NOTICE INVITING TENDER

Sealed Tenders in the prescribed format are invited by the General Manager, BSNL, Telecom District, Berhampur for laying of OFC Cables & allied works in Berhampur City only & in the routes specified below from the experienced bonafide registered contractors.

a) The Tender document can be downloaded from the website: www.odisha.bsnl.co.in/ berhampur and to be submitted in the tender box kept in the office room of AGM(Plg) , Room no. 310, 3 rd Floor,Telephone Bhawan,Berhampur before the scheduled date & time. Cost of Tender Document and Earnest Money Deposit (EMD) (both in the form of DD) have to be submitted alongwith the Bid.

GENERAL CONDITIONS1. DEFINITION;-

(a) “The bidder” means the Registered Contractor who participates in this tender.(b) “The BSNL” means The Bharat Sanchar Nigam Limited/General Manager, Telecom District, Berhampur.

2. BID COST;-The bidder shall bear all the costs associated with the procurement , preparation and submission of bid. The BSNL

in no case will be responsible or liable for these costs regardless of the conduct or outcome of the bidding process.The cost of bid form will be Rs. 525/-(Five Hundred Twenty Five ) only.

The bidder is expected to examine all instructions, forms, terms and specifications in the bid documents. Furnishing of all information required as per the bid documents to make the Bid substantially responsive in every respect will be at the bidder’s risk . If at any stage during tender process the bid is found substantially non-responsive , it will result in rejection of the bid.

3. CLARIFICATION OF BID DOCUMENTS:(i) A prospective bidder requiring any clarification of bid document shall notify the BSNL in writing / by FAX at the

GMTD, Berhampur mailing address. Copies of the query (without identifying the source) and clarification by the BSNL shall be notified in the above web site .

(ii) All querries should reach BSNL minimum 7 days before the Tender opening.

4. PREPARATION OF BID:

The bid prepared by the bidder shall comprise of the following :a) Technical Bid containing Documents in accordance with eligibility conditions .b) Bid security & cost of bid document.c) Financial Bid.

5. BID SECURITY :a). The bidder shall furnish bid security (EMD) for an amount of Rs.17,500/- (Rupees Seventeen thousand & Five

hundred only) along with the Bid failing which Bid will be rejected.b). The bid security is required to protect the BSNL against the risk of bidder’s conduct, which would warrant the bid

security forfeiture.c). A bid not secured in accordance with Para - ( a ) above shall be rejected by the BSNL as non-responsive.d). The security of unsuccessful bidder will be discharged/returned as early as possible, after finalization of the tender

only.However the security of the successful bidders will be returned after execution of agreement & on deposit of the requisite amount towards Performance security by the successful bidder.

6. PERIOD OF VALIDITY: a). The Bid shall remain valid for 180 days after the date of bid opening. A bid valid for a shorter period shall be

rejected as non-responsive.b). In exceptional circumstances, the GMTD may request the bidder’s consent for an extension of the period of bid

validity, the request and responses thereto shall be made in writing. A bidder may refuse the request without forfeiting his bid security, a bidder granting the request will not be permitted to modify the bid.

7. FORMAT AND SIGNING OF BID:a). The bid shall be signed by the bidder or a person or persons duly authorized to bind the bidder to the contract. The

letter of authorization shall be indicated by written power of attorney accompanying the bid. All pages of the bid shall be signed by the person or persons authorized for signing the bid & uploaded online.

b). The bid shall contain no inter lineation, erasures or over writing except as necessary to correct errors made by the bidder in which case such corrections shall be signed by the person or persons signing the bid.

c) Rates should be quoted both in words and figures.

8. SEALING AND MARKING OF BIDS:a). The bidder shall seal the bid with wax/ PVC tape, and mark envelope as “TENDER FOR LAYING OF OFC CABLE

WORKS IN BERHAMPUR TELECOM DISTRICT”. The cover shall indicate the name and address of the bidder and addressed to GMTD, Berhampur-760001.

i. Tenders shall either be sent by registered post or delivered in person. The responsibility for ensuring that tenders are delivered in time would rest with the bidder.

ii. Bids delivered in person shall be dropped in the tender box before the expiry of deadline.b). If the envelope is not sealed and marked as required, the department shall not accept the bid.

