Savannah Baptist Association Mission Strategist Rev. Buddy Wasson

Our 2018 – 2019 year for the Savannah Baptist Association has been a very busy year. We have accomplished many things that were continued from the previous year, like the construction at the Savannah Baptist Assembly. Even though there is more to be done, we completed the bathrooms for the cabins, metal roofed most of the buildings as well as putting vinyl siding on most of the buildings. Every building is now heated so we can be open year round.

Trinity Baptist Church joined the Association at the Annual Fall Meeting in 2018 and we will be welcoming the Chinese Baptist Church of Savannah at the Annual Fall Meeting in 2019. We have also added two new staff members. Rev. Tommy Duke was voted in as our new Director of the Savannah Baptist Assembly last year and Rev. Joe Ortiz is now our new Director of the Seafarers Ministry.

We are very grateful to Rev. Everett Tumblin for serving our Seafarers Ministry for 13 years. Bro. Everett felt led of God to retire this past August. He truly has been a true witness to so many sailors from all over the world. He has also ministered to all of us at the Savannah Baptist Association. To this we say, “Thank You Bro. Everett. You will surely be missed.”

We are still waiting to see all the changes at the Georgia Baptist Mission Board. It has been a slow process, which tells me that they are being very careful and prayerful in making these changes. Change does not always come easy. It would be my counsel that we pray for our Georgia Baptist Mission Board and encourage them through this time of transition.

We are looking forward with excitement for our 2019 – 2020 year at the Savannah Baptist Association. We are praying for God to move mightily in each of His Churches.

New and Expanded MinistriesWomen’s Ministries: This year, we added an additional day of women’s ministries. The ladies now meet on Tues and Wed at 10am and Thurs at 1pm to participate in Bible studies, sewing, quilting, and music classes. God has blessed us

with volunteer sewing instructors and bible study teachers for our additional days of ministry. The sewing class has worked on projects including quilts for the homeless, pillowcases for the Ronald McDonald house, dresses and shorts for

They are excited about serving God through the projects they are inspired to make, and they seek His guidance and direction. God has gifted them with the ability to sew and the desire to use that gift to help other people. Donated

fabrics and supplies are very important for the projects. If you would like to assist us by donating items or sharing if you have any of these sewing or craft items on hand, we would appreciate your help.

Game Night: We now have regular game nights for the women involved in all our ministries to fellowship together. This event features board games, bingo, and ice cream.

Dinner and a Movie: In addition to our game nights, we host fellowship events for women featuring devotion, dinner, and a Christian movie.

Health Clinic: Through a partnership with the Homeless Authority, Savannah Counseling, and JC Lewis Health Center, we are now able to provide healthcare for the homeless clients who use our Oasis facility. Doctors and triage nurses are present to screen clients and provide basic physical care and mental health counseling. We are currently offering this

clinic twice a month for three hours each day. We are blessed for the opportunity to grow this program.

Seasonal MinistriesThanksgiving Food Bags: Thanks to contributions from churches and individuals, we were able to provide 25 bags for the

ladies of our women’s ministries. Grocery items, a $20 Kroger gift card and a Thanksgiving message were provided for each bag.

Community Christmas Dinner: Thank you to all who served and participated in this annual outreach event. Approximately 150 people enjoyed a Christmas musical performance and a wonderful lunch. SBC volunteers were joined

by musicians and choir members from Isle of Hope United Methodist Church. It was full of fun, food, and fellowship as we worshipped and served God together.

Christmas Care Packages: Individuals, churches, and schools contributed to this annual project by giving items, assembling bags, and sorting donations. 80 care packages were shared with those who received services at the Center. In addition to giving a gift to our clients, our goal was to share God’s love with our community and show them the true

meaning of Christmas.

Mission TeamsWe were blessed to have 24 mission teams serve with us this past year. Some of the ways in which they served include:

yardwork, painting our lending library and conference room, leading a park ministry for neighborhood children, pressure washing the outside of our Oasis facility and sidewalk, collecting donations, making cards and care packages for our

clients, helping the sewing class with projects, decorating our bulletin board, cleaning the inside of the Center and Oasis, sorting donations, assisting clients in the clothes closet and food pantry, organizing community outreach events, and

leading worship services.

Seafarers Ministry 2019 Rev. Everett Tumblin, Outgoing Rev. Joe Ortiz, Incoming

1. The first word in the Global Commission of Jesus to His disciples is GO. Matthew 28:18-20 guides the witness of seafarers’ ministry. Going is a reality in this world and seafarers from many nations are on the go every day as some 30,000 vessels are at sea each day. Many enter the port of Savannah and look for friendship, transportation assistance, and time off their ship to relax, sightsee, and purchase souvenirs and snacks. We go to them to meet their needs and tell them of the powerful, saving grace of God in the Lord Jesus Christ. We fellowship with Christians, pray with them for specific concerns, deliver tracts and DVDs to support their walk of faith, and introduce some to the Lord Jesus up close and personal. On over 148 days/1215 hours, from 1 Sept 18

to 23 Aug 19, Everett boarded 10 vessels, transporting 1152 seafarers on 170 shopping trips, driving 9919 miles. Going is vital to fulfil the Global Commission of Jesus.

