Introduction

The Ministry of Urban Employment & PovertyAlleviation is the apex authority ofGovernment of India at the national level

for formulation of housing policy and programme,review of the implementation of the plan scheme,collection and dissemination of data on housing,building materials/techniques and for adoptinggeneral measures for reduction of building costs.It also has a nodal responsibility for nationalhousing policy. In addition, it is entrusted withimplementation of the specific programmes ofurban employment and urban poverty alleviation.In the federal structure of the Indian polity, thematters pertaining to the housing and urbandevelopment have been assigned by theConstitution of India to the State Governments.The Constitutional 74th Amendment Act havefurther delegated many of these functions to theurban local bodies. Although these are essentiallyState subjects but the Government of India playsa coordinating and monitoring role and alsosupports these programmes through Centrallysponsored schemes.

The Ministry also plays a nodal role in addressingvarious issues of urban employment and povertyalleviation and housing sector by formulatingpolicies, providing legislative guidance andthrough sectoral programmes. The National Policyissues are decided by this Ministry which allocatesresources to the State Governments throughvarious Centrally sponsored schemes. In addition,this Ministry is also supporting various externalassistance programmes for housing, urbanemployment and poverty alleviation in the countryas a whole.

Recently, urban sector has witnessed majorchanges on account of our country’s transitiontowards market based economy and the spirit ofdecentralization which is embodied in theconstitution (74th Amendment Act, 1992). In

addition, the role of urban sector in economicgrowth and poverty reduction has undergonemajor change. The need for public privatepartnership is now widely appreciated. In orderto cope with massive problems that have emergedas a result of rapid urban growth, it becameimperative to draw up a coherent urbanizationpolicy/strategy to implement projects in selectcities on mission mode.

The launch of National Urban Renewal Missionwith a proposed outlay of Rs.5500 crores wasfirst announced by the Finance Minister in hisBudget proposals of 28-02-2005. Jawahar NehruNational Urban Renewal Mission (JNNURM) waslaunched by the Prime Minister of India on 3rd

December, 2005 with an objective to providefocused attention to integrated development ofurban infrastructure and services in select 63 citieswith emphasis on urban poor, slum improvement,community toilets/baths, etc. The Missionproposes reforms driven, fast track, planneddevelopment of identified cities with focus onefficiency in urban infrastructure/services deliverymechanism, community participation andaccountability of Urban Local Bodies (ULBs)towards citizens.

The need for Sub-Mission on Basic Services tothe Urban Poor (BSUP) under JNNURM arosebecause urbanisation in India is considered asan important determinant of national economicgrowth and poverty reduction. Urbanisation ischaracterized by the most dramatic increase inthe number of large cities. As per 2001 populationcensus, 285.35 million people reside in urbanareas. It constitutes 27.8% of the total populationof the country. In post independence era whilepopulation of India has grown three times, theurban population has grown five times. At currentrate of growth, urban population in India will reacha staggering total of 575 million persons by 2030

AD. As per 2001 estimates, the slum populationis estimated to be 61.8 million. The everincreasing number of slum dwellers causestremendous pressure on urban basic services andinfrastructure. The supply of land in housing havefailed to keep pace with increase in urbanpopulation resulting in large number ofhouseholds without access to basic services, poorhousing and proliferation of slums and widespreadpoverty.

The core objective of the Mission (JNNURM) is toachieve planned urban perspective frameworksfor a period of 20-25 years (with 5 yearly updates)indicating policies, programmes and strategiesof meeting fund requirements of every identifiedcity. It calls upon States/cities to undertake fiscal,financial and institutional changes that arerequired to create shelter and basic civic amenitiesfor the urban poor.

In addition, the Ministry of UE&PA have formulateda new scheme of Integrated Housing and SlumDevelopment Programme (IHSDP) which isapplicable to all cities and towns as per 2001census except those cities which are covered underJNNURM. This scheme aims at combining theexisting schemes of VAMBAY and NSDP underthe new IHSDP scheme for having an integratedapproach in ameliorating the conditions of urbanslum dwellers who do not possess adequateshelter and reside in dilapidated conditions. Thecomponents for assistance under the scheme willinclude all slum improvement/upgradation/relocation projects including upgradation/newconstruction of houses and infrastructural facilitieslike water supply and sewerage. Allocation offunds among States will be on the basis of theStates’ urban slum population to total urban slumpopulation in the country.

The Ministry of Urban Employment & PovertyAlleviation is headed by Kumari Selja, Hon’bleMinister of State (Independent charge) for Ministry

of Urban Employment and Poverty Alleviation. TheHon’ble Minister joined on 24.05.2004.

Smt. Chitra Chopra, lAS (Raj:1969) was Secretaryin the Ministry of UEPA upto 7th March, 2006.Shri Ranjit Issar, IAS (Hy:1972) took the chargeof Secretary, Ministry of UEPA on 8th March, 2006.He is assisted by one Joint Secretary, Shri PankajJain, IAS (J&K:1978). An additional post of JointSecretary has been approved for creation for thenewly created Jawahar Lal Nehru Urban RenewalMission (JNNURM).

The Ministry of Urban Development and PovertyAlleviation was bifurcated into two Ministries viz,the Ministry of Urban Development and theMinistry of Urban Employment and PovertyAlleviation vide Presidential Notification No. CD-160/2004 dated 27.5.2004. However, workrelating to Administration, Parliament, Finance,Hindi and Vigilance are common to both theMinistries.

Under its administrative control, the Ministry ofUrban Employment & Poverty Alleviation has oneattached office, two Public Sector Undertakingsand three Statutory/Autonomous Bodies.

National Buildings Organisation (NBO) is anattached office under the Ministry of UrbanEmployment & Poverty Alleviation. It wasestablished in 1954 under the then Ministry ofWorks and Housing with the following objectives:-(a) collect, document, disseminate the

information on the latest advances inhousing,

(b) develop housing/buildings statistics andconduct studies relating to socio-economic,financial and investment aspects of housing.

NBO was restructured in 1992 and having regardto the current requirements under the NationalHousing Policy and various socio-economic andstatistical functions connected with housing and

building activities and also to ensure that the plan/schemes of Ministry are properly monitored.National Buildings Organisation was againrestructured in the year 2005.

The Housing & Urban Development CorporationLtd. (HUDCO) was set up as a fully ownedGovernment company in April, 1970 with a viewto providing loans and technical support to Statesand City level agencies and other eligibleorganizations for various types of housing activitiesand infrastructure development.

The Hindustan Prefab Limited (HPL) is engagedmainly in the manufacture of pre-stressed cementconcrete poles, railing sleepers, water storagetanks, vayutan (light weight auto cellular concrete)blocks for insulation, partitions, etc.

The Building Materials and Technology PromotionCouncil (BMTPC) undertakes the task of extension,dissemination and application of innovative

technologies and low-cost building materialsbased on industrial and agricultural wastes,developed by research institutions. It alsoencourages development of appropriatestandards for the new materials and their adoptionin the schedule and specifications for the publichousing and construction agencies.

The National Cooperative Housing Federation(NCHF) of India set up in 1969 is a national levelorganization (registered society) spearheading theentire cooperative housing movement in India andis supported by Ministry of Urban Employment &Poverty Alleviation as part of the Government’sefforts to encourage cooperative housing societyin the country.

The Central Government Employees WelfareHousing Organisation (CGEWHO) has been setup as a registered society under the aegis ofMinistry of Urban Employment & PovertyAlleviation for construction of houses for CentralGovernment employees.

Secretary. The distribution of work in the Ministrymay kindly be seen at Appendix I.

The subjects allocated to this Ministry are indicatedin Appendix II. The names of various Attached/Subordinate offices, Public Sector Undertakings,Autonomous Bodies and other offices under thisMinistry are at Appendix III.

The group-wise staff strength of this Ministry, itsattached and subordinate offices and the PublicSector Undertakings is indicated in Appendix IV.

Budget Section is responsible for the preparationof Demands for Grants and Performance Budgetof the Ministry, Printing and laying of these

Administration and Organisationdocuments on the Tables of both the Houses ofthe Parliament. Apart from this, the Section attendsworks relating to Public Accounts Committee(PAC), Audit Paras and Parliamentary StandingCommittee. The Section functions under theoverall control of the Chief Controller of Accountsand Joint Secretary and Financial Adviser.

The allocation of Plan & Non-Plan fundspertaining to Ministry of Urban Employment &Poverty Alleviation is incorporated in the Demandsfor Grants. There is one Demand for Grantspertaining to Ministry of Urban Employment &Poverty Alleviation i.e. Demand No. 103- Ministryof Urban Employment & Poverty Alleviation.

The Chief Controller of Accounts (CCA) looks afterthe accounting, internal audit and monitoringfunctions for the Ministry as a whole including itsattached and subordinate offices. CCA formulatesthe revenue receipts interest receipts/recoveriesand loans and capital receipts. A team consistingof two Deputy Controllers of Accounts, twoControllers of Accounts, Pay and AccountsOfficers and supporting staff assists him. Inaddition, all work pertaining to Budget Sectionincluding Annual Plan and Quarterly PerformanceReview of Plan Schemes is being processedthrough CCA.

Ministry has made all efforts to promote the useof Hindi in its official work during the period underreview. Apart from various incentive schemes inoperation, various programmes such as Hindiworkshops, Hindi week/Fortnight have beenorganized in the Ministry and attached/subordinate offices, PSUs and Statutory/Autonomous Bodies under its control to createan atmosphere conducive to use of Hindi in theOfficial work. Ministry shares the services ofOfficial Language Division with Ministry of UrbanDevelopment. Hence, the Hindi Division catersto the entire translation needs of both of theMinistries i.e. Ministry of Urban Development andMinistry of Urban Employment & PovertyAlleviation. The offices under control of theMinistry are also having adequate translationarrangements.

A Joint Hindi Salahakar Samiti has beenconstituted under chairmanship of Minister ofUrban Development for Ministries of UrbanDevelopment, and Urban Employment & PovertyAlleviation to render advice for spread of use ofHindi in both of the Ministries. Minister of State(IC) for Urban Employment & Poverty Alleviationand Minister of State for Urban Development areVice Chairpersons of the Samiti. The first meeting

of the Samiti was held on 14th February 2006under the Chairmanship of Minister of UrbanDevelopment.

In addition to a Joint Hindi Salahakar Samitianother Committee known as Joint OfficialLanguage Implementation Committee (OLIC) isworking under the Chairmanship of Joint Secretary(UD & Admn.) to review the status of use of Hindiin both of the Ministries. Regular meetings of thisCommittee are held. The meetings of the OLICsof the organizations under the Ministry are alsoheld at regular intervals and representatives ofthis Ministry take part in these meetings to reviewthe use of Official Language Hindi.

