Technical
Evaluation
PMU Team
Experience and 55
marks allotted to PMU
team: As brought out in
RFP presently EV in
India is less than 1%,
which shows that E
Mobility is in nascent
stage in India.
Ministry of Power has
also recently in
December’2018 viz.
about 4 months back
have come out with
Guidelines & standards
on EV charging
infrastructure. Keeping
in view of above, we feel
that PMU team leader

and 3 years and have
done specifically
number of Projects when
EV in India is at nascent
stage, will restrict the
prospective bidders to
qualify and competition.
For satisfactory
performance of PMU
team, it will be the sole
responsibility of
Company’s/Firm’s
experience and their
strong capabilities,
which plays an
important part. We
therefore request BEE
to consider suitably to
modify the experience
criteria including
number of projects for
the PMU team and also
reduce the marks
accordingly to
encourage competition
so that a greater number
of bidders can
participate in this bid. As
Company/ Firm is sole
responsible for the
performance of PMU
team, Firms experience
be given more
weightage and marks
accordingly.
Experience requirement
seems to be stringent and
would discourage ample
bidding. Since E-
Mobility is in nascent
stage in India, it may be
very rare to find
experienced persons in
this
domain.
Suggestion: the required
team experience should
be in
related and broader areas
such as Energy and
Transport
Marks Allocated:
Currently, 55 marks are
allocated to PMU team
(including qualification
and experience).
Our suggestion is that it
should be reduced
because, onus on firm is
more than team
member’s
responsibilities.
Additional queries:
• Is it permissible that
the three designated
PMU
members can be
appointed on contract by
the PMU firm?
• Kindly clarify whether
CVs of only three
proposed PMU members
will be evaluated or CVs
of other members in the
firm be also considered?
• The experience of
charging infrastructure
& related standards /
equipment standards be
removed from this as
this is not in scope of
work of the assignment
anyway. Moreover, this
experience is also
technical in nature and
beyond the ToR of the
assignment.
