1 Executive Summary

This Annual Implementation Report (AIR) No. 4, covers the performance period

for year 4 of the IQA Task Order (TO) commencing from April 1, 2018 to March 31,

2019. This report is submitted pursuant to TO deliverables under Clause F.5.1.3, on

completion of the fourth performance year. This report comprises an introduction

to the projects, results achieved during the fourth year of the project

implementation, problems encountered and actions suggested to enhance

qualitative and quantitative values of the works. The report also shows a preview

of public events such as collecting feedback of local community directly benefiting

from the USAID stabilization program.

Halcrow Pakistan (Pvt.) Ltd. is providing Architect-Engineer Services for

Independent Quality Assurance for USAID’s Stabilization Program activities in

Federally Administrated Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP) as

per the Task Order assigned in April 2015 for 4 years. The contract period of TO

completed on March 31, 2019, however, keeping in view the ongoing works under

KPRP and upcoming works under FIP and on the basis of available savings in the

allocated budget HPK suggested a “No Cost” extension to the TO till September

30, 2019. USAID accorded approval and constituted Modification No. 08, to the

Task Order.

The main objective of the AIR is to provide a preview of overall status of various

ongoing and upcoming sub-projects in the sectors of Buildings, Roads, Power and

Water during this period. USAID enhanced the projects list by adding new projects

under FIP and KPRP. These sub-projects include rehabilitation and reconstruction

of roads, education buildings, rehabilitation of damaged electrical infrastructure

and construction of solar based tube wells for irrigation and water supply.

The subprojects assigned to HPK have been categorized into three zones - North,

South and Centre. The North Zone comprises districts in Malakand Division and

Bajaur Agency, the South Zone comprises North/South Waziristan, Mohmand,

Khyber, Orakzai and Kurram Agencies, Frontier Regions of Peshawar, Kohat and

Tank and Bannu & DI Khan districts and the Central zone comprises districts of

Peshawar, Nowshera and Charsadda.

One of the core components of the AIR is to demonstrate the accomplishments

made within the fourth year. Focusing on key deliverables during the year, HPK

successfully:

i. Carried out assessment of various projects proposed under savings in KPRP

ii. Checked and verified detailed cost estimates for construction projects

including schools, governmental buildings, basic health units, transmission

lines, grid stations, roads, and water supply schemes in FIP as well as KPRP.

iii. Assisted various stakeholders in compilation of milestones and processed

payment invoices of different PILs accordingly.

iv. Attended/participated the bidding process of the newly awarded sub projects

in FIP on behalf of USAID.

v. Provided construction quality assurance for all the ongoing construction

projects. During this tenure 01 militancy damaged schools, 15 flood damaged

schools, 2 BHU and 08 water supply schemes in the North Zone and Burns &

Trauma Centre, Peshawar in Central Zone attained final completion. In

addition, numerous subprojects are near completion.

vi. Certified US$ 20.114 Million worth of payment milestones in accordance with

the relevant Project Implementation Letters (PILs) in all four sectors of the

project.

Work on 69 flood damaged schools is in progress while 15 schools attained final

completion and 02 schools are partially completed while construction activities on

24 flood damaged schools are likely to commence soon.

The schools reconstructed under KPRP are being equipped with furniture through

a direct USAID’s contract with local manufacturing firm for providing the

specified equipment to the completed schools. HPK is also providing monitoring

services to ensure that the supplies being procured and delivered meet required

specifications. Similarly, HPK will provide the same services for FIP schools.

Construction activities on signature projects such as GHSS Akbar Pura in District

Nowshera and Tehsil - Level Government Complex Kabal in District Swat are

underway while Burns & Trauma Centre at HMC Peshawar is completed and

functional.

Under modification 04 to the Task Order, HPK has so far conducted 23 third party

inspection visits to 14 different sites across Pakistan and submitted detailed visit

reports to USAID.

During the course of construction, numerous types of issues are generally

encountered which are regularly communicated to USAID on weekly / monthly

basis. A preview of some of the issues encountered and the prompt actions taken

by HPK to address the issues is described in the relevant section of this report.

HPK suggested corrective measures to USAID and other stakeholders throughout

the year and communicated the status of all the subprojects through its reporting

system which, as per provisions of the TO contains field visit reports, weekly email

updates and monthly progress reports.

The security situation in the North, South and Central Zones remained peaceful

due to effective involvement of LEAs. During this tenure site visits by HPK staff

were regularly conducted adhering to the security protocols set forth in the

security assessment plan.

