Fire Fighting System

DETAILS OF MAINTENANCE SHEDULES

Maintenance of Fire Alarm and Fire Fighting System

The following activities /works / checks will be performed by the contractors staff on Daily / Fortnightly / Monthly / Quarterly / Half Yearly basis which will be dully recorded in the log book with date and time.

1. Daily Checks

(a) Check the power supply positions in respect of all the panels placed in various floors of the multi-storied building. (b) Check the LED of panels through lamp test switch. (c.) Check any fault if indicated on any of the panels and rectify the same immediately.

(d) Maintain the wet riser system,the contractor shall carry out the following operations in the presence of departmental officials.

i. Check water pressure in the system (minimum 3.5 kg/sqm) ii. Running of the fire hydrant pump and motor. iii. Check leakage etc. in the system. iv. Check of control panel. v. Check of bell and siren for its proper working. vi. Checking of fire extinguishers installed at various areas of hospital (like leakage and expiry of same) vii) Checking of 56KVA DG set.(Diesel, lube oil ,battery water ,battery terminals and water). viii) Checking of sprinkler Nozzles.

2. Fortnightly Checks.

(a) Operational readiness of the entire system during mains failure.

3. Monthly Checks to ensure .

a. Fire circuit of each zone from the panels. b. Whether signals of fire and fault gets transmitted from zonal panel to main panel. c. Performance of the hooters. d. Performance of the manual call points. e. Monthly cleaning of the system and draining of the same etc, as required. f. Servicing and overhauling of fire panel/ electric panel.

4. Quarterly Checks.

(a) Fault circuit of each zone by actually disconnecting the wire.

5. Half Yearly Checks.

(a) Manual cleaning of manual call points, panels, hooters, hydrant box etc.

ADDITIONAL CONDITIONS OF CONTRACT

1. The firm will maintain the logbook for the maintenance works carried out as given under. i) After each maintenance / testing, the details will be entered in the log book (maintenance) register along with the of testing date and results achieved. The

entry in the register will be countersigned by the departmental Engineer. 2. Without taking prior approval from the site Engineer, no fittings / materials will be removed for the purpose of repairs. It will be the contractor’s

responsibility to provide alternative serviced temporary arrangements for such items removed during the period of repair. The item will be repaired and into position so as ensure that the systems remains fully functional all the time.

3. The firm shall maintain all cables from main control panel to local control panel and to detectors for each zone.

4. The system shall be maintained in working condition all the time until completion of contract. The firm will hand over to ESI Hospital the total system in fully functional condition at the end of completion of contract.

5. The demonstration on the working of system shall be given, once in a fortnight, to the Engineer-in-charge. 6. All materials to be used for repair and replacement of parts shall be from the approved list and of ISI make.

7. The check list and test requirements mentioned in the tender documents are of general nature and indicative only. In case specific checks and additional tests, under the overall guidelines of Delhi Fire department are considered necessary for efficient working of the equipment system towards ensuring its functioning all the time, whether included in the tender specification / bill of quantities or not will be brought out at tendering stage itself. No claim whatsoever shall be entertained for such reasons.

8. In case of incident of fire, the contractors available on duty, will ensure adequate operation of system fire fighting immediately and will also simultaneously inform Delhi Fire Office and Residents / Maintenance staff for vacating the area under fire.

9. The firm shall depute to site one qualified Engineer to check the whole system at least once every month. A proper record wil l be maintained duly signed by the Engineer and countersigned Engineer of the Employer concerning such visits. The firm shall submit a list of persons deployed for the work.

10. The firm will demonstrate on daily basis proper working of the complete fire fighting system by testing the system for a period of 45 minutes the firm will also carry out mock drill once in a month or as and when required by the department. A compressive drill also be done, once during the contract period, where firms Senior Engineer will also be present. The firm shall be responsible for proper working condition of the fire system all the time and all parts found defective / damaged will have to be replaced free of cost by the firm. In the event of failure of fire fighting system at the hour of need, the firm shall be fully responsible lapses and will have to meet all the losses uncured due to failure of fire fighting system.