During the year under review the performance ofthe Ministry and its offices in implementing theAnnual Programme of use of Hindi in their officialwork has been satisfactory in almost all the itemsof the programme except that of correspondencein Hindi. The percentage of correspondence inHindi by various offices of the Ministry is regularlymonitored.

Hindi fortnight was organized jointly by the Ministryof Urban Employment & Poverty Alleviation andMinistry of Urban Development in the month ofSeptember 2005 and various competitions were

organized during the period. The amount of cashawards for winners of the competitions has beenincreased to attract more participants. A numberof officials participated in these competitions.

During the year, the Committee of Parliament onOfficial Language inspected Hindustan PrefabLtd., Central Govt. Employees Welfare HousingOrganisation and HUDCO offices located atAizwal and Jaipur to take stock of use of OfficialLanguage therein.

Various offices of the Ministry were visited by theofficers of the Hindi Division under Inspection-cum-Contact Programmme to review theirprogress in the use of Hindi in Official work andalso to acquaint them with the various provisionsof Official Language Policy.

Parliament Section of the Ministry deals with allParliamentary matters pertaining to the Ministryof Urban Employment & Poverty Alleviation.During 2005 Ministry of Urban Employment andPoverty Alleviation answered 265 (20 Starred and245 Unstarred) Parliament Questions on varioussubjects relating to Housing, Urban PovertyAlleviation Programme, VAMBAY, SlumDevelopment, Urban Reforms Incentive Fund(URIF) etc.

Staff Welfare activities in the Ministry and itsAttached/Subordinate offices continued to receiveactive attention and encouragement. EightRecreation Clubs are functioning for the purpose.Players of the Ministry and its Attached andSubordinate offices under the aegis of theseRecreation Clubs participated in the variousCultural and Sports activities organised by theCentral Civil Services Cultural and Sports Board,Department of Personnel & Training.

During the year 2005-2006, teams, selected fromamongst the employees of the Ministry and itsAttached/Subordinate offices, took part in theInter-Ministry Tournaments / Championships /Competitions in Athletics, Badminton, Basketball,Carrom, Chess, Cricket, Football, Hockey,Kabaddi, Music & Dance and Short Play, ShootingBall, Table-Tennis, Volley Ball and Weight Lifting& Best Physique organised by the CCSCSB.Further, teams representing the Ministry are alsoexpected to perform well in future sports events.A number of sportspersons from the Ministry andits Attached/Subordinate offices have also beenselected for Central Secretariat team(s) to play inthe All India Civil Services Tournaments/Championships.

The Departmental Canteen of this Ministry ofUrban Development continued to functionefficiently, catering to the requirements of theofficers and staff of the Ministry.

In pursuance of Hon’ble Supreme Court Judgmentand on the recommendation of the NationalCommission for Women, a ComplaintsCommittee to look into the matters of sexualharassment of women at work place has beenformed in the Ministry with the followingcomposition:1. This Committee represents the M/o- UEPA as well.

All Organizations/Offices under the administrativecontrol of this Ministry have also been asked toform similar Complaints Committees.

The Ministry of Human Resource Development,Department of Women and Child Developmenthave drafted a comprehensive legislation onpreventive and punitive measures to be taken forcursing the harassment of women at workplace .That Ministry had organized a national workshopto seek comments/suggestions on the draft Bill.This workshop was attended by one member ofthe Complaints Committee and comments of thisMinistry were given on the draft legislation with aview to making the same more specific andeffective.

In so far as the Ministries of UD/UEPA areconcerned, it is reported that no specific complaintof sexual harassment was received by theCommittee during the year under report.However, some general suggestions for makingworking environment safe for women were madeto the Committee and two general complaints ofcreating disorder by some male employees (notnamed) were suitably addressed.

The Administrative Vigilance Unit of the Ministryof Urban Employment and Poverty Alleviationfunctions under the charge of the AdditionalSecretary who is also the Chief Vigilance Officer.The Chief Vigilance Officer is assisted by oneDeputy Chief Vigilance Officer of the rank ofDirector, three Under Secretaries (Vig.) andVigilance Officer of Attached Office of the Ministryand also the Chief Vigilance Officers of the PublicSector Undertakings and the Autonomous Bodiesunder the administrative control of this Ministry.This Unit is responsible for all matters pertainingto vigilance in the Ministry of Urban Employmentand Poverty Alleviation and its Attached Office,Public Sector Undertakings and AutonomousBodies/ Societies, etc.

Vigilance work comprises preventive, surveillance,detection and deterrent punitive action. Underpreventive action, rules and procedures arereviewed from time to time and surpriseinspections are regularly conducted in sensitiveareas under this Ministry. As regards surveillanceand detection, lists of officers of gazetted statuswhose conduct needs to be watched are preparedin consultation with the Central Bureau ofInvestigation. Under punitive action, penaltiesprescribed under the Rules are imposed on thosewho are found guilty under the Prevention ofCorruption Act, 1988.

In addition to the departmental examination ofthe complaints and investigation reports, theMinistry also receives reports from the CentralBureau of Investigation about the misconduct ofofficers either for taking departmental actionagainst them or for issuing sanction forprosecution under the Prevention of CorruptionAct, 1988.

In respect of Public Sector Undertakings, this

Ministry processes cases against Board-levelofficers only. The Autonomous Bodies initiateaction against their officers themselves. However,in case an officer is on deputation to these Bodiesfrom Central Government, action is taken by thisMinistry.

PG Cell has been established in the Ministry witha view to delivering responsive and expeditiousredressal of grievances received from the citizens.The Cell functions directly under the charge ofDeputy Secretary (Public Grievance) and underthe supervision of Joint Secretary (UD), who isalso the ‘Director of Grievances’ for Ministry ofUrban Development and Ministry of UrbanEmployment & Poverty Alleviation, their attachedand Sub-ordinate Offices, Public SectorUndertakings and Autonomous bodies underthem.

Grievances are received from various sources.During last one year (1-1-05 to 31-12-05)grievances received and disposed of along withthe sources of grievances are summarized in thefollowing chart :-

Grievances normally arise due to interaction bypeople with Government agencies at various leveland feedback of their actual redressal isnecessarily to come from agencies functioning atthe base level as they are fully conversant withthe subject matter of the grievance related to theirrespective fields of activity. To achieve theobjective of speedy redressal of the publicgrievances, the grievances are promptly forwardedto the concerned offices for further necessaryaction in a time bound manner. Depending uponthe seriousness of issues raised in the grievancepetitions they are followed by the Ministry till theirfinal disposal with issue of a reasoned andspeaking reply by the concerned organization.

With a view to provide gainfulemployment to the urban unemployedor underemployed through

encouraging the setting up of self-employmentventures or provision of wage employment, a newurban poverty alleviation programme, namely,Swarna Jayanti Shahari Rojgar Yojana (SJSRY) waslaunched on 01.12.1997 after subsuming theearlier three Urban Poverty Alleviation Schemes,namely Urban Basic Services for the Poor (UBSP),Nehru Rojgar Yojana (NRY) and Prime Minister’sIntegrated Urban Poverty Eradication Programme(PMI UPEP).

SJSRY is funded on a 75:25 basis between theCentre and the States.

COVERAGE

(i) The programme is applicable to all urbantowns in India.

(ii) The programme is implemented on a wholetown basis with special emphasis on urbanpoor clusters.

TARGET GROUPS

This programme targets the urban poor, as thoseliving below the urban poverty line, as definedfrom time to time by the Planning Commission.

SALIENT FEATURES OF SJSRY

Swarna Jayanti Shahari Rojgar Yojana (SJSRY)consists of two major components, namely-(i) The Urban Self Employment Programme

(USEP)(ii) The Urban Wage Employment Programme

(UWEP)

THE URBAN SELF EMPLOYMENTPROGRAMME (USEP):

The salient features of this component are: -(i) Assistance to individual urban poor

beneficiaries for setting up gainful self-employment ventures.

(ii) Assistance to groups of urban poor womenfor setting up gainful self-employmentventures. This sub-scheme has been titledas “The Scheme for Development ofWomen and Children in the Urban Areas(DWCUA)”.

(iii) Training of beneficiaries, potentialbeneficiaries and other persons associatedwith the urban employment programme forupgradation and acquisition of vocationaland entrepreneurial skills.

(iv) Special attention is given to women, personsbelonging to Scheduled Castes/Tribes,disabled persons and other such categoriesas may be indicated by the Governmentfrom time to time.

(v) The percentage of women beneficiariesunder this programme should not be lessthan 30%. All other conditions being equal,women beneficiaries belonging to women-headed household, viz., widows, divorcees,single women, or even households wherewomen are the sole earners are rankedhigher in priority.

SCs and STs must be benefited at least tothe extent of the proportion of their strengthin local population. A provision of 3%should be reserved for the disabled.

(vi) There is no minimum educationalqualification for beneficiaries under thisprogramme. However, this scheme is notapplicable to the persons educated beyondthe IXth standard.

(vii) A house-to-house survey for identificationof genuine beneficiaries is prescribed. Non-economic parameters are also applied tothe urban poor in addition to the economiccriteria for the purpose of prioritization withinthe BPL.

Salient features under DWCUA: -• DWCUA aims at helping groups of urban

poor women in taking up self -employmentventures.

• The group may consist of at least 10women.

• The ceiling of subsidy under the scheme isRs. 1.25 lakh or 50% of the cost of theproject whichever is less.

• Where the group sets itself up as Thrift &Credit Society, in addition to its selfemployment venture, it will be eligible foran additional grant of Rs. 25,000 asrevolving fund at the rate of Rs. 1,000maximum per member. The fund is meantfor purposes like purchases of raw materialsand marketing, infrastructure support, onetime expense on child care activity, expensesupto Rs. 500 on travel cost of groupmembers to bank, payment of insurancepremium for self/spouse/child bymaintaining savings for different periods bya member and any other expense allowedby the State in Group’s interest. Therevolving fund can be availed by a Grouponly after one year of its formation.

Salient features of UWEP: -(i) This component seeks to provide wage

employment to prospective beneficiariesliving below the poverty line within thejurisdiction of urban local bodies by utilisingtheir labour for construction of socially andeconomically useful public assets.

(ii) Under this component, there are norestrictions on educational qualifications.

(iii) This programme applies to the urban localbodies having population less than 5 lakhas per the 1991 Census.

(iv) The material labour ratio for works underthis component is to be maintained at60:40.

(v) The prevailing minimum wage rate, asnotified from time to time for each area,has to be paid to beneficiaries under thiscomponent.