2. I met Ma, a Chinese crewman aboard the APL DANUBE, whom I took shopping with several Sri Lankan shipmates last fall. Getting into the van, Ma immediately said to me in broken and excited English, “First time in America”. He was all eyes on the trip, very quiet, as his shipmates did not engage him in their animated conversation. Returning to the ship with his purchases, he thanked me for the trip and I gave him a JESUS DVD with Chinese subtitles and a Chinese Bible. He received them excitedly, ensuring that his first time in America he heard of the Lord Jesus Christ from a Christian. I met Alexander, a Russian seaman off the bulk carrier LADY DORIS, later in the fall. I shared the gospel with him while traveling to meet up with some of his shipmates. Using the 2018 wallet calendar with the Roman Road on the back, I asked his birthday, which is May 10. He would be 26 his next birthday. I then led him into God’s timetable for life in the Spirit as he listened carefully. This was all new to him and he thanked me for telling him of life in the Spirit and of eternity.

3. Everett & Joy Tumblin took part in Children’s Mission Day, hosted by Tattnall-Evans Baptist Association with FBC Reidsville on Saturday, February 16th. Some 110 boys and girls, aged 6-11, came with adult leaders from some 13 churches. Each received a vision of Seafarer’s Ministry and the reality of how this is carried out among people from many nations. Missions education is vital in every church in Savannah Association, also.

4. Ditty bag distribution continued through Christmas and Easter this year. Churches have been generous and constant with support. Silk Hope Baptist Church brought 15 GAs and 3 leaders with Judy Davis in April to tour the International Seamen’s House and learn more of this ministry/witness. They brought 61 ditty bags that they made up for gifts to seafarers. Praise the Lord and glory to the Kingdom vision of this church and its mission education and support every year.

5. Calvary Baptist Temple WMU holds a cookie collection each January and this year they brought tons of cookies and snacks for distribution to seafarers. What a sweet blessing and witness.

My prayer in retiring after 13 years at age 80 is that each church pray until God’s vision for the world comes down in power and truth that everyone may know who Jesus is and what He has done for them.

The focus scripture and concept of the Assembly is:

“He (Jesus) said to them, ‘Come with me by yourselves to a quiet place and get some rest.’” – Mark 6:31

In this verse, Jesus sets the course for us as His disciples… because life is so full of coming and going – most of us are busier than ever before – we need to intentionally pull away from time to time to be refreshed and prepared for the

next season of ministry.

It’s this need to pull away periodically that drives the Savannah Baptist Assembly to our goal of becoming your first choice for Rest, Recreation, Reflection, & Renewal.

2019 Update

So far, this has been a year of challenge and tremendous blessing. The storm damage of 2016 & 2017 left a great deal of rebuilding to be done and paused the ministry of the Assembly for most of 2018. That left many long-time groups unable

to book events last year and we continue working to earn their bookings.

Thanks to God’s fulfillment of Romans 8:28 (and everyone He used along the way), the repair and rebuilding process went on through May of this year and the facilities of the Assembly are in better shape than ever before.

Work was completed on the four new cabins & bathrooms (see below). These were quite an upgrade from the previous cabins and the outdoor bathhouse. Complete with air conditioning, heating, and modern fixtures, these new units have

proven quite popular with our overnight groups.

In addition to the new cabins, vinyl siding and metal roofs were added to many buildings onsite, providing a clean, consistent look across the campus and requiring less maintenance. The renovated interior of the Tabernacle has become

the perfect space for worship services, church picnics, banquets and everything in between.

With these refreshed & improved facilities, the Assembly has hosted 16 groups from our Association churches, 9 non-Association groups, and over 1,350 guests since January. In addition, we’ve been served by dozens of volunteers and

have seen at least 10 professions of faith thus far in calendar year 2019.

The Best is Yet to Come

While this has been a great first year as Director, I am motivated to make the most of this powerful ministry. Our society isn’t slowing down, and the busier life gets, the more essential quiet places like the Assembly become.

We can do far more together than any of us can do alone, so I’d like to personally invite you and your church to be a part of this unique ministry in these ways:

It has been an incredible summer, one of the busiest we have had in Vacation Bible School. The theme was “In the Wild”. A heartfelt “thank you” to North Salem Baptist for helping with the VBS clinic. Fourteen churches were represented at this clinic. Thank you to those who helped lead the age group conferences. We were able to share VBS materials with eight churches in the area this year.