The TO deliverables which serve as means of communication with USAID are also

discussed in detail in this report. These include, but are not limited to, QA Plan,

Pre-Construction Visit Reports, Security Plan, Monthly Progress Reports, Weekly

Email Updates, Minutes of Coordination Meetings and Success Stories. During the

fourth year, HPK submitted all deliverables within the stipulated time.

Pursuant to TO Clause F.5.1.1, HPK regularly updated and submitted the QA Plan

which aims to outline the procedures for undertaking quality assurance of

construction activities and milestone certification. To date, HPK has submitted 9

versions of the QA Plan with respect to the updated scope and number of projects.

The potential adverse environmental impacts of the construction activities on local

environment were monitored by HPK throughout the year as per guidelines and

recommendations of the Environmental Documentation Form (EDF) and

Environmental Management and Monitoring Plan (EMMP).

2 Project Introduction

The United States Agency for International Development (USAID) appointed

Halcrow Pakistan (Pvt.) Ltd. (HPK) in March 2015 to provide Architect-Engineer

services for Independent Quality Assurance (IQA) of USAID’s Stabilization

Program Activities in the Federally Administered Tribal Areas (FATA) and Khyber

Pakhtunkhwa (KP) province.

Further, in January 2017 via Modification 4 to the Task Order, USAID expanded

the geographical and programmatic scope of HPK. The objective was to conduct

third party visits to various projects funded by the USAID across Pakistan on their

behalf.

In July 2018, USAID enhanced the scope of HPK by adding the monitoring and

oversight of procurement and delivery of furniture and equipment for the schools

reconstructed under KPRP and FIP.

HPK is required to provide services on activities being undertaken in the following

two USAID stabilization programs:

2.1 FATA Infrastructure Program

In FATA Infrastructure Program, USAID is in partnership with FATA Secretariat.

The main objective of the FATA Infrastructure Project is to improve conditions for

the long-term development of the Federally Administered Tribal Areas by

constructing or rehabilitating public service infrastructure in water, energy,

irrigation systems, education, health and roads.

In March 2017, USAID enhanced the scope of HPK’s services by adding new

projects under FIP. These sub-projects include rehabilitation and reconstruction of

roads, grid stations, education buildings, hospital, rehabilitation of damaged

electrical infrastructure and construction of solar based tube wells for irrigation

and water supply in Bajaur, Mohmand, Khyber, Orakzai, Kurram and South

Waziristan Tribal Districts and Frontier Regions.

In Building Sector, PILs of all 69 militancy damaged schools in Orakzai, Kurram,

FR Peshawar and FR Kohat, Govt. Degree College Dogar in Kurram, Govt.

Technical Institute Ghiljo in Orakzai and Civil Hospital Alizai, Muzaffakot in

Kurram are approved and issued.

Work orders of 15 schools in Orakzai have been issued while tendering of

remaining schools, Degree College, technical institute and civil hospital is at

various stages.

In roads sector, PILs of all 06 roads in Kurram, Bajaur, Khyber and Orakzai have

been approved. Construction activities on Loesam-Nawa Pass & Asil Targhaw

Roads in Bajaur and Marghan-Nikka Ziarat Road in Kurram are commenced while

Letter of Acceptance has been issued for Jamrud Bypass. Pre-qualification of

bidders for Bara-Mastak and Ghiljo-Dabori roads is underway.

Similarly in Power Sector, PILs of 132kV Grid Station at Jandola and Rehabilitation

of 11kV Damaged Distribution System in South Waziristan Tribal District are

signed while final cost estimate along with milestones table of 132kV Transmission

Line Jandola have been submitted to USAID for PIL preparation and approval.

Construction activities on 132kV Grid Station Jandola and rehabilitation of 11 kV

damaged distribution system in South Waziristan have been started.

In Water sector, PILs of 65 Drinking Water Supply Schemes and 110 Irrigation

Water Supply Schemes in Bajaur, Mohmand & Khyber and FR Peshawar & Kohat

have been approved. Work orders of DWSS in Bajaur, Mohmand, FR Peshawar

and Kohat have been issued while tendering process of schemes of other tribal

districts is underway. Similarly work orders of IWSS in Bajaur have been issued

and tendering of other schemes is in process.

