FOREWORD
It gives me immense pleasure in bringing out the Annual Performance Report (APR) of MSME-DI Karnal and its Br. Bhiwani for the year 2012-13. The report contains details of the activities and significant work done by the Institute and its branch during 2012-13. The main focus was to organise IMCs, EDPs, ESDPs, and BSDPs to create self employment opportunities amongst educated unemployed youth in the state of Haryana. Technical consultancy services to MSMEs were provided. In addition to these activities, the Management Development Programme (MDPs) on Cyber & Cloud Computing, Marketing management, E-marketing, QMS/QTT, ISO-9001:2008 Certification, and Programmes/ Seminars on various schemes of ministry were also organised. It is my profound privileged to inform that this Institute has successfully organized 140 programmes in the year 2012-13 against a target of 140 nos. Therefore the achievement was 100%. It has become true that due to sincere efforts put up by all officers & staff members of the Institute and its Branch Bhiwani, this achievement has been made. The institute has organized additional programmes over and above the targets on the basis of local needs.
2. Under NMCP Schemes, one awareness Programme on Intellectual Property Right (IPR) on 11th July’2012 and Two programmes on Product Certification were organized at Yamunanagar & Sonepat. Seven awareness programmes on Bar code and One on Packaging for Export were also organized in coordination with various industries association. The objective of programmes were to upgrade the skills of entrepreneurs and their executives, managers, supervisors in the area of Quality and Technology upgradation in different spheres of business and manufacturing. The office has successfully done the secretariat work of Central Govt. Welfare Association, Karnal.
3. Under NMCP Schemes, this year the institute has implemented lean scheme in 8 SPVs, reimbursed 63 MSE units in Bar Code, 40 units in ISO-9000 reimbursement scheme, 10 units under Design Clinic Scheme, 6 CFC under MSE-CDP Scheme in clusters including MSME units under TEQUP and MATU scheme. 4. One NVDP from 23rd - 24th Feb, 2013 was organized at HUDA Ground, Karnal in association with Haryana Chamber of Commerce & Industries, Karnal, Pharmaceuticals Manufacturesrs Association, Karnal Agriculture Implement Mfrs. Association, Karnal, Print & Pack Industries Association & Haryana Chamber of Commerce & Industries (Karnal Chapter). In addition to this, eight nos of one day State Level Vendor Development Programme(SVDP) were organized at various locations in the state.
5. I wish to place on record my appreciation and complements for the outstanding performance made by all officers and staff members of the institute and its branch for completing more then 100% targets during the year 2012-13.

Activities & Achievements
ACHIVEMENTS OF MSME - DEVELOPMENT INSTITUTE, KARNAL
MSME -Development Institute (Formerly Small Industries Service Institute), Karnal was established on October 1982. MSME-DI, Karnal is a field office in the State of Haryana of O/o DC (MSME) Ministry of MSME, Government of India. The Institute along with its branch Institute at Bhiwani provides a wide range of extension service to the Micro, Small & Medium Enterprises except Faridabad district which falls under the jurisdiction of MSME DI Okhla, New Delhi. It provides consultancy services to the existing & prospective entrepreneurs. The globalization and liberalization of our economy demands continuous monitoring and implementation of Govt. policies in the state. In this context, various schemes for the promotion of Micro, Small and Medium Enterprises i.e. NMCP Schemes, ISO 9001/14001 Reimbursement, Marketing Development Assistance (MSE – MDA) Scheme, MSE-CDP Scheme etc. are being implemented. For creating self employment opportunities among the educated unemployed youths, Industrial Motivational Campaign (IMC), Entrepreneurship Skill Development Programme, (ESDPs), Entrepreneurship Development Programme, (EDPs), Management Development Programme (MDPs) conducted in various districts of the State. Bhiwani workshop provides common workshop facilities to local MSMEs. The workshop is equipped with lathe, shaper & other general purpose machines. It provides six months skill development training to workers of micro & small units of Bhiwani and its surrounding areas.
ACHIEVEMENTS (IN BRIEF) MADE BY THE INSTITUTE DURING - 2012-13
(1) State Level Vendor Development Programme (SVDP)
8 nos. of one day duration State Level Vendor Development Programme (SVDP) organised by the Institute. The details are as follows:
• On 26.9.2012 at Yamunanagar in association with MSME units supplying material to Deen bandhu Chottu Ram Thermal Power Project, Yamunanagar.
• On 1.12.2012 at Ambala in association with Ambala Scientific Instruments manufacturers Association (ASIMA), Ambala.
