Project Proponents/ Environmental Consultants / Architects are requested to send following
details by email to [email protected] & [email protected]
List of the documents to be submitted by PP /Consultants:
1. Kindly note that projects listed from 80 to 353 are requested to send confirmations
regarding their presence before the Committee in the meeting by 11:30 am of 14/09/2016
via email to [email protected] & [email protected].
2. Circulate hard copies of consolidated statements (CS) & information pertaining to the projects
listed below to the Committee & SEAC II Cell during the meeting.
3. Consolidated Statement (CS), compliances, brief project summary, maps, layout plans,
approved building plans, LOI, IOD (if applicable), Commencement Certificate (CC), ToR,
EIA & its Executive Summary, Presentations & any other document pertaining to the project
etc. should be submitted to SEAC II Cell during the meeting.
4. Soft & Hard copy of EIA report listed below should be forwarded to all members of SEAC II
before meeting.
5. Soft copy of synopsis of replies to compliance points in tabular format, EIA, Executive
Summary of EIA, if any & Consolidated Statements of all the projects listed below should be
e-mailed to all members of SEAC II and SEAC II Cell in advance via. E-mail before meeting
(e-mail ids of all SEAC II members are available on the website.)
6. One set of duly signed hard copies of all above said the documents should be submitted in
SEAC II Cell / Environment Department during the meeting.
7. Soft copy of Consolidated Statement, synopsis of replies to compliance points in tabular
format, if any; draft ToRs, Project Summary, Executive Summary of EIA should be submitted
in word format during the meeting. Project Proponents are requested to circulate all these
documents to the SEAC II Members during the discussion in the meeting.
8. Kindly note that duly signed CS/ information submitted will not be considered & the
concerned item will be deferred.
9. Also note that CS/ information once submitted will not be replaced and same will be reflected
in the recommendations.

10. Accredited consultant & Authorized representative of the PP with Authorization letter should
remain present during the appraisal.

considered in 46th meeting of SEAC II. All issues related to environment, including air,
water, land, soil, ecology and biodiversity and social aspects were discussed. PP stated
that total plot area is 8183 m2 & total construction area proposed in this meeting of the
project is 78,778.84 m2. Synopsis of reply submitted by PP for the compliance points
raised during 46th SEAC II Meeting is noted by the Committee and taken on record.
Committee noted that the project under 8a (B2) category of EIA Notification, 2006.

During discussion following points emerged:
1. PP to submit corrected net plot and gross plot area statement which are not
matching with the earlier submissions.
2. PP to submit copy of HRC permission for proposed height.
3. It is observed that civil aviation permission is only for 112 m of height of the
building and proposed height is 144 m. PP to submit Civil Aviation Certificate for
the proposed height of 144 m.
4. PP to recalculate level of service of the junctions & links taking in consideration
effective width of S. V. Road.
5. PP, if applicable, to leave clear cut side margin of 6 m from the boundary of the
plot and open space and non-paved RG area should be on ground as per the
orders of Hon’ble Supreme Court (Civil Appeal No. 11150 of 2013 and SLP (Civil)
No. 33402/2012) dated 17th December 2013.
After deliberation, Committee decided to recommend the proposal for
Environmental Clearance to SEIAA, subject to compliance of above points.

