NASSCOM : Annual Report 2006-072

The Indian IT-BPO industry has grown ten-fold overthe last ten years, a sign of the immense potential

it has and of its power to drive the Indian economy.Year-on-year, it's been a story of high momentum,of maturation and increasing stature in the global

markets. The IT-BPO sector has enabled India toemerge as a partner of choice for reputed, largeinternational customers. Skilled IT professionals,

operational excellence and a conducive regulatoryclimate, have helped India position itself as an IT-BPO investment hub.

The year 2006-07, like the ones before it, has firmlyestablished the fact that the success achieved bythe IT-BPO segment isn't just an aberration-that it isa result of a concerted effort by companies to scale

up the value chain, gravitate towards higher valueservices, and enter into deep and enduringengagements with clients.

The 2006 revenue figures, in fact, tell their ownstory. The Indian IT-BPO sector (including the domesticand export segments) grew at an estimated 28

percent during 2006-07, with the total revenueaggregate for the industry expected to cross US$47.8 billion. The industry, directly generated

employment for over 1.6 million professionals, accounting for 5.4 percent of the country's GDP.

The statistics have shown that Indian IT-BPO

organizations are continuing to surpass expectationsin the area of software and services exports and arenow exploring new geographies and vertical markets.

While the traditional turfs such as the North Americangeo and Europe continue to lead in terms of revenuecontributions, Indian IT-BPO companies are seen to

be tapping new opportunities in emerging markets

Message from the Chairman

such as the APAC, Africa, Latin America, amongothers.

The BPO industry has also stepped up momentum, notching up exports of around US$ 8.3 billion in2006-07, a jump of 32 percent over the previous

year.

It is becoming clear that the vision the IT-BPOindustry had set before itself in 2002, which was

outlined in the now famous NASSCOM-McKinseyStudy, is on the threshold of fruition. In fact, notonly are we set to achieve our ambitious target of

US$ 50 billion in exports, we are likely to exceedthe goal, notching up around US$ 60 billion by 2010.

A recent study by CRISIL throws an even more

interesting light on the IT-BPO industry. Besidesimpacting GDP and exports, the sector is also havinga direct bearing and multiplier effect on India's

economy. According to the Study, in 2005-06, IT-ITES employees spent Rs. 260 billion on domesticconsumption and that every Rs. 1 spent by the

IT-ITES sectors (on domestically sourced goodsand services), translated into a total output of aboutRs. 2 in the economy.

The Study has also indicated that for each personemployed in the IT-ITES sectors, around fourpeople are employed in the rest of the economy.

Obviously, besides generating millions of dollars worthof foreign exchange and employment for lakhs ofprofessionals, the IT-BPO industry is playing a role in

the socio-economic transformation of the countryby contributing to the success of other sectors thatit shares either backward or forward linkages with.

As we go forward, my belief is that the IT-BPOindustry will only get stronger and more diverse, successfully capitalizing on new emerging business

opportunities gaining visibility in the overseasmarkets. A case in point is the area of EngineeringServices Outsourcing, being positioned as the new

frontier for the Indian IT-BPO sector.

Recent trends seem to indicate that the Indian IT-BPO market is all set to catch the next wave of

global sourcing which will witness a considerablefocus on R&D and engineering services. Already over

Page 3: Annual Report-06-07

NASSCOM : Annual Report 2006-07 3

150 MNCs have set up captive facilities in India toundertake cutting-edge research and development

for their parent companies overseas. Every day, anew Indian third-party organization expresses itsintent to address this market. If we were to go by

the findings of a Booz Allen Hamilton and NASSCOMSurvey which shows that the world is outsourcingonly around 2-3 percent of its spend on engineering

services, we will understand the immense untappedopportunities that lie in this segment, which can becaptured by the Indian IT-BPO sector.

Provided both large and small Indian companies focuson providing innovative offerings such as productdevelopment, manufacturing, plant engineering,

maintenance, and repair to verticals such asautomotive, aerospace, hi-tech, telecom, utilities andconstruction/industrial machinery, India can garner a

larger share of the mammoth engineering servicessegment.

In order to highlight India's expertise in engineering

services and its readily available, rightly skilled talent,NASSCOM has been organizing road shows withinIndia and in other key markets, which are outsourcing

these functions. The road shows have ablydemonstrated that when it comes to engineeringservices, India is the partner of choice for global

customers.

While acknowledging the wonderful work undertakenby the IT-BPO industry during 2006-07, the

contribution of the SMEs within the sector must alsobe recognized. SMEs account for the bulk of the

industry in terms of sheer numerical strength andare expected to fuel the sector's next phase of

growth. Going forward, it will be these innovation-driven emerging companies, which will be the flag-bearers for the IT-BPO sector.