There were 90 decisions made for Christ! Many seeds were planted for harvest down the road. About $20,520 was given to missions. Mission dollars helped local ministries, projects in Georgia, across the country, and overseas.Many new families were connected to churches in our area. The majority of the Vacation Bible Schools held in our area were in the evening. FBC Rincon Vienna Mission team did VBS in Austria! Senior Adult MinistryThe annual Senior Adult Picnic was held for the second year at J. F. Gregory Park in Richmond Hill on May 16, 2019. Lunch was provided by Disaster Relief. Chuck Bradley provided the music and also talked to us about Fellowship of Christian Athletes in our local schools. He is the FCA Representative for Bryan and Effingham Counties and a member of FBC Richmond Hill.

Disaster ReliefAproximately 30 individuals from various churches in the Savannah Baptist Association participated in orientation for Disaster Relief on August 10th at FBC Hinesville.

Some of those new recruits and some seasoned Disaster Relief Team Members helped to feed the participants of the GO Conference at FBC Statesboro on August 23rd and 24th.

Savannah Baptist Association has received a lower feeding unit so that we can have it readily available. We will be able to help with crisis situations and will also be able to use it to feed groups such as the Senior Adult picnic or church events. If your church would like to have us help with an event and inform your congregation about Disaster Relief, please give us a call at the office and we will set it up.

We are always in need of new team members. Watch the Georgia Baptist Mission Board web site for 2020 training dates or call us at the Assocation Office for more information.

Collegiate Ministries 2018

2018-2019 was a great year with 37, 401 students being impacted through the Collegiate ministry across the state of Georgia. Over 400 students were impacted locally through the BCM of Armstrong. Many others were touched through the ministries of local churches who reach out to other campuses around the Savannah area including Savanah College of Art and Design, South University and Savannah State. Over 200 students were active weekly in collegiate ministries in our area. These students were challenged to grow in their faith and put it into practice through service, missions and evangelism. Week after week students were challenged to grow in

their faith through Bible studies and small groups. Week after week students were challenged to share their faith. Week after week students were encouraged to live their entire life for Jesus.

121 students served last summer as Send Me Now summer missionaries. Seven of those were from the BCM of Armstrong. Many others served on short term trips through the BCM or their local church. 1441 salvations were recorded from the summer mission program alone. With an additional 419 who answered the call to some sort of full- time missions or ministry. Collectively the BCMs across the state raised $176,982.84 toward the sending of SMN missionaries. Nearly $8000 of that came from the BCM of Armstrong thanks to contributions of many of our local churches through BCM days, special events, attending our annual Dessert theater and just outright gifts. Thank you for helping us reach the lost, both in Georgia and around the world.

Reaching the lost continues to be a priority. Many of the college and universities had a variety of outreach events to share the gospel with the lost. The Great Exchange is just one of those opportunities. The BCM of Armstrong hosted the great exchange once each semester last year. We were able to have over 150 people surveyed with 9 people coming to know the Lord. This was just a small part of the 425 people who were saved through similar evangelist opportunities on campuses across our state.

Partnerships with our local churches continue to be pivotal in the ministry to the Armstrong Campus of Georgia Southern. Without the weekly lunch provided we would have a hard time having gospel conversations with new students. Without the prayers that undergird our ministry we would be powerless. Without churches hosting BCM days, attending Dessert Theater, and providing special refreshments, we would be limited in the scope of our ministry. We are thankful for the opportunity to cooperate with so many of our fine churches in our association.

The following is the annual report from Georgia Baptist Children’s Homes and Family Ministries.

Trust in the Lord with all your HeartOnce a child’s heart has been broken it seems almost impossible to put it back together, but withGod all things are possible. We often explain to our children in care, most of whom have never heard the good news about Jesus, that God is reaching out His hand and simply saying,“Come to me. I won’t let you down. I’ll catch you before you fall.” At Georgia Baptist Children’s Homes and Family Ministries, that simple message of Jesus has transformed many lives during this past year including 55 of our young people who made professions of faith. That’s 55 broken hearts that are healed and 55 children that will walk with Jesus in everlasting life.

In FY 2019, our ministry provided hope and healing to 1,013 children and families through a variety of residential and specialty programs.

During our 147 years of ministry, we have always adapted our programs to meet the ever changing needs of the children in our care. Our ministry has changed; our programs have changed but our commitment to providing a strong spiritual foundation for each child we serve will never change.

We are proud of our heritage as an agency of the Georgia Baptist Mission Board. Since we do not receive Cooperative Program funding, we are especially grateful to our Baptist Churches across the state that place us in their annual budgets, recognize special offerings for our ministry, and participate in annual Associational truck loadings.

Thank you for the love you have shown to our agency this year and please continue praying for our ministry and our children as we help them mend their broken hearts as Jesus calls us to do.

Meeting MinutesExecutive Committee Meeting

October 30, 2018The CrossRoad Baptist Church

The meeting was called to order by the moderator, Rev. Billy Miller.

Dr. Johnny Bowen, pastor of The CrossRoad, welcomed everyone.