• On 19.12.2012 at Panipat in association with Textile Machinery Manufacturers Association, Panipat & Small Scale Industries Association, Panipat.
• On 19.12.2012 at Mewat in association with Roz Ka Meo Industrial Area Association, Mewat.
• On 4.1.2013 at Hissar in association with Hissar Small Scale Industries Association, Hissar
• On 5.1.2013 at Palwal in association with Palwal Industries Association, Palwal. • On 1.2.2013 at Karnal in association with Karnal Print & Pack Association, Karnal. • On 1.3.2013 at Rewari in association with Rewari Industrial Association, Rewari.
Total 337 units participated in all the above SVDPs. Total Expenditure incurred in these programmmes - Rs 1,15,121/. PSUs like Indian Railway, DGS&D, Indian oil Corporation, National Fertilizer Ltd, Road Transport Corporation, Deen Bandhu Chhotu Ram Thermal Power Plant, SIDBI, NSIC etc participated.
(2) Achievements in implementation of the scheme “Intellectual Property Rights(IPR) for MSMEs”
(i) The Institute organized one day Awareness/Sensitisation Programme on Intellectual Property Rights for MSMEs on 11.7.2012 at Yamunanagar in association with units manufacturing products of HPGCL Yamunanagar. About 80 MSME units participated in the programme. (ii) The institute in association with Intellectual Property Facilitation Centre (IPFC) set up by Haryana State Council for Science and Technology achieved the following in the area of Patents, trademarks etc, Activities In order to identify the intellectual property (IP) needs of above mentioned different clusters, meetings were held with the following:- a) Scientific Instrument Cluster, Ambala: A meeting was held with Sh. Amarjit Singh, President, Science Apparatus Manufacturers Association, Ambala and briefed about the establishment and various activities of Intellectual Property Facilitation Centre (IPFC) at Haryana State Council for Science &Technology, Panchkula. The second meeting was also held with Sh. Puneet Gupta, Gupta Scientific & Instrument Manufacturing, Ambala and briefed about the importance and concepts of Intellectual Property Rights such as copyrights, trademarks and patents.
b) Metal industries clusters at Jagadhari: A meeting was held with Sh. R.K.Saluja, President, Jagadhari Metal Manufacturing & Suppliers Association and briefed about the various activities of Intellectual Property Facilitation Centre (IPFC) set up by Haryana State Council for Science & Technology, Panchkula. The meeting was also held with Mr. Ashwani Goel, President of Yamuna Nagar-Jagadhari, Chamber of Commerce & Industry, Yamunanagar and briefed about the importance and concepts of Intellectual Property Rights such as copyrights, trademarks and patents. c) A meeting was held with Mr. Satish Gupta, President, Haryana Chamber of Commerce & Industry, Panchkula and apprised about the various activities of Intellectual Property Facilitation Centre (IPFC) at Haryana State Council for Science & Technology, Panchkula. d) MSME-DI, Karnal organized a sensitization programme on ‘Intellectual Property Rights for MSMEs’ at Hotel Pride Park Premier, Sector-29, Gurgaon with Gurgaon Chamber of Commerce & Industry. e) Sensitization Programme of Intellectual Property Rights for Micro, Small and Medium Enterprises” organized by MSME – Development Institute, Karnal at Deen BandhuThermal Plant, Yamuna Nagar on 11th July, 2012. The Programme was attended by metal industries entrepreneurs, utensils manufacturers and plywood manufacturers. f) One awareness programme on the services to be given by Intellectual Property Facilitation Center Haryana for MSMEs through News Channel Den Saya Channel Yamunanagar organized on 10 August 2012. g) An awareness programme organised on Intellectual Property Rights on 19 Oct, 2012 for PhD, M-Pharm, MBA (Pharma-Management) and B-Pharma Students of Maharishi Markendeshwar University, Mullana (Haryana). The lecture was attended by 200 students. h) An awareness programme organized at Geeta Niketan School, Kurukshetra University, Kurukshetra in which 100 teachers from Physics, Chemistry, Mathematics, Biotechnology, Biology and 200 students of science background were present. The main focus was on the various components in Intellectual Property Rights (Patent, Trademark and Industrial Design and Copyrights). i) A sensitization programme was organized at Arya P.G. College, Panipat in which 120 professors, lecturers and scientists of various colleges of Haryana (Panipat, Karnal, Rohtak, Sonipat and Gohana) and 200 students of Science graduate were present. The various components of Intellectual Property Rights (Patent, Trademark, Industrial Design and Copyrights) were explained to the participants. j) A Sensitization programme on IPR was organised for the students of Faridabad region at Pt. Jawahar Lal Nehru P.G. College, Faridabad on 23 November 2012. k) Intellectual Property Facilitation Centre for MSMEs, organized a Training Programme on Intellectual Property Rights on 24 December 2012 at Nirwana Herbal Health Care, Industrial area, Yamunanagar. In this Programme about twenty representatives of various MSMEs of Yamunanagar such as Plywood, Utensils and Pharmaceutical were present. l) Officers from MSME-DI, Karnal delivered lecturers on the topic, Industrial Design and Geographical Indication in 5 days design awareness workshop organized by PHDCII at Ambala Cantt for glass manufacturing industries on 30 January 2013. m) An IP audit conducted in Park Non woven, Industries by Project Officer, in which he focused about the different parameters of Intellectual Property Protection. Mr. Pankaj Kapoor, President,