11. The firm shall be responsible for supplying and maintaining all accessories, equipment, and panels, installed and being operated any loss or damage to the system components, line valves etc, due to faulty operation or any other reason shall be the responsibility of contractor and he will have to either replace the same or make good of the damages as the case may be In case of hydrant pipes, if the damages are caused due to 3rd party or due to again, the decision of departmental Engineer shall be final with regard to admissibility of such payment as an additional payments.

12. The Engineer in charge or his representative shall have full access to all installation at all time. 13. Maintaining liaison with the Fire Department in case of fire and tests to be conducted to check the operation / readiness of the system shall be contractor’s

responsibility. 14. Responsibility of providing all spares and consumables items required for operation of the system shall be that of contractor only. 15. Contractor will remove any staff from the duty if he not found competent for the job Engineer in charge will give such notices in advance and contractor

will replace such person in 3-4 days.

16. Non-deployment of competent staff / engineer service / and undue unjustified delays in rectification of any faults noticed and unsatisfactory maintenance of the complete fire system shall be treated as breach of the contract. Such situations, Department may consider imposing penalty or deduction of money from the payment to be made to the firm. The decision of department in this regard shall be final and binding on the part of contractor.

17. The servicing of pumps and motors shall be done twice in a year. (i.e. during the 1st quarter and 3rd quarter) to the full satisfaction of Engineer and not extra payment shall be made on this account. The water and electricity required for their running and maintenance will be provided to contractor by department at no cost.

18. The following cleaning and servicing material such as soap, detergent, caustic soda, de scaling, gland Dori for pump sets, sulphuric acid, mobil oil, grease, old dhotis/ cotton brush or jhadoo, small screws, nuts and bolts, fuse wire, finner belt, indication lamp assembly, Single phase preventer, HRC fuses upto 32 Amps., Log books / registers will be arrange by the firm nothing extra shall be paid.

4. SAFETY TEST

Firm will periodically examine safety devices and governor of the equipments to ensure user safety. In addition to conduct an annual no load safety test on the equipment.

5. CALL BACK SERVICE Firm will provide emergency service at no extra charge during CMC period.

Terms & Conditions:

1. The lifts are of OTIS / Olympus/Bharat Bijli make and the firm will have to carry out comprehensive maintenance of the lifts from OEM as per manufacture’s recommendations and practice.

2. The lifts are used by a large number of patients and their relatives in the hospital. The firm shall have to ensure that the lifts are always available in safe working condition and in the event of any difficulty in any of the lifts, the operation of the same will not be allowed by the firm.

3. The comprehensive maintenance includes all major or minor repairs or replacements components of the lift machinery. The firm will have to clearly define the items, which will not be maintained by the firm under the contract.

4. The firm will have to depute trained and experienced lift mechanics for attending the lifts. The lift mechanics should be on rolls of the firm who will work under the supervision of the firm’s qualified supervisors / engineers. The firm will have to ensure safe operation of all the lifts at all the time.

5. The firm will have to provide periodical servicing of the lifts which will include checking of various components, lubrication, adjustment, cleaning etc. as per recommendation of manufacturer. The reports of such checking are will have to be submitted to the Engineer – in – charge lift wise.

6. In the event of break down in any lift, the firm will have to provide prompt call back service on round the clock basis including holidays and Sunday.

7. The Department reserves the right to witness servicing / repair / work done by the firm in the lifts.

8. No advance payment will be made.

9. The work involves comprehensive maintenance of lifts in ESI Hospital, Basaidarapur. Most of the lifts are used on round the clock basis. Since the lifts are used by the hospital staff, patients & their relatives, any failure in the lift causes undue hardships to the patients. In order to ensure that any breakdown is attended promptly, the firm will have to depute their trained personnel so that their services are available at a very short notice. Agency should ensure presence of lift mechanic in the hospital in all working days during office Hours.

10. If any lift is not working beyond reasonable time due to any repair to be done by the Agency, service period will be deducted on pro rata basis.