Donna Davis entertained us with a beautiful song.Reports Rev. Buddy Wasson reported that there were no new staff members at this time. He asked everyone to please look at the displays for the Savannah Baptist Center, Savannah Baptist Assembly, the Seafarers Ministry, and the BCM. There is also a book written by Pearline Burns.

Our Disaster Relief teams are spread thin. GBMB asked us to adopt two counties to help after hurricanes in Western Ga. If your church can send a team, it would be appreciated. Most of the work would be tree and debris removal. Contact me if your church can help. We can also put churches together to make a team. Others helped us after Hurricane Matthew, so we should help others in their time of need.

An Asian Indian Fund given to us by Silk Hope to be held in trust until we had another Asian Indian ministry. It has been dormant for years. We have tried to start this ministry several times but it has not worked. We asked Silk Hope if we could transfer the funds to another designated fund. Silk Hope decided to give the money back and designate it to Assembly reconstruction. We ask that the association accept that. Rev. Billy Miller asked for vote to accept this and it passed.

Thomas Hammond is the new Executive Director of GBMB after the retirement of J. Robert White.

Rev. Buddy Wasson reported that Trinity Baptist Church asked to be part of SBA. This is being presented from the Missions Team. Rev. Bill Bozeman is the pastor. Rev. Wasson asked for second and a vote. It was passed.

Recommendation from the Admin teamRev. Buddy Wasson explained about changes to Associational Leadership Team. The plan is to eliminate two meetings, change Spring Annual Meeting to an Executive Committee Meeting, and change the Fall Executive Committee Meeting to a Fall Annual Meeting. The meetings would also be moved to Sunday night instead of Tuesday. We sent emails to pastors and churches in July and are presenting it tonight for a vote. Gary Johnson asked if we would go to more centralized locations. Buddy answered that we could look at that. It will not be one particular church. We would alter it if Easter falls on that day. There was a call for the question. The motion was voted on and passed.

Another recommendation was to streamline the Associational Mission Team. Eliminate some directors: the Sunday School/Small Group Director, the Discipleship Development Director, the Church Music Director, the Senior Adult Director, and the Interfaith Witness Director. Many committees are non-functioning. We can handle all of these duties in-house. Article 7 Section 1 of the Constitution will need to be changed to combine these committees. The vote was taken to change the Constitution and passed. The elimination of directors and the name change to Associational Mission Team was voted on and passed.

Rev. Wasson announced that the nominating committee was made up with the new changes in mind. The new slate of officers was presented and passed.

The budget was discussed. We are decreasing budget this year. If we need money for a line item, the Admin Team can authorize it. This was seconded, voted on, and passed.

Rev. Wasson recognized Billy Miller as moderator for 2017-2018 and presented him with a plaque.

Rev. Wasson announced that we had difficulty at the Assembly because of the hurricane and tornado. It cost us a whole summer of income. A presentation showing the improvements was given. Rev. Wasson described some of the repairs that we went through. There were a lot of trees removed. We will now have bathrooms attached to cabins instead of having them outside. We had asked for possibly $30,000 in funding to redo the tabernacle. We have finished for a lot less than that. We put vinyl siding on every building except for the big house. We have painted & roofed. It looks beautiful. We had to pay folks to do most of this work but God took care of it. There have been over 100,000 people come through the Assembly and over 400 salvations since its inception.

The sermon was preached by Dr. Johnny Bowen.

The meeting was adjourned in prayer by Rev. Buddy Wasson and refreshments were served by The CrossRoad Baptist Church.

Executive Committee MeetingIsle of Hope Baptist Church

March 17, 2019

The meeting was started with pre-session music by Isle of Hope Baptist Church.

Rev. Jesse Pamplona, the moderator, called the meeting to order.

David Blitch, of Isle of Hope, led the congregation in singing a hymn.

Rev. Billy Miller welcomed everyone to Isle of Hope Baptist Church.

Dr. Darrell Bailey led in scripture reading from the fourth chapter of 1 Thessalonians and led in prayer.

The enrollment of messengers was given by the Clerk, Connie Martin. There were 29 members, 29 guests, and seven staff members present. Ten churches were represented.

The minutes of the Annual Fall Meeting were discussed. It was pointed out that the date was wrong and a notation was made to correct it. Rev. Stan Stones made a motion that we accept the minutes, Dr. Darrel Bailey seconded the motion, and the motion was carried.

Buddy reported new staff. David Bunton is the new student pastor at The CrossRoad. Josh Mordarski is the Next Gen pastor at FBC Rincon. Dr. Bill Gammon is the new Children’s Pastor at Countryside. Chinese Baptist Church of Savannah, formerly Ardsley Park Chinese Mission, submitted paperwork for entry into Savannah Baptist Association. They are in the process and have been here for about 30 years. Joseph Wong is the pastor. We will meet with them and present them in October at the Annual Meeting. Announcements

The VBS Clinic will be March 30 at North Salem. Please sign up if you are planning to come. Lifeway will be closing the Savannah store at end of May. Most business will be online from now on.