9. OPENING OF BIDS BY BSNL:a). The BSNL shall open bids in the presence of bidder or his authorized representatives who choose to attend on

due date . The bidder’s representatives who are present shall sign an attendance register. Authority letter to this effect shall be submitted by the bidder before they are allowed to participate in bid opening.

b). A maximum of two representative for any bidder shall be permitted to attend the bid opening.

10. CLARIFICATION OF BIDS:To assist in the examination, evaluation and comparing the bids, the BSNL may, at its discretion ask the bidder for the clarification of its bid. The request for clarification and the response shall be in writing. However no post bid clarification at the initiative of the bidder shall be entertained.

11. PRELIMINARY EVALUATION:(i) BSNL shall evaluate the Technical bid to determine whether they are complete, whether any computational errors

have been made , whether required sureties have been furnished , whether the documents have been properly signed and whether the bids are generally in order.

(ii) Arithmetical errors shall be rectified on the following basis. If there is a discrepancy between words and figures, the amount in words shall prevail. If there is discrepancy between unit price and total price unit price will prevail. If the bidder does not accept the correction of the error, his bid shall be rejected.

(iii) Any bid without EMD will be rejected outright by the tender opening committee..(iv) Prior to the detailed evaluation, the department will determine the substantial responsiveness of each bid i.e. one

which confirms to all the terms and conditions of the bid. The department’s determination of bid’s responsiveness will be based on the contents of the bid itself without recourse to extrinsic evidence.

(v) A bid determined as substantially non-responsive will be rejected and shall not subsequent to the bid opening be made responsive by the bidder by correction of the non-conformity.

12. CONTACTING THE BSNL:a). No bidder shall try to influence the department on any matter relating to its bid , from the time of the bid opening till

the contract is awarded.b). Any effort by a bidder to influence the BSNL in the bid evaluation, bid comparison or contract award decisions shall

result in the rejection of the bid.

13. AWARD OF CONTRACT: a) Only those bids found Technically responsive in all aspects will be considered for Financial Bid opening.

b) The BSNL shall consider issue of L.O.I on those bidders whose offers have been found technically and financially acceptable.

14. BSNL’S RIGHTS TO VARY QUANTITIES AT THE TIME OF AWARD:14.1 The BSNL reserves the right at the time of award of contract to increase or decrease the quantity as per

requirements without any change in terms and conditions. Normally this increase/decrease will be limited to 25%.

14.2 In exceptional situation where the requirement is of an emergent nature and it is necessary for continuation of works, the GMTD, Berhampur reserves the right to increase up to 50% of the quantum of works specified in the schedule of requirement of the Tender with the same terms and conditions & at the same approved rate.

14.3 GMTD ,Berhampur reserves the right to engage more than one contractor for the same work depending on necessity & nature of emergency.

15. BSNL’S RIGHT TO ACCEPT ANY BID AND REJECT ANY OR ALL BIDS:a). The BSNL reserves the right to accept or reject any bid , and to annul the bidding process and reject all bids , at any

time prior to award of contract without assigning any reason whatsoever, and without thereby incurring any liability to the affected bidder or bidders.

b). Conditional bid will be straightway rejected.

16. SECURITY.a) Material Security: (i) The successful tenderer will have to deposit material security of 5% of the estimated cost ( Rs. 35,000/-) in the

form of bank guarantee valid for a period of 18 months from the date of agreement & in the material security bond form provided in the bid document .

ii) The contractor, at any point of time, will not be issued stores costing more than the material security. The proceeds of the material security shall be payable to BSNL as a compensation for any loss resulting from the contractors failure to handle properly the material issued to him under the contract.

(iii) The material security shall be released within 3 months from the date of payment of the Final bill under the contract or the final settlement of the material account whichever is later on production of no due certificate from the competent authority. No interest shall be paid to the contractor on material security.

b) Performance Security i) An amount of 10% of each running bill/final bill of the contractor will be deducted from the billed amount in

addition to the sum already deposited as material security deposit. The proceeds of the performance security shall be payable to BSNL as compensation for any loss resulting from the contractor’s failure to complete its obligation under the contract.

ii) The performance security deposit shall be refunded to the tenderer after twelve month of the last work executed provided there should not be any recoveries to be made arising out of poor quality of work, incomplete work and/or violation of any terms and conditions of the contract as stipulated in the bid document . One certificate in this regard is to be attached with the claim from concerned SDE (N/W Opn) and countersigned by concerned AGM.(Extl.).

iii) No interest shall be paid to the contractor on performance security.