For alleviating the urban poverty the Ministry ofUrban Employment & Poverty Alleviation isimplementing a Centrally sponsored programme

called Swarna Jayanti Shahari Rozgar Yojana(SJSRY) through all the State/Union TerritoryGovernments.

Under the Urban Self Employment Programme(USEP) component of Swarna Jayanti ShahariRozgar Yojana (SJSRY), special attention will begiven to women, persons belonging to ScheduledCastes/Tribes, disabled persons and other suchcategories as may be indicated by theGovernment from time to time. The percentageof women beneficiaries under this programmeshall not be less than 30%. SCs and STs must bebenefited at least to the extent of the proportionof their strength in the local population. A specialprovision of 3 % shall be reserved for the disabledunder this programme. However, in order toextend a special incentive to urban poor womenliving below poverty line, there is a special sub-component called Development of Women &Children in Urban Areas (DWCUA) within theUSEP. Under DWCUA, groups of urban poorwomen are given assistance to take up economicactivities suited to their skill, training, aptitude andlocal conditions. Besides generation of income itis intended to empower the urban poor womenby making them independent as also providing afacilitating atmosphere for self-employment. Where the DWCUA groups sets itself as a Thriftand Credit Society in addition to its otherentrepreneurial activity, the group/Thrift andCredit Society is also entitled to a lump sum grantof Rs.25,000/- as revolving fund at the maximumrate of Rs.1,000/- per member. This revolvingfund is meant for purchase of raw materials andmarketing; infrastructure support for incomegeneration and other group activities; one timeexpense on child care activity; incentive subsidyto be paid on behalf of the T&CS member towardshealth/life/accident/any other insurance schemefor herself, subject to saving at least Rs. 500 in afixed deposit for 12 months with the T&CS; etc.

Beneficiaries under the USEP are given trainingin a variety of services in manufacture and tradesas well as in local skills and local crafts tradessuited to their aptitude and local conditions sothat they can set up self-employment ventures orsecure salaried employment with enhancedremuneration. Selection of the trades and the institutions whocan impart the requisite training is to be done bythe State Nodal Agency/Urban Local Bodies inthe State. is through the medium of urban local bodies andthe community structures such as CommunityDevelopment Societies. The State/UnionTerritories have been given the full freedom to fixphysical and financial targets under the SJSRY.Since 1.12.1997, and as reported upto31.12.2005, a total of 3,35,609 women havebeen assisted to set up self-employment ventures(1,75,452 under USEP subsidy subcomponentand 1,60,157 under DWCUA subsidy sub-component). Also a total of 3,37,375 womenhave been given skill training.

Senior officials/academicians fromRBI, SIDBI, NABARD, RCUES-Mumbai, RCUES-Hyderabad, NIUA, UNDP, HUDCO, NBCC alsoattended. hazards, holistically since improvement inincomes may not necessarily lead to povertyalleviation.

• Need to take the urban poverty alleviationprogrammes on a mission mode as part ofthe proposed National Urban RenewalMission but after consultation with theStates.

• Need to have a fresh look at the design,implementation and monitoring mechanismof Swarna Jayanti Shahari Rozgar Yojanaby taking a cue from the success stories ofvarious alternative models implemented bythe State Governments, NGOs andcommunity based organizations.

• Need for creation of a dedicated fund atthe city level by levying a cess on the affluentpopulation to supplement the availableresources for the implementation of urbanpoverty alleviation programmes.

• Need to strengthen the micro creditmechanism so as to improve the access ofurban poor to formal credit.

• Appreciation of the convergence approachof the Kudumbashree scheme of theGovernment of Kerala.

• While taking note of the declining trend ofurban poverty, both in absolute andpercentage terms, the conference noted thatthere are wide inter and intra regionaldifferences for which sufficient flexibilityneed to be therein the scheme guidelines.

A South African Delegation from ParliamentaryCommittee on Social and CommunityDevelopment visited the Ministry of UrbanEmployment & Poverty Alleviation on 28.09.2005at 11.00 AM. In the absence of Secretary (UEPA),Joint Secretary (Housing) received the Delegationon behalf of Ministry of Urban Employment &Poverty Alleviation. Officers from the Ministry,HUDCO, NBO and BMTPC were also presenton this occasion. A PowerPoint presentation wasmade by the JS(H) before the delegation aboutthe Schemes/activities of the Ministry. Thediscussions were focused on the subjects ofhousing, employment generation, informalsettlements and low cost housing for the poor.The Chairperson of the delegation invited Officersfrom the Ministry/HUDCO to visit South Africa inorder to have a greater collaboration betweenthe two countries.

A one day National Workshop on street vendorsfor effective implemetation of National Policy onUrban Street Vendors was organized on 19th

October,2005 at Vigyan Bhawan, New Delhi. Theworkshop was attended by senior officials of theState Governments including Commissioners ofsome of the selected cities under the JNNURM,representatives of NGOs and other stakeholdersfrom varius Central Government Ministries/Departments. Based on the various suggestionsreceived and viewpoints put forward byparticipants, States/UTs have been requested totake a follow-up-action on the following actionpoints,inter alia, which were formulated andannounced at the end of the workshop:-

• A State Level Steering and MonitoringCommittee in each State be set up to

oversee the implementation of the NationalPolicy on Urban Street Vendors.

• Land space be earmarked in the Master Planand Zoning Plans for Street Vendors toensure legitimate cover to hawking.

• Registration of Street Vendors be streamlinedin terms of the policy.

• Social Security (Medical, Insurance, etc.)and access to credit be ensured by the StateGovernments in favour of Urban StreetVendors.

• State may formulate a State Policy in linewith the National Policy

• Amendment of I.P.C. /Police Act/ MunicipalAct may not be necessary if States pass aStreet Vendors Act in tune with the NationalPolicy.

A three-day workshop on ‘National Conferenceon Sustainable Poverty Alleviation through Micro-Enterprise Development’ was held betweenOctober 24 and October 26 atThiruvananthapuram, organized by theEntrepreneurship Development Institute, Gujaratin association with the Kudumbashree project,Kerala, National Institute of Urban Affairs(NIUA),New Delhi under the GoI – UNDP project‘National Strategy for Urban Poor’. Officers fromthe Ministry of Urban Employment & PovertyAlleviation, UNDP, NIUA, State Governments andRepresentatives from academia and civil societyattended this workshop. The synergy betweenvarious departments, adopted by theKudumbashree was highly appreciated and therewas a consensus that the Kudumbashree Modelof Urban Poverty Alleviation could be consideredfor replication in other parts of the country alsowith or without appropriate modification withreference to local State conditions.

Ministry of Urban Development & PovertyAlleviation had organized conference ofMinisters of Local Self Governments/

Urban Development/Housing of North EasternStates and Sikkim at Gangtok on 19-20 May,2001. The main objective of the conference wasto review the progress of Centrally SponsoredScheme being implemented by this Ministry inthese States and to evolve appropriate strategiesfor the special development needs of the eightStates. As a follow up action of the conference,a Task Force was constituted in the Ministry underthe Chairmanship of the Union Minister for UrbanDevelopment & Poverty Alleviation for consideringproject proposals from the State Governments ofNorth Eastern Region and Sikkim to be fundedout of the Non-Lapsable Central Pool Fund meantfor these States. It may be recalled that a decisionwas taken by the Government of India that 10%of the total budget provision for the Ministries/Departments will be spent on the projects/schemesof development for the North Eastern Regionincluding Sikkim. Funds under this provision arenon-lapsable and unspent balances under thisprovision in a financial year are pooled up in thenon-lapsable central fund meant for these States,and are governed by the Department ofDevelopment of North Eastern Region (DoNER).

Ministry of Urban Employment & PovertyAlleviation is concerned with the project proposalsfor the North Eastern States in the followingidentified areas:i) Housing projects (predominantly for the

urban poor)ii) Poverty alleviation projectsiii) Slum improvement/upgradation projects

Accordingly, the project proposals are invited fromthe State Governments of North Eastern Region

including Sikkim and considered in the Ministryof Urban Employment & Poverty Alleviation underthe 10% lump sum provision of the Budget of theMinistry, placed separately for the projects/schemes for the benefit of North Eastern Regionand Sikkim. During the year 2001-02, there wasa budget provision of Rs.38 crore (Rs.19 croreunder capital head and Rs.19 crore underRevenue Head). As the demand of funds for theNER projects was to be met mainly from theCapital Head only, at the RE stage, the CapitalHead was increased by the Ministry of Finance toRs. 33 crore and entire amount of Rs.33 crorewas released during the year 2001-02.

During the year 2002-2003, the total fundsallocated for the benefits of the projects in NorthEastern Regions and Sikkim, were Rs.62.50 crore,out of which an amount of Rs. 44.17 crore wasreleased . The balance funds of Rs.18.33 crorewere placed with the Non-lapsable poolmaintained by the Department of Developmentof North Eastern Region (DoNER). The totalallocated funds could not be utilized because ofthe non-receipt of project proposals, complete inall respect, from the North Eastern States andSikkim.

During the year 2003-2004, an amount ofRs.62.50 crores was provided in the budget forthe benefit of the projects in North Eastern Regionsand Sikkim. (Rs.1.00 crore under Revenue Headand Rs.61.50 crores under Capital Head). In theSecond Batch of Supplementary Demands for theGrants 2003-04, Rs. 10.50 crore was divertedfrom the Rs. 61.50 crores, to SJSRY for theutilization in NER States, so the total allocation atthe RE stage, under Capital Head, became Rs.51.00 crores only. The amount of Rs.1 croreavailable under Revenue Head was utilised under

VAMBAY Scheme for the North Eastern Regionand Sikkim. Under Capital Head, total amountof Rs. 51.00 crore was released to NBCC. Outof this Rs. 51.00 crore, only Rs. 103.67 lakhswas released for a new project in Manipur, andthe rest of the amount was second instalment forthe projects sanctioned to NBCC in earlier years.

During the financial year 2004-2005, an amountof Rs.83.00 crores was provided in the AnnualPlan, for the benefit of the projects in North EasternRegions and Sikkim. (Rs.1.00 crore underRevenue Head and Rs.82.00 crores under Capital

Head). Rs.82.00 Crores was released to BMTPC,NBCC and HPL for various new and ongoingprojects during the year 2004-05. Rs.1.00 croreunder Revenue Head was utilised under the SJSRYScheme for the NER States.

During the current financial year of 2005-06, anamount of Rs. 50.00 crores have been providedin the budget for the projects /schemes in theNER including Sikkim. Rs. 45.06 Crores has beenreleased to executing agencies e.g.NBCC, StateGovernments of Manipur and Assam for variousnew and ongoing projects.

