project, co-financed by the European Regional Development Fund (ERDF) and the Ministry of Culture, Higher Education and Research (MCESR) within the framework of the Interreg IIIA programme was to improve the anticipation methodology developed by CRP Henri Tudor with the help of inter-regional exchanges, and to test it out on a sample of professions distributed among the project partners, for the purpose of inter-regional transfer. The project was carried out in collaboration with FOREM (Walloon public service for employment and professional training), IFAPME (Institut Wallon de Formation en Alternance et des Indépendants et Petites et Moyennes Entreprises), MIRELUX (Mission Régionale pour l’Emploi du Luxembourg), IWEPS (Institut Wallon de l’Evaluation, de la Prospective et de la Statistique), INFFOLOR (Portail d’Information sur les Métiers, la Formation et l’Emploi), OREFQ (Observatoire Régional de l’Emploi, de la Formation et des Qualifications) and TECHNOFUTUR TIC (competences centre in ICT).

The most significant results are:

Selection of eight professions and development of frames of reference for related competences: logistics ·

manager, heavy vehicle mechanics, process technician for wood houses, central heating installer,

Information Security (IS) auditor, IS consultant, Engineer in charge of monitoring IT incident, IS

Skills anticipation methodology improved and enriched by exchange of practices between inter-regional ·

preparing job seekers, engineers and managers for the competences of the future

The aim of the PRECODEM project “Preparation for the competences of the future for job seekers”, co-financed by the European Social Fund (ESF), was to design, implement and evaluate new approaches to training and the battle against unemployment. In fact, according to economic studies conducted by STATEC in 2004 and the results of previous studies carried out at CRP Henri Tudor, there was an obvious gap between the profile of job seekers and the competences sought after by the market.

The following actions were thus undertaken:

Development of frames of reference integrating the advanced practices and technologies of two ·

occupations, Programmer Analyst and Network Administrator, in response to strong demand from the

employment market

Design, on the basis of these frames of reference, of innovative trainings related to these advanced ·

practices and technologies aimed at job seekers, with the objective of increasing their employability

and helping them to better position themselves in an unfavourable economic context

Evaluation of the contribution of training to the competence capital of job seekers, in particular by ·

means of an evaluation mechanism of the computer-assisted testing kind

Evaluation of the mechanism’s contribution (frames of reference - testing - trainings - testing) for ·

the Administration de l’Emploi (ADEM) and the structures involved in the payment of benefits to job

seekers

The analysis of the strategic and value dependencies carried out by the project team on the PRECODEM mechanism were aimed at determining the viability and the perenniality of a socio-economic mechanism of this type for the different stakeholders, namely the Administration de l’Emploi, training centres, businesses and job seekers. This analysis has enabled the proposal of a working model that takes into account the challenges and the interests of these stakeholders.

The validation of this model revealed certain limitations of the mechanism in its present form and a number of areas for improvement for subsequent training components. This analysis also showed that mechanisms like PRECODEM must be part of a logic of mutual development and the necessity for medium or long term investment between businesses, training centres and employment agencies.

On 7 May 2007, · the activities of the Luxembourg REACH Helpdesk were officially launched at a press

conference presided over by the Minister of the Economy and Foreign Trade, Jeannot Krecké, and the Minister

of the Environment, Lucien Lux. The REACH Helpdesk meets an obligation of the European regulation REACH

(Registration, Evaluation, Authorization and restriction of CHemicals). The regulation, which came into

force on 1 June 2007, deals with the registration, evaluation, and authorization of chemical substances

and the restrictions that apply to them. Within this framework, the European Union member states must

set up national technical assistance services in order to help businesses, particularly SMEs, to comply with

the regulation requirements. (For more details see insert below.)

From 14 to 16 September 2007, the CRTE and the Ordre des Architectes et des Ingénieurs-conseils (OAI) ·

participated in Oekofoire 2007, with a joint stand devoted to the R&D work of the CRTE in the field of

eco-technologies, as well as on concepts of sustainable rainwater management in urban environments.

To illustrate these concepts, taken from the Cleaner Production Guide produced by the CRTE for the

Administration de la Gestion de l’Eau, the CRTE and the OAI organised an exhibition of construction projects

based on the concepts and designed by OAI members on their stand.