11. Agency should ensure all the lift safeties in working conditions, if any mishap occurs due to non-working safeties, the responsibilities will lie on the Agency.

12. All indications provided in car and on landings shall be in working conditions. Defects shall be rectified at on early date so that users will be well informed about lift movement.

13. If any part required to be replaced is not covered in the contact, Agency should inform the department to get it replaced for smooth working of lifts.

14. The agency has to clean the lift periodically. Nothing extra shall be paid on this account.

15. The complete circuit diagrams for each lift under comprehensive maintenance shall have to be displayed by the firm in the respective M/C room.

16. All spares of original make should be used.

17. Conditional offer will not be accepted.

18. The contractor shall pay the minimum wages to her staff by him prescribed by Delhi Govt.

19. All the lift shall be ready for operation if any lift is under repair/Shutdown for more than 3 (Three days) the recovery shall be made at the given below:- (a) 20 passenger lift - Rs 1000 each per day. (b) 15 passenger lift - Rs 1000 each per day.

A C Plant ADDITIONAL CONDITIONS

Detail of Maintenance schedule

Scope of Work

1. Routine Maintenance and Operation of central A.C. plant includes the following items.

(a) Operation of central A.C. plant, chilling units with AHU’s cooling tower, connected condenser and chiller pump etc. for three shifts per day on all day including Sundays and Holidays and Maintaining the required temperature and humidity condition.

(b) Routine maintenance shall include the following items no extra cost shall be paid. i) Oiling & greasing of all moving parts of AC plant, cooling towers and fans AHU’s and motor blowers etc.

ii) Routine cleaning of filters and cooling coils with high speed blowers or with detergent as required.

iii) Charging / Tapping up of gas R-22 / R134A in the plant. So, that the required suction pressure is always maintained as per item of work.

iv) Maintaining all the operation record such as log book and repair etc. upto date as per requirement (Log books etc. shall be supplied by the contractor).

v) Cleaning the sumps of cooling tower blades of FRP cooling tower & near by area as per requirement.

vi) Heating system shall be maintained with the help of strip heaters installed at AHU,s.

vii) Servicing and overhauling of electric panel / controller.

2. To check pump gland packings. 7. To check solenoid valves for proper operation & closing. 8. To check water strainers. 9. To drain flush & clean tanks and troughs. 10. To check & clean of strainers & pot strainers.

MONTHLY :

1. Blow out dust from various meters, pump electrical boards and panels etc. 2. To operation of all safety controls & operation devices. 3. To check & clean starter and controls contact points. 4. To check & fill lubrication of motors, blowers etc. 5. To check and tighten nuts & bolts of switchgear, bus bars, cable terminals etc.

SPECIFICATIONS AND SPECIAL CONDITIONS

1. The Work shall be carried out as per CPWD specifications for electrical works & Air Conditioning – 2004 and the Indian Electricity Rule – 1956 as amended upto date and as per manual for such works wherever applicable.

2. The contractors shall maintain the logbook & duly signed by the site staff. 3. All the tools & T&P etc. required for day-to-day maintenance shall have to be arranged by the contractor. 4. Watch & ward of installation main A.C. Plant in building and its cleanliness all installation shall be the responsibility of the contractor during the period of the contract for which

nothing extra shall be paid.

5. In case of breakdown of any equipment the contractor shall report the JE/AE & or his representative shall locate the fault and shall arrange for replacement if advised and also arrange for parts if required and he shall be paid for the cost of the material so arranged at the prevailing market rates. The matter has to be reported to the JE(E)/ AE(E)/ Engineer-in-Charge immediately. In case of failure of electric supply from TPDDL, telephonic & written complaint is to be lodged with ESIC and inform to the JE(E)/ AE(E) of the department, immediately otherwise recovery as deemed fit shall be made.

6. Department shall not be responsible for any injury partial or permanent or death of any worker at site due to accident or manufacturing of the equipment or by negligence of the staff.

7. The staff has to maintain good behavior at site. Any person found discourteous or misbehaving shall have to be replaced with in 48 Hrs. Decision of the Engineer in charge or his authorized representative shall be final and binding on the contractor.

