GoldStandard(黃金標準)簡介

黃金標準（GoldStandard）為符合京都議定書規範下之清潔發展機制(Clean

DevelopmentMechanism)與自願性減量市場中之溫室氣體減量認證機制。黃金標準

基金會（GoldStandardFoundation）位於瑞士，為非營利的國際性機構。目前已有

超過60個非政府機構採認黃金標準。黃金標準基金會的目標為：

! 幫助具有可持續能源專案的投資；

! 確保可續性開發案貢獻的顯著性與持久性；

! 確保投資案對環境之影響；

! 提高公眾對再生能源與能源效率的支持。

經GoldStandard認證的碳資產是嚴格地經審查以確保專案的開發不具負面影

響。透明的評估、制度化的程式以及長期地監控皆是GoldStandard清楚表示專案之

正面影響的方法。

台灣雖非京都議定書簽約國，然其減排專案亦有黃金標準的自願減排機制可

供其碳資產認證。向黃金標準申報註冊的專案都必須編寫專案設計文件（Project

DesignDocument），本報告主要向利益相關方簡單介紹“通威（通苑）、竹威（竹

北）及兆威設置風力發電專案”之設計文件主要內容。

專案名稱

通威（通苑）、竹威（竹北）及兆威設置風力發電專案

業主介紹

通威風力發電股份有限公司、竹威風力發電股份有限公司及兆威風力發電股

份有限公司（籌備處）係英華威風力發電集團轉投資。英華威風力發電集團於民國

85年成立，至民國101年7月在全球已開發興建超過364MW的風場。英華威目前在

亞洲地區的陸上風場開發計畫已裝置超過30座測風儀，確保計劃源源不絕。自民國

91年5月起已藉由船隻及飛進於北海Borkum島附近進行長期環境調查。在風力發電

開發上，英華威的專業值得信賴。

專案技術介紹

本風力發電廠規劃於苗栗縣通宵鎮、苑裡鎮及新竹縣竹北市地區。該風廠將

使用34台EnerconE-70型(2,300kW)之風力發電機組，位置分別為苗栗縣通宵鎮及苑

裡鎮（通苑風場）23座、新竹縣竹北市（竹北風場）5座及苗栗縣通宵鎮（兆威風

場）6座風力發電機組，總裝置容量為78,200kW(78.2MW)。

根據各地區之風能潛力分析推算結果，本風場風能滿發小時約2000~2800小

時，預估風場的年發電量約為每年156,400MWh/a~218,960MWh/a，共可供應約

41,245~57,743戶家庭用電之需求。

風力發電是目前全世界公認最具潛力並減少温室氣體的排放的再生能源技

術，利用天然的風力發電，以供當地用電之需。在全球能源吃緊的情勢下，台灣能

利用地利優勢發展自給自足的能源供給以替代進口燃料與燃煤的使用。

由於實施此項目帶來的社會和環境效益：

1.再生能源的使用。本專案使用天然的風力發電，不但不會製造任何廢氣﹑

廢水及其他汙染，也不會產生難以處理的核廢料，減少煙塵﹑酸雨及温室效應。同

時不需仰賴國外進口燃料，也不受近日來國際間油價飆漲的成本壓力所苦。

2.提升當地觀光資源與工作機會。風機成為當地特殊的觀光景點，除了專案

所需之營運人才，亦帶動當地服務業的繁榮，活絡當地的經濟發展。

專案申請為黃金標準的額外性：

使用再生能源的發電專案需要在初期大筆資金溢注。本專案在環評送審之期

間，亦需維持相當之現金流動以維持本案的運作。因此專案開發單位決定為此專案

申請成為黃金標準專案。若能夠成功註冊則可因減排溫室氣體而獲得黃金標準基金

會的資金支援，這將會為本專案的順利實施提供必要的財務保證。

台灣英華威2012設置風力發電專案

專案設計文件介紹

專案簡介

台灣英華威2012設置風力發電專案由英華威風力發電集團投資。台灣英華威2012設

置風力發電專案共計畫34座裝置容量為2.3MW的風力發電機組，總裝置容量為78.2

MW。年發電量約187,680MWh，年減排量約為144,700tCO2。本發電專案的裝置風

機具體情況如下：

1.竹北風場：位於新竹縣竹北市，計畫5座風機，總裝置容量11.5MW；

2.兆威風場：位於苗栗縣通霄鎮，計畫6座風機，總裝置容量13.8MW；

3.通苑風場：位於苗栗縣通霄鎮及苑裡鎮，計畫23座風機，總裝機52.9MW。

通苑風場23座風機中有11座風機調整廠址，調整廠址的這11座風機分屬於如下3個

風電場：

1.台中三期風場：位於台中市大安區大甲區，計畫建5座風機，總裝置容量11.5

MW；

2.台中清風風場：位於台中市清水區，計畫建1座風機，總裝置容量2.3MW；

3.台中安威風場：位於台中市大安區、大甲區、清水區，計畫建5座風機，總裝置

容量11.5MW。

風力發電是目前全世界公認最具潛力並減少溫室氣體排放的再生能源技術，利用天

Thelocalcommunitieswereinvolvedintheconsultationprocessoftheproposedprojectthrough inviting the local residents and the community representatives to thestakeholderconsultationmeeting.Mostoftheinvitationsweredeliveredinpersontothevillage heads and community representatives, which is aimed to encourage them togather the residents (men and women) in their community to join the meeting. Thisapproachisconsideredmoreeffectivetoinvitethelocalpeopleascomparedtoputtingannouncementsthroughmediaoratlocaloffices.