2.2 KP Reconstruction Program

In KP Reconstruction Program, USAID is in partnership with Provincial

Reconstruction Rehabilitation and Settlement Authority (PaRRSA). The main

objective of the KP Reconstruction Program is to enhance the stabilization and

development of Khyber Pakhtunkhwa by rebuilding public infrastructure for

education, health, water and sanitation and increasing the capacity of the

provincial government.

Work on 55 flood damaged schools is in progress while 15 schools attained final

completion. Work on 38 more schools is likely to commence. In addition, works on

11 DWSS in District Buner have been started while 22 DWSS in Swat, 06 PCC roads

in Swat and flood protection works of River Swat are likely to commence.

Construction activities on the signature projects like GHSS Akbar Pura in District

Nowshera and Tehsil - Level Government Complex Kabal in District Swat are

already in progress but pace of work is quite slow.

Burns & Trauma Centre, Peshawar is fully functional and inaugurated by Chief

Minister KP during the previous quarter. PIL for the provision of medical

equipment and ambulances for Saidu Group of Teaching Hospital has been

approved while tendering process is in progress.

2.3 Types of Projects

2.4 Geography

Geographically planned / upcoming projects under FATA Infrastructure Program

are located in South Waziristan, Bajaur, Orakzai, Kurram, Mohmand and Khyber

Tribal Districts and Frontier Regions of Peshawar, Kohat and Tank.

The Projects in KP are primarily in areas that are part of the Malakand Division

and other districts of KP including Peshawar, Charsadda, Nowshera and DI Khan.

3 Results Achieved

During the fourth year of the project, HPK continued working in compliance with

the following three elements of TO and the results achieved are discussed in the

subsequent paragraphs;

i. Element-1: Provided general management and administrative support to

USAID, including reports and deliverables;

ii. Element-2: Provided design quality assurance and reviewed bills of quantities

(BOQs) and cost estimates;

iii. Element-3: Provided construction quality assurance support to USAID,

including reports and deliverables.

Accomplishments against TO deliverables are described in detail in the following

sections and summarized in Annexure-A.

3.1 Element 1: General Management and Administrative Support

Under this element the activities executed for the fourth year are covered but not

limited to general advice and support, overall management and administrative

support, security, performance monitoring, branding and marking and

communications with USAID through various reports as per TO by deploying the

proposed staff at the project / design offices.

Annexure-B presents an organization chart of all HPK personnel who rendered

services during the fourth year of the project. USAID had accorded 2nd line item

adjustment on August 03, 2018 but due to delay in commencement of FIP works

some of the resources remained unutilized. On the basis of available savings in the

allocated budget, HPK submitted a no-cost extension to the TO till September 2019

for approval. USAID accorded approval and constituted Modification No. 8 to TO.

3.1.1 General Advice

HPK continued providing general advice to USAID FATA/KP office and its G2G

partners that related mostly to engineer’s estimates, preparation of milestones,

preparation and revision of PILs and other matters relating to quality assurance for

the works in power, building and road sectors.

3.1.2 Overall Management and Administrative Support

HPK provided management and administrative services by using proper and

efficient management and administration practices, information technology,

reporting system, human resource management, asset control, security and cost

control systems.

HPK further ensured an effective and optimized use of staff and other facilities.

The deployed human resources and their utilization in the fourth year have been

outlined in Annexure-C.

3.1.3 Security

Security Assessment Plan was prepared by HPK and duly approved by USAID in

July 2015. It was framed to mitigate prevailing threats and risks to enable the staff

to conduct their duties in a safe and secured environment. Standard Operating

Procedures (SOPs) for each activity have been formulated to be followed in

different eventualities during all project related activities by the project staff.

Considering the upcoming projects in Orakzai, Kurram, Mohmand, Bajaur, Khyber

& South Waziristan Tribal Districts and Frontier Regions of Peshawar, Kohat &

Tank where security cover will not be provided by FWO, a “Supplementary

Security Instructions” plan in conjunction with already approved “IQA Threat

Risk Assessment and Security Plan - KP & FATA” were submitted and approved

by USAID on January 17, 2018. The instructions are based on the threats and risks

assessed by HPK security team as per dynamics of the FATA regions.