We will be accepting donations for the Baxley Children’s Home Paper Drive until April 11 and leave April 12 at 8:30 AM to deliver them. Anyone can go so let us know if you would like to go with us. Please pray and give.

The Senior Adult Picnic will be at JF Gregory Park in Richmond Hill on May 16. Chuck Bradley, of FCA, will be the speaker. He will also speak about his mission trips to Mexico.

ACR reports are due by October 10, 2019. Only 25% of our churches actually do ACR reports. Please do it this year. It gives records and facts so we will know how to minister.

The Annual Fall Meeting will be October 20, 2019 at Immanuel. Rev. Wasson announced a change in the time from 6:45 to 6:00.

ReportsStephanie Carr, Director of Savannah Baptist Center, pointed out the newsletter with immediate needs and pictures of some of their services. There is also a list of ministries and service opportunities. Ms. Carr recognized David Norris for coming in on Thursdays and having Bible Study with the men. We have a partnership with the Homeless Authority and JC Lewis Healthcare. The service has expanded to two days for men and women now. It is a central place for the homeless to keep appointments. Mission teams come from many different churches. Between January and December of 2018, Bible Study and the sewing class had 1109 services. They started with 1 day a week for 9 months a year and decided to meet two days a week all year long. Ministry teams were coming in and working with us. The young people were joining the Bible Study and sewing classes. Our people loved on them. Now they meet three days a week. In April, the ladies are joining in an outreach project for the neighborhood. They are having supper and the movie “War Room”. We are giving back to the community. The food pantry had 591 services. All food is given as donations. The clothes closet had 2068 services. The Oasis had 9747 service. In 6 years with Oasis, we have not had to buy detergent. In total, we had 13,515 services. There were 7104 volunteer hours. Olivia has been the volunteer coordination for 1 year. The ladies in the sewing class decided to give back by going to the nursing homes. They are making adult bibs for assisted living facilities. We partnered with 2 nursing homes, St. Joseph’s and Effingham Hospitals with rehabilitative care patients. We made one activity quilt for a little girl. Fidget mats are all made from donations. These ladies take these to the nursing homes and show God’s love to them.

Rev. Everett Tumblin read Acts 1:1. Every day, 8 to 10 ships come to the ports with about 25 seamen aboard. Most are from the Philippines. They are also from Indian, China, Japan, Korea, Vietnam, Eastern Europe, and other European countries. We give out a lot of hand knitted caps. These are very practical and a point of witness. Isle of Hope prepares ditty bags for me. I give them out at Christmas and Easter. Jasper Springs gave me about 40 pairs of socks. They need socks and have to change them a lot. Calvary gives me cookies every January.

Tommy Duke reported on the Assembly. We are all called to be Christ’s witnesses. That’s like an army advancing around the world. An army can’t constantly be on the go. From time to time we have to retreat as Jesus did. That is what we are about. We have had several groups out this month. There were children in wilderness area, youth retreats, serving by raking and cutting bushes, and an adult group. The BCM is there now to serve doing various projects. That is just March. The assembly is alive and well. We have a long way to go. Some of the things to be done are processing, accessing (mostly done), adjusting, and engaging. This is where you come in. We have been dormant, but we are open for business. Come have a site tour. Mobilize to get more people involved and project to get more people involved. Numbers represent souls that Jesus died for. We have had 190 guests in 2019 even though we are not at full capacity yet. We have had two commitment decisions already this year. Construction is being finished on the bathrooms. It is coming together. We are ready to move on to next step. Progress is being made. It is good to see so many people helping. Our goal is the end of April or the first of May and this will put us at 87 beds-full capacity. On April 29, we will host the minister’s meeting at the Assembly. Pray for us, come, serve, and give.

Buddy stated that minister’s meeting on April 29 will be at the Assembly. He will send a letter to all pastors. It will be a reintroduction of the Assembly to pastors who have been there and an introduction to those who have never seen the Assembly. We will provide lunch. Now it will be open for all four seasons because of heating in the cabins.

Rev. Quillian Mercer, representative to the Executive Committee at GBMB, reported that it has been a busy year. Thomas Hammond is the new executive director. You can go to Christian index.org, which is our state paper, for free and see all the details about the convention downsizing again. They downsized once back in January, but now will be reduced even further. The building will be sold. The main complaint is that it is separated from the rest of the state. Many people find it difficult to get there. GBMB wants to centralize. They will keep a small administration office and regions will be made. We are in Region 6 Southeast Ga. These will be church strengthening teams with each region having their own consultants. The staff will not have offices. They will work from home or churches, making them more available to churches. This should strengthen the bond between the convention and associations. This is a large region, and they will not be trying to replace associations. Rev. Mercer just went with a team from New Sunbury/ Altamaha Association to the Dominican Republic. He would like to begin to pray so that we can work together to do more. There is much work to be done. Pray for an opportunity to go back. We can see where we can fit in. God is calling us to go somewhere.