Cities and towns of India constitute theworld’s second largest urban system.They contribute over 50% of country’s

Gross Domestic Product (GDP) and are centralto economic growth. For these cities to realizetheir full potential and become true engines ofgrowth, it is necessary that focused attention begiven to the improvement of infrastructure therein.For achieving this objective, a Mission modeapproach is essential. Accordingly, the Hon’blePrime Minister has launched a Mission namedJawahar Lal Nehru National Urban RenewalMission (JNNURM) on 3rd December, 2005. TheMission comprises two Sub-Missions – one forBasic Services to the Urban Poor (BSUP) and theother for Infrastructure and Governance. TheJNNURM will be implemented in select 63 cities(AnnexureAnnexureAnnexureAnnexureAnnexure-I-I-I-I-I). The duration of the Mission is for7 years beginning from the year 2005-06.

The existingValmiki Ambedkar Awas Yojana (VAMBAY) andthe discontinued National Slum DevelopmentProgramme (NSDP) are subsumed in the IHSDP.

The IHSDP implemented by Ministry of UEPA hasbeen launched with the objective to strive forholistic slum development, with a healthy andenabling urban environment by providingadequate shelter and basic infrastructure facilitiesto the slum dwellers of the identified urban areas.

The sharing of funds would be in the ratio of 80:20between Central Government and StateGovernment/ULB/Parastatals. For specialcategory States, the funding pattern betweenCentre and States will be in the ratio of 90:10.The Central fund will be released as AdditionalCentral Assistance (grant). The then Hon’ble Prime Minister announcedon Independence Day, 2001, from theramparts of the Red Fort, a new Centrally

sponsored scheme called Valmiki Ambedkar AwasYojana (VAMBAY) with a view to ameliorating the

Valmiki Ambedkar Awas Yojana (VAMBAY)by the State Nodal Agency and the share of theState Government is deposited in that account.

Details of Allocation and Releases of funds areas under: -

conditions of the urban slum dwellers living belowthe poverty line who do not possess adequateshelter. The scheme has the primary objective tofacilitate the construction and upgradation of thedwelling units for the slum dwellers and to providehealth and enabling urban environment throughcommunity toilets under Nirmal Bharat Abhiyan,a component of the scheme. This scheme wasformally launched by the then Hon’ble PrimeMinister himself on 2nd December 2001, atHyderabad. This is the first scheme of its kindmeant exclusively for slum dwellers with aGovernment of India subsidy of 50 per cent, thebalance 50 per cent is to be arranged by theState Government with ceiling costs prescribedboth for dwelling units/community toilets. TheState’s share may consist of funds from any sourcein the form of subsidy or loan from Housing andUrban Development Corporation Limited(HUDCO) or any other agency. The guidelinesof the scheme provides for submission ofproposals by the nodal agencies of StateGovernments to HUDCO who, in turn, processand forward them to this Ministry with theirrecommendations. The funds are released by thisMinistry only after a VAMBAY account is opened

VAMBAY and the discontinued National SlumDevelopment Programme(NSDP) have beensubsumed in a new scheme called IntegratedHousing and Slum DevelopmentProgramme(IHSDP). This scheme was launchedalong with Jawahar Lal Nehru National UrbanRenewal Mission(JNNURM) by the Hon’ble PrimeMinister on 3rd December, 2005, IHSDP aims athaving an integrated approach to ameliorate thecondition of the urban slum dwellers who do notpossess adequate shelter and reside in dilapidatedconditions.

The scheme is applicable to all cities and townsas per 2001 Census except cities/towns coveredunder JNNURM.

IHSDP is funded in the ratio of 80:20 basisbetween Central Government and StateGovernment/ULB/Parastatals. For specialcategory States, the funding pattern betweenCentre and the States will be in the ratio of 90:10.

VAMBAY will continue till IHSDP is implementedin Full Force.

As reported by the States/UTs, since the inceptionof the programme and upto 3131313131-12-2005-12-2005-12-2005-12-2005-12-2005 out ofthe total funds of Rs. 3089.62 crore released bythe Central Government, an amount of Rs.2294.02 crore has been spent and about 4.58crores of slum dwellers have benefited from thisprogramme.

NSDP has been discontinued during 2005-06.Integrated Housing and Slum DevelopmentProgramme (IHSDP), by combining NSDP andVAMBAY a component of the National UrbanRenewal Mission launched on 3-12-2005, wouldbe much wider and comprehensive to undertakeslum development in holistic manner in non-mission towns.

The National Slum Development Programme(NSDP) was inaugurated and launched bythe Prime Minister in August, 1996 at Kanpur

in (U.P.). Under National Slum DevelopmentProgramme, Additional Central Assistance (ACA)was being released to the States/UTs for thedevelopment of urban slums. The objective ofthis programme was upgradation of urban slumsby providing physical amenities like water supply,storm water drains, community bath, widening andpaving of existing lanes, sewers, communitylatrines, street lights etc. Besides, the funds underNSDP could be used for provision of communityinfrastructure and social amenities like pre schooleducation, non formal education adult education,maternity, child health and primary health careincluding immunization etc. The programme alsohad a component of shelter upgradation orconstruction of new houses.

Under the programme, funds in the form ofAdditional Central Assistance (ACA) wereallocated by the Planning Commission annuallyon the basis of slum population of the State/UT.While the Ministry of Finance released the fundsto the States under this Programme, the Ministryof Home Affairs released the funds to Union

The Department for InternationalDevelopment (DFID) of the Government ofUK is supporting two Slum Improvement

Projects in Andhra Pradesh and West Bengal.These projects entail not only development ofphysical infrastructure and provision of civicamenities but also community development andprovision of social, economic and educationinputs which assist in raising the standard of livingof the inhabitants of slum areas. The Ministryof Urban Employment & Poverty Alleviationmonitors the progress of these slum improvementprojects. Besides, Urban Poverty Group of theBritish High Commission also monitors themregularly on behalf of DFID.

Brief details of both the two projects are as under:-

Theproject will support provision of infrastructure inslums, fill critical infrastructure gaps at the townlevel and in some cases also support infrastructurethat serve two or more municipalities. In addition,the project will support process of economicvisioning and planning involving the formal andinformal business sectors and also capacitybuilding of municipalities and state level agencies.

The 20-Point Programme envisages thenation’s commitment to eradicate poverty,reduce income disparity, socio-economic

inequalities and also to provide basic amenities,including housing, for improving the quality oflife of the poor and other weaker sections of thesociety.

The Ministry of Urban Employment and PovertyAlleviation is the nodal Ministry to monitor thefollowing points:-• 14(d) - Economically Weaker Section

(EWS) Housing• 14(e) - Low Income Group (LIG) Housing

and• 15 - Environment Improvement of

Urban Slums (EIUS)

The Ministry in consultation with the States/UnionTerritories fixes the physical targets in respect ofthe points mentioned above and monitors theprogress made by them. The States/UnionTerritories are required to furnish progress reportson Monthly/Half/Yearly and Annual basis to thisMinistry. The physical monitoring is done byobtaining periodical reports from them. Besidesthis, two evaluatory items namely ‘use of low costbuilding material’ under Point 14 and ‘restrictinggrowth of urban slums’ under Point 15 are alsomonitored.

Based on the information received from variousStates/Union Territories, it has been observed thatthe level of performance varies in matters ofphysical achievements. The low level ofperformance in housing sectors can be attributedto inadequate Budget provision, land acquisitionproblem, difficulty in providing services,inadequate access to institutional finance,shortage of building materials/resources, risingcost of construction, etc.

The Ministry of Urban Employment & PovertyAlleviation does not provide the funds for theabove mentioned schemes under the Twenty Pointprogramme.

Investments for EWS housing are made by theState Governments and UT Administrationsthrough provision made under their Plans. Thisis supplemented by loans from Institutionalfinance. Refinance is also available from theNational Housing Bank to States, HUDCO,Cooperatives and other Organizations involvedin the construction of EWS Housing.

During the year 2005-06, 61981 dwelling havebeen constructed upto November, 2005 againstthe annual targets of 43416 dwellingunits(AnnexureAnnexureAnnexureAnnexureAnnexure-I-I-I-I-I).

Commission, Ministry of Finance & OthersMinistries/Departments/State Governments andFinancial and other institutions dealing withhousing sectors. The terms of reference of theTask Force were: -(i) to review the existing Housing & Habitat

Policy, suggest changes and draft a newPolicy,

(ii) to review the existing schemes, policies,guidelines, laws, bye-laws and rules &regulations at the Central/State levels in thehousing and habitat sector and suggestrevision of these in the light of the proposedrevised Housing Policy; and

(iii) to recommend the broad parameters on thelines of which the model laws, bye-laws,rules & regulations of the Central/State levelmay be drafted to boost the housingactivities and to remove legal impedimentsin achieving goals of the proposed policy.

The Task Force further constituted 5 Sub-committees to examine in detail various issuessuch as legal & regulatory, financial, technologicaletc. involved while implementing the HousingPolicy and make their recommendations to theTask Force. On the basis of the reports of thesub-committees, the Task Force submitted a draftPolicy to the Ministry. This draft Policy has furtherbeen discussed in a National Consultationconvened under the Chairpersonship of Ministerof State (Independent Charge) of this Ministry withrepresentatives from State Govt. and CentralMinistries, Task Force Members, NGOs & otherstakeholders etc. on 5.10.2005 at New Delhi.

A draft of the National Urban Housing and HabitatPolicy has been prepared to address these issues.A draft note for the Cabinet has been circulatedto the concerned Ministry/Departments elicitingtheir views in the matter. Final note shall besubmitted after receiving comments from theseMinistries/Departments.

Revision of National Housing and Habitat Policy 1998

A National Housing & Habitat Policy (NHHP)was evolved in 1988, taking into accountthe development on National and

International scene on Shelter and related issuesat that time. The Policy document outlining thestrategy under the 8th Plan was endorsed byParliament in 1994. The long-term goal of theNHHP was to eradicate houselessness, to improvethe housing conditions of the inadequately housedand to provide a minimum level of basic servicesand amenities to all. It recoganised that themagnitude of the housing stock need theinvolvement of various agencies includingGovernment at different levels, the CooperativeSector, the community and the private sector. ThePolicy envisaged a major shift in Government’srole to act more as a facilitator than as a provider.The Policy provided for review and modificationin the light of changing scenario in the housingsector as and when needed.

After a thorough review, the National Housing &Habitat Policy, 1998 was formulated to addressthe issues of sustainable development,infrastructure development and for strong publicprivate partnerships for shelter delivery; and wasapproved and laid before Parliament on 29.7.98.The objectives of the policy are to create surplusesin housing stock and facilitate construction of twomillion dwelling units each year in pursuance ofNational Agenda for Governance. It also seeksto ensure that housing along with supportingservices is treated as a priority sector at par withinfrastructure.