NASSCOM too needs to be applauded for its activesupport of the IT-BPO industry, for engaging withmember companies, both large and small to

understand their concerns and challenges and forlobbying with the Government to redress theloopholes and shortfalls in the regulatory and

infrastructure environments.

NASSCOM has grown and matured into a keyorganization representing the IT-BPO industry, a

premier chamber of commerce and enabler for thesector. The gradual institutionalization of NASSCOMhas helped it to emerge as the most robust plank

for the IT-BPO sector, a platform companies are usingto connect with each other and address the vastopportunities that lie ahead.

All in all, 2006-07 has given the IT-BPO industryreason to remain optimistic about the future.Numerous milestones have been crossed, but the

journey has just begun. More ground needs to becovered within the IT-BPO domain. The world isindeed the Indian IT-BPO sector's oyster now. India

must play a bigger role in the emerging globalequation.

Message from the President

The Indian IT-BPO industry has reason to be proudof its performance during 2006-07, a period marked

by intense all round growth. Besides achievingexcellence and establishing leadership in its traditionalstrongholds such as IT-BPO exports, the industry also

increased traction in the Indian domestic market.

While it was an extra-ordinary year for IT-BPOexports, of immense satisfaction were the strides

that the sector made on home soil too, where it isset to create a revolution of sorts. During 2006-07,Indian IT-BPO organizations both large and small

began addressing the vast opportunities being thrownup by the domestic segment.

NASSCOM's focus on building the domestic market

also resulted in a host of innovative initiatives. Ourefforts to create specific cluster reports on verticalssuch as automotives, textiles, retail and

manufacturing resulted in a better understanding ofthese markets and their specific IT requirements. The IT-BPO industry also gained insights on the

business opportunities these verticals offered serviceproviders.

The IT User Awards, which were introduced by

NASSCOM to spur IT usage within the domesticmarket and recognize the companies that hadsuccessfully embarked on their automation journeys,

gained stature and credibility during 2006-07.

Another encouraging development during the yearwas the IT-BPO industry's determined attempts to

deal with the challenges, the areas of concern andthe pain points it was confronted with. No longerwere organizations and the central and state

Governments dismissive about issues related to talentshortages and poor physical infrastructure.

While the telecom environment saw considerableimprovements and changes, with tele-density

increasing, greater bandwidth becoming availableand mobile phone penetration on a gallop, physicalinfrastructure too finally got its due during 2006-07.

The move to upgrade India's key airports and localmass transportation was a sign of the Government'skeenness to make the country's physical infrastructure

global class and in tune with the needs of theburgeoning IT-BPO sector.

Talent, or the lack of it, the other major concern for

the Indian IT-BPO industry, also found its way onthe radar of companies, Governments and academia.During 2006-07, numerous initiatives were unveiled

to expand the pool of relevantly skilled IT-BPOmanpower and plug the yawning demand-supplygap for quality human resources.

The IT-BPO sector, led by NASSCOM, launched acomprehensive skill assessment and certificationprogram for entry-level talent, to ensure the creation

of quality manpower. The NASSCOM Assessment ofCompetence (NAC) initiative was rolled out nationally, with the involvement of leading BPO firms, across

six to seven cities. The program is currently in variousstages of execution in 8-10 Indian states.

The industry's focus on education caused it to engage

actively with the academia and Government andwork together through Public Private Partnerships. The goal here is to ensure that educational institutions

remain abreast of the developments taking place inthe area of pedagogy and that faculty was in syncwith the requirements of the IT-BPO industry. The

Faculty Development Program introduced byNASSCOM during 2006 was aimed at aligning theeducational system with the real world of work and

creating manpower that is employable and industry-ready.

During 2006-07, reforms in the education arena

received considerable focus and were discussed atthe highest levels of policy formulation in the country.

The other area that witnessed considerable action

during 2006-07 was the Information Security domain.2006 saw the IT-BPO industry and the Governmentstep up efforts to position India as a Trusted Sourcing

Page 5: Annual Report-06-07

NASSCOM : Annual Report 2006-07 5

destination. Besides strengthening the regulatoryframework by giving more teeth to the IT Act 2000

(the proposed amendments to the Act have beentabled in Parliament and are likely to be enacted inupcoming sessions), the Government also worked

closely with the industry to scale cyber security. TheCyber Lab initiative, for instance, was escalated withthe setting up of such facilities in Pune, Chandigarh,

Mumbai, Thane and Bangalore. These labs arealready equipping enforcement agencies to deal withcyber security and cyber crime. Over 2200 officers

have undergone training at these facilities.