Local residentswere invitedbybulletinororalnotice.Around34stakeholders in2015and 40 stakeholders in 2012 including the local residents, community representatives,village heads, county/township officers and Local NGO were invited by Post Mail inpersonal . The localNGO invited at the stakeholder consultation isNEATTaiwan (NewEnergy Association of Taiwan), which is an independent local NGO focusing on theclimatesustainability,andthedevelopmentoftheclean,efficientenergytechnologiesintheregion.ThisNGOhasatouch-baseexperiencesintherenewableenergiescultivationthanotherNGOsintheregion.Giventheorganization’sbackground,itwasexpectedtopresentanobjectiveperspectiveregardingtheproposedprojectdevelopment.

台灣英華威2012設置風力發電專案意向申請開發成為黃金標準減碳專案。由於該專案中之通苑風場的23座風機中有11座風機將調整興建廠址（這11座風機調整廠址後將分屬於台中三期風場、台中清水風場、台中安威風場，專案具體資訊可見專案

設計文件介紹），針對變更廠址的11座風機，英華威風力發電集團與瑞士南極碳資管理公司將召開利益相關方研討會。雙方認為此專案應對全球氣候變遷及溫室

氣體減量方面作出貢獻，並且希望通過聯合國指定的經營實體（DOE）之認證使本專案以及台灣企業的社會責任能得到國際認可。

A. Openingofthemeeting

ThemeetingwasopenedbyinfraVestWindPowerGroupandSouthPoleCarbon.The representative of the project participants introduced themselves andthankedalltheparticipantsforcomingtothemeeting.

B. Explanationoftheproject

The representative of the project participants gives a brief introduction of thebackgroundof InfraVestWindFarmGroupand itsvarious records inwind farmconstructions.Particularly referredtoseveralwind farmprojects inTaiwanthatarebuiltbytheInfraVestGroup,andpointedouttheproductivityofthosesites.

Afterwards, therepresentativeof theprojectparticipantsstartedtoexplain theproject background of each wind farm in the proposed project. Therepresentativedescribedtheexactlocationofthewindfarm,andgaveasimpledescriptionofthetechnicalfactsoftheprojectandthenproceedstotheimpactsof the project towards the environment. Wind power generation is a zero-pollutionrenewableenergyproject.Ithasgainedinterestamongcountries,alongwith the increasing global popularity of emission reduction and sustainableenvironment. In terms of replacing the fossil fuel electricity generation whichdominates the national grid, a wind power project leads to GH emissionreduction,thusimprovesairandwaterquality.Atthesametime,withaproperdevelopmentplanwiththegovernment,windfarmsitescouldalsobecultivatedasatourismspot.

C. Q&ASession

The representative of the project participants invited the stakeholders to askquestionsandtoexpresscommentsregardingtheproject.

Q&AonmeetingofSep.3rd2012

Mr.Lin,Qiurong,alocalresidentwhoisalsotheHeadofChongyiVillage(ZhubeiTownship) expressed one comment. He pointed out that sometimes a noiseproblemwould occur for some of the residents in nearby area. He questionedwhetherthereisanyapproachtobetakenbytheprojectownertoovercomethisissue. A villager named Wu Junqing questioned whether there will be anynegative impactstotheroadandtrafficconditionsandtheconstructionsoftheprojectactivityshouldnotblockthetrafficoflocalresidents.