The housing sector has witnessed several changessince the formulation of National Housing &Habitat Policy (NHHP) 1998, which hasnecessitated to review and revise the Policy. In accordance with the National Housing &Habitat Policy 1998 which focuses on Housingfor All as a priority area, with particular stress

on the needs of the Economically Weaker sectionsand Low Income Group categories, the TwoMillion Housing Programme was launched during1998-99. This is a loan based scheme, whichenvisages facilitating construction of 20 lakhadditional units every year (7lakh DUs-in Urbanareas; 13 lakh DUs in Rural areas). HUDCO isto meet the target of 4 lakh dwelling units in Urbanareas and 6 lakh dwelling units in Rural areas

annually. The target of 2 lakh dwelling units inUrban areas is to be met by Housing FinanceInstitutions [HFIs] recognized by the NationalHousing Bank & Public Sector Banks and thebalance 1 lakh dwelling units in Urban areas bythe Co-operative Sector.

The primary responsibility for fulfillment of thetargets in physical terms rests with the StateGovernments/implementing agencies, whileHUDCO and other agencies make the fundsavailable in the form of loans. The objective of the Scheme is to providefinancial assistance to scavengers for theirtraining and rehabilitation in alternate

dignified occupations. As a consequence ofHon’ble Prime Minister’s announcement onIndependence Day, 2002 regarding total abolitionof manual scavenging by 2007, it was decidedto converge the Schemes of Integrated Low CostSanitation and NSLRS handled by two differentMinistries. Accordingly the National Scheme ofLiberation and Rehabilitation of Scavengers andTheir Dependents (NSLRS) was transferred to M/o Urban Development and Poverty Alleviation(now Ministry of Urban Employment & PovertyAlleviation).

The salient features of the NSLRS are as follows:-

(i) SurveySurveySurveySurveySurvey – Time bound programme foridentification of scavengers and theirdependents and their aptitude for alternativetrade through a survey.

(ii) TTTTTrainingrainingrainingrainingraining – For the “TTTTTraining Componentraining Componentraining Componentraining Componentraining Component“of the scheme 100% Central Assistance isadmissible and provided as per TRYSEMnorms. The TRYSEM norms provide forstipend upto Rs. 500/- per trainee permonth. The training institutions can alsoreceive honorarium for training (trainingfees) upto Rs. 300/- per trainee per month.Likewise one time tool-kit allowance uptoRs. 2000/- per trainee is also permissible.There is also a provision for Honorariumupto Rs. 100/- per trainee per month.

National Scheme of Liberation and Rehabilitation of Scavengersand Their Dependents

(iii) RRRRRehabilitation ehabilitation ehabilitation ehabilitation ehabilitation – So far as the “RRRRRehabilitationehabilitationehabilitationehabilitationehabilitationComponentComponentComponentComponentComponent” of the scheme is concerned,the project cost per scavenger as per thescheme has to be upto Rs. 50,000/-. Thescheme provides for subsidy of Rs. 10,000/- per project for a scavenger or 50% of theproject cost, whichever is less. The subsidypart is 100% Centrally Assisted. The extentof Margin Money Loan (MML), which theSCDC is required to o provide o ascavenger, is 15% of the project cost. Ofthe MML, 49% is provided to SCDC asCentral Share and the rest 51% of MML iscontributed by the SCDC from its ownresources. The remaining part of the projectcost is to be arranged through loan fromBanks/ NSKFDC. The scheme, thus,financially assists scavengers to shift on toalternative and dignified occupations, forwhich viable projects can be taken up underthe scheme.

(i) The Corporation should adopt a clusterapproach in the training and rehabilitationprogramme. All Safai Karamcharis eligiblefor the benefits under the Scheme in a bastishould be rehabilitated together.

(ii) At the time of selection of beneficiaries fortraining and rehabilitation, the SCDCswould intimate the Municipal Corporation,Municipal Council/local Body and theCollector regarding the colonies servicedby the Scavengers who are to be giventraining and financial assistance to ensuresimultaneous action on conversion of drylatrines serviced by the Scavengers and theirrehabilitation.

(iii) The Scheme would cover Scavengers in theurban areas, semi-urban areas, rural areasand any other town or area includingCantonement Boards, Colonies set up bypublic sector undertakings, etc. wheremanual scavenging prevails.

Under the Scheme, assistance is provided fortraining in the institutes run by the Government,local bodies and NGOs. The training is given fora maximum duration of6 months. Stipend @Rs.200/- to Rs. 500/- isprovided dependingupon the traininginstitute. Cost of rawmaterials, allowance fortool kit, etc. are coveredunder the scheme.Apart from assistancefor training, thescavengers are assistedfor taking up alternateprojects costing upto Rs50,000/-. This isfunded through 50%subsidy subject to aceiling of Rs. 10,000/-, 15% of the project costas margin money loan which is shared betweenthe central and State Governments in the ratio of49:51, and the rest is provided as loan.The entiresubsidy is provided by Government of India as100% grant. This margin money is provided bythe State Schedule Caste DevelopmentCorporation at a concessional rate of interest of4%. Banks provide the loan component under theirpriority sector lending. The NSKFDC is also nowproviding loans.

Catering to the needs ofevery section of the population, with a basket ofdelivery options both in housing and urbaninfrastructure development, HUDCO aims toachieve sustainable growth in these sectors.Having emerged as the market leader in itsoperational arena, HUDCO aims at consolidatingits position and enhancing the performance bylaying emphasis on its core competencies andexploring diversified avenues of service delivery.

The effective span of HUDCO omnipresenttechno-financial umbrella could be gauged bythe fact that on an average, one in every 16houses in the country has invariably availedHUDCO’s assistance. This has earned theinstitution the rare distinction of being in the array

of the largest facilitators of housing across theglobe. In a bid to widen its coverage, HUDCOhas fanned out and spread its wings far and wide,touching the daily lives of the people in everyalternate town and city in India besides thousandsof villages.

with HUDCO motto of “Profitability with SocialJustice” envisages about 95% of the total dwellingunits sanctioned by HUDCO are for theeconomically weaker section and the low incomegroup. HUDCO has also contributed significantlyto the Government’s Two Million HousingProgramme launched during 1998-99 HousingProgramme by assisting 71.65 Lakhs housing unitswithin a short span of 7 years and nine months.

HUDCO continued its emphasis on the disastermitigation front. Continuing on its course ofextending substantial techno-financial assistancefor rehabilitation and reconstruction in theaftermath of natural calamities. HUDCO floateda special loan scheme for the repairs, retrofittingand reconstruction of new houses for theeconomically weaker sections at a highlysubsidized interest rate of 7.5% for the Tsunamiaffected areas.

Cumulatively till 31.12.2005, HUDCO has beenable to contribute over 41 Lakhs houses indisaster affected regions with project cost of overRs.4102 Crores and HUDCO’s financialassistance of Rs.2210 Crores. HUDCO has beenadvocating pre-disaster mitigation and riskreduction involving Prediction, Preparation,Prevention, Publicity and Protection, as againstthe prevalent post-disaster actions of Rescue,Relief, Rehabilitation, Reconstruction, Repairs,Renewals and Retrofitting.

Adequate basic services and appropriate socialamenities along with associated infrastructure hasbeen an integral part of HUDCO agenda ofsustainable habitat development. The urbaninfrastructure window of HUDCO, opened in1989, has sanctioned a total of 1200 projects(Excludes sanitation schemes) with a total projectcost of Rs.110761 Crores and HUDCO financialassistance of Rs.39930 Crores, contributing tothe improvement in the physical quality of life ofthe citizens at large in the urban areas.

With the cost of construction increasing year afteryear, housing is becoming beyond the reach ofmost sections of the society and the need forutilizing cost-effective technologies has becomeimperative. HUDCO has been promoting the useof alternative building materials and appropriatetechnologies to ensure cost-effective,environment friendly, ecologically appropriate,energy saving and yet aesthetically pleasing andaffordable housing. The question of transfer oftechnology at the grass root level is addressed bythe support extended to the establishment of 577Building Centres in urban areas and 77 BuildingCentres in rural areas across the country.

HUDCO during the nine months of the currentyear i.e. 2005-06 from April-December 2005 hasachieved sanctions of Rs.4596 Crores providingassistance for construction of a 86408 Lakhsdwelling units, over 960 sanitation units, and 62urban infrastructure projects throughout thecountry. The loan released during the yearamounted to Rs.1833 Crores.Cumulatively till December 2005, HUDCO hassanctioned 15480 schemes involving a totalproject cost of Rs.154501 Crores (Excludes

HUDCO Niwas) with loan component of 66639Crores. An amount of Rs.51404 Crores hasbeen released. HUDCO’s assistance has helpedin the construction of 145 Lakhs residential units,about 59 Lakhs sanitation units and in undertaking1200 urban infrastructure schemes effectivelyimproving the living conditions in the urban andrural areas, in over 1783 towns and thousandsof villages.

During the year 2005-2006, the MoU target ofRs.12600 Crores for sanction for housing andinfrastructure projects, and Rs.6,300 Crores ofreleases as part of its normal operations as wellas the Housing Programme launched during1998-99 has been setup by HUDCO. All effortsare being made to excel to reach over Rs.12,600Crores in Sanctions and Rs.6,300 Crores inreleases during the current year.

The scheme provides employmentopportunities also to urban poors by providingconstruction loan facility to enable them toconstruct Kiosks, vending platforms for petty items,etc. The main emphasis of this scheme is toencourage disabled and female members of theurban poor families to run Kiosks so that incomeof the family can be supplemented. Loan upto amaximum of Rs. 34,000/- or 95% of the cost,whichever is lower, for each Kiosk can be availedfrom HUDCO.

HSMI is operating as Research and TrainingDivision of HUDCO and its activities aresupported by a core group of qualified

and experienced professionals from variousdisciplines. HSMI continued its efforts to providecapacity building to the professionals engagedin the Housing and Urban Development Sectors,including HUDCO borrowing agencies, localbodies, NGOs, private sector Housing FinanceInstitutions etc. HSMI is the nodal institute onbehalf of the Ministry of Urban Development &Poverty Alleviation, to coordinate various trainingand documentation activities under Information,Education and Communication (IEC) componentof (SJSRY).

HSMI, during the year 2005-2006 uptoDecember, 2005 organised 24 trainingprogrammes and has imparted training to over1252 professionals from various agenciesinvolved in the Urban Development, Planning andManagement issues and also Housing & RuralDevelopment. Further HSMI proposes to organise4 training programmes in the remaining periodof the current financial year.