The National Skills Registry (NSR), a pan-India onlinedatabase containing third party verified personal,

qualification and career related information on IT-BPO professionals received a major buy-in from alarge number of NASSCOM member companies. At

the end of 2006-07, around 60,000 IT-BPOprofessionals had registered with the NSR. The NSRnot only increased security for organizations and

their customers, it also protected employees fromcriminal elements seeking to misuse their identities.

Going forward, NASSCOM is pushing for a self

regulatory organization, an independent body thatwill identify a basic set of security and privacystandards, that member companies will have to

conform to. The ground work for such anorganization was completed during 2006-07.

Another trend which gained momentum during 2006-

07, was the move by organizations into India's TierII and Tier III cities and townships. Competitive realestate costs, ready availability of manpower and

sound telecom infrastructure, enabled a number of

smaller Indian c ities to draw IT-BPO majors.NASSCOM took up the cause of these emerging IT-

BPO hubs and helped build awareness about theirexisting and future potential. Chandigarh, Coimbatore,Dharwad, Nagpur, Vishakapatnam, Madurai,

Ahmedabad saw an influx of IT-BPO investments,as news about their intrinsic advantages waspropagated by NASSCOM during 2006-07.

Besides Indian companies, NASSCOM also enabledglobal organizations to learn more about the country'sdomestic market, by organizing visits for foreign

delegations.

At another level, during 2006-07, NASSCOM urgedthe Government to create a policy framework that

would facilitate the growth of the IT-BPO industry.Budget 2007, which caused disappointment amongIT-BPO players, owing to the imposition of MAT, FBT

on ESOPs, and other policy changes, saw NASSCOMtake up the issues with government. Going forward,NASSCOM will continue to lobby with the

Government to extend the STPI scheme, roll backMAT and provide greater support to SMEs. The aimwill be to ensure that India's central and state

Governments create a regulatory environment thatis conducive to the growth of the IT-BPO industry.

There is much then to look forward to in 2007. The

Indian IT-BPO industry, currently riding a wave ofoptimism, is expected to make even bigger gainsover the next few months. The best, as they say,

is yet to come!

Activity of NASSCOM ITES-BPO Forum – NASSCOMITES-BPO Forum Initiatives

People Practices (HR Strategy Group Meetings)NASSCOM continuously organises series ofmeetings with HR / business managers meetingsfor member companies across the country - NCR,Mumbai, Pune, Bangalore, Chennai andHyderabad. The participants have appreciatedthe opportunity to meet informally and discusschallenges that they face.

While there has been no perceptible impact onaddressing the issues of attrition or rising labourcosts, there have been some successes - limitednon-poaching agreements, sharing ofcompensation data, notice period, and relievingletter.

Supply Side (NAC, NASSCOM Assessment ofCompetence)One of NASSCOM’s key goals is to catalyze theexpansion of India’s English speaking manpower

pool and ensure that the country’s ITES-BPOtalent resources are equipped with industryrelevant skill-sets. In line with this rationale,NASSCOM, along with Hewitt Associates andindustry players, through NASSCOM Assessmentof Competence (NAC) will deploy an Assessmentand Certification framework to ensure a steadysupply of quality ITES-BPO professionals to meetthe present and future requirements of theindustry.

Demand side (Image Enhancement Initiatives)It is widely known that our industry is not ‘careerof first choice’ for most potential employees. Inorder to correct perceptions about BPO as acareer opportunity, NASSCOM has developed aimage enhancement / mass communicationcampaign for young job aspirants, parents andteacher community around the country. We arealso evaluating the feasibility of running a mediacampaign addressing some of the inaccurateperceptions about working in a BPO company.

Trusted Sourcing Initiative (National Skill Registryfor IT Professional)The IT software and services industry is one ofIndia’s outstanding successes. It is now India’stop exporter, and provides direct employmentto over 10 lakh people (and, indirectly, to 4times that number). It has catalyzed the growthof commercial real estate, automobile, catering, hospitality and mortgage banking industries. Itis contributing to better governance andefficiency, even as it has transformed the imageof India abroad. The industry is making asignificant positive impact on the Indian economyand the people of this country.

In recognition of these, NASSCOM - workingclosely with industry colleagues - has taken anumber of pro-active steps. NASSCOM hasundertaken an initiative to create, operate andmaintain a national database of employeesworking in IT/BPO industry in India, known asNational Skills Registry (NSR): A centralizeddatabase of all employees of the IT servicesand BPO companies in India. This databasecontains third party verified personal, qualificationand career information of IT professionals.

The objective of NSR is to improve recruitmentpractices in IT and BPO industry, which will inturn help in maintaining India’s globalcompetitive advantage. It is an employee-