1.0 INTRODUCTION
1.1 Project Background
M/s. Skystar Buildcon Pvt. Ltd. , Mumbai plans a Residential development at Goregaon
(W), Mumbai.
The Residential development comprises of 429 apartments comprising 2-BHK & 3-BHK
units.
The ingress & egress to the proposed Residential development is provided through 13.4m
wide DP Road and 30m wide DP Road.
M/s. Skystar Buildcon Pvt. Ltd., Mumbai appointed M/s Transportation and Traffic
Engineering Consultants to carry out traffic study of the proposed Residential
development.
1.2 Scope of Work
The scope of our work during this study covers the following aspects related to traffic study:
Initial overview and comments on any current master plan layouts and surrounding
roads and identification of potential traffic issues and concerns.
Assessment of existing traffic conditions in the vicinity of the site; which includes site
surveys and analysis of the surrounding road network
Future Traffic forecast: Traffic surveys to quantify existing flows and trip rates for this
type of development
Traffic Assignment: This involves the pattern in which the generated traffic will be
distributed on the surrounding roads. The outcome of the traffic surveys & the
existing and future road connectivity will be the inputs for the traffic assignment.
Traffic Impact Analysis: Assessment of the impact of the vehicles coming to the
proposed development on the surrounding road network in the immediate vicinity of
the proposed development
Assessment of the adequacy of existing road system capacity in the vicinity of the
site to take the traffic generated from the proposed development.
Traffic management measures to mitigate the traffic impact if any impact is
significant.
Ingress/egress points to the development site.
Advise the team on pick-up, drop-off points, locations and design of pick-up and
drop-off points etc.
Overview of the internal traffic circulation at ground level and at different parking
levels: This involves removing/reducing the conflicting vehicular movements at
different levels

2.0 EXISTING CONDITIONS
2.1 Existing Development Site Conditions
The proposed development project site along with the existing road network is shown in
Figure 2.1(a). The main roads surrounding the proposed development site are Ram Mandir
Road and Mrinaltai Gore Flyover to the North side, 13.4m wide DP Road to the East side
and 30m wide DP Road to the South side and Swami Vivekanand Road to the West side of
the proposed development.
The ingress & egress to the proposed Residential development is provided through 13.4m
wide DP Road and 30m wide DP Road.
As per the existing conditions, 13.4m wide DP road operates as 2 Lanes, 2-way undivided
road and 30m wide DP Road operates as 4 Lanes, 2way divided road.
The proposed development is some 370m from the Oshiwara Railway Station. It is yet not
operational.
Figure 2.1(b) shows the Google map of the proposed development site. Figure 2.2
presents the Development Plan (DP) map with proposed development.
The main traffic generators in the vicinity of the proposed development include Ram Mandir,
BIG Cinemas, RNA Business Park, Relianc Infra Offices, Sahara India Parivar, Oshiwara
Plaza, ACME Synthetic Chemicals etc. Figure 2.3(a) & 2.3(b) shows the major traffic
generators in the surrounding area.

3.0 GENERAL DEVELOPMENT LAYOUT
3.1 Background
M/S. Skystar Buildcon Pvt. Ltd. , Mumbai plans to develop a Residential development at
Goregaon (W), Mumbai.
3.2 Development Layout
The details of the Proposed Residential Development are given below:
The proposed residential development comprises of 429 apartments comprising of
2-BHK & 3-BHK units.
The total parking facility proposed for this Residential development is some 676
parking bays.
The ingress and egress is provided through 13.4m wide DP Road and and 30m wide DP
Road.
3.3 Development Schedule
The parking statement of the proposed development is shown in Table 3.1.

3.4 Design Basis of the parking layout The design basis for the parking layouts is as follows:
A car park should provide a safe and efficient connection to the external road network
Entry and exit radii from the external road should not be less than 90 degree to allow
smooth entry and improved weaving and merging on exit.
Queuing and storage at the entrance and exit are to be within the car park and
internal roads. It should not be on the external roads. The queuing area should be
based on the peak hour arrival
The location of the pick-up/drop-off points should provide a facility of immediate
access to the pick-up points after exiting from the basements and also to access the
basement after leaving the drop-off points
The pick-up/drop-off points should have adequate length and width to serve the peak
hour vehicular arrivals and departures
Entry and exit lanes should not cross and exit should not be before entry. If possible it
should be segregated
The transition from the external road to a car park should be defined using lane
marking or a change of surface.
The traffic circulation should remove/minimize the conflicting vehicular movements.
Therefore as far as possible all the driveways/aisles should be kept one-way for
better circulation.
All the driveways/aisles should be straight and dead ends should be avoided. If a
dead end cannot be avoided, then it is to be a maximum of 6 bay widths long. Else
some space should be left at the dead end for proper manoeuvring of vehicle
Cross-aisles and other vehicular conflict points should be eliminated. All junctions
should be designed so that traffic merges and diverges, with only convenient and safe
maneuvers required of drivers. “T” junctions/3-Arm junctions are the recommended
intersection type.
The minimum width of the aisle should be kept as 6m which is the minimum
requirement for two-way flow
The width of the ramp should be 7.5m for two-way traffic flow.