HSMI is conducting a long duration six weekprogramme on Urban Infrastructure Planning andManagement (9th February, 2006 to 22nd March,2006) likely to be attended by 22 (approx.)overseas Professionals & Administrators.

sector. So far, HUDCO could create 22 HUDCOchairs in as many states. In five other States, theestablishment of HUDCO chair is underway. Fourremaining states are being pursued for earlyestablishment of HUDCO chair.

Besides, there are three national level HUDCOChairs at the National Institute of Urban Affairs(NIUA), New Delhi, Indian Institute of PublicAdministration (IIPA), New Delhi and at IndianInstitute of Technology (IIT), Roorkee.

Duringthe year, we have so far identified 25 such casesfor the nomination of DIABP-2006 Award. We arealso in process of receiving some more cases forthe submission to DIABP-2006 Award.

Vigilance Wing coordinated and renderedassistance to the Central Vigilance Commissionin connection with a Public Interest Litigation filedagainst HUDCO in the Hon’ble Supreme Courtof India. Inspection of Regional offices atBangalore, Chandigarh, Jammu and Hyderabad;

With the emerging new scenario and competitiveenvironment, HUDCO’s approach has been toincrease professional inputs in shelter andinfrastructure projects at all stages of the projectcycle. To achieve this, HUDCO utilizesprofessional skills available in house as well aselsewhere in the country. The total human resourcestrength of HUDCO as on 31.12.2005 is 1100,

out of which 580 are executives with multi-disciplinary professional backgrounds of finance,law, architecture, civil, PHE, urban and regionalplanning, environmental and transportspecialisation, community development, systems,economics, real estate development, humanresource, public relation, documentation etc.

From being an organization that operated onlyfrom its Corporate Office in Delhi till 1983, witha view to ensure its speedy services to all regions,HUDCO has laid emphasis on decentralizationof its activities. HUDCO has spread its wings todevelop a closer and stronger rapport with theagencies in various States and to identify new onesin different regions.

During the period 1997-2000, as the first step inachieving goals of decentralization HUDCOopened 5 more Zonal Offices Viz. East, West,North, North East and North West in addition tothe existing South Zonal Office in Chennai withdistinctly earmarking the role of business

development for these Zonal Offices. The processof decentralization was further advanced bybringing the concept of Local Head Office in lieuof Zonal Offices with much larger operationalpowers. During this period HUDCO, in additionto the Corporate Office in Delhi, had 3 LocalHead Offices (i.e. at Bangalore, Delhi & Kolkata),20 Regional Offices and 24 Development Offices(including HUDCO Niwas Offices) covering theentire country. Apart from that one Zonal Officeat Guwahati catering to the needs of North Easternstates continues to function.

Owing to the high level performance shown byHUDCO, during the year 2002, HUDCO wasaccorded the Schedule ‘A’ status by the

Government of India. With the upgradationauthorization has been received for the operationof the post of CMD and the Directors in higherscales. At present, in addition to the post ofChairman & Managing Director and two full timeFunctional Directors, HUDCO has 23 posts ofExecutive Directors (including 3 Sr. ExecutiveDirectors) to look after the operations in respectof various functional areas and also spatial LHO/Zone with the up-gradation to schedule ‘A’Corporation.

The level in which the posts of the Head of theregions will be operated has been linked to theoperational levels of the regions. During the year2002, HUDCO Board of Directors havecategorized the Regional Offices as ‘A’, ‘B’ and‘C, based on the operational yardsticks.

HUDCO is making profit since its inception andbased on the performance, the HUDCO Boardof Directors in its 241st meeting held on17.11.1997 had reviewed the various criteriarequired for seeking Mini-ratna status to HUDCObased on the guidelines issued by the Governmenton the subject matter. Accordinglyrecommendations were forwarded to the Ministryfor conferring Mini-Ratna status to HUDCO.HUDCO was granted Mini-Ratna status withrespect to Financial and Operational Autonomyduring the year 2005.

In the year 2005, the HUDCO Board of Directorsreviewed the performance of Local Head Offices(i.e. Bangalore, Kolkata and Delhi) and decidedto abolish these LHOs and to revive the erstwhileRegional Offices at Bangalore, Delhi and Kolkata.

Training anddevelopment across all ranks continues to be animportant component of the overall HR strategy.During the year 2005 (from 01.01.2005 to31.12.2005) 709 employees of different cadreswere nominated to staff development programmesin India and abroad.

As part of employee welfare measures, theCompany sanctioned various advances such asHouse Building Advance, Festival Advance,Computer Advance, Welfare Advance and otheradvances to more than 277 employees duringthe period 01.01.2005 to 31.12.2005. TheCorporation continued to follow the Governmentpolicy on reservation for SCs, STs and OBCs. Outof the total strength, there are 194 SCs, 66 STs,78 OBCs, 19 Physically Handicapped and 34Ex-Servicemen.

HUDCO has been making all out efforts toimplement the Official Language Policy ofGovernment of India in all its offices andencouraging the employees at all levels to achievethe targets set in the Annual Official LanguageProgramme issued by Department of OfficialLanguage, Ministry of Home Affairs, Governmentof India. The corporation provides an enablingatmosphere where the employees involvevoluntarily to learn and work in Official Language(Hindi) besides various schemes and programmesbeing implemented in the usage of the OfficialLanguage. Efforts are being made to get itsemployees trained in Hindi language and Hindistenography/typing. HUDCO also encourages itsemployees to make progressive use of Hindi intheir day-to-day official work and exhorts themto bring out their creative skills by contributing inHUDCO’s quarterly house magazine. Recently theCommittee of Parliament on Official Languageinspected our Aizawl and Shillong Developmentoffices and Jaipur and Raipur Regional offices andexpressed its appreciation over the use of Hindiin these offices. In recognition of our effortstowards progressive use of Hindi in HUDCO, ourHead Office and Regional Offices at Bhopal andRaipur were awarded by NARAKAS.

NBO is an attached office working underthe Ministry of Urban Employment andPoverty Alleviation (UEPA). It was

established in 1954 under the then Ministry ofWorks and Housing with the objectives, inter-alia,to (a) collect, document and disseminateinformation on the latest advances in housing,(b) develop housing and building statistics andconduct studies relating to social, economic,financial and investment aspects of housing.

In the context of the long-term policy on transferof cost effective aspects of houses, study of socio-economic aspects of housing issues, NBO wasrestructured in August, 1992. The major functionsof the restructured NBO are as follows:-

i) Study and survey of socio-economic aspectsof housing.

ii) Collection, collation, co-ordination anddissemination of building and housingstatistics.

iii) Organiszation and setting up of aManagement Information System to monitorimplementation of national Housing Policy.

iv) Organization and co-ordination of activitiesrelating to housing census and samplesurvey on housing conditions.

v) Statistical and socio-economic functionsconnected with housing and urbandevelopment and proper up-deep of datathrough computer data bank.

vi) Exchange and supply of publication in theform of technical pamphlets relating tohousing and urban development activity.

The activities of restructured NBO are as follows:-

i) Coordinated activities relating generationof primary data relating to housing byGovernment organization namely, the officeof the Registrar General of India, National

Sample Survey Organisation and otherconcerned organization.

ii) Collecting primary data on current housingand buildings construction activity in theurban areas in both public and privatesectors under its 3-tier scheme of NBO.

iii) Data on the Prices of Selected BuildingMaterials and wages of Labour involved inconstruction activity from the state capitalsand several other important cities in thecountry are collected on a quarterly basisunder the 3-tier scheme of NBO.

iv) Data on Building Cost Index relating to LowIncome Group Houses constructed by theState Housing Boards or State DevelopmentAuthorities etc. are also being collected andcomplied in respect of selected centers. TheState Govts. have been advised to shift thebase year from 1980-81 = 100 to 1993-94 = 1000 for the calculation of buildingscost Index. The methodology and guidelineshave also been provided to the concernedState Govts. Authorities in this regard byNBO for the sake of uniformity.

Since 1998, despite acute shortage of staff andother handicaps faced by NBO, the followingpublications have been brought out by NBO :-

At present whatever data is regularly collected inhousing is being collected only by NBO in theGovt. of India. Regarding other agencies positionis :• NSSO, CSO – Once in five years on

random sample basis.• RGI – Once in ten years.• NBO – On yearly basis, actual data and

not on random sample basis.

The Government of India constituted on 19th

January, 2000 a full fledged National StatisticalCommission under the chairmanship of Dr. C.Rangarajan to examine critically the deficienciesof the present statistical system in terms oftimeliness, reliability and adequacy. TheCommission had observed that the adequacy,credibility and timeliness of the data generatedby the statistical system are essential for thepurpose of policy formulation and for monitoringthe progress of various sectors of the economy.The Commission in its report released in August,2001, recommended that NSSO, NBO and RGIshould take steps to bridge the data gap onHousing Statistics through surveys and census.Accordingly Technical Advisory Committee (TAC)on “Construction statistics was Constituted underthe chairmanship of Additional Director General,National Accounts Division, CSO, with term ofreference as -

i) To review the current Status of constructionStatistics identifying data gaps in relationwith requirement of compilation of Nationalincome etc.

ii) To examine the conceptual issues,methodological problems and organizationdifficulties in collection if current buildingconstruction statistics;

iii) To review the viable system of regularcollection and compilation of currentbuildings construction statistics including thereview of the existing schedules andannexure.

The Advisory Committee will submit its report toGovernment by March,2006.

The compilation of authentic and reliable officialstatistics on housing and related infrastructure isvery important for the planners and policy makersin the field of housing, as plans and policiescannot be framed and executed in the absenceof any authentic data. Also, the official statisticsare crucial for evaluation of various plan schemesand policies of Government. The NBO has beendischarging these functions and is resumed to fulfillthese requirements as it collects, documents anddisseminates the data on housing on regular basis.

Some of the major statistics relating to urbanpopulation, housing and housing shortages aregiven in the tables 1 to 6 appended herewith.The Tables shows that the share of urbanpopulation has increased from 10.8% in 1901 to17.3% in 1951 and to 27.8% in 2001. The totalnumber of urban agglomerations/towns have alsoincreased from 1917 in 1901 to 3060 in 1951and to 5161 in 2001. While only 5.84% of urbanpopulation was living in metropolitan cities in1901, 37.87% of total urban population lives inmetropolitan cities in 2001. The number ofmetropolitan cities have also grown from 1 in1901 to 5 in 1951 and to 35 in 2001. The table4 shows that the houseless population has showna decline from 23.43 lakh in 1981 to 19.44 in2001. NBO has also estimated the housingshortage for the year 2001 both for all India andStates. As per the estimates in Table 5 & 6, thetotal housing shortage in the country is 24.7million, out of which 14.1 million is in rural areasand 10.6 million is in urban areas. The maximumhousing shortage in the urban areas is in the Stateof Tamil Nadu (1.54 million) followed byMaharashtra (1.37 million) and Uttar Pradesh(1.04 million).

