    Dear HCT colleagues

    I would like to remind all clusters working on the UFE CERF grant that it was agreed unanimously at thelast HCT meeting that disabilities would be mainstreamed across all clusters. Handicap International isour longstanding and trusted partner to work with in this regard and should be included in all clustermeetings ongoing. Health, Protection, Early Recovery (with a focus on livelihoods) and Education are our4 clusters and each offers opportunities for inclusion of this issue.

    CERF moneys are for UN projects but we should use I/NGOs as IPs wherever possible. While we may notbe able to include a specific HI project, it is possible to agree bilaterally with IPs on funds disbursement.This means we can arrange small funding disbursements assuring people with special needs are includedin each activity.

    Just as we agreed on seeking potential geographic convergence at a future inter-cluster meeting I will alsobe looking to see where special needs are included in proposals as a cross-cutting initiative and whereappropriate bilateral partnerships are forged with HI directly or through HI to local NGOs. Lets be creative!

    It has also come to my attention that OCHA is not always invited to cluster discussions. It is helpful if theycan be present to answer technical questions on the spot.

    As I am presently in the field and struggling with a new computer and address book, I am directing this tocluster agency heads and major agency partners and request you copy it on to your relevant teams wherenecessary. OCHA should please ensure WHO and UNHCR also get copies to their current OICs.

    Following on from this morning's ad-hoc HCT meeting please see below the key points and agreedoutcomes for the CERF Underfunded Emergencies (UFE) submission for the Mindanao HAP MYR:Key Points

    The ERC confirmed the US $3.5M allocation from the CERF UFE Window for humanitarianresponse in the Philippines.

    CERF UFE grants are used to strengthen core elements of humanitarian response in underfundedcrises and are not meant to substitute for voluntary contributions from donors nor replace othertraditional funding mechanisms against the HAP.

    CERF UFE does not fund 100% of a project. UFE grants must be utilised by 30 June 2012.

    No-cost extensions are offered in exceptional circumstances. Taking into account the funding status of the HAP, specific cluster funding requirements and the

    predominant need for early recovery and livelihood projects, also noted in the HAP MYR, thepriority clusters for CERF UFE funds are: Early Recovery/Agriculture (livelihoods), Protection,Education and Health (incl. WASH & Nutrition).

    Submissions to be based on needs, overall impact, NGO involvement and cluster capacity tofulfill the proposal including human resources, procurement and liquidation of commitments. Consideration for people with disabilities to be mainstreamed across CERF UFE project

    submissions.

    Convergence of project locations during project planning phases (inter-cluster discussions) tosupport comprehensive delivery of services.

    The Online Project System (OPS) to be simultaneously updated to reflect changes to HAPprojects that occur during the CERF UFE project development. The total requirement for the HAPwill not change during the CERF UFE project modification process.

    CERF UFE Submission ProcessPriority Clusters and Financial Allocations based on prioritisation exercise:

    Livelihoods US $750,000 UNDP (lead) Protection US $1 Million UNHCR (lead) Education US $750,000 UNICEF (lead)

    Health US $1 Million WHO (lead)Guiding Framework:The HAP continues to be the strategic guiding tool to coordinate responses in Mindanao. The HAPprojects have undergone a rigorous drafting process which outlines the objectives and response plans.Only projects included in the HAP can be submitted for funding.Submission Timeline:

    Cluster project drafts to OCHA by CoB Thursday, 28 July or earlier. (OCHA focal point me (LizMarasco ([email protected]))

    Cluster project draft with comments to clusters by CoB, Monday 1 August. Final project drafts to OCHA by CoB Wednesday 3 August.

    Budget refinement Wednesday 3 Friday 5 August. Consolidated application to HC by Tuesday 9 August. HAP project sheets updated in the Online Project System by Tuesday 9 August

    HC to ERC Friday 12 August.

    Kindly identify one key focal point per cluster and send contact details to me asap.