17. SIGNING OF CONTRACT:Before signing the contract the eligibility documents submitted will be verified with original. If any discrepancy is found then the bid will be rejected and bidder will be disqualified from participation in all future tenders of the SSA

18. ANNULMENT OF AWARD:Failure of the successful bidder to sign the agreement shall constitute sufficient ground for the annulment of the award and forfeiture of the bid security in which event the department may make the award to any other bidder at the discretion of GMTD,Berhampur or may call for new bid.

19. VALIDITY OF CONTRACT:a. The contract period is valid for 1 year.b. The tender can be extended for upto six months on the same rates and under same terms and conditions at

the discretion of GMTD,BSNL,Berhampur. It will be mandatory for the contractor to continue the contracted works for extended period.

c. In exceptional cases GMTD,BSNL,Berhampur may decide to extend the period of contract beyond six months on the same rates and on the same terms and conditions on mutual agreement.

d. GMTD,Berhampur reserves the right to cancel the tender or decrease the contract period at any point of the contract,without assigning any reason.

20. Non- Participation of near relatives(i) The bidder should give a certificate that none of his/her near relative is working in the units where he/she is going to apply for the tender. The near relatives for this purpose are defined as:

a. Members of a Hindu undivided family.b. They are Husband and wife.c. The one is related to the other in the manner as Father. Mother, Son (s) and Son’s wife (Daughter in law),

Daughter(s) and Daughter’s Husband (son-in-law), Brother(s) and Brother’s wife, Sister(s) and Sister’s Husband (Brother-in-law)

(ii) In case of proprietorship firm, the above certificate ( non-participation of near relatives) will be given by the Proprietor. For the partnership firm certificate will be given by all the partners and in case of limited company by all the Directors of the company excluding Govt. of India/Financial Institutions nominees and independent non official part time directors appointed by Govt. of India or the Governor of state. Due to any breach of these conditions by the company or firm or any other person the tender will be cancelled and security will be forfeited at any stage whenever it is noticed and BSNL will not pay any damage to the company or the firm or the concerned person. The company or firm or the person can also be debarred for further participation in the concerned unit.

21. ARBITRATION:

a. In the event of any question, dispute or difference arising under this agreement or in connection there with except as to matter the decision of which is specifically provided under this agreement, the same shall be referred to sole arbitration of the General Manager, Telecom District, BSNL, Berhampur or in case his designation is changed or his office is abolished then in such case to the sole arbitration of the Officer for the time being entrusted whether in addition to the functions of the General Manager, Telecom District, BSNL, Berhampur or by whatever designation such officers may be called (hereinafter referred to as the said officer) and if the General Manager, Telecom

District, BSNL, Berhampur or the said officer is unable or unwilling to act as such the sole arbitration or some other person appointed by the General Manager, Telecom District, BSNL, Berhampur or the said officer. The agreement to appoint an arbitrator will be in accordance with the Arbitration and Conciliation Act, 1996.

b. There will be no objection to any such appointment that the arbitrator is Government Servant or that he has to deal

with the matter to which the agreement relates or that in the course of his duties as Government Servant he has expressed views on all or any of the matter under dispute. The award of the arbitrator shall be final and binding on the parties. In the event of such arbitrator to whom the matter is originally referred, being transferred or vacating his office or being unable to act for any reasons whatsoever such General Manager, Telecom District, BSNL, Berhampur or the said officer shall appoint another person to act as arbitrator in accordance with terms of the agreement and the person so appointed shall be entitled to proceed from the stage at which it was left out by his predecessors.

c. The arbitrator may from time to time with the consent of parties enlarge the time for making and publishing the award. Subject to aforesaid Arbitration and Conciliation Act; 1996 and the Rules made there under, any modification thereof for the time being in force shall be deemed to apply to the arbitration proceeding under this clause.

d. The venue of the arbitration proceeding shall be the Office of the General Manager, BSNL, Berhampur or such other places as the arbitrator may decide.

22. SET OFF:

Any sum of money due and payable to the contractor ( including security deposit refundable to him) under this contract may be appropriated by the BSNL or the Government or any other person or persons contracting through the Govt. of India and set off the same against any claim of the BSNL or Govt. or such other person or persons for payment of a sum of money arising out of this contract or under any other contract made by the Contractor with the BSNL or Govt. or such other person or persons contracting through Government of India.

The terms and conditions enumerated in the above as different clauses shall be binding and the bidder shall have to accept them in writing along with the tender. Also other terms and conditions enumerated in the bid document shall be binding on bidder.

