Apna Ghar in Gurgaon. Therefore, the State Government
requested for some more time for fresh inspection to reconsider
the case and recommended that the project may be deferred.

the project. The NGO representative explained the need for the
project. The State Government Representatives also supported
the project. The PSC Noted that the district is prone to trafficking
for CSE due to its proximity to the Karnataka border and
prevalence of Devadasi tradition in the District. The NHRC report
also pointed out that Sangli is one of the districts which are
vulnerable to trafficking. Further the organization has
experience in working with women and children in difficult
circumstances. The State Government strongly recommended
the Prevention and Rehabilitation components. The State
Government further emphasized for rehabilitation component
for 50 victims in the first instance itself citing the organization’s
credibility and its experience in implementation of Swadhar
Home.
The PSC accepted the recommendation of the State
Government and approved the project for Two components i.e.
Prevention and Rehabilitation (for 50 beneficiaries only). PSC
placed it on record that the approval for rehabilitation of 50
victims for this NGO in the first instance was being given
because of the emphatic and strong recommendation from the
State Government.

the need.
Since the State Government insisted on the requirement of a
Ujjawala P&R home in the district, the PSC accepted the
recommendation of the State Government for P&R Home,
subject to the condition that strong monitoring will be done by
the State Government and also subject to the condition that in
case the implementation of the project is not found satisfactory
and as per programme norms either by the State Government or
by the Central Government, the grant can be withdrawn after
one year.

However, the NGO has little experience in working on anti
trafficking activities. However there was no P&R home in the
State as the promoter of the only home sanctioned for the
State (Sacred Home Society) was found to be a fraud
organization on an inspection done by the State Government. In
view of this, the PSC felt that while a P&R home could be
sanctioned particularly as the State Government was strongly
supporting the case, the components of Reintegration and

beyond three years. The organization representative explained
the achievements of the first three years of Ujjawala
implementation. The State Government also endorsed the good
work done by the organization. The PSC noted that the P&R
Home is situated at the Border district of Myanmar and
therefore the Ujjawala components are relevant.
The PSC approved the continuation of the project for the
components – Prevention, Rescue, Rehabilitation (for 50
beneficiaries only as initially sanctioned), Reintegration and
Repatriation. It was decided that the Ministry would release the
first installment of the 4th
Year to begin with but the release of
second installment would be subject to receipt of the
authenticated copy of license for running protective home under
section 21 of ITPA.