8. The department shall be at liberty to discontinue/ cancel the contract/ agreement found unsatisfactory without giving any notice in accordance with the above terms and conditions or otherwise, without assigning and reason thereof. Decision of Engineer-in-Charge shall be final and binding on the contractor for which no claim on any account shall be entertained by the department.

9. The department shall be at liberty to get the work executed through other agency beyond the scope of the work awarded.

10. Water and electricity shall be made available free of cost for operation and maintenance of A.C. Plant.

11. First aid box shall be arranged by the contractor at site of work. No extra payment shall be made on this account.

12. The contractor shall submit monthly labour report in time otherwise department shall not be responsible for delay in payment.

13. The work is of essential nature shall be done on all the days including Sundays, Holidays & Gazetted Holidays for which no extra payment shall be made.

14. The contractor has to take over the installation from the JE (E). The inventory shall be handed over in good running condition by JE (E) & hand it over back after the contract is closed to Engineer-in-Charge.

15. The contractor shall submit the schedule of cleaning of AHU’s overhauling of Pumps, Descaling of condenser and chillers etc. well in advance in order to have proper controls of the work carried out. If the contractor fails to carry out the work as per schedule, the monthly remuneration of the work shall be with held by the department whose decision will be final in this context.

16. In case of need plant may be run for one shift or and half shift and with 24 hours prior notice and payment shall be accordingly made.

17. Log books for A.C. Plant shall be arranged by the firm and complaint books for complaints shall also be arranged by the contractor from the date of start of work & all parameters shall be recorded systematically by the staff. Recovery as decided by Engineer-in-Charge shall be made if the complaint/ instruction not followed with in 24 Hours.

18. The services of the staff deputed by the contractor can be used occasionally at other sites in case of dire necessity only for attending to some urgent nature of work in the building on order of JE(E), AE(E)/ EE(E) for which no additional payment will be made to the contractor. If contractor refuse to do, then recovery as decided by Engineer-in-Charge per instruction shall be made from the bill.

19. All the workers engaged for the duty shall be allowed only when they come in a uniform with their name plate badge.

20. The contractor shall have to arrange for issue of identity cards as per direction of the Engineer-in-charge for all the staff members deployed within one week of the start of work at his own cost.

21. Timing may change according to the site requirement.

22. The installations are handed over in perfectly good working condition. Anything found short & missing shall be recovered from bill.

23. The contractor shall not pay less than minimum wages to the workers as fixed up by Delhi Govt. from time to time.

24. The contractor shall maintain attendance register for the operational staff at site which shall be checked by JE(E)/ AE(E) in charge of works.

25. The firm shall furnish certificate/ undertaking from the labour employed by him that he will not claim security of job from the department at any stage of time.

26. If any worker goes to court for any reasonable or unreasonable issue, which is actually the sole responsible of the contractor only, the department shall enforce complete recovery of amount incurred to fight the case in court from any bill current or otherwise.

27. If any condition’s is put by the contractor, which is not as per CPWD specifications/ terms and conditions of NIT, his tender is liable to be rejected.

28. Contractor will have to abide by the instructions contained in CPWD Manual Volume-II (upto date) applicable to him.

29. Malba shall be removed from the site daily and site kept neat and clean failing which the same is liable to be got removed by the department at the risk and cost of contractor.

30. The rates quoted shall be inclusive of wages of operators, relievers, cleaning, uniform and all taxes and duties etc. as applicable..

31. The contractor shall take all precaution for safety of the workmen. If any accident / mis-happening occur, the department shall not be responsible for the same. Consequently any compensation payable shall be at the contractor cost.

32. The contractor shall provide uniform comprising shirt, pant, Jersey & black shoes along the badge within 15 days of start of work. In the event of no-compliance a recovery as decided by Engineer-in-Charge per

day per employee shall be made. The workers should be in uniform during duty hours failing which recovery as decided by Engineer-in-Charge per day per worker for the date of inspection shall be made.

