1. A Conserva tor ium shal l be e s t a b l i s h e d in t h e Univers i ty of Melbourne for pn ic t i ca l i n s t ruc t ion in Mus ic a n d shal l be called " T h e U n i v e r s i t y Conserv a t o r i u m of M u s i c . "

2. T h e Ormond Professor of Mus ic shal l bo t h o D i r e c t o r of t h e Conse rva to r ium.

3. The Council shall from time to time with the ' advice and assistance of the Director frame Rules for tho conduct and management of the Conservatorium.

4. Tho -course of study to be pursued in the Conservatorium shall be that prescribed from time to time by tho University Regulations for tho Diploma of Musical Associate.

5. Practical instruction shall be carried on during four terms, viz. :—

(a) The First Term commencing on the 9th Thursday in the year continuing ten weeks with a recess therein from the Friday before Easter to the Tuesday after Easter inclusive.

(b) The Second Term commencing one week after the expiration of th°o First Term and continuing for nine weeks.

(c) The Third Term commencing one week-after tho expiration of the Second Term and continuing for ten weeks.

(d) The Fourth Term commencing on the last Thursday in October and continuing for six and a half weeks.

6. There shall bo such and so many Teachers of Music in the Conservatorium as the Council after consulting with the Director shall think fit to appoint and such Teachers shall he styled " University Teachers " in their respective departments.

7. Tho work of the Conservatorium may be carried on in such buildings in Melbourne as may be approved by the Council after, consulting with the Director.

8. Students attending the Conservatorium shall , pay annually to the University the sum of Twenty-four Guineas to bo paid in three equal instalments at the beginning of the First Second and Third Terms.


9. The fees received from Students attending the Conservatorium shall bo carried to a separate account to be called the " Conservatorium F u n d " from which disbursements shall be made on behalf of the Conservatorium in accordance with the rules thereof and no payments shaU be made from the ordinary funds of tho University for tho purposes of the Conservatorium nor shall the University incur any liability apart from the funds available for the special purposes of the Conservatorium.

10. Students enrolled in the Conservatorium may without payment of any further fee attend the University Lectures on Music and subject to the Statutes and Regidations of the University be admitted to the Examinations for the Degree of Bachelor of Music and the Diploma of Musical Associate.

11. Students attending the University Lectures in Music may subject to the Rules of the Conservatorium attend the Classes of the Conservatorium on payment of Twelve Guineas each. Such fees shall be placed to the credit of the " Conservatorium Fund."

12. This Statute shall come into force on a day to be appointed by the Council.

(3) .—THE MATRICULATION EXAMINATION.

Regulations No. I., Section 2 (4) Geometry:

Omit the words— "Three propositions shall be set from each

book and any five correctly done shall entitle a candidate to pass."

And insert instead thereof the words— " With easy deductions."

(4).—ACADEMIC DRESS.

Regulations No. XXXVI., Section 2 :

Omit the words— " For Bachelors of Science with light brown

silk."


And insert instead thereof the words— " For Bachelors of Science with moss-green

silk lined with white fur."

Omit the words— " For Doctors of Science with dark brown silk

black velvet collar and hood of black silk lined with dark brown silk."

And insert instead thereof the words— •" For Doctors of Science with moss-green silk

black • velvet collar and hood of scarlet silk lined with moss-green silk."

VI.—COUNCIL ELECTIONS.

Sir Anthony Colling Brownless, K.C.M.G., M.D., LL.D., and the Hem. Sir John Madden, LL.D., were on the 7th May, 1894, re-elected Chancellor and Alce-Chaneellor respectively.

' VTL—RESIGNATIONS.

1. In August, 1893, Mr. John AVarrington Rogers, M.A., Q.C, the Lecturer on tho Doctrines of Equity and the General Principles of Procedure, applied to tho Council for leave of absence for the remainder of the year, and stated that it was not his intention to seek re-election as a Law Lecturer.

The Conncil granted his request and passed tho following resolution :— .

" That the Council express its appreciation of the " valuable services rendered by Mr. Rogers to the " University both as a Member of the Council and " as a Law Lecturer. Prom the year 1801 to 1881 he " was an efficient and active member of the Council, " and from that time up to the present he has been " annually appointed as Lecturer on Procedure, the " duties of which office he has ably iind conscieu-" tiously discharged. Mr. Rogers also, in conjunction " with his brother Law Lecturers, on two occasions ;

" performed, to the satisfaction of the Council, the " duties of the Professor of Law."


2. In January, 1S94, Dr. Dondy, the Demonstrator and Assistant Lecturer in Biology, resigned his office, whicli he had held from the beginning of 1888.