Haryana Chamber of Commerce and Industries and owner of Park Industries, discussed about the manufacturing process, brand protection and design modification of the equipment with Project Officer. n) Awareness Programme organised at D. A. V. Centaury College, NH3, Faridabad, Haryana for the students of BBA, BSc. and BCA students on the topic of Intellectual Property Rights on 16 Feb 2013. (iii) The names and address of the other units benefitted under the scheme in filing patents, Trademark etc are enclosed.
(3) Programme on Export Packaging
One day programme on export packaging organized on 6.3.2013 at Karnal in association with Print n Pack Industries Association Karnal & Indian Institute of Packaging, New Delhi. 35 participants from various manufacturing units participated in the programme.
(4) Awareness programme & Achievement under Bar code Scheme

The main objectives of the programmes were to dispense awareness among the
existing/prospective entrepreneurs about the applications/benefits of GS-1 Barcodes, disseminate the latest development and techniques in the field of Bar Code, compliance with Global regulatory requirements on traceability of products, safety & security, requirement of bar code for export products etc. About 211 MSE units participated in all programmes. (b) Reimbursement under Bar Code Scheme 63 MSE units benefitted under Bar Code scheme and reimbursed an amount of Rs.5,98,469/-
(5) One Day IMC on NMCP Schemes

(7) Reimbursement of National/International Product certification Two units reimbursed Rs 1,83,312/- for acquiring National/International product certification under the scheme “Technology & Quality Upgradation Support to MSMEs” .
(8) Participation in National/International Trade Fairs / Exhibitions under MSE-MDA Scheme
(i) 4 units participated in National/International Trade Fairs / Exhibitions under MSE-MDA Scheme
(ii) Two association recommended to Ministry of MSME for their deputation abroad;

• Rai Industries Association, Rai, Sonepat for Canton Fair - 2013, China (iii) A foreign delegation of about 15 MSMEs entrepreneurs from Burkina Faso, West Africa visited Karnal and have interaction with agricultural implements manufacturers, Pharma, Food processing, Solar Energy, Auto components, Textile etc . This programme was coordinated by MSME-DI, Karnal.
(9) Marketing Assistance and Technology Upgradation Scheme Three local exhibitions at Panchkula, Panipat and karnal organized in coordination with local association. 20 MSE units participated. However, only Two MSE units benefited under the scheme and subsidy of Rs 17,700/- disbursed to them.
(10) National Award Winners 2011 Total 8 MSME entrepreneurs of the state out of 38 in the country won the National Award. Haryana stood number one in the country. This is a 1st time unique achievement of the institute. State award for Outstanding Efforts in Entrepreneurship for MSEs rendering services

(12) Rehabilitation of Sick Units
Sickness of MSMEs in state is not getting the desired attention. There are several factors that have put considerable pressure on the performance of MSME resulting in a large number of them are becoming sick. Now, therefore there is a need to take this task on priority basis. The State Level Bankers Committee (SLBC) constituted a Sub-Committee on May 2012 under the Chairmanship of Director, MSME DI, Karnal for making an action plan for conducting viability study on restructuring/rehabilitation of potentially viable sick MSME units in the state of Haryana. The Committee includes representation form Director of Industries and Commerce, Govt. of Haryana, RBI, DIC, LDM, HCCI/Industries Association and concerned bank of sick units. Committee has already convened four meetings on 27-6-12, 27-7-12, 05-9-12 and 29-11-12 for finalising the procedure to be followed for rehabilitation of potentially viable sick units including preparation of viability study reports. The Committee has already approved the two stage methodology for rehabilitation of potentially viable sick MSME units. MSME-DI, Karnal has also did pilot study/survey carried by officers of MSME-DI, Karnal for collecting preliminary information from 122 MSME units as per list provided by banks. After making rigorous survey of these 122 sick units, only one unit which took loan form bank about Rs. Six lakh found fit for rehabilitation. Other units were either closed or non traceable as they are covered under small loans under various schemes like Prime Minister Employment Generation Programme (formerly PMRY), Swarna Jayanti Swarojgar Yojna (SJSRY), Demand Loan Secured (DLS) etc. Thus it was decided that variability study will be carried out for only those sick MSME potentially viable units who is having loan of Rs. Five lakh and above. The pace of preparation of viability study report is little slow due to non-providing of sick MSME unit data by banks to MSME-DI, Karnal.