23. Compensation under the workmen’s compensation act: The contractor shall be responsible for & shall pay any compensation to his Workmen payable under the workmen’s compensation Act, 1992 for injuries caused to the workmen. If such compensation is paid by department as a principal employer under section (1) of the section 12 of the said act, such compensation will be recovered from the security deposit or any amount due to the contractor on any account or otherwise.

24. Payment Terms: -a) On completion of work, the contractor should submit the bill in triplicate with Xerox copy of workbook duly certified by

the concerned SDE/SDO & countersigned by concerned AGMs for onward transmission to GMTD office for payment.b) The contractors bill may be paid through ECS as and when required by BSNL authority.c) TDS & S.Tax is applicable as per rule.

The passing authority will also ensure proper check of the above items before according his sanction.25. LABOUR RECORDS: -

a) The contractor shall maintain a Register of Persons employed on work on contract in Form XIII of the Contract Labour (R&A) Central Rules 1971.

b) The contractor shall maintain a Muster Roll register in respect of all workmen employed by him on the work under contract in Form XVI of the CL (R&A) Rules 1971.

c) The contractor shall maintain a Wage Register in respect of all workmen employed by him on the work under contract in form XVII of the CL (R&A) Rules 1971.

d) Register of accidents - The contractor shall maintain a register of accidents in such form as may be convenient at the work place but the same shall include the following particulars:

i) Full particulars of the labourers who met with accident.ii) Rate of Wages.iii) Sexiv) Agev) Nature of accident and cause of accidentvi) Time and date of accidentvii) Date and time when admitted in hospitalviii) Date of discharge from the hospitalix) Period of treatment and result of treatmentx) Percentage of loss of earning capacity and disability as assessed by Medical Officer.

xi) Claim required to be paid under Workmen’s Compensation Act.xii) Date of payment of compensation.xiii) Amount paid with details of the person to whom the same was paid.xiv) Authority by whom the compensation was assessed.

26. BSNL reserves the right to terminate the contract by giving one month notice without assigning any reasons.27. BSNL reserves the right to relax one or more conditions of the tender document if exigencies of service so

demand without any material/financial effect on the overall tender.

PART-IIIELIGIBILITY CONDITIONS

The Contractor must submit the self attested Photo Copies of following documents alongwith the bid form –

1. Experience Certificate of laying of U/G Cable / OFC Cable for Rs. 1 lakh in preceeding two consecutive years i.e. 2014-15 & 2015-16 satisfactorily in BSNL/MTNL/Other Operators & issued by an officer not below the rank of DGM or equivalent. OR

2. Experience in Civil works / Pipe laying / laying of power cable etc. for Rs. 1 lakh in last two consecutive years i.e. 2014-15 & 2015-16 in any State Govt. or Central Govt. or their undertaking Organisations & issued by an officer not below the rank of DGM or equivalent.

3. Valid Contractor Registration Certificate 4. The Tenderer should have valid Service Tax Regd. No./Proof of application for Service Tax Registration. 5. PAN Card.6. Separate DD for cost of Tender Paper & EMD respectively.In case EMD is deposited electronically,document in

support of the same has to be submitted.

Note: In case any missing of the above documents(except EMD), TOC may either declare the bid ineligible for evaluation or may allow its submission within a time period at its discretion.

1) These conditions will supplement the general conditions of contract and if any contradiction with general conditions is found then the specific conditions will prevail.

2) Tenderers should have appropriate resources, necessary expertise, requisite manpower, proper co-ordination and supervisory ability to undertake the work.

3) Tenderers must physically visit well in advance the different work places taking due permission from the concerned AGM/SDE/JTO in order to make detail survey to assess the quantum of work, manpower required and then correctly bid their offer taking all factors into consideration.

4) Some or all items of work will also be required to be performed on Sunday and Holiday.5) The items of work mentioned in the tender are only illustrative and not exhaustive.6) The contractor should furnish his personal information and should always be available for contacting to assign

works.7) On execution of work on daily basis the contractor will prepare a work book for due certification by the concerned

JTO/SDO/SDE on monthly basis. The contractor should submit the bill in triplicate with photocopy of workbook duly certified by the concerned SDE/SDO and countersigned by concerned AGMs for onward transmission to GMTD Office for payment.