Details of activities undertaken for implementationof Citizen Charter in National BuildingsOrganisation;i) The Citizen Charter is already on uploaded

on the website of NBO (www.nbo.nic.in)ii) One officer of the rank of Deputy Director

is notified as a Public Grievances Officerfor public grievances. The Citizen Charterhas been circulated and public is invitedto raised points and suggestions under thecharter.

iii) The Citizen Charter of Organisation hasbeen posted on internet and circulated. The

proposal to print the Citizen Charter of theOrganisation in all future publications ofNBO.

NBO has no plan-scheme for the financial year2005-06 and budget allocation had been doneonly for the expenditure in the Non-plan.

Building Materials and Technology PromotionCouncil (BMTPC) was established in 1990-91 to bridge the gap between laboratory

development and field application of innovativebuilding materials and technologies. BMTPC inits endeavor to promote the use of innovative andenvironment-friendly building materials andconstruction technologies has initiated series ofactivities for the accomplishment of multi-facetedobjects, enshrined in the mandate of the Council.Over the years, the Council has focused on thepromotion and development of the innovative,cost-effective, environment-friendly and energy-efficient building materials and technologies. Offlate the Council has also embarked upon thefield level application of innovative buildingmaterials and technologies by way ofimplementation of the housing projects under theVAMBAY Scheme. The activities of the Council isstructured in such a manner that it not only focuseson the various operational areas of the Councilbut also leads to the tangible results with societalbenefits. In view of the changing scenario in thehousing sector, the Council in recent years hasreoriented its approach towards promotion andmarketing of technologies through intensiveevaluation, dissemination and demonstration ofcost effective building materials and constructiontechniques. The role of the Council in the light ofthis new strategy, is reflected in the followingobjectives:

1. To promote development, production,standardisation and large-scale applicationof cost-effective innovative buildingmaterials and construction technologies inhousing and building sector.

2. To promote manufacturing of new waste-based building materials and componentsthrough technical support, facilitating fiscalconcessions and encouraging entrepreneursto set up production units in different urban

and rural regions.3. To develop and promote methodologies

and technologies for natural disastermitigation, vulnerability & risk reduction andretrofitting/reconstruction of buildings anddisaster resistant planning of humansettlements.

4. To provide support services to professionals,construction agencies and entrepreneurs inselection, evaluation, upscaling, designengineering, skill-upgradation, andmarketing for technology transfer from labto land in the area of building materialsand construction.

In order to update the Vulnerability Atlas ofIndia, Earthquake hazard maps, Wind &Cyclone hazard map of India and floodhazard map collected from Central WaterCommission have been digitized.Additionally, seismo-tectonic detailscollected from GSI, earthquake epicentersof magnitude 5 & above collected fromIndia Metrological Department (IMD) havealso been digitized. These maps & otherdetails are presently being verified bymembers of the Peer group for finalization.Six meetings of the Peer Group have beenheld so far apart from various meetings ofworking groups. Risk Tables for all thedistricts as per 2001 census data have beenprepared. Draft Atlas is being prepared forthe consideration of the Peer Group.

3. The Council provided technical support toNational Task Force for a special study ofLakshadweep Island to assess vulnerabilityto various hazards and suggest mitigation/prevention measures. The Report has been

submitted to the Ministry of Home Affairs.

6. BMTPC was a part of Central Team to assessthe damage to housing caused byearthquake that struck on 8th October2005. BMTPC deputed an expert to J&K toassess the damage caused to GovernmentHospital in Kupwara during recentearthquake with an intention to retrofit itsubsequently. BMTPC was also involved withIIT Roorkee for training of engineers inJammu & Kashmir.

10. The Council has completed construction of9 structures out of 10 structures in Mizoramusing Bamboo Based technologies. Thework on construction of tenth structures i.e.School Building has been started and willbe completed by March 2006.

11. IFFCO Foundation, New Delhi hasapproached the Council for providingtechnical assistance for construction of 100dwelling units using cost-effectiveconstruction technologies for EWS inPunjab. Four alternate designs have beensubmitted to IFFCO Foundation forconsideration.

12. The Council is providing technical back upsupport for construction of 3164 housingunits using cost effective environmentfriendly technologies such as flyash bricks,prefabricated components for industrialworkers at Bawana, New Delhi under DelhiState Industrial Development Corporation(DSIDC).

13. A delegation representing a constructionagency from Maldives visited BMTPC’sregional Office & promotion cell, Bangaloreto study various cost effective buildingmaterials & technologies that could beadopted in Tsunami Rehabilitation atMaldives.

With the initiatives of Indian Embassy inVenezuela, BMTPC’s machines kept inCaracas, Venezuela have been handed overto Venezuelan Corporation of Guayana(CVG), Puerto Ordaz, one public sectorenterprise of Bolivarian Republic ofVenezuela for establishment of a TechnologyDemonstration Centre. UNIDO has alsogiven its concurrence for establishing thisCentre under ongoing UNIDO - Ministry ofUrban Employment & Poverty Alleviationproject.

15. Representatives from ‘Artisans CooperativeUnion Society of Sajana’ Sudan visitedBMTPC during June 7-12, 2005. The

delegation, along with BMTPC officialsvisited the Industrial Workers HousingConstruction site at Bawana. The wholehousing construction is being undertakenhere using large scale innovative materials& construction techniques. They were alsotaken to Demonstration-cum-ProductionCentre promoted by BMTPC at Eco-visionIndustries, Greater Noida.

The delegation took keen interest in themachines promoted by BMTPC and wasinterested in setting up a demonstrationCentre in their own country. Delegation alsogave letter of indent indicating therequirements of all 30 machines developed/promoted by BMTPC.

16. On the invitation from Standards andQuality Control Authority (SQCA), Ministryof works & Housing Settlement, Royal Govt.of Bhutan, the officers of Council visitedBhutan for feasibility study of establishmentof Technology Demonstration-cum-Production Centre in Bhutan. A completefeasibility report was prepared and sent toSQCA, Royal Govt. of Bhutan. The samehas been approved by the concernedMinistry of Bhutan. A draft MoU was alsosent to SQCA for operationalising theproject, which has also been approved bySQCA. Further action to establish the Centreis being taken.

17. BMTPC participated in Construction Expo -2005 organised by Ministry of Works andHuman Settlement, Royal Govt. of Bhutanfrom 29th September to 1st October 2005at Thimpu, Bhutan. The Expo wasinaugurated by Hon’ble Prime Minister ofBhutan, who showed very keen interest inBMTPC’s pavilion and desired increasedinteraction between concerned department/Ministries of Bhutan and BMTPC, for transfer

On this occasion, the Council organized aOne Day Workshop “Technology Optionsfor Cost Effective and Earthquake ResistantConstruction in Housing” in collaborationwith SQCA. Five presentations covering costeffective materials/technologies,earthquake resistant construction,vulnerability of houses to natural hazards,performance evaluation of materials andretrofitting of buildings for safety againstearthquakes were presented. It was chairedby Secretary, Works & Human Settlements,Royal Govt. of Bhutan and attended bymore than 100 engineers from differentparts of Bhutan.

18. BMTPC officials had discussions with therepresentative of Feroz Gandhi Institute ofTechnology, Rai Barellie for Establishmentof Technology Demonstration-cum-Production Centre in Rai Barelie, UP. Theofficials of above institute visited BMTPC’sTechnology Demonstration-cum-ProductionCentre at Greater Noida to see theperformance of machines and set up of theCentre. The site for establishment of theTechnology Demonstration-cum-TrainingCentre at Rai Barelli, has been finalized inconsultation with the Principal of FerozGandhi Polytechnic.

20. A comprehensive reply to the list of pointsfor Parliament Standing Committee meetingon Rural Development held on 14thSeptember 2005 was sent. It was followedby oral evidence by ED, BMTPC alongwithother officials before the Committee.

21. Ms. Arminda Cardozo, Project Manager,CVG International, Government ofVenezuela visited BMTPC to discuss thevarious modalities for establishment ofTechnology Demonstration Centre at PuertoOrdaz with help of BMTPC machines. Therewere detailed discussions held with Dr.Cardozo for operationalization of machinesat Puerto Ordaz. Based on the discussionsa formal letter has been written to President,CVG outlining the various options forresolution of the issues involved in theoperationalization of machines. Her visitwas organized to housing project in Bawanabeing constructed with technical supportfrom BMTPC & BMTPC’s Demonstrationcum Production Centre at Greater Noidato see the functioning of our machines &production of cost-effective & environmentfriendly building components.

22. Discussions were held with EarthquakeEngineering Department, IIT-Roorkee whereit was decided in principle to start aCertificate Course jointly with EarthquakeEngineering Department, IIT-Roorkee

related to Earthquake Resistant constructionfor practicing engineers. The details arebeing worked out. Similarly, a CertificateCourse on Construction Management isbeing initiated with Centre forEnvironmental Planning & Technology(CEPT), Ahmedabad.

30. BMTPC participated in Srishti 2005 a statelevel Techno Fair from 12 – 15 May, 2005organised at BVB College of Engineeringand Technology, Hubli, Karnataka. About3000 students from 150 engineeringcolleges throughout the State of Karnatakaparticipated in the Techno Fair exhibition.

Tsunami affected areas of Chennai &Cuddalore districts were visited on June 22-23, 2005 on the invitation of officer onspecial duty (Relief & Rehabilitation), TNGovt. & held detailed discussions withofficials & NGOs working there. 37. BMTPC organized Training Programme on“Earthquake Resistant Buildings – Planning,Design & Construction Aspect” duringNovember 24-26, 2005. Thirty twoparticipants from different organizationsattended this training programme from faroff places like Upper Assam, HimachalPradesh, Gujarat, Udhampur, Karnataka,Mumbai, etc. At the Valedictory Session,the Certificates of participation weredelivered to the participants by Secretary,Ministry of Urban Employment & PovertyAlleviation, Govt. of India. The topicscovered included Design and Constructionof various types of buildings, Retrofitting ofBuildings and Basic concepts of earthquakeand seismology.

World Bank’s two member team visitedBMTPC to seek it’s opinion about quality,suitability for application and environmentfriendliness of three products/technologiesnamely Fly Ash Lime Gypsum (FAL-G) Bricks,Vertical Shaft Brick Kiln (VSBK) Technology& Gypcrete panels for their eligibility forCarbon Credit under Clean DevelopmentProject (CDM). The world banks teamappreciated BMTPC’s role as facilitator ofclean technologies.