(13) State Level Advisory Board meeting (SLAB) State Level Advisory Board (SLAB) attached to MSME-DI, Karnal is a governing body constituted by Hon’ble Governor of Haryana State plays an important role for co-ordination between different agencies responsible for the development and promotion of Micro, Small and Medium Enterprises (MSME) in the state of Haryana and to advise on all issues concerning the MSMEs, specially State related matters, including functioning of DICs, State KVIC, MSMEDIs and various promotional and autonomous bodies under the control of M/o MSME, implementation of various central sector schemes, monitoring of credit flow etc in the state of Haryana. The SLAB has 30 members with Financial Commissioner & Principal Secretary to Govt. of Haryana, Industries and Commerce department is its Chairman. The SLAB shall meet as often as necessary but at least once in six months. Office of the Director, MSME-DI, Karnal functions as the Secretariat of the said Board. Last meeting of SLAB was held on 15-01-2013 under the Chairmanship of Sh. Y.S. Malik, Financial Commissioner & Principal Secretary to Govt. of Haryana, Industries and Commerce Department, Chandigarh. Total 30 participants participated in the meeting.
(14) State Level Bankers’ Committee (SLBC) Haryana Punjab National Bank being the lead bank in Haryana, regularly holding SLBC after every quarter to review the performance of banks. PNB is lead bank in 17 districts, Syndicate Bank in 3 districts and OBC is the lead bank in 1 district. Recently 123rd meeting of State Level Bankers’ Committee (SLBC) Haryana for the period ended 31st December, 2012 held on 14th February 2013 at Chandigarh to review the performance of banks,credit flow to MSMEs,banking facilities in MSME clusters, achievement in the targets by bankers on the recommendations of Prime Minister’s Task Force on MSMEs, review of rehabilitation/restructuring of sick MSMEs etc. Officer of this office is regularly attending all SLBC meetings for the state of Haryana.
(15) Empowered Committee Meeting on MSME for the state of Haryana
Officer of this office is regularly attending the Empowered Committee Meeting on MSME for the state of Haryana which are organized after every quarter under the Chairmanship of Regional Director, RBI. Recently 123rd meeting of State Level Bankers’ Committee (SLBC) Haryana for the period ended 31st December, 2012 held on 5th March, 2013 at Chandigarh to review the performance of banks, credit flow to MSMEs, banking facilities in MSME clusters, level of compliance of the recommendations of Prime Minister’s Task Force on MSMEs, review of rehabilitation/restructuring of sick MSMEs etc.
(16) District Level Review Committee/Distt. Level Consultative Committee (DLRC/DCC) Officers of this office is regularly attending DLRC/DCC meetings organized after every quarter under the Chairmanship of Deputy Commissioner of concerned district to review the credit flow to MSMEs, banking facilities in MSME clusters, achievement in the targets by bankers on the recommendations of Prime Minister’s Task Force on MSMEs etc. A total 44 DLRC/DCC meetings were attended by officers of this Institute during 2012-13. (17) Meeting of Haryana Scheduled Castes Finance & Development Corporation Ltd. (HSFDC), Chandigarh Officers of this office is regularly attending the meetings of HSFDC under the Chairmanship of Chairman, HSFDC at Chandigarh on issues related with economic development of SCs, providing training, loans to SCs under various income generating schemes including self employment opportunities etc to them. Latest 188th meeting of Board of Directors of the HSFDC was held on 20-3-13 at Chandigarh.