Rev. Wasson reminded everyone of the Minister’s Meetings on Mondays. Tomorrow, Harry Coursey will be speaking. When he was at Savannah Baptist Center Church, 96 people were baptized within 3 years.

Rev. Wasson spoke for Tony Branham who was not there. World Changers is coming up June 17-22. We need 12 more churches to provide lunches, two churches to provide a ministry site, and volunteers for the week. Eight students signed up for summer missions and 10 students are involved in spring break missions. The Big Event is coming up where they will serve hamburgers for the campus. Great Exchange is April 4, 10-2. They are in the process of choosing leadership for team.

Due to time constraints, the next song was eliminated. Rev. Wasson introduced Randy Ryan. Randy owns AR tree service. He helped us by cutting down trees at the Assembly. He is a sweet brother in Christ and an encourager. You will enjoy his testimony. He has also given it at a Billy Graham Crusade.

The message was given by Randy Ryan about an incident that made him come to the Lord. There was an airplane crash and he saw many people die. He gives his testimony and people have come to Christ because of it. He has a ministry called The Prodigal Son’s New Life Ministry, helping men who have been through Christian drug and alcohol rehab to integrate back into society.

CONSTITUTION OF THE SAVANNAH BAPTIST ASSOCIATIONPREAMBLE

The Savannah Baptist Association is a cooperative ministry of autonomous Southern Baptist Churches in the Greater Coastal Empire area of Georgia. Our core values are: service to churches, leadership development in the churches, mission and evangelism opportunities for the churches, and unity among the churches. Our mission statement is: The Savannah Baptist Association will promote excellence in ministry and missions to help churches become healthy and multiplying bodies of Christ.

ARTICLE I - NAMEThis body shall be known as “SAVANNAH BAPTIST ASSOCIATION, INC.” as specified in the charter and shall

hereinafter be referred to as THE ASSOCIATION.

Article II - MEMBERSHIPSection 1: COMPOSITION: THE ASSOCIATION shall be composed of Baptist churches that are in cooperation with

the program of THE ASSOCIATION, and with its Faith and Message as set forth in the charter thereof and in Article VIII hereof. All churches represented in the membership of THE ASSOCIATION shall be entitled to enroll messengers at all sessions of THE ASSOCIATION without further action of THE ASSOCIATION.

Section 2: REPRESENTATION: Every church represented in THE ASSOCIATION shall be entitled to two (2) messengers and one (1) additional member for every $500 given to the association per year. The total number of messengers from any one church shall not exceed ten (10) at any session.

Section 3: ADMISSION: Churches desiring to be received into the fellowship of THE ASSOCIATION must have been constituted at least six (6) months before the Fall Session of THE ASSOCIATION, and must present to the Missions/Church Start Team sixty (60) days prior to the Fall Session the following credentials: (1) Petitioning letter, (2) Constitution and By-Laws of the Church, if such exists, and (3) the Articles of Faith of the church or a statement that the church has adopted the Baptist Faith and Message of 2000. Upon the recommendation of the Missions/Church Start Team and a majority vote of the messengers present to receive the church, the Moderator shall declare the church received and its messengers seated.

Section 4: COOPERATION: Cooperating churches of THE ASSOCIATION will support the Baptist Faith and Message of 2000, send to the clerk an Annual Church Report, send messengers to the Executive Committee meetings and Annual meetings of THE ASSOCIATION, contribute financially to THE ASSOCIATION, and participate in the missions and ministries of THE ASSOCIATION.

Section 5: DISMISSAL: Should any church disqualify itself by doctrines contrary to those of THE ASSOCIATION, or by its failure to financially support THE ASSOCIATION in accordance with its ability to do so, the Executive Committee, upon failing to reconcile such church, may recommend dismissal. A majority vote in the Fall Session shall be required to withdraw fellowship from a church. Proper notice of probable action must be given to all churches by THE ASSOCIATION or the Executive Committee before such action may be taken. If a church desires to withdraw from THE ASSOCIATION, or cease to exist, it is requested that written notification be given to THE ASSOCIATION.

Section 6: CHURCH PROFILE: Each church represented by members in the membership of THE ASSOCIATION shall send annually, preferably at the time of the Fall Session but no later than November 1, to the Clerk a church profile which shall include a report of the activities of the church during the preceding church year.

ARTICLE IV - SESSIONSSection 1: FALL SESSION: THE ASSOCIATION shall hold a Fall Session on the third Sunday night in the month of

October at a time and place set by the Administration Team.Section 2: SPECIAL SESSIONS: Special sessions of THE ASSOCIATION may be held at the call of the Administration

Team. The Administration Team shall exercise this prerogative only in case of extreme emergency. Section 3: NOTICE OF SESSION: A written notice of all sessions of THE ASSOCIATION shall be sent to each church

represented in the membership of THE ASSOCIATION not less than five (5) nor more than (90) days prior to the session. The notice shall state the time and place of the session, and, in case of special session, the purposes for which called.