8) The contractor has to issue the identity cards to the workers .9) GMTD,Berhampur ,at his discretion, may divide the work in any zone among the L1 & L2 bidder in 70:30

ratio.10) All materials supplied to the tenderer will always be the sole property of the BSNL even when they are under the

safe custody of the tenderer. Any damage or loss is to be made good by the Contractor on actual cost basis. 11) The BSNL for execution of contract works will supply no manpower. The tenderer should make his own

arrangements for the workmen required as per actual requirement by concerned site engineer for execution of contracted work.

12) The successful tenderer should make his own arrangements to execute the work without Interruption on any account.

13) The BSNL is not liable to pay for additional works carried out without prior sanction of GMTD, Berhampur. The BSNL will not be liable for any additional works, which have not been provided for in the work order or estimate but carried out by the contractor without prior written sanction of the GMTD, Berhampur.

14) The BSNL will pay no advance of any kind.15) The GMTD, Berhampur reserves the right to impose any other conditions, if necessary, at any. time during the

validity period of the tender.16) If the contractor fails to carry out work with the expected speed and standard , the contract will be terminated & no

work will be awarded.17) While carrying out work for any existing exchanges within concerned zone, the contractor should ensure least

interruption to the working equipment and GMTD, Berhampur is empowered to cancel the tender or impose any penalty including forfeiture of performance security deposit of the contractor for not following the tender’s terms-conditions at any time.

18) All the amenities to the unskilled labourers such as drinking water, washing facilities etc. should be provided by the contractor at his own cost at the work spot as required under Contract Labour (R&A) Act, 1970.

19) The contractor should take responsibility for safety of all his unskilled workers and the BSNL will not be held responsible for anything during the execution of any kind of contract work. The person/persons deputed for the execution of job should have adequate working knowledge in the respective field and should have good conduct and behavior. If any irregularity is noticed by the supervisor, the contractor is liable to withdraw such person.

20) If at any stage the contractor fails to execute the work in time, the GMTD, Berhampur reserves the right to order to another contractor of neighboring zone to execute the work under same rate of that zone and under same term and condition of the tender.

21) The Contractor will not claim any permanent absorption of workers engaged by him for executing the works for this Telecom District.

22) SERVICE CERTIFICATE: On termination of employment of any labour/workers by the contractor for any reason whatsoever the contractor shall issue to the workman whose services have been terminated, a service certificate in the Form-XV of the CL (R&A) Central Rules 1971.

23) If any legal disputes arises w.r.t. EPF, ESIC, it is the sole responsibility of the contractor. If BSNL suffer any financial loss in this respect then the same should be recovered from the contractors.

24) WORK COMMENCEMENT, SUPERVISION & MEASUREMENT.25.1The contractor has to commence the work after work order is issued by the GMTD, Berhampur or his authorized representative (SDOPs/SDOTs). The work is to be commenced within seven days from the day of issue of work order, which will be containing route map and details for executing the work. The work order may cover an entire route or a part of the route in which the cable to be laid. In case of jointing/allied works, details of the works will be indicated.25.2.The time allowed is the essence of the contract and it is on the part of the contractor to ensure that the work is to be completed in all respects within the time as indicated in the work order.25.3. the work done through any alternative agency to be decided by it. Any excess amount required to be paid to the alternative agency to carry out the works, shall have to be borne by the defaulting contractor. Otherwise it will be adjusted from the Security Deposit or any amount due from BSNL to him.25.4. If the contractor failed to execute the work awarded to him at least for two times within the stipulated time period as mentioned in the work order, the same work will be awarded to the other contractor from the other zone and the defaulting contractor will be barred from getting further work as well as he will be barred to participate in next tender.25.5. After the completion of the work, the work carried out by the contractor shall be measured by the supervisory officer nominated by the GMTD,Berhampur the presence of contractor .The details of measurement will be entered in the measurement book and/or signed by both the contracting parties and their representatives jointly. The measurement books will be maintained by the representative of the GMTD,Berhampur