3.5 Parking Management System Parking Management System for the visitor parking bays includes the operations like entries and exits, traffic flow, guidance systems and access management of every parking vehicle. 3.5.1 Parking Management System constitutes of:
Parking Management Software –The software ties in all the components of the
Parking management system.
Automated Access control system – The parking management system ties in with
the Access control system like Automatic gates, barrier controls etc.
Enabling Fool Proof Security –The security features include tying in with RFID based
entry and exit. .
Statistical reporting software – Generate hourly, weekly, monthly & yearly reports
3.5.2 Key Benefits of a Parking Management System
The introduction of a controlled parking management system will result in the following major operational benefits:
i. Car Park efficiency and better turnover
ii. Availability of spaces for visitors, due to the control of duration of stay
iii. Increased Health, Safety and Security
iv. Convenience and Customer Services
There are two primary categories of users i. Visitors: Casual customers
ii. Members: Regular users such as Tenants who will have permanent access to the
car parks using proximity RFID cards to entry and exit.
Members Entry/Exit Procedures
It is recommended that Tenants should have a validated member access pass/card to
access the car park. Each access point to the car parks should be equipped with RFID
card enabled parking systems for convenient access to the car parks for members and
regular users. The parking areas and access points to the parks should be specifically
allocated for members ensuring the best use of the parking facilities encouraging greater
convenience and distributing traffic more efficiently throughout the property.
Areas within the car park designed for double parking bays (back to back spaces) and
spaces located further away from the lifts and staircases should be used for member
parking, as they are regular users and are more comfortable and experienced at using
the car parking facilities.

The rate of exit per vehicle/lane from the exit point to the external road is assumed as 10
seconds on an average (i.e. assuming the capacity of exit lane as 360 PCU/hr./lane). This
is assuming maximum obstruction to the vehicles joining the queue of exiting vehicles.
During emergency evacuation, the evacuation of all Podium levels and Ground level will
happen simultaneously (i.e. P1 to Ground, P2 to P1, Ground to exit gate).
It is assumed that rate of vehicles exiting on the external roads is less than the rate of
vehicles joining the queue of exiting vehicle.
The nearest parking bays at Ground level are at a distance of 11m, 13m and 24m from Gate
1, Gate 2 & Gate 3 respectively. The time taken to travel these distances are 4, 5 & 9
seconds respectively (assuming speed of 10Kmph). Assuming some reaction time, the first
six vehicles from ground level will take around 1.5-2.0 minutes to evacuate. After these six
vehicles, there will be a queue of six lanes of vehicles exiting out simultaneously.
There are 676 car parking bays at Ground and Podium parking levels. Assuming 85% as
peak hour occupancy, the number of cars exiting out will be 575 (i.e. 85% of 676). The total
time taken to evacuate the 575 car will be 1069 seconds/ 18 minutes [i.e. 120 + (575-
6)*10/6)].
Figure 3.7(a) to 3.7(d) shows the evacuation plan for all parking levels.

4.0 TRAFFIC GENERATION & IMPACT ANALYSIS
4.1 Trip Generation Estimating Procedure
The process of estimating future traffic levels generated from the proposed Residential
development involve the identification of suitable trip generation/attraction rates obtained
from the previous surveys and applying these to the development schedule (the total
dwelling units).
Assumptions are then made regarding the likely external road routing(s) of this traffic to the
development recognizing the final entry/exit arrangements. The net future development site
traffic is then superimposed onto the existing traffic to provide an estimate of the future
traffic conditions on the external roads serving the development.
4.2 Trip Rates/Traffic Generation Rates The trip generation rates used to determine the expected traffic coming to the proposed
Residential development is taken from previously surveyed properties within Mumbai.
The process of developing valid trip generation rates involves surveying the number of
vehicles entering and exiting the property throughout the day. This is then divided by the
number of Residential dwellings within the property to give you the expected vehicle trip rate
per hour.
To estimate the expected traffic generation to the property, these rates are then multiplied
against the total number of apartments within the proposed development.
The Trip Generation Rates used for similar types of Residential properties in Mumbai are
shown in Table 4.1. The traffic generation/attraction surveys in Mumbai reveals that
Residential developments are normally low traffic generators.