Section 4: PROCEDURE: Any officer of THE ASSOCIATION may call a meeting to order and may act as Chairman thereof, precedence being Moderator, Moderator-Elect, Clerk, and Assistant Clerk. In the absence of all such officers, the messengers present may elect a Chairman. The Clerk or Assistant Clerk of THE ASSOCIATION shall act as secretary at all meetings but in their absence the presiding officer may appoint any person to act as secretary of the meeting.

ARTICLE V - ASSOCIATIONAL OFFICERSSection 1: GENERAL OFFICERS: The General Officers of THE ASSOCIATION shall be the Moderator, Moderator-

Elect, Clerk, Assistant Clerk, Treasurer, and Assistant Treasurer. Section 2: ORGANIZATIONAL OFFICERS: The organizational officers shall be such team members and

departmental officers THE ASSOCIATION may elect through its nominating committee process. Section 3: TRUSTEES: The Moderator, Moderator-Elect, Clerk, and Treasurer shall be the Trustees of THE

ASSOCIATION. Section 4: ELECTION OF OFFICERS: At the Executive Committee prior to the Spring Meeting, the Moderator shall

appoint a nominating committee of three persons to bring a slate of officers and team leaders at the Spring Meeting. Other nominations will be accepted from the floor and an election will be held. Installation of all such officers shall be at the Fall Session. These officers shall serve for the ensuing year and until their successors have been elected and installed. The Moderator-Elect shall be installed as the Moderator in the year succeeding his election as Moderator Elect.

Section 5: DUTIES OF OFFICERS:(A) MODERATOR. It shall be the duty of the Moderator to preside during all meetings of THE ASSOCIATION; to

preside as Chairman of the Executive Committee; preside as Chairman of the Personnel Team; to appoint with Associational approval any special committees that THE ASSOCIATION or the Executive Committee shall authorize him to appoint; and to serve as an ex-officio member of all committees.

(B) MODERATOR-ELECT. It shall be the duty of the Moderator-Elect to assist the Moderator in his duties and be ready to assume his responsibilities in any emergency. He shall, in the absence or at the request of the Moderator, do and perform the duties of the Moderator. The Moderator-Elect shall serve as Vice-Chairman of the Executive Committee and as an ex-officio member of all committees.

(C) CLERK. It shall be the duty of the Clerk to keep an accurate record of the proceedings of THE ASSOCIATION, serve as Secretary of the Executive Committee, furnish churches Annual Church Reports for making reports to THE ASSOCIATION, and direct the printing and distribution of the Minutes of THE ASSOCIATION.

(D) ASSISTANT CLERK: It shall be the duty of the Assistant Clerk to assist the Clerk in his duties and be ready to assume his responsibilities in an emergency. He shall serve as Assistant Secretary of the Executive Committee.

(E) TREASURER: It shall be the duty of the Treasurer to supervise the receiving, proper crediting, depositing, and paying out upon proper authorization all monies of THE ASSOCIATION. Following approved methods of accounting, the

Treasurer shall keep accurate records of all receipts and disbursements. The Treasurer shall present reports to the Executive Committee and THE ASSOCIATION when in session. The Treasurer shall be authorized to sign checks and shall be bonded by an amount set by the Administration Team.

(F) ASSISTANT TREASURER. It shall be the duty of the Assistant Treasurer to assist the Treasure in his duties and be ready to assume his responsibilities in any emergency. He shall be authorized to sign checks and shall be bonded for an amount set by the Administration Team.

(G) TEAM LEADERS: It shall be the duty of all Team Leaders to promote, direct, and organize the activities of their team and to give reports to the Executive Committee and THE ASSOCIATION during the Fall Session.

(H) TRUSTEES: It shall be the duty of the Trustees to represent THE ASSOCIATION by the authority of THE ASSOCIATION in acquisition and disposal of Associational property, transact on behalf of THE ASSOCIATION in acquisition and disposal of Associational property, sign all deeds, notes, contracts, and agreements, and intervene in all suits.

ARTICLE VI - EXECUTIVE COMMITTEESection 1: PURPOSE: The purpose of the Executive Committee is to carry on the work of THE ASSOCIATION

between sessions. The Constitution and By-Laws of THE ASSOCIATION shall be the Constitution and By-Laws of the Executive Committee. The Executive Committee shall place in effect all orders of THE ASSOCIATION, shall assist the churches in the spread of the Gospel, and shall make recommendations to THE ASSOCIATION.

Section 2: MEMBERSHIP: The Executive Committee is composed of the general officers, Team Leaders, chairmen of all standing committees, the Associational Missionary of THE ASSOCIATION, and the pastor, one associate minister, and two lay members from each church represented in the membership in THE ASSOCIATION. The lay members shall be elected by their churches.