Responding to Mr. Lin’s inquiry, the representative of the project participantsexplained that the project owner always strictly selects themodel and type ofwindturbinestobeappliedfortheirprojects.Onlythosewhichmeethighqualitystandardsand specificproject requirementsare tobe chosen ( for thisproject:EnerconE70WindTurbine).Fromtheregulatorypointofview,noiselevelofthewind turbines is within the acceptable range. However, the project ownerpromised to minimize the impact of wind farm operation towards the localresidents.Hence,fortheneighbouringresidentswhofeelaffectedbythenoise,theprojectownerwill conductmitigationmeasure to significantly reducenoiselevelinthehouses.

AsaresponsetoMr.Wuquestion,therepresentativeoftheprojectparticipantsstatedthattheprojectownerwillmaintaintheroadandensuretheconstructionandoperationoftheprojectactivitywillgivenoimpacttothetrafficoflocalarea.

Q&AonmeetingofSep.4th2012

Mr. Huang, Rong-cong, the Chairman of people’s congress of Tongxiao Countycommented that the noise should be a big concern. The project participantsrespondedthatnoisewillbemonitoredcontinuouslyandactionswillbetakentominimizetheimpactofnoise,airtightwindowswillbegivenandinstalledtothehouseiftheyfeelaffectedbythenoise.

Mr. Wu Yan-qing, the general whip of Tongxi Village community questionedwhether the project activity would impact the public safety. The projectparticipants responded that the project owner install and operate the projectactivityaccordingtothedesignandnationalenvironmentalregulationstrictlyandthereforenopublicsafetyissuecouldbethreatenedbytheprojectactivity.Andafter listening the response,Mr.Wu accept and agreewith the analysis of theprojectparticipants.

Mr. Cheng Jianshuang, the local resident questioned that whether the noisereached the standard after monitored in his house. The project participantrespondedthat InfraVestwill feedbackthevalueof thenoise.Thevalueshouldreachtherelevantstandard.Andifnot,theactionswillbetakentominimizetheimpactof thenoise,airtightwindowswillbegivenand installedtothehouse iftheyfeelaffectedbythenoise.

Mr Chen Tuquan, director of Guikeli Community Development Association saidthatthecommunityenvironmentwaswellmaintainedbyInfraVest.

The LSC meeting of Tongyuan Wind Farm and Zhaowei Wind Farm was held on Sep 3rd 2012 at Tongxiao County. The LSC meeting of Chubei Wind Farm was held on Sep 4th 2012 at Chubei Township:

Before the LSCmeeting, the local residents are not yet familiar with wind farms andInfraVest Group, given the fact that wind power technology is a newly developedalternativeenergygeneration inTaiwan.Theywerenotsureaboutpossible impacts inseveralaspectswritteninthematrix.TheprojectownerexplainedthetechnologyofthewindfarmandintroducedtheinformationabouttheInfraVestGroupatthemeeting.AlltheSD indicatorswereexplainedtotheparticipants.Theblindexercisewithall theSDindicatorsrequestedbyGSwascompletedbythestakeholders.Thestakeholdersdidn’trate any of the aspects negative. Air quality The proposed project replaces the fossil fuel electricity generation, which dominates the national grid; it reduces the emissions of GHG and other pollutants considering the high installed capacity of the national grid; therefore, this project contributes on improvement of the air quality.

Waterqualityandquantity According to the EIA report, the project does not generate and waste water during its operation, therefore it has no impact on the water quality.

Biodiversity According to the EIA report, the measurement is based on number of affected plants and animals. Since the construction process is kept small-scaled at a time, the impact towards biodiversity is very limited.

Quality of employment Parameter chosen for this aspect is the employment opportunity with high qualifications derived from the project. Taiwan Government requires a highly skilled chief engineer (with certain certification) to perform such

power generation projects, responsible for the construction planning, operational and maintenance of the system.

Livelihood of the poor Poverty alleviation, access to health care services and sanitation, there were no significant issues derived from the proposed project.

Access to affordable and clean energy services

The project facilitates access to clean electricity by replacing the same amount of fossil fuel based electricity generated in the grid; and Wind farm development in Taiwan is also particularly important for its efforts to reduce dependency on imported fuel. However, the impact of this indicator on a local level is rather difficult to quantify and monitor.

Human and institutional capacity

There were no significant impacts deriving from the proposed project development in any of the possible parameters.