In view of multi-facet projects, spread over a vast area in a security sensitive

regions, it is imperative to ensure availability of requisite security and

boarding/lodging arrangements for HPK field staff for smooth conduct of field

inspections. Security arrangements as per agreed protocols are being provided by

PMU FATA Secretariat through Political Agent’s administration of the concerned

tribal district whereas, boarding/lodging of the visiting teams is being provided by

HPK. Currently, construction activities have been commenced in FR Peshawar &

Kohat and Tribal Districts of Bajaur, Mohmand, Kurram and South Waziristan

which are monitored through HPK’s Peshawar, Timergara & DI Khan Offices

while office cum residence is already planned to be established by HPK in Kurram

to monitor sites in Kurram and Orakzai Agencies. On the basis of reconnaissance

survey conducted by HPK, various places have been identified for establishment

of office cum residence in Kurram and administrative matters are underway.

While planning field visits for any HPK IQA staff member, a Journey Management

Plan (JMP) is prepared by the project security manager with the approval of Chief

of Party. The Visiting team follows the travel protocols as per duly approved

Security Assessment Plan.

In perspective of overall security situation in the country the staff is made aware,

on a regular basis, about the various risks and threats.

3.1.4 Branding and Marking

Under the Task Order deliverables, Branding and Marking Plan was submitted to

the USAID on November 02, 2015 and duly approved by USAID.

HPK provided services with regards to branding and marking activities as

outlined in the Plan. During the implementation of its desired activities, HPK

ensured that the stakeholders and beneficiaries who came in contact with the

project were all apprised of the fact that this project would not have been possible

without the generous support of the American People through the U.S. Agency for

International Development (USAID).

The reports and information charts / presentations or literature developed during

the course of the project followed the exclusive branding and marking guidelines

mentioned in the ADS 320 and the USAID Graphic Standards Manual (GSM).

3.1.5 Reporting System

HPK submitted all reports and deliverables/outputs required under the TO in a

timely manner. These included Quality Assurance Plan, Pre-Construction and

Field Visit Reports, Security Plan, Monthly Progress Reports, Weekly Email

Updates, Minutes of Coordination Meetings, Annual Implementation Report and

PAKINFO Reporting.

3.1.6 Project Communications

The Chief of Party (CoP) as well as HPK’s key staff coordinated with USAID

TOCOR for all the communications set forth in the TO. The CoP frequently

communicated the issues and held numerous coordination meetings with USAID

and other stakeholders.

3.2 Element 2: Design Quality Assurance and Cost Review

HPK provided design quality assurance under the task order from time to time.

The activities executed during the fourth year of the project are as follows:

3.2.1 QA for Design Review Services

HPK reviewed structural designs and drawings to ensure its conformity to the

desired codes and standards. HPK reviewed the structural designs and drawings

of the following sub-projects during the reporting year:

i. Militancy damaged schools in Orakzai & Kurram (Package II & III) and FR

Peshawar & Kohat

ii. Govt. Degree College Dogar, Kurram

iii. Govt. Technical Institute Ghiljo

iv. Civil Hospital Muzaffar Kot

3.2.2 Design Codes and Technical Specifications

Testing was carried out as per ASTM, AASHTO, BS EN, however mix-designs of

cement concrete was made according to relevant sections of American Cement

Concrete Institute Manuals. Similarly hot and cold weather concreting was done

according to ACI Manual sections 305-1 and 306-1. Concrete test results were

evaluated as per ACI-214.

Standard specifications of National Transmission & Dispatch Company (NTDC)

WAPDA were followed for inspection and testing of electrical material/equipment.

3.2.3 Review of Bill of Cost Estimates

HPK periodically reviewed numerous BOQs and engineer’s cost estimates of sub-

projects under buildings, roads, power and water sectors. These cost estimates

served as the basis for establishing PILs as mentioned below:

3.3 Element 3: Construction Quality Assurance

HPK delivered Independent Quality Assurance services for the fourth year of the

project as per the Task Order. Activities described under this element are, field

visits and tests performed for construction quality assurance, environmental

compliance and record keeping. The activities executed under this element are

detailed below:

3.3.1 Establishment of Field Offices

As per original task order HPK has already established main project office in

Peshawar and field offices in DI Khan, Swat and Timergara to conduct IQA

activities for the ongoing works under KPRP and 132kV Grid Station and

Transmission Line Khar,

However, to cater the upcoming projects in Orakzai and Kurram Tribal Districts,

HPK intends establishing another office cum residence at a suitable location in

Tribal District Kurram.

After constituting Modification No. 08 to TO, which reflects “No Cost” extension

and budget re-alignment till September 30, 2019, HPK would be in need to hire the

staff against already approved positions i.e. 01 QA Supervisor, 01 Junior Engineer

and 01 Driver within the ceiling budget. The attached organization chart can be

referenced in this context.