(18) Haryana Micro and Small Enterprises Facilitation Council (HMSEFC) Chandigarh Haryana Micro and Small Enterprises Facilitation Council (HMSEFC) Chandigarh has been set up under section 21 of MSME Development Act, 2006 under the Chairmanship of Chairman-cum-Director of Industries and Commerce, Govt. of Haryana, 30 Bays Building, Sector-17, Chandigarh for solving the issues related to delayed payments. The Council, or a party to the dispute with the approval of the Council, may apply to the court under section 27 of the Arbitration and Conciliation Act, 1996 (26 of 1996), for assistance in taking evidence. The petitioner may apply regarding their delayed payment directly to the Council in Form-1. As and when any application/reference received to MSME-DI, Karnal it is immediately forwarded to the HMSEFC, Chandigarh for necessary action in the matter. Recently, HMSEFC has solved more than 10 such cases related to supply made to M/s HMT LTD, Panchkula.

ENTREPRENEURSHIP SKILL DEVELOPMENT PROGRAMME(ESDP) Objective:-
Entrepreneurship Skill Development Programmes (ESDPs) are being organized as a regular training activity to cultivate qualities in youth by enlightening them on various aspects of enterprises that are necessary to be considered while setting up of micro, small and Medium enterprises. ESDPs have attracted the attention of the educated unemployed youth. Over the years, these programmes have created confidence in our youth, which has led to self-employment and creation of further employment. These programmes are of six weeks duration. ESDPs during 2012-13 The Institute & its branch MSME-DI Bhiwani organized 38 ESDPs in the state during 2012-13 covering districts Rewari, Yamunanagar, Ambala , Kurukshetra, karnal, Sonepat, Kaithal, Jhajjar, Hisar, Gurgaon, Palwal, Mewat, Bhiwani & Nilokheri for Weaker Section, Educated Unemployed Youth, Women & PH on various topics like Computer Hardware, Maintenance & Networking, Mobile Phone Repairing, Computer Accounting with Tally, Desk Top Publishing, M/c Shop Practice, Garment Manufacturing, conventional turning, conventional/basic welding, Advanced Welding, Electrical Gazette Repairing, House wiring, Milling etc.
ESDP is divided into three sub topics/aspects namely Industrial, Management and Technical.
Industrial covers topic like How to set up MSME, product selection procedure, preparation of project profile etc. The Management aspects covers marketing management, sales promotion & salesmanship, customer relationship management, working capital management, taxation, basics of book keeping etc. The Technical aspect covers technical lectures, practical demonstration. However some of the programmes organized specially for weaker section with & without stipend. Some of them were for women & PH educated unemployed youth.

Entrepreneurship Development Programme (EDPs)
ENTREPRENEURSHIP DEVELOPMENT PROGRAMME Objective:- Entrepreneurship Development Programmes (EDPs) are being organized as a regular training activity to cultivate qualities in youth by enlightening them on various aspects of enterprise that are necessary to be considered while setting up micro and small enterprises. EDPs have attracted the attention of the educated unemployed youth towards setting up of their own venture under self employment opportunities. Over the years, these programmes have created confidence among youth which has led to self-employment and creation of further employment. These programmes are of generally two weeks duration. EDPs during 2012-13:- The Institute organized 15 EDPs in the state during 2012-13 covering districts Karnal, Kurukshetra, Sonepat, Yamunanagar, kaithal, Palwal, Gurgaon & Bahadurgarh. Educated Unemployed Youth including Women and SC Category students of ITI/Polytechnic participated in programmes. Some programmes were also organized specially for weaker section with stipend.
During programme, participants were explained about the procedure of setting up of micro & small enterprises, govt policies, availability of finance from banks, selection & usage of appropriate machinery and equipments, preparation of project profiles, export opportunities, product/process design, manufacturing practices involved, testing and quality control, market survey, product pricing etc. The brief report of few EDPs organized are given on coming pages. MANAGEMENT DEVELOPMENT PROGRAMMES (MDPs) Objective :- The objective of Management Development Training Programme is to improve decision making capabilities of trainees (Managers/Supervisors) for higher productivity and profitability of existing enterprises and new enterprises. Inputs by experts on a variety of topics on managerial functions and scientific/modern management practices are provided to the participants. These programmes are of five days duration. Salient Feautures :- (i) Management Development Programmes in various areas of industrial management are being
devised for owner cum-manager and supervisory level personnel from Micro, small and Medium enterprises. These training programmes are continuously upgraded/re-structured in their contents keeping in view the demands of the area and the local requirements of the industries.
(ii) The nature of target groups and their requirement determines the course content.
MDPs during 2012-13:-
(i) The Institute organised 11 MDP in the state during 2012-13, covering districts Yamunanagar, Kurukshetra, karnal, Panipat and Ambala. Objective
The objective is to provide training to skilled workers engaged in Micro and Small scale units and to trained them with better and improved technological skills of production.