25) PENALTY CLAUSE FOR DELAYS IN THE CONTRACTOR’S PERFORMANCE/DAMAGE DURING OFC CABLE LAYING WORKa. The time allowed for completion of work as entered in the work order shall be strictly adhered to by the contractor and shall be reckoned from the seventh day from the issue of the work order by BSNL. The contractor shall pay as penalty amount equal to 2(two)% of the amount of the incomplete work for every one week of delay in completion of work subject to a maximum of 10 % of the cost of the work awarded.b. On any date the penalty payable as above reaches 10 % of the estimated cost of the work the contractor should proceed with the work further only on getting a written instruction from the concerned DE, that, he is allowed to proceed further with the work.c. Penalty for delay in completion in work shall be recoverable from the bill of the contractor and/or by adjustment from the SD or from the bill of any other contract. However adjustment from SD will be made only when the contract has been terminated or at the time of final settlement of bills on completion of work.d) While digging trench, contractor should take utmost care towards the under ground cables and pipes (including PHD pipes), OFC cable of BSNL or other private operator. Contractor will be fully responsible if cable damage occur during trenching and will be penalised to the amount of compensation raised by the private Telecom operator. The amount of penalty to be imposed will be as follows in case of cable damage during trenching:

I. BSNL U/G cable : Rs. 5000/- per cut.

II. BSNL OFC cable : Rs. 20,000/- per cut.

III. Other Operators OFC cable: The claim amount by private operators .26) Arrangement of permission for road cutting to lay OFC cable along the road

Obtaining the permission from NH Authorities/ State High Way Authorities / Municipality / NAC Authorities/ other authorities is sole duty & responsibility of the successful bidder. However, BSNL shall only apply for the permission indicating proposed route diagram to the concerned authority with a copy to the contractor. The compensation claimed by the concerned authority if any, shall be borne by BSNL after joint verification.

PART-VSPECIFICATION OF WORKS

A. OFC Cable laying procedure : 1.1 Trenching :

a. Excavation of trench measuring 45 cm width & depth of 165cm in all places.The excavation also involves clearing of bushes, cutting roots of trees that may lie along the route of the cable trench and throwing out stones and boulders that may be dug up during the process of trenching.

b. At locations where surface soil is soft, but rock is encountered at a depth of less than 165cm. , the work has to be carried out in the following manner:(i)If the rocky layer is encountered at a depth of 120cm. or more, no further excavation is necessary & the excavation may be stopped at the rocky layer ensuring at the same time that the bottom level of the trench is uniform.(ii) If rocky layer is encountered at a depth less than 120cms but more than 60 cms , in such locations the excavation is to be done upto a depth of not less than 120cms.(iii) If the rocky layer is encountered right from the surface or at a depth of less than 60cms from the surface, the depth of the trench in such locations should not be less than 100cms.(iv) The concerned AGM/DGM will be the authority to decide the depth of trench depending upon terrain condition and his decision shall be final.However necessary approval from appropriate authority should be obtained as mentioned below prior to laying of PLB pipe in the trench.

(v) For trenches below 165 cm. depth, bill should be preferred at the following rate :-(a) In between 150cm to 165 cm. = 90%(b) In between 140 cm to 150 cm. = 80%© From 130 cm to 140 cm. depth = 70%(d)From 100cm to 130 cm = 60%(e) Below 100cm. depth, no excavation charge is to be paid.Only the charges for concreting, if done will be paid.

B. LAYING, STRENGTHENING OF HDPE/PLB PIPE:a). After excavation of trench as per specification, proper leveling of bottom should be done for the HDPE/ PLB pipe that has to be laid in the trench as supplied by BSNL (HDPE/ PLB pipe is of outer dia 50 mm/as available for the purpose & of nominal length of five meters to be jointed by HDPE/ PLB couplers of suitable dimension) .A layer of soft soil of not less than 5 cms is to be used for leveling the trench to ensure that the pipe when laid will follow a straight alignment along with the joints .The pipe should be as straight as possible and all bends and gradients or change of depth should be gradual .

b) The pipes should be jointed properly & nylon ropes of dia 4 mm (to be supplied by the contractor) pulled through the pipes & kept inside tied on suitable weight so that the ends of the rope are easily accessible at the pipe end. Both the end of the pipeline section shall then be securely sealed by suitable cover supplied by BSNL. The next length of pipe shall be laid leaving a gap of two meters.

c). A gap of two meters as mentioned above may also be kept at every bend so that the pipe line may be taken as will be directed by the officer in charge at site. Water present in the trench at the time of laying the pipe & jointing shall be pumped out by the contractor before lowering in the pipe to ensure that no mud or water gets into the pipe during the process with his own expenses.

d) Laying of 100 mm dia RCC spun pipes/RCC split pipes/80mm GI pipes (to be supplied by BSNL) 100 mm dia RCC spun pipes/RCC split pipes are to be laid over HDPE/PLB pipes for extra protection especially in the routes where other cables, PHD/PWD pipes, densely populated areas, low depth areas as per the instruction of concerned DET. The 80 mm GI pipes are to be inserted in all road borings & culverts where concreting are to be done over the GI pipes. However the portions where such GI pipes are laid, HDPE/PLB pipes of 50 mm dia are to be inserted in the GI pipes.