Lastly, the CRTE contributed to the · installation of innovative sanitary technologies in operation in the

sanitary block on the site of the “All We Need” exhibition held to mark the 2007 year of culture in the Halle

des Soufflantes in Belval. These installations allow considerable water savings as well as the recuperation

of nutrients that can be reintroduced into the natural matter cycle. Posters were used to inform the public

and a survey was carried out amongst visitors on their acceptance of the innovative sanitary technologies,

with very positive results.

Since 2007, the CRTE has taken on the responsibility of running the REACH Helpdesk on behalf of the Ministry of the Economy and Foreign Trade and the Ministry of the Environment. The key facts for this first year of action are:

compliance with the requirements of the REACH regulation

Organisation of a series of seminars on REACH, including the information session held on 10 May 2007 ·

to identify the needs of businesses in Luxembourg, to help them position themselves in the Supply

the resulting main deadlines businesses are facing. This leaflet is available from the CRTE, the Chambre

“SUSTAINAblE CoNSTRUCTIoN” INNovATIoN plATFoRM

The aim of the “Sustainable Construction” innovation platform is to contribute, through its skills and expertise, to the development of

sustainable construction in Luxembourg, which includes environmental protection, land management, sustainable urban concepts and the

production and use of construction materials that are environmentally friendly and ensure a rational use of energy.

2007 hIghlIghTS:

In July 2007, · the guide to sustainable construction and renovation was updated for the first time. New

construction materials and the latest data on environmental impacts were added. In addition, public

and private actors were trained in sustainable construction in general and in particular through the use

of the guide. The guide can be consulted or downloaded free at www.crtib.lu/Leitfaden.

Organised jointly with the Ordre des Architectes et des Ingénieurs-conseils (OAI), · the 4th edition of

the training cycle “Bauen & Energie - Constructions & Energies” on sustainable construction, rational

energy use and renewable energies was held between November 2006 and March 2007. The subjects

dealt with over the course of the training cycle had been determined by a working group initiated by

the OAI and the CRTE that brought together experts from the Agence de l’Energie, the Ministère des

Classes Moyennes, du Tourisme et du Logement, the Ministry of the Environment, the Oeko-Zenter

Lëtzebuerg and the University of Luxembourg. (For further details, see insert on next page)

“ClEANER pRoDUCTIoN” SCIENTIFIC AND TEChNologICAl UNIT

The “Cleaner production” unit’s aim is to reduce the environmental impacts of industrial installations, commercial facilities and communities

by taking a proactive and integrated approach to sustainably managing material flows (renewable and non-renewable natural resources, air,

water, land, by-products and waste) and energies (electricity, heat, cold, renewable, alternative and non-renewable).

2007 hIghlIghTS:

The Interreg IIIA WLL Valorboues project “What solutions for the future of biosolids in the transborder ·

zone”, which was completed in December 2007, made it possible to carry out an assessment of sludge

deposits in the transborder zone, make an inventory of the technologies available for treating biosolids,

and conduct a multi-criteria evaluation of the proposed procedures, taking into account economic,

technical and environmental aspects. The latter evaluation revealed the most favourable sludge treatment

procedures for the transborder zone and will be able to be used as a decision-making aid for development

of biosolids at the transborder level, particularly in Luxembourg, in the framework of the renewal of the

Waste Management Plan.

In the framework of the AGID project “Integrated and sustainable analysis and management of ·

material and energy flows in business”, co-financed by the Structural Fund (ERDF Objective 2), the

CRTE collaborated with the Centre Hospitalier Emile Mayrisch (CHEM) of Esch-sur-Alzette. By using the

method for managing material and energy flows, the flows of infectious waste in the CHEM laboratories

were reduced by 20%. Two optimization measures were applied in order to improve the collection and

sorting of infectious waste and residue fractions. A guide was produced for the laboratory employees.

The CRTE set up and managed a working group on · refrigeration systems, composed of representatives

from different ministries, administrations and associations, with a view to adapting the authorization

procedure for these systems (pertaining to the modified law on classified establishments, or the “commodo/

incommodo law”). In collaboration with this working group, the CRTE developed new decision-making

criteria for chillers and refrigeration systems (TEWI method - Total Equivalent Warming Impact, energy

consumption optimization methods, etc.) designed to facilitate the authorization procedure.