Salient Features
(1) Technicians and workers sponsored by Micro and Small units are trained to enhance their skills in different trades in Workshop attached to Br. MSME-Development Institute, Bhiwani. Such technical courses are conducted twice in a year of six months duration by the branch institute.
(2) The courses conducted by the branch institute are in Machine Shop and Welding etc.

Industrial Motivational Campaigns
(IMCs)
INDUSTRIAL MOTIVATION CAMPAIGN (IMCs) Objective Industrial Motivation Campaign(IMCs) are being organized with an objective to motivate Educated Unemployed Youth & outgoing college students about the advantage of self Employment through establishing micro & small enterprises. The prospective entrepreneurs are also given exposure about the micro, small & medium enterprises in the concerned area & on various Govt schemes. The details are also being provided on financial support provided by the government, so that the unemployed educated youth come forward for setting up of micro & small enterprises. They are also being provided the information regarding schemes like PMEGP & procedure for setting up of viable manufacturing & service enterprises. These programmes are of generally one day duration. IMCs during 2012-13 The Institute and its Br MSME-DI, Bhiwani organized 54 nos IMCs during 2012-13 at districts like Ambala, Hissar, Sonepat, Karnal, Sirsa, Rohtak, Kurukshetra, Bhiwani, Panipat, Kaithal, Gurgaon, Yamunanagar etc for Educated Unemployed Youth & Final year students of ITI, Polytechnic & Universities .The brief reports of few IMCs and details are enclosed;

1 One day Seminar on Bar Coding for MSMEs organised on 14th Dec, 2012 at Sonepat
in association with Rai Industrial Estate Manufacturers Association, Rai(Sonepat) .
The objective of the programme was to provide various details pertaining to the Bar
Coding such as Introduction to GS -1 India and GS - 1 global standards in Bar coding,
applications of Bar coding, difference between Proprietary coding and standardized
coding, Importance & need of Global Standards in bar coding, complying with various
regulatory requirements on Bar coding, implementation of Bar coding etc. During this
programme Shri Mukesh Mann, Sr. Manager, GS - 1 India, New Delhi explained
registration procedure and delivered presentations on above said topics. Total 34
participants from MSMEs of Sonepat and neighboring districts of Haryana mainly
from Auto parts manufacturing attended the programme. The officers from NSIC, DIC

Achievements in implementation of the scheme “Intellectual Property Rights(IPR) for MSMEs”
(i) The Institute organized one day Awareness/Sensitisation Programme on Intellectual Property Rights for MSMEs on 11.7.2012 at Yamunanagar in association with units manufacturing products of HPGCL Yamunanagar. About 80 MSME units participated in the programme.
(ii) The institute in association with Intellectual Property Facilitation Centre (IPFC) set up by Haryana State Council for Science and Technology achieved the following in the area of Patents, trademarks etc,
Activities In order to identify the intellectual property (IP) needs of above mentioned different clusters, meetings were held with the following:- a) Scientific Instrument Cluster, Ambala: A meeting was held with Sh. Amarjit Singh, President, Science Apparatus Manufacturers Association, Ambala and briefed about the establishment and various activities of Intellectual Property Facilitation Centre (IPFC) at Haryana State Council for Science &Technology, Panchkula. The second meeting was also held with Sh. Puneet Gupta, Gupta Scientific & Instrument Manufacturing, Ambala and briefed about the importance and concepts of Intellectual Property Rights such as copyrights, trademarks and patents. b) Metal industries clusters at Jagadhari: A meeting was held with Sh. R.K.Saluja, President, Jagadhari Metal Manufacturing & Suppliers Association and briefed about the various activities of Intellectual Property Facilitation Centre (IPFC) set up by Haryana State Council for Science & Technology, Panchkula. The meeting was also held with Mr. Ashwani Goel, President of Yamuna Nagar-Jagadhari, Chamber of Commerce & Industry, Yamunanagar and briefed about the importance and concepts of Intellectual Property Rights such as copyrights, trademarks and patents. c) A meeting was held with Mr. Satish Gupta, President, Haryana Chamber of Commerce & Industry, Panchkula and apprised about the various activities of Intellectual Property Facilitation Centre (IPFC) at Haryana State Council for Science & Technology, Panchkula. d) MSME-DI, Karnal organized a sensitization programme on ‘Intellectual Property Rights for MSMEs’ at Hotel Pride Park Premier, Sector-29, Gurgaon with Gurgaon Chamber of Commerce & Industry. e) Sensitization Programme of Intellectual Property Rights for Micro, Small and Medium Enterprises” organized by MSME – Development Institute, Karnal at Deen BandhuThermal Plant, Yamuna Nagar on 11th July, 2012. The Programme was attended by metal industries entrepreneurs, utensils manufacturers and plywood manufacturers. f) One awareness programme on the services to be given by Intellectual Property Facilitation Center Haryana for MSMEs through News Channel Den Saya Channel Yamunanagar organized on 10 August 2012. g) An awareness programme organised on Intellectual Property Rights on 19 Oct, 2012 for PhD, M-Pharm, MBA (Pharma-Management) and B-Pharma Students of Maharishi Markendeshwar University, Mullana (Haryana). The lecture was attended by 200 students. h) An awareness programme organized at Geeta Niketan School, Kurukshetra University, Kurukshetra in which 100 teachers from Physics, Chemistry, Mathematics, Biotechnology, Biology and 200 students of science background were present. The main focus was on the various components in Intellectual Property Rights (Patent, Trademark and Industrial Design and Copyrights).