The contractor shall exercise all care to ensure that pipes that are laid are not subjected to any strain.

C. CONCRETING:-The specification of cement concrete is 1:2:4 (1 cement: 2 coarse sand: 4 graded stone) with supervision of concerned site incharge. Concrete is to be made in all culverts in the route over the GI pipes & HDPE/PLB pipes. However in some of the exceptional cases where proper depth cannot be maintained concrete has to be done with prior permission of concerned site incharge. While submitting the bills the certificate from concerned authority for the concreted portions is to be given with proper marking in the diagram.

D. ROAD BORING (i) In case of road crossings, the pipes shall be laid by punching/boring the road without damaging the road surface. The 80

mm GI pipes are to be inserted in all road borings &HDPE/PLB pipes of 50 mm dia are to be inserted in the GI pipes.

(ii) Road boring should be done strictly at road crossings only.For road boring done at any place other than road crossings will be entirely at the risk of the contractor & BSNL is not liable to pay for it unless otherwise specified / approved by the competent authority.

E. FIXING OF ROUTE / JOINT INDICATORSThe route/ joint indicators are to be co-located with each manhole/ joint chamber. In addition route indicators are

also to be placed where route changes direction like road crossings etc. The route indicators must be provided at every 200m span. The route/ joint indicators made of pre-cast RCC should have the following dimensions:

Base - 250mm X 150mmTop - 200 mm X 75mmHeight – 1250mm

The word ‘ BSNL OFC’ should be engraved on the route/joint indicators. The route indicators are painted yellow and the same are placed at 2ft. away from the center of the trench towards jungle side. The joint indicators are placed at OFC joints and placed 1ft. away from wall of the joint chamber facing jungle side and are painted red. The engraved word ‘BSNL OFC’ should be painted in white, on route as well as joint indicators. Numbering of route indicators/ joint indicators should also be done in white paint. The numbering scheme for route indicators will be joint No./Route Indicator No. for that joint. For example, 2/6 marking on a route indicator means 6th route indicator after 2nd joint. Enamel paints of reputed brand should be used for painting and sign writing of route as well as joint indicators.F. JOINT CHAMBER

The joint chamber is to be provided at every joint normally at a distance of 2 kms to keep the O.F.C joint well protected and also to keep extra length of cable which may be required in the event of faults at a later date. The joint chambers are to be of pre-cast RCC type. For fixing pre cast RCC chamber, first a pit of size 2m X 2m X 1.8m depth is required to be dug. Pre cast RCC chamber consists of three parts (i) round base plate in two halves of 140 Cm dia and 5 cm thickness (ii) full round RCC joint chamber with dia of 120 cm and height of 100 cm and thickness of 5 cm (iii) round top cover will be in two halves with dia of 140 cm and thickness of 5 cm having one handle for each half in center and word ‘OFC’ engraved on it. After, fixing the pre cast RCC joint chamber, the joint chamber is filled with clean sand before closing. Lastly, back filling of joint chamber pit with excavated soil will be carried out.G . PULLING OF OFC CABLE THROUGH THE PIPESThe OFC are to be drawn through the HDPE/PLB pipes with the help of nylon ropes already present inside the pipes from

the sections (the distance between two sections should be approximately 200 meter). The contractor should be careful while pulling the cables to ensure no damage/stress to the OFC while pulling.H. Precautions to be taken during PLB HDPE pipe laying :-a) Only Guided boring/ drilling technology is to be used. Mechanical holes are not permitted.b) Radio or any other detection system should be used for avoiding damage to existing underground utilities such as electric supply, water pipe line, telecom copper cables and optical fibre cables, gas pipe line, sewerage etc. The depth of boring should be such as to clear any underground utilities/ obstacles. However, in no case the depth of boring be less than 1.65Mtrs from the ground surface. In the event of damages to BSNL/other utilities/other service providers, the contractor should make good the damage. The claim if any raised by above authority, the contractor should bear the claim or otherwise the same will be deducted from its bill.I. Ground penetrating radar survey and damage to telephone cable and other underground services:a) The contractor should collect all available information regarding under ground services and take necessary care to protect them. He should also have sufficient arrangements to identify and protect such underground services.b) The contractor shall carry out ground penetrating radar survey along the proposed O.F.C route at his own cost to identify the underground services and for setting out the route as directed by Site - In - Charge. The Site -In - Charge shall provide route map to the contractor if available for plotting the existing utilities and setting the route for horizontal drilling. HDD work of OFC routes