39. A Delegation for Dubai EconomicDevelopment Authority (DED), Govt. visitedBMTPC to discuss modalities for any tie-upbetween them & BMTPC for. They advisedthat BMTPC may participate in theirexhibitions where newly developed productsand technologies could be displayed.

40. BMTPC participated in ‘State Level BambooConsultative Meet’ organized by NABARDon 25th November 2005, and gave apresentation on bamboo-based activitiestaken up by the council. During the meetingRegional Office also arranged a Stall.

41. Council’s website has attracted 1,09,000hits during the month of November 2005and modalities are being worked out toencash these responses.

The National Cooperative HousingFederation of India (NCHF) is a nationallevel organization of the entire cooperative

housing sector in the country. The primaryobjective of NCHF is to promote, guide andcoordinate the activities of housing cooperativesin the country.

The main activities and achievements of NCHFduring the period from April 2005 to December2005 are placed below:

1. NCHF continued its efforts to promote ApexCooperative Housing Federations (ACHFs)in those States where such organizations donot exist. The Uttaranchal StateCooperative Marketing Federation (UCMF)has been designated to perform the functionof ACHF in the State. The UCMF hasapplied for membership to NCHF.

2. Under the Two Million Housing Programme,NCHF approached the major fundinginstitutions like LIC, NHB and HUDCO toincrease the flow of funds to ACHFs so asto achieve above targets.

3. NCHF have taken up the matter with LifeInsurance Corporation of India (LIC) forreduction in the interest rate on its loans toACHFs, increasing the quantum of annualloan assistance, raising borrowing limit ofACHFs, etc. The LIC has made an allocationof Rs.170 crores as loans to ACHFs for theyear 2005-06 and also increased the rebatefrom 0.5% to 1.0% for prompt repaymentof interest and principal in respect of pastloans.

4. NCHF have requested National Housing

Bank (NHB) to waive the prepaymentcharges from ACHFs in case of refund ofloans raised at higher interest rates, and togrant refinance without insisting onGovernment guarantee/registration ofindenture of floating charge as well as towaive additional interest of 0.50% chargedwhile granting loans on the basis of floatingcharge. The NHB has decided not tocharge differential interest on its refinanceto ACHFs on the basis of Governmentguarantee. As of now the prime rate ofNHB refinance to ACHFs is 7.50% for the5 years slab and 7.75% for more than 5years to 10 years slab. However, actualrate applicable to a particular ACHF willdepend on internal credit rating assignedto it.

5. NCHF have requested Housing and UrbanDevelopment Corporation (HUDCO) toreschedule the scheme-wise repayment ofloans raised by J&K Housecorpn.

6. NCHF have requested National Bank forAgriculture and Rural Development(NABARD) to utilize the vast network andinfrastructure available with housingcooperatives and consider refinancing ruralhousing through ACHFs.

7. A Memorandum was submitted to theHon’ble Finance Minister, Government ofIndia requesting therein to exempt housingcooperatives from payment of service taximposed vide notification dated 7.6.2005.

8. The State Governments were requested toadopt the Model Cooperative HousingSocieties Law drafted by NCHF andapproved by the Government of India.

9. Suggestions aimed at reducing housing costof members of housing cooperatives likeexemption from payment of income tax,service tax and reduction in interest ratewere sent to the Ministry of UE&PA forconsideration while finalizing fiscalconcessions in the Annual Budget for 2006-07.

10. The Registrar of Cooperative Societies ofvarious States as well as ACHFs wererequested to advise all the primary housingcooperatives awaiting land allotment in theirrespective States to reserve at least 25% ofland for EWS in their cooperative housingprojects. The Registrars were also requestedto make provision for Structural Audit in thebye-laws of housing cooperatives.

During the period from April to December 2005,NCHF organised the following trainingprogrammes for the personnel of ACHFs, housingcooperatives and others concerned: -

(i) An Orientation Training Programme on 30thApril, 2005 at Chandigarh, which wasattended by 222 participants.

(ii) A Workshop-cum-Training Programme on‘General Insurance and DisasterManagement’ on 1-2nd September 2005at Roorkee which was attended by 175participants.

(iii) A Training Programme on ‘Excellence inAccounts & Management’ from 25-29thSeptember 2005 at Panaji, Goa, which wasattended by 29 participants.

(2) 52nd All India Cooperative Week: The AllIndia Cooperative Week is celebrated everyyear during 3rd week of November. Duringthe year 2005-06, the 52nd All IndiaCooperative Week was celebrated from 14-20th November 2005. The main theme ofthe Cooperative Week was ‘StrengtheningCooperative Enterprises for EconomicResurgence’.

(3) Symposium on Income Tax andCooperatives: During the 52nd All IndiaCooperative Week, NCHF organized aSymposium on ‘Income Tax andCooperatives’ on 16th November 2005 atNew Delhi to celebrate the ‘CooperativeHousing and Environment Day’.

In addition to organization of above events, NCHFalso extended its cooperation to Delhi StateCooperative Union in organizing a Workshop onSalient Features of Delhi Cooperative SocietiesAct, 2003 on 18th May, 2005 at New Delhi.NCHF also collaborated with the Federation ofCooperative Group Housing Societies, MayurVihar, Delhi for organizing a Seminar on DelhiCooperative Societies Act on 17th July, 2005.

(v) Study Report: The Report of the Study on‘Role of Cooperative Housing inEmployment Generation and PovertyAlleviation’ was brought out.

NCHF has initiated a national dialogue for

organizing multi-purpose cooperatives for slumdwellers to improve their living conditions. In thisprocess, a concept paper on ‘CooperativeHousing for Urban Poor – A Strategy for SlumImprovement and Poverty Alleviation’ has beencirculated to State Governments. A NationalSeminar on Cooperative Housing for SlumDwellers organized by NCHF also made valuablerecommendations.

The Hon’ble Chief Ministers of all States wererequested to facilitate setting up of Multi-purposeCooperative Societies for Slum Dwellers andUrban Poor as suggested in the concept paperand recommended by the above Seminar andalso to constitute State level Monitoring andCoordination Committee to oversee the formationof these cooperatives.

The Government of Delhi has constituted a Statelevel Monitoring and Coordination Committeeheaded by the Chairman, NCHF to oversee the

formation of multi-purpose cooperative societiesfor the economic and social development of slumdwellers and economically weaker sections in theNational Capital Territory of Delhi. The ManagingDirector, NCHF is also a member of the saidCommittee. A number of meetings of theCommittee has been held in the presence of theHon’ble Chief Minister of Delhi, UrbanDevelopment Minister and the Chief Secretary ofDelhi. The Registrar of Cooperative Societies hasdrafted the Model bye-laws of multi-purposecooperative societies keeping in view theprovisions of Delhi Cooperative Societies Act,2003.

At the instance of NCHF, Government of India inthe Ministry of Urban Employment and PovertyAlleviation has constituted a ‘Task Force onCooperative Housing’ headed by the Chairman,NCHF to identify the bottlenecks coming in theway of smooth and efficient functioning of housingcooperatives and suggest ways to solve them.

The Task Force consisting of 11 members hasrepresentatives of the Government of India, StateGovernments, Central financing agencies like LICand NHB, Apex Federations and the Managing

Director NCHF as Member Secretary. The TaskForce has three meetings and interacted withvarious experts. After giving due considerationto the comments and suggestions received fromvarious quarters, the Report of the Task Force onCooperative Housing was finalized during theperiod under reference.

(4) The Report of the ‘Task Force onCooperative Housing’ will be printed.

(5) NCHF Pamphlet will be published.

The model application form for membership ofsuch societies has also been devised. The DelhiGovernment has approved a scheme forrelocation of slum dwellers by forming multi-purpose cooperatives under which one roomtenement of 25 sq. meters with attached toiletand kitchen in four-storeyed buildings will beallotted to each slum family. A State levelMonitoring Committee has also been set-up underthe Chairmanship of Development Commissioner,Government of Delhi in which the ManagingDirector, NCHF is taken as a member. TheCommittee will monitor the finalization of modelbye-laws and applicable forms, supply ofinformation about eligible applicants, educationalawareness and training.

Central Government Employees Welfare Housing Organisation(CGEWHO)As per the ‘Memorandum of Association’ & ‘Rules& Regulations’ of the Society, at the macro level,functioning of the CGEWHO is regulated on a3-tier basis, as under:

i) General Body – Presided over by theSecretary, M/o Urban Employment & PovertyAlleviation.

ii) Governing Council - Presided over bySecretary, M/o Urban Employment & PovertyAlleviation.

iii) Executive Committee - Chaired by JtSecretary (H), M/o Urban Employment &Poverty Alleviation.

Members of the above bodies have been drawnfrom various Ministries, including from the JCMand HUDCO. However, at the micro level, day-to-day affairs of the Organization are managed

by a full-time Chief Executive Officer.

Though having been created during 1990,CGEWHO actually commenced announcing itshousing schemes w.e.f. 1994. During theintervening period i.e.1991 to 1993, a megascale ‘Demand Survey’ was conducted on all-India basis, inviting Central Governmentemployees to express their interest in availinghousing facilities through CGEWHO. Thisdemand survey was responded by over 1,00,000Central Govt employees from all over thecountry and the data collected was collated,analysed and put up to the Governing Councilof CGEWHO for its information and furtherguidance in the matter. Based upon theresponse patterns, the Governing Councildecided to prioritise various cities in the countryfor taking up its housing projects in future.CGEWHO’s residential complexes have been andare being built on plots of land ranging from 2 to

40 acres. Multiple types of dwelling units arebuilt, with or without lift facility, to meet therequirements of potential buyers matching withtheir financial capabilities. Accommodation inthese varying types of dwelling units may rangefrom 1 BR, DD Unit (550 sq ft) to 4 BR, DDUnit/ Duplex (>1500 sq ft). Irrespective of thesize of residential complex, called ‘KendriyaVihars’, these are self-sufficient and complete inthemselves in so far as that these complexesare well secured with proper internal roadsand pathways, arboricultural development inline with the local ethos, and above all, provisionsof an appropriately sized Community Hall andShopping Centre. The residents of theseresidential complexes, named as ‘beneficiaries’of the respective scheme, hail from different

strata of the Society. With the advent of time,and need for expanding the horizon ofCGEWHO’s activities, employees of the StateGovernments/ PSUs have also being broughtunder its ambit.

Till date, 18 projects comprising 9600 DUs havealready been completed and schemes have beenannounced and construction is under progress atPanchkula (Ph II), Hyderabad (Ph II) and NOIDA(Ph V).

While housing schemes for Lucknow, Chennai(Ph II) and Hyderabad (Ph III) are currentlyoperative, housing schemes for Bangalore (PhII) and Gurgaon (Ph III)/ Greater NOIDA maybe announced during 2006.