Section 3: OFFICERS: The officers of the Executive Committee shall be the General Officers of THE ASSOCIATION. Section 4: MEETINGS: (A) Regular Meetings: The regular meetings shall be held on the third Sunday night in the month of March of

each year at a time and place set by the Administration Team. (B) Special Meetings: When necessary, the Chairman and the Secretary may call a special meeting of the

Executive Committee, after consulting with the Administration Team. A written notice of all special meetings of the Executive Committee shall be sent to all members of the Executive Committee. In case of special meetings, the purpose(s) for their meeting shall be included in the notice.

(C) Place of Meetings: The members for the Committee may hold their meetings in such place or places as the Executive Committee may from time to time determine. However, the preferred method of selection of meeting sites is to rotate the meetings among the churches in THE ASSOCIATION.

ARTICLE VII - COMMITTEESSection 1: AUTHORIZATION: The Order of Business Committee shall be the Moderator, Moderator-Elect, Clerk,

and Associational Missionary. The Personnel Committee shall be the Moderator, Moderator-Elect, and the Treasurer. The Associational Council shall be the general officers, the organizational officers, and the Associational Missionary. Other standing committees shall be such committees as THE ASSOCIATION shall deem necessary.

Section 2: ELECTION: The Nominating Committee shall nominate for election at the Spring Session all standing committees/teams on a rotating basis and shall name the chairman of each committee/team for the coming year. The members of these committees shall be selected from the membership of the participating churches. Except in extraordinary circumstances, no person shall serve on more than one committee at a time.

Section 3: DUTIES: The duties of the committees/teams shall be specified in an operations manual of THE ASSOCIATION which shall be approved by THE ASSOSCIATION or the Executive Committee.

The Holy Bible, the inspired, infallible and inerrant word of God, is the basis of our faith and the final authority concerning truth, morality, and the proper conduct of mankind. It is the sole and final source of all that we believe for purposes of expressing the faith, doctrine, practice, policy, and discipline of the Association and its related ministries. We accept the BAPTIST FAITH AND MESSAGE 2000 as adopted by the Southern Baptist Convention to be the representation of our core values.

ARTICLE IX - PARLIAMENTARY AUTHORITYThe Parliamentary Authority for THE ASSOCIATION shall be Robert’s Rules of Order, Revised (latest revision). The

Moderator shall appoint a Parliamentarian to serve at all meetings of THE ASSOCIATION and the Executive Committee.

ARTICLE X - AMENDMENTSThis Constitution and the By-Laws may be amended by a majority vote of the messengers present and voting at

the Fall Session of THE ASSOCIATION. The proposed amendment shall be published to the membership of the Executive Committee at least three (3) months prior to the Fall Session at which the vote is taken.

BY-LAWS

1. AUTHORITY: THE ASSOCIATION shall look upon the churches as independent in all their internal affairs, and neither THE ASSOCIATION nor its Executive Committee shall exercise any ecclesiastical authority or claim any legislative or judicial powers over them.

2. FISCAL YEAR: The fiscal year of THE ASSOCIATION shall begin with the first day of January and end on the 31 st day of December each calendar year.

3. ASSOCIATIONAL YEAR: The associational year on which information is to be reported from the churches shall begin on the first day of September and end on the 31st day of August of each calendar year.

4. EX-OFFICIO MEMBERS: The Moderator, Moderator-Elect, and Associational Missionary shall be ex-officio members of all committees and shall be notified of all committee meetings. They are without voting privileges.

5. QUORUM: A quorum for any meeting of THE ASSOCIATION, or the Executive Committee shall be those Messengers or Members present. 6. NEW OR UNUSUAL BUSINESS: In the event of unpublicized new business at a meeting of THE ASSOCIATION or the Executive Committee, any messenger or member may declare it new or unusual business and move that it be tabled until the next regular meeting. A vote of twenty percent (20%) of those present and voting may designate it as new or unusual business, and it will be tabled until it is publicized and taken off the table for discussion and vote at the next scheduled meeting.

7. ENROLLMENT OF MESSENGERS: All messengers to the various sessions shall register in accordance with the method of registration as set out in the Operations Manual and shall be enrolled as messengers to THE ASSOCIATION upon registration.

8. BOOK OF REPORTS: All reports to be made to the annual session of THE ASSOCIATION shall be in writing and reproduced in sufficient number to be distributed to the messengers upon the convening of the session. The distribution shall be in lieu of the reading of the reports. All reports to be incorporated in the Book of Reports shall be sent to the Associational office by September 15th each year.

9. POLICY ON ESTABLISHMENT OF MISSIONS AND CHURCHES: The churches represented in the membership of THE ASSOCIATION are requested to cooperate with the Missions/Church Start Team of THE ASSOCIATION in establishment of missions and churches. It is suggested that any church wishing to start a work or to relocate is asked to confer with the Missions/Church Start Team of THE ASSOCIATION as to the advisability of such action.

10. Associational Missionary: THE ASSOCIATION shall employ an Associational Missionary who shall be primarily responsible to THE ASSOCIATION. The Operations Manual shall contain a job description for the Associational Missionary.