“ENERgy” SCIENTIFIC AND TEChNologICAl UNIT

The aim of the “Energy” scientific and technological unit is to provide Luxembourg stakeholders with competences in the field of renewable

energy (biomass, photovoltaics, solar thermal, wind, etc.), non-renewable energy and rational energy use.

2007 hIghlIghTS:

The · meteorological station set up within the framework of the PV-Lab project “Photovoltaic Laboratory”

co-financed by the ERDF (Objective 2), is operational and can be accessed via the website www.solarinfo.lu.

In the framework of the RELIES Project “Réseau Luxembourgeois pour l’Information sur l’Energie Solaire” ·

(Luxembourg Network for Solar Energy Information), also co-financed by the ERDF (Objective 2), monthly

charts were drawn up showing the potential solar energy in Luxembourg. These charts take account of

actual cloud cover as well as local geographic altitudes (www.solarinfo.lu). This information is useful

for, amongst other applications, heating and cooling plans for buildings, as well as for solar thermal and

photovoltaic installations.

The LuxCycle project “Dry Monofermentation of Energy Crops” has contributed to the · development of an

innovative technology for producing biogas by dry monofermentation of energy crops. The environmental

impacts of the production, the injection into the network and the use of biogas, as well as those related to

the importation and use of natural gas were compared, taking into account the life cycle of the processes.

Different methods of producing biogas and different soil uses, e.g. for the production of several types of

biofuels, were also analysed.

In the framework of the Interreg IIIA DeLux and DeLor RUBIN project “Regionale Strategie zur ·

Nachhaltigen Biomasse-Nutzung” aimed at sustainable use of biomass at the regional level, the regional

biomass potential was determined during the course of 2007. The CRTE organised thematic working groups

that enabled regional actors to exchange experiences and best practices in terms of injecting biogas

into the gas network. The first elements of an inter-regional strategy for the sustainable use of biomass

were presented and discussed by regional decision-makers, in particular at the inter-regional Biomass

conference held in Forbach on 17 October 2007.

Organised on five thematic axes (basic concepts, design, technical installations, building energy renovation, regulations), the twelve modules of the cycle “Bauen & Energie - Constructions & Energies” dealt with topics including basic principles of construction, auditing, energy balances and energy indices, sustainable construction regulations in force in the Grand Duchy of Luxembourg, and the energy efficiency of buildings, as well as the environmental impacts of construction. The speakers from Luxembourg, Germany, Switzerland, Belgium and France rotated their participation so as to ensure the maximum quality of teaching at the scientific, technological and pedagogical levels

“wATER” SCIENTIFIC AND TEChNologICAl UNIT

The aim of the “Water” scientific and technological unit is to improve knowledge and management of water treatment concepts and

processes, as well as knowledge and control of pollutant flows and the risks linked to the presence of different chemical substances in the

water cycle.

2007 hIghlIghTS:

The CRTE strengthened its competences in the fields of knowledge and management of pollutant flows ·

and the risks linked to the presence of chemical substances in the water cycle, through projects such as

FLUXALZETTE, “Flow of materials into the catchment area of the Alzette: Impacts of pollutants (micro/

macro pollutants and nutrients)” and the FLUSH component, “Establishment of pollutant profiles in

the flood waves in the catchment area of the Alzette” of the collaboration agreement reached with

the Ministère de l’Intérieur et de l’Aménagement du Territoire. The aim of these activities, carried out

in close collaboration with the Administration de la Gestion de l’Eau, is to make available tools and

strategies for reducing situations of emission of pollutants into aquatic environments, with a view to

the transposition of the Water Framework Directive (for more details see insert on next page).