3.3.2 Construction Quality Assurance, Inspections & Testing

Pursuant to Task Order Clause F.5.1.1, HPK submitted version-9 of QA Plan to

USAID. The project teams deployed in North, South and Central Zones continued

and followed procedures as laid down in the approved QA plan to ensure that all

construction activities were performed in accordance with the approved designs,

drawings and technical specifications.

During site inspections HPK field staff performed the following main activities:

i. Conducted independent inspections and testing of the ongoing works as per

frequency outlined in the QA Plan

ii. Certified invoices of the implementing agencies for payments based on

independent quality testing

iii. Monitored environmental compliance, reported safety conditions at

construction sites and identified violations in compliance of regulations

iv. Recorded security incidents, extreme weather conditions, and any other events

that could potentially affect the progress of work

v. Regularly communicated the above works to USAID along with pictorial

records

The comparison of progress of all the subprojects between March 2017, March 2018

and March 2019 has been outlined in Annexure-D.

3.3.3 Third Party Inspection

In January 2017 through a modification no. 04 in the Task order, USAID assigned

the task to HPK to inspect the construction status of all ongoing works funded by

USAID all over Pakistan on their behalf.

Under this modification to the Task Order, so far HPK has conducted 23 inspection

visits to 14 sites across Pakistan and submitted comprehensive reports to USAID.

In recent times, USAID instructed HPK to conduct the visits for verification of

snags rectification emerged during the Defect Liability Period (DLP) to Centre of

Advanced Studies in Faisalabad and Jamshoro.

3.3.4 Environmental Compliance

Environmental monitoring compliance of the project as per approved

Environmental Documentation Form (EDF) and Environmental Mitigation and

Monitoring Plan (EMMP) is also a main component of the Task Order.

Environmental compliance monitoring for the ongoing projects was ensured by

HPK’s Environmental Compliance Specialist. ECS conducted visits to the project

sites as per need and the frequency outlined in implementation plan of the EMMP

by the supervision consultants.

All the non-compliances were discussed in detail at sites with contractors and

supervisory consultants for mitigation in light of EDF/EMMP. The overall findings

of environmental compliance monitoring have been shared with USAID through

field visit reports and monthly progress reports. Also, the success stories of the

completed projects were prepared on the defined template and shared with

USAID.

Environmental team of HPK had also conducted detailed assessment of the local

environmental and social conditions of project areas during pre-construction

phase. The issues and concerns identified during the pre-construction visits were

then accordingly incorporated in the relevant EDF/EMMP submitted by the

supervision consultants for review.

All environmental non-compliances noted were reported to USAID with

recommendations for corrective actions in the form of field visit reports and

monthly progress reports. All non-compliances were discussed in detail at site

with contractors and supervisory consultants for rectification and advised for

implementation of EDF/EMMP.

3.3.5 Overview of Public Events

As per the Task Order, HPK during this year arranged and prepared public

feedback regarding the impact of USAID funded projects on local community by

the name of success stories. HPK’s Environmental Compliance Specialists

conducted field visits to a few completed sub-projects like schools, water supply

schemes and signature project Burns & Trauma Centre to get feedback from the

local beneficiaries.

This feedback was then recorded and shared in the form of success stories with

USAID on a format approved by USAID Development Outreach and

Communication Officer. Pursuant to the Task Order Deliverables Clause F.5.1.10,

eight success stories were prepared and submitted. A few submitted success

stories are attached in Annexure-F.

3.4 Milestone Certification for Construction Projects

HPK certified the achievement of payment milestones of all the ongoing

construction projects during this period. Payment milestone certification was done

in accordance with the relevant PIL based on established testing protocols as per

QA Plan.

4 Significant Implementation Problems

Sector wise significant implementation problems encountered during the fourth

year of IQA Project are summarised below:

4.1 Building Sector

i. Pace of work on flood damaged schools is slow due to financial constraints of

the construction contractors. The implementing agency needs to resolve

financial issues of the contractors to ensure timely completion.

ii. Works on Water Supply Schemes in Buner and Swat have been progressing on

an extremely slow pace. In Buner, 11 schemes and in Swat only 06 schemes are

completed but work on the remaining schemes is either stopped or going on

quite slowly. PaRRSA needs to enhance coordination with the line department

(TMA Mingora in Swat and PHED in Buner) to complete all the schemes.

iii. Pace of work on Tehsil Level Judicial Complex Kabal is significantly slow. PU

C&W needs to take appropriate measures to expedite the works.

iv. The pace of work at GHSS Akbar Pura is slow due to cash flow problems.

v. In FD schools, actual progress was lagging behind the construction schedule

and no contractual action was taken against the contractors with slow

progress.