i) A sensitization programme was organized at Arya P.G. College, Panipat in which 120 professors, lecturers and scientists of various colleges of Haryana (Panipat, Karnal, Rohtak, Sonipat and Gohana) and 200 students of Science graduate were present. The various components of Intellectual Property Rights (Patent, Trademark, Industrial Design and Copyrights) were explained to the participants. j) A Sensitization programme on IPR was organised for the students of Faridabad region at Pt. Jawahar Lal Nehru P.G. College, Faridabad on 23 November 2012. k) Intellectual Property Facilitation Centre for MSMEs, organized a Training Programme on Intellectual Property Rights on 24 December 2012 at Nirwana Herbal Health Care, Industrial area, Yamunanagar. In this Programme about twenty representatives of various MSMEs of Yamunanagar such as Plywood, Utensils and Pharmaceutical were present. l) Officers from MSME-DI, Karnal delivered lecturers on the topic, Industrial Design and Geographical Indication in 5 days design awareness workshop organized by PHDCII at Ambala Cantt for glass manufacturing industries on 30 January 2013. m) An IP audit conducted in Park Non woven, Industries by Project Officer, in which he focused about the different parameters of Intellectual Property Protection. Mr. Pankaj Kapoor, President, Haryana Chamber of Commerce and Industries and owner of Park Industries, discussed about the manufacturing process, brand protection and design modification of the equipment with Project Officer. n) Awareness Programme organised at D. A. V. Centaury College, NH3, Faridabad, Haryana for the students of BBA, BSc. and BCA students on the topic of Intellectual Property Rights on 16 Feb 2013. (iii) The names and address of the other units benefitted under the scheme in filing patents, Trademark etc are enclosed.

Report on one day Awareness Programme on product Certification in Association with Nathupur Industries Association, Nathupur (Sonipat) One day Awareness programme on Product Certification in association with Nathupur Industries Association, Nathupur (Sonipat) organized in the conference hall of Crystal Crop Protection (P) Ltd. Nathupur (Sonipat) on 4.3.2013. The programme was attended by Sh Rakesh Bajaj President, Sh Anil K.Sabharwal Vice President, Sh Rajesh Kumar, Senior Manager NSIC Panipat, Sh Manuj Seth Gen. Secretary, Sh Rajesh Aggarwal Joint Secretary, Sh Rakesh Gupta Treasurer of Nathupur Industries Association Nathupur (Sonipat), & Sh Deepak Aggarwal Joint Director from Bureau of Indian Standard Chandigarh in the above campaign. Sh Satpal, Asstt. Director (Mech), MSME-DI Karnal briefed about the aims and objectives of the programme and its usefulness to existing entrepreneurs for the promotion of MSME sector. Sh Tirlok Gupta Asstt. Director (IMT), MSME-DI Karnal in his address explained the various activities of MSME-DI and its functions. He also explained the various Govt. schemes viz NMCP schemes & Cluster Development Programme schemes to promote MSME Sector. Sh.Gupta also elaborated the reimbursement scheme of Product certification to the participants. Sh Rakesh Bajaj President, Nathupur Industries Association Nathupur (Sonipat) in his welcome address stressed upon use of information technology and future challenges and competition from WTO implementation. He said MSME sector shall be strengthened by running new technology in order to withstand against WTO effect. Sh Bajaj appreciated the efforts of MSME DI and Nathupur Industries Association Nathupur in bringing such useful programme. He said, the knowledge and entrepreneurship culture should go together in bringing a person more result oriented. Sh Deepak Aggarwal Joint Director from Bureau of Indian Standard Chandigarh delivered lecture on procedure and Statutory Requirement for getting BIS Mark. Sh Rajesh kumar Manager NSIC briefed about their department schemes for the promotion and development of MSME units in the state. Filling of Entrepreneurs Memorandum (EM)
“In exercise of the powers conferred by Sub-section (3) of Section - 8 of the Micro, Small and Medium Enterprises Development Act, 2006 ( 27 of 2006) herein referred to as the said Act, the Central Government hereby specifies the General Manager, District Industries Centre or any District Level Officer of equivalent rank in the Directorate or the Department dealing with Micro, Small and Medium Enterprises of the Sate Government or the Union Territory Administration, as the Authority with which the memorandum shall be field, at his discretion, by a person who intends to establish or has already established a medium enterprise engaged in providing or rendering of services, as specified in clause (b) of Sub-section (I) of Section 8 of the said Act”.