The theme of · sanitation infrastructure modelling was put forward by the FNR project RESEAUSURE

“Modelling of a sanitation network: contribution to risk management of pollution of the drinking

water reserve of the Haute-Sûre”, which will conclude in early 2008. The modelling foresees important

environmental gains as a result of the installation of the proposed control system. With the finalization

of the project on integrated modelling of the river system sanitation network – purification plant

– with a view to the transposition of the framework directive, the first doctoral thesis within the

CRTE was successfully completed by Anne-Marie Solvi. This ambitious project was carried out in close

collaboration with the University of Gant (Biomath Department), for the scientific content, and the

Syndicat Intercommunal de Dépollution des Eaux résiduaires du Nord (SIDEN), for the experimental

case studies.

Very satisfactory progress was made in the work on · best practice guides on rainwater management in

urban environments and on water management in wine production along the Luxembourg section of

the River Moselle. The guides are produced within the framework of the collaboration agreement with

the Ministère de l’Intérieur et de l’Aménagement du Territoire, in close collaboration with the actors in

the field. Dissemination and awareness-raising activities (for example, conferences, pedagogical posters

in wine cellars, prominence given to pilot projects concerning rainwater management in collaboration

with the OAI) contributed to knowledge transfer.

The 2nd edition of the training cycle “Abwassertechnik und Gewässerschutz” · was organised in autumn

2007. The five modules of the cycle, which is organised in collaboration with the Association du

Personnel des Stations d’Epuration Luxembourgeoises (APSEL), were highly successful and there was an

average of fifteen participants per module. New thematics were also incorporated into the training, at

the request of the participants (for example, sanitation network modelling and integrated modelling

networks-purification plants, see next page).

The final report of project ANIA, “Analysis and management of environmental impacts and energy ·

consumption of refrigeration installations in the agro foods sector”, was completed and presented to

the partners, Administration de l’Environnement and the company Cactus SA. Different aspects of energy

consumption and performance were analysed. Using these results it was possible to define decision-

making criteria for adapting the authorization procedure of refrigeration systems in Luxembourg.

Methods for identifying and quantifying river pollutants The FLUXALZETTE project “Flow of materials into the catchment area of the Alzette: Impacts of pollutants

(micro/macro pollutants and nutrients)”, co-financed by the National Research Fund (FNR) and brought to a close in 2007, implemented an analysis of regionalized flows of materials through the catchment area of the Alzette, the most polluted river in the Grand Duchy of Luxembourg. The project made it possible to calculate the dynamic of pollutant loads of nutrients, heavy metals and organic substances for the main sub-watersheds, with the focus on urban sanitation systems, such as purification plants and storm drains.

Particular attention was paid to the quantification of “first flush” loads, which mobilize pollutants originating in impermeable surfaces and pipe systems. This was undertaken within the framework of the FLUSH component “Establishment of pollutant profiles in the flood waves in the catchment area of the Alzette” of the collaboration agreement reached with the Ministère de l’Intérieur et de l’Aménagement du Territoire. The project team developed methods for identifying and quantifying the contributions from different urban sources (roadways, roofs, pipe sediments) and locating these loads during flood waves in the receptor rivers by analysing sets of samples with a high time resolution.

In 2007, CR SANTEC made important advances at all levels: its activities (17 research projects conducted ·

by the end of 2007), its competences, which were restructured to better meet the needs and expectations

of its partners, and its financial and human resources. At the end of 2007, CR SANTEC had 20 collaborators.

The resource centre’s strategic orientations however, which are the health care quality, patient quality of

life, patient security and cost control in the health sector, remain unchanged.

2007 also brought CR SANTEC the opportunity to consolidate its collaborations and its national and ·

international reputation. As part of this process, the Union des Caisses de Maladie and the Ministry

of Health entrusted CR SANTEC with the task of conducting a strategic study on the inventory of IT

applications in hospital establishments in Luxembourg and strategic and operational recommendations for

future computerization.

With regard to research projects, it must be emphasized that there is continued interest in the internationally ·

successful project OPTIMAGE “Optimal Image Quality”, aimed at quality constancy control of medical

images. Collaboration of the project partners (EHL, Ministry of Health, BK Trier) with a number of renowned

specialist university hospitals and the European network SENTINEL resulted in a unique software solution

that makes it possible to automatically evaluate the constancy of quality of medical images. This solution

is being deployed both in the main Luxembourg hospitals and by a number of European partners.