4.3 Traffic Generation
The estimated traffic generated/attracted to the proposed development is outlined below in
Table 4.2.

We anticipate that the peak hour traffic generation of the proposed Residential development
with 429 apartments will be around 125-215 PCU’s per hour.
Figure 4.1 shows the projected peak hour directional traffic flow on surrounding roads.
A line of comparison of the congestion index (V/C ratio) is drawn between the existing traffic
conditions and the projected traffic conditions (when the proposed development will be in
place). Figure 4.2 presents the congestion indices of the roads surrounding the proposed
development for the year 2016 and 2021.
Figure 4.3(a) presents the proposed DP roads important to the proposed development.
Figure 4.3(b) presents the Proposed Connectivity from MrinalTai Gore Flyover to Link
Road. Figure 4.4 & 4.5 presents the projected travel pattern to access and exit the
proposed development.
Figure 4.6 shows the congestion indices of the surrounding roads for the year 2026 and
2031. Figure 4.7 shows the congestion indices of the surrounding roads for the year 2036
and 2041. The same is shown in Table 4.3.

4.4 Traffic Mitigating Measures 4.4.1 Project Proponent Proper traffic control measures should be provided by the project proponent to regulate the
flow of traffic/to streamline the traffic flow
• Adequate traffic signs will be provided to notify the residents.
• All the potential points of conflicts are removed/ minimized.
• Entries and Exits are segregated for efficient traffic evacuation.
• Speed humps/Speed Breakers will be provided for traffic calming and restricting the
internal vehicular speed to 10km/hr.
• Pedestrian facilities are provided like pedestrian strip and pedestrian crossing.
• Traffic wardens will be assigned to regulate the traffic flow during peak hours.
• Multiple entries and exits will help in distributing the traffic on two roads i.e. 13.4m
wide DP Road and 30m wide DP Road.

4.4.2 Future Development
On-street parking should be prohibited on all the surrounding roads
All the proposed road widening and DP roads surrounding the proposed
development should be developed by the time the proposed development will be in
place.
The proposed direct connectivity from Mrinaltai Gore Flyover to New Link road will
reduce the traffic flow on Ram Mandir Road.
4.5 Conclusion
It is expected that the proposed Residential development will attract and generate an
increase of vehicular traffic coming into the area. It is estimated that the proposed
Residential development will attract and generate some 125-215 PCU’s per hour.
Traffic from the proposed Residential development will be loaded on 13.4m wide DP road
and 30m wide DP Road.
It is anticipated that the increase in traffic coming to the area to access the proposed
Residential development will place some pressure on the surrounding road network.
But the proposed DP Roads surrounding the proposed development will mitigate the traffic
impact from the proposed development. The proposed direct connectivity from Mrinaltai
Gore Flyover to New Link road will also reduce the traffic flow on Ram Mandir Road.
Moreover the traffic generated from the proposed development will be distributed on two
roads.
The Evacuation analysis shows that the total time required for evacuation is 18minutes. This
is because of the following reasons
9m wide ramp is provided which is more than the ideal width required for two-way ramp
i.e. 7.5m
There are three entry and exit gates to the proposed development. During emergency
evacuation, all the three gates will operate as exit gates. Therefore there will be at least
6 lanes available for evacuation.
In addition the three gates are provided from two different roads. The same will help in
even distribution of traffic.
Most of the driveways inside the parking layout are loaded on one-side (i.e. the parking
bays are provided on one side of the driveway)