The Council accepted his resignation with regret. Tho Professor of Biology (AV. Baldwin Spencer, M.A., &c), when reporting on the list of candidates for tho office vacated by Dr. Dendy, concluded in the following words :—

" I desire to take' this opportunity of stating to " the Council my high appreciation of the work of " Dr. Dendy. His assistance in the formation of " the Biological Department has been of the greatest '• value, and his loss will be severely felt."

3. In March, 1894, Mr. H. Arnold Tubbs, M.A., the Lecturer on Chissics, resigned his office, which he had held from the beginning of 1891.

Tho Council accepted his resignation, and passed the following resolution :—

" That tho Council is sorry to be deprived of Mr. " Tubbs'. valuable services, and accepts his resigna-" tion with regret, and acknowledges the good work " whicli he has done in the University."

4. In October, 1893, Mr. C. J. Shields, M.B., B.S., F.R.C.S., one of the Demonstrators of Anatomy, resigned his position, which he had held since May, 1889.

VIIL—APPOINTMENT OP LECTURERS FOR 1894.

1. Mr. Frank Gavan Duffy, M.A.-, LL.B., was appointed Lecturer on tho Doctrines of Equity and the General Principles of Procedure iu the place of Mr. John Warrington Rogers, M.A., Q.C, who did not seek re-election.

2. Mr. Thomas Sergeant Hall, M.A., was appointed Demonstrator and Assistant Lecturer in Biology in the place of Dr. Dendy, resigned.


3. Mr. AValton Emerson Cornwall, M.A., was appointed Lecturer on Classics in tho place of Mr. Tubbs, M.A., resigned.^

4. All the other Lecturers were rc-appointed to their respective offices.

IX.—APPOINTMENT OF DEMONSTRATORS FOR 1894.

1. Mr. Francis Henry Langlands, M.B., B.S., F.R.C.S., was appointed a Demonstrator in Anatomy in the place of Mr. Charles James Shields, M.B., B.S., F.R.C.S.

2. Mr. Garnet SoiUeux, M.B., B.S.. M.R.C.S., was appointed an Honorary Demonstrator in Anatomy.

3. All the other Demonstrators were re-appointed to their respective offices.

X.—LEAVE OF ABSENCE GRANTED.

(a) MEMBERS OF COUNCIL.

1. To the Chancellor, from the 31st October to 31st December, 1893, he being unable to attend the meetings in consecxiience of having met with a severe accident.

2. To Mr. R. Murray Smith, from the l l t h December. 1893, to 1st February, 1894.

3. To Sir Henry AVrixon for one year, commencing on the 7th May, 1894.

. (b) TEACHING STAFF.

1. To Mr. J. AV. Rogers, the Lecturer on Procedure, from the 5th September, 1893, to the end of the year.

•2. To Professor Spencer for three months, commencing in April, 1894, having been nominated by tho Premier to act as tho representative of the Colony of A'ictoria on an expedition organised by Mr. AV. A. Horn of South Australia, tor the scientific exploration of the McDonnell Ranges.


Mr. W. Fielder was appointed to assist Mr. T. S. Hall, the Demonstrator and Assistant Lecturer in Biology, to do tho work of the Professor in' his absence.

3. To Mr. T. M. Girdlestone, the Lecturer on Surgery, for three months, commencing in April, 1894, on account of illness. Mr. AVebb was appointed his locum tenens.

4. To Dr. Cherry, tho Demonstrator and Assistant Lecturer on Pathology, for the 3rd and 4th Terms, 1894, to enable him to visit Europe with the view of carrying on investigations in Bacteriology.

5. To Professor Marshall Hall, tho Ormond Professor of Music, from August to November, inclusive, of the present year, to visit England on urgent private business. Mr. AA7". A. Laver was appointed to act as locum tenens for the months of August and September.

XL—SCIENCE SCHOLARSHIPS OFFERED BY THE COMMISSIONERS OF THE LONDON EXHIBITION OP 1851.

On the recommendation of the Professorial Board the Council nominated, Mr. George AVilliam MacDonald, B.Sc, who obtained the Scholarship and First Class Honours in the School of Chemistry, to the Scholarship offered by the Commissioners for tho year 1S93. A communication has been received from the Secretary to the Commissioners, stating that the nomination of Mr. MacDontild has been accepted.

XII.—DIXSON BEQUEST.

Tho Council has received from the Executors of tho late Mr. Robert Dixson a further sum of £3000, making a total of .£10,000 received on behalf of this bequest. This amount has been bequeathed by Mr. Dixson for the foundation of Scholarships iu Chemistry, Experimental Physics, Mathematics, and Engineering.

XIII.—REDUCTION IN THE GOVERNMENT-GRANT.

Since the year 1891 the Income of the University has been reduced by the Government to the extent of £7000. The maintenance vote having been decretised by £3500. and the votes for Fittings, Buildings, etc., having boon wholly discontinued; as will be seen by the following tabular statement.