34. All the plant shall be ready for operation if any plant is under repair/Shutdown for more than 3 (Three days) the recovery shall be made at the given below:-

(a) 210 Tr Plant - 750 each per day.

(b) 750 Tr - 1500 each per day.

DG Sets Operation Schedule Role and Responsibility of Operation Staff:

The operator is responsible for carrying out the following activities related to the operation of the DG Set.

a. Ensure full time availability and conscious presence of the operators to operate the DG set as and when required. b. Ensure proper starting and stopping of the DG Sets. c. Running the DG Set as necessary when electric supply failed. d. Maintain all the necessary log books, registers, daily checklists & all records for any future checks & audits. e. Note down the energy meter readings as per scheduled time & monitor the power consumption. f. Daily check up of Lube Oil, Water, Water condition, Battery condition and Fuel as specified in operation and maintenance manual. g. Unloading of the fuel & pump to day tanks as necessary, intimate concerned authorities for procurement of fuel time to time. h. Submit the daily reports/ monthly report . i. Attending and arresting leakages immediately as far as possible, else report to the concerned. j. Filling the diesel in Day tank. k. Clean the Diesel Tank as necessary. l. Maintain fuel incoming & consumption records. m. Daily cleaning of the DG Set. Ensure the DG set is clean in all respects at all times. n. Maintenance of batteries (checking of battery water , gravity & filling battery water when required, cleaning of battery terminals for

deposition if any.) o. Cleaning of Radiator during stoppages. p. Assist the service engineer of AMC Agency deployed by ESI Hospital during maintenance activities of the DG Set. q. Carryout proper Housekeeping of entire Power House. r. Not to overload the DG Set beyond Rated Capacity. s. During Breakdown / Fault of DG sets its responsibility of ARM agency Operator/Engineer to coordinate with AMC Agency deployed by ESI

Hospital and inform accordingly ESIC engineer – in – charge. t. Servicing and overhauling of electric panel.

Annexure – E1

Sub Station

Role and Responsibility of Operation and maintenance staff

1. Substation equipment ,HT and LT panel shall be maintained and attended in three shift (24 hrs) 2. The safe custody of sub-station, HT and LT panel and cables and its accessories shall be the responsibility of the contractor during the tenure of the

contract. In the case of theft or damages to any part, compensation as decided by the Engineer-in-charge shall be recoverable from the bill of the contractors.

3. Scope of Work: The contractor's scope of work will include day to day maintenance , preventive maintenance and attending sub- station , as per instruction of the Engineer-in-charge, maintenance of compound light Adjustment , minor repairs, which require taking out parts/ equipments to workshop/ outside will be in the scope of the contract . Minor repair which can be attended at within the site will be done by the contractor, however all necessary spares and consumables items except at SI .No. 6 will be supplied by the deptt. Free of cost.

4. The following equipments are to be operated / maintained in routine at ESI Hospital Basaidarapur. Round the clock. (a) All HT/LT panels, feeder pillar, Emergency panel, Power factor panel, HT/LT cables installed in sub- station (b) 2 Nos.800 KVA, 1 Nos 1600 KVA & 1 Nos 750 KVA, 11000/415 volts transformer complete with bus ducting etc. (c) LT cubical board , emergency panel (d) Security and compound lights within the comps of ESI Hospital Basaidarapur.

5. Contractor will return all dismantled parts to Care Taker. 6. Following material will be replaced by the contractor within the scope of his work for performance of the contract.

(a) Cleaning materials like Vim, Surf, Cotton Waste, Grease etc. (b) Pilot lamp for indication. (c.) Fuses up-to 15 Amp. (d) Transformer Silica Gel etc.

7. Contractor will maintain the logbook Gen. Set/ Sub-stations which will be countersigned by the Engineer-in-charge . 8. In case of major breakdown in Sub-Stations payment will be made on the basis of actual work done. 9. Contractor is responsible for paying wages to the staff deputed for this work, as per the minimum wages act or any other act/order, regarding wages.

All the staff employed by the contractor will be in proper, neat and clean uniform with name plate badges, when on duty.