The first phase of the GECAMed project “Management of Medical Practices” allowed the development of the basic ·

functionalities of software for medical practices management. Although the developments are not yet complete,

GECAMed is already operational in a number of medical practices and in the radiological service of the Centre

Hospitalier Emile Mayrisch. A “Beta” version will be freely available by mid-May 2008 and a second phase, which

will make it possible to extend the software to different medical specialities, is already planned.

The aim of the “Laboratory” part of the Healthnet project “Secured infrastructure for health professionals” ·

is to send laboratory test results to prescribing physicians. At the end of 2007, the Centre Hospitalier de

Luxembourg joined the project as a provider of laboratory results and as a system user. Some 300 doctors

have been connected to the laboratory exchange system.

Acceptance of the LuHF project “Luxembourg Heart Failure” from amongst 4,800 products, from over ·

60 countries as one of the eight lighthouse projects for MEDICA (one of the world’s largest biomedical

Acceptance of phase 3 of project MENSSANA, “Mobile Expert and Networking System for Systematic Analysis ·

of Nutrition-based Allergies”, thanks to the success of the work in progress. In fact, the project has

already allowed the development of a device that eases the daily life of allergy sufferers, in collaboration

with the Centre Hospitalier de Luxembourg and the “Institut für medizinische Statistik, Informatik und

Epidemiologie” of the University of Cologne. The Personal Allergy Assistant® is a pocket device which reads

the barcodes of food products and checks the list of ingredients to see whether the product contains a

substance to which the user is allergic. The Personal Allergy Assistant® also allows the patient to keep a

daily diary of products consumed, thereby facilitating the diagnosis of allergies

In 2007, the Technology Watch Centre was particularly active in the development of · new training

programmes, products and services for businesses and actors in the research sector.

Four new training programmes were designed in collaboration with economic actors in Luxembourg and ·

integrated into the CRP Henri Tudor training catalogue: “Survey your competitors”, “Regulation monitoring”

and “Technology watch in project management”, as well as a new e-learning training programme “Professional

Internet information search”.

An e-learning training platform is currently being developed within the framework of a new project entitled ·

e-Jobs “Development and transfer of an e-learning training programme to information search and watch

on the Internet for job-seekers”, carried out in collaboration with the Administration de l’Emploi (ADEM),

with financial support from the European Social Fund (ESF). The aim of the project is to increase chances

of reintegration for unemployed people into active life through better use of the Internet as a source of

information.

The CVT has also launched a number of new products. In the framework of the transfer of the EPO’s ·

“Special searches” services to national offices, the CVT has integrated “Special patent searches” into its

catalogue (see www.brevet.lu). The catalogue of products and services has also seen the addition of

the “Automated Internet Watch” product (see www.veille.lu). A new system for managing standards and

regulation documents has also been developed (see www.vnorm.lu).

Two professional conferences on economic security and on the tools of a good business strategy, · organised

by the CVT, brought together for the first time in Luxembourg, experts from different fields who presented

and exchanged practices on subjects including data securization, change management, competitive

intelligence and benchmarking.

With regard to research, the results of the study “20 years of patents in Luxembourg” were included for the ·

first time in the 2007 Bilan de Compétitivité list of patent indicators, published by the Observatoire de la

Compétitivité.

A publication entitled “Project watch: towards a methodology of watch implementation in the framework ·

of a project-based management” was presented to the community of competitive intelligence professionals

at the Scientific, Strategic and Technological Watch Congress (VSST’2007) (22-24 October 2007 in

Marrakech).

The CVT represented Luxembourg at the 12 · th Conference of the International Federation of Standards Users

(IFAN) (held 20-21 August 2007 in San Francisco). The IFAN membership is of major importance, since it

represents the interests of Luxembourg standards users in the standardisation community.

Technoport High-tech Business Incubator

2007, the year of mergers and acquisitions!

2007 was characterized by a movement to consolidate the activities of Technoport and its companies on a number of levels.

In terms of internal development, 55 new contacts were made, with the final acceptance of one new business in the incubator and support for the creation of two further businesses, one of which was set for final approval in January 2008. This brings the number of businesses accepted since Technoport’s creation in June 1998 to 41. The business that joined the incubator in 2007 was the company GentleSecurity (www.gentlesecurity.com), active in the field of computer security.