Any person who intends to establish a micro or small enterprise, at his discretion or a medium enterprise engaged in providing or rendering of services may, at his discretion or a medium enterprise engaged in the manufacture or production of goods shall file the Memorandum of Micro, Small or as the case may be, of Medium Enterprise with District Industries Centre (DIC) of its area.
The form of Memorandum is in two parts. Any person who intends to establish a micro, small or medium enterprise engaged in providing or rendering of services may file or those who want to establish medium enterprise engaged in the production or manufacture of products shall file Part-I of the EM and once the enterprise start production or start providing or rendering services, they should file Part –II of the EM to District Industries Centre (DIC). In case of non-filling of Part II of the EM within two years of the filling of Part I, The EM (Part 10 filed by the entrepreneur will become invalid. In case of change in the Investment in plant & machinery or in equipment, or in case of change of products and that of services or addition in products or services, the enterprises who have already filed EM should inform the DIC of the same in writing with in three month of the change. Construction of separate Index for Industrial Production (IIP) for MSME
Sector
In pursuance of the decision of the Central Statistics Office (CSO), M/o Statistics &
Programme Implementation, Govt. Of India to introduce a new series of Index for Industrial
production (IIP) with a new base year 2004-05, action has been initiated by O/o DC (MSEME),
New Delhi for construction of a separate IIP for MSME Sector. Field verification and updation
of list of enterprises for data collection for the construction of separate IIP-MSME is under
progress. The list of enterprises identified on the basis of 710 products to examine the
identifiability of these units in the field had already been supplied to Commissioner/Director of
Industries, Chandigarh.

On 06-11-2012 The annual general body meeting of Central Government Employees Welfare Coordination Committee (CGEWCC), Karnal was held under the Chairmanship of Shri Balvir Singh, IRS, Commissioner of Income Tax, Karnal on 06-11-2012 in the conference hall of MSME DI, Karnal. Shri Vijay Kumar, Secretary & Director, MSME DI, Karnal convene the meeting. In the meeting 16 members from different Central Government departments participated in the meeting & decisions on the following points were taken:
1. Finalisation of Holidays list for the year 2013 2. Appointing of Authorised Medical Attendant (AMAs) Panel for the year 2013 & other medical
facilities to Central Govt. employees. 3. Approval of Accounts for the year 2011-12 & appointment of Auditor. 4. Discussion on Finalization of Sports / Cultural Activities. 5. Any other point with the permission of Chair.
On 21-03-2013 Central Government Employees Welfare Coordination Committee (CGEWCC), Karnal organized Indoor Games competition on 21-03-2013 in the Conference Hall of MSME Development Institute, Karnal. The programme was inaugurated by Sh. Vijay Kumar, Secretary, CGEWCC, Karnal. He welcomed all the participants who came from different Central Govt. departments for participating in the different activities. He hoped that all the players will enjoy & put their best effort for winning the game. During the programme, the following competitions were organized:

Throughout the day, different round of all the games were played and in the evening, final round were played.Sh. Subhash Kumar coordinated the games. On 26-03-2013: On 26-03-2013, a Cultural evening was organized for the Central Government employees & their family members. Shri L.B.S. Yadav, Dy. Director welcomed Smt. Luxmi Verma, Chief Guest of the programme. The programme was inaugurated by Shri Vijay Kumar, Secretary of the Committee. He welcomed all the participants & their family members. After Deep Mala, the following cultural activities were performed by the participants.