J. TRANSPORTATION OF STORES The contractor has to transport stores (OFC cables/HDPE/PLB pipes/GI pipes etc) from SDO (P)/SDOT store depot to the site at his own cost. No separate charges will be allowed towards such transportation. K. Supply of Materials: There are some materials required to be supplied by the contractor for execution of works under this contract like sand, stone chips, Cement, Wire Mesh and Steel for protection, etc., besides using other consumables which do/don’t become the part of the asset. The contractor shall ensure that the materials supplied are of best quality and workmanship and shall be strictly in accordance with the specifications.L. (a) To avoid the possibility of theft of exposed cable which is already laid earlier or partly laid, the contractor will be required to arrange his watchmen at cable trench at night time and all the days. The watchmen so employed for this purpose shall have to be paid for by the contractor himself. In case of loss of cable by theft at such open trenches, the contractor shall be liable to pay the compensation to the GMTD, Berhampur basing on the value of cable so stolen.(b) In case damage is caused to the existing cables by the labourers employed by the OF cable laying contractor the actual expenditure incurred for the restoration of the cable will be recovered from the contractor, including the cost of replaced portion of the damaged cables.M. Trench Re-instatement :

i).Provided that the pipe has been properly laid & jointed in the trench at the specified depth and the nylon rope has been pulled inside, the backfilling operation shall follow. The back filling operation shall be performed in such a manner as to provide firm support under & above the pipe and to avoid bend or deformation of the pipe when the pipe gets loaded with the backfilled earth.The backfilling should be done in layers of 20cm. followed by watering and ramming.

ii) After back filling the original ground condition is to be restored by the contractor.iii) Back filling of trench by sand may be done upto 90cm. along the National Highway / PWD road as per their

requirement & on written requisition from the concerned authority to the officer in charge of the OFC laying work.

N. Special Cases :a) On culverts /bridges over Nullah :i. Nullahs dry for nine months in a year :-

The cable shall be laid at 1.5.m depth below the bed of nullah through RCC pipe of minimum internal diameter of 100 mm. The RCC pipe shall extend 2 meter minimum beyond the bed of nullah on either side.

ii. On culverts/bridges over the mullah:- The OFC cables should be laid along the parapet wall of the culverts /bridges. On approach roads to these bridges/culverts, 2 meter RCC pipes shall be provided on either side for additional protection. b) Rail bridges/crossings : On rail bridge/crossings the optical fibre cables shall be laid through suitable G.I. /cast iron /RCC pipe as prescribed by Railway authorities.

c) Built up areas : In built up areas , wherever underground facilities are existing & depth is not achievable , protection to the cable shall be provided using RCC pipes.

d) Ducted Routes : The optical fibre cables may be laid through the existing ducts wherever the ducts are available. In ducts depth of the cable shall not be insisted upon. end of ducts shall be properly sealed and necessary protection by way of GI pipe/RCC pipe should be provided at the entry and exit of the duct till cable is buried at the depth of 1 m.

e) Splicing i. Splice Pit :A splice pit of 2 meter by 2 meter shall be prepared for housing the splice closure. A minimum of 10 meters of cable coming from both sides shall be individually coiled. The coiling diameter shall not be less than 75 cms.ii. Sealing of the splice Closure :

Splicing is to be done by the trans team of BSNL.After completion of splicing , the base and the dome of the closure shall be closed and sealed by the contractor as per the instructions issued by the field officer. It shall be ensured that splicing closure is air tight and water proof.iii. Earthing of the splice closure :

Every splice point shall be earthed to protect the cable from the damage that may occur due to lightening or to safeguard the working people from induced currents. A standard earth shall be prepared and connected to the closure. The maximum earth resistance when measured shall not be more than 5 ohms.iv. Re-Instatement of pit

After completion of earthing arrangements, the pits shall be filled with sand incorporating warning bricks etc. as per standard procedures.

NOTE : This earth shall be separate from Equipment Earth and Electrical Earth. This may be done with 2' X 1' G.I. sheet 4 in nos. and embeded to enable achievement of electrical characteristic of 5 ohms earth resistance.