With regard to the development of hosted businesses, two joined the existing list of eight “success stories”. These were Epuramat, active in the field of development and marketing of innovative wastewater treatment plants, and Conostix, a company specializing in computer security (see inserts on pages 64 and 65). A table highlighting some of the most significant developments of the businesses followed by Technoport (hosted companies and/or success stories) is shown on page 66.

A significant development in 2007 was the acquisition of three success stories by external companies.

June 2007: · The American company Patchlink announced the acquisition of SecureWave SA.

July 2007: · The Weinig Industrial Group (Germany) announced the acquisition of LuxScan Technologies Sàrl.

December 2007: · New Media Lux, a new Luxembourg media group, announced the acquisition of Neonline Sàrl.

These acquisitions open up new development opportunities for the three companies concerned, which will further consolidate their position in their respective domains whilst keeping part of their activities in Luxembourg.

Founded in 2001 by experienced professionals, Conostix provides innovative Internet security solutions. Conostix’ approach is based

on “simplicity first”. It is better to use smart tools than to add more tools. It is essential to prevent the security infrastructure from

becoming a security problem in itself. Conostix initially acquired its experience and its reputation in the provision of solutions for

improving the information protection measures of banks in the Luxembourg financial market. This expertise then led Conostix to diversify

its original market by coming up with a solution that meets the needs of a modern SME. Following the slogan “Think big but start small”,

Conostix designed a complete solution that can be easily integrated into the client’s ecosystem and does not require any changes to

existing systems. The client pays only for what he really needs, which means a high return on investment that is easy to quantify and

value. The integral security solution with 24-hour monitoring was launched in September 2006 under the brand name “secure-pme” and

was awarded the “Prix Eschois de l’Innovation” in December 2006. Today, Conostix delivers computer security awareness programmes

for IT security, remote-monitoring and management services for SMEs as well as on-site services on IT infrastructure. With the positive

developments that took place at Conostix in 2007, the company took the first step towards moving out of Technoport by signing a

lease for premises in the commune of Kayl and plans for the final move in January 2008 after renovation. This decision makes it in fact

become Technoport’s 10th “success story”.

Epuramat is one of the quick success stories of the incubator as it was hosted only for a period of 14 months. The company supplies

technologically advanced wastewater treatment plants and systems which are turn-key delivered within 6 months. Its innovative

technology, based on the ExSep solid/liquid separator (patent pending), makes the treatment of wastewater more efficient, resulting

in significantly smaller, more economical and easier to use wastewater treatment plants. The Epuramat-technology allows, amongst

other things, efficient handling of the fermenting substrates from biogas plants. At the beginning of 2007, Epuramat moved to its new

premises after having announced the minority equity taken by Chaux de Contern back in December 2006. In April of this year it also

took over the wastewater treatment plant business unit from the Chaux de Contern that has built over 50 plants in Luxembourg. 2007

was also the year of the first client as Epuramat could announce Panelux as its first industrial client. The company will provide a new

wastewater treatment plant for Panelux and its biogas plant in Luxembourg. Panelux, one of the country’s largest foodstuff producers,

decided to turn their residual bread and bakery products into electrical energy in a novel biogas plant. This innovative biogas plant is

able to recycle the energy-rich “raw materials” into electricity and heat without any co-fermentation (e.g. organic substrates, liquid

manure). Subsequently, an Epuramat wastewater treatment plant in a manner allowing it to be re-circulated outside of the foodstuff

sector will process the industrial water discharged from the biogas plant. The industrial water produced in this style is used to soak

the bakery products taken back and for the cleaning of the facility and vehicle fleet. The water drained from the Epuramat wastewater

treatment plant will almost achieve the quality of drinking water. In a special procedure, the arising fermenting substrates are converted

to high-quality compost, which are used in the fertilizer industry or sedimentation facilities. This integrated concept combines thus

two systems and thanks to the wastewater treatment plant, the planned biogas plant can even be operated without being connected to

a public sewage system. To protect natural water resources, the industrial bakery Panelux is able to save considerable amounts of fresh

water as well as disposal costs and on top, feed surplus “green” electricity back into the public networks.