4.2 Road Sector

i. Due to the limited capacity of W&S Dept. FATA and M/s Cameos consultants,

delay in reviewing the technical & financial bids has been noted which

resultantly delayed the award of works to the successful bidders.

ii. Joint x-sections of Marghan - Nikka Ziarat Road Package-II, Loeasm - Nawa

Pass Road Package-I & II and Asil Targhaw Road package-II not yet submitted

to the construction contractors and HPK by supervisory consultants which is

causing delay to the construction work.

4.3 Power Sector

i. The local land owners are hindering the construction works of towers

foundations at a few locations which could cause delay as well as modification

in the route of 132kV Transmission Line Khar. The executing agency, TESCO

needs to settle the land acquisition issues with the locals.

ii. There are a few tower foundations at 132kV Transmission Line which are

exposed due to uneven terrain. TESCO needs to recommend proper protection

either with stone masonry or earth filling in consultation with PMU FIP.

iii. Installed 100 kVA transformer for tube well at 132kV Grid Station Khar is yet

to be connected / energized by TESCO.

iv. TESCO has not yet issued work order for installation of lightning protection of

CHB, at Khar Grid Station.

v. TESCO to expedite the pace of construction works of 132 kV Grid Station and

Transmission Line, Khar for early completion before September 2019.

vi. Duly signed hardcopies of final construction drawings for the construction of

Transmission Line Jandola as well as Line bays at Tank and Pezu, are yet to be

shared by Cameos.

4.4 Water Sector

4.4.1 Munda Headworks

Submission of an updated “Maintenance Plan” as a milestone is awaited from

PaRRSA.

4.4.2 Amandara Headworks

Submission of an updated “Maintenance Plan” as a milestone is awaited from

PaRRSA.

4.4.3 Dhana Weir

Approved As-Built drawings of DWS scheme from FATA Secretariat are awaited.

5 Actions Taken by HPK

HPK has been recommending immediate and corrective actions to USAID and

other stakeholders throughout the fourth year of IQA services in view of the

problems faced from time to time. A synopsis of actions taken is as follows:

i. HPK communicated all issues raised on sites to USAID in a timely manner

through weekly email updates, field visit reports and monthly progress

reports.

ii. HPK field staff enhanced their inputs where supervision consultant was not

deployed or was short of capacity and conducted QA tests on majority of the

consignments of construction materials.

iii. HPK provided all sorts of technical assistance to the executing agencies

especially Hayatabad Medical Complex to complete the first state of the art

burn and trauma centre Peshawar in KP.

iv. Prompt processing of payment invoices was done by HPK to resolve financial

constraints of construction contractors.

v. HPK promptly processed the review of structural designs and cost estimates

as and when instructed by USAID.

vi. HPK field team continued coordination with the executing agencies and

highlighted quality related issues. HPK also requested USAID for their

intervention in resolving non-compliances.

vii. HPK conducted pre-shipment testing and assisted the implementing agencies

in procurement of electrical equipment for all sub-projects in Power Sector.

6 Recommendations

Following are some of the recommendations for smooth execution of the project

activities:

i. Cash flow problems of the construction contractors need to be addressed by

the executing / implementing agencies for expedition of the ongoing works

especially education buildings and water supply schemes.

ii. It is noted that the stipulated completion dates of majority of the sub-projects

is not properly pursued by the executing agencies which causes delay in

completion. It is recommended that the work schedules of each sub-project are

strictly monitored by the executing agencies.

iii. The construction contractors are not aware of compositions of payment

milestones. The executing agencies need to educate the construction

contractors to work according to the sequence of milestones for smooth cash

flow.

iv. For the upcoming sub-projects under KPRP and FIP the capacity of design and

supervision consultant should be properly scrutinized by the executing

agencies before award of work.

v. Due to the limited capacity of executing agency, delay in reviewing the

technical & financial bids has been noted which resultantly delayed the award

of works to the successful bidders in FIP and Saidu Group of Teaching

Hospital, Swat. The delay in procurement process needs to be addressed by

the executing / implementing agencies.
